Police in Jacksonville, Fla., arrested a man Friday after reports that he was throwing pipe bombs, CBS 47 reported. Police said he told them he bought the materials, including wicks and PVC piping, at local stores. The pipes were tossed from an apartment balcony into a parking lot below. He leaned back precariously to get a better look. Perfect. Placed high on the exterior wall of Ben’s Chili Bowl, the visage of the former first lady is one of a dozen faces that Udofia began sketching Thursday evening for a massive mural that pays tribute to local and national African-American culture. Joining Michelle Obama on the wall are her husband, former President Barack Obama, and such giants as Muhammad Ali, Harriet Tubman and Prince. Also pictured are former D.C. The holders of two lucky lottery tickets will lose out on their $1 million winnings if they don’t come forward soon. The Virginia Lottery said three $1 million winning tickets were drawn in its New Year’s raffle. So far, only one of those prizes has been claimed. Lottery officials said the two unclaimed tickets will become worthless if the winners don’t claim their prizes before 5 p.m. June 30. Authorities said the boy climbed through the game’s prize door Saturday evening and could not get out. Harford County officials said the boy was trapped for about 30 minutes before the arcade machine owner arrived with a key to get him out. Metro draws global sympathy TRANSPORTATION Give Metro some credit: The Washington region’s troubled transit agency has developed a global following. As transportation ministers, infrastructure experts and transit administrators from around the world gathered in Leipzig, Germany, last week at the International Transport Forum — an annual conference on transportation policy and innovation — they weren’t just talking about the state-of-the-art transit systems and gleaming infrastructure characteristics of Europe and Asia. Talk among international leaders also centered on the transportation world’s cautionary tales: agencies or public investments that have begun to decay because of poor governance or inadequate upkeep. And the subway struggles in the nation’s capital, it turns out, have become a stark international example of what not to do. During a panel discussion on operating a successful subway system, a London-based transit expert highlighted Metro as an

At another seminar, the head of a Brussels-based public transit consortium criticized political “cowards” who shortchange their transit systems by avoiding fare or tax increases. Later, he said he considers the Metro system in Washington a notable example of such an approach.

Among these officials from all corners of the globe, mention the words “Washington Metro” and you’re met with a knowing look — somewhere between a pained grimace and a “therebut-for-the-grace-of-God” nod of empathy. “It’s so sad. So sad,” said Tony M. Ridley, former chairman and chief executive of the London Underground. “I knew the people who built the system, and they

did a good job. … Now, it’s a hell of a problem. ” When asked for their advice on how to fix Metro in Washington, some pointed to what they viewed as unnecessary reluctance to ask for additional funds to pay for the system. “Poor governance and poor attention to the long-term investment … are really starting to hamper the sustainability of the Metro in Washington,” said Richard Anderson, director of the Railway and Transport Strategy Center at the Imperial College London. But some solutions offered by international transportation experts were more modest in scope. Klaus Gihr, head of urban development and natural resources at the German state-owned development bank KfW, said he’s a frequent D.C. Metro user. His problem with the system? It’s “really, really a dark place.” Literally. “Increase the lighting in the premises,” Gihr said. “I’ve never come across any subway, any metro system, that is so pitch dark. Security cam catches naked man at door Montgomery County police said a naked man tried unsuccessfully to get into a Bethesda home last month before a motion-sensitive light was activated and sent him running into the darkness. ”I couldn’t believe it,” the homeowner recalled Friday. “I thought it was a bad dream.” Police released the driveway video footage Friday. Doctor in Trump hotel case to get mental health test

Pregnant teen gets diploma; was barred from graduation

A former Prince George’s County executive who pleaded guilty following a public corruption probe is scheduled to be released from federal custody after serving more than five years. Jack Johnson is scheduled to be released this week. The 68-year-old is on home confinement after being moved from a prison in Cumberland to a halfway house in Baltimore in December. Johnson served as county executive from 2002 until 2010. Prosecutors said he extorted hundreds of thousands of dollars in bribes from developers, and in 2011 he pleaded guilty to extortion and evidence tampering. (AP/TWP)

A Pennsylvania doctor who authorities said was arrested at Trump International Hotel with guns in his car will live in Georgia while awaiting trial. A federal judge Friday said Navy veteran Bryan Moles, 43, of Edinboro, Pa., must participate in a mental health evaluation and treatment at a Veterans Affairs facility in Atlanta. He must also stay away from D.C. unless the visit is connected to his case, and when in Washington he must stay away from the Trump Hotel and the White House. Armed with an assault-style rifle and a handgun, Moles told an acquaintance that he was driving to see the president. (AP)

A Maryland high school senior barred from participating in her Christian school’s commencement because she is pregnant was awarded her diploma in a separate ceremony. The Herald-Mail of Hagerstown reported that Maddi Runkles, 18, was awarded her diploma Saturday morning in a ceremony at the Benevola United Methodist Church in Boonsboro. Runkles discovered she was pregnant in January. Her school, Heritage Academy in Hagerstown, barred her from its graduation ceremony because she violated the school’s code of conduct by having premarital sex. (AP)

A new Kansas museum is giving enthusiasts of the late motorcycle daredevil Evel Knievel a jump on appreciating his bonebreaking exploits. A complaint was filed in Montgomery County, Pennsylvania, where the district attorney found the case too weak to prosecute. Constand instead sued Cosby for sexual battery. Thirteen women signed on to support her lawsuit, saying Cosby had also molested them. But Cosby avoided a trial by negotiating a settlement with Constand in 2006. The issue died down until 2014, when comedian Hannibal Buress called Cosby out as a rapist, leading dozens of new accusers to come forward. Months later, a federal judge granted a motion to unseal parts of his deposition. Cosby’s lawyers say Cosby testified only after being promised he could never be charged. And they argue the delayed prosecution makes the case impossible to defend, given that witnesses have died, memories have faded and that Cosby, 79, is blind. District Attorney Kevin Steele will be allowed to call one other accuser to suggest Cosby’s conduct with Constand was part of a “signature” crime pattern. LONDON The death toll rose to seven Sunday in the latest terrorist attack to strike Britain, with Prime Minister Theresa May blaming the “evil ideology of Islamist extremism” and vowing to conduct a review of the nation’s counterterrorism laws. London Metropolitan Police Commissioner Cressida Dick confirmed that seven people were killed in Saturday night’s incident, in which a van mowed down pedestrians on London Bridge before the vehicle’s occupants got out and started stabbing patrons of nearby bars and restaurants. The death toll does not include the three attackers, who were fatally shot by officers within eight minutes of the first emergency call, Dick said. At least 48 people were injured in the attack — including one bystander who was shot by an errant police bullet and was expected to recover. Four officers were among the injured. Metropolitan Police Assistant Commissioner Mark Rowley said Sunday that investigators were still trying to confirm the identities of the attackers and that they were “increasingly confident” there were no other perpetrators. Rowley said the three suspects, all of whom were wearing fake suicide vests, were shot dead by eight London police officers, who together fired 50 times. He described that as an “unprecedented number” of shots fired in a country where most officers do not carry a firearm. Within hours, cable news channels were saturated with the all-too-familiar loop of panicked faces, desperate crowds scurrying for safety and scowling, heavily armed police. On Sunday morning, The New York Times wrote that the latest terrorist attack in London had targeted a nation “still reeling” from a suicide bombing in Manchester last month. On Sunday, some Londoners started pushing back against the notion that their city — if not their country — was trembling in fear. They had a simple message: “London is not reeling.” Their resistance was epitomized by an image that has been shared more than 26,000 times showing a British man casually holding a pint as he joins others fleeing the scene of Saturday night’s attack. Londoners’ reputation for resilience in the face of unforgiving tragedy was forged amid the Nazi bombing campaigns of World War II, a period in which ordinary Londoners kept their chins up as death rained from above. As coach Jay Gruden enters his fourth season, this is easily the best defensive hand the offense-centric coach has been dealt. The talent is far from elite, but there are enough pieces to be competitive. The team should be better than 28th in total defense, where it landed the past two seasons under coordinator Joe Barry, who was fired in January. Manusky, the new defensive coordinator, won’t have to mask as many weaknesses as his predecessor. After three years of steady player acquisition that has included landing a potential star in Allen, who could be a steal as the No. 17 overall pick in April’s draft, Manusky won’t have to give elementary lessons. He has a more advanced group. After being promoted from outside linebackers coach, Manusky didn’t impress me when he said he wanted players to “crack some skulls” and played to a meathead crowd. “We might not win a game,”

The last time the Redskins had a defense that could even claim to be average, Jonathan Allen was 16 years old. Josh Norman was a senior at Coastal Carolina. And Greg Manusky was about to endure a one-anddone season as the Chargers’ defensive coordinator. That was six years ago, and Washington could barely make the average claim. The defense ranked 13th of 32 teams in yards allowed and 21st in points in 2011. Since then, the defense has spent five seasons on the league’s dirty, shameful floor, down with weeks-old crumbs and the Browns. Washington’s average ranking in points surrendered and yards yielded the past five years: 23.4 and 24.4. Over the past 10 seasons, Washington has finished in the top 10 in total defense just three times — all in the first three years of the sample. But, for the sake of mercy and optimism, I’ll say this: There is a legitimate

Several players, including veteran defensive back Will Blackmon, are raving about how much they’ve learned from Manusky and his staff.

Is it possible that Manusky, who has been fired from his last two jobs as a coordinator, was the right hire? It’s at least worth considering. I like what he’s establishing. I like most of the talent he has to groom. It has been a long time since Washington had a defense that merited anticipation. I’m not sure that this one will fix every problem, but incremental progress would suffice. Step One: Get off that dirty, shameful floor.

Wait for the punchline Showtime’s ‘I’m Dying Up Here’ wallows in self-importance — but it gets better

TV REVIEW Showtime’s “I’m Dying Up Here” is a fictional drama about the Sunset Strip stand-up comedy scene in 1973, and it’s full of revelations that it (wrongly) assumes to be fresh news to a cable audience in 2017 — first and foremost that comedians are often a deeply insecure bunch. The overwrought pilot episode of “I’m Dying Up Here,” inspired by journalist William Knoedelseder’s 2009 nonfiction book, assumes that you’ve somehow missed the mountain of books and documentaries that have glorified this particular era of stand-up. Here’s a recommendation: Skip last night’s premiere and

start with this Sunday’s episode instead. By then, “I’m Dying Up Here” has dialed down some of its unnecessary exposition and self-importance, becoming a half-interesting period piece. If you do that, you’ll miss a tediously rote launch, as a rising comedian, Clay Appuzzo (Sebastian Stan), makes his debut on Johnny Carson’s “Tonight Show.” His envious peers are watching on a TV at Goldie’s, a comedy club run with an iron fist by Goldie Herschlag (Melissa Leo), who is their direct pipeline to Carson and bigger success. After a seemingly victorious taping, Clay checks himself into a nice hotel and orders a steak.

Building character

Melissa Leo, who plays Goldie, the tough-love gatekeeper to fame for comics in “I’m Dying Up Here,” told The Associated Press that her role was pleasingly challenging. “So much storytelling asks women to be somebody’s something — somebody’s mother, somebody’s wife, somebody’s sidekick,” Leo said. “Goldie is not like that. She is allowed to be her own character.” (AP)

After the show airs, he goes out for a stroll and deliberately walks right in front of an oncoming bus. His death sets up the show’s utterly cheerless recurring theme, which is that the world’s funniest people are also the most tortured. Leo, who is so good in just about anything, has her work cut out for

her to overcome a poorly written role that treats Goldie as both nurturer and sadistic tormentor. The only people who seem to have any genuine fun on the show are two freshly arrived newbies, Eddie and Ron (Michael Angarano and Clark Duke), whose sense of humor hints at the ironic swerve that comedy will eventually take in the Seinfeld era. No shred of enjoyment goes unpunished here, however, in a show determined to be cloudy. In its imperfect stab at capturing the ’70s, the show never stops resembling a bad costume party, as if HBO held a sale after its recordlabel drama “Vinyl” was canceled and “I’m Dying Up Here” bought up the entire stock. It seems HBO threw in “Vinyl’s” structural and tonal problems free of charge.
