Miss D.C. breaks the mold THE DISTRICT The newly crowned Miss USA is a 26-year-old Army officer from the District of Columbia who gave perhaps the strongest answer of the night when asked about women in combat. “As a woman in the United States Army, I think … we are just as tough as men. As a commander of my unit, I’m powerful, I am dedicated,” Deshauna Barber said. “Gender does not limit us in the United States.” The winner of Sunday’s 2016 Miss USA competition, held in Las Vegas, will go on to compete in the Miss Universe contest. Barber is the first military member to win Miss USA. In a press conference following the event, the lieutenant from Northeast said she plans to take a break from the Army Reserves and had already discussed with superiors the possibility of going inactive for a couple of years should she win the title. She said she currently serves two days per month. “My commander should be watching right now,” Barber said.

Her parents and siblings also serve; her father was deployed overseas to Iraq after the Sept. 11 attacks. “I consider it to be a family tradition,” she said of her military service, in a pre-show interview. “It’s something that runs through our veins — patriotism and service for this country.” Before the pageant, she spoke about breaking the mold for not only Miss USA contestants, but also members of the military. “I’m being able to say that no one pageant girl does the same thing or has the same background, and I’m also saying that no one soldier has the same background and does the same thing,” Barber said. Poison scare? Nope, it’s just coffee fixings. A report Monday of a suspicious white powder at a building in downtown D.C. caused a slight stir, but it turns out the substance was benign: coffee creamer. The incident happened around 7:30 a.m., when someone called 911 and reported a suspicious powder on a desk at an office building. Firefighters responded, as did a hazmat team, and within 30 minutes they determined it was not a dangerous substance but just coffee creamer, said a spokesman at the D.C. fire department. The work between East Falls Church and Ballston is just the first in a plan to rebuild Metro’s aging rail system as part of a massive catch-up campaign designed to help restore the 40-year-old system to what the transit industry calls a “state of good repair.” Officials reported no major incidents Monday morning. Ben Risemberg, 21, boarded a Wiehle-bound train at Metro Center at about 5:40 a.m. and

The Republican candidate for U.S. Senate in Maryland is criticizing Donald Trump’s comments about a Latino judge who is overseeing a lawsuit involving Trump University. Del. Kathy Szeliga wrote on her Facebook page Monday that Trump’s comment about U.S. District Judge Gonzalo Curiel “is insulting to all Americans.” Trump has said Curiel’s Mexican heritage means he cannot ensure a fair trial because Trump wants to build a border wall to keep people from illegally entering the U.S. Trump University is accused in two lawsuits of fleecing students with unfulfilled promises to teach them secrets of success in real estate. TRANSPORTATION On the first weekday morning commute of Metro’s SafeTrack program, ridership was lower than normal at the stations affected by the massive rebuilding program, but that will likely surprise commuters who endured crowded trains and platforms. According to preliminary figures released Monday, roughly 26 percent fewer passengers boarded at Orange and Silver line stations west of Ballston when compared to a similar Monday in May. The first phase, or “surge,” of the year-long rebuilding program that launched over the weekend involves 13 days of continuous single-tracking between East Falls Church and Ballston, impacting the Silver and Orange lines. Jack Requa, Metro’s executive managing officer, said the decline in ridership showed that people paid attention to the message that commuters should find alternative transportation as Metro launched the first of 15 surges. Still, he cautioned that Monday’s results don’t mean riders should immediately return to the rails. “Just because the morning went well, don’t necessarily

A Monday accident involving a Metrobus, a pickup truck and a tree injured 12 people in Montgomery County, a fire and rescue department spokesman said. The bus driver was taken to an area hospital with life-threatening injuries, but was later upgraded to stable condition, according to Metro. Supreme Court to hear Va. redistricting case VIRGINIA The Supreme Court said Monday it will review a redistricting plan for the Virginia House of Delegates that challengers say gives too little power to AfricanAmerican voters in an effort to boost Republican strength. The case concerns claims that a plan approved in 2011 illegally packed black voters into a dozen legislative districts. The challengers say the plan made neighboring districts safer for Republicans because those districts had fewer black voters, who tend to support Democrats. The court last month dismissed a Republican-led appeal that sought to preserve a congressional districting map that similarly concentrated black voters in one

The dissenting judge, Barbara Milano Keenan, said Virginia’s General Assembly had applied a “one-size-fits-all racial quota” to 12 dissimilar districts. Keenan said the legislature came up with the Virginia plan before a 2015 Supreme Court ruling in an Alabama redistricting case that rejected the use of “mechanical racial targets” in redrawing voting districts. Waze winning the turf war TRANSPORTATION When the traffic on Timothy Connor’s quiet Maryland street suddenly jumped by several hundred cars an hour, he knew who was partly to blame: the disembodied voice he could hear through the occasional open window saying, “Continue on Elm Avenue …” The marked detour around a months-long road repair was several blocks away. But plenty of drivers were finding a shortcut past Connor’s Takoma Park house thanks to Waze and other navigation apps. “I could see them looking down at their phones,” said Connor, a water engineer at a federal agency. “We had traffic jams, people were honking. It was pretty harrowing.” And so Connor became a Waze impostor. Every rush hour, he went on the Google-owned social media app and posted false reports of a wreck, speed trap or other blockage on his street, hoping to deflect some of the flow. He continued his guerrilla counterattack for two weeks before the app booted him off, apparently detecting a saboteur in its ranks. That made Connor a casualty in the social media skirmishes erupting across the country. “It used to be that only locals knew all the cut-through routes, but Google Maps and Waze are letting everyone know,” said Bates Mattison, a city councilman in the Atlanta suburb of Brookhaven, Ga. When population growth began to overwhelm a set of major

intersections in his district, there was an increase of 45,000 cars a day on some residential streets. In response, the city is posting signs to restrict left or right turns at key intersections. The apps didn’t create the traffic, Mattison said, but they gave drivers options they wouldn’t have known about otherwise. Waze, with 50 million users worldwide, provides navigation guidance by combining its map database with data it collects in real time from every logged-on driver. Average speed, backups and fleeting hazards such as a car pulled over to change a flat appear almost instantly on the app’s cartoonish interface. When the first Waze-enabled car finds

its way to a promising shortcut, thousands can follow. In the Los Angeles region, Waze’s biggest U.S. market, a city council member is considering a motion asking the programs to exclude some small residential
streets from their algorithms. Connor heard about the L.A. concerns that led some Waze warriors to launch concerted campaigns to fool the app. Neighbors filed false reports of blockages, sometimes with multiple users reporting the same issue to boost their credibility. But Waze was way ahead of them. It’s not possible to fool the system for long, according to Waze officials. “The nature of crowdsourcing is that if you put in a fake accident, the next 10 people are going to report that it’s not there,” said Julie Mossler, Waze’s head of communications. Waze’s mission is to distribute traffic more efficiently across the grid of public streets, Mossler said, not to create traffic jams. “That said, the traffic has to go somewhere,” she said. Although the app will continue to route drivers down any legal street, Waze programmers are working to build in alerts about school zones and other slowspeed zones, Mossler said. Traffic engineers say the side street flare-ups are a downside to the otherwise positive effect that navigation apps can have on vehicle flow. The cut-through disputes “are an unintended consequence of this great technology that is supposed to help people avoid sitting in traffic,” said Paul Silberman, a traffic engineer with Sabra, Wang & Associates in Columbia, Md. Dad’s defense of sex offender stokes outrage Public outrage over the lenient sentencing of a star Stanford swimmer convicted of sexual assault has been compounded by a controversial letter written by the athlete’s father. Brock Turner, above, was convicted in March of sexually assaulting an unconscious woman behind a dumpster after a fraternity party in January 2015 at the elite university. He faced up to 14 years in jail. Prosecutors asked for six. Instead, Turner received only six months in jail and three years of probation. He also must register as a sex offender. The light sentence drew harsh criticism and prompted widespread fury on social media. That fury intensified Sunday as critics slammed a letter written by Turner’s father as oblivious, “tone-deaf” and “impossibly offensive.” “His life will never be the one that he dreamed about and worked so hard to achieve,” Dan A. Turner wrote in a letter arguing that his son should receive probation, not jail time. “That is a steep price to pay for 20 minutes of action out of his 20 plus years of life.” An effort is now underway to recall the judge in the case, Santa Clara County Superior Court Judge Aaron Persky. “This sentence is unjust and it’s also dangerous,” said Michele Landis Dauber, a professor at Stanford Law School. POLITICS In the course of a year while running for president, Bernie Sanders has ignited a revolution. Among his achievements, the senator from Vermont has managed to shift the Democratic Party to the left, in part by leveraging the power of liberals who feel disconnected from it. Now, the party’s leaders have begun the delicate task of trying to bring those voters back into the fold. And Sanders isn’t making it easier for them. He continues to position himself outside the party. He has done so notably in his selections to sit on the 15-member Democratic platform committee. Now it may fall to that committee to broker a peace between Sanders supporters and the rest of the party. Sanders was given the appointments as a concession by Rep. Debbie Wasserman Schultz, D-Fla., chair of the Democratic National Committee. Now, the committee’s makeup is a hybrid of longtime party activists, party elders and leftist critics — a combination of figures appointed by Sanders, front-runner Hillary Clinton and Wasserman Schultz. While the Wasserman Schultz and Clinton appointees have worked within the party for years — such as the panel’s chairman, Rep. Elijah E. Cummings, Md., — Sanders’ picks are a little more

He is an American, period. Papelbon’s effectiveness has waned Opponents are finding the 35-year-old reliever easier to hit as a Nat NATIONALS The Nationals avoided a sweep at the hands of the rebuilding Reds on Sunday with a dramatic win. They came back from a five-run hole and then held on 10-9 despite reliever Felipe Rivero’s poor seventh inning and Jonathan Papelbon’s adventurous ninth. Papelbon gave up two hits, walked two (one intentionally) — and allowed a run. He had the bases loaded with no out in a one-run game and somehow managed to notch his 15th save in 17 tries. It was not for the faint of heart. “At least coming out of here and not getting swept, I think it can come back and be a positive for us later in the season,” Papelbon said. The half-inning was, in a way, a microcosm of his season. Papelbon, 35, gets by on
guile, experience, command and reading swings. He is a former fire-throwing reliever who successfully morphed into a control closer. He did well in Philadelphia with that approach but hasn’t been so sharp in Washington. Even when his fastball velocity averaged just 91.3 mph in 2014, he posted a 2.04 ERA and 39 saves with the Phillies. The reasons? Excellent command — a 4.20 strikeout-to-walk ratio — and a strong fastball-slider combination. Batters hit .190 against his fastball that season, and .091 versus his slider. Last year, Papelbon has a 2.13 ERA and 24 saves (in 26 opportunities), but he didn’t finish the season well in D.C. His strikeoutto-walk ratio was still good, but opponents hit his fastball better (.256). His slider (.143) and splitter (.208) were strong, according to data on BrooksBaseball.net. This year, his strikeout-to-walk ratio has regressed to 2.57, and opponents are hitting .269 against

It takes time to overcome ‘bad genes’ TRAINING Take a look around you and you’ll see an endless range of body types: scrawny, lithe, pudgy, toned — even Hulklike upper bodies paired with skinny chicken legs. We might tell ourselves we’re fitter than someone else because we’re more dedicated or that we’re scrawnier because of genetics. But how much of one’s body shape is predetermined, and how much can we control? “It’s a bit of both,” says Elizabeth Brooks, a D.C. personal trainer. “I’ve seen the most ectomorph person change their shape into a bodybuilder type.” (An ectomorph body is generally lean, while endomorph is usually stockier. Mesomorph is muscular and athletic.) From an athletic perspective, genetics plays a part in determining what type of sport we might excel in, but there are also exceptions — athletes with extreme passion and discipline who overcome their physical baseline limitations. No, you can’t will yourself to be taller, but there are plenty of other things you can do to run faster, jump higher and respond more quickly. “There are more and more studies that show that
the importance of genetics in determining sports specificity can be overshadowed by mental drive,” says Eric Thomson, a D.C. sports medicine doctor. So, what about the guy with the chicken legs? “It usually has to do with not training properly,” Brooks says. “A lot of guys will just work the upper body to get the big trapezius and shoulders and do nothing for legs.” On the flip side, there are people known as “non-responders,” who, no matter how hard they try, see no change in muscle mass or strength, says Max Prokopy, director of Speed, a sports performance clinic at the University of Virginia School of Medicine. “Several studies indicate about 5 to 10 percent on each side of the bell curve will be ‘nonresponsive’ and ‘hyper-responsive,’ respectively,” Prokopy says. It depends on the type of muscle fiber — fast-twitch (important for power) or slow-twitch (important for endurance) — that is predominant in a certain muscle group. “Certain muscles do seem to
regularly and still not making any significant gains? Can you blame your muscle fibers? It’s possible, but the issue is more likely nutrition-based, Brooks says. Achieving big muscles requires additional protein and, yes, calories. In the end, genetics matter, but so do discipline and smart training. Says Thomson: “We have a genetic baseline of what our body type will be — endomorph, mesomorph, ectomorph. Your fitness tracker may be accurately counting your steps, but not the number of calories burned, according to a Ball State University report. The study, to be published in Medicine & Science in Sports & Exercise later this summer, found that FitBit and Jawbone are significantly over- and underestimating calories burned. Researchers had 30 healthy adults perform 10 activities. They monitored progress with a metabolic analyzer (to get a true, breathby-breath analysis), two wrist-worn trackers (Fitbit Flex and Jawbone UP24) and two hip-worn trackers (Fitbit Zip and Fitbit One). On average, the amount of energy exerted, or calories lost, was overestimated by 16 to 40 percent during activities such as walking and jogging, and underestimated during household activities, such as vacuuming, by as much as 34 percent.

My wife needs help — and space
Q. My wife’s sister blames me for my wife’s alcohol problems. I am trying to support my wife in getting treatment. It has been a long road, and her problems existed long before I met her. As part of the process, my wife has decided to take a step back from her sister and her parents because she believes they will not be helpful to her (her parents have alcohol issues themselves). As she is getting space, her sister says I am isolating her, and now that they have heard she is in treatment, she says I “made” her an alcoholic. I am not the bad guy in this but I need to keep them away from my wife for now. HUSBAND IN THE MIDDLE This is tough, and there are likely multiple perspectives at play here. Their worry for her might be clouding their judgment, and they might be lashing out because they feel helpless. Maybe you are an easy scapegoat, or perhaps there are subtle things you’re doing that have caused tension. Regardless, if you keep your wife’s recovery as your guiding light, you’ll know you’re doing right even when criticized. Perhaps part of her
treatment can include her writing a letter to her family of origin — without your being involved — explaining the complexities of their history and what she needs from them at this time. She should talk in treatment about how best to communicate with her family, and how best to have your help without exacerbating the “bad guy” role for you. You might consider your own professional support as well, a good idea for anyone navigating a partner’s addiction recovery.

Try again to bring it up, and say that you understand that he needs to prioritize his schoolwork but that you need that to look differently than it does right now. How long is this program? What is he doing to manage his stress? Did he have selfserving tendencies before, or is this truly just a rough patch? These things will help you decide whether he’s capable of change, and whether or not this self-serving tilt is a poor stress response or a personality trait that could be a long-term problem. After all, there are innumerable excuses people might use to justify putting themselves first in a relationship, and grad school is just one of them.
