Prime Minister Charles Michel of Belgium had to reschedule some appointments this week after a mishap Sunday at the Brussels 20K race. Michel, 41, wasn’t running in the race; he just happened to be too close to Princess Astrid when she fired the starting gun. At DCA: Firing the bird cannons

Phil Kroll | Airport operations duty manager, Ronald Reagan National Airport Anyone who knows of the “Miracle on the Hudson” also knows that birds and airplanes don’t mix. The 2009 emergency landing of a commercial airplane after geese took out both of its engines was a particularly dramatic incident, but bird collisions are actually quite common. In 2015, for instance, at least 87 birds (and one bat) were hit by airplanes at Ronald Reagan Washington National Airport. That number probably would have been a lot higher if it weren’t for people like Phil Kroll, 28, whose work as an airport operations duty manager

includes firing cannons to scare birds off DCA’s runways. They aren’t real cannons, of course. Six of the airport’s 11 so-called “bird cannons” shoot blanks, and the rest play a series of bird alarm calls — sounds birds make when a predator is nearby. Kroll or one of his colleagues activates them when they see birds flocking perilously close to the runways. “The spring and the fall is migration time, so we set them off maybe twice an hour from sunrise to sunset,” Kroll says. “In the summertime and wintertime, we only have to set them off a

couple times a day.” In the past, employees fired the cannons by hand. The system is now computer-controlled, which is more efficient, but takes some of the joy out of the job. “It’s just clicking a mouse. It’s like sending an email,” Kroll says. “But if you’re out on the airfield when someone else sets them off, it’s fun to see the birds scatter.” Airport employees also used to fire the bird cannons on a fixed schedule, but the birds learned the routine and started ignoring the sounds. That’s why, these days, Kroll and his colleagues fire the cannons only when they

see birds congregating. “We always gotta try to stay a step ahead of the birds,” he says. That’s for the safety of the animals as well as the aircraft. The most commonly hit species are chimney swifts, but 2015 also saw airplanes collide with larger birds, including one bald eagle and a snowy owl. Geese and ducks are also a concern, in part because people feed them at nearby Gravelly Point, Kroll says. So, if you picnic there, please don’t feed the birds. “We don’t want a ‘Miracle on the Potomac’ situation,” Kroll says. SADIE DINGFELDER (EXPRESS)

Big blue crab has serious vision issues She’s a large blue crab from the Chesapeake Bay with a sight impairment — she has oysters growing on either side of her head near her eyes. The crab is estimated to be about 2 years old and was found last week in a crab pot that belonged to the mayor of Tangier Island. The oysters make for eyesight problems. Tom Zolper, a spokesman for the Chesapeake Bay Foundation, said the crab probably cannot see straight ahead and can look only upward. “That has to be a disability,” he said. (THE WASHINGTON POST)

THE DISTRICT Nooses have appeared recently around the nation’s capital — including the Smithsonian’s new African-American history museum — in a rash of incidents that experts say shows the growing use of hate symbols in the U.S. to try to intimidate minorities. “We’ve seen a spike in the use of symbols of hate lately, and the noose is one more example,” said Denison University professor Jack Shuler, who has studied lynching and noose imagery in the United States. Two nooses were found at Smithsonian museums in the past week, one outside the Hirshhorn Museum last Friday and one inside the National Museum of African American History and Culture on Wednesday. Bananas tied to nooses were discovered at American University last month, while a noose was found at the nearby University of Maryland and at a suburban middle school in Crofton, Md. Two 19-year-old white men were arrested and charged with hate crimes for allegedly hanging the noose at the Crofton school. No arrests have been made in the other cases. This comes as other episodes of bigotry have shaken the country, including the spray-painting of a racial slur on the gate of basketball superstar LeBron

Nooses show up in D.C. as hate crimes increase around the country

James’ mansion in Los Angeles on Wednesday. The Southern Poverty Law Center, which tracks bigotry, said it has seen an increase in hate incidents in the U.S. since the election of President Trump. Between Election Day and Feb. 1, the SPLC said it collected information on about 1,800 haterelated episodes from almost every state. “In the past, it would be a couple hundred at most, and that would be high,” said Heidi Beirich, director of the Intelligence Project at the SPLC. Loops of rope have long been used to intimidate African-Americans because they evoke lynchings. The nonprofit Equal Justice

Initiative said there were 4,075 lynchings of blacks in the South to spread racial terror between 1877 and 1950. For blacks, the noose is “comparable in the emotions that it evokes to that of the swastika for Jews,” the Anti-Defamation League said. “I’ve seen in the last couple of months more instances of nooses being used to intimidate people,” said Shuler, author of “The Thirteenth Turn: A History of the Noose.” “I think we’re in a situation right now where people who express hateful opinions are being allowed to speak freely.” Beirich blames the rhetoric from Trump’s presidential

campaign, during which he pledged to build a wall on the Mexican border and ban Muslim immigrants. Trump also claimed for a long time that President Obama was not born in the U.S. “Putting those sentiments in public from a presidential campaign has sanctioned a lot of people,” Beirich said. The noose didn’t stop visitors to the black history museum. Stephen Middleton, who brought his extended family to the museum Thursday, said he wasn’t surprised someone targeted the museum. Officials warn of fake ICE flyers

Officials in D.C. and with ICE are denouncing fake flyers distributed in the nation’s capital warning against helping people who are in the U.S. illegally. The flyers were found Thursday on cars and lampposts around Washington. They bear logos of Immigration and Customs Enforcement and Homeland Security, and say residents should report people in the U.S. illegally. Mayor Muriel Bowser on Twitter said the flyers are meant to scare and divide residents. “D.C. is a sanctuary city,” she said. ICE spokeswoman Carissa Cutrell said the flyers are dangerous and irresponsible. (AP)

THE DISTRICT March for Truth organizers are hoping to make one message stick long after the protest on Saturday ends: “Investigate Trump.” People are expected to protest in more than 100 cities around the world, calling for an independent and impartial investigation into alleged connections between Donald Trump’s presidential campaign and Russia. In the nation’s capital — where there will be a rally but no actual march — organizers plan to take an aerial photograph of protesters on the Mall arranged in the form of the words “Investigate Trump.” “There does appear to be a lot of smoke, and when there’s smoke there’s typically fire,” said Jordan Uhl, one of the protest’s organizers. “The best way to determine what has occurred is for a fair and impartial investigation to occur.” Uhl said he expects about 5,000 people to attend the D.C. event, with a similar number expected in New York. Smaller groups of protesters are expected in other cities. The march is the latest of many demonstrations since Trump’s election. The National Park Service, which oversees the Mall and the area in front of the White House, says it has seen more than a 25 percent increase in requests for permits to protest on the District’s federal land compared with this time last year. Metro to continue its track closures Sections of lines will be shut down for work after SafeTrack ends THE DISTRICT Metro will shut down parts of the Green, Red and Yellow lines for extensive track work over the next year, once the yearlong SafeTrack program ends, the transit agency said Thursday. The projects will be similar to the “surges” during SafeTrack, but will target more specific sections of track, Metro said. Each of the projects will last 10 “commuting days,” Metro said, and address interlockings in various parts of the system — where trains switch tracks. SafeTrack is scheduled to conclude June 25. The first round of work Aug. 5-20 will close Branch Avenue and Suitland stations on the Green Line, as track workers rebuild an interlocking and replace grout pads outside Branch Avenue, Metro said. Starting June 25, the transit system will open at 5 a.m. on weekdays and close at 11:30 p.m. Monday through Thursday, and 1 a.m. on Friday. The system will be open from 7 a.m. to 1 a.m. on Saturday and 8 a.m. to 11 p.m. on Sunday.

Stratolaunch, with a wingspan of 385 feet and six 747 jet engines, is to be the world’s biggest plane. It’s not built to carry passengers, but rockets. Allen has partnered with Orbital ATK to “air launch” the Dullesbased company’s Pegasus XL, a rocket that can deliver small satellites to orbit. Gunfire, blasts reported at casino complex MANILA, PHILIPPINES Gunshots and explosions erupted after midnight in a hotel and casino complex near Manila’s airport, sending hundreds fleeing into darkened streets early Friday in what police said was an attack by a lone gunman with no apparent links to terrorism. A Filipino operative for the Islamic State immediately claimed that “lone wolf soldiers” carried out the attack. But there was no confirmation of the claim and police cast doubt on any such links. U.S. embassy not moving MIDDLE EAST Stepping back from a campaign promise and disappointing many Israelis, President Trump acted Thursday to keep the U.S. Embassy in Israel in Tel Aviv for now instead of moving it to Jerusalem, a cautious move aimed at bolstering prospects for an Israeli-Palestinian peace accord. Trump avoided a step that threatened to inflame tensions across the Middle East and

undermine a push for peace before it even started. Still, the White House insisted Trump was merely delaying, not abandoning, his oft-cited pledge to relocate the embassy: “The question is not if that move happens, but only when,” White House press secretary Sean Spicer said. The move showed how far Trump has shifted from the unwavering support for Israel’s policies that he expressed during the 2016 campaign. A message to the world POLITICS President Trump announced Thursday that he is withdrawing the United States from the landmark Paris climate agreement, a move to honor a campaign pledge that jeopardizes America’s alliances and stymies the global effort to address the warming planet. Trump’s decision alarmed leaders around the world, drawing swift condemnation from foreign officials as well as top U.S. environmentalists and corporate titans, who decried the exit from the Paris accord as an irresponsible abdication of American leadership. But Trump cast his decision as a “re-assertion of America’s sovereignty,” arguing that the climate pact as negotiated under President Obama was grossly unfair to the U.S. workers and companies. Trump said the accord had negative ramifications for domestic manufacturing and other industries, and put the U.S. at a “permanent disadvantage” to China, India and other rising powers. He said the agreement’s restrictions on future greenhouse gas emissions would be tantamount to putting America’s vast energy resources “under lock and key.” “I was elected to represent the citizens of Pittsburgh, not Paris,” Trump proclaimed in a forceful, lengthy and at times rambling speech from the Rose Garden of the White House. Return to Russia? Trump administration mulls giving back to Moscow two compounds in the U.S. NATIONAL SECURITY The Trump administration is moving toward handing back to Russia two diplomatic compounds, one near New York City and the other on Maryland’s Eastern Shore, after its officials were expelled from those sites in late December as punishment for Moscow’s interference in the 2016 presidential election. President Barack Obama said Dec. 29 that the compounds were being “used by Russian personnel for intelligence-related purposes” and gave Russia 24 hours to vacate them. Separately, Obama expelled from the U.S. 35 Russians he called “intelligence operatives.” Early last month, the Trump administration told the Russians that it would consider turning the properties back over to them

if Moscow would lift its freeze on construction of a new U.S. consulate on a parcel of land in St. Petersburg. The freeze was imposed in 2014 in retaliation for U.S. sanctions related to Ukraine. But two days after the offer last month, the U.S. position changed. Secretary of State Rex Tillerson told Russian Foreign Minister Sergei Lavrov and Russian Ambassador Sergey Kislyak at a meeting that the U.S. had dropped any linkage between the compounds and the consulate, according to several people with knowledge of the exchanges. Senior Tillerson adviser R.C. Hammond said that “the U.S. and Russia have reached no agreements” about the compounds. The Russian compounds — a 14-acre estate on Long Island and several buildings on secluded acreage along the Corsica River on the Eastern Shore — have been in Russian possession since the days of the Soviet Union. According to a Maryland deed in 1995, the former USSR transferred ownership of the Maryland property to the Russian Federation in 1995 for a payment of $1. Russia said it used the facilities, both of which had diplomatic

immunity, for rest and recreation for embassy and U.N. employees and to hold official events. But U.S. officials dating to the Reagan administration, based on aerial and other surveillance, had long believed they were also being used for intelligence purposes. In late December 2016, after U.S. intelligence said there had been election meddling, and in response to the ongoing harassment of U.S. officials in Moscow, Obama ordered the compounds closed and diplomats expelled. “We had no intention of ever giving them back,” a former senior Obama official said of the compounds. Any concessions to Moscow now could prove controversial while administration and former Trump campaign officials are under congressional and special counsel investigation for alleged ties to Russia. Wizards look for rookie who could relieve Wall First pre-draft workout mostly features players who could play point NBA On Tuesday, when the Wizards auditioned several players ahead of the NBA draft, the prospects were all wings or smallish guards, who if drafted on June 22 would likely become a team’s third point guard or designated for grooming time in the Development League. Although Washington has scheduled more pre-draft workouts, and other position players will certainly come to Verizon Center, the session offered a glimpse into one of the team’s most pressing offseason goals: continuing the never-ending search for John Wall’s backup.

For seven years, a rotating cast of rentals has filled the space behind Wall. Rookie Shelvin Mack was the backup in his second season. A.J. Price started 22 games during Wall’s injuryplagued third year. Then came Eric Maynor, Andre Miller and Ramon Sessions. Before last season, the Wizards traded a future secondround pick for Trey Burke, a former lottery pick who spent three years with Utah. Burke fell out of coach Scott Brooks’ rotation for rookie Tomas Satoransky, who then took a back seat to Brandon Jennings. None of the three was a consistent outside shooting threat. Burke and Jennings will be able to test the free agent market on July 1. The next backup should be able to knock down a 3-pointer.

Hope and wonder: How much Diana is still inside you? I was Diana once. Then, during one fateful thirdgrade recess, I was picked for kickball after all the boys, even though I was better than at least half of them. Somehow the captains — both boys — got the memo that sparing their compatriots the utter shame of being picked after a girl was more important than the fact that I could send that red rubber ball flying. Wonder Woman was Diana once, too. In fact, in “Wonder Woman,” the latest film in the DC Comics universe, she is only Diana, princess of Themyscira — I don’t think anyone actually calls her Wonder Woman. That distinction makes both her and her

movie so much more powerful, because I’m willing to bet there won’t be a woman in the theater who doesn’t see herself in Diana, whether or not we could ever imagine ourselves as Wonder Woman. I do have quibbles with “Wonder Woman”: Some of the special effects are shaky, a bad guy gets a bit too long of a Bond villainesque monologue and there are a few too many tragically screamed “NOOOOOOOOs.” But the fight scenes are exhilarating, Gal Gadot’s Diana and Chris Pine’s Steve Trevor have a wonderful chemistry, and the film’s zippy humor shrugs off the inky cloak that shrouded its DC predecessors. It is a kickass superhero movie that is also the story of what it means to become a woman — and how

that can kind of suck. Diana has lived on the largely hidden, all-female island of Themyscira. But the real world intrudes when the plane Trevor is piloting crashes offshore. He informs the women about a pretty terrible war happening (that would be WWI), and Diana figures she can solve that problem fairly easily. So she heads to Europe. Themyscira stands in for that tragically short time that girls get to inhabit before the world intrudes. Our planes, though, come the first time we’re told to cover up because we might distract the boys. Or when a magazine tells us the way we look is wrong. Or when we’re picked last for kickball. Diana has entered a world where she is expected to blend

I can’t say for sure this happens to all women. But … this happens to all women. The relocated princess of Themyscira has to figure out how to become Diana Prince. And that involves compromising, which she does. Except for one thing: Diana’s optimism, her belief that there is good in people, is what enables her to transform. Diana cannot become Wonder Woman until she learns to navigate a world that doesn’t think women are all that wonderful — and not only that, she has to believe that this imperfect world is worth fighting for, solely because it might get better. This world so often wants to strangle the Diana that’s inside every one of us. “Wonder Woman” packs an important message about moving from girl to woman: The fire that tries to burn Diana only serves to forge someone stronger. In terms of narrative and nuance, “Churchill,” which follows the English prime minister (Brian Cox) in the days leading up to the D-Day invasion, has a limited scope. The film spends a lot of time dressing down its subject, yet it celebrates him anyway. ‘Underpants’ barely stretches Only fans of the books will get into this fun but unambitious adaptation FILM REVIEW Without a doubt the most hotly anticipated superhero movie of the summer, “Captain Underpants: The First Epic Movie” doesn’t exactly soar, but it doesn’t come crashing down to earth either. Based on Dav Pilkey’s wildly successful book series for kids, DreamWorks’ animated “Captain Underpants” is about George and Harold (voiced by Kevin Hart and Thomas Middleditch), elementary school friends who create comics about a character who embraces the fact that heroes always wear their underpants on the outside.

When they’re not publishing, the two amuse themselves by running afoul of dour Mr. Krupp (Ed Helms), a principal out to quash any sort of creativity (a plaque on his desk simply reads “hope dies here”). When George and Harold are again hauled into his office and threatened with being put in separate classrooms, George breaks out a cereal-box hypno-ring and unintentionally turns Mr. Krupp into the hero that Jerome Horwitz Elementary School deserves. The movie’s plot is stitched together from events portrayed in the series’ first few books (as well as “stuff they just made up for the movie,” an 8-year-old source familiar with the matter tells me), so lovers of the “Captain Underpants” books will see a number of their favorite highlights onscreen,

including a rundown of George and Harold’s best pranks and the villainous Professor Poopypants (Nick Kroll). While not particularly innovative visually, the film does occasionally reach for more, particularly with a live-action sockpuppet interlude that works on a

number of levels. The screenplay by Nicholas Stoller (“Storks”) also includes some nicely timed moments where George and Harold can see why Mr. Krupp is permanently stuck in grump mode; the two even begin to empathize with their nemesis. While the movie is engaging enough and, at just under 90 minutes, briskly paced, those who aren’t fans of the books will find that “Captain Underpants: The First Epic Movie” offers very little. This isn’t one of those kids films that throws in a couple of wink-winks at the parents, and there’s no larger artistic aim than putting the books on screen. Demetri Martin plays a familiar type in ‘Dean’ FILM REVIEW It’s difficult to describe “Dean” with anything more than faint praise. Although its theme seems major — the loss of a parent, in a story written and directed by comedian Demetri Martin, who also stars in the title role — the movie has the feel of a kid’s meal: It’s just a little less of everything. Martin plays Dean, a Brooklyn cartoonist procrastinating on finishing his second book of drawings because of his mother’s death, an event he hasn’t fully processed. When Dean’s father, Robert (Kevin Kline), who lives nearby, decides to sell the family home, Dean high-tails it to Los Angeles to get away. There he meets Nicky (Gillian Jacobs), a sarcastic spitfire whom he immediately falls for. Meanwhile, Robert considers a relationship of his own with his real estate agent (Mary Steenburgen, who’s as charming as ever). Made on a shoestring budget, Martin’s directorial debut took years to come to the screen. Maybe if the process had been faster, the movie wouldn’t feel so familiar. Though “Dean” has its sweet and gently amusing moments, the arresteddevelopment shtick is already over-the-hill at this point. When Robert describes Dean as an adult, “at least numerically,” it’s hard not to sigh and ask yourself: This again? Can’t adults in movies ever act like responsible grown-ups? Serena clears up non-news Serena Williams, who is pregnant, sent out a tweet Thursday clarifying a quote by her sister Venus Williams after Venus appeared to have revealed the gender of Serena’s baby in a TV interview. “She’s going to call me ‘Favorite Aunt,’ “ Venus had said. Many took her use of the pronoun “she” as a gender reveal. “I did not grow up with brothers, only sisters and we all say ‘she’ more than ‘he,’ ” Serena wrote, adding she will keep the gender a surprise until birth.
