Australian media reported a hotel valet drove a soft-top Porsche Carrera under another vehicle Thursday outside the Hyatt Regency Hotel in Sydney. Emergency workers cut the driver out from the Porsche as a crowd watched. Philadelphia Zoo officials hope to recapture four peacocks that escaped and caused a traffic jam on a major highway. The officials were working Thursday with police after the birds took a stroll along Interstate 76 around 8:30 p.m. Wednesday. State police arrived and shut down two lanes of traffic, causing backups for miles. Police said they managed to get the birds off the highway, but they were unable to capture them. (AP)

Good Samaritans save neighbor in fire

THE DISTRICT Ewan Plant immediately dialed 911 on Wednesday evening when he spotted thick black smoke pouring from the second floor of his neighbor’s stone house. But as he got closer, a second neighbor told Plant someone was still inside. Gregory Langley was turning a corner at just about the same time, and within moments, the two men took turns kicking the front door of the house in the 2800 block of Franklin Street NE. Plant had never been in the home, but he said they knew the resident has medical and mobility issues, and probably needed help to get out. Before firefighters arrived, Plant and Langley kicked in the front door and found their neighbor nearby, partially dressed, talking on the phone and disoriented. Plant said the man had lived in the house for his entire life and didn’t want to leave.

The brightly colored bird is one of the world’s most endangered species, with only about 140 left. This is the first kingfisher chick to hatch at SCBI in four years. VIRGINIA Virginia officials are gearing up for a massive bureaucratic blitz to put as many as 400,000 new adults in the state’s Medicaid program. And health clinics are readying for a huge overhaul of how the state delivers care for the poor. The General Assembly approved a state budget Wednesday that expands Medicaid, ending a years-long partisan battle while putting pressure on Gov. Ralph Northam’s administration to facilitate a smooth rollout. Northam, a Democrat, will sign the budget into law in the coming days, but his administration has already been preparing for the huge work ahead. Expanding Medicaid was a key provision of then-President Barack Obama’s health care overhaul that the U.S. Supreme Court ruled was optional for states. Virginia will become the 33rd state to expand, according to the Kaiser Family Foundation. Northam said he expects newly eligible low-income adults to start enrolling Jan. 1. Virginia has previously estimated that only about 300,000 people out of 400,000 eligible would actually sign up for the coverage. The cutoff is 138 percent of the poverty level, which is about $30,000 a year for an adult in a three-member household. Additionally, the state has to

The Trump administration’s support of conservative changes to Medicaid, especially work requirements, is a key reason several Republican lawmakers said they backed expansion this year after years of opposition. The budget passed by lawmakers Wednesday includes $3.5 million for the state to hire a consultant to help with the waiver, which must be submitted to the federal government for review within 150 days of the budget becoming law. Nonprofit health clinics that provide free care are also getting ready for major changes.

She added that there will still be a strong demand for free services that Medicaid doesn’t cover, including dental and vision care. Teresa Gardner Tyson, executive director of the Health Wagon in far Southwest Virginia, said Medicaid expansion will help improve her community’s overall health and help her clinic focus more on providing care rather than chasing grant money. The gap in math scores for students using vouchers to attend private schools in D.C. compared with their peers who applied but weren’t selected, according to a U.S. Department of Education study. The study assessed children two years after they applied for the government subsidies. D.C. has the nation’s only federally funded voucher program, established by Congress in 2004. Three men shot Thursday in front of strip mall in Southeast
D.C. police on Wednesday arrested a 16-year-old sought in the May 16 shooting of a high school freshman who was killed as he walked home from school, according to authorities. Daquan Gray, of Southeast, has been charged as an adult with firstdegree murder. He is charged with killing Jaylyn Wheeler, 15, of Southeast, during an altercation. 1 dead, 2 missing after flash floods in central Va. Authorities in central Virginia said one of the two people swept away by a flooded creek has been found dead. Lt. Miller Stoddard of the Albemarle County Police Department said Thursday that one occupant of a car that was caught in the raging creek the night before had been located. Authorities were searching for the second person. Police did not immediately identify either person. City racked by floods braces for more storms A Maryland community struck by severe flooding twice in less than two years is bracing for more heavy rain. Officials in Ellicott City said Thursday that they are preparing to deal with more flooding as storms approach. Crews have dug out tree stumps, building debris and millstones from storm drains and culverts in Ellicott City since flooding devastated the area Sunday. Officials urged residents to stay alert and said it’s hard to predict which areas could get heavy rainfall during storms forecast Friday and Saturday. (AP)

In a letter to state prison officials, the American Civil Liberties Union characterizes the limits on book ordering as a “virtual book ban” that denies more than
20,000 Maryland inmates access to “the overwhelming majority of books in existence, and prevent those who wish to communicate with them through books from doing so.” The statewide policy announced in April restricts book orders to two private vendors with offerings that the ACLU describes as “extremely limited” in comparison with the millions of titles available through online booksellers and publishers. Cases dismissed against 7 charged with rioting Federal prosecutors Thursday dismissed cases against seven people charged with rioting on Inauguration Day after a D.C. judge determined the government withheld evidence from the defense. Assistant U.S. Attorney Jennifer Kerkhoff had told the court and defense attorneys her office possessed a single, secretly recorded video of a protest planning meeting. Scientists have discovered dunes on Pluto made of tiny frozen grains of methane. The pale gray and white ridges were revealed by NASA’s New Horizons spacecraft during its 2015 flyby and the findings were announced Thursday in the journal Science. Researchers said the dunes appear to be made mostly of icy specks of methane the size of sand, with some frozen nitrogen likely mixed in. The parallel rows of dunes are located in Pluto’s heart-shaped region at the base of mountains as tall as the Alps. Scientists were surprised to find dunes given Pluto’s thin, weak atmosphere. Dunes have been found on Mars, Venus and Saturn’s moon, Titan. But Pluto’s are the only ones known to consist of methane. (AP)

ECONOMY President Trump on Thursday imposed tariffs on imported steel and aluminum from the European Union, Canada and Mexico, triggering immediate retaliation from U.S. allies against American businesses and farmers. The tariffs — 25 percent on steel and 10 percent on aluminum — were to take effect at midnight Thursday, marking a major escalation of the trade war between the U.S. and its top trading partners. “It’s more than highly unusual. It’s unprecedented to have gone after so many U.S. allies and trading partners …,” said economist Douglas Irwin, author of a history of U.S. trade policy since 1763. “It’s hard to see how the U.S. is going to come out well
from this whole exercise.” In response, the EU said it would impose duties “on a number of imports from the United States,” referring to a 10-page list of targets for retaliation it published in March, which included Kentucky bourbon and Harley-Davidson motorcycles. European leaders also vowed to proceed with a complaint to the World Trade Organization. “This is protectionism, pure and simple,” said Jean-Claude Juncker, president of the European Commission. The journalist revealed Thursday how Ukrainian security services faked his murder to thwart a contract hit allegedly arranged by Babchenko’s native Russia. Police said Tuesday night that Babchenko, 41, had been shot and killed. The next day, he showed up alive and revealed that it all had been a ruse and said that the organizer of the planned assassination had been arrested. At a news conference, Babchenko himself wasn’t clear why the security services thought the elaborate ruse was necessary. “They probably had their reasons. Maybe they wanted to collect proof that would be 100 percent solid,” he told reporters. Rod Blagojevich and pardoning lifestyle entrepreneur Martha Stewart, saying they were both treated unfairly. He also said he will pardon conservative commentator Dinesh D’Souza, who pleaded guilty to campaign finance fraud. The White House announced Thursday that the pardon had been granted. Trump tweeted of D’Souza: “He was treated very unfairly by our government!” D’Souza, a critic of former President Barack Obama, had claimed that his prosecution by the Obama Justice Department was politically motivated. Both Blagojevich and Stewart had connections to Trump’s “Celebrity Apprentice” reality television show: Blagojevich was a contestant in 2010 and Stewart hosted a spinoff series in 2005. Blagojevich was convicted on numerous counts of corruption, including for trying to sell the U.S. Senate seat that was vacated by Obama. He began serving a 14-year sentence in 2012 and is scheduled for release in 2024. “What he did does not justify 18 years in jail,” Trump said. Racial animus drives desire for welfare cuts

MEMPHIS, TENN. Sitting in his car outside a boarded-up house on a recent Saturday morning, Michael Hayes went through the mental checklist of things he does to make sure suspicious people know he is an enterprising young real estate investor, not a burglar or a drug addict. He readied his business cards. He grabbed a sign with his business website and phone number to plant in the front yard of the brick house on Douglass Avenue in Memphis. He cued up the contract that the homeowner signed allowing Hayes to go inside and take pictures for potential investors. He even had the owner on the phone as he worked one of the boards loose. And, as always, he exhibited a polite and respectful demeanor to anyone he met. None of that was enough. Before that afternoon was over, Hayes — a 31-year-old father and former teacher and an entrepreneur with a growing portfolio of rehabbed homes for sale — would have to justify his presence to a screaming neighbor and the police officers summoned to the scene. He had committed no crime, and the police did not arrest him. But many of the millions of people who saw the video he recorded of the conflict say his transgression wasn’t what he did, but who he is: He was real estate investing while black. “You know why the lady called the police on me,” he said, looking directly into the camera. “I don’t look threatening.” In recent weeks, a host of viral videos have shown black Americans engaged in innocuous activities that led to 911 calls. On May 12, members of a black sorority were questioned by a state trooper while picking up
litter on a Pennsylvania highway. Four days earlier, a Yale University student was interrogated by police after her dorm neighbor called the police because she was napping in a common area. And a week before that, a neighbor reported a burglary in progress as a group of black women left their Airbnb in Rialto, Calif. The incidents, which often end with a black person being interrogated by police or being carted off in handcuffs, have given rise to the hashtag #LivingWhileBlack. In the worst cases, incidents have escalated to body slams or even gunshots. Starbucks shut down 8,000 U.S. stores Tuesday afternoon to engage employees in discussions about racial bias after an April incident in which a manager at a Philadelphia Starbucks called police on two black men who were waiting for a friend before ordering. A viral video shot by another customer showed police

They use them as enforcers of unwritten social rules, which can be steeped in discriminatory thinking. “The issue is that, for many folks, law enforcement has been seen as their own racism valet,” Goff said. “We talk about not just crime, we talk about disorder — anything that makes folks feel uncomfortable or says that the social norms that we’ve all agreed to are being violated,” he said. “And the problem is that black skin frequently violates the social order.” CLEVE R. White Americans are increasingly critical of the country’s social safety net, a new study suggests, thanks in part to a rising tide of racial resentment. The study, published Wednesday in the journal Social Forces, finds that opposition to welfare programs has grown among white Americans since 2008, even when controlling for political views and socioeconomic status. White Americans are more likely to favor welfare cuts when they believe that their status is threatened and that minorities are the main beneficiaries of safety net programs. The findings suggest that political efforts to cut welfare programs are driven less by conservative principles than by racial anxiety, the authors conclude. That also hurts white Americans who make up the largest share of Medicaid and food-stamp recipients. President Trump and Congressional Republicans have proposed deep cuts to both programs. Lead author Rachel Wetts of UC-Berkeley and co-author Robb Willer of Stanford University found that white Americans called for deeper cuts to welfare programs after viewing charts that showed they would become a racial minority within 50 years. NATIONALS Adam Eaton has a look about him these days, an eagerness he’s never demonstrated in his time in Washington. When he plays catch in the outfield before games, he bounces and crow-hops as if each step is a privilege. Injuries have kept him from all but 31 games since he was traded to D.C. before last season, so maybe every movement is a privilege. He’s not excited just because he’s cleared to throw or run or hit. He’s grateful for how well he feels. After undergoing surgery May 10 to alleviate pain caused by a flap in his left ankle, he is moving as freely as he has in more than a year, since he tore his ACL in the same leg last April. “I feel way better than I did when I first came back. I feel way more confident than I did when I first came back,” Eaton said. “Just because everything is fixed and in the right position. It’s doing everything it needs to do. My body is in a really good place.” Eaton has been running sprints, complete with twists and turns, in the outfield before games for more than a week. He has looked better in those sprints than he did rounding the bases in the eight games he played to begin the season. He has been taking flyballs, hitting with his teammates and

Manager Dave Martinez said Eaton will play some center field and left field in the minors. Given Juan Soto’s emergence as an everyday-ready left fielder, and
considering Michael A. Taylor’s offensive struggles, the Nats might be better served by keeping Soto in left and trying Eaton in center field. Outfielder Brian Goodwin is also nearing a return. He homered for Harrisburg on Tuesday. Second baseman Daniel Murphy played six innings for the Senators, too, but the team is taking a patient approach with him. Redskins see Nicholson as a breakout safety NFL Montae Nicholson can think of only one word to encapsulate his journey to this point, and the mix of emotions surrounding his return to the practice field after a rookie season preceded by shoulder surgery and then shortened by head injuries. “Blessed,” the Redskins safety said Wednesday. “… I feel extremely blessed and relieved that I’m able to be out here.” This time last year, Nicholson still was rehabbing a torn labrum in his left shoulder. He made it back to the field, but a devastating hit to the head in Week 6 by 49ers wide receiver Pierre Garcon left Nicholson twitching on the turf. Five weeks later, he suffered a concussion against New Orleans. By December, he was in the concussion protocol, and the club put him on injured reserve. Nicholson is eager to make up for missed time, and his value to the defense can’t be overstated. Bail on this one: The stupid ‘Adrift’ is beyond saving If you must see one sailboat-indanger movie this year, make it “All Is Lost.” It came out in 2013 and is available on various streaming services. Unfortunately, the one in theaters is “Adrift,” which is based on a true story that is probably not actually as stupid as the movie is. Tami (Shailene Woodley) is a free spirit, the kind who engages in the type of white-girl tourism that involves smoking weed and charmingly shrugging at immigration officials who ask how long you plan on being in the country and how you plan on making money while there. In Tahiti, she meets Richard (Sam Claflin), a similar wanderer who is also an expert
sailor. When a couple hire him to sail their boat from Tahiti to San Diego, Richard and Tami set off to make the journey. Things … do not go well. Like, even worse than one might expect if one were trapped on a boat for weeks and weeks with just one other person. After they sail into a hurricane (oops), Tami regains consciousness only to find the boat’s mast broken and its sail in the water, which is very much not where a sail is supposed to be. Now she and Richard must figure out how to get to land. Instead of San Diego, they elect to make for Hawaii — which is closer but much harder to locate — without dying in any one of a number of ways. So! Good story! Why, then, is “Adrift” so stupid?
Variety: James Marsden to star in “Sonic the Hedgehog” movie
First, we have to ask ourselves what makes a movie stupid. Cinematic stupidity must contain at least two of three elements: an underwritten plot, underwritten characters and underwritten dialogue. Writers David Branson Smith and Aaron and Jordan Kandell try their best with the story, but “people on boat” isn’t inherently interesting. They try to solve it by leaping back and forth in time between Tami and Richard falling in love and the boat saga, which is a good idea because neither storyline is interesting enough to hold an audience’s attention on its own. Woodley and Claflin do what they can with their performances, but “people who travel” aren’t necessarily interesting, either. And then,

oh, the dialogue. If you wanted to play Dialogue Bingo, the squares would be easy to write. There is “I’ve never met anyone like you,” “You can do anything you put your mind to,” “I sailed halfway around the world to find you” and “Oh, God, he’s burning up” (referring to a fever, not an actual conflagration). There is also “I wouldn’t trade this for anything,” which makes one question Tami’s sanity, as she is on a boat with no power, little food and water, and a very high chance of dying. There is also an “I can’t even right now,” which is quite the anachronism, since the story takes place in 1983. Is “Adrift” bad? Yes. But plenty of bad movies are not stupid (“Justice League”), and some movies are so stupid they move into the realm of enjoyable camp (“Center Stage”). “Adrift” is stupid because it thinks it’s a good movie. There is a story there (see: “All Is Lost” and see “All Is Lost”), but the telling of “Adrift” aims for the stars, only to belly-flop into the water. There’s plenty hollow in the self-aware machinations, but there’s also something affecting in how the film charts the fall of a dopey idea from kids who don’t realize that what they’re playing at isn’t a game. ‘Upgrade’ lags amid cliched sci-fi tropes FILM REVIEW The title of “Upgrade” refers to enhancements to the main character, not to any attempt to boost the value of the movie itself. If this vaguely cyberpunk, occasionally comic Australian flick were named after its own qualities, it would have been called “Knockoff.” That said, the movie is a reasonably entertaining retread. Although writer-director Leigh Whannell’s themes are as predictable as his premise, the action scenes are efficient and effective. There are lots of machines in “Upgrade,” and the movie itself is a sleek apparatus. Indeed, its gizmos generally fare better than the human bodies, which are often pulped to a bloody ooze. The story mixes and matches bits of many dystopian sci-fi movies but is most essentially “RoboCop.” Logan MarshallGreen plays Grey Trace, a man whose name flags his negligibility. It’s not that Grey lacks skills; it’s just that they’re mostly obsolete in the near-future world he inhabits. In an age of self-driving
vehicles, Grey makes his living by restoring antique muscle cars for rich collectors such as entrepreneur Eron King (Harrison Gilbertson), an eerily blond mashup of Steve Jobs and a “Speed Racer” villain. It just so happens that Grey’s wife, Asha (Melanie Vallejo), who’s as corporate as her husband is retro, works for Eron. When the couple pays a visit to the tech mogul, he extols the virtues of something called Stem, an implantable device he describes as “a new, better brain.” On the way back, hackers take control of Asha’s automatic car and send it to an ambush. She is killed, and Grey is crippled by technologically modified attackers who have guns grafted onto their arms. (Is there any actual advantage to this? Nah, it just looks slick.) Eron visits the hospital with an inevitable proposition: Grey can be remade with a Stem device seeded inside him. He won’t merely be able to move again. He’ll have superhuman strength and abilities to pursue his revenge. Also, because Stem talks, if only inside Grey’s head, “Upgrade” will now be a sort of buddy picture. In one scene, our hero bursts into a decrepit warehouse and finds a bunch of real-world dropouts in thrall to their VR headsets — a form of entertainment that’s clearly less cool than Grey’s choice, a turntable that plays vintage blues tunes. FILM REVIEW “How to Talk to Girls at Parties” is a candy-colored sci-fi confection set in 1977 London, where Enn (Alex Sharp), a shy Clash fan, meets and falls in love with a pretty member of a colony of visiting extraterrestrials. Although the “girl” Zan is played by Elle Fanning, her anatomical gender does not precisely conform to that of female humans. While Zan and Enn are mostly chaste, there are other scenes of interspecies sex, but it ain’t like in the movies (unless that movie happens to involve body-cavity probes). Exactly what Zan’s colony wants here is unclear. Do they come in peace? Or for more nefarious purposes? That question takes a back seat to the enigmas of the human heart, in what amounts to a bittersweet, if slight, metaphor about love from director John Cameron Mitchell. The real question is this: Who exactly is more alien — Zan and her fellow E.T.s, who behave like androids dressed in haute couture, circa 1965, or Enn and his coterie of nose-thumbing punks (epitomized by the abrasive band manager Queen Boadicea, played by Nicole Kidman)? A girl, in the eyes of a teenage boy, is like something from another planet, and vice versa — or so the film suggests. When it works, it works. And even when it doesn’t, it’s just endearing enough to earn a bit of forgiveness for its flaws. MICHAEL O’SULLIVAN (TWP)

Wild series swings to D.C. Game 1 of the Stanley Cup Final was all about the fireworks in Las Vegas, as the Knights hosted their inaugural finals tilt with a 6-4 victory that included 10 total goals and four lead changes. Game 2 was defined by a more disciplined style, with the Capitals able to bounce back from a one-goal deficit with three straight scores and hold on for a heart-hammering 3-2 victory despite taking 13 fewer shots on goal than Vegas. Braden Holtby’s save on Alex Tuch late in the third period Wednesday was easily the biggest moment of Game 2, but a potential turning point in the series occurred a little earlier. Jay Beagle helped the Caps successfully kill minor penalties to Tom Wilson and Lars Eller which left them on the PK for a total of 2:52, including 1:08 of three-versus-five. Holtby stopped all nine shots he faced on Vegas’ thirdperiod power plays as the Capitals preserved their one-goal lead. The Caps killed four shorthanded situations when the game was either tied or within one goal.
Alex Ovechkin conceded that he fought nerves and butterflies in a lackluster showing in Game 1, but the Capitals’ captain looked to be his comfortable self in Game 2. Ovechkin was engaged early with plenty of physicality — he’d finish with five hits — and later registered his first goal of his first Stanley Cup Final with a signature powerplay snipe-shot 5:38 into the second period to put the Caps ahead for good. Ovechkin’s team-leading 13 playoff goals (in 21 games) is one shy of matching the franchise record for a single postseason. John Druce had 14 in 15 games in 1990.
Few Capitals are as well respected by their teammates as veteran defenseman Brooks Orpik. The 37-year-old offers leadership and toughness on and off the ice, but scoring goals isn’t in his typical job description. For Orpik, Game 2 was an opportune time for him to bust a drought of 220 games without a goal, beating former Penguins teammate Marc-Andre Fleury to score his team’s third goal with about 11 minutes left in the second period. Washington’s only player with a ring, Orpik led the Capitals with six hits and was a force on the penalty kill in Game 2.
Marc-Andre Fleury came into the finals as the favorite to win the Conn Smythe Trophy given to the MVP of the playoffs, but he looks human in the finals. Fleury allowed a total of three goals in a sweep of the Kings and had four shutouts in the first two rounds. After holding Winnipeg to two goals or fewer in four straight wins, Fleury has coughed up seven goals in two games against Washington. The Caps have made an effort to draw Fleury out of the net and get him moving laterally. Fleury won three of four games in D.C. while playing for the Penguins in the second round last year.
The Capitals have earned a franchise-record nine road wins in the playoffs while suffering just three away losses, but they’re only 4-5 at home. The consensus in the dressing room is that the Capitals have embraced playing in hostile arenas, where they have no problem sticking to their defensive structure and don’t feel pressed to cheat or take ill-advised offensive chances like they might in front of their fervid fans. Defenseman John Carlson has been a bright spot at Capital One Arena, tying Nicklas Backstrom for the team lead in home assists in the postseason (seven).

The lowest cost of a ticket for Game 3 of the Stanley Cup Final on VividSeats.com as of Thursday evening. The “get-in” price was for a mezzanine seat in section 406 at Capital One Arena. According to the site, the average price of a Game 3 ticket was $1,194, and the most expensive tickets (behind the penalty box) were upward of $2,600. Prices are expected to climb before game time Saturday. At 7 p.m. Thursday, the cheapest ticket on SeatGeek.com was $886; the lowest price on StubHub.com was $900. STANLEY CUP FINAL According to the Capitals, more than 14,000 fans packed Capital One Arena on Wednesday night to watch on the Jumbotron while Game 2 of the Stanley Cup finals played out in Las Vegas. An estimated 12,400 showed up for the Game 1 watch party. For the sake of comparison, the Caps announced a crowd of 16,325 for Alex Ovechkin’s NHL debut in 2005. That year, home games averaged about 13,900. On Wednesday for Game 2, the crowd was rowdy and joyful, absolutely living for every shot, delighting in this moment they had waited so long for. When Alex Ovechin put the Capitals up 2-1 with a power-play goal, the crowd leapt to its feet and roared. There was $4 beer, beach balls, in-seat dancing and cheer posters. Outside the arena before the game, there was a large bird mascot and an 8-year-old bulldog named “Ovie” that had made the trip from California. “Part of it is the excitement, but part of it is to be able to be with other people who have been through the same mourning process every year,” said Dan Curry, a fan from Maryland. “We’re definitely a family.” After the Caps won, a group of fans braved a light rain, stood on the steps of the National Portrait Gallery and chanted “We want the Cup!” Before they left the arena, an announcer shouted “Do you believe?” As if he even had to ask. But in real time, with the Caps desperate to protect a one-goal lead and eager to tie the Stanley Cup finals, The Save was simply sublime, as good of a hockey play as the franchise has ever seen, the kind fans will talk about for years. Capitals center Jay Beagle called it the “save of the year ... maybe the save of a lifetime.” “Thank God he’s our goalie,” captain Alex Ovechkin said Former Caps goalie Olie Kolzig tweeted that it was the, “greatest save I’ve ever seen.” The only one who didn’t seem impressed was the man behind the play that secured the firstever Stanley Cup Final victory

Offset has bought a new car for the man who he says saved his life when he was in a car accident, according to TMZ. The Migos rapper posted a video of the man, identified as Jamar, and the car, a Nissan Altima. “I bought my boy a car,” Offset says in the video, which has since been deleted. “Cause you know he was walking to work, he was walking to work when he saved my life.” The crash took place in Atlanta last month. Offset said he swerved off the road to avoid hitting a pedestrian, and Jamar helped him get to safety. Offset was briefly hospitalized after the crash and his car, a lime green Dodge, was totaled.
