Explaining D.C.’s worst May REGION So far this May, D.C. has had a record number of rainy days (19 of 24) and the coolest high temperatures since 1882. This May’s afternoon highs are running an incredible 15 degrees cooler than last May’s. And it only just reached 80 degrees Tuesday. The Southeast Regional Climate Center says D.C.’s recent temperatures most resemble San Francisco’s. Why has D.C.’s weather been so awful this month? There’s a very simple explanation: A storm track has been stuck over the mid-Atlantic, continuously cycling weather system after weather system through the region — like a conveyor belt. The jet stream, the high-altitude river of air along which storms usually track, has pointed at and run through the midAtlantic throughout the month. It is perfectly normal for the D.C. area to be caught in the jet stream’s meandering flow during May. In fact, May is D.C.’s wettest month on average, because

So when much of the southern and central U.S. starts to turn summery as May wears on, its position shifts toward the northern U.S. Once that shift occurs, D.C. tends to have more warm, sunny days, and fewer
Rainy, cloudy and cool If you’re curious just how crummy the weather has been this May, here are some telling statistics: From April 27 to May 11, D.C. logged measurable rainfall on 15 straight days, the longest streak by five days. D.C. has had overcast conditions at noon 77 percent of the time this May, the highest fraction on record and way above the normal of 32 percent. We’ve had 15 (of 22) days with highs below 70, tied for the most on record with 1954. (TWP)

Terry McAuliffe announced Monday that the political thriller “Public Affairs” will be filmed in Hampton Roads. cool, damp days. This May, however, the usual northern jog of the jet stream hasn’t yet occurred in the midAtlantic, although it’s right around the corner. While it’s tempting to try to find an explanation for this, there isn’t one. The specific configuration and position of the jet stream in any given year at a given location is somewhat random. Last year, it moved north of the mid-Atlantic at the very beginning of May and highs were in the 80s for almost the entire month. At 2 p.m. Tuesday, D.C.’s temperature hit 80 degrees for the first time this entire month. This is the second-longest wait D.C. has had to hit 80 degrees during May, in weather records that date back to 1871. The only year in which it took until later in the month to hit 80 was 1935, when the threshold was first crossed on May 25. Sometimes certain atmospheric patterns like El Nino can stack the deck for certain jet stream configurations, but there’s no clear association between El Nino and cool, wet Mays in D.C. This May’s rainy, cool pattern is best attributed to bad luck.

TRANSPORTATION A day after a defendant appeared in court on charges he allegedly raped a woman on a Red Line train April 12 — an incident Metro did not tell the public about — the transit agency says it is changing its policy on notifying the public about violent crimes. Riders and elected officials were outraged to learn that Metro didn’t inform the public about the crime and that the identity of the suspect wasn’t publicized to determine if perhaps there were other victims. Metro General Manager Paul J. Wiedefeld faced tough questioning after a congressional hearing Tuesday. Tuesday afternoon, a few hours after the hearing, the agency said it would begin issuing public notice of any violent crime on the system “the same day where doing so will not hinder” the investigation. Metro spokeswoman Sherri Ly said Wiedefeld had directed Metro Transit Police to make the change. According to court records, a 39-year-old woman was allegedly raped at knifepoint on a moving Red Line train just before 10 a.m. that April morning. The incident was reported to

have occurred in the WheatonGlenmont area of Montgomery County and spanned multiple Hicks stops. Detectives arrested John Prentice Hicks, 39, of Northeast, the same day of the assault. Metro said the fact that Hicks was arrested that day eliminated the need to notify the public since there was no ongoing threat. “In this case, police quickly identified and apprehended the suspect through surveillance video, thereby mitigating any continuing public safety risk,” Ly said. “The crime was publicly posted online on the Metro Transit Police Blotter and
Monthly Crime Report, and will be included in the next quarterly Board report, which is also made public.” D.C. Council member Mary M. Cheh, D-Ward 3, chairwoman of the council’s Committee on Transportation and the Environment, described the nature of the acts Hicks is accused of as “horrifying.” She said riders should have been informed immediately so they could act appropriately, and so other potential victims could step forward. “Even if they have been caught it may be that the balance of equities here lay in favor of the public seeing the picture to see if that person has committed other crimes,” Cheh said. Fairfax adding buses to ease Metro strain Fairfax County on Tuesday unveiled plans to realign and increase bus service in areas affected by the Metro service disruptions that start next month as part of a year-long effort to bring the troubled rail system to a state of good repair. The plan aims to give Metro commuters an array of transit options to help ease the anticipated travel nightmare from the upcoming single-tracking and shutdowns, and to keep residents from returning to already congested Northern Virginia roadways, officials say. Across the Washington region, local governments and transportation agencies are scrambling for ways to mitigate the impact of Metro’s SafeTrack plan, with some, as Fairfax is doing, considering more frequent buses. In a motion filed Tuesday, Republicans asked the court to hold a special session to hear the matter. local VIRGINIA Virginia Gov. Terry McAuliffe said Tuesday he’s confident he followed the law in accepting donations that now appear to be part of a federal criminal investigation. McAuliffe defended his actions to reporters, a day after a law enforcement official told The Associated Press on Monday that McAuliffe is the subject of a federal investigation looking at donations to his 2013 gubernatorial campaign. McAuliffe said he believes the investigation centers around a donation connected to a Chinese
businessman, Wang Wenliang. Federal law forbids foreigners from contributing to U.S. political campaigns, but McAuliffe said Wang has held a green card for nearly a decade and is a legitimate donor. “He was vetted by the campaign and this gentleman is certainly entitled to give money to the campaign,” McAuliffe told reporters. He described Wang as “a very substantial individual” who has made major donations to Harvard University and is on the board at New York University.

The social media service said Tuesday that in the coming months, photos, videos and other media won’t count toward Twitter’s 140-character limit. Republicans air gripes with Koskinen — who declines to show up POLITICS House Republicans on Tuesday reprised their probe into fouryear-old missteps by the Internal Revenue Service, making a detailed case why Commissioner John Koskinen should be impeached in a colorful hearing that underscored conservatives’ suspicion of the agency. The hearing was held on accusations that Koskinen lied under oath to lawmakers and flouted a congressional subpoena. The GOP-run panel blasted Koskinen, who cited recent travel for not showing up to testify. Committee leaders refused to allow his written statement denying the charges against him to be allowed in the record. Rep. nation+world CAIRO Egyptian forensic experts have examined human remains retrieved from the site of the EgyptAir Flight 804 crash, officials said Tuesday, amid conflicting statements over whether the initial findings suggest an explosion brought down the plane. Senior forensic officials said the small size of the body parts suggested that some type of explosion tore the plane apart last week over the Mediterranean. All 66 people aboard were killed. “There isn’t even a whole body part, like an arm or a head,” an
official said. He added that at least one part of an arm has signs of burns — an indication it might have “belonged to a passenger sitting next to the explosion.” A police official also said some of the bodies that arrived in Cairo had “disintegrated” — suggesting a blast occurred. Some 80 pieces of remains have been retrieved. Cosby case goes to trial Comedian will face sexual assault charges in the sole criminal case brought against him

Bill Cosby was ordered Tuesday to stand trial on sexual assault charges after a hearing in Norristown, Pa., that hinged on a decade-old police report in which a woman said the comedian gave her three blue pills that put her in a stupor, unable to stop his advances. District Judge Elizabeth McHugh ruled that prosecutors had sufficient evidence to bring Cosby to trial in the lone criminal case brought against him out of the barrage of allegations that he drugged and molested dozens of women. Cosby, 78, could get 10 years in prison if convicted. No immediate trial date was set. Andrea Constand told police in 2005 that 20 minutes after Cosby offered her three blue pills and told her to take them with the wine he had set out, her legs began to wobble “like jelly,” her eyes went blurry and her head began to throb. Cosby helped her to a couch in his living room, where she later realized he violated her as she lay helplessly in a stupor, she told police. Cosby, looking less frail than he had following his arrest five months ago, seemed unfazed by McHugh’s decision. “Mr. Cosby is not guilty of any crime and not one single fact presented by the commonwealth rebuts this truth,” his lawyers said in a statement afterward. The hearing was not the faceto-face confrontation between accuser and accused that some had anticipated: Constand, who is now a massage therapist in Toronto, was not in the courtroom, and the judge ruled that she did

not have to testify at this stage. Instead, prosecutors had portions of her 2005 police statement read into the record. While authorities in recent months have paraphrased her account and quoted fragments, this was apparently the first time that large sections of her statement — or Cosby’s, for that matter — were made public. Constand told police that the comedian penetrated her with his fingers and fondled her at his suburban Philadelphia mansion in 2004 after giving her what he said was herbal medication. After taking the pills, she said, “everything was blurry and dizzy.” “I told him, ‘I can’t even talk, Mr. Cosby.’ I started to panic,” she told police. She said she awoke with her bra askew and did not remember undoing it. The defense argued that Constand and Cosby were having a consensual affair and that they had engaged in “petting” during

For the first time ever, living with parents has overtaken other living arrangements for 18- to 34-yearolds, according to a Pew Research Center report released Tuesday. In 2014, 32.1 percent of young adults lived in their parents’ homes, edging out all other living arrangements, including marriage or cohabitation, living alone, or living as single parents or with roommates. The change is fueled by a decline in the portion of young adults settling down romantically over the past 50 years. Since 1880, the most common arrangement for young people was to live with a spouse or significant other. That peaked in 1960, when 62 percent of 18- to 34-year-olds did so. Now, just 31.6 percent live with a romantic partner. Also, the median age of first marriage has risen, from a 1956 low of 20 for women and 22 for men to 27 for women and 29 for men in 2014. A big reason is a decline in economic opportunities. As the cost of living has escalated and wages have stagnated, young people face mounting student debt and barriers to renting or owning a home, creating obstacles to cohabitation and marriage. The trend is led by young men, whose fortunes have been declining since the 1960s. In 2014, 35 percent of young men lived with parents, while only 28 percent lived with a spouse or partner. For Harper, frustration is mounting NATIONALS About 40 minutes after the last out of the Nationals’ 7-1 loss to the Mets on Monday night, Bryce Harper walked into the Nationals’ clubhouse. Most of his teammates were in the kitchen with postgame meals, or showered, dressed and long gone. The reigning NL MVP still wore his uniform, hat turned backward, batting gloves on. Harper walked to his locker, where he propped his bat against the side and peeled the batting gloves off his hands. Did he go straight to the cage after another quiet offensive day? “No comment,” said Harper, though his batting practice pitcher Ali Modami was a late arrival to the clubhouse, too. Harper entered Tuesday with just 13 hits in his previous 25 games (.183 average). He saw
nine pitches in four hitless at-bats Monday night, seemingly out in front or just behind pitches he normally squares up. “I thought I got good pitches to hit. I felt great up there, to tell you guys the truth,” Harper said. “I don’t feel like there’s a problem at all. Just need to stay through the baseball. That’s pretty much it.” Harper, 23, has not exactly been flailing helplessly during this stretch. Entering Tuesday, he had struck out just five times in his past 10 games and is still piling up walks. But Harper appears less willing to let a decent pitch go by for the sake of walking. “He’s kind of in between,” Nationals manager Dusty Baker said. “He’s ahead of breaking balls or off-speed pitches and he was behind on fastballs. Make sure your home inspection is safe and efficient with these tips INSPECTIONS Realtors have plenty of horror stories of home and condo inspections gone wrong: ruined floors, untrained “experts” and worse. So who are these people who are hired to poke around in a seller’s home under the pretense of expertise? What qualifications do they have? What protection does a homeowner have in the case of malpractice? As it turns out, neither Washington nor Virginia requires home inspectors to be licensed. “In a state that has no regulations, anyone can hang a sign and say they are a home inspector,” said Frank Lesh, executive director of the American Society of Home Inspectors (ASHI). While the District has no plans to mandate licensing, Virginia has put forth legislation to create a mandatory licensing framework for home inspectors. That
program will go into effect July 1, 2017, says Mary Broz Vaughan, director of communications for the Virginia Department of Professional and Occupational Regulation. Maryland is one of just a few states that require classroom home inspection training for a person to become a state licensed home inspector. But Lesh isn’t convinced that laws will lead to safer home inspections. “If you get a D in school, you still pass,” he says. “Using a licensed inspector doesn’t mean you are going to get a good job. It just means that someone squeaked by and passed the licensing test.” So how do you ensure that a home inspector is experienced, qualified and professional? “I recommend using an ASHIcertified home inspector,” Lesh said. “As an ASHI member, you have to exceed the law and follow our strict standards of practice and code of ethics.” And if a home inspector creates a problem:

Do you have a limitation of liability clause in your contract? Are your inspectors infrared certified? How long does it take to get a report? Do you use video in your home inspection reports? “You can report the situation to us, you can call the state if it is regulated, or you can report him to the Better Business Bureau.” There is another layer of difficulty regarding home inspections in a real estate transaction. In most template real estate sales contracts, it states that the buyer can enlist anyone to
conduct a home inspection of the subject property. The Addendum of Clauses — drafted by the Greater Capital Area Association of Realtors (GCAAR) — states that the work can be conducted by “the buyer, a home inspection firm, and/or any other representative at the buyer’s discretion and expense.” In other words, a buyer can grab a know-it-all friend to inspect the home, or the buyer can poke around the house himself. So if you want someone who knows what they’re doing, be sure to specify that in your contract. “Experience is key, insurance is essential [and] understanding the inspection agreement is a must,” said Glen Blanc of Pro Spex Home Inspection Services, when asked what to keep in mind when hiring a home inspector. You never know what you might get when you venture into a new restaurant. Washington Post food critic Tom Sietsema is pretty sure you’ll be happy if you try one of these, though. As part of his 2016 Spring Dining Guide, Sietsema compiled a list of his favorite new restaurants in the area, and these are his top five. Leading the way is Pineapple and Pearls, where the food just might make you

Aaron Silverman, the genius who raised the bar for relaxed dining at Rose’s Luxury on Capitol Hill (and recently won a James Beard Award for his work), has repeated the trick for fine dining at the nearby Pineapple and Pearls. A major difference between the siblings is the newcomer’s price tag: $250 for a 15-course dinner inclusive of tax, tip and drinks. But if any restaurant is worth that sum, his is. I dare you not to smile when you bite down on a chip whose dip hides inside it, or shimmering caviar paired with avocado ice cream. “Astonishing” is the word for every aspect of this luxe lair from a native son.
The music is played at a level that allows for easy conversation, the space comes courtesy of one of the city’s top decorators, and the food ... suffice it to say it’s great to see Eric Ziebold cooking again. The former CityZen chef and his wife, Celia Laurent, aimed to replicate a dinner party in their alluring new home near the convention center; thank you, sir and ma’am, for hitting your (high) marks. Kinship’s menu requires some concentration, but the payoff includes custardy veal sweetbreads served with designer ham and truffles, and a mushroom torchon accessorized with toasted brioche and a tangy celery root salad.
No chef in the city plays better jokes on diners than Cedric Maupillier, whose French-American (or is it American-French?) menu finds escargots “in a blanket” and coq au vin that’s both braised and fried. No matter how much you think you know about food, you’re apt to learn something at Convivial, which promotes plates that are neither small nor large and turns classics on their head. Leeks Dijonnaise, for instance, materialize as a cake of sliced steamed leeks, sharpened with mustard and carpeted with chopped egg, fried capers, micro greens and tiny croutons. The salad, beautiful and luscious, keeps excellent company.
Bad news about Bad Saint: The Columbia Heights restaurant doesn’t take reservations for its 24 seats, meaning diners have to get in line early for the chance to explore the Filipino menu by chef Tom Cunanan. But what a ride once you’re in! Shrimp fritters spiky with shredded vegetables are by turns sweet, funky and loud. Chicken marinated in cane vinegar, bay leaf and garlic and finished with fresh grilled coconut will have you scraping the bowl clean. In a word, the food here is bold. And bodacious. With luck, you’ll get to enjoy your meal at one of three seats facing the fire show of a tiny open kitchen.

Swing’s Coffee owner Mark Warmuth, below, has signed a lease for a 1,334-square-foot space downtown that he plans to occupy before year’s end. The new 17-seat shop will behave more like Swing’s coffee bar in Del Ray than its G Street store. The 14th Street shop will offer a rotating selection of signature beverages, espresso drinks, iced coffee and nitro on tap. It will sell pastries from local bakeries and freshly roasted coffee in 12-ounce bags. There will be no scooping of beans into 1-pound bags for purchase, a tradition reserved for G Street customers. Netflix announced Monday that starting in September it will be the only place viewers can find the latest Disney, Marvel, Lucasfilm and Pixar films. The streaming service’s exclusive deal with Disney and its subsidiaries will block competitors such as Hulu or Amazon Prime from streaming any 2016 or newer Disney releases, according to Variety. Netflix already had a relationship with Marvel to produce popular series such as “Daredevil” and“Jessica Jones,” and will continue to offer older Disney films. Williams, of ABC’s “Grey’s Anatomy,” is an executive producer and is interviewed in the film “Stay Woke: the Black Lives Matter Movement,” which airs at 9 p.m. Thursday. Starting with a recording of the call to police that led to Trayvon Martin’s death in Florida, the film also describes the deaths of Eric Garner, Michael Brown and Freddie Gray — cases that led to the formation and growth of the protest movement. It traces the group to a frustrated tweet that first used the hashtag #blacklivesmatter. “We wanted to give them a voice in telling their own story rather than hearing people talk about them,” Williams said. The New York State Education Department (NYSED) claims that Kris Jenner’s new Legacy Business School is actually a rebranding of the European School of Economics, which has been operating illegally in New York for years, according to The Daily Beast. Jenner has been named the chairwoman of the new school, which operates in the Trump Tower and costs up to $105,000 for a non-degree certificate. The NYSED told the site that the European School of Economics, which has been sued a dozen times for failure to pay off its debts, applied to change its name to the Legacy Business School earlier this year.
