Police say a dump truck driver has been arrested in New Jersey after a computer check of her license plate revealed she had nearly $16,000 in unpaid tolls and fees. Port Authority Police say Laura Tarrats had been crossing the upper toll plaza of the George Washington Bridge on Monday. Police say they pulled the 42-year-old Wantage driver over after noticing she went through the toll without paying. (AP)
New York City is moving forward with efforts to control the overpopulation of deer on Staten Island with vasectomies. A 2014 aerial survey found 763 deer in Staten Island’s green spaces. Some ecologists believe there might now be more than 1,000. The effort would start in September. Hundreds of bucks would be tranquilized, given vasectomies and released back onto parkland over three years. (AP)

Japanese salamander dies at National Zoo A Japanese giant salamander has died at the National Zoo. Zookeepers said the salamander was a female and 25 years old. The salamander died Monday after staff members said they had noticed that she was “having difficulty maintaining buoyancy.” The nearly 12-pound, 4-foot-long salamander was part of the zoo’s Asia Trail exhibit and had come to the facility in 2009. “The portions are enormous, which only magnifies their flaws. Slices of soft, sepia-toned ‘Many Vegetable Mushroom Loaf’ lead me to believe salt must be a vegetable. Like too many entrees here, the blimp of roast chicken, shot down by woody green beans (with even woodier stems attached), shows up on the heels of an appetizer of bacon ‘lollis.’ Essentially bacon strips threaded on skewers, they resemble a cross between jerky and liquefied cinnamon toast.”
“When, following my first experience here, I polled my guests who lived nearby if they’d return on their own dime, everyone shook his head. After a subsequent dinner, at which every plate went back to the kitchen with more than three-quarters of its contents remaining, my most optimistic dining companion could muster only this faint praise: ‘At least the water was cold!’ Personally, I contemplated asking my editor for hardship pay.”
“Inattention is a prime seasoning. Food & Wine announced Wednesday its 2016 Restaurants of the Year, and The Dabney was among the 10 eateries honored. Chef Jeremiah Langhorne opened The Dabney in Shaw last fall, with an emphasis on mid-Atlantic cuisine. This is the second recent honor Food & Wine has bestowed on Washington chefs. REGION The government has grown so concerned that its Washingtonarea workers can’t get to the office on time during the massive Metro repairs that started this week that it’s now urging federal offices to change their employees’ work schedules. The shift from the rush-hour arrival and departure common for most federal workers to dramatically more flexible schedules could affect thousands of employees who commute to agencies across the region. And it has the potential to shift what we think of as traditional government hours to a more permanent expectation of flexible hours. In a government-wide memo posted on its website Tuesday, the Office of Personnel Management told agencies to get creative, not just by being open-minded in allowing their employees to telework but by allowing them, for example, to work four-day weeks (with four 10-hour days) or to come in when they want — as long as the work gets done. The goal is to help employees get to their jobs by working around the severe constraints of Metro’s SafeTrack project — still commuting, but going and

leaving when they won’t get stuck on a train platform for hours. OPM is urging agencies to consider “compressed” and “flexible” schedules. These are not novel in government, but neither are they in widespread use. The memo provides managers with a list of variables to think about, and offers the possibility that an alternative schedule while the Metro repairs continue through next spring could become permanent. On Monday, the first weekday commute during the repairs, the rail system had no major breakdowns, but thousands of riders faced lengthy delays, crowded trains and commutes that may only get more difficult. Ridership also was down compared with a
normal weekday, thanks to an education campaign by Metro that urged people to stay away from public transit. As they make decisions on employees’ new work schedules, agencies should communicate “their expectations for employees electing to use any new flexibilities,” OPM said. The memo also noted that shifting the hours someone works is often subject to their agency’s collective bargaining agreement. Some of these agreements with federal employee unions require feasibility studies for any change, which could take months. Others allow labor and management to work informally on the best approach. Garland set to speak at D.C. elementary Merrick Garland, President Barack Obama’s pick for the open seat on the Supreme Court, has kept a relatively low public profile while his nomination has been stuck in limbo for nearly three months. Next week, the chief judge of the U.S. Court of Appeals for the D.C. Circuit will be delivering a speech a mile away from the U.S. Capitol and open to the news media: He’ll be speaking at an elementary school graduation ceremony in Northeast. Garland, 63, is scheduled to deliver the fifth-grade commencement speech at J.O. Wilson Elementary School, where he has tutored students for the past 18 years, on June 15 during an “If you can dream it, you can do it!” themed ceremony at the Atlas Performing Arts Center on H Street NE. Jury finds ex-D.C. emergency room nurse guilty of sexual assault of patients
Four men were shot Wednesday afternoon outside a liquor store at New York Avenue and North Capitol Street in Northwest, snarling the traffic along one of the city’s busiest thoroughfares. One man was struck multiple times and three others were hit in their legs, according to police, who said none of the injuries appeared to be life-threatening. Late victim’s blinks send man to prison for murder A Prince George’s County jury has found a man guilty of murder after the paralyzed victim identified his shooter by blinking. The jury found 25-year-old Jermaine Hailes guilty of first-degree murder on Tuesday in the 2010 shooting of 29-year-old Melvin Pate. Pate was left paralyzed from the chest down after the shooting. A video showed him identifying Hailes from a lineup by blinking at a photo of the shooter. Pate died before Hailes went to trial, but police had recorded the lineup. Hailes faces life in prison. Teacher is arrested for taking pics of students A Bethesda-Chevy Chase High School teacher was arrested for using his cellphone to take pictures of female students without their consent in his classroom, according to a letter the school’s principal sent out to parents Wednesday. Todd Scriber, a 38-year-old science teacher, of Gaithersburg, was charged with three counts of sexual abuse of a minor. The students were fully clothed in the photographs, though some of the pictures “emphasized various areas of the female anatomy,” according to the police department. (TWP)

local MONTGOMERY COUNTY Officials said speed and inexperience contributed to a horrific crash that claimed the lives of three Clarksburg High School football players Tuesday night, just hours before the school was set to celebrate its graduation. Jacob Tyler Dennis, 17, of Boyds, had only had his provisional license for three months when he lost control of a Ford F-250 pickup truck on a sharp curve in Damascus shortly after 11:35 p.m. Tuesday, police said. “We believe speed was a factor because he was unable to
negotiate the curve,” said Capt. Tom Didone, commander of the traffic division at Montgomery County Police. “There’s no indication that alcohol was a factor.” Dennis was killed, as were his two passengers, identified as Patrick Andrew Shifflett, 18, of Laytonsville, and Cary Mauri’ce Greene, 17, of Clarksburg. The teens were all juniors at Clarksburg High School, which was in shock and mourning during a graduation on Wednesday. More officers file suit against top prosecutor Two more officers charged in the death of a 25-year-old black man in police custody have filed suit against Baltimore’s top prosecutor. Officers Edward Nero and Garrett Miller, who were charged with misdemeanors in the death of Freddie Gray, have sued State’s Attorney Marilyn Mosby and Maj. Sam Cogen of the sheriff’s office for defamation of character, violation of rights and false imprisonment. Nero was acquitted last month. Miller is scheduled to stand trial in July. Three other officers already have filed similar lawsuits in state and federal court. (AP)

POLITICS Eight years ago, Hillary Clinton and Barack Obama were competitors who had taken several well-publicized swipes at each other. But an unexpected alliance developed after their 2008 campaigns. Now, after dutifully supporting Obama’s presidency, Clinton is ready to reverse the roles. Clinton and Obama have already met a couple of times at the White House since she launched her presidential bid and they chat by phone periodically — including on Tuesday night, when Obama called to congratulate her on clinching the nomination. The president hasn’t provided tactical advice, according to an individual familiar with the conversations, but he has offered broad guidance about the importance of Clinton staying true to her own values and the issues that matter. But his role is likely to change dramatically in the coming days and weeks — and Clinton’s team can’t wait. Many of her top staffers served as senior Obama administration officials, and they believe the president’s political gifts and enduring popularity will only help her in the general-election contest against Donald Trump. Several Democrats said the president probably will serve a similar role to the “explainer in chief” function that Bill Clinton played for Obama in 2012, pointing out flaws in the Republicans’ arguments. Obama’s and Clinton’s comfortable rapport was not inevitable. There were some particularly sharp moments, but the breach was repaired as both Clinton and

Police fielded complaints that a pickup truck was being driven erratically just minutes before the vehicle slammed into a group of bicyclists in Michigan, killing five, authorities said. At least four more bicyclists were injured in the crash Tuesday evening in Kalamazoo County’s Cooper Township, south of Grand Rapids. The truck driver, described as a 50-year-old Michigan man, is in custody but has not been charged. The bicyclists had been riding as a group. Four killed in shooting near Israel’s Defense Ministry
Iraqi troops enter Fallujah for first time in over 2 years
At least four people were killed and several seriously wounded in a mass shooting at a trendy Tel Aviv open-air market Wednesday night. The attacks occurred near Israel’s version of the Pentagon. Police said two assailants were in custody and one of the gunmen was wounded. Israeli media, citing security officials, said the assailants were cousins from a Palestinian village near Hebron in the West Bank. Israel has been struggling to cope with eight months of Palestinian attacks that have killed 28 Israelis and two Americans. A column of black Humvees carrying Iraqi special forces rolled into southern Fallujah on Wednesday, the first time in more than two years that government troops have entered the western city held by the Islamic State group. The counterterrorism troops fought house-to-house battles with the militants in the Shuhada neighborhood, and the operation to retake the city is expected to be one of the most difficult yet. Fallujah is one of the last ISIS strongholds in Iraq. 12 ex-Gitmo detainees implicated in U.S. deaths NATIONAL SECURITY The Obama administration believes that at least 12 detainees released from the prison at Guantanamo Bay, Cuba, have launched attacks against U.S. or allied forces in Afghanistan, killing about a half-dozen Americans, according to U.S. officials. In March, a senior Pentagon official made a startling admission to lawmakers when he acknowledged that former Guantanamo inmates were responsible for the deaths of Americans overseas. The official, Paul Lewis, who oversees Guantanamo issues at the Defense Department, provided no details, and the Obama administration has since declined to elaborate publicly on his statement because the intelligence behind it is classified. But The Washington Post has learned additional details about the suspected attacks, including the approximate number of detainees and victims involved and the fact that, while most of the incidents were directed at military personnel, the dead also included one American civilian: a female aid worker who died in Afghanistan in 2008. The officials declined to identify her and declined to give an exact number for Americans killed in the attacks, saying the figure is classified.

A Pentagon official disclosed attacks by former Guantanamo Bay inmates.
One U.S. official said that nine of the detainees suspected in the attacks are now dead or in foreign government custody. The official also said there were fewer than 15 detainees involved in total. All of them were released from Guantanamo Bay under the administration of George W. Bush. Most of those suspected of re-engagement are Afghan, reflecting those detained after Sept. 11. More than 200 Afghans have been repatriated from the prison. The official added: “Because many of these incidents were large-scale firefights in a war zone, we cannot always distinguish whether Americans were killed by the former detainees or by others in the same fight.” Lawmakers see the violence against Americans as evidence that the president’s plans for closing the prison are dangerous. Military and intelligence
officials have provided lawmakers with a series of classified documents about the suspected attacks. One recent memo described the attacks, named the detainees involved and provided information about the victims without giving their names. But lawmakers are prohibited from discussing the contents of that memo because of its high classification level. Sen. Kelly Ayotte, R-N.H., urged Obama in a letter this week to declassify information about how many U.S. and NATO personnel have been killed by former detainees. “There appears to be a consistent and concerted effort by the Administration to prevent Americans from knowing the truth regarding the terrorist activities and affiliations of past and present Guantanamo detainees,” Ayotte wrote. In two tests designed to reveal a shark’s boldness and ability to cope with stress, Australian researchers timed how long it took a shark to venture out of an underwater enclosure and how many times it flapped its tail after it returned to the water — a stress indicator, New York magazine reports. Superstitions spur killings of albino Africans MALAWI Over the past year and a half, a disturbing and violent trend has been growing in Malawi. Since November 2014, at least 18 people with albinism, a congenital condition resulting in a lack of pigment in the skin, hair and eyes, have been murdered, and many others have been raped or harassed. Four of the killings were in April, the bloodiest month recorded so far. In a report released on Tuesday, Amnesty International accuses Malawian police of failing to protect the albino population, and the Malawian government of failing to educate its citizens about albinism’s natural causes. Superstitions about albinism, which is more common in subSaharan Africa than anywhere else, are rife. Some believe that having sex with an albino woman can cure HIV. Others believe that the bones of albino people contain gold or have medicinal or magical properties. That belief is fueling a spate of murders by gangs that, allegedly, can make as much as $75,000 selling a “full set” of albino body parts, according to the International Federation of the Red Cross. Many people with albinism are shunned by their families, and the abductions and killings have instilled fear in the albino population. Last month they flew from Texas’ Rougned Odor to the jaw of Blue Jays slugger Jose Bautista for a slide gone bad, then Tuesday night from Baltimore’s Manny Machado to the head of Royals right-hander Yordano Ventura for a pitch directly at him. Machado’s fury-filled charge is being praised around baseball. “Loved it,” Cubs manager Joe Maddon said. Buck Showalter, the Orioles’ manager, was asked if he was disappointed in Machado’s reaction to being drilled with a 99 mph fastball. The answer was swift and sure: “No.” Machado, one of the game’s best players, said Tuesday night: “I don’t regret anything.”
Said Cubs first baseman Anthony Rizzo: “Everyone who goes to a hockey game that’s not a big hockey fan is saying, ‘Oh, I hope I see a fight.’ I’m not saying you want that with baseball. But the two fights this year have been pretty healthy, in my opinion.” Major League Baseball officials don’t agree, however. They suspended Odor for eight games (later reduced to seven) for punching Bautista. A Fort Worth barbecue joint responded by offering him free food for life. MLB on Wednesday was still reviewing Machado’s incident, with discipline sure to come. Ellie Goulding Ellie Goulding has the trappings of a pop star, along with the occasionally more intimate impulses of a folk singer. On her tour for “Delirium” — an album of candy-coated pop — she sings the lush electronic anthem “Devotion” solo with an acoustic guitar. Other songs are delivered as coordinated dance numbers with multiple costume changes and a light show befitting an arena tour, creating a rich contrast of divergent desires. And “On My Mind” is a sex-positive anthem that’s anything but a typical longing love song.

No artist has had more of an impact on country music in the past year than Chris Stapleton, right. But the Nashville singersongwriter has been leaving his fingerprints all over the genre for more than a decade, penning songs for Tim McGraw, Kenny Chesney, Darius Rucker and many others. Yet it wasn’t until Stapleton’s solo debut, last year’s “Traveller,” that the former frontman for bluegrass band the SteelDrivers started racking up accolades and fans. In June, Stapleton will share a bill with Jason Isbell, who lives around the fringes of country music. A songwriter with the ability to paint vivid, often stark Southern stories, the Alabama native is a formidable guitarist who covers songs by Neil Young and the Rolling Stones.
Singer-songwriter and rapper Anderson .Paak isn’t the type of musician who can be easily filed into a single genre. The Oxnard, Calif., native, born Brandon Park Anderson, started his career releasing EPs under the name Breezy Lovejoy, but in 2014 he released his debut studio album, “Venice,” under his current moniker. His eclectic sound mixes soul, funk, R&B and hip-hop, and he’s also experimented with boom bap, a subgenre of hip-hop made popular in the 1990s. Last year, he contributed his raspy and soulful vocals to Dr. Dre’s “Compton,” which was released alongside the critically acclaimed N.W.A. biopic “Straight Outta Compton.” Fillmore, 8656 Colesville Road, Silver Spring; June 16, 8 p.m., $20-$22. The world seemed to stop on April 23 when Beyonce, left, surprise-released “Lemonade,” her sixth record, as a film on HBO. Like her 2013 self-titled visual album, “Lemonade” was an instant hit, buoyed by the record’s narrative of a wife scorned by a cheating husband. Unlike anything else in her discography, “Lemonade” flirts with reggae (“Hold Up”), classic rock (“Don’t Hurt Yourself”) and country (“Daddy Lessons”) while still managing to sound decidedly like a Beyonce album. Her stadium tour — Beyonce’s first since her “On the Run” outing with Jay Z in 2014 — has been equally flawless, with tributes to Prince joining such new tracks as “Formation” and “Sorry” on the set list.
When Jerry Lee Lewis flew to London in 1958, he was one of the biggest stars in rock-and-roll. When he returned, his career was collapsing in scandal, as news of his marriage to a 13-year-old cousin spread. Something similar happened to the Dixie Chicks, who flew to London in 2003 as the biggest stars in country music,

only to return with their career collapsing as news spread of their blunt criticism of President George W. Bush. Lewis recovered to have a long and productive career, and the Dixie Chicks, whose last studio album came out in 2006, are bidding to do the same with this summer’s reunion tour.

Guns N’ Roses doesn’t traffic in subtlety. From the driving central riff of “Welcome to the Jungle” to the epic “Use Your Illusion” albums, these California hard rockers have squeezed as much melody and pure intensity out of their songs as anyone in the genre. With hair as big as their outsize personalities, Axl Rose, right, and Slash openly feuded to the point at which a reunion seemed impossible. That is, until they took the stage at the Troubadour in West Hollywood this spring for a secret show. If that performance is any indication, expect them to sound as tight as ever.

That same mentality dominates “The Chris Gethard Show,” his bizarre public access show turned Fusion TV series, which has pulled in famous guests like Will Ferrell and Sean Combs. Given that Oliver’s been spending less time on the road, it will be interesting to see him flex his stand-up muscles again, just as the presidential election enters its final weeks.
Ron Funches holds the record for most wins on Comedy Central’s latenight game show “@midnight,” a title that holds some cachet in comedy circles. It’s easy to see why Funches has been such a success on the show: He’s quick on his toes, having performed a season of his recently canceled NBC sitcom “Undateable” live each week, and he’s an affable, lovable personality with one of the best giggles in the game.

‘Bettina Pousttchi: Double Monuments’

In her series “Double Monuments for Flavin and Tatlin,” the Berlinbased artist incorporates rails, street barricades and metal crowd barriers into sculptural forms with spiraling vertical towers and neon light tubes. The sculptures reference the work of Russian constructivist, sculptor-architect Vladimir Tatlin from the 1920s, and American minimalist artist Dan Flavin from the 1960s.

The crab cake variety ($8.95), served bare on a pillowy bun, is more slider than sandwich, and the rickety, standing-room-only wood dining barge doesn’t exactly encourage lounging. But there’s something wistful about looking out at the Washington Channel, amid the sour ocean funk, when you know change is arriving soon.

Surrounded by water on all sides, the simple elevated patio offers views of sailboats and water taxis entering the harbor, the city’s skyline and the Domino Sugar plant. Take a hike at Great Falls Park There are two types of hikers: Those who crave strenuous rockscrambling trails, and those who just want to amble to a pretty view. If you’re in the first group, head to the Billy Goat Trail’s 1.7-mile Section A, a grueling journey that the National Park Service estimates to last about three hours. The rest of us can venture to the other side of the Potomac River to Great Falls Park. The breezy River Trail is about the same length as the Billy Goat Trail, and both offer cliff edges and water views. But the former suits moderate hikers who, every now and then, can gaze across the river at fellow ramblers as they clamber over stones. Feel free to wave. The author of “The Shipping News” and the short story “Brokeback Mountain,” Proulx returns with an intense novel about two 17th-century woodcutters (aka barkskins) in New France (now part of the U.S. and Canada). Indentured and poor, Rene Sel and Charles Duquet struggle to find fulfillment as they level the woodlands. The novel traces their descendants over the course of 300 years, revealing what happens when you destroy too many forests.
Following up 2014’s runaway summer-reading hit “The Vacationers,” Straub doesn’t disappoint with her latest novel, “Modern Lovers.” It’s a tender look at the complexities of human relationships as seen through three former bandmates — now married (two to each other), living in Brooklyn and parenting teenagers. Still, it has a killer cast (Melissa McCarthy, Kristen Wiig, Kate McKinnon and Leslie Jones) and ectoplasmic slime, so we’re in.
Melissa Mathison — who died after completing this script — adapt Roald Dahl’s 1982 book about a Big, Friendly Giant (Oscar winner Mark Rylance, with a bit of CGI magic). The BFG, as he is called, takes a lonely orphan girl under his wing, protecting her from other, less sociable ogres. JULY 1

“You have no idea what you’re dealing with!” That line (or some variation on it) appears in all three “Bourne” films starring Matt Damon. But after the original trilogy about an amnesiac, CIA-trained killing machine — and the Damon-free “The Bourne Legacy” — don’t we have a pretty good idea of what to expect? ‘Call of Duty XP’ returns The gaming convention is getting a second shot after a five-year break
VIDEO GAMES Activision is re-enlisting “Call of Duty XP.” After a five-year hiatus, the video game publisher is organizing a second edition of the fanfocused convention to celebrate the popular military shooter franchise. The three-day event will host this year’s “Call of Duty” championship, the culmination of a
yearlong tournament featuring 32 teams vying for a prize pool of $2 million. “Call of Duty XP” is set for Sept. 2-4 at the Forum in Inglewood, Calif. The event is expected to draw 10,000 fans. “We wanted to seize the opportunity to bring back a great fan event and make it bigger,” said Eric Hirshberg, CEO of Activision Publishing. “Call of Duty XP” will feature the unveiling of the multiplayer modes from the upcoming entries “Call of Duty: Infinite Warfare” and “Call of Duty: Modern
Warfare Remastered.” Activision will also bring “Call of Duty” to life with such realworld activities as a paintball battle modeled after the Nuketown map from “Black Ops III” and a laser tag course inspired by the zombie mode from “Infinite Warfare.” The inaugural “Call of Duty XP” event in 2011 drew more than 6,000 fans to a 12-acre compound in Playa Vista, Calif., and featured a performance by Kanye West. ‘Ali’ will return to theaters this weekend in tribute
Sunday’s Tony Awards telecast will feature performances from all nine new and revival musicals that were nominated, including one that has already closed. The shows “Hamilton,” ‘’Fiddler on the Roof,” ‘’Waitress,” ‘’Bright Star,” ‘’She Loves Me,” ‘’School of Rock,” ‘’The Color Purple,” ‘’Shuffle Along” and “Spring Awakening” will get time to shine, as will “On Your Feet!” which missed the new musical cut. The ceremony, with host James Corden, will air at 8 p.m. on CBS. (AP)
Music producers in New York state might soon receive a tax credit similar to what film companies receive. Lawmakers are reviewing a proposal for a 25 percent tax credit for New York City metro-area production companies and 35 percent for those upstate. It would cover costs including studio and instrument rental fees. Marty Golden, a Brooklyn Republican sponsoring the bill in the state Senate, says he hopes the tax credit will create jobs and “an economic engine” for the state. (AP)
The 2001 Muhammad Ali biopic “Ali” will return to theaters this weekend in honor of the late boxing legend. Sony Pictures said Michael Mann’s film, starring Will Smith, will play in a few hundred theaters nationwide. Following Ali’s death Friday at 74, some theaters have also scheduled screenings of “When We Were Kings,” the 2006 Oscar-nominated documentary that chronicles the 1974 “Rumble in the Jungle” between Ali and George Foreman. FILM Mark Barden and David Wheeler share intimate details of their families’ struggles following the Sandy Hook Elementary School massacre in “Newtown,” a documentary getting its first public showing in Connecticut this weekend. The men, whose first-grade children were among the 26 people gunned down inside the school in December 2012, say they wanted people to understand the grief in Newtown, Conn., and to open up lines of communication among those affected by the tragedy. Wheeler said that already has begun to happen. He said he’s had conversations with fellow residents after private screenings in Newtown that wouldn’t
have taken place without the film. “It is perfectly natural to be uncomfortable in the wake of this tragic, horrific experience. It is perfectly natural not to know what to say or do,” said Wheeler, whose son Ben died at Sandy Hook. “Connection and conversation can help ease that. I hope this film can help facilitate those conversations.” The film debuted this year at the Sundance Film Festival and is showing this weekend at the Greenwich International Film Festival. It focuses on the aftermath of the shooting in the Newtown community by following victims’ families, first responders, teachers, neighbors and clergy. Director Kim Snyder said she hopes the documentary shows a sense of purpose and community resilience. “Newtown” is scheduled for a wider theatrical release in September. (AP)
