Martin Dempsey as the next Joint Chiefs of Staff chairman amid a protracted battle in Afghanistan, U.S. involvement in the NATO-led effort against Libya’s Moammar Gadhafi and a winding down of the war in Iraq. Obama announced a new lineup of his top military leadership group in the Rose Garden of the White House just before venturing across the Potomac to pay tribute to the nation’s war dead at Arlington National Cemetery. The Memorial Day announcements had been expected, although there was no immediate indication what the military leadership moves might imply for possible changes in military strategy. Already, the president had turned, in late April, to CIA Director Leon Panetta to succeed Robert Gates as secretary of defense and chose to move Army Gen. Ratko Mladic, 69, was indicted on 15 counts of war crimes for atrocities committed during the Bosnian War of 1992-95. He is held responsible for ordering the Sarajevo Massacre, in which about 8,000 Bosnians were killed, and the 43-month siege of Sarajevo, in which 10,000 civilians perished. Mladic’s lawyer said Monday he has formally filed an appeal against the former general’s extradition — a move that will likely delay his handover for at least a day. (AP)

For Timothy Lee, it’s happened twice in just more than a year, most recently in April, when he stopped a young woman who had been dangling her legs from the platform at Landover Station. Last week, Metro’s top officials awarded the 27-year employee a plaque for his actions.

“What he did was heroic,” said Lynn Bowersox, Metro’s managing director of public relations. “He spotted her, understood her actions and had the instinct that she might be in harm’s way and stopped her. It is absolutely extraordinary.” Lee, 50, was in the station’s kiosk about to do a routine check along the platform. He looked at a security camera and noticed a young woman walking along the edge of the platform. Lee, who has worked at Landover for three years, said he’d seen people do that before, so he wasn’t immediately alarmed and thought he’d simply ask her to step away from the edge.

They quietly hook up hoses, attach nozzles and spray down the wall, removing a week’s worth of dust, dirt and debris. Then they fill up buckets with a mild detergent, switch to soft brushes and, starting on either end of the wall, begin to scrub. Countless fingerprints, smears and tears have accumulated since the last wash, a week ago. “I have 11 buddies on that wall, including my best friend from high school,” said Steve Nelson, of District Heights, who served in the Army in Vietnam. He was turning on the water this month after the hoses were unkinked and extended.

Europe’s economic powerhouse, Germany, is to abandon nuclear energy over the next 11 years — drawing up an ambitious plan in the wake of Japan’s Fukushima disaster to replace atomic power with renewable energy sources. Chancellor Angela Merkel said Monday she hopes the transformation to more solar, wind and hydroelectric power becomes a test case for other countries. “We believe that we can show those countries who decide to abandon nuclear power — or not to start using it — how it is possible to achieve growth, creating jobs and economic prosperity while shifting the energy supply toward renewable energies,� Merkel said. Merkel’s government announced Monday that it will shut down all of the 17 nuclear power plants in Germany — the world’s fourth-largest economy and Europe’s biggest — by 2022. The country’s seven oldest reactors, already taken off the grid pending safety inspections after the March catastrophe at Japan’s Fukushima Dai-ichi nuclear power plant, will remain offline permanently, Merkel said. The decision completed a remarkable about-face for Merkel’s center-right government, which only late last year pushed through a plan to extend the life span of the country’s 17 reactors by an average of 12 years — with the last scheduled to go offline around 2036. But Merkel, who holds a Ph.D. in physics, now says industrialized, technologically advanced Japan’s “helplessness� in the face of the Fukushima

Nuclear is unsafe: Accidents are hard to predict and have far-reaching consequences, compounded by the fact that most reactors are near major population centers — Moscow, Chicago, Los Angeles, Kiev — making it nearly impossible to evacuate people in a timely fashion.

Nuclear is safe: Commercial nuclear power plants in the United States have produced electricity for more than half a century, and there have been no radiation-related deaths linked to their operation.

It can’t be disposed of safely: Operators still store spent fuel and other nuclear waste in and around reactors, since no secure permanent repository has been built. In the U.S., 70,000 tons of spent fuel sits at 103 reactors across the country. It’s expensive: A typical reactor, based on the French industry, costs a minimum of $6 billion. That doesn’t include waste disposal, fuel costs or the costs of remediating such accidents as Chernobyl.

It’s reliable: On average, 104 nuclear power plants in the U.S. operate more than 90 percent of the time. In comparison, hydro, wind and solar power have average capacity factors in the range of 24 to 30 percent. It’s efficient: A 1,000-megawatt nuclear power plant operating 90 percent of the time generates enough electricity to power 740,000 homes. It would take 13.7 million barrels of oil, 3.4 million short tons of coal or 65.8 billion cubic feet of natural gas to achieve the same result, according to government data. (CSM)

He looked down at the NBA Finals logo newly affixed on the floor, smiled and nodded. With that, it became real. His championship chance — the biggest reason he came to Miami — has finally arrived. Swept out of his only other finals appearance four years ago, James will get his long-awaited second opportunity starting Tuesday night, when the Heat hosts the Dallas Mavericks in 9 P.M. | ABC Tuesday Game 1 of the NBA’s title series. After a year like no other in his life, starting with the muchcriticized “Decision,” his jerseys’ being torched in Cleveland and the intense scrutiny of his every move, the last challenge will likely prove to be the toughest of them all. “I’m honored to be here once again,” said James, who led the Cavaliers to the 2007 finals. “Now with this franchise, it’s an honor. As players, we worked hard. I worked hard individually to get to this point. And I had a lot of visions of being in this moment, and now it’s hit me. ... I’m very excited.”

Certainly, this is not auspicious. And I simply don’t agree with the cynical and helpless mind-set that this is just what happens in longterm relationships. Fighting about stuff like whether mustard should be refrigerated, when it’s this constant, is just as significant as bigger conflicts. The real question here isn’t whether this is unsatisfactory (it is), but whether it can be temporary. Might he be depressed? (Irritability and pessimism are classic signs.) Is he willing to search for new coping strategies and stress reduction techniques, if not talk to somebody? Might you both identify your triggers and work together to disengage from a conflict to cool down before it escalates? There are ways of working through this with motivation, patience and respect.

Meanwhile, the total number of concerts dropped about 3 percent. A Bonney Lad It’s probably safe to call Tabi Bonney the first rapper in the history of hip-hop to use the word “crochet” in a song. “My plans got crocheted,” the D.C.-based Bonney spits on “Sunlight,” the first single off “The Summer Years,” due out in August. The song’s hook is a twist on 19thcentury Norwegian composer Edvard Grieg’s “Morning Mood,” from the Henrik Ibsen play “Peer Gynt”; the song is meant to evoke a sunrise. For Bon8o 9^h_ijef^[h ney, “living life like Fehj[h we in the sunlight” is a metaphor for the grind he’s on to make it as an artist. But the Langdon Park resident is three albums and two mixtapes into a career, and yet still something of a cult act — in part because he simply doesn’t chase hits. Bonney’s flow is spiked with D.C. slang — “’bammas,” “cised” — and his videos are steeped in imagery from the District, and from Togo, the West African country where he was born. This regional focus might put a crochet on Bonney’s world-domination plans, but Washington will be forever cised for his talent.
