A Syracuse, N.Y., judge on Tuesday ordered a 30-year-old man to move out of his parents’ house after they went to court to have him ejected. Mark and Christina Rotondo brought the case after their eviction letters offering money and other help were ignored. Michael Rotondo told the judge he knows his parents want him out. But he argued that as a family member, he’s entitled to six more months. He told reporters he’ll appeal. (AP)

Residents of a Florida city who received alerts about a power outage were also warned about zombies. The Palm Beach Post reported that Lake Worth residents got the message during a power outage Sunday. The alert said more than 7,000 customers lost power “due to extreme zombie activity.” A city spokesman later wrote on Facebook that he wanted to “reiterate that Lake Worth does not have any zombie activity currently.” (AP)

It’s a girl! Bowser is a mom. THE DISTRICT The baby that set Washington buzzing Monday night, when D.C. Mayor Muriel Bowser made a surprise announcement that she had adopted a child, is a girl named Miranda Elizabeth Bowser, city officials said. The mayor’s office has not made an official announcement of the baby’s name, age and sex. But mayoral aides told a handful of D.C. officials about the baby as they gathered in Las Vegas on Monday night for a retail convention, according to city officials who were present for the announcement. The mayor, who is 45, is the first single mother to run the city. Bowser told WUSA Channel 9 that it was the right time for her to start a family. “I decided to start the adoption journey, just knowing that it was a great time in my life and I had so much to share with a baby,” she said. “When you sit in the seat that I’m in, you’re used to being able to make things happen, and babies have a way of letting you

credible competition in the June 19 Democratic primary or the general election. Bowser, who has never married or had other children, is extremely private about her personal life. And her handling of the baby announcement was in character. She also did not introduce her child on camera in her interview, and asked for privacy in a Monday evening statement. Bowser joins a small number of single parents holding public office, even though they lead about a quarter of U.S. families. In her television interview, she did not address how she would handle child care. The District is one of the most expensive cities in the United States when it comes to child care, according to the Economic Policy Institute. The mayor said becoming a parent will give her a new perspective on public policy. “It certainly gives me another point of view. I have, we have been very focused on families in this administration, making sure that we do everything for schools and child care and great play spaces and safe neighborhoods,” Bowser told WUSA.

White House lawn gets that sinking feeling For all the concern over leaks at the White House, a more pressing problem might be the sinkhole on the North Lawn that appears to be growing by the day. The literal pit in the ground appears to have opened just outside the press briefing room and the office of deputy White House press secretary Hogan Gidley. Steve Herman, a reporter with Voice of America, tweeted that he first spotted the sinkhole last week. It has since grown, and another sinkhole has opened up next to it. It’s not clear what caused the sinkholes to emerge. (TWP)

VIRGINIA A federal judge in Virginia sided Tuesday with a transgender teenager who spent most of his high school years fighting to use the boys’ bathroom, ruling that school officials violated his constitutional rights in a case that symbolized the national fight for transgender student rights. Gavin Grimm sued the Gloucester County School Board after it barred him from the boys’ bathroom. The case made Grimm, now a 19-year-old activist in Berkeley, Calif., the face of the fight for transgender student rights and ascended to the Supreme Court. The decision comes nearly a year after Grimm graduated from Gloucester High, too late for him to use the boys’ bathroom. But it could provide leverage for other transgender students seeking to use bathrooms that align with their gender identity. It’s unclear whether the Gloucester school board will keep the bathroom restrictions on the books. Neither school board members nor their attorney, David Corrigan, responded to requests for comment. Grimm said he broke down in tears when he received a text message alerting him to the ruling, feeling vindicated — and saddened that it came too late to help him.

Officials in Charlottesville have given final approval to hiring the city’s first African-American female police chief, following the previous chief’s departure in the aftermath of a violent white nationalist rally. She is a former George Washington University police chief. She will succeed Al Thomas, who was the city’s first African-American police chief. Brackney’s effective start date is June 18. 3rd man guilty in beating of black man at Va. rally A third man has been found guilty in the beating of a black man who was left severely injured the day of a white nationalist rally in Charlottesville. Daniel Borden, 19, of Ohio entered an Alford plea Monday to a charge of malicious wounding in the attack on DeAndre Harris. The plea means Borden did not admit guilt but acknowledged that prosecutors had enough evidence to convict him. Borden’s plea follows the conviction of two other men. A fourth man is awaiting trial. Pizza delivery driver  dead after shooting A pizza delivery driver was fatally shot late Monday in Burtonsville, officials said. The driver was identified by police as Francesco Michael Digiovanni, 45, of Rockville. The incident unfolded a little after 11 p.m. Monday. Officers found a man with “trauma to his body” inside a vehicle on Ballinger Drive at Autumn Glen Circle. Rescuers tried to provide aid to Digiovanni, who died at the scene, police said. Harris has a series of auto theft arrests and a repeated history of running away from juvenile facilities, Bickel said. Judge Sally Chester ordered the ninth-grader be held at Baltimore County Detention Center, an adult lockup. According to a probable cause statement filed Tuesday, Harris

told a detective he had been waiting in the driver’s seat of the vehicle as “associates” were committing a burglary. He tried to flee in the Jeep when he saw Caprio arrive on the block, but she followed him and ordered him out of the vehicle, the statement said. Harris told the detective that he “drove at the officer,” according to the statement. Police have said three other teenagers suspected in area burglaries were in custody Tuesday in connection with the incident. Caprio, 29, won an “Officer of the Month” award for the Parkville precinct in December. Police said at the time that her investigation led to the identification and arrest of two suspects in numerous package thefts. She would have been on the force four years in July, police said. Attacking opioids: Staffing shortages hinder the fight The opioid crisis, which kills 115 Americans a day, knows no bounds. A Senate hearing will explore growing opioid abuse among seniors, and a recent report pointed to border staffing shortages that facilitate drug smuggling. “In 2016, one in three people with Medicare Part D [which covers prescription drugs] — 14.4 million beneficiaries — received an opioid prescription, 500,000 received high amounts of opioids, and 90,000 were at ‘serious risk’ of misuse or overdose, according to the Department of Health and Human Services Office of Inspector General,” said a Senate Aging Committee statement announcing today’s hearing.

Sen. Susan Collins, R-Maine, chairwoman of the Aging Committee, said it’s a mistake to “perceive the face of opioid addiction as young. … Nearly half of older Americans suffer from chronic pain, and the incidence increases with age.” Many of the opioids fueling the epidemic are smuggled in through ports of entry where understaffing is an issue. The striking increase in smuggled fentanyl, a synthetic opioid, was raised in a recent report by Senate Homeland Security and Governmental Affairs Committee Democrats. “Port Officers are, in the majority of cases, the last line of defense in preventing illicit opioids from entering the United States,” the report said. But there are holes in the defensive line.

“In a single year, the amount of fentanyl seized by CBP [Customs and Border Protection] more than doubled, from 564 pounds in 2016 to 1,370 pounds in 2017,” said the report, released by Missouri Sen. Claire McCaskill, the top Democrat on the Homeland Security Committee. The report said, “85 percent of all CBP fentanyl seizures took place at ports of entry.” The seizures demonstrate the magnitude of the opioid smuggling and the vigilance of the CBP officers. But looming problems posed by agency staffing shortages are described in two key points from the report: “Staffing shortages at ports of entry may be compromising interdiction efforts. Ports of entry across the U.S. have 4,000 Port Officers less than the number needed to staff all ports of entry.” “The opioid epidemic places disproportionate demands on Port Officers relative to other border security law enforcement officers. In its proposed FY 2019 budget, the Administration proposes to dramatically increase staffing at Border Patrol and Immigration and Customs Enforcement, but add no additional officers at ports of entry.” In response to the report, a CBP statement said staffing has increased at the six main international mail facilities by 20 percent over the last six months. The agency said, “CBP has made significant investments and improvements in our drug detection, identification, and targeting capabilities.” The National Treasury Employees Union, which represents about 25,000 CBP officers, agriculture specialists and trade enforcement staffers, said the report “provides further evidence that the staffing crisis is harmful to our nation’s safety and security.” Follow Joe Davidson on Twitter @joedavidsonWP

POLITICS Conservative House Republicans unveiled a resolution Tuesday insisting on the appointment of a second special counsel to investigate their growing list of grievances with the Justice Department and the FBI. “There is a ton of evidence of real misconduct,” said Rep. Lee Zeldin, R-N.Y., a member of the Freedom Caucus and the resolution’s author. Zeldin and other conservatives have been at odds with federal law enforcement for much of the past year, accusing senior officials — including former FBI Director James Comey, special counsel Robert Mueller and Deputy Attorney General Rod Rosenstein, who oversees Mueller’s work — of bias and mismanagement in the politically volatile investigations of Donald Trump’s presidential campaign and Hillary Clinton’s use of a private email server when she was secretary of state. Tuesday’s announcement, and a demand that the matter be brought to the House floor for a vote, comes as House Republicans have accused the FBI of planting “at least one person into the Trump campaign” to spy on its activities, Zeldin said. The Justice Department said Monday that its inspector general would expand an ongoing internal probe to include the

African-American children are taking their lives at roughly twice the rate of their white counterparts, according to a new study that shows a widening gap between the two groups. The 2001-2015 data, published Monday in the journal JAMA Pediatrics, confirm a pattern first identified years ago when researchers at Nationwide Children’s Hospital in Ohio found the suicide rate for black children ages 5 to 12 exceeded that of young whites. Although suicide is rare among young children, the latest findings reinforce the need for better research into the racial disparities, lead author Jeffrey Bridge said Monday. “Most of the previous research has largely concerned white suicide. So we don’t even know if the same risk and protective factors apply to black youth,” said Bridge, director of the Center for Suicide Prevention and Research at the Columbus hospital. Historically, suicide rates have been higher for whites than blacks across all age groups. That remains the case for adolescents, ages 13 to 17. From 1999 through 2015, more than 1,300 children ages 5 to 12 took their own lives in America, an average of one child under 12 dying by suicide every five days, according to the Centers for Disease Control and Prevention. Amazon has been essentially giving away facial recognition tools to law enforcement agencies in Oregon and Orlando, according to documents obtained by American Civil Liberties Union of Northern California, paving the way for a rollout of technology that is causing concern among civil rights groups. Amazon is providing the technology, known as Rekognition, as well as consulting services, according to the documents, which the ACLU obtained through a Freedom of Information Act request. A coalition of civil rights groups, in a letter released Tuesday, called on Amazon to stop selling the program to law enforcement because it could lead to the expansion of surveillance of vulnerable communities. The legal costs are covered by the TIMES UP Legal Defense Fund, which provides attorneys for women who cannot afford to bring cases. SCHOOL SAFETY If you want to know where mass school shootings are most likely to occur, look no farther than smalltown and suburban America. The massacre that killed 10 people at a high school in Texas last week was just the latest to happen in a small or suburban city. Of the 10 deadliest school shootings in the U.S., all but one took place in a town with fewer than 75,000 residents, and the vast majority of them were in cities with fewer than 50,000 people. These are seemingly idyllic places to grow up: low crime rates, good schools and a sense of community where everyone seems to know your name. And it’s exactly those attributes, experts say, that are why small rural and suburban towns are a breeding ground for the next school shooter. “Ironically, it’s people in small towns and suburbia who think it can’t happen here. And that is exactly the type of place where it does happen,” said Peter Langman, a psychologist who has been studying school shootings for years. “People tend to think of violence associated with cities, not violence associated with small-town America, but this type of violence is the one associated with small-town America.” Experts say the phenomenon is due to a variety of factors that include easy access to guns and the copycat effect of disturbed suburban and small-town teenagers emulating each other. It’s also blamed on the pressures of living in small towns that make it harder for disgruntled teenagers to adjust. “In small-town America, it’s said everybody knows everybody, and that’s well and good except when you don’t want everybody to know what’s going on with you,” said James Alan

Fox, a professor at Northeastern University who has been studying mass shootings for decades. “If things are going downhill for you, you did something wrong or someone did something wrong to you and some girl dumps you, everybody knows. There is no vaccine for the virus, which can cause raging fevers, convulsions and vomiting, and kills up to 75 percent of people who come down with it. The only treatment is supportive care to keep patients comfortable. At least eight people who have had contact with the sick are being kept in isolation in their homes so their conditions can be monitored, officials say. Nipah can be spread by fruit bats, pigs and through humanto-human contact. Officials suspect the Kerala outbreak may have begun with bats. Cheerleaders accuse Texans of mistreatment NFL Three former Houston Texans cheerleaders filed a class-action lawsuit Monday against the team and its director of cheerleading, alleging officials forced them to work extra hours without pay, exposed them to abusive, shaming behavior by the director and failed to protect them from physical abuse from fans. Twitter direct messages show examples of cheerleaders being pressured to lose weight, the suit said. The women were paid $7.25 per hour — minimum wage — but were required to work off the clock to keep their spots on the team, according to the suit. Amy Palcic, the Texans’ vice president of communications, said: “We are proud of the cheerleader program and have had hundreds of women participate and enjoy their experience while making a positive impact in the local community. We are constantly evaluating our procedures and will continue to make adjustments as needed to make the program enjoyable for everyone.” The Texans are the latest NFL team in recent months to face a controversy over treatment of cheerleaders, joining New Orleans, Miami and Washington. Updated laws in D.C. and Md. mean upfront insurance costs aren’t a ‘common expense’ REAL ESTATE Many condominium projects in the Washington area are old, having been converted from previous rental apartment buildings. Pipes periodically break or leak, often causing thousands of dollars in damage. Who pays, the unit owner or the association? Every condominium association has insurance coverage, typically called the “master policy.” This is in addition to the policy every owner in this area must carry for their own unit, called an HO-6 policy. When damage occurs, the master policy usually covers certain repair costs. But every insurance policy has a deductible — an amount that must be paid upfront or deducted from the insurance proceeds. This can range from $5,000 to $25,000 or more. And until recently, the bylaws of many associations stated that the deductible is a “common expense.” In other words, it has

to be paid by the association. Association boards do not like to pay the deductible every time there is a problem; such expenditures are typically not plugged into the annual budget, and often at the end of the year an association may have to significantly increase the monthly assessments to make up for any shortfall. A few years ago, the Maryland legislature gave every association a significant break. It enacted what is called “strict liability.” If the cause of any damage to the condominium started from within a unit, regardless of whether there was negligence, that owner must pay the deductible up to $5,000. And the law is not limited to plumbing problems; any incident that occurs in the unit that triggers payment by the master policy is covered under that law. Maryland lawmakers then did something highly unusual. Almost all bylaws then in existence

merely stated that “owners may want to get their own insurance coverage.” Typically, to amend association bylaws, a supermajority vote (two-thirds or even three-quarters) of all owners is required. However, since the strict liability provision would financially affect Maryland residents, a law was passed allowing associations, with only a simple majority, to amend their bylaws to require every owner to obtain the HO-6 policy. Why? Because that insurance would pay up to $4,500 of the $5,000 deductible. Condominiums in the District were facing the same problem. So all District associations — acting through the Community Associations Institute — supported an amendment to the D.C. condo act that essentially is identical to the one in Maryland. In Maryland, for the association to legally collect the $5,000, the board must — on an annual basis — inform all owners of the amount of the deductible and their obligation under the law should a problem occur within their unit.

In Washington, to be obligated to pay the deductible, unit owners must be advised before any damage occurs. Best practice: The board, through its management company, should advise all owners of this law annually. Careful drafting of the bylaws will allow a condo with a larger deductible to collect the full amount from the owner in the unit where the problem occurred. Amending bylaws is not an easy task. In many associations, it’s hard enough to get a quorum for the annual meeting, let alone get a supermajority vote to make changes to their legal documents. But all is not lost. When unit owners recognize that such a proposed amendment may significantly curb operating expenses — and thus either lower condo assessments or at least keep them stable — many financially minded owners will support it. Making the most of their time For Playboi Carti and nd BlocBoy JB, mortality lity breeds inspiration MUSIC Like the universe itself, rap albums are expanding, only instead nstead of a Big Bang, God appeared eared over the Bronx in A.D. 1973 73 and whispered, “Get money.” Now we’re living in the Spotify era, as rappers get paid by the stream — which means more songs, more money, more problems. Drake, Future, Migos and others have capitalized on this shift without much imagination, filling bigger containers with more scoops, making their albums feel stuffed and samey. But here’s the good news: Rap is an art form where the tyros refuse to follow in the missteps of their heroes. And to prove it, two of the year’s best rap albums — “Die Lit” by Playboi Carti and “Simi” by BlocBoy JB, both released earlier this month — earn their length lengtth h in i thoughtful, houghtful art artful tful

and mysterious ways. These two know that making music isn’t about filling space. It’s about manipulating time. BlocBoy JB emerges from a tradition of Memphis loudmouths. His most exuberant rhymes always seem to fall on the wrong beat, and by heaving his curvy Tennessee drawl into such asymmetrical couplets, he sounds like he’s pounding round pegs into square holes. Each time Carti fixates on a phrase, or a word, or even a little onomatopoeic hiccup, he’s denying us the comfort of forward motion, the familiarity of crescendo, the rush of catharsis and the satisfaction of resolution. And so his vocalizations become

like a kind of wallpaper that you can’t stop staring into. Carti is an editor, all the way down to the ad-libs he uses to decorate the blank spaces in his music. Many of these incessant background blurts sound like “pew, pew, pew” or “whoosh, whoosh” — whispered evocations of gunfire. But with the “bang” edited out, we only hear the bullet slicing the air, the micro-moment between life and death. Place yourself in that moment hundreds of times over the course of this album’s 57 minutes and d you might reconsider the value e of every moment you have left. t.

entertainment The Scottish trio colors its ominous lyrics with synth-pop rhythms ALBUM REVIEW In one of those divine twists, two very different artists are offering songs titled “God’s Plan” this year. You probably know the one by Drake. But there’s also one by the Scottish synth-pop group CHVRCHES. It may not top the Billboard Hot 100, but it’s still a hypnotic gem. “God’s Plan” is part of the sonically bright but thematically still

gloriously dark “Love Is Dead,” the trio’s third album that comes out Friday. Those suffocating blankets of synth from 2013’s “The Bones of What You Believe” have been hacked away, offering a lighter and, yes, more commercial sound than even their 2015 breakthrough “Every Open Eye.” But CHVRCHES have always deceived, offering 1980sinfluenced pop with depth. Lyrically, the band is at its best here, exploring man’s inhumanity to man while still making highenergy songs. Nowhere is that more evident
