MANASSAS, VA. When the “floater” popped up in the water park pool Saturday, Whitney Ellenby sprang into action, using a gloved hand to deftly remove the waste. “They don’t understand who we are. We poop in the pool,” Ellenby said as she waded through the shallow water that had been evacuated after an autistic child had an accident. Now she was pleading with water park staff to allow the children to return. She remembered the time her autistic son, Zack, had pooped his pants the first time he rode Metro. Sometimes, poop happens, and Ellenby wasn’t about to let it ruin the evening of fun she’d planned for more than 500 D.C.-area families of children with autism. Over the past decade, Ellenby, a former civil rights lawyer at the Justice Department, has organized dozens of events — at pools, gyms, movie theaters — where children with autism and their families can come and be themselves. Skip halts service after e-scooter fire Skip is suspending its e-scooter service in D.C. while it investigates what caused a scooter to burst into flames downtown last week, city and company officials said. The company is pulling its scooters from the street at the request of the District Department of Transportation so “it can fully investigate the fire incident and perform all necessary safety checks,” an agency spokesman said. The scooter caught fire Thursday near 14th and I streets NW in front of a Compass Coffee shop. The cause of the fire is not clear. (TWP)

VIRGINIA BEACH, VA. Columbine, Newtown, Parkland and now Virginia Beach. They are reduced in the nation’s imagination to their most wrenching day. Virginia Beach always has been just a sandy sliver of itself in the minds of most Americans. But there’s a whole city — the state’s largest — beyond the ocean waves, boardwalk and hotel towers. It’s where Navy SEALs train, in a region with 75 federal and defense installations and more than 86,000 active-duty military personnel. It’s the spot where televangelist Pat Robertson built an 11,000-student university. It’s the place where most of the state’s strawberries grow. For now at least, across the country, Virginia Beach is where a city engineer took the second Friday afternoon of summer vacation season and turned it into a massacre, leaving 12 dead and four seriously injured at the municipal complex. As residents grieved Sunday, they also took steps toward reclaiming the city’s identity. They did so intentionally and visibly, with prayers and vigils. And they reverted to habit: The roads were jammed, the aquarium was mobbed, the mini-golf courses and bike rental shops bustled. Severa l hundred people hugged and set up their beach chairs as they gathered for a Sunday morning service organized by Trinity Church, an evangelical congregation. The service took place outdoors by the iconic Neptune sculpture on the resort strip at the beach that often represents the city. “You look at a day like today — how beautiful the ocean is, how good God is,” said Jackie Wisman, a church member. “That’s what you want Virginia Beach

to be known for.” He was thinking of the police cars he saw rushing toward the municipal complex two days earlier, more sirens than he’s ever heard at once in his life. He was thinking of the calls for gun control, which he opposes. He was thinking of his home city, to which he moved three years ago to be close to his wife’s family. Now he was watching its citizens gather for vigils and posting “VB Strong” messages along the highways. “It’s just horrible,” he said. “You don’t want people to think about Virginia Beach and think about a shooting, just like Columbine.” At the Courthouse Community United Methodist Church, less than a mile from the local government complex, Sunday was a time to try to heal. “We will not be defined by this violence,” the Rev. Beth Anderson told her 150 congregants,

Email offered few clues The Virginia Beach employee accused of shooting and killing 12 people gave no hint of his plans when he emailed his resignation earlier in the day, saying that he was leaving for “personal reasons” but that “it has been a pleasure to serve.” Authorities shed no immediate light on why he resigned. That has left survivors, officials and community members wondering what set off the violence. “Right now we do not have anything glaring,” said Police Chief James Cervera. “There’s nothing that hits you right between the eyes. Now we have tragedy,” Beni said. “Hey, we’re still Virginia Beach. We’ve got good people. . . . It won’t deter anyone from coming here. Three days after the shooting, a somber Monday played out at the city’s sprawling municipal complex, where employees returned to work for the first time since the rampage unfolded in the three-story, brick Building 2. Most offices remained closed. Some entrances were still blocked with police barricades and police cars. The scene of the shooting was quiet and will be shuttered indefinitely. Many workers wore blue as they’d been urged to do to show solidarity. Some murmured about what a beautiful day it was and remembered those who were killed. Others didn’t speak but just put an arm around a colleague. Flags were at half staff. Alveta Green, who works in the complex where the shooting happened, said it still felt surreal. Green leads student support for the Virginia Beach school district and trains staff to handle trauma. On Monday morning, Green was bracing herself not only to supervise the psychologists and counselors deployed across the city to aid returning students and teachers, but also to help her own co-workers who were at the heart of a crime scene the last time they went to work. Building 6, where the school administration is housed, was one of the few buildings in the municipal complex where staff returned to work on Monday. New bill in D.C. would allow prisoners to vote

POLITICS A group of D.C. lawmakers wants to make the nation’s capital the first jurisdiction to restore voting rights to prisoners while they’re still incarcerated. Council member Robert White Jr., D-At Large, with a majority of the 13-member body, planned to introduce legislation today to repeal language in a 1955 law that disenfranchises D.C. residents upon felony convictions. Every state except Maine and Vermont has stripped voting rights from prisoners. “They don’t lose their citizenship when they are incarcerated, so they shouldn’t lose their right to vote,” White said. Bills to eliminate lifetime voting bans on felons and to restore voting rights to those on parole or probation have won bipartisan support in statehouses and at the ballot box. But allowing prisoners to vote remains controversial. Sen. Bernie Sanders, I-Vt., has backed prisoner voting. The rest of the 2020 presidential candidates have been cool to the idea, although some suggested allowing nonviolent offenders to vote. President Trump blasted prisoner voting, which he and other conservatives have used to deride Democrats as wanting the Boston Marathon bomber and

‘What can you do?’: Riders find ways around shutdown Metro — and even transportation reporters — mostly think of the current shutdown in dry terms, like how frequently shuttles are coming to the affected stations. But as the first week of the shutdown of six stations south of Reagan National came to an end last Friday, many who had given up on taking slow shuttles were discovering that getting through the next 14 weeks also means figuring out real-life questions, like how to drop off children at day care and what’s too big a favor to ask. Around 8 a.m. last Tuesday, on the first workday of the shutdown, Jennifer Slotnick stood in line at the closed Braddock Road station waiting to try out one of the shuttles

Metro is running. By the end of the week, Slotnick was among those who’d given up on that idea, after it took her an hour longer to get to work than her commute on the train takes. Weighing her options, Slotnick said she has to drop off her 1-year-old son at day care, which takes 20 minutes, before she goes to get either a shuttle or a Metroway bus to her job near Federal Triangle. Her fastest option, she figured, would be to bicycle to drop off her son, then bike to the Crystal City station to get a train. But she’d need to get a trailer to pull her son along. And she’d have to ask the boy’s father, who picks up their child from day care, to also lug back her trailer each day for her to use the next morning. “I still need to ask him,” she

said, seeming unsure of the reaction she’d get. As last week wore on, updates by Alexandria’s transportation department suggested people were finding an assortment of ways to deal with the shutdown. Traffic on the roads was up, as was the number of bicyclists on bike trails. And more people were riding the water taxi. Metro General Manager Paul Wiedefeld said it would take a week or so for commuters and Metro to adjust, but shortly they’d “get to a rhythm that people can live through.” But for many, finding that rhythm thus far has meant trials and errors, and sometimes the goodness of spouses. When Kevin Kaighin and his wife were shopping for a house last year, he wanted a place in Washington. She had her heart set on a home in Del Rey, even though the shutdown was coming, and they eventually moved to Alexandria. As the shutdown approached, she offered to drive him to the Crystal City Metro so he could take the train to his job as a defense fellow. “I was just stubborn and wanted to get the full experience of riding on the shuttle and Metro, just so I could see how much longer it really would take,” he said. After it took him an hour and a half last Tuesday, he decided to take the rides from his wife. It’s taking him about 50 minutes now, only 10 minutes longer than normal. Carrie Wehling has given up on the shuttle after a bus last Thursday that was supposed to go to Huntington ended up in Woodbridge, Va. She and her husband are exploring other transit options, but if they don’t work, they’ll start driving to work together … at the EPA. “We feel terrible about it,” she said. “But what can you do?” Reach Kery Murakami at kery.murakami@washpost.com. A Tiananmen turning point BEIJING Thirty years since the Tiananmen Square protests, China’s economy has catapulted up the world rankings, yet political repression is harsher than ever. Hundreds of thousands of Muslims are held in reeducation camps without charge, student activists face relentless harassment, and leaders in the beleaguered dissident community have been locked up or simply vanished. Religious groups face ever greater pressure to conform, and a web of mass surveillance is bolstering a system many call totalitarian. It’s a far cry from the hopes of the idealistic student demonstrators, and a level of control far beyond what many imagined possible, even after the army’s bloody crushing of the protests on the night of June 3-4, 1989. Critics say the Tiananmen crackdown, which left hundreds, possibly thousands, dead, set the ruling Communist Party on its present course of ruthless suppression, summary incarceration and the frequent use of violence against opponents in the name of “stability maintenance.” “The June 4 incident changed the direction of Chinese history,” said Zhang Lifan, who in 1989 was a scholar at the Chinese Academy of Social Sciences. “The narrative that China would

grow strong and normal, become a stable country through a process of political reform, was destroyed.” Chinese officials routinely respond to questions about the suppression by pointing to the economic progress China has made. In the three decades since the protests, China has risen

to become the world’s secondlargest economy and is forging ahead in areas from high-speed rail to artificial intelligence and 5G mobile communications. China’s navy now sails around the globe, its space program has launched half a dozen crewed missions, and its sprawling crossborder infrastructure projects

are extending its influence from Nairobi to the Netherlands. Politically, however, the state has never been more repressive. Restrictions on freedom of speech have been extended from publishing into social media, and the slightest act of perceived defiance can prompt a nearinstantaneous response from the authorities. The sprawling domestic security apparatus operates with impunity, coerced confessions are broadcast on state television and prison sentences are handed out on the flimsiest of charges, including “picking quarrels” and “incitement to subversion.” Calls for even moderate reforms have been attacked or just ignored. An attempt to introduce grassroots democracy at the village level years ago foundered after the Communist Party refused to concede even a modicum of control. Deliberative bodies at all levels are filled with party appointees who vote how they’re told, and the national legislature is a mere rubber-stamp body, which reelected president and party head Xi Jinping last year by a margin of 2,970 to 0. Despite the setback it dealt to Chinese political reform, the Tiananmen crackdown may have had a salutary effect on events elsewhere, hurrying the peaceful fall of the Berlin Wall the same year and the dissolution of the Soviet Union soon after, Zhang said. “So even though the Chinese people didn’t benefit from it, the rest of the world felt the impact,” he said. The number of people who were shot in Chicago over the weekend, police reported Monday. There were 10 homicides, including two from stabbings, between Friday and Sunday. Targeted patrols in response to several gang-related incidents netted 18 arrests and 92 seized guns since Friday evening, according to a spokesman. Homicide numbers in Chicago are on a downward trend, with more than 200 fewer homicides in 2018 than 2016. But this was the most violent weekend of the year for the city. Tinder ordered to turn over user data in Russia MOSCOW Russia is requiring dating app Tinder to hand over data on its users — including messages — to its national intelligence agencies, part of the country’s widening crackdown on internet freedoms. The communications regulator said Monday that Tinder was included on a list of online services operating in Russia that are required to provide user data on demand to Russian authorities, including the FSB security agency. Tinder, an app where people looking for dates swipe left or right on the profiles of other users, will have to cooperate with Russian authorities or face being completely blocked. The rule would apply to any user’s data that goes through Russian servers, including messages to other people on the app. Russia has adopted a flurry of legislation in recent years tightening control over online activity. Among other things, internet companies are required to store six months’ worth of user data and be ready to hand the data over to authorities. Russian authorities last year issued an order to ban messaging app Telegram after it refused to hand over user data. Some top Russian officials, including the FSB chief, attacked Telegram, claiming “extremists” used the platform to plot terrorist attacks. LONDON Mixing pageantry and pugilism, President Trump plunged into his long-delayed state visit to Britain on Monday, welcomed with smiles and a cannon salute by the royals as he launched political insults at others in a time of turmoil for both nations in the deep, if recently strained, alliance. It was a whirlwind of pomp, circumstance and protest for Trump, who had lunch with Queen Elizabeth and tea with Prince Charles before a grand state dinner at Buckingham Palace. The queen used her toast to emphasize the importance of international institutions created by Britain, the United States and other allies after World War II — a subtle rebuttal to Trump, a critic of NATO and the U.N. But most of the talk and the colorful images were just what the White House wanted so as to showcase Trump as a statesman while, back home, the race to succeed him — and talk of impeaching him — heated up. Sudan troops raid protest camp FDA tests find PFAS in many sampled foods HEALTH The Food and Drug Administration’s first broad testing of food for a worrisome class of nonstick, stain-resistant industrial compounds found substantial levels in some grocery store meats and seafood and in off-the-shelf chocolate cake, according to unreleased findings FDA researchers presented at a scientific conference in Europe. The FDA’s disclosure is likely to add to concerns raised by states and public health groups that President Trump’s administration is not acting fast enough or firmly enough to start regulating the man-made compounds, called “forever chemicals.� A federal toxicology report last year cited links between very high levels of the industrial compounds in people’s blood and health risks, but said there was not enough evidence to prove the compounds were the cause. The levels in nearly half of the meat and fish tested were double or more the only currently existing federal advisory level for any kind of the widely used compounds, which are called per- and polyfluoroalykyl substances, or PFAS. The level in the chocolate cake was more than 250 times the only federal guidelines, which are for some PFAS in drinking water. The 47-year-old Assange was evicted on April 11 from the Ecuadorian Embassy in London, where he had been holed up with political asylum since 2012. A senior North Korean official who had been reported to be sentenced to hard labor over the failed nuclear summit with Washington was shown in state media on Monday enjoying a concert near leader Kim Jong Un. North Korean publications on Monday showed Kim Yong Chol sitting five seats away from a clapping Kim Jong Un. Kim Yong Chol has been North Korea’s top nuclear negotiator and the counterpart of U.S. Secretary of State Mike Pompeo since Kim Jong Un entered nuclear talks with the U.S. early last year. Indian air force pilots spotted five bodies Monday in the Himalayas near the border with China and Nepal. The bodies were seen during a search for eight climbers who went missing in an avalanche while attempting to chart a new route on India’s secondhighest mountain. The bodies, which an official believes are those of some of the missing climbers, were identified using high-resolution photographs. An operation to find the other three mountaineers will resume today. Government officials are consulting the Indian army and Indo-Tibetan Border Police on how to retrieve the bodies from a summit on Nanda Devi East. (AP)

More than talent: Warriors exhibit unheralded grit The Warriors don’t really get to be resilient. They are, but because they’re also historically marvelous, their success forces them to forfeit those kinds of plucky, human descriptions. Most people would rather fixate on their talent and limit the appreciation to a simple five-letter word: great. So many more ingredients go into their greatness. Thing is, they often win so convincingly they don’t have to show their full repertoire. In terms of perception, such dominance can work against them. The Warriors have collected ample praise over the last five seasons. To reach a higher level of reverence, it would help to see them strain more. This NBA Finals series is providing that kind of challenge. In capturing backto-back championships, the Warriors lost just one game

during the 2017 and 2018 finals. They have a 12-3 record during their three title runs. The one time they had it hard, LeBron James and Cleveland beat them in seven games. But now the degree of difficulty is appropriately high. Through two games, the Raptors have shown they’re a real threat. Golden State, already laboring from the physical toll of playing in five straight finals, is now an injured mess. Kevin Durant is still out with a calf injury. Klay Thompson suffered a slight hamstring pull and left early during the Warriors’ 109-104 Game 2 victory. Kevon Looney, who is shooting 73% in the playoffs, also exited early Sunday night. DeMarcus Cousins is playing through a quad injury, and the team has been careful with Andre Iguodala’s sore calf. Steph Curry dislocated his left middle finger early in the playoffs, and on Sunday, he exited the game

Still, the combination of misfortune and a worthy opponent has turned these finals into a grind. Golden State was lucky to leave Toronto with the series tied 1-1. Game 2, the Warriors would be in an 0-2 hole. Even after they took control Sunday, they endured a 5-1/2 minute scoring drought before Iguodala made a 3-pointer with 5.9 seconds left to stave off a Raptors comeback. At their core, Golden State and Toronto are defensive teams. This was meant to be a tough, grimy and close series. Many forget the Warriors were an exceptional defensive team under Mark Jackson before Steve Kerr elevated the offense. Their offensive ingenuity belies the fact that they’re physical and ornery. They’re talented, and they’re tough, too. If Durant returns in Game 3 or 4, if the durable Thompson can shake off a finals injury, the complexion of the entire series could change. But considering how things have gone this postseason, it won’t be that simple for the Warriors. The finals have mirrored their entire, rhythm-less season. They haven’t been dominant. They have been spotty and hurt and disinterested and annoyed, sometimes with each other. But the Warriors are still the champions. Beneath all that talent and dominance, there’s quite a bit of resourcefulness in their greatness, too.

Sunscreen is not as useful for dark skin

Forget daily aspirin for heart health

PERSPECTIVE Melanoma is a potentially deadly form of skin cancer linked to overexposure to ultraviolet rays from the sun. Sunscreen can block UV rays, which reduces the risk of melanoma. The promotion of sunscreen as an effective melanoma prevention strategy is thus a reasonable public health message. While this may be true for lightskinned people, such as those of European descent, it is not the case for darker-skinned people or those of African descent. The public health messages promoted by many clinicians and public health groups regarding sunscreen recommendations for dark-skinned people are incongruent with the available evidence. Media messaging exacerbates the problem, with headline after headline warning that black people can also develop melanoma. While this is true, the risk is very low. In the same way, men can develop breast cancer, but we do not promote mammography as a strategy to fight breast cancer in men. This message is important to me as a black, board-certified dermatologist and health services researcher at the University of Texas at Austin. In the United States, melanoma is 20 to 30 times more common

among whites than blacks. In blacks, melanoma usually develops in parts of the body that get less sun exposure, such as the palms of the hands and soles of the feet. These cancers are called acral lentiginous melanomas, and sunscreen does nothing to reduce the risk. Famously, Bob Marley died of such a melanoma on his big toe, but sunscreen would not have helped. The research on the association of UV radiation and melanoma among blacks is lacking. Most studies exclude patients of darker skin types. In the largest study of this question to date, no connection was found between UV index or latitude and melanoma among black people. Many dermatologists point out that black patients tend to show up to the doctor with later-stage melanoma, which is true. But this is an issue of access and awareness and has nothing to do with sunscreen application. Black people should be aware of growths on their skin and seek medical attention if they have any changing, bleeding, or painful or otherwise concerning spots, particularly on the hands and feet. The notion, however, that regular application of daily sunscreen will reduce an already extremely

The issue of regular sunscreen use in black people was made even more pressing after the release of a recent study on sunscreen absorption in the Journal of the American Medical Association. This study showed that significant amounts of certain chemical sunscreen ingredients can get in the blood, with unknown impacts on health. A.S.A.

In certain sub-populations of black people, such as those with disorders causing sun sensitivity, albino patients or patients with suppressed immune systems, sunscreen use may reduce the risk of melanoma. But if you don’t fall into one of these categories, any meaningful risk reduction from the application of sunscreen is unlikely. A one-size-fits-all approach misses the mark when it comes to the public health messages related to sunscreen, skin cancer and black people. For decades, millions of patients have been taking a daily aspirin in an attempt to prevent heart attacks and strokes. But in March, the American College of Cardiology and the American Heart Association released guidelines declaring that healthy adults with an average risk for heart disease receive no overall benefit from a daily aspirin. In simple terms, aspirin, or acetylsalicylic acid, is now “low-value medical care.” The term describes tests and medications that are ineffective and provide no benefit to a patient’s medical care. In the case of aspirin, research shows that average-risk patients are exposed to higher risks of bleeding and led to falsely believe aspirin is the best form of primary prevention. Otherwise, the thought processes just get more and more ingrained. And perhaps increased stress in your life, or just the uncertainty of growing older and trying to carve out a path for yourself, has raised your overall anxiety, adding fuel to the upset. I’m guessing that the seeds of selfdoubt and hypersensitivity to criticism have grown over time because they’ve never truly been dealt with, and now they’re full-blown shrubbery that necessitates a backhoe to dig out. A solid cognitive behavioral therapist will not only help you to challenge and neutralize these negative thoughts, but to get to the bottom of what is causing them — and make alterations to keep them at bay. His eye, his mind, his heart

This memoir opens with a chapter about your growing up gay in a traditional Pakistani family, and the racism you dealt with in a small England town. How did it feel to revisit that? That could’ve been tough for anybody who hasn’t resolved their issues, but I’ve made peace with how things were. It’s just ridiculous that it happened, that amount of racism, but it’s not something that still feels painful. The hardest part of the book is where I talk about my businesses, and how at one point it made me feel truly suicidal. That’s the only time I really

struggled writing a chapter. Talking through those feelings [with contributing writer Caroline Donofrio] and reliving those moments was really, really hard. You also recall going to “Queer Eye” creator David Collins during the Season 1 shoot and offering to leave because you felt you were ruining the show. What do you hope readers take away from understanding that self-doubt? I’m not the kind of person who was raised in a family [that says], “You can do anything!” I’m definitely not American. I’m British and also South Asian, which

Tan France had already wrapped up work on his memoir a few months ago when a particularly tumultuous trip through U.S. airport security made him realize he hadn’t told the full story. “I was very rudely reminded of my color and my name being a Muslim name,” says the “Queer Eye” fashion expert, whose full name is Tanveer Wasim France. “I thought, ‘OK, this really should be in the book. I want to speak for people who don’t get an opportunity to speak up.’ ” France says he’s been steered into airport holding rooms for additional screening at least 24 times. “Naturally Tan,” which hits shelves today, now includes a chapter titled “9/11” that confronts such racial profiling. The memoir doesn’t shy away from other difficult subject matter, including France’s complicated childhood and the depression he experienced while juggling ownership of three fashion businesses. But “Naturally Tan” isn’t short on upbeat material, as France sweetly reflects on meeting his husband, a “Mormon cowboy” named Rob, and takes readers behind the scenes of the Netflix sensation that is “Queer Eye.” The 36-year-old also peppers the narrative with fashion and lifestyle insights, including do’s and don’ts for wearing jeans, key first-date tips and a rundown of the best-dressed celebrities. ‘Maybe’ makes for a charmingly radical rom-com

means I always think I’ll fail miserably until somebody actually does hold a mirror up and shows that I’m able to do this. When you’ve never been in front of the camera before, it can be terrifying, and I suffer from really bad anxiety a lot of the time because it’s all so new to me and I’m actually quite shy. I hope this encourages people to just step out of their comfort zone. This also is a book with lifestyle tips, and plenty of wit and humor. How did you balance the tone? I am very playful. Most people who know me know I’m seldom serious, so I wanted it to be a true reflection of who I am. My favorite line was when you recalled going to an Olive Garden on your first date with your now-husband and wondered

why the employees ask, “Are you celebrating anything today?” instead of, “What happened to your life that you’re ending up at the Olive Garden?” Actually, that was the only one that my publishers were like, “Are you sure you want this to be worded the way that it’s worded?” Because I am denigrating them at that point. But it felt appropriate. I’ve thought it for the last 10 years — why do they ask that question? It makes no sense. So I’m glad you enjoyed it! Netflix has announced you’ll be co-hosting the competition series “Next in Fashion” with Alexa Chung. What made that a good fit? It’s a really fun, fast-paced show, and the designers are world-class. I was so boisterous every time I’d get on set, thinking, “I can’t believe I get to do this for a job.”

FILM REVIEW Ali Wong and Randall Park make for a cute non-couple in “Always Be My Maybe,” a sweet and sassy rom-com about childhood friends — and, briefly, teenage lovers — who reconnect as mismatched 30-somethings to discover, well, what most characters do in these sorts of things. The movie, which hit Netflix on Friday, breaks no ground plotwise. But under the assured direction of Nahnatchka Khan, it takes time to focus on the relationship as much as the gags — which are good and plentiful. “Always” focuses on Wong’s character, a celebrity chef named Sasha. After she and her fiance (Daniel Dae Kim) break up, Sasha reestablishes a friendship with Marcus (Park), an unambitious musician. The screenplay — which features Wong and Park as co-writers — settles into a relaxed groove. If Sasha and Marcus seem like an impossible match, “Maybe” makes room for their connection. The film takes a laid-back approach to the subtext of ethnicity and assimilation. The fact that Park is Korean American and Wong of Chinese and Vietnamese background is hardly the point. What matters more is a strong, sexy woman who’s comfortable being the breadwinner, and a man who isn’t afraid to carry her purse.
