Police say they’ve solved a recent shooting in Ohio that left a man wounded. The oven did it. Robin Garlock, 44, received wounds to both shoulders while trying to retrieve a handgun he’d hidden in the broiler because children were coming over. His girlfriend, unaware of the gun’s presence, turned the oven on to bake. Police say Garlock was struck by bullets or bullet fragments when they exploded inside the gun. (AP)

A Connecticut restaurant has been called out for picking on school kids. Sixth-grader Jacob Howes says he was dining Sunday with a classmate at Iron Horse Pizzeria and Sports Pub in Simsbury when they were surprised by a 15 percent gratuity on their bill. The waitress explained the tip is added for large parties and “grade school customers,” who often don’t tip. Howes says the policy is “kind of like profiling.” The restaurant is revising the policy. The Coast Guard rescued a man who was caught in a storm trying to cross the Atlantic Ocean in a rowboat. Duncan Hutchinson, 52, was trying to row from New York to Scotland when he faced 21 mph winds and 8½-foot seas Sunday about 20 miles east of Barnegat Light, N.J. He called the Coast Guard and was rescued Monday. Officials say it’s fortunate Hutchinson was well prepared and able to radio for help. (AP)

CAPITALS When he was finally released from police custody, Jay Bassich knew just where he’d go. He hadn’t showered or slept in a couple of days, but he simply had to return to the scene of the crime. “I didn’t even really question it,” he said. On Saturday night, the 22-yearold Capitals fan was arrested for climbing a streetlight during a spirited postgame celebration in Chinatown following Game 3 of the Stanley Cup finals. He wasn’t freed until Monday around 5 p.m., and headed straight for F Street, where fans were already gathering for the start of Game 4. “It was just where I wanted to be,” he said in an interview Tuesday morning. The Caps’ improbable run this spring has excited a long-cynical fan base, inspiring many to test the boundaries of their fandom: spending thousands of dollars on tickets or, like Bassich, shimmying up a giant light pole. MARYLAND Three weeks before their primary, Maryland Democrats remain largely undecided about whom to nominate for governor, according to a new Washington Post-University of Maryland poll, in a race overshadowed by record popularity for incumbent Republican Gov. Larry Hogan. Former NAACP president Benjamin Jealous and Prince George’s County Executive Rushern Baker III lead the sizable Democratic pack, the survey finds. But the outcome of the race probably will depend on the nearly 4 in 10 likely voters who have not yet settled on a candidate. Hogan’s broad support — nearly two-thirds of Democrats approve of his job performance — defies a national political climate in which opposition to President Trump has energized Democrats. Hogan’s 71 percent job approval rating among all Marylanders matches his previous record high, and residents are more optimistic about the state’s direction than in any Washington Post poll over the past quartercentury, the poll finds. The governor leads each Democrat by at least 10 percentage points in possible general election matchups. The increase in the number of people in Virginia who have died in fires this year compared with the same period last year. The Daily Press in Newport News reported that fires had claimed the lives of 35 people across the state as of May 29. At that time last year, 28 people had died. The Virginia Department of Fire Programs said smoking was behind most of the deaths. Other causes included portable heaters, candles and electrical problems. Most of the victims were older adults; the median age of the deceased was 70. (AP)

Body of Montgomery County man reported missing Sunday recovered from bayside canal in Ocean City, Md.

A kidnapped infant was found safe Tuesday and her father, a sex offender, was arrested after a two-day manhunt that began when he assaulted the baby’s mother with a knife, authorities said. Emma Grace Kennedy, who is 7 months old, appeared to be in good health and was being evaluated at a hospital, Danville, Va., police said. Carl Ray Kennedy, the girl’s father, was arrested with the baby in Randleman, N.C., about 65 miles south of where the abduction took place Sunday evening at a gas station in Danville, police said. Ex-Indy exec starts job as D.C. Water’s new chief David L. Gadis, a former executive for an Indianapolis water utility and an adviser to other city water utilities, on Monday took the helm at D.C. Water, the water and sewer utility for the nation’s capital. Gadis, 56, replaces George S. Hawkins as chief executive and general manager. Hawkins left the utility in late 2017 after eight years. D.C. Water officials said Gadis was selected May 3 after a nationwide search involving more than 100 candidates. (TWP)

High court won’t hear appeal of $2.3M award The Supreme Court has declined to hear the Baltimore Police Department’s appeal of a $2.3 million judgment for maliciously prosecuting a homeless man as a serial rapist. The court said Monday it wouldn’t disturb the judgment in the case of Marlow Humbert, who was arrested following two sexual assaults in 2008. Humbert was held for over a year, mostly in solitary confinement. Humbert sued police in 2011, saying detectives failed to tell prosecutors that DNA results exonerated him. (AP)

REGION Alexandria, Arlington and the District were inundated along the river banks Tuesday as high tide coincided with significant Potomac River flooding. A tremendous amount of water drained into the Potomac after weeks of torrential rainfall. For

some locations in Maryland — including Baltimore, Beltsville and Damascus — the past 30 days have been the wettest on record. Rainfall amounts reached 8 to 15 inches throughout the region, more than twice the normal. VA health change: For new program, timing is critical As if on cue, a report released Monday was critical of a veterans health care program that President Trump plans to replace today. The current, defective program will be around for another year, while the new one gets ready. That one-year transition period is a good thing, because the disparaged Choice Program’s hurried ramp-up contributed to its downfall. The Government Accountability Office (GAO) report hit the Choice Program on multiple fronts. The program allows Department of Veterans Affairs health care patients to

receive services from private providers in certain circumstances. Created in 2014, it was a response to the scandalous cover-up of long wait times for service at VA health care facilities. While Choice required that veterans receive health care within 30 days, the GAO found they could potentially wait 70 days. Timing was a problem for Choice from its creation. In a hasty reaction to the wait time scandal, Congress gave the VA only 90 days to put in place the Choice Program — a “compressed implementation time frame,” in GAO’s words. GAO cites three reasons for the poor service

— administrative burdens of complex referral and appointment scheduling, poor bureaucratic communication between the VA and its hospitals, and problems with the networks of private health care professionals. Having learned lessons from the Choice Program, strong bipartisan congressional majorities approved the Mission Act that Trump will sign into law today. It allows for a one-year transition from Choice — a more realistic start-up period — before scrapping it and consolidating the department’s seven community (private provider) care programs into one. Among other things, the legislation will help the department with personnel recruitment and expands the caregiver program to vets of any era. Garry Augustine, the Washington executive director of the Disabled American Veterans, said an integrated network is “the hallmark of the Mission Act.” DAV and other veterans service organizations strongly resist privatization of VA

health care, but support the Mission Act and community care that supplements services coordinated by the VA. The Mission Act was opposed by the American Federation of Government Employees, which represents VA workers, and other unions that fear privatization of VA health care. “We made a promise to veterans when they signed up to serve that they would be taken care of when they got home — not forced to wait in longer lines at private, walk-in clinics,” said AFGE National VA Council President Alma Lee. But the DAV and nearly 40 veterans organizations endorsed the Mission Act in a letter to Congress. The letter said “the legislation would consolidate VA’s community care programs and develop integrated networks of VA and community providers to supplement, not supplant VA health care, so that all enrolled veterans have timely access to quality medical care.” Follow Joe Davidson on Twitter @joedavidsonWP

Q. What is going on with the new TSP withdrawal rules? A. The 401(k)-style Thrift Savings Plan announced last week that expanded withdrawal options enacted into law last year will be available in September 2019. Those changes were a response to investors transferring their money to IRAs after leaving the government rather than leaving the money in the TSP, because of its limited withdrawal choices. This means the TSP has to revise rules, update computer systems, rewrite forms and more. Among other changes, investors who have retired or otherwise left the government will be allowed to take withdrawals quarterly or annually in addition to monthly; change, stop or restart them at any time, within certain limits; and choose whether to take money from traditional or from Roth balances, for those with both. Also, those still working past age 59½ will be able to take up to four withdrawals without a tax penalty annually — currently, only one such withdrawal is allowed lifetime. “We had looked into phasing them, and it turned out that it was not the timesaver we had hoped,” TSP spokesman Kim Weaver said. “We are very aware that our participants want this flexibility as soon as possible.” ERIC YODER (TWP)

The report from program trustees says Medicare will become insolvent in 2026 — three years earlier than previously forecast. Its giant trust fund for inpatient care won’t be able to fully cover projected medical bills starting at that point. T he rep or t s ays S o ci a l

Because of the deterioration in Medicare’s finances, officials said the Trump administration will be required by law to send Congress a plan next year to address the problems, after the president’s budget is submitted. Fashion icon Kate Spade found dead in her home

1962-2018 Kate Spade, a fashion designer known for her sleek handbags, was found hanged in the bedroom of her Park Avenue apartment Tuesday in an apparent suicide, police said. She was 55. Spade’s body was found by a housekeeper not long after 10 a.m., police said. Her husband and business partner, Andy Spade, was in the apartment at the time. The police department’s chief of detectives, Dermot Shea, said evidence including the state of the apartment and the presence of a note pointed to “a tragic suicide.” It’s not clear how long Spade had been dead. The medical examiner will perform an autopsy. The couple’s 13-year-old daughter was at school. Shea wouldn’t discuss what was in the note, but law enforcement officials said that, among other things, it contained a message to the teenage girl telling her it was not her fault. “We are all devastated by today’s tragedy,” Spade’s family said in a statement. “We loved Kate dearly and will miss her terribly. The doctors scoured medical literature for reports concerning the health aspects of sex robots, finishing their search as they began: emptyhanded. Collision-course asteroid burns up safely

A boulder-size asteroid disintegrated harmlessly over Africa on Saturday, just hours after being discovered. The asteroid, dubbed 2018 LA, was spotted near the moon’s orbit Saturday morning, aiming straight for Earth. SPACE NASA is talking to several international companies about forming a consortium that would take over operation of the International Space Station and run it as a commercial space lab, NASA Administrator Jim Bridenstine said in an interview. “We’re in a position now where there are people out there that can do commercial management of the International Space Station,� Bridenstine said in his first extensive interview since being sworn in as NASA administrator in April. WASHINGTON Taking on the NFL and football’s Super Bowl champs, President Trump gave the boot to a White House ceremony for the Philadelphia Eagles on Tuesday and instead threw his own brief “Celebration of America” after it became clear most players weren’t going to show up. Both sides traded hot accusations about who was to blame. Trump tried to turn the fracas into a referendum on patriotism and tie it to the dispute over players who have taken a knee during the national anthem to protest racism and police brutality. However, Eagles players never knelt during “The Star-Spangled Banner” throughout the 2017 season and their march to the Super Bowl. Defensive end Chris Long said the NFL anthem policy change and Trump’s reaction to it were not even discussed by the players in meetings about making the visit. The White House accused Eagles team members of pulling a “political stunt” and abandoning their fans by backing out at the last minute. Indeed, few apparently were going to come, though some expressed disappointment that they’d been disinvited and complained Trump was unfairly painting them as anti-American. Through it all, Trump appeared to revel in fanning the flames of a culture war that he believes revs up his political base. Trump had long been leery of the Eagles’ planned visit to the White House, in part because the team’s owner, Jeffrey Lurie, has been a Trump critic, and because several players have been vocal critics of the league’s new policy that requires players to stand if they’re on the field during the national anthem or else stay in the locker room.

President Trump threw his own “Celebration of America” ceremony Tuesday instead of hosting the Eagles.

White House spokeswoman Sarah Huckabee Sanders said the team notified the White House last Thursday that 81 people, including players, coaches, managers and others, would be attending the Super Bowl celebration. But she said the team got back in touch late Friday and tried to reschedule, “citing the fact that many players would not be in attendance.” The Eagles proposed a time when Trump would be overseas. Eagles officials declined comment on the White House version of events, sticking with a simple earlier statement: “We are truly grateful for all of the support we have received and we are looking forward to continuing our preparations for the 2018 season.” Trump, furious about the small number of Eagles who were coming, scrapped Tuesday’s visit, believing a low turnout would reflect poorly upon him. The Senate will cancel most of its annual August recess, Majority Leader Mitch McConnell told senators Tuesday, an electionyear move that will force vulnerable Democrats to shuffle their campaign schedules. The Senate will now recess for one week in August instead of four, said McConnell, R-Ky. He said that to make progress on spending bills and nominations, “it’s necessary for us to be here in August and to do our work.” The additional workweeks in August mean that endangered Democratic senators on the ballot this year will face a dilemma: Stay in Washington and attend to Senate business during time they could otherwise use to campaign back home or remain in their states and face criticism that they are shirking their responsibilities. The new schedule could also enable their Republican challengers — many of whom hail from the private sector or state government — to have the states to themselves during the late summer stretch. STANLEY CUP FINAL The Capitals lead the Stanley Cup finals three games to one. In other cities, you maybe stock up on champagne. Lay the groundwork for a sick day at the office. Scout parking along the parade route. But this is Washington, and these are the Capitals. Two-game leads can feel about as comfortable as a parka in summertime. While teams holding a 3-1 lead almost always go on to win the Stanley Cup, the Caps are a franchise that’s still haunted by playoff phantoms from years ago. There were the Islanders (1980s), the Penguins (1990s, 2000s and beyond), the Rangers and the Canadiens, too. All trailed Washington 3-1 in the playoffs, and all came back to spoil the Caps’ Cup hopes. No NHL team has blown more 3-1 postseason leads than Washington (five). For years, the Caps couldn’t

shake the nightmarish visions. Players would shrug off the calamitous history, and fans inevitably were left in tears. But now the Caps lead another series 3-1, courtesy of Monday’s 6-2 win over the Golden Knights. It was one of the Caps’ most lopsided efforts of these playoffs, and they find themselves teetering on the most exhilarating precipice in sports, one win away from a championship. This is a team that has already vanquished every pesky demon it’s faced, finally ousting Pittsburgh, finally getting out of the second round, finally exceeding expectations. Now the Caps have just one demon left to slay. Scared? “We’re trying to write our own story here,” wing T.J. Oshie said. “It seems like the rest of the city is on board with that. We’re going to go about our business. We

haven’t dwelled much on the past.” They’ve certainly exhibited that in these playoffs. Where past teams have wilted, the Caps have dug deeper and counterpunched. The result is a wholly unfamiliar position — not to mention a foreign sensation that feels faintly like optimism — for the Caps and their fans. Game 4 was, in a word, weird. There was no bated breath, no

rising blood pressure or fingernail clippings left scattered on the floor. After a shaky few minutes to open the game, the Caps somehow built a 3-0 lead in the first and never looked back. “Obviously, we know the fourth one is the hardest to win,” center Nicklas Backstrom said, “but we are just going to refocus here and fly to Vegas and make sure we play our best hockey.” In the Alex Ovechkin era, the Caps have led after four games on four occasions. They lost Game 5 three times and went on to lose the series twice (2010 against Montreal and 2015 against the Rangers). “There’s been heartbreak here, we know that. But I think that’s kind of scarred over and has made us a little stronger,” Oshie said. “We’ve done a great job of not getting ahead of ourselves.”

Livingston, McGee show Warriors aren’t shallow Efficient role players lift up Golden State in series full of All-Stars NBA FINALS Shaun Livingston and JaVale McGee have been giving the Warriors a huge lift in these NBA Finals by making every shot they take look easy. Then again, they all have been easy. Entering Game 3 in Cleveland tonight (9, ABC), Livingston is a perfect 9-for-9 from the field in the series. McGee is 8-for-9, and his lone miss came when he tried a dunk and hit the rim instead. The average distance of their made field goals is a staggeringly close 31/2 feet. For as spectacular as LeBron James has been in the first two

games, his Cavaliers are down 2-0 largely because the Warriors’ supporting cast members like Livingston and McGee — both journeymen — are soundly outplaying their Cavs’ counterparts. Stephen Curry is averaging 31 points and playing like an NBA Finals MVP. Kevin Durant and Klay Thompson have been brilliant. Draymond Green is quietly averaging a near-triple-double. But the Warriors’ motto is “strength in numbers,” and Livingston and McGee personify that. “It’s just being aggressive, being in the right spot too,” Livingston said. Of his nine shots, Livingston has taken three jumpers, all from about 13 feet. McGee, who started Game 2, made one shot from about 6 feet, and his other

eight attempts from the floor have been at the rim. It’s a difficult enough spot for the Cavaliers to deal with Curry, particularly when he is coming off an NBA Finals-record nine 3-pointers in Game 2. It’s daunting to deal with Durant, one of the few guys in the league who can post up against James or shoot over him with ease. It’s maddening to chase Thompson and have him get shots off using his super-quick release, even when he’s fairly well covered. But Livingston and McGee shooting 17 for 18, that just doesn’t seem fair. “We’ve just got to do a better job of taking away the easy dunks and layups around the basket,” Cavs coach Tyronn Lue said. Daltrey’s voice is one of a kind

ALBUM REVIEW According to Kanye West, the title of his eighth album revealed itself upon his epiphany that “ye” is the most commonly used word in the Bible. It isn’t. According to kingjamesbibleonline.org, “ye,” the antiquated pronoun for “you,” hovers somewhere around 40th when it comes to usage. If you’re keeping score, that’s significantly behind “Lord” and “God,” West’s preferred synonyms for self. Inevitably, every Kanye song winds up being about Kanye. Yet what once came off like goofball charm has calcified into the crass misogyny and dragon energy delusion of “Ye,” the unedited ramblings of the world’s oldest adolescent showcasing the ignorance of a gifted but oblivious fool who stubbornly refuses to acknowledge reality. A self-serious 23-minute crayon pamphlet of luxurious emptiness, the album limps along, as vacant and inert as the Wyoming skyline on its cover. In May 2017, reports began

The cast also will feature Chloe Grace Moretz as Wednesday, Finn Wolfhard as Pugsley, Nick Kroll as Uncle Fester, Bette Midler as Grandmama and Allison Janney as the villainous Margaux Needler.
