HELPFULNESS
And He Even Offered to File His Own Police Report A Washington state man was arrested at the Centralia police station after showing up in handcuffs. Police said Aaron M. Perez, 21, walked to the station Saturday and asked for help taking the cuffs off. Perez said a friend bought them at a secondhand store, put them on him as a joke and threw the key on the lawn. Police checked records and found an outstanding arrest warrant. Perez was taken to jail in the handcuffs he arrived in. (AP) STATING THE OBVIOUS

Obama Defends Drone Strikes Washington President Barack Obama on Thursday defended America’s controversial drone attacks as legal, effective and a necessary linchpin in an evolving U.S. counterterrorism policy. But he acknowledged that the targeted strikes are no “cureall” and said he is haunted by the civilians unintentionally killed. “Neither I, nor any president, can promise the total defeat of terror,” Obama said. “What we can do — what we must do — is dismantle networks that pose a direct danger and make it less likely for new groups to gain a foothold, all while maintaining the freedoms and ideals that we defend.” The president also announced a

Pardon the Disruption President Barack Obama was interrupted three times Thursday by a woman who shouted about drones and detainees in Cuba as he delivered a speech on national security. The woman was identified as Medea Benjamin, right, from the anti-war group Code Pink. renewed push to close the Guantanamo Bay detention center in Cuba. However, shutting the prison will still require help from Republicans reluctant to back Obama’s call to move some detainees to U.S. prisons and try them in civilian courts. Since taking office, Obama’s counterterrorism strategy has increasingly relied on the use of strikes by drones. The highly secretive program has faced criticism from congressional lawmakers who have questioned its scope and legality. Ahead of the address, Obama signed new “presidential policy guidelines” aimed at illustrating more clearly to Congress and the public the standards the U.S. applies before carrying out drone attacks. Though Obama sought to give more transparency to the drone program, the strikes will largely remain highly secret for the public. JULIE PACE AND L AR A JAKES (AP)

In one of their most dramatic choices in a century, local leaders of the Boy Scouts of America voted Thursday to ease a divisive ban and allow openly gay boys to be accepted into the nation’s leading youth organization. Gay adults will remain barred from serving as Scout leaders. Of the local Scout leaders voting at their annual meeting in Texas, more than 60 percent supported the proposal. The vote w ill not end t he wrenching debate over the Scouts’ membership policy, and it could trigger defections among those on the losing side. Details Emerge in U.K. Slaying Attacker seen in video said to have joined radical group London A man seen with bloody hands wielding a butcher knife after the killing of a British soldier on the streets of London was described as a convert to Islam who took part in demonstrations with a banned radical group, two Muslim hardliners said Thursday. Police raided houses in connection with the brazen slaying of the off-duty solider, identified as Lee Rigby of the 2nd Battalion The Royal Regiment of Fusiliers, who served in Afghanistan. In addition
to the two suspects who were hospitalized after being shot by police, authorities said they had arrested a man and a woman, both 29. Rigby, the father of a 2-year-old boy, was slain Wednesday afternoon outside the Royal Artillery Barracks in the Woolwich area of south London while horrified bystanders watched in the busy city known for its decorum. The bizarre scene was recorded on witnesses’ cellphones, with one of the two suspects boasting of their exploits and warning of more violence. Holding bloody knives and a meat cleaver, they waited for police, according to a passerby. Police would not say whether it appeared Rigby had been targeted because of his military service. He

Anjem Choudary, the former head of the radical group al-Muhajiroun, said that the man depicted in the footage was Michael Adebolajo, who converted to Islam and took part in demonstrations by the group in London. Omar Bakri Muhammad, who now lives in Lebanon but had been a radical Muslim preacher in London, also said he recognized the man as Adebolajo. Police have not identif ied either suspect, but both had been part of previous terror investigations in Britain, a British official said. It was unclear how recent the investigations were. The attacks highlight the growing reach and sophistication of the Islamic extremists based in neighboring Mali. (AP)

The defects and errors that led to the world’s deadliest garment-industry accident extend from the swampy ground the Rana Plaza was built on, to “extremely poor quality” construction materials, to the massive, vibrating equipment operating when the eight-story building collapsed, a committee appointed by Bangladesh’s government concluded. The committee’s report says nothing about the role the regulatory system played in the April 24 collapse, which left more than 1,100 people dead. The disaster highlighted the hazardous working conditions in Bangladesh’s $20 billion garment industry. The report found that building owner Sohel Rana had permission to build a six-story structure and added two floors illegally. (AP)

Riots Signal Rising Social Unrest in Sweden Husby, Sweden Sweden has long been a bastion of generous social welfare and an egalitarian political culture. So many people were shocked when scores of youths hurled rocks at police and set cars ablaze during rioting in several largely immigrant areas near Stockholm this week. Few dispute that the violence was probably touched off by the fatal police shooting of an elderly man who had locked himself in an apartment wielding a knife. But some accused police who responded to the violence of racism. For some, the real reason for the unrest is the high unemployment and isolation of youths in the sub-

urbs where the violence occurred — ones who see little future for themselves or access to Sweden’s prosperity. “The segregation in Stockholm increases all the time, and it’s hap-
pening fast,” said social anthropologist Nina Edstrom. Overall, about 15 percent of Sweden’s 9.5 million people were born abroad, compared to 10 percent 10 years ago.
The inf lux has mostly come from war-torn countries such as Iraq, Somalia, former Yugoslavia, Afghanistan and Syria. In 2012 alone, Sweden accepted 44,000 asylum seekers, up by nearly 50 percent from a year earlier. “I do not think that Sweden is as equal as some people try to paint it to be,” said Quena Soruco, 26, who lives in Husby, the neighborhood where the violence started Sunday. Around 80 percent of its 11,000 residents are either firstor second-generation immigrants. The unrest is a challenge for the government of Prime Minister Fredrik Reinfeldt, which has come under fire for failing to address social problems. MALIN RISING (AP)

Weekend Update It’s been easy to spot MARC riders lately: They’re the ones bouncing around wearing goofy smiles. Ever since last week’s news that the commuter trains will start running between D.C. and Baltimore on Saturdays and Sundays by the end of the year, every regular I know has been fantasizing about what they’ll be able to do with the new service. Orioles games, Smithsonian exhibits, BWI flights, whatever it is that’s in Odenton — it’s all going to be just a few bucks away. The change is sure to be a boon for tourists and folks with unconventional work schedules, but I predict the biggest winner of all will be weekends. In theory, no one is particularly fond of Mondays, Tuesdays, Wednesdays or Thursdays. The constant station closings and sin-
Memorial Day Weekend on Metro Track work will last from 10 p.m. Friday to midnight Monday. The system will open at 7 a.m. Monday, and both trains and buses will operate on a Sunday schedule.
gle tracking that make Metro an unpredictable mess most weekends, however, have persuaded Washingtonians to embrace the school night. Sure, you have to get up early the next morning, but you’ll be dealing with a functioning transit system. (Usually.) Countless friends and co-workers have told me they’ve practically given up going to parties, concerts and other stuff they can’t walk to
Two stations will be closed: Shady Grove and Rockville. Free shuttle buses will replace Red Line trains between Grosvenor and Twinbrook.
on Saturdays and Sundays. And having spent hours in sluggish shuttle buses and on platforms with no trains in sight, I can’t say I blame them. This MARC announcement is a reminder that weekends don’t have to be so, well, weak. Metro service will be mucked up for years to come, but that doesn’t mean we have to sit at home or buy a car. It means we need alternative, reliable ways of getting out. For starters, we can take a closer look at what else is available. Capital Bikeshare, for instance, released a survey Wednesday showing that 40 percent of respondents used the service “to make a trip they would not have otherwise made, mostly for entertainment, social purposes, errands, and dining.” Sounds like some spontaneous fun, and maybe CaBi could do more to encourage this behavior by giving riders a bit of extra time on Saturdays and Sundays before additional fees kick in. One pal told me the only way she would consider getting out more on weekends is if Uber became free. Fat chance of that, but the next step in the taxi-app revolution should be the ability to find people going to the same place so you can split the cost of rides. (Hello, tech people!) The District Department of Transportation is also working for the weekend with some of its projects, including the D.C. Streetcar, which should be in testing mode by the fall. The 2-mile route along H Street won’t save the day for most Metro riders, but it will take passengers to Union Station. And that connects to the MARC train to Baltimore. And that should make more people smile.
Four stations will be closed: Vienna, Dunn Loring, West Falls Church and East Falls Church. Free shuttle buses will replace Orange Line trains between the Vienna and Ballston stations.

Metro Aims to Modernize Fare Payments Washington Metro, fast approaching 40, is spending $5 billion rebuilding the tracks and other vital infrastructure. Millions of dollars are being eyed to redesign the system’s 1970s-era look. And preliminary plans are in the works to build another tunnel under the Potomac River. Now, the transit agency is poised to revamp the way passengers pay their fares, too. By July, it is expected to choose a contractor to lead the costly and complicated task of modernizing the fare-col-

Instead, they will be able to wave a smartphone, key fob or credit card in front of a scanner as they board a bus or walk through a subway station fare gate. Metro says it wants to have a new system in place within four years. But it is a complicated, expensive undertaking, freighted with risk for a transit agency that in recent years has endured chronic service problems and striking safety failures. General Manager Richard Sarles said now is the time to make these changes because existing fare equipment, like a lot of the
transit agency. Metro is soliciting a vendor for a 10-year contract, which is expected to be worth at least $200 million. More than 60 vendors, including Verizon Wireless, Xerox, AT&T Wireless, Samsung, IBM, Cisco, HP, MasterCard and Bank of America, are vying for a role in the contract. Metro officials said they expect to award the deal in July. The system would be tested in a pilot project for 18 months and would be in place across Metro within four years, officials said. Sarles compared it to using EZPass, an electronic toll collection system on roadways. “You just get on the highway and go right through,” he said.
Backstory The new technology is not expected to replace SmarTrip cards, which nearly 90 percent of Metro bus and train riders now use, and riders would still be able to pay with cash. But Metro officials said they expect that as more consumers shift to credit cards with a computer chip and smartphones with similar capabilities, they’ll choose a new way to pay their fare. Revamping the payment system would involve replacing the roughly 2,000 fare gates and 700 vending machines at all 86 stations. (T WP)

al 400,000 on its buses. By 2020, the Metrorail system is expected to reach its capacity of nearly 1 million passenger trips a day. “Fare systems are an opportunity you only have every 20 years or so to take a stab at,” said John McGee, who is spearheading a new payment system for Philadelphia’s

Partial Collapse of Parking Garage Kills 1 Second construction worker freed with serious injuries Bethesda One construction worker died and another suffered life-threatening injuries after a parking garage partially collapsed at the Westfield Montgomery Mall, according to Montgomery County police and fire officials. The two workers were trapped when a concrete and steel slab weighing more than 50,000 pounds collapsed on them, according to Montgomery County Assistant Fire Chief Scott Graham.

Emergency workers are seen in a parking garage not far from where a collapse occurred, killing one worker, at the Westfield Montgomery Mall on Thursday.
Graham said both victims were alive when rescue crews arrived. The first worker later died. Rescuers worked to stabilize the structure to free the second worker for more than four hours Thursday. Graham said the second victim, who was rescued around 6 p.m., had “serious” and “life-threatening injuries.” The collapse occurred near Macy’s department store in a 40-foot area between the second and third levels of a partially built parking garage. Dozens of firefighters and police were on hand. The garage was under construction, so it was not filled with vehicles at the time of the collapse. (THE WASHINGTON POST/AP)

Redskins The Washington Redskins opened their doors to the media Thursday, allowing a glimpse of the entire team in action during this first week of organized team activities. But the focus was on one person — Robert Griffin III. Less than five months after the quarterback’s reconstructive knee surgery, Griffin was back on the practice field, throwing passes, executing handoffs and running from end zone to end zone. He looked completely transformed from the hobbled player who tore ligaments in his right knee in last season’s playoff game against Seattle.

Redskins quarterback Robert Griffin III threw passes to other injured skill players at Thursday’s organized team activities.
“I know everyone’s seen the commercials and the statements of ‘All in for Week 1,’ and I stand behind that.” — ROBERT GRIFFIN III
Wearing a black compression shirt, shorts and neon-yellow cleats, Griffin moved around with ease, laughing with his teammates and watching intently as Kirk Cousins led the first team through scripted plays during practice. Afterward, in his first meeting with the assembled media since his injury, Griffin was candid and charismatic. “The knee feels great,” he said at the news conference. “I’m able to do all the stuff out there without any hesitation. I’m excited about that. It’s all about having that con-
RGIII’s Road to Recovery Redskins quarterback Robert Griffin III has been busy the past five months:
Jan. 6: Griffin suffers a knee injury during the Redskins’ 24-14 loss to the Seattle Seahawks in the first round of the playoffs. Jan. 9: Dr. James Andrews repairs both Griffin’s lateral collateral and anterior cruciate ligaments in his right knee. fidence. It’s about playing like you were never injured.” Griffin persuaded Redskins coach Mike Shanahan to set aside some space on the practice field for the quarterback and other injured skill players to work, including tight end Fred Davis, who is recovering from an Achilles injury. “He looks great,” Davis said of Griffin.
It was a far different feeling a few months ago, when Griffin prepared for surgery. At the time, he didn’t know whether his ACL was torn or not. He woke up after the procedure to discover that it indeed was torn, making his recovery even more challenging. “It was tough,” he said. “Yeah, I cried. Real men cry. As soon as we finished our little cry festival,
I put the date of the first week in my phone and that was my goal since then.” Griffin said the two major obstacles left in his rehab are explosive sprinting and cutting, and that he’s a bit ahead of schedule. He hopes to be ready for training camp but said he could play in Week 1 without seeing any preseason snaps. Shanahan wasn’t as quick to commit to Griffin’s timetable, but both acknowledged that they did discuss the events that led to the quarterback’s injury, with Griffin saying the pair “hashed everything out” and that there are no hard feelings. “It was an unfortunate situation at the end of the season,” Griffin said. “The only thing that needed repair from last season was my knee, and that is repaired. I’m ready to go.” ELLIOT T SMITH (FOR E XPRESS)

Rising Up Together relegated to the bottom of the standings. But things have changed. The misery of the area’s two ballclubs — which face each other in a four-game series starting Monday — ended in 2012, when both Washington and Baltimore reached the playoffs. It was the first trip to the postseason for the Nationals since the team moved to the District in 2005, and the Orioles’ first appearance since 1997. The Nationals’ recent success can be attributed to hitting on a number of high draft picks. Bryce Harper, Stephen Strasburg, Drew Storen, Ross Detwiler and Ryan Zimmerman, all first-round selections, have become key contributors. Second baseman Danny Espinosa and shortstop Ian Desmond were third-round picks. With the roster the Nationals were building, it was only a matter of time until they started to win. After a 98-64 season in 2012, expectations were high entering this season. But Washing-

The Orioles were riding a six-game losing streak before winning two games over the New York Yankees. The Nationals just ended a 10-game West Coast road trip at 4-6. Yet both teams are still only a few games back of the division lead. “Anytime you’re going through tough stretches, you try to look back and see what was going right when you’re winning ball games,” Orioles first baseman Chris Davis said. “That’s a lesson you’ll never lose, whether it was last year or two years ago. Coach Mike Krzyzewski will try to lead Team USA to its third-straight gold.
Coach K to Lead U.S. Through ’16 Basketball Duke coach Mike Krzyzewski just couldn’t pass on “the ultimate honor” of representing his country again as the U.S. men’s national team coach. Krzyzewski is returning as coach through 2016, extending a run that included leading the Americans to two straight Olympic golds while helping reshape a program that needed a jolt to keep up with the growth of international basketball. “I really thought I wasn’t going to do it,” Krzyzewski said during a news conference Thursday. “But now that I am doing it, I can tell you I am doing it with 100 percent commitment and passion — but with seven years of experience of having done it before.” Krzyzewski, 66, took over as coach as USA Basketball began its national-team program in 2005. Since then, Krzyzewski has led the U.S. men’s team filled with NBA stars to Olympic gold medals in Beijing in 2008 and London in 2012. He also led the Americans to the gold at the 2010 FIBA World Championship, and the team has a 50-game winning streak dating back to 2006. A ARON BEARD (AP)

Dear Interior Secretary Jewell: A century of slaughter wiped out gray wolves in the lower 48 states. Less than two decades ago, citizen conservationists, federal and state governments, tribes and private organizations launched a visionary and historic effort under the Endangered Species Act to bring wolves back. But now the U.S. Fish and Wildlife Service wants to prematurely strip Endangered Species Act protections for nearly all gray wolves across the United States before this work is complete. THERE IS NO SOUND SCIENTIFIC BASIS FOR DELISTING THESE ICONIC ANIMALS AT THIS TIME. Hundreds of thousands of concerned citizens have voiced their outrage in recent weeks. This includes many of the scientists whose research has been used to justify the delisting. They have publicly rejected the conclusions the Fish and Wildlife Service has drawn. Their message is clear: There is no sound scientific basis for removing federal protections for these wolves.

Artist Lofts
“There’s an economic benefit with a live/work space,” says Juanita Hardy, executive director of the arts organization CulturalDC (Culturaldc.org). Of course, some artists prefer not to live where they work, and new developments in D.C. cater to those looking to rent a workspace only.
Continued from page R1
“I really like the idea of being around other types of artists,” says the landscape and ink artist. “At the same time, it means living with singers performing at 2:30 in the morning or making noise at all hours of the night.” Still, she loves the opportunity to see singers, dancers and muralists do their thing. “It’s exhilarating,” she says. That’s the goal, says Joe Butler, a project manager at Artspace (Artspace.org), a community and arts organization that acts as the property manager for two buildings that cater to artists — the Mount Rainier spot and another community in Brookland.
“We’re trying to build a community. It’s good for the neighborhood and the artists.” — JOE BU T LER , A PROJECT MANAGER FOR ARTSPACE, WHICH MANAGES THE MOUNT RAINIER ARTIST LOFTS
To apply, artists must present a portfolio of their work and interview with current residents and Artspace employees. The selection committee looks for candidates who are committed to their craft and willing to participate in events. “We’re trying to build a community,” Butler says. “It’s good for the neighborhood and the artists.” Artspace designed its units specifically with artists in mind. Its apartments have lots of natural light to work by; large open spaces and high ceilings to accommodate equipment; and countertops and floors that can take some abuse. It

also means shrinking some amenities that nonartists would be attracted to, such as the kitchen. “We’ve found that our artists would rather have space that is unassigned that they can set up in whatever way they want,” Butler says. “Our units are usually 15 percent larger than a standard affordable housing unit. We want to build in the space to practice the craft.” Creating affordable housing for artists has become especially important in the past five years, when the average rent in the Washington metro area jumped 25 percent. “Without affordable housing, artists couldn’t afford to live in the city,” Butler says. Organizations such as Artspace keep monthly fees low by building units that qualify as affordable housing, which means they are eligible for government grants. Not having to pay for a separate studio helps, too.
Answers to common renter questions from the D.C. Office of the Tenant Advocate
If I get bedbugs, is my landlord responsible for paying for exterminators?
The short answer is that, generally speaking, you are responsible for extermination if your unit is the only one infested, and the landlord is responsible if more than one unit in the rental accommo-

dation is infested. This general rule applies to the extermination of any vermin including rodents, roaches and other insects including bed bugs. If yours is the only unit infested or you rent a single-family
At Home With Art Artist live/work spaces are peppered throughout the city. Here’s a list of the options in the Washington area:
52 O Street Studios: This four-story brick warehouse was converted into apartments in 1978. Today, artists rent out the 30 live/work spaces, which range from 250 to more than 1,000 square feet. (52 O Street NW; 52ostreetstudios.org)
Brookland Artspace Lofts: The lofts started as a modern dance space. Today, you can still find the Dance Place company, along with 41 affordable units that are a mix of residential and studio space. (3225 Eighth St. NE; 301-927-3586, Artspace.org/our-places/brookland-artspace-lofts)
Loree Grand at Union Place: This Bozzuto property, located in NOMA, is made up mostly of luxury apartments. But 30 units have been set aside as live/work studios. (250 K St. NE; 866-308-6212,Loreegranddc.com) ARCH Development Corporation: ARCH operates a small number of live/work rentals for artists in Anacostia. (1227 Good Hope Road SE; Archdevelopment.org)
Mount Rainier Artist Lofts: 40 affordable units in the Gateway Arts District. Property managers keep the definition of “artist” intentionally broad — hairdressers, dancers and performance artists are welcome. dwelling, there is an important exception to this general rule. Namely, the landlord becomes liable for the extermination if he or she has failed to maintain the premises in a rodent-proof or reasonably insect-proof condition. The source of a bed bug infestation, however, is particularly difficult to determine, which underscores the fact that pest control ultimately is a shared responsibility. It is critical that landlords and tenants alike do their part to prevent access points or

The Brookland Works development (701 Monroe St. NE, 866339-1487, Monroestreetmarket .com/f loor-plans), scheduled to open this summer, is a traditional apartment complex that will also rent 27 artist studios, along with performance spaces and galleries. Mike Henehan, vice president of the Bozzuto Development Company that runs the project, says many of the studios are not cookie-cutter. The reason, he says, is that a painter might want a different kind of space than a photographer. And to ease the financial burden artists’ face, the units are “priced at a costeffective level,” he says. It’s not only the artists who benefit from these arrangements. Neighborhoods that offer a vibrant arts scene attract visitors. Those visitors, in turn, invigorate new bars, restaurants and other amenities. “Artists bring more disposable income” to a neighborhood, says Duane Gautier, CEO of ARCH Development Corporation, which operates six artist units in Anacostia and Congress Heights. “Residents want more commerce, more restaurants and places to visit,” Gautier says. “Bringing in artists and new housing helps with that.” AMANDA ERICKSON (FOR E XPRES S)

Tenants in multi-family dwellings should promptly report an infestation to the landlord or management company, and landlords should take immediate remedial steps. Portia de Rossi only believed it was happening when her agent got the good news from the producers. Michael Cera only believed it was happening when the cameras rolled. It happened all right. After years of rumors and clamoring from fans, “Arrested Development” has risen from the dead with 15 half hours premiering en masse on Netflix at 3:01 a.m. Sunday. “Arrested Development” is the cock-eyed comedy blessed with a king’s ransom of talent and the twisted vision of its mastermind, Mitch Hurwitz, that aired on Fox for three seasons as a cult favorite, then was canceled for low ratings — and maybe because it befuddled everyone who wasn’t hooked. “I think the show scored some ‘cool points’ for dying before its time,” Cera says. “But there are still a lot more places for it to go.” Yes, “Arrested Development” died young with a beautiful, if funny-to-look-at, corpse. But its fans weren’t ready to bury it. And said so. “Clearly a lot of people didn’t like the show,” Jason Bateman allows, “so I guess all we were hearing from were those who do — and that happens to be a brand of people who are not afraid of speaking their minds.” Now reanimated by public outcry, “Arrested” is going new places. “Mitch and the cast didn’t want to do something not as good as the old series,” says Bateman (who plays Michael Bluth, the fractious fami-
NETFLIX
FRI 24
The Bluth family gathers, circa 2013, for the Netflix version of “Arrested Development.” It stars, clockwise from left: Michael Cera, Portia de Rossi, Jeffrey Tambor, Alia Shawkat, David Cross, Jessica Walter, Tony Hale, Will Arnett and Jason Bateman.
“A lot of people have told me over the years that they would build friendships around the show. They would judge first dates on whether that person likes ‘Arrested Development’ or not. It was a means of evaluation.” — Ron Howard, the narrator and executive producer of “Arrested Development”
ly’s would-be mediating presence). “We didn’t want to do something lateral or just a retread.” “I think it’s new at every opportunity,” says Cera (who plays
3:01 a.m. Set your alarm for early Sunday morning — that’s when Netflix’s “Arrested Development” goes live.
Michael Bluth’s straight-arrow son, George Michael), “while retaining the show’s original heart.” The new Netflix season takes the form of what you might call an anthology as it updates viewers, character by character with each episode, on the Bluth family — that once-wealthy, now-broke and at-each-other’s-throats clan squabbling in Newport Beach, Calif. Besides de Rossi, Cera and Bateman, the cast of “Arrested” Redux brings back Will Arnett, Alia Shawkat, Tony Hale, David Cross, Jeffrey Tambor and Jessica Walter,
who reconvened in a strategic yet catch-as-catch-can fashion. “There was no reality where we could get everybody for a full sevenor eight-month period,” Hurwitz says. “That gave birth to the form we came up with for the new series.” The 15 episodes dwell on individual characters during the sixyear span from when the series was canceled in 2006 up through 2012. That structure was supposed to make it simple to book each actor for an isolated shooting schedule. Then Hurwitz took his creativity another step. Since all the episodes are happening simultaneously, he couldn’t resist including crossover appearances from other actors in each episode. But his ambition made it all the trickier getting all the actors he needed in place for any given episode. Not that “Arrested Development” has ever chosen the simple or obvious path. Bluth Family Values Whether you’ve seen “Arrested Development” before or not, YOU CANNOT JUST RANDOMLY START WATCHING. First: Read all the obsessive fan guides. (Kudos to NPR, which has lived up to its mission to create “a more informed public” by compiling an online graphic with an OCD-worthy breakdown of running gags.) Second: Obey the tweet of series creator Mitch Hurwitz: “You gotta watch them in order.” Third: To truly relate to the extreme dysfunctionality of the conniving Bluth family, attempt to live their vida loca. MARC SILVER (FOR EXPRESS)
Do the Chicken Dance. Famously performed by many Bluths, the “Chicken Dance” is based on a 1950s Swiss song called the “Duck Dance,” which crossed the Atlantic, changed its bird reference and conquered America. Don’t be shy; you can do it! Make the beaks by stretching out hands and pressing thumb and fingers together. For wings, tuck fingers under armpits, flap arms. Dip and shimmy your posterior to suggest tail feathers. Clap four times. Repeat. A tip o’ the drumstick to “Bobby and the kids” from “The Lawrence Welk Show” for these helpful instructions, available on YouTube.
These include: “Yikes,” “Marry me,” “I like the way you think,” “I’ve made a huge mistake” and “Good grief” (an homage to the comic strip “Peanuts”).
Drink juice from a juice box. Now you’re just like youngest son (and momma’s boy) Buster.
When Buster did not finish his cottage cheese, his mother, Lucille, adopted a Korean boy out of spite and named him “Annyong,” the first word he spoke, which is Korean for “hello.”
Hyatt Regency - Bethesda Tue, Apr. 23 7400 Wisconsin Ave.

Become a never nude. Bluth son-in-law and self-proclaimed “analrapist” — that’s an analyst/therapist — Tobias Funke (David Cross, above left) is afraid to be seen fully nude. This irrational fear is a real psychological condition known as gymnophobia. It even has its own Wikipedia listing, which does not mention “Arrested Development.” To walk a mile in the shorts of a “never nude,” purchase jeans. Cut off at the groinal area. Next time you go to the gym, shower in those cut-offs.
Drink wine from a wine box as if it were a juice box. Buster did that, too, only he didn’t realize it was wine.
Freeze a banana. Finish your cottage cheese.
Park Hyatt Mon, Apr. 22 1201 24th Street, NW
3 Slacks & 2 Shirts: $495 • 1 Sports Coat & 1 Shirt: $399
Then you will understand the dynamic between Bluth matriarch Lucille (Jessica Walter, left) and her offspring, which dates to the very first episode. Daughter Lindsay spies a gay protester wearing the same blouse she owns. Lucille notes, “He wears it better.”
Utter Bluth catchphrases.
WASHINGTON, DC SHOWS:
Grand Hyatt Fri, Apr. 19 1000 H Street, NW

‘I’VE MADE A HUGE MISTAKE.’
Fine Hand-Tailoring for Men and Women

The Bluth family owns a frozen banana stand, which seems rife with potential symbolism. Let’s get experiential to figure it out. Take a banana. Peel it. Wrap it in foil. Place in freezer until frozen solid. Consume. It will have the texture of ice cream. Then you will understand: Sometimes a frozen banana is just a frozen banana. Plus: It’s an excellent source of potassium.

The ‘Furious’ Formula If you’ve watched the previous 5 ‘Fast’ films, then you know what to expect from No. 6
At this point in the “Fast” franchise, Vin Diesel could drive a car blindfolded with one hand behind his back.
Movie Review
Small World, Big Problems 1 Director: Chris Wedge Stars: Josh Hutcherson, Amanda Seyfried, Beyonce Knowles In a Nutshell: The story of a battle between the forces of good, who keep the natural world alive, and the forces of evil, who wish to destroy it.
In calling itself “Epic,” the new CGI adventure based on William Joyce’s “The Leaf Men” might be guilty of overselling itself, just a bit. The Leaf Men are a race of bug-sized soldiers who maintain the order and balance of the natural world. Riding saddled hummingbirds, they keep the forces of decay and rot — embodied by creatures called Boggans — at bay. But when Mandrake (voice of Christoph Waltz), the evil leader of the Boggans, attacks the Leaf Men’s queen (Beyonce Knowles) and steals a magical flower bud, the Leaf Men must fight to get it back before its power poisons all life. Aiding the Leaf Men is Mary Katherine (Amanda Seyfried), a human teenager who has been shrunken down to their size. The requisite chaste romantic subplot comes courtesy of a rebellious adolescent Leaf Man (Josh Hutcherson), who likes Mary Katherine, but who also needs to learn a few lessons about teamwork and community. It may not be epic, but it’s still eye-popping entertainment. MICHAEL O’SULLIVAN (THE WASHINGTON POST )
2
That most “Fast” characters will miraculously survive numerous collisions, leaps from bridges and bullet barrages even though they all clearly should have been killed at least 17 times. Per film.
3
That even if a character dies — spoiler alert! — he or she may miraculously resurrect in sub-
sequent movies, as Michelle Rodriguez’s Letty Ortiz does here.
Fast & Furious 6 (PG-13) Director: Justin Lin Stars: Vin Diesel, Dwayne Johnson, Paul Walker, Michelle Rodriguez In a Nutshell: Something about bringing down a former Special Ops soldier who … forget it — there are hot cars, crashes and shirtless men.
4
That they’re no longer about street racing but still commit to delivering dizzying examples of vehicular ballet as well as infinite shots of Vin Diesel and Paul Walker displaying the facial expression best described as “Stick-Shift Face.”
A Charming Path To Self-Discovery ‘Frances Ha’ captures the leap from stunted youth to adulthood Film Review If “Frances Ha” is what nepotism looks like, let’s hear it for family trees. Consider: The writer-director of this small, gemlike coming-ofage comedy is Noah Baumbach, son of former Village Voice film critic Georgia Brown and author Jonathan Baumbach. Three of its
most arresting supporting players — Mickey Sumner, Grace Gummer and Charlotte D’Amboise — are the daughters of Sting, Meryl Streep and ballet superstar Jacques D’Amboise, respectively. And the incandescent star of “Frances Ha,” Greta Gerwig, casts her own parents as her character’s mom and dad. Writing with Gerwig, director Baumbach has created a fey, sneakily charming generational touchstone on a par with “Annie Hall.” “Frances Ha” is a movie set squarely in that fraught netherregion between arrested adolescence
5
That “Fast & Furious 6,” like its predecessors, doesn’t need CGI, 3-D glasses or even praise from critics. It just needs to please its audience with amped-up, oldschool thrills that make its demo whoop and holler with every zoom, smash and ka-BOOM. Consider this review a declaration that it does just that. JEN CHANEY (THE WASHINGTON POST)
Frances Ha (R) Director: Noah Baumbach Stars: Greta Gerwig, Mickey Sumner, Grace Gummer In a Nutshell: After a young woman’s best friend moves, she goes apartment-hopping across the country to figure her life out.
IFC FILMS
Epic (PG)
That these movies, including the latest, straight-forwardly titled installment, “Fast & Furious 6,” will always be about hot cars that get into epic accidents; action sequences that defy the laws of physics as well as thought; and precariously assembled plotlines that aren’t really that important anyway.
UNIVERSAL PICTURES
We hold the following truths about “The Fast and the Furious” franchise to be self-evident:
Greta Gerwig, above, co-wrote “Frances Ha” with director Noah Baumbach.
and adulthood. Shot in lo-fi black and white, the film follows Gerwig’s Frances — whose world wobbles when her best friend moves to a new
apartment — along an archipelago of places while she crashes on people’s couches to figure things out. “Frances Ha” is about a character who, by her own proud but apologetic lights, “isn’t a real person yet.” As most people who’ve been there know, that’s not inherently interesting raw material, but Baumbach and Gerwig have used it to make a real movie. The same thing has been suggested to me repeatedly on Twitter and once by a very strange voice mail that harped on my hyphenated last name. Allow me to assure you: In all my moviegoing life, either professional or personal, I have never once seen anyone use his or her genitals to watch a film. Which brings me to “Fast and Furious 6,” out this weekend. I have heard it’s pretty good — even from (gasp!) other women. I did not go to any press screenings. I won’t see it in theaters. Why? I don’t think I’d like it.
“
Everyone watches films filtered through his or her life experiences. My life experience happens to be that of a woman, which puts me in the minority in film criticism (for gender, at least: I’m still a straight, white Christian, so I’m pretty comfortably settled in those majorities). What’s interesting is that when I don’t like, say, “Olympus Has Fallen,” the fact that I’m a woman somehow must be the reason I didn’t like it, when the real reason is the movie sucked. Male critics said it sucked, too, but I don’t think their gender took the blame

in the Twitterverse. In film criticism — in the world, really — we’re used to hearing male voices; we’re also socialized to believe that male voices cheer on explosions and car chases and boobs, while female voices ask only for movies where there’s at least one passionate kiss in the rain. It’s reductive at best, offensive at worst, and stupid at every level. Blame gender roles, blame patriarchy, blame the fact that my first car was a Volvo station wagon for my choice not to see “Fast and Furious 6” — just don’t blame my uterus.

Levon Helm, of the seminal rootsrock group The Band, had a hard life. You could see it in the weathered face of the singer and musician, who died in 2012 at age 71 after years of struggling with drug and alcohol addiction, bankruptcy and, for a while, the loss of his voice from throat cancer. “Ain’t in It for My Health,” an affectionate documentary by Jacob Hatley, examines Helm’s face and voice up close. But the movie lets the music do the talking. Despite overtones of morbidity, the tale it tells is one of life, not death. MICHAEL O’SULLIVAN (THE WASHINGTON POST )

Shaq and Him
Minnesota Charm “A Prairie Home Companion” has been on the air for 39 seasons, and the folksy variety show is one of the gems of American public radio. Come see Garrison Keillor, at left, in person at a staged performance that includes monologues, comedy sketches and harmonica music from Howard Levy. Wolf Trap, Filene Center, 1551 Trap Road, Vienna; Fri. and Sat., $25-$60; 703-255-1868, Wolftrap.org.
Berry Nice
Comedian Godfrey recently shot TruTV’s “Upload With Shaquille O’Neal,” where, along with comic Gary Owen and the ex-NBA star, he riffed on Web videos and pulled pranks. Hopefully, the gig gave him a funny story about hanging with Shaq for his stand-up. DC Improv, 1140 Connecticut Ave. NW; Fri. & Sat., 8 and 10:30 p.m., $17; Sun., 8 p.m., $15; 202296-7008, Dcimprov.com. (Farragut North)

As co-owners of New York’s Artichoke Basille pizzerias, cousins and co-chefs Sal Basille and Francis Garcia know about slinging dough. The pair show off their pie intelligence in the new Cooking Channel series “Pizza Cuz” (9 p.m. Mondays), which sees them checking out pizzerias around the U.S.

Crust is so crucial in pizza. What’s the key to making it? FRANCIS GARCIA: Use good ingredients! And don’t use hard water; it won’t work wonders on the dough. And beyond that, experience. SAL BASILLE: And if you’re new at dough-making, you can always go to your neighborhood pizzeria and buy it. Most of them will sell it to you cheap.

Sal Basille Francis Garcia
What’s the easiest way to ruin a pie? SB: If you put too much of one ingredient on the pizza, you may spoil the dish. FG: Yeah, don’t overtop a pizza, either, or it’ll have no body. You’ll have a soggy mess. What’s the secret to a good sauce? SB: To me, it’s all about the right tomatoes. We really like Nina brand
canned ones. Don’t use puree, don’t use crushed. Just add olive oil and salt. A lot of places destroy pizza sauce by dumping in hot peppers, garlic and all this other stuff that’ll just give you heartburn. You’ve been hitting pizzerias around the country. What’s the wildest type you’ve tried? FG: I was blown away by this Indian pizzeria in San Francisco, Zante Pizza (Zantepizza.com). They make the dough with turmeric in it, and they put spinach curry sauce and baba ghanoush on it. It sounds like there are regional American differences in pizza. SB: Yes, there’s a place in Berkeley, Calif., that has sourdough crust! Are there any ingredients that you can’t put on pizza? SB: No — pizza is a blank canvas.
On their new show “Pizza Cuz,” New York pie men (and relatives) Sal Basille and Francis Garcia dish on sauce and crust issues.
You can put anything on it! If you like meatloaf and mashed potatoes, they’d work. Pizzerias obviously have very hot ovens. What can we do at home to help us make pizza with regular appliances? FG: You can do things to make your oven like a pizza oven. Use a pizza stone, or go to Home Depot, buy a box of quarry tiles and use those to line the bottom of the oven. That’ll do a pretty good job at really heating up the bottom of the pie. [Read more at Cookingchanneltv.com/ shows/pizza-cuz.html.] What about grilling pizza? FG: I think grilled pizza can taste like cardboard. It’s hard to melt the toppings. But people do put pizza stones on their grills, and that can often work out OK. OK, you get one last slice before dying — what’s on it? FG: My electric-chair pizza? A simple combination of Pollio and Pecorino cheeses, anchovies and plum tomatoes. It’s a pizza we have at the restaurants called the Burnt Anchovy, and the fishes actually melt into the pie. It’s a real umami effect. JENNIFER BARGER (E XPRESS)

shopping lookout Re-Do It Yourself THINKING ABOUT TOSSING that rickety old bookshelf?
Let Barb Blair, author of “Furniture Makeovers” ($25, Chronicle Books), convince you why it’s worth keeping. (Hint: Gold spray paint may come into play.) The how-to book serves up 26 genius furniture face-lifts that could launch a thousand Pinterest pins, including ombre dresser drawers and distressed, shabby-chic desks. Projects require minimalto-no elbow grease, though painter’s tape will be your new best friend. At the very least, the clever revamps will affect how you scout yard sales.
THE PROBLEM WITH
Memorial Day cookouts? It’s hard to open a fresh brewski while wolfing down a pork sandwich/BBQ tofu kebab/ bag of chips. Rush Dixon’s one-handed cap remover ($25, Uncommongoods.com) assures you can gobble and gulp sans pause. Still, such convenience isn’t going to lead to a bathing-suit bod.
ANSWERS FROM THE SHOE BLOGGER
Now that Memorial Day is here, I can finally wear white shoes again. Please recommend something casual. I should mention that I wear a size 12. —ANTONIA Manolo says, have you not heard the news? The ancien régime has been overthrown, and the Jacobins of fashion are busily marching the most honored of traditions straight up to the guillotine. Who today (except for the Manolo’s friend Antonia) cares about the old rule that allows the wearing of white only between the days of Memorial and Labor? Even the Manolo, who is so stodgy he occasionally wears the four-piece suit to the beach, has given up trying to care about the white cloth-

This means no more post-mani rashes and a gentle-on-your-nose scent. But we’d also wear one of the nine saturated, glossy colors even if they weren’t so gentle. The polish brushes on smoothly and went chip-free on one of our reporters for two weeks.
Sole Proprietor THE SHOE HIVE (127 S. Fairfax St., Alexandria; 703-548-7105) has been selling Old Town stylistas footwear for 10 years. But the chic shoe boutique just freshened its roster of pretty-meetspreppy brands. Look for new kicks from such names as Gastone Luciloli (shown, $345) and reality TV stylist-turned-designer Rachel Zoe, whose raffia platforms ($255) come in gold or black. The pairs that look hautest for the heat? Jean-Michel Cazabat’s classic-but-hip espadrilles ($200-$350) in leopard print, hot pink or blue-and-white striped canvas.

ing rule. It is the vestige of the era of no air conditioning and ladies maids and is best left behind with the corset and bustle. And so the Manolo says, if it is April and the weather is warm, wear the white shoes upon your feets. Speaking of no corsets and white in the summer, now that the magnificent Baz Luhrmann has revived “The Great Gatsby,” perhaps it is the time to bring back the classic tennis outfits of that 1920s: drop-waist, pleated, knee-high skirts, sleeveless tops, cotton pullover sweaters, all in glorious, summery white. Frankly, the Manolo is tired of Day-Glo booty skirts, spandex bandeau tops and tennis stars who dress like hoochie mamas. Here is the Kimi from the Munro American ($200, Zappos.com), the smart-looking white driving moccasin that goes all the way up to the size 13. Ask the Manolo a question at manolo@shoeblogs.com. “We anticipate our coolest summer since 2009, and a 50-50 chance at our 2nd coolest since 2005.” — @CAPITALWEATHER says
Washington’s stifling summer trend ended last year and many days will be in the 86-to-93-degree range with short-lived heat waves.
“Of course @WMATA would be ‘considering legal options’ over a hilarious and harmless metro parody site. C’mon, man.” — @KARAK2P2 reacts after Metro spokes-
man Dan Stessel tweeted Thursday that the system is mulling legal actions over a Metro HotCars parody dating website. The site, created by Kyle Conrad, asks, “Are you ready to find a new ‘commute’ment?” When the user chooses dating options, a prompt reads, “Let’s be honest, I wouldn’t put it past them” and says the site is a “joke/parody/what have you.”
“At one point, a seemingly intoxicated fan disrupted the show in an attempt to get Anastasio’s attention. Apparently she was pretty stoked that the guy on stage was ‘literally Trey.’ ” — JAMBANDS.COM reports on the
disturbance during Phish guitarist Trey Anastasio’s performance Wednesday evening with the National Symphony Orchestra at the Kennedy Center. A woman attempted to get a photo of herself with Anastasio — even going as far as trying to hoist herself up onto the stage — before being told to stop.
“Love the irony of an SUV roaring down the highway cutting everyone off aggressively with a license plate that read ‘CALM DWN.’ ” — @SOUTHEAST_FIRST shares a
recent tale of road rage.
“The guy who plays Daario is an actor named Ed Skrein, who you probably have never heard of. Let me tell you a little about [Skrein]: 1) he used to be in a gang, until he was stabbed at age 17, after which he left the criminal life. But more importantly, he’s also a rapper. Is he good? That’s another question.” — DUSTIN ROWLES AT UPROXX.COM
shares a music video in which Ed Skrein — a recently introduced “Game of Thrones” character named Daario Naharis — is rapping “like a boss.”

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

(The Obamas came in first, with Bill and Melinda Gates second.) “These power pairs have become forces in their industries,” Forbes wrote of the list. “Be it politics, media, tech or music, they prove that when it comes to cultivating power, sometimes it takes two.” Other celebrity couples on the list were Tom Brady and Gisele Bundchen; Brad Pitt and Angelina Jolie; and Ellen DeGeneres and Portia de Rossi.
