An Australian fisherman said he caught a far bigger fish than he expected when a 9-foot great white shark leaped into his 15-foot boat, knocking him off his feet. A 19-year-old driver in Lincoln, Neb., took an unfortunate turn last week and got stuck in newly poured concrete in the middle of the road. Police said he won’t be ticketed because there was a 24-foot gap in traffic cones and it wasn’t obvious that the concrete was still wet. But the city said the driver will be responsible for repairs. The estimated cost of removing the car and fixing and repouring the concrete? $10,000. (AP)
German police said a businessman on a motorcycle lost a plastic bag stuffed with his day’s earnings while driving along the Bavarian Autobahn, sending a shower of cash across the roadway. The man was carrying about 9,000 euros ($10,000) in small bills Saturday night when he lost the bag. Police shut down a stretch of the A9 highway to help him collect the money, but some 1,500 euros were gone with the wind. (AP)

She placed fourth in last year’s Scripps National Spelling Bee, and ninth in 2015. Last summer, she traveled to California and won the Spelling Bee of China’s North America Spelling Champion Challenge, a contest for kids in the U.S. and China. Now that the 14-year-old from Denver is no longer eligible to compete in this week’s National Spelling Bee at the Gaylord National Resort in Maryland — which is televised by ESPN and often turns kids like Sylvie into momentary celebrities — she’s focusing on a new vocation: spelling bee coach. Sylvie’s rate? $200 an hour. Hiring coaches isn’t new. She actually qualified for the bee earlier this year when she was only 5, but has since celebrated a birthday. Paige Kimble, the National Spelling Bee’s executive director, was coached by her parents and one of her teachers — for free. “The idea of someone going to a platform, selecting a coach and a rate, that is new,” said Kimble, the 1980 runner-up and 1981 champion. “There are people who say, ‘I’ve reached the upper echelons of this pursuit, I’ve got some disposable income … and, then there are the entrepreneurs who know it, see it and are racing to meet that need.”

3,500-pound shark tracked off Atlantic A 16-foot-long great white shark was tracked over the holiday weekend off the Delaware coast, experts said, and has been seen recently in the waters off Virginia and Maryland. Ocearch.org, a shark research organization, tracked the shark — which has been named Mary Lee — on Sunday within 2 miles of Cape Henlopen State Park in Lewes, Del. Mary Lee, who weighs about 3,500 pounds, was also later spotted along the Cape May, N.J., shore. And like any popular shark these days, y , she has her own Twitter handle. (TWP)

ALEXANDRIA To the Kurdish peshmerga forces patrolling northern Iraq in March 2016, Mohamad Khweis looked for all the world like an Islamic State suicide bomber. They certainly didn’t peg him as a bus driver from the wealthy suburbs of Washington, D.C. They were surprised to find out he was an American, carrying a Virginia driver’s license. U.S. officials were surprised as well — they had no idea Khweis had left Virginia to travel to Islamic State territory. Khweis now is on trial in federal court in Alexandria, accused
of providing material support to a terrorist organization. Khweis, 27, is among a small number of Americans who actually made it to the Islamic State, and then fled after realizing they had made a mistake. Khweis told Kurdish television that life in Mosul was difficult and “I found it very, very hard to live there.” He noted that there were compulsory religion classes and there was no smoking. Khweis grew up in Northern Virginia and graduated from Edison High School in Fairfax County in 2007. According to court records, he served as a bus driver for the region’s Metro system. In 2015, he left the U.S. for Europe. He eventually arrived in Turkey, and Islamic State

process, in which he indicated his willingness to serve as a suicide bomber. He was then sent to live in Mosul, where he spent several weeks taking lengthy classes in Islamic law. He spent three months in the Islamic State, and Khweis’ lawyers say he tried several times to escape. Finally, he was able to escape after an all-night hike from the Iraqi town of Tal Afar. He walked for miles before reaching a Kurdish military checkpoint. VIRGINIA The Virginia Department of Motor Vehicles will begin issuing a new driver’s license late next year to bring the state in compliance with a sweeping federal law that tightens security requirements for stateissued identification. Virginia is one of several states scrambling to comply with the controversial 2005 domestic security program known as the Real ID Act, which was designed to help prevent terrorist attacks and reduce the number of licenses granted to undocumented immigrants. The Department of Homeland Security has given Virginia until June 6 to comply with the act. But Virginia officials say the state has been granted an extension through October and anticipate the federal government will give them extra time to fully implement the needed changes. “We don’t expect this to have any impact on Virginians because we are working toward compliance and in October of 2018, they will be able to get the Real ID compliance ID,” DMV spokeswoman Brandy Brubaker said. Under the federal law, states are required to issue moresecure licenses by requiring applicants to provide proof of identity and legal U.S. residency. A Montgomery County judge Tuesday sentenced Vanesa Alvarado, 20, to life with all but 40 years suspended in the slaying of Cristian VillagranMorales, 18, at a Gaithersburg park last year. Prosecutors say Alvarado promised Villagran-Morales sex, but instead she led him to MS-13 gang members. Four others were charged in the murder. (AP)
A Virginia State Police special agent who was shot at a public housing complex died of a gunshot wound to the head, the state medical examiner said Tuesday. Travis Ball of Richmond faces malicious wounding and firearm charges in connection with Friday night’s shooting of Special Agent Michael Walter, who died Saturday. Ball, 27, was denied bond Tuesday and appointed a public defender, who can request a bond hearing at a later date. (AP)
A federal judge Tuesday dismissed most of a lawsuit seeking to block construction of a light-rail Purple Line in Maryland, saying the project’s environmental review did not violate federal protections on endangered species and migratory birds. The Maryland Attorney General’s office said Tuesday the state plans to appeal one issue remaining from the lawsuit — a court-ordered redo of the Purple Line’s ridership projections to account for Metro’s decline. County settles transit center suit Silver Spring hub was completed 5 years late, $50 million over budget
MONTGOMERY COUNTY Montgomery County announced a settlement Tuesday in its lawsuit against builders and designers of the Silver Spring Transit Center, which in 2015 opened five years late and $50 million over budget. The case had reached the midpoint of a scheduled 30-day jury trial Tuesday afternoon when the county announced that it had settled the matter for $25 million. “I am pleased that the County has settled the lawsuit we brought to recover taxpayer costs associated with the repair and remediation of the Silver Spring Transit Center,” County Executive Isiah Leggett said in a statement. “This is very much in the public interest. The $25 million payment to the County will cover 90 percent of the hard costs we incurred to
deliver a safe and durable Silver Spring Transit Center.” The $25 million is considerably short of the $67 million ($47 million for costs and $20 million in damages) the county sought from designer Parsons Brinckerhoff, general contractor Foulger-Pratt and inspection firm Robert Balter. The county contended that a faulty design led to cracks in concrete and other deficiencies in the three-story transportation hub and that the companies failed to properly supervise construction and inspection. Leggett repeatedly promised that he intended to recover all extra costs incurred by taxpayers in building the hub. In an interview Tuesday, he acknowledged that it was less than the county wanted, but that it brought an end to costly litigation that would likely have been tied up in appeals for years. “Despite what I said earlier, I thought this was the most reasonable avenue,” Leggett said. Scientists in the Amazon region of Ecuador have discovered a new species of glass frog whose transparent skin on its chest and belly completely exposes its heart as well as other organs. In other previously known glass frog species that are also found in the neotropics, the heart isn’t fully visible. The discovery of the new species is described in the journal ZooKeys, the American Association for the Advancement of Science announced Monday. The new species (Hyalinobatrachium yaku) also is distinguishable by the large, dark green spots on its head and body. But these frogs still are hard to spot in the wild, as they measure less than an inch.

Unease about white supremacist activity in Portland deepened after the fatal stabbings of two men who tried to shield young women from an anti-Muslim tirade, and some people worry that the famously tolerant community could see a resurgence of the hostilities that once earned it the nickname “Skinhead City.” The attack aboard a light-rail train happened Friday, the first day of Ramadan, the holiest time of the year for Muslims. Authorities say Jeremy Joseph Christian started verbally abusing two young women, including one wearing a hijab. When three other men on the train intervened, police say, Christian attacked them, killing two and wounding one. Christian, 35, was arraigned in court Tuesday on two counts of aggravated murder and other charges. He made repeated outbursts in his first court appearance, shouting, “You call it terrorism. I call it patriotism.” The deaths stunned the city, but also underscored nervousness about recent events, including a series of hate crimes and contentious public rallies. A report by Project: Time Off, which surveyed 7,331 workers this winter, found that average vacation use in 2016 climbed to 16.8 days per worker, compared to 16.2 in 2015. The half-day increase was the most seen since vacation usage began a rapid decline in 2000, the report said. Reductions in civil rights protections POLITICS The Trump administration is planning to disband the Labor Department division that has policed discrimination among federal contractors for four decades, according to the White House’s newly proposed budget, part of wider efforts to rein in government programs that promote civil rights. As outlined in Labor’s fiscal 2018 plan, the move would fold the Office of Federal Contract Compliance Programs, now home to 600 employees, into another government agency in the name of cost-cutting. The proposal comes at a time when the Trump administration is reducing the role of the federal government in fighting discrimination by cutting budgets, dissolving programs and appointing officials unsympathetic to previous practices. The new leadership at the Environmental Protection Agency, for instance, has proposed eliminating its environmental justice program, which addresses pollution that poses health threats
specifically concentrated in minority communities. Under the president’s proposed budget, the Education Department’s Office of Civil Rights — which has investigated thousands of complaints of discrimination in school districts and set new standards for how colleges should respond to allegations of sexual assault and harassment — would also see significant staffing cuts. Administration officials acknowledge in budget documents that the civil rights office will have to scale back the number of investigations it conducts. And the administration has reversed several steps taken under former President Obama to address LGBT concerns. The Department of Housing and Urban Development has revoked the guidance to implement a rule ensuring that transgender people can stay at sex-segregated shelters of their choice. The efforts to reduce the federal profile on civil rights reflects the consensus view within the Trump administration that Obama officials exceeded their authority in policing discrimination on the state and local level. 1934-2017 Former Panamanian dictator Manuel Noriega, a onetime U.S. ally who was ousted by an American invasion in 1989, died in prison late Monday at 83. Panamanian President Juan Carlos Varela wrote on his Twitter account that “the death of Manuel A. Noriega closes a chapter in our history.” Ezra Angel, a lawyer for Noriega, said Tuesday there was no official word on what caused his death. Noriega ruled with an iron fist, ordering the deaths of those who opposed him and maintaining a murky, close and conflictive relationship with the U.S. After his downfall, Noriega served a 17-year drug sentence in the U.S., and then was sent to face charges in France. He spent all but the last few months of his final years in a Panamanian prison for murder of political opponents during his 1983-89 regime. Noriega was once considered a valued CIA asset and was paid millions of dollars for assistance to the U.S. throughout Latin America, including acting as a liaison to Cuba’s Fidel Castro. Washington ultimately soured on him, especially after a top political opponent was killed in 1985 and Noriega appeared to join forces with drug traffickers. Success for defense test NATIONAL SECURITY The Pentagon scored an important success Tuesday in a test of its oft-criticized missile defense program, destroying a mock warhead over the Pacific Ocean with an interceptor that is key to protecting U.S. territory from a North Korean attack. Vice Adm. Jim Syring, director of the Pentagon agency in charge of developing the missile defense system, called the test result “an incredible accomplishment” and a critical milestone for a program hampered by setbacks. “This test demonstrates that we have a capable, credible deterrent against a very real threat,” Syring said in a statement. Despite the success, the $244 million test didn’t confirm that under wartime conditions the U.S. could intercept an intercontinental-range missile fired by North Korea. Pyongyang is understood to be moving closer to the capability of putting a nuclear warhead on such an ICBM and could develop decoys sophisticated enough to trick an interceptor into missing the real warhead. Syring’s agency sounded a note of caution. “Initial indications are that the test met its primary objective, but program officials will continue to evaluate system performance based upon telemetry and other data obtained during the test,” his statement said. Philip E. Coyle, a former head of the Pentagon’s test and evaluation office and a senior fellow at the Center for Arms Control and Non-Proliferation, said Tuesday’s outcome was a significant success for a test that was three

ready for potential combat use in 2004, only four of nine intercept attempts have been successful. The Pentagon is still incorporating engineering upgrades to its missile interceptor, which has yet to be fully tested in realistic conditions. North Korea’s accelerating missile development has complicated Pentagon calculations, most recently by incorporating solid-fuel technology into its rockets. The step would mean even less launch warning time for the United States. Liquid fuel is less stable and rockets using it have to be fueled in the field, a process that takes longer and can be detected by satellites. On Monday, North Korea fired a short-range ballistic missile that landed in Japan’s maritime economic zone. The target in Tuesday’s test was a custom-made missile meant to simulate an ICBM, meaning it flew faster than missiles used in previous intercept tests, according to Christopher Johnson, the Missile Defense Agency’s spokesman. But it was not a mock-up of an actual North Korean ICBM, and details of its exact capabilities weren’t made public. The process used in Tuesday’s test is officially known as the Ground-Based Midcourse Defense system. The Pentagon likens the defensive tactic to hitting a bullet with a bullet. With congressional support, the Pentagon is increasing by the end of this year the number of deployed interceptors, based in California and Alaska, to 44 from the current total of 36. While Tuesday’s test wasn’t designed with the expectation of an imminent North Korean missile threat, the military wants progress toward the stated goal of being able to shoot down a small number of ICBMs targeting the United States. White House communications director resigns POLITICS Mike Dubke has resigned as White House communications director, in the first of what could be a series of changes to President Trump’s senior staff amid the growing Russia scandal. Dubke, who served in the post for three months, tendered his resignation May 18. He offered to stay on to help manage communications in Washington during Trump’s foreign trip, and the president accepted. Dubke’s last day on the job was not known as of Express’ deadline. In an email to friends and associates Tuesday, Dubke wrote: “It has been my great honor to serve President Trump and this administration. It has also been my distinct pleasure to work side-by-side, day-by-day with the staff of the communications and press departments.” Dubke, 47, who has worked closely with White House press secretary Sean Spicer, served as a behind-the-scenes player helping to manage communications strategy and responses to crises such as the firing of James Comey as FBI director, as well as rollout plans for policy and other initiatives. Officer who shot Rice fired CLEVELAND The police officer who shot and killed Tamir Rice was fired Tuesday for failing to disclose that he had been forced out of another department before Cleveland hired him, while his partner was suspended for driving too close to the 12-year-old seconds before the boy was killed. Cleveland Police Chief Calvin Williams announced the
discipline against officers Timothy Loehmann, who shot Rice, and Frank Garmback, who was driving the cruiser. Rice, who was black, was shot outside a recreation center in November 2014 as he held a pellet gun that the white officers mistook for a real firearm. The killing became part of a national outcry about police violence against black boys and men. The officers weren’t charged criminally, but Rice’s mother settled a federal civil rights lawsuit with the city for $6 million. A county prosecutor
announced in December 2015 that Loehmann and Garmback wouldn’t be indicted. After that, Williams ordered a committee to determine whether the officers violated department rules. Stephen Loomis, president of the Cleveland Police Patrolman’s Association, called Loehmann’s firing a “joke,” saying that officers haven’t been fired in the past over job applications. Harper gets 4-game ban Nationals star hit with suspension after charging the mound in San Francisco brawl MLB Major League Baseball on Tuesday suspended Nationals outfielder Bryce Harper four games and fined him an undisclosed amount for his actions in the fight that marred Monday afternoon’s 3-0 win in San Francisco. Giants reliever Hunter Strickland, who hit him with a pitch to set off the brawl, will be suspended for six games. Both players will appeal the decision, meaning both were active for Tuesday night’s game, which ended after Express’ deadline. The four games Harper was suspended, assuming they stand on appeal, represent a moderate punishment relative to those doled out for similar fighting incidents.
According to Yahoo, the longest suspension given for fighting since 2000 is 10 games (Michael Barrett, 2006). Rangers second baseman Rougned Odor received an eight-game suspension after he landed a punch against Blue Jays slugger Jose Bautista last season. In other words, MLB did not come down particularly harshly on Harper, though it did not take it easy, either. That Strickland got more games than Harper will please the Nationals, who were outspoken and adamant that Strickland should receive a harsher penalty. Strickland’s long-held grudge stemming from two booming home runs Harper hit off him in the 2014 postseason were thought to spark the conflict, although

The details in a police affidavit released Tuesday didn’t clear up Woods’ whereabouts before his arrest at 3 a.m. Memorial Day but confirmed his statement that he had not been drinking before being charged with suspicion of DUI. Police described Woods as “cooperative as much as possible,” saying he had trouble keeping his eyes open. He was stopped about 15 minutes from his Jupiter Island home. In a statement Monday, Woods said he had an “unexpected reaction” to prescription medicine but said he takes “full responsibility” for his actions. The affidavit listed four medications, including Vicodin, that Woods reported taking. Lil Yachty bends rap in his direction
A magnetic new record upholds his image as rap’s brightest optimist
ALBUM REVIEW The miracle of rap music is that it metabolizes wild-styles faster than any other American art form. Remember when Lil Yachty dropped his debut mixtape last spring? And it sounded like sleepy braggadocio rendered in Pixar rainbows? And it was radiant enough to freak the squares, mobilize the scolds and lure the rest of us into a beautiful hallucination that 2016 wasn’t all that bad? Here’s the weird part: Fourteen months later, Lil Yachty doesn’t sound like a brat, or a heretic, or even that much of a freak. Instead, today’s rap music sounds a little more like him. Yachty accelerated his ascent by repeatedly goading the old guard. Last year, he bragged about his inability to name five Notorious B.I.G. songs. While Yachty was obviously bviously trolling his bv h
elders, he was also reminding us that history is heavy, and that young visionaries have every right to brush it off their shoulders when they’re trying to build something new. That’s the image Yachty has upheld ever since. He’s a seize-the-day optimist preaching positivity and possibility. One might call it his “brand.” But if you listen closely to the 19-year-old’s new album, “Teenage Emotions,” you’ll be reminded that Yachty is a sound more than an image. He wouldn’t be here if not for his strange, yawning delivery — a loosey-goosey approach where vowels get stuck on the roof of his mouth, then spill onto the rhythm, messy and sweet. Old heads balk at his singsong rhymes, his cheery idealism and his Atomic Fireball hairdo, but it’s clearly the sound of Yachty’s voice alone that has rankled the establishment most.

Now he’s stretching out, expanding what that voice can do. The most saturated line on “Teenage Emotions” is casually tucked into the center of “Say My Name,” a colorful rags-toriches tale set to a barely there beat. “My brother used to sleep in a Hyundai,” Yachty yelps. “Now he spend about a hundred Gs on a fun day — Wow!” Even more beguiling is how he packs a spectrum of emotions into those 24 syllables, and you don’t have to be a teenager to hear them all blurring together like watercolor. As for his darker feelings, he telegraphs them deeper in the track list. “No More” is a fatiguing slog through his disinterest
in fame, while “Made of Glass,” about an unrequited love, comes garnished with a lovelorn sigh: “You don’t even see me.” Here, things start to feel disingenuous. Yachty contains multitudes, but it’s hard to imagine someone who exudes this much life force ever feeling bored or invisible. Still, we should feel encouraged by a pouty Yachty — at least in theory. If he was shrewd enough to construct a persona this magnetic, he’s smart enough to know that he’ll need to keep up. He may have bent rap in his direction, but he can’t slow it down.
