Darwin letter stolen 30 years ago returns SMITHSONIAN More than 30 years ago, a Smithsonian intern came upon an 1875 letter written by British naturalist Charles Darwin — and pocketed it. Last month, the letter was returned. The letter came into the possession of a good Samaritan, who contacted the FBI earlier this year, bureau spokeswoman Katherine Zackel said. Working with the Smithsonian, FBI agents authenticated the letter and returned it to the Smithsonian Institution Archives. The FBI, which announced the letter’s return last week, said it was among a collection of papers on North American geology given to the Smithsonian. The letter was stolen before it could be inventoried, Zackel said, so officials did not realize it had disappeared until researchers at Cambridge University asked for a copy. Smithsonian

was remarkably well preserved. “It’s in great condition. It’s surprising — it actually still looks really good,” she said. In a statement, the Smithsonian Institution Archives director, Anne Van Camp, thanked the federal agents involved, saying that “this type of crime is not easily detected.” Darwin penned the two-page letter, dated May 2, 1875, to American geologist Ferdinand Vandeveer Hayden, thanking him for sending two field studies of the American West. Part of the land Hayden surveyed soon after became Yellowstone National Park. “I am much obliged to you for your kindness & for the honour which you have done me in sending your Geological Report of the Yellowstone River & your Preliminary Field Report on the Colorado & New Mexico,” Darwin wrote. Felicia Schwenk of Falls Church said she was helping the six ducklings at a local rescue facility and last week took them to a farm in Calverton, Va., where another rehab specialist will help them prepare to go back into the wild in the coming months. Student, 20, is charged with filming in bathroom Fairfax County police have arrested a high school senior and charged him with secretly recording videos of classmates in the boys’ bathroom. Police say Phatsakorn Pongpasit, 20, has been charged with possession of child pornography and unlawful creation of images. Pongpasit is a senior at Fairfax High School. Police say the investigation began last week after a resource officer received a complaint from an administrator that Pongpasit was filming students in bathroom stalls using his cellphone. (AP)

TRANSPORTATION As a kid, Billy Valentine used to pass Bob’s Slug Line every morning on his way to St. Bernadette School in Springfield, Va. Peering at the line of commuters from Old Keene Mill Road, Valentine recalls asking his mother, “What are these people doing out there?” Now, the Fairfax County resident and former Metro rider has joined the legion of casual carpoolers who line up daily for rides from Northern Virginia into the District and back so drivers can take advantage of lanes for high-occupancy vehicles. A lot has changed at Bob’s since Valentine, 29, was in middle school: The old Circuit City has been razed; a rotating cast of restaurants — Chi-Chi’s, Long John Silver’s, Shoney’s — has come and gone; pickup and dropoff points have been relocated. What has remained for decades is the crush of federal employees, policy wonks and military workers who gather every weekday morning at the lot off Interstate 395, the region’s oldest slug line, to share rides into the nation’s capital. The name, Bob’s, has stuck even as its namesake, Bob’s Big Boy, has ceased to exist. “It’s an easy way to get to work — it’s faster than Metro; it doesn’t cost anything,” said David Stiles, 54, a 30-year slugger who was commuting from Bob’s to Independence Avenue and 14th Street SW on a recent morning. As Metro begins a year-long maintenance program that will disrupt the commutes of hundreds of thousands of residents in the region, many of them may want to consider slugging, the nation’s “original ride-sharing” system.

The name derives from the word for counterfeit bus tokens — “slugs.” Bus drivers began to refer to these commuters, who originally lined up at bus stops, as “slugs” because they weren’t actually taking the bus. The system is thriving. The proportion of slug drivers and sluggers along I-95 has increased by 18 percent since 2014, according to preliminary Virginia Transportation Department figures to be released in an upcoming report — a likely byproduct of additional parking capacity at commuter lots and the expansion of slug lines with the Interstate 95 Express Lanes project. And the 41-year-old system is evolving with the times: A Woodbridge, Va., developer has created an app, Sluglines, to match drivers with sluggers — an invention driven by the growing number of commuters interested in the service because of the advent of express toll lanes and

problems with Metro service. Commuters point to the myriad advantages of slugging, the preferred mode of transportation for about 6,450 residents in Northern Virginia, according to VDOT. Valentine made the switch after Metro’s Silver Line opened in the summer of 2014. The new line slowed service on the Blue Line, which he rode from FranconiaSpringfield to Foggy Bottom. He got so fed up with the crowding

and long waits for trains that he decided to give slugging a try. “That’s when it hit me — I realized I don’t have to be dependent on Metro at all,” said Valentine, who commutes from the Rolling Valley shopping center lot in Burke to the Foggy Bottom nonprofit organization where he works. It saves him thousands of dollars every year, he said. Jennifer Gross, 37, also abandoned Metro after her commute from Burke to Foggy Bottom became unbearable. Now she drives her Honda Odyssey with her radio tuned to WMAL and, usually, a couple of strangers in her back seat. “It’s just so … freeing,” she said. “It really is so convenient for everyone involved. Report: Violent felons’ rights were restored Records show that Gov. Terry McAuliffe’s executive order restoring 206,000 felons’ rights to vote mistakenly included several violent felons currently in prison or on supervised probation. The administration has said rights would be restored only for felons who had completed their sentences and parole. The state corrected the errors Thursday after The Washington Post asked about them. $15M suit filed in death of mentally ill jail inmate The family of a mentally ill woman who died after being stunned multiple times by a Taser at the Fairfax County jail has filed a $15 million wrongful death lawsuit. Natasha McKenna, 37, of Alexandria died in February 2015 after a confrontation with jail guards who tried to transfer her to another facility. Guards used a Taser on her four times while she was partially restrained. The death of McKenna, who was black, drew criticism from the Black Lives Matter movement and from advocates for the mentally ill. No charges were filed in the case. (AP)

local BALTIMORE The Baltimore police officer who faces the most serious charge in the arrest and death of Freddie Gray heads to court this week as prosecutors continue to seek a victory in the high-profile case that set off demonstrations and riots. The third trial in the case will focus on what responsibility Officer Caesar Goodson Jr., 46, had for Gray the day he sustained a fatal neck injury in the back of a police van. Goodson was the van’s driver. Prosecutors allege that Goodson is responsible for Gray’s
death by failing to buckle the 25-year-old inside the vehicle or get him medical help as he was slowly suffocating inside the van. But Goodson’s attorneys counter that their client acted as any reasonable officer would have that April day last year and that “the failure of a police officer to seat-belt [a] detainee cannot alone constitute a criminally reckless omission.” Goodson, one of six offices charged in the case, is the only one to face a murder charge. The count against him, seconddegree depraved-heart murder,

Review: Lax reporting hinders hate crime tally

BOGALUSA, LA. When Barbara Hicks Collins, a black woman, was jolted awake to find her car burning on Martin Luther King Jr. Day in 2012, she had no doubt the fire was a hate crime. Investigators determined someone deliberately set fire to her Mercedes and also tried to burn down the one-story brick house where she lived in an area of eastern Louisiana once known as a hotbed of Ku Klux Klan activity. But the case was never counted in the nation’s annual tally of hate crimes. In fact, neither the police department nor the local sheriff has filed a hate crime report with the FBI since at least 2009. An Associated Press investigation found that’s not unusual. The AP identified more than 2,700 city police and county sheriff’s departments across the country that have not submitted a single hate crime report for the FBI’s annual crime tally in the past six years — about 17 percent of all city and county law enforcement agencies nationwide. The vast majority of those that didn’t report are small towns, but some larger cities with

histories of racial troubles, like Birmingham, Ala., and Jackson, Miss., were also missing. The analysis also revealed that law enforcement reporting is spotty even beyond the agencies that never filed a report. Thousands of city police and county sheriff’s departments reported in some years but not others. In some cases, departments reported for only one quarter of a year. Advocates worry the lack of a comprehensive accounting disguises the extent of bias crimes at a time of heightened racial,
religious and ethnic tensions. A better accounting of hate crimes, the FBI says, would boost efforts to combat them with resources for law enforcement training. The FBI defines a hate crime as a “criminal offense against a person or property motivated in whole or in part by … bias against a race, religion, disability, sexual orientation, ethnicity, gender, or gender identity.” Filing reports is voluntary and guidelines call for reports to be submitted even if they list zero hate crimes.

STUDIES A new study, published last week in the journal Violence Against Women, suggests that sexual assault by college men is an even more widespread problem than recent scandals may imply. In an online survey about sexual activity and attitudes, more than half the men who played an intramural or intercollegiate sport reported coercing a partner into sex. A total of 379 male undergraduates from a single large, public, Division I university in the Southeast volunteered to take the survey. Of that total, 159 were members of recreational, or club, sports teams; 29 were intercollegiate athletes; and 191 were non-athletes. Prior research has indicated that an outsize proportion of sexual violence cases on campus are committed by intercollegiate athletes. This new survey examined the previously unexplored population of intramural athletes (those who play recreationally) and found that the risk factor for them was not significantly different from that of intercollegiate athletes. The scientists found an association between admitting to coercive sex acts and endorsing two attitudes: the belief in rape myths, such as “If a woman doesn’t fight back, it isn’t rape,” and traditional views of gender roles. “What our study tells us is it’s not just about improving knowledge of what is rape and how to treat women in relationships, but attitudes about equality,” said Sarah Desmarais, a forensic psychologist at North Carolina State University and a member of the research team. POLITICS A growing number of Republican lawmakers and strategists fear that Donald Trump’s hostile remarks about minorities and his unorthodox strategy have imperiled his campaign at the end of a five-week head start on Hillary Clinton that they hoped would fortify him heading into the general election. Their concerns increased again Sunday after Trump said he believed a Muslim judge might treat him unfairly because he wants to temporarily ban most foreign Muslims from entering the country. “If it were a Muslim judge, would you also feel like they wouldn’t be able to treat you fairly because of that policy of yours?” host John Dickerson asked on CBS’s “Face the Nation.” “It’s possible, yes. Yeah. That would be possible, absolutely,” Trump replied. The prevailing view among prominent Republicans is that Trump still has the time and ability to make the necessary course corrections, especially given Clinton’s vulnerabilities.
But they see some acute problems in the way he has conducted himself in recent days. Long-term marijuana use is not associated with a raft of physical health problems, according to a new study, with one surprising exception: gum disease. Researchers led by Madeline H. Meier of Arizona State University tracked the marijuana habits of 1,037 New Zealanders from birth to middle age to see what effect those habits have on some common measures of physical health, including lung function, systemic inflammation, cholesterol levels, blood pressure, body weight, blood sugar and dental health. What they found was surprising: After controlling for other factors known to affect health, especially tobacco use and socioeconomic status, marijuana use had no negative effect on any measure of health, except for dental health. People who smoked more weed had a higher incidence of gum disease. The cause is something of a mystery. Even after controlling for dental hygiene, the relationship between marijuana use and poor dental health persisted. Meier’s research is unique in that it uses longitudinal data, tracing the health of the same individuals from birth in the early 1970s to age 38. Many other studies on the physical health effects of marijuana use rely on observations at a single point in time, which is useful but less reliable for tracking effects over a lifetime. He fought Ali in 1974 in Zaire — “The Rumble in the Jungle.” Foreman, at 25, was a huge favorite but lost his title to Ali, 32, who absorbed a beating while letting Foreman exhaust himself. The opponents later grew close. “I loved the guy,” Foreman told the AP on Saturday. “There was something about him, you see his face and you have to smile. My heart would beat fast around him. It was the most exciting human being I ever met. ... People say he was the greatest heavyweight, but I say that’s a put-down. He was simply the greatest man, period.”

Ali was “a guy who stood up for so many different things throughout the times where it was so difficult for AfricanAmericans to even walk in the streets,” James, who’s playing in the NBA Finals, told reporters Saturday. “I would never compare myself to Muhammad Ali because I never had to go through what those guys had to go through ... But growing up in the inner city, being a statistic that was supposed to go the other way. ... You never take for granted everything they had to go through on a daily basis for us, for a guy like myself.”

Ali talked like a street poet, with the patter and swagger of a proto-rapper. At a time [in the 1960s] when African-American athletes were expected to play and stay silent, Ali openly courted the TV camera, unapologetically placing himself and his racial pride before it. In this he was greatly enabled by another outsider, a Jewish sportswriter turned broadcaster from Brooklyn named Howard Cosell. Ali’s best lines were not just memorable — “Float like a butterfly, sting like a bee” — but often fantastic.

‘Outcast’s’ possession obsession TELEVISION Cinemax’s “Outcast” is a fiendishly pleasant surprise — a demonic-possession drama that leads with its heart instead of its 360-degree neck rotations and suggests a depressing (but timely) theme of social and moral rot in America. Based on a graphic novel series from “Walking Dead” creator Robert Kirkman, “Outcast” (Fridays, 10 p.m., Cinemax) is set in rural West Virginia, where a small-town preacher, Reverend Anderson (Philip Glenister), does what he can to keep his followers’ personal demons at bay. These are not the usual demons of temptation and sin, but icky, spewing cases of possession. The latest is a little boy who ate a cockroach off his bedroom wall and then nibbled one of his
index fingers in half, before moving to the devil’s favorite hat trick: levitating off the bed. None of this is played for cheap thrills in the way that AMC’s recently launched “Preacher” favors irony alongside its sense of the supernatural. “Outcast” is as serious as angioplasty. Patrick Fugit stars as Kyle Barnes, a man reduced to living in the ramshackle remains of his childhood home. Bit by bit we discover that Kyle is persona non grata in his hometown — his wife has a restraining order against him, and the town is still whispering about the ways he tried to harm his young daughter. The viewer, too, may have difficulty understanding precisely what Kyle is up against in the first couple of episodes, as “Outcast” metes out key details almost too carefully. Tipped off by local gossip in the grocery store, Kyle asks the reverend if he can accompany him to the possessed boy’s house. In no time

None of this is played for cheap thrills. “Outcast” is as serious as angioplasty. at all, the demon inside the child recognizes Kyle. “You’re all grown up,” the demon snarls. “You’d barely even fit in that pantry now.” Flashback time, to when Kyle’s mother became possessed and kept him locked in the kitchen closet — and when he first learned that he has some life force inside him that
the demons instinctively fear. The reverend takes Kyle on as a sort of partner, for it turns out that West Virginia is rife with reports of possession. “Outcast’s” West Virginia has some of the same vibe of the exurban Atlanta woods where Kirkman’s “The Walking Dead” began. Kirkman has a good eye and ear when it comes to setting his stories in the zone where NRA-style perseverance clashes with utopian desires for fairness. Here, “Outcast’s” demons might represent an unraveling of order and belief. Brandishing Bibles and crucifixes, Kyle and the reverend have a long way to go to make America great again.

Rerouting: ‘Top Gear’ hosts can’t get this show on the road “Top Gear” — the hugely popular show where cool cars drive like crazy — is back! Before assessing the new season (9 p.m. Mondays on BBC America), we need to review the past. Last year, co-host Jeremy Clarkson was suspended from the show. He has a history of making racist and other inappropriate remarks. Then one day during filming he got so mad that his producer couldn’t rustle up a hot dinner for him that he punched the producer’s face.
More than a million fans signed a petition urging that Clarkson keep his job. He didn’t. And his co-hosts resigned in solidarity. But the show must go on, or else its worldwide audience of 350 million would be sad. So “Top Gear” hired several new hosts, notably Chris Evans (no, not the movie star, but rather a middle-aged British TV personality who wears blackframed nerd glasses) and Matt LeBlanc (yes, the former “Friends” star). Evans is annoyingly hyper. LeBlanc is kind of phlegmatic, like, “Yeah, I’m here flashing my killer smile. Now give me

my paycheck.” Despite the less than thrilling hosts, the premiere got off to a fast start. A Dodge Viper ACR, with “bespoke sticky tires,” raced a Chevrolet Corvette Z06 through a course at the U.S. Air Force “Top Gun” academy in Nevada. A race car driver was at the wheel of each muscle car, with a pilot as front-seat passenger. The Viper won, though the Corvette was handicapped: Its driver, Sabine “I feel the need for speed” Schmitz, had to stop to let her pilot take a puke break. But the show lost momentum with a dragged-out U.S. vs. U.K. race between Evans and LeBlanc. They drove rickety three-wheeled Reliant vehicles through chilly rain; LeBlanc’s car kept stalling. They switched to jeeps, towed ice cream vans and drove up a muddy mountain. None of this makes for especially riveting TV. Equally unimpressive was Evans’ interview with chef Gordon Ramsay and actor Jesse Eisenberg, who shared uninteresting memories of cars they’d owned. There’s a lot more drama in the Twitter fight about the show than in the show itself. Clarkson fans are tweeting that studio segments featured “canned laughter” and that “hardly anyone claps.” Last week Evans tweeted in reply, “ ‘Top Gear’ audience grew throughout the hour [of the premiere].” The battle is on! ‘Glee’ star Salling pleads not guilty to porn charges

Mark Salling, who starred in the musical dramedy “Glee,” pleaded not guilty to federal pornography charges Friday and had his internet usage and travel severely restricted. U.S. Magistrate Judge Rozella A. Oliver ruled that Salling, 33, can be released after he posts $150,000 bail, including $100,000 of his own money to guarantee future court appearances. Salling, who played Noah “Puck” Puckerman in the Fox musical dramedy, was charged with two counts of receiving and possessing child pornography. His trial is set for July. (AP)
With storms looming on Sunday, organizers of major music festivals in New York and Germany opted to cancel the outdoor events. The last day of the Governors Ball, a three-day music festival at Randall’s Island in New York City featuring Kanye West and Death Cab for Cutie, was canceled.
