There was a fowl smell wafting through Maine’s largest city early Tuesday. Police said a truck carrying chicken parts malfunctioned, spilling gallon upon gallon of poultry bits along a residential street in Portland. At last measure there was about 6 percent of the fleet with air fresheners,” Burnside said. “That did have a pretty nice impact quickly,” she added. “I guess if [the trains] smell good, people feel they’re clean.”
Metro spokeswoman Sherri Ly offered additional specifics on the statistics cited by Burnside. According to customer surveys, the percentage of riders satisfied with the level of cleanliness on railcars increased from 53 percent last December to 61 percent at the end of March. “On the Green Line specifically, satisfaction on cleanliness improved to 73 percent, a 15 percent increase,” Ly said. PornHub: No hack at Union Station After three minutes of pornographic content appeared on an ad screen at Union Station last week, officials said the incident was probably a hack. But the executives at PornHub aren’t so certain that the incident was deliberate. “It’s entirely possible the perpetrator of this incident was an avid fan who was perusing our content and unfortunately mishandled the technology behind the video screen at Union Hall,” said the streaming service, whose videos appeared in front of unwitting commuters. TRANSPORTATION Metro officials are hoping that Green Line riders will soon detect a subtle difference on their daily commute — a certain eau de cucumber melon, if you will. As part of an effort to improve customer satisfaction with cleanliness on the trains, workers have been installing industrial-grade air fresheners on 6000-series trains that traverse the Green Line. The air fresheners are placed within the ventilation systems on the trains, and new ones are swapped in each month. For now, the air fresheners come in two scents: cucumber melon and mango. News of the newly perfumed trains came at a Metro board meeting earlier this month, where Metro’s chief performance officer, Andrea Burnside, said the decision to begin using air fresheners may have contributed to some heartening

Mei Xiang, who is 18 years old and has birthed three cubs at the zoo, has been showing signs over the past few weeks of being in estrus. Giant pandas have a yearly peak estrus period that runs between 24 and 72 hours. “[Mating] has to happen within that window because that’s the only time her egg is released for a whole year,” a zoo spokeswoman said. Each $60 print is ordered from the website, paid for with a credit card and hand-delivered to the buyer along with a gift of about an eighth of an ounce of marijuana tucked in a plastic canister. The concept has made for some lavishly decorated group houses, including a rowhouse in Northwest that is wallpapered with renderings of Bob Marley, Abe Lincoln and lotus blossoms. “It’s just a very convenient service,” said a resident in his mid-20s, who spoke on the condition of anonymity. “But we have

The cashier rung them up, put the receipt in the bag and reached behind the counter for a “free souvenir from the collective.” One customer emerging from the shop opened his bag and asked, “You want a T-shirt?” He was a trim retiree in a polo shirt and khaki shorts who gave his name but asked that it not be used. He said he is delighted to have a safer way to buy cannabis than the old black market. “What can I say, I’m 75 years old and still enjoy using Viagra and marijuana,” he said, climbing into a car for the ride back to his Georgetown garden and an evening of white wine and weed. THE DISTRICT In D.C., it is now as easy to get marijuana delivered to your door as pizza. Really expensive pizza. More than two years after D.C. allowed residents to legally cultivate and possess cannabis for personal use, a growing gray market of companies has sprung up that will bring orders of highpriced cookies, juice, clothing or even artwork to your house, along with the “gift” of a few fat buds. Those who want to imbibe can also pay to attend craft fairs where vendors sell edibles and smokables at what one regular terms a “farmers market for weed.” Purchasers get their marijuana after buying another product. But reportedly in some cases sales have become more straightforward — cash for pot. The new pot providers have started to roil the city’s four-yearold medical marijuana network, which requires patients with a prescription to pick up their cannabis in person at an official dispensary. Those operators have asked regulators to grant them authority to go door to door, said Vanessa West, general manager of Metropolitan Wellness Center. “It’s hard for us to compete with home delivery,” West said. “A lot of our patients would really benefit from that.” Most of the companies are exploiting what they hope is a loophole in Initiative 71, the ballot measure that legalized cannabis for personal use. The law, which passed overwhelmingly in 2014, allows residents to grow small amounts of marijuana and possess up to two ounces but forbids buying or selling it. But the statute does permit growers to

REGION Washington’s four hottest summers on record have all occurred since 2010. Will punishing, record-setting heat repeat in the summer of 2017? The National Weather Service and five private-sector firms say to expect another hot summer, but probably not one for the record books. Washingtonians who detest the heat can take solace in the fact that all of these outlooks predict cooler conditions than last summer, which ranked as the fourth hottest on record. That sweltering season featured 58 days during which the mercury climbed to at least 90 degrees, compared with an average of 36. “Comparing forecasts for this summer versus last summer, it’s substantially cooler,” said Stephen Baxter, lead author of the National Weather Service’s summer outlook. But even if it’s not as hot as last summer, it’s still predicted to be plenty toasty — which is the emerging new normal. If it weren’t for climate change, the National Weather Service might be predicting a cooler than normal summer in D.C. Baxter said its prediction for a somewhat warmer than normal summer was made largely on the basis that summer temperatures are trending hotter in recent decades. “It’s a fairly overwhelming signal,” he said. local Media outlets falsely claimed WikiLeaks link to killing of DNC staffer THE DISTRICT A week after publishing a problematic account about the death of former Democratic National Committee staffer Seth Rich — an article that said Rich made contact with WikiLeaks before he was shot and killed in Washington — Fox News retracted the story, saying it did not meet the organization’s editorial standards.
“The article was not initially subjected to the high degree of editorial scrutiny we require for all our reporting,” Fox said in a brief statement on its website Tuesday. “Upon appropriate review, the article was found not to meet those standards and has since been removed.” Fox News and its Washington affiliate, WTTG, reported last week that Rich had leaked 44,053 DNC emails and 17,761 attachments to a now-deceased WikiLeaks director. The stories immediately gained traction on social media and among
conservative outlets — even as Rich’s family rejected the reports. Rich’s family said it was grateful for the story’s removal. “The family would like to thank Fox News for their retraction on a story that has caused deep pain and anguish to the family and has done harm to Seth Rich’s legacy,” the family said through a spokesman. The approximate number of foreigners who were supposed to leave the U.S. during a recent 12-month period but overstayed their visas, the Homeland Security Department said Monday. There were 739,478 overstays from October 2015 through September 2016 among visitors who arrive by plane or ship. The numbers detail a crucial but often overlooked contributor to the number of people in the country illegally. An estimated 40 percent of the roughly 11 million people in the country illegally stayed past their visas. POLITICS President Trump’s first budget proposal got an icy reception on Capitol Hill on Tuesday, and that was just from the Republicans. Longtime GOP Rep. Hal Rogers of Kentucky declared proposed cuts to safety-net and environmental programs “draconian.” “I don’t think the president’s budget is going anywhere,” said Republican Sen. Bill Cassidy of Louisiana when asked if he’s concerned about the message sent by slashing the Medicaid program for the poor and disabled. GOP Rep. Mark Sanford of South Carolina questioned the rosy growth projections that suggest the budget would be balanced over a decade without touching Social Security or Medicare. “So it creates a lie that we all then either address or don’t address, but it makes for a makebelieve debate that I find frustrating,” Sanford said. White House Office of Management and Budget Director Mick Mulvaney defended the plan, calling it a “Taxpayer First Budget,” and saying that they worked to jettison any spending that they felt they could not defend. In total, this meant roughly $3.6 trillion in cuts over the next 10 years. NATIONAL SECURITY The CIA alerted the FBI to a troubling pattern of contacts between Russian officials and associates of the Trump campaign last year, former agency director John Brennan testified on Tuesday. In testimony before the House Intelligence Committee, Brennan said he became increasingly concerned that Trump associates were being manipulated by Russian intelligence services as part of a broader covert influence campaign that sought to disrupt the election and deliver the presidency to Trump. “I was worried by a number of the contacts that the Russians had with U.S. persons,” Brennan said, adding that he did not see proof of collusion before he left office on Jan. 20, but “felt as though the FBI investigation was certainly well-founded and needed to look into those issues.” Brennan also testified that he was the first to confront a senior member of the Russian government on the matter, using an August phone conversation with the head of Russia’s security service, the FSB, to warn that the meddling would damage the U.S.-Russia relationship. MANCHESTER, ENGLAND British Prime Minister Theresa May on Tuesday raised the nation’s threat level and deployed the military to guard concerts, sports matches and other public events, saying another attack “may be imminent” following a bombing Monday night that left 22 people dead. The announcement, which takes Britain’s alert level to its highest possible rating, “critical,” clears the way for British troops to take to the streets and replace police officers. The announcement came after May’s security cabinet concluded that the attacker who carried out Monday’s bombing may have been part of a wider network. The worst terrorist attack on British soil in over a decade was carried out by a 22-year-old U.K. citizen, Salman Abedi, who lived just a short drive from the concert hall that he transformed from a scene of youthful merriment into a tableau of horror. The prospect of a wider plot, May said, was “a possibility we cannot ignore.” The Islamic State claimed the attack, which killed 22 people — many of them teens — following a concert in this northern English city by American pop star Ariana Grande late Monday night. Even as officials and experts cast doubt on the terrorist group’s assertion, however,
authorities were scrambling to execute searches, arrest potential accomplices and reinforce security systems. The highest priority for police, said Greater Manchester Chief Constable Ian Hopkins, was to “establish whether [Abedi] was acting alone or as part of a network.” Earlier he had said that Abedi carried out the bombing alone, and that he used an improvised explosive device. But unlike in previous highprofile attacks — including one in March in which an assailant driving a speeding car ran down pedestrians on a London bridge, then stabbed to death a British police officer — experts said it was unlikely that Monday’s attack had been executed without help. “Getting a car or a knife is easy,” said Raffaello Pantucci, a terrorism expert at the Londonbased Royal United Services Institute. “Making a bomb that works and goes off when you want it to go off takes preparation and practice. And it usually involves other people.” A 23-year-old from south Manchester was arrested in connection with the bombing. Police also carried out searches at two homes. A senior European intelligence official said the attacker was a British citizen of Libyan descent. The official said the suspect’s brother has been taken into custody. Google will begin using data from billions of credit and debit card transactions — including card numbers, purchase amounts and time stamps — to solve the long-standing quest to prove that online ads prompt consumers to make purchases in brick-and-mortar stores, the company said on Tuesday. The advance enables Google to tell retailers how many sales they created through their digital ad campaigns. It’s is a step toward what industry insiders have long described as the “holy grail” of digital advertising. Google’s latest move to tie people’s digital trails to their real-world behaviors is likely to renew concerns over whether technology giants and their affiliated companies know too much about people’s lives — and whether they disclose enough about how they collect and use that information. Google collects massive amounts of personal data from smartphones and desktop computers. All of that information is tied to the real identities of users when they log into Google’s services. NFL eases rule on celebrations NFL Commissioner Roger Goodell announced Tuesday that the NFL will relax its rules regarding on-field celebrations “to allow players more room to have fun after they make big plays.” The changes come after league officials had conversations with more than 80 current and former players about broadening what’s allowed and clarifying what isn’t. The following are now OK: Using the football as a prop after a touchdown; celebrating on the ground (making snow angels, for example); and group celebrations. Goodell, at the spring owners meetings in Chicago, said this isn’t allowed: “offensive demonstrations, celebrations that are prolonged and delay the game, and those directed at an opponent.”
Celebrations mimicking the use of a weapon still are banned. Ditto for anything sexually suggestive, such as twerking. Bengals coach Marvin Lewis said the change sets a bad example for young people, but Goodell disagreed. “I think the players will prove him wrong on that,” Goodell said. Momentum for change has built up for months, if not longer. In March, the NFL competition committee examined excessive-celebration penalties at the annual league meetings after a 2016 season in which 30 such jubilant acts were flagged (there were 34 such penalties combined in the three seasons that preceded 2016). The goal was to clarify and relax the rules after the league was criticized for being killjoys, and inconsistent killjoys at that. PN Hoffman made its name introducing high-end flats and condos along 14th Street NW before Logan Circle boomed. It is selling some of the first-phase Wharf condos for more than $1,000 per square foot, prices mostly not seen outside of Georgetown. In the first phase, there are reduced-rent apartments mixed among the pricey ones. At the Incanto, a 148-unit building, 47 apartments are being offered to renters at a spectrum of income levels. That could range from a couple making less than $26,000 annually (who would pay $661 monthly for a one-bedroom) to a couple making under $105,888 annually (who would pay $2,525 monthly for a one-bedroom). A few home design features are emerging as this year’s must-haves in the Mid-Atlantic region. According to a survey conducted by Bright MLS, an open floor plan is by far the most requested feature in kitchens, with 89 percent of real estate professionals saying their buyers ask for it. Granite countertops and stainless steel appliances remain popular. Niche appliances such as steam ovens, warming drawers and wine refrigerators are gaining momentum. The Wharf will dwarf NEIGHBORHOODS For three years, cranes have been at work in Southwest D.C. erecting the first phase of a waterfront aimed at putting the city’s smallest quadrant on the map for locals and visitors alike. This summer, the fruits of that construction — apartments, hotels, piers and condominiums — will start opening for business as part of D.C.’s largest new development, the Wharf. As the developers entered the final months of the first phase, they submitted plans for the second, in early May. That plan will double the Wharf’s size. For those tired of seeing Washington developers building glass boxes downtown, the plans for the second phase of the Wharf will come as a relief. There is plenty of glass, but the development team of PN Hoffman and Madison Marquette took pains to avoid a pitfall that has tripped up other mega-developers: excessive uniformity.

Instead of hiring one or two architects and planners to design the project, they hired 11. “We learned in the first phase that having a different architect for each building provided a nice variety, and our goal was to make the project look not like a project but more organic, like it was built over time,” says Shawn Seaman, senior vice president at D.C.-based PN Hoffman, the lead developer. By any measure, the Wharf is one of the biggest developments on the East Coast. It includes
about a mile of shoreline, 24 acres of land and 50 acres of water in the Washington Channel. The second phase alone is almost 1.2 million square feet. By relying on a wide array of design ideas, the Wharf’s developers are hoping to avoid creating a place that will feel like a sterile, outdoor shopping mall. With the help of $198 million in city funds, they’ve also included public parks, piers and play spaces to encourage the surrounding neighborhood and the rest of the city to enjoy the

Instead of a wall to divide the functions of cooking and eating, we now frequently feature the perfect transition between the two spaces: the island. The kitchen island embodies all that we love about openconcept homes: It is functional, social and adaptable. The No. 1 one factor in choosing an island is square footage. Whether your kitchen is large or small, consider scale. A 24- by 60-inch island can be dwarfed by a large, open room; by contrast, the same size island can crowd

a smaller galley layout. Twenty-four inches is the typical depth of a base cabinet, and therefore the typical starting depth of an island that has no seating. The Americans With Disabilities Act recommends a
minimum of 36 inches of clearance on all sides of an island. That distance can sometimes be stretched to 48 inches, or squeezed to 30 inches. Check local codes on egress before committing to the latter.
The more clearance you have, the more you can consider expanding the depth of the island or adding seating. There are other options if you lack adequate clearance. In the right space, a shallower island, 21 inches or even 18 inches deep, can work. Another option is the mobile island — often a countertop atop a wheeled cart — if you have a place to keep it when it’s not in use. Lastly, if your space is not conducive to an island, consider a peninsula: It’s just as functional as an island, but tethered to the rest of your cabinetry. A peninsula acts to contain a kitchen work area more but, if it is short, can accommodate extra prep space and even seating in areas that are too narrow for an island. A big change in tune Linkin Park abandons its metal and rap roots for an unrecognizable pop album ALBUM REVIEW A few years back, Southern California rock band Linkin Park contacted Harvard Business School. They were concerned: The record industry was in a meltdown. Rock radio, a vital promotional engine for the band, was dead. Old revenue streams, such as album sales, were drying up. After a semester of independent study, a team from the school came up with some ideas. Linkin Park needed to diversify. Music would now be just one not particularly consequential element of their brand. And now they have released “One More Light,” the band’s first album since the Ha Harvard
overhaul. As an artistic work, it’s fine, a subtle and contemplative pop album from a band not known to be any of those things. As an exercise in branding, it’s a disaster. In their early days, every Linkin Park song was like a wounded animal, an authentic expression of young punk angst that was bro-centric but effective. They weren’t always geniuses, but you knew that they meant it. “One More Light” is a goodbye to all that. It’s a beyond-fervid embrace of the pop sonics the band has flirted with for years. It contains little rap and even less metal. There are thoughtful acoustic songs and rote electro-pop songs.
And with most of the band’s members now on the other side of 40, they seem to be fumbling with the uncertainties common to many artists in the late middle age of their careers. This is what they shouldn’t have done: hire a gaggle of songwriters previously employed by Britney Spears and Justin Bieber. “One More Light” is peppered with vague, meme-able niceties about perseverance and missing home and the beauty of the stars that could mean anything, that will appeal to anyone, or no one. “One More Light” is virtually unrecognizable as a Linkin Park album. The band’s guitars are muted, its usual volcanic rage downgraded to a mild pique,
its co-frontman, rapper Mike Shinoda, mostly absent. The electro-poppy “Talking to Myself” sounds like the work of a ’90s boy band. The lumbering first single “Heavy” emulates, in feel if not in sound, The Chainsmokers’ “Closer,” with Kiiara standing in for Halsey. “One More Light” isn’t awful. Its acoustic title track is wistful and warm; the gauzy “Battle Symphony” and the electro-rap “Good Goodbye” are both solid, even if guests Pusha T and grime artist Stormzy do most of the heavy lifting on the latter. But sincerity is the only real currency Linkin Park has, and this is the first album they’ve ever made that feels false. There’s nothing here worth capsizing a brand over.
