THE DISTRICT Lawmakers in the nation’s capital approved a $15-an-hour minimum wage on Tuesday, joining numerous other cities and the states of California and New York in mandating pay raises for retail, restaurant and serviceindustry workers. The D.C. Council unanimously approved the wage increase, and Democratic Mayor Muriel Bowser has pledged to sign it when it reaches her desk, likely sometime this summer. D.C. currently has a $10.50 minimum wage that will rise to $11.50 in July under legislation signed in 2014 by Bowser’s predecessor, Vincent Gray. Labor advocates began pressing the city to raise wages even higher, however, after the movement for a $15 minimum found success elsewhere. Supporters of the higher wage had been collecting signatures for a ballot initiative, but they’ve agreed to abandon that effort. Bowser said it has become clear during her 17 months as mayor that wages need to be higher to lift more city residents out of poverty. “I see how much it costs to live in Washington, D.C., and that cost

is only going up,” Bowser said. The bill would raise the wage gradually until it hits $15 in 2020. After that, future increases would be tied to inflation. Elisandro Morales, 30, who works two part-time jobs as a janitor — one pays $14.10 an hour, and the other $10.50 — said a $15 minimum wage would allow him to work just one job with predictable hours and spend more time with his children, ages 5 and 2. “I’ve got to get two jobs right now in order for me to keep up with my bills, and that’s not enough,” he said. Some business advocates have argued that raising the wage to more than double the federal minimum of $7.25 — which is also the minimum wage in Virginia — will prompt employers

to lay off workers or even move to neighboring jurisdictions. “D.C. can either have the same number of opportunities it has in the service industry right now, or it can have a $15 minimum wage, but it can’t have both,” said Michael Saltsman, research director for the Employment Policies Institute, a right-leaning think tank. This year’s debate over wages focused largely on how to guarantee minimum-wage compensation for workers who rely on tips. The current minimum wage for servers and bartenders is $2.77 an hour. Bowser proposed raising it to $7.50, but after lobbying by restaurant owners and employees who said they benefit from the tipping system, Council members agreed to a $5 tipped minimum. Twenty-eight cats and kittens were abandoned outside an animal shelter over the weekend in Prince George’s County. Animal control officer Howard Stanback said that 19 cats were left on Friday, and another nine came on Saturday. They were left outside the shelter in similar boxes, leading staff to believe they were abandoned by the same person. “We were thinking that someone may have been a hoarder or something like that who dropped them off because we’re a no-kill shelter,” Stanback said. Eleven of the cats were sent to another cat rescue in Brentwood, Md. The rest will be available for adoption from Greenbelt in about two weeks, officials said. (THE WASHINGTON POST)

A woman drowned and a 13-year-old girl was rescued by helicopter after they capsized close to rapids in the Shenandoah River near the West Virginia-Maryland border, authorities said Tuesday. The two had been kayaking and tubing near Harpers Ferry, W.Va., on Monday, said Bakerton Fire Department Chief Josh Smith. He said they capsized near the Bull Falls rapids. Lt. Brian Rice sued State’s Attorney Marilyn Mosby and Maj. Sam Cogen of the sheriff’s office for defamation of character, false imprisonment and violation of rights. GWU president says he will step down next year The president of George Washington University says he’ll step down next year. Steven Knapp announced in a news release on Tuesday that he won’t seek a new contract when his term expires in July 2017. He will have spent 10 years as president of the university. During his final year, Knapp says he’ll focus his efforts on a fundraising campaign that was launched two years ago. VIRGINIA A Virginia school board plans to ask the U.S. Supreme Court to decide whether the Obama administration went too far in directing the nation’s schools to let transgender students use bathrooms of their choice, arguing that the guidance issued to schools last month is an overreach of power and violates student privacy. The U.S. Court of Appeals for the 4th Circuit on Tuesday granted the Gloucester County

School Board’s request to put the court’s earlier ruling in the case on hold while it petitions the Supreme Court. The 4th Circuit ruled in April that transgender student Gavin Grimm could continue his lawsuit against the school board, in which he has argued that a policy banning him from the boys’ bathroom violates his civil rights. In a 2-1 decision, a three-judge panel of the court this spring sent Grimm’s case back to a lower

court and also deferred to the Obama administration’s position that such bathroom restrictions — which bar students from using bathrooms that coincide with their gender identity — are a violation of Title IX, which prohibits sex discrimination in public schools. local MONTGOMERY COUNTY Pilot error caused a private jet to crash into a house in Gaithersburg, killing a woman and two of her young children along with the pilot and two passengers, federal investigators said Tuesday. The National Transportation Safety Board concluded that the pilot failed to turn on the plane’s de-icing equipment in near-freezing temperatures, causing ice to accumulate on the wings. That

meant the jet approached the runway at Montgomery County Airpark in Gaithersburg too slowly, and the plane stalled in midair and crashed into the house, less than 1 mile from the runway. D.C. police and federal agents on Tuesday announced the arrests of 10 people who authorities said are linked to a large-scale heroin operation that supplied dealers along the Benning Road corridor in Southeast and Northeast Washington. Over the course of several months, law enforcement officers seized 40 kilograms of heroin that originated in India and countries in Africa, D.C. A Northern Virginia couple who sold a slew of renovated D.C. rowhouses that did not meet city construction codes has agreed to pay at least $1.3 million in restitution to the owners of 19 properties. Insun Hofgard and her husband, Jefferson Hofgard, a Boeing executive, must pay the $1.3 million to the city, which will then dole out the money to aggrieved homeowners who had purchased updated homes without knowing they posed safety hazards and didn’t meet construction or zoning standards. Police: Driver hits server after skipping out on bill An Olney, Md., woman is accused of hitting a bartender with a vehicle after leaving a sports bar without paying her bill. Court documents show Carrillo is accused of entering Rockville’s Miller’s Ale House in November 2015 with three other people, having drinks and then trying to skip out on a $33.34 bar tab. For Clinton, making history seemed certain — though never easy

ANALYSIS Hillary Clinton has been part of our national consciousness for so long that it’s easy to forget how far she has pushed the edges. It is not just that she has made history by becoming the first woman to claim the presidential nomination of a major party. Hillary — known on a first-name basis — has been the avatar of a different way of thinking about women and what they can do. A younger Hillary once said: “There is no formula that I’m aware of for being a successful or fulfilled woman today. Perhaps it would be easier … if we could be handed a pattern and cut it out, just as our mothers and grandmothers and foremothers were. But that is not the way it is today, and I’m glad it is not.” For the past 20 years in a row, Hillary has been voted the most admired woman in the world in an annual Gallup poll. And yet she enters the general-election campaign with the highest negatives ever seen in a Democratic presidential nominee. The arc of her career has not been a graceful one. And as she herself has acknowledged, she lacks the natural political talents of the two men against whom she is inevitably measured — the one she married, and the one to whom she lost in 2008. When she ran against Barack

So what happened Monday night to prompt The Associated Press to announce she had clinched the nomination even before Tuesday’s primaries in California and New Jersey (which ended after Express’ deadline)? AP confirmed commitments from just enough superdelegates — who said they will support Clinton at the convention — to put her over the top. (TWP)

Hillary Clinton clinched the Democratic presidential nomination Monday, making her the first woman in U.S. history to be a major party’s nominee.

Obama, he was seen as the historic figure. So caught up was everyone in hope and change that it was little noted at the time that Hillary was the first woman of either party to win a state in a primary. (Obama was not the first African-American to do so.) It was not until she conceded defeat that she found her voice. “Although we weren’t able to shatter that highest, hardest glass ceiling this time, thanks to you, it’s got about 18 million cracks in it,” she said. “And the light is shining through like never before, filling us all with the hope and

the sure knowledge that the path will be a little easier next time.” Cutting that path, she has sometimes gone over the edge. As first lady, she took over her husband’s most ambitious domestic policy initiative — transforming the health-care system — and nearly brought down his presidency when she failed. And when Bill’s self-destructive tendencies nearly brought him down, Hillary stood by him. On the very day in February 1999 that the Senate was voting to acquit him in his impeachment trial, Hillary was huddling at the White House,

plotting out an audacious strategy to run for the Senate in New York, a state where she had never lived. She won that seat easily, and won it again. And in doing so, she went from being a trailblazer to part of the old order. Thought to be the presumptive favorite in 2008, she again defied expectations — this time, in a bad way. Her campaign operation was bloated and inept. The electorate was looking for someone new and fresh. When it was over, she did what she had done so many other times. She picked herself up and went for the opportunity that presented itself, working for the president who had defeated her. It was never much in doubt that she would try again, because that is her laborious way. She is determined to make history, and she has; what she will never do is make it look easy. A car bomb hit a police vehicle in Istanbul during the morning rush hour Tuesday, killing 11 people and wounding 36, the fourth bombing to hit the city this year. There was no immediate claim of responsibility, but Turkey has seen a recent increase in violence linked to Kurdish rebels or to the Islamic State group, which has found recruits and established cells in the country. Speaking at the scene of the blast, Istanbul Gov. Vasip Sahin said a bomb placed inside a car detonated as a police vehicle passed. The dead were seven police officers and four civilians. His tough words came amid indications that Russia is preparing to re-engage in the war in support of Assad, almost three months after it threw its support behind a U.S.-backed cease-fire and announced it was

withdrawing most of its military. The violence has already been ticking up, with government and Russian warplanes conducting air raids over northern Syria in the past week and rebels launching an offensive to recapture territory in Syria’s largest city, Aleppo. Assad’s comments, made in an address to a newly installed parliament in Damascus, suggested that he and his Russian allies are preparing for a fullscale resumption of the war, with Aleppo as their first target. “As we liberated Tadmur [Palmyra] and before it many areas, we will liberate every inch of Syria from their hands,” he said, referring to the ancient town in central Syria recaptured from the Islamic State group in March.

Cases of Legionnaires’ disease nearly quadrupled in the United States over a 15-year period, and almost all might have been prevented with the proper use of disinfectant, the right water temperature and other measures, health officials said Tuesday. In the last year alone, about 5,000 Americans were diagnosed with this severe, sometimes fatal pneumonia, and more than 20 outbreaks were reported to the Centers for Disease Control and Prevention. The disease is caused by a person breathing small droplets of water contaminated with the bacteria Legionella. Officials suspect a combination of factors is behind the increase. More people may be getting sick because of the country’s aging population, more people with chronic illnesses and older plumbing infrastructure. About one in 10 people will die from the infection. The CDC analyzed outbreaks it had investigated from 2000 to 2014 that involved 415 cases, including 65 deaths. Most outbreaks were in buildings with large or complex water systems, such as hotels and hospitals. The most common sources of the bacteria were water in showers, cooling towers and hot tubs, CDC Director Tom Frieden said. The bacteria can be killed by disinfectants, such as chlorine. LENA H. SUN

Racial gaps persist in U.S. schools The U.S. Education Department on Tuesday released a trove of data drawn from surveys of nearly every single one of the nation’s public schools. Here are five key figures from this latest installment of the Civil Rights Data Collection from the 2013-2014 school year. (AP/TWP)

The number of students — 13 percent — who where chronically absent from school, missing 15 or more days during the year. While absenteeism rates are typically highest among teenagers, the report found that more than 3.5 million chronically absent students were in elementary school.

Students in 24 percent of elementary schools and 42 percent of high schools had access to a sworn law enforcement officer but no counselor. More than half of predominantly black and Hispanic high schools had an officer.

1974-2016 Kimbo Slice, the bearded street fighter who parlayed his YouTube popularity into a mixed martial arts career and worldwide fame, has died at 42. Slice, whose real name was Kevin Ferguson, was taken to a hospital Monday near his home in Margate, Fla. Police said the cause of death was unclear but that foul play was not suspected. Born in the Bahamas and raised in South Florida, he was a strip club bouncer and bodyguard who began competing in street fights in 2003. Videos of his violent knockout wins became wildly popular online. YouTube users saw an intimidating figure who would challenge local men to bare-fisted fights, then slug it out in a Miami-area back yard, parking lot or warehouse. His musclar, swaggering opponents inevitably ended up on their backs. But Slice didn’t gloat over his victims, which might have helped explain his YouTube appeal. In one clip, he can be seen comforting the man whose nose he appears to have just broken.

After gaining internet fame when the phenomenon was still relatively new, Slice studied MMA and eventually competed for several promotions, including the UFC and Bellator, which staged his two most recent fights. While he never won a championship, he became one of MMA’s best-known fighters. He was the star of the first MMA show shown on network TV, on CBS in 2008. With Slice and pioneering featherweight Gina Carano as the top attractions, two CBS shows staged by EliteXC drew big ratings and introduced millions of viewers to MMA. (AP/THE WASHINGTON POST)

Talib shooting is sounding like the Plaxico case When NFL fans heard reports this week that Broncos cornerback Aqib Talib had been shot in the leg, possibly at a Dallas strip club, they were reminded of a similar incident in 2008 in New York involving then-Giants receiver Plaxico Burress. And Talib — like Burress — might have shot himself. Burress ultimately served 20 months in prison on a weapons charge. KUSA in Denver said, “Talib has told people close to him he accidentally shot himself.” As of Tuesday, police had made no charges in Sunday’s incident. Talib, who missed the Super Bowl-winning Broncos’ visit to the White House on Monday, was shot in the right leg. WFAA in Dallas reported that the bullet entered the rear of Talib’s thigh and exited through his calf. WFAA also reported that Talib told Dallas police that he was at a park when the shooting occurred and that he does not recall the details. “Everything was a blur and I was too intoxicated to remember what happened,” he reportedly told authorities. In 2011, Talib faced charges in Texas of assault with a deadly weapon. He was accused of firing shots at his sister’s boyfriend, but the case was dropped. Food trucks will be a regular fixture, though patrons can bring food purchased at nearby Union Market. The beer garden is still a work in progress — more trees, hops and a full-size bocce court are in the works. But for now, there are canvas sails shading picnic tables, a large canopy over the bar and plans to have District Fishwife and the Dirty South Deli food truck serving on Saturdays. And, Strich points out, there are a half-dozen “fancy flushing porta-johns.”

Tysons Biergarten 8346 Leesburg Pike, Vienna; open daily, 11 a.m.-2 a.m. Tysons Biergarten is more than just a beer garden — there are three floors of indoor restaurant and bar space — but most of the attention is on the 5,000 square feet of outdoor space, a mix of grass and pavement covered with picnic tables, cornhole sets and a stagelike area for cover bands and solo musicians. The 18 draft beers are primarily German, with a trio of Belgians. Options include Progusta, an interesting and bitter take on an American IPA from Frankfurt’s BraufactuM, and the usual hefeweizens, radlers and lagers. The menu is heavy on brats, currywurst and potato salad. A basement beer bar, not yet open, promises 100 craft beers in bottles and cans. Interestingly, the bars don’t take cash. Instead, you buy $8 poker chips near the entrance. Each is good for a beer or a food item, and, according to one employee, they never expire — if you buy more than you need one night, you can use them at another time. (Sorry, no refunds.) After a wide open break, Dixie Chicks are back

MUSIC Last week, at an amphitheater in Cincinnati, the Dixie Chicks took the stage in front of thousands. It marked a significant moment for the Texas trio: the first time they have headlined a tour in America in 10 years. After everything that happened with the polarizing group, who would have thought Natalie Maines, Emily Robison and Martie Maguire would ever return? With massive success in the late 1990s and early 2000s, the Dixie Chicks became one of the highest-selling female bands in history with their albums from “Wide Open Spaces” to “Home.” Then, of course, everything imploded in March 2003, when Maines uttered her famous statement about President George W. Bush during a concert in Britain, close to the invasion of Iraq: “We do not want this war, this violence, and we’re ashamed that the president of the United States is from Texas.” Country music fans reacted with horror — the Dixie Chicks were soon dropped from country radio, and their hit single at the time, “Travelin’ Soldier,” plummeted from the top of the charts. In the midst of it all, the group released one more album, the fiery, unapologetic “Taking the Long Way,” and went on another tour in 2006 — some dates had to

be scrapped because of a lack of sales. The tour wrapped in Dallas in December 2006; a couple of months later, they scooped up a bunch of Grammy Awards (including album of the year) for “Taking the Long Way.” After that, it appeared the Dixie Chicks were done … … until now. In the last decade, the trio tried out new projects, as Maines recorded a rock album and sisters Robison and Maguire formed a bluegrass duo called the Courtyard Hounds. Though they performed as the Dixie Chicks on quick tours in Europe and had scattered dates opening for the Eagles in America, this is the first time they’ll attempt a headlining tour (titled DCX MMXVI World Tour) in the United States since the fallout.

While the Cincinnati openingnight tour stop sold out, tickets are still readily available for some shows in other areas, where the group is playing some pretty big venues. And no, in case you’re wondering, they’re still not afraid of speaking up about politics. On a screen with background graphics during the European shows, there were caricatures of all this year’s presidential hopefuls when the group played “Ready to Run.” And during their famed hit “Goodbye Earl” (about two women who poison a physically abusive man), the screen showed a picture of abusive men throughout history — and an image of Donald Trump with devil horns. Lit Hub announced Tuesday the launch of Book Marks, which grades books based on multiple literary reviews. Book Marks compiles more than 70 outlets ranging from The New York Times to the Las Vegas Weekly. Reviews will include links to the original publications, and individual books will be assigned composite letter grades by Lit Hub editors. Hilton, 22, admitted in court to using drugs while on probation for a 2014 incident in which he made threats against a flight attendant.
