The U.S. Coast Guard last week picked up a 32-year-old man and his dog from an inflatable, duct-taped watercraft when it started to take on water in a channel near Juneau, Alaska. The Coast Guard also said the inflatable was homemade. And to make the outing even more dangerous, the man wasn’t wearing a life jacket. At least the weather was mild. (AP)

Authorities in Parsippany, N.J., said a motorist last week struck a fire hydrant and a mailbox and then took off — with the hydrant still stuck to his car. Police didn’t need to do a lot of detective work to find him. They followed a trail of water from the scene of the crash to a local home, where they found the car and the hydrant. The driver, 27, was found in a nearby diner. Charges against him included criminal mischief. (AP)

Disneyland visitors got more adventure than they wanted when a flock of geese let go in flight. Officials in Anaheim, Calif., said 11 adults and six kids were hit by bird droppings Friday night. Before it was clear what happened, a hazardous materials team was sent to Main Street near the Sleeping Beauty Castle. But the crisis was resolved when park workers took the guests to a private restroom to clean up and gave them fresh clothes. (AP)

Somber celebration in D.C. Equality March reflects on the Pulse rampage on its first anniversary

THE DISTRICT The thousands who came from across the country for the National Equality March in D.C. on Sunday waved rainbow pride flags and walked beneath posters that read simply, “Remember Pulse.” The mood at the march, organized as a demonstration to protect the rights of the broader gay community, was at times celebratory and at others somber as participants gathered to commemorate the anniversary of the worst mass shooting in U.S. history at an Orlando, Fla., nightclub that left 49 dead a year ago today. Joel Johnson traveled from Fort Lauderdale, Fla., to help carry a banner bearing the faces of the Orlando victims through the streets of D.C. “I feel very much a part of something greater than I am,” Johnson said. The march ended with survivors from the shooting standing on a stage in front of the U.S. Capitol to address the crowd who had rallied in front of the White House chanting, “Love, not hate,

The annual Capital Pride Parade was rerouted due to a group of protesters who blocked the initial route. Police say the parade was stopped for a short time Saturday due to demonstrators. The parade continued on a different route after the brief stoppage. The protesters were from a group called No Justice, No Pride. The group says the festival is too closely connected to corporations and groups that members believe further marginalize transgender people. The group says on its Facebook page that it exists to “end the LGBT movement’s collusion with systems of oppression.” (AP)

Prosecutors: Police targeted in D.C. crash

District police examine the scene Thursday after a crash left two officers injured in Adams Morgan.

Timmer said in court Saturday. Public defender Jacqueline Cadman said Figures-Mormon was intoxicated during the collision and that the government had no evidence he meant to kill. He had smoked some concentrated marijuana at a club before the collision, charging documents state. “What we don’t have is any intent on his part to hit these individuals,” said Cadman, who argued he should be released on

his own recognizance. “There is absolutely no intent here.” After taking Figures-Mormon into custody, investigators also found a military-style weapon they described as the Romanian version of an AK-47 in the truck’s backseat, police said. Figures-Mormon was charged with assault with intent to kill, illegal possession of a firearm, reckless driving and related charges in the incident that left two police officers hospitalized and a city worker hurt. One officers has since been released from the hospital. The other was in critical but stable condition. Judge Kimberley Knowles said at Saturday’s court hearing that there was evidence — including Metrobus video and several witness statements — that FiguresMormon “directly aimed” at the officers and had ample opportunity to stop his car before hitting others but kept charging ahead. “He is a danger to the community,” Knowles said before ordering him to appear in court again June 20. After recent confusion over local policy, the Town Council unanimously passed an ordinance in an emergency session Saturday. The ordinance, which takes effect immediately, says “there is no constitutional right for an individual to appear in public nude or in a state of nudity.” It clarifies that anyone showing “the female breast with less than a fully opaque covering” would be violating the law and subject to a fine of up to $1,000. Park Service draining Lincoln reflecting pool The National Park Service says it’s draining the Lincoln Memorial Reflecting Pool for cleaning. Officials said the draining began Sunday and the pool should be refilled and operational June 19. They said the pool’s cleaning comes after a waterborne parasite affected the local duck population. About 80 ducklings have been found dead in the pool since late last month. (AP)

A leader at one of Virginia’s largest mosques has resigned after the imam there made comments in support of female genital mutilation. Imam Johari Abdul-Malik, who was director of outreach at the Dar Al-Hijrah mosque in Falls Church, posted his resignation Friday. THE DISTRICT The Virginia man who plowed through one of the District’s busiest nightlife districts Thursday night intentionally aimed his white pickup truck at police with the intent to kill and had made anti-police statements the day before, according to prosecutors and court records. A judge ordered Brandon Figures-Mormon, 22, of Disputanta, Va., held without the possibility of release during his first appearance in D.C. Superior Court on Saturday after the alleged attack in Adams Morgan injured two police officers and a city worker. The officers were on foot, directing traffic. Prosecutors said the suspect advocated killing law enforcement, and in the past told someone “all police need to die.” “He made an affirmative choice to run down the police officers,” Assistant U.S. Attorney John B.

POLITICS Fellow Republicans pressed President Trump on Sunday to come clean about whether he has tapes of private conversations with former FBI Director James Comey and to provide them to Congress if he does — or possibly face a subpoena, as a Senate investigation into collusion with Russia or obstruction of justice extended to a Trump Cabinet member. It was a sign of escalating fallout from riveting testimony from Comey last week of undue pressure from Trump, which drew an angry response from the president on Friday that Comey was lying. “I don’t understand why the president just doesn’t clear this matter up once and for all,” said Sen. Susan Collins, R-Maine, a member of that committee, referring to the existence of any recordings. She described Comey’s testimony as “candid” and “thorough” and said she would support a subpoena if needed. Trump “should voluntarily turn them over,” Collins said. Sen. James Lankford, R-Okla., also a member of that committee, agreed the panel needed to hear any tapes that exist. “We’ve obviously pressed the White House,” he said.

President Trump on Sunday accused James Comey of “cowardly” leaks.

Trump’s aides have dodged questions about whether conversations relevant to the Russia investigation have been recorded, and so has the president. Pressed on the issue Friday, Trump said, “I’ll tell you about that maybe sometime in the very near future.” On Sunday, Trump accused Comey of “cowardly” leaks and predicted many more from him. “Totally illegal?” he asked in a tweet. “Very ‘cowardly!’” Meanwhile, Attorney General Jeff Sessions is scheduled to face questions from the Senate Intelligence committee Tuesday. Whether that hearing will be public or closed is not yet known. Lankford said Sessions’ testimony will help flesh out the truth of Comey’s allegations, including

Sessions’ presence at the White House in February when Trump asked to speak to Comey alone. Comey alleges that Trump then privately asked him to drop a probe into former national security adviser Michael Flynn’s contacts with Russia. Sen. Jack Reed, D-R.I., said “there’s a real question of the propriety” of Sessions’ involvement in Comey’s dismissal, because Sessions had stepped aside from the federal investigation into contacts between Russia and the Trump campaign. Comey was leading that probe. Reed said he also wants to know if Sessions had more meetings with Russian officials as a Trump campaign adviser than have been disclosed. HOPE YEN (AP)

Manspreading — the practice of sitting with legs splayed apart to take up maximum space — is being targeted in Madrid. Public transportation officials in the city are running a new campaign to dissuade passengers from spreading their legs. Officials this week announced that signs will go up in its city buses, and on the metro as well. The decision to put up the signs came about after the women’s group Mujeres en Lucha organized an online change.org petition pushing Madrid officials with the hashtag #MadridSinManspreading, or “Madrid without manspreading.” The city will join others such as New York, Philadelphia and Seattle, which have all run ads against men who spread. Hate crime charges filed in shooting of Indian men A man accused in a bar shooting in suburban Kansas City that left one Indian national dead and another wounded was indicted by a federal grand jury on hate crime charges, the Justice Department said Friday. The indictment against Adam Purinton, 52, of Olathe, Kan., comes after a Feb. 22 shooting at Austin’s Bar and Grill in Olathe. Witnesses said Purinton, who is white, yelled “get out of my country” at Srinivas Kuchibhotla and Alok Madasani, both 32, before he began shooting. Kuchibhotla died and Madasani was injured. 3 U.S. service members killed by Afghan soldier Three U.S. soldiers were killed and another was wounded Saturday in eastern Afghanistan, the Pentagon said. An Afghan official said the deaths stemmed from an attack by an Afghan soldier, who also died. An Afghan official said the attack took place in the Achin district. The Taliban claimed responsibility for the insider attack, saying the solider was a Taliban loyalist. (AP)

Near-final results from France’s first-round parliamentary elections Sunday showed President Emmanuel Macron’s new movement winning by a large margin and set to land a huge majority in the final-round vote. With 94 percent of votes counted, the Interior Ministry said Macron’s Republic on the Move! party won 28 percent of votes — putting his candidates comfortably ahead of all opponents going into the decisive second round of voting June 18 for the 577 seats in the lower-house National Assembly. Across ethnicities, death rates rise among people in their prime

HEALTH The opioid epidemic that has ravaged life expectancy among economically stressed white Americans is taking a rising toll among blacks, Hispanics and Native Americans, driving up the overall rate of death among Americans in the prime of their lives. Since the beginning of this decade, death rates have risen among people between the ages of 25 and 44 in virtually every racial and ethnic group and almost all states, according to a Washington Post analysis. The death rate among African-Americans is up 4 percent, Hispanics 7 percent, whites 12 percent and Native Americans 18 percent. The rate for AsianAmericans also has increased, but at a level that is not statistically significant. After a century of decreases, the overall death rate for Americans in these prime years rose 8 percent between 2010 and 2015. The jump in death rates has been driven in large measure by drug overdoses and alcohol abuse, according to The Post’s analysis of mortality data from the U.S. Centers for Disease Control and Prevention. “What it reflects is an out-ofcontrol epidemic right now,” said Josh Sharfstein, director of the Bloomberg American Health Initiative at Johns Hopkins. “It’s affecting the economy. It’s affecting the entire community. This is an absolute call to action for public health.” The Post confirmed the

contours of the rise in death rates with CDC officials. The rate is adjusted for the nation’s changing age profile, and every five-year age group (for example, 35 to 39, or 40 to 44) showed an increase in mortality. Preliminary data from the first half of 2016 suggests that the trend is continuing, said Robert Anderson, chief of mortality statistics for the CDC. “I think we’re in for another steep increase in the drug overdose deaths overall,” he said. The rash of deaths is a statistical echo of the 1980s and early 1990s, when the combination of the crack cocaine and HIV epidemics took a heavy toll on young Americans. Opioids stand out among the factors contributing to the current spike. Abuse of prescription drugs has become a national crisis, with addicts overdosing on prescription opioids, their illegal cousin heroin and, increasingly, synthetic drugs such as fentanyl and carfentanil, which are far more powerful and deadly. For more than a century, Americans lived much longer lives because of improvements in areas such as medicine and sanitation. But American mortality appears to have reached an inflection point around 2010, in the immediate aftermath of the Great Recession. Generally positive mortality trends among blacks and Hispanics flattened out, then gradually worsened. The new mortality spike is occurring in almost every state. From 2010 to 2015, 33 states showed death rates rising by at least 10 deaths per 100,000 people in the 25-44 age bracket, including all of New England and

CULTURE Fifty years after Mildred and Richard Loving’s landmark legal challenge shattered the laws against interracial marriage in the U.S., 1 in 10 married Americans are in an interracial relationship. But some couples of different races still talk of facing discrimination and disapproval. The Rev. Kimberly D. Lucas of St. Margaret’s Episcopal Church in D.C. often counsels engaged interracial couples through the prism of her own 20-year marriage — Lucas is black and her husband is white. “I think for a lot of people it’s OK if it’s ... other people but when it comes home and it’s something that forces them to confront their own internal demons ... it’s still really hard for people,” she said. Interracial marriages became legal nationwide on June 12, 1967, after the Supreme Court threw out a Virginia law that sent police into the Lovings’ bedroom to arrest them for being a married black woman and white man. Now, 11 million people — 1 out of 10 married people in the U.S. — have a spouse of a different race or ethnicity, a Pew Research analysis of Census data found. In 2015, 17 percent of newlyweds — or at least 1 in 6 newly married people — had a spouse of a different race or ethnicity. In 1967, only 3 percent of newlyweds were interracial.

Prepared for anything Emergency management graduate degrees can lead to all kinds of job possibilities EDUCATION Aida Orozco Jimenez already knows a lot about floods. Employed by a FEMA contractor, she looks into things like flood maps and building regulations to assess properties’ flood risks. To support her professional development, her boss encouraged her to look for courses that could complement her work experience. So Orozco Jimenez took a free introduction to emergency management course through FEMA’s Emergency Management Institute’s Independent Study Program. That opened her eyes to the fact that her full-time job was just one part of the disasterresponse picture. “This is a very scientifically guided field, but it’s also very socially oriented,” Orozco Jimenez, 25, says. She’s now in her second semester at the Georgetown University School of Continuing Studies, working toward a master’s of professional studies degree in emergency and disaster management. She started the program with the goal of becoming an emergency manager

for a city or county, but quickly learned there are all kinds of jobs where she could apply what she’s learning. Plenty of other students are choosing to pursue graduate studies in emergency management. After all, with threats of terror attacks, severe weather, flu pandemics and other disasters seeming to lurk around every corner, there’s a wide variety of situations to prepare for and respond to — or prevent. “The field of emergency management is not just a field where you have to decide where to put the fire trucks,” says Tim Frazier, associate professor and faculty director of the emergency and disaster management program at Georgetown University. “It’s a very complex, complicated field dealing with very complicated societal issues.” Like other programs in the area, Georgetown uses case studies and real-world examples to get students familiar with emergency management standards and test their critical thinking under pressure. It offers both an MPS degree aimed at entry-level

or mid-career students and an executive master’s for those with more work experience under their belts. George Washington University offers a graduate certificate in homeland security emergency preparedness and response, and another in emergency management and public health through its Department of Engineering Management and Systems Engineering. “We focus on management science and its applications in emergency management,” says Joseph Barbera, co-director of the Institute for Crisis, Disaster and Risk Management at GWU. “That underpinning of management

science is what distinguishes us from many other programs.” At University of Maryland University College, students can obtain an M.S. in management with an emergency management specialization. The online program has attracted students with experience in fields ranging from law enforcement and the military to environmental science, as well as recent college graduates and career changers. “We respect students’ backgrounds and interests, and we cover as many subjects as possible related to [FEMA’s] National Preparedness Goal to make this country and the globe safe,” says Irmak Renda-Tanali, program chair for homeland security and emergency management at UMUC. (The goal is for the U.S. to be a secure country with the ability to prevent, respond to and recover from natural disasters, terrorist and cyber attacks, health epidemics and other catastrophes.) Forgiveness not entirely forgotten The Department of Education announced in May that the hundreds of thousands of doctors, lawyers, teachers and social workers on track for a form of student loan forgiveness will not be affected by President Trump’s proposal to get rid of the benefit. The 2018 White House budget calls for the elimination of Public Service Loan Forgiveness, a program that wipes away federal student debt for people in the public sector after they have made 120 qualifying monthly payments, or 10 years’ worth of payments. Education officials put those concerns to rest by clarifying that the president’s proposal would only affect people taking out loans on or after July 1, 2018. When studying for emergency management degrees, graduate students use lessons learned from past disasters to come up with potential responses to incidents that could happen in the future. “We have many, many scenarios that we often change depending on what’s hot and to give students options,” says Irmak Renda-Tanali, program chair for homeland security and emergency management at University of Maryland University College. UMUC grad students map out emergency responses for theoretical clients like the Port Authority of Brunswick, Ga., whose worst nightmare would be a terrorist cell sinking a tanker in the shipping channel just as a Category 4 or 5 hurricane was bearing down on the area. Students use course materials, resources from the federal government and other sources, and their own work experience to create slide presentations and other deliverables. B.L.

Turn wood into a pen: No magic, or skill, required CRASH COURSE The three other students and I in the “Introduction to Pen Making” class at the Woodworkers Club in Rockville are discussing our woodworking ability. One has taken the center’s bowl-turning class, another “Introduction to

the Lathe.” The next has just bought a lathe. Then it’s my turn. “I have put together IKEA furniture? And sometimes I get it right?” That’s OK, instructor Roman Steichen assures me. The class requires no experience. And so here I am, looking at some wood I am going to try to turn into a pen. The 6-inch square of wood is called a “blank,” and the first thing Steichen does is give each

of us a practice blank already mounted on a lathe. (Everyone gets his or her own lathe.) The lathe spins the wood, and I use a gouge (a metal tool with a curved end) to round it. It takes a light touch, as pushing too hard will make a crater in the wood — but

too lightly means you won’t shape the blank enough. After we shape our practice blanks, it’s time for the real thing. It’s nearly impossible to imagine the pen hidden in this block of knotty maple. We bore holes through our

blanks using a drill press, then cut the blanks in half; one piece will be the upper half of the pen, the other the lower. Then we put metal tubes, which will hold the ink cartridges, into each half. To get the tube into the pen, you cover it with quick-drying glue, then shove it in and twist. If you don’t do it fast enough, it won’t sit properly. Guess what I do? Or rather don’t do? Steichen rescues me and is pretty sure it’ll still work. We sand the edges down, and it’s back to the lathe. The sawdust flies as I find myself in a situation similar to tweezing my own eyebrows: a little off here, a little off there, no that’s too much, let’s try a little more off this side, no that’s too much, and on and on. When Steichen offers his advice, he does so gently and without

ahead condescension. Finally, we sand and varnish the pieces. Using a pen press to mush the halves together, we line up our two pieces with the ink cartridge and make them one pen. That’s what is supposed to happen, anyway. Due to my earlier glue-related mishap, my pieces don’t quite line up. Steichen manages to turn my incompetence into an actual writing implement. There is something special

about making an item you usually buy, and it’s even better because my new pen is such an improvement from my chewed-up Bics. I show my pen to basically everyone I meet, and briefly consider making it my Facebook profile picture. Forever the campy Batman

APPRECIATION The high-camp TV series “Batman” burned so brightly in the ’60s night zeitgeist, and then so swiftly burned out, that it took both the Caped Crusader and the man who played him years to recover from the program’s future pop impact. Despite what the rogues’ gallery of skeptics might still say, both Batman and Adam West — who died Friday at age 88 — were greatly enriched by this garishly bold supernova of a show. To at least a generation of young Bat-lovers, the cheeky ABC series was their true introduction to the DC Comics crimefighter created by Bob Kane and Bill Finger. The candy-colored costumes and sets. The askew camera angles. The balloonpopping special-effect “sounds.” The over-the-top character-actor villains. And of course, Neal

Hefti’s earworm of a theme song. “Batman” became such a hot hit for ABC that it aired twice a week at one point. But by 1968, the audience fell away. Suddenly, it was “Holy Typecasting, Batman!” West had broken into ’50s TV and film largely by playing Western lawmen, and he also found a home on crime dramas. He seemed to have a face that lent itself to playing symbols of power and authority. After high-flying “Batman,” the good roles grew scarce, and West moved away from Hollywood. The ’70s and ’80s Bat-books, featuring such future comics industry legends as Neal Adams and Frank Miller, read like dark, forceful correctives to the long shadow of West’s “Batman.” But when Tim Burton’s 1989 film starring Michael Keaton sparked a Bat-renaissance, a re-appreciation of West took hold. West’s campy ’60s star turn gained the distance to become appreciated as warm nostalgia. Burton’s work turned Batman into such a big pop-cultural tentpole

Ouchie, love hurts! A revived game show uses cruel gimmicks. “Love Connection” has been pulled out of the dumpster and relaunched on Fox. “Bachelor” creator Mike Fleiss is responsible for bringing back this ’80s/’90s dating show, which sends a single person on three blind dates and then asks them to pick one for a second date. “Real Housewives” producer Andy Cohen is the host, striving to be as smarmy as inhumanly possible (he asks if a kiss was “nice tongue or darty tongue”). Fox will flush out 15 episodes this summer (Thursdays at 9 p.m.). It’s not exactly the same

show as it used to be. This is 2017, for gosh sake, so “Connection” needs horrifying new gimmicks. The dater and the three dates rate each other on physical appearance! The studio audience picks a favorite of the three dates, just like in the original show, only now there’s a catch: If the audience and dater choose differently, the dater can either a) dump his or her favorite, go with the audience pick and win $10,000 or b) stick with the favorite and get no cash. Also, the follow-up date is an “overnight” affair, because really, who wouldn’t want to spend the night with a stranger you’ve met once on a reality show?

“Connection” has tremendous value as a guide for how not to play the dating game. One bachelor griped that a date ate four out of his five meatballs at dinner and was “a little bigger than I’m used to,” which prompted her to declare with great fabulosity: “You wish you could touch this!” A guy with a man bun took his date to an “escape room” and when she was kicked out for using her phone, he stayed in the room rather than leave with her. That same woman turned down $10K to stick with her favorite guy rather than ditch him for the audience pick (inexplicably, Mr. Man Bun). Then she stood up her man for the overnighter because she heard he’d dated a Playboy bunny right before the show and bragged about it.
