Donald Sanborn said he was about 5 miles into the Garden of the Gods 10 Mile Run when a bear ambled across a roadway near Colorado Springs. Sanborn said the bear seemed to be trying to decide whether to zip across the road filled with runners before a large enough gap finally emerged for it to get through. (AP)

The good news for a 37-year-old woman in Limington, Maine, on Saturday was that after she and a friend got stranded on a rock in the Saco River — their inflatable raft sprang a leak — firefighters helped them safely back to shore. The bad news? A sheriff’s deputy checked the rafters’ IDs and immediately arrested the woman on an outstanding warrant for not paying a $720 fine related to operating under the influence. (AP)

The ultimate Metro playlist TRANSPORTATION Jason Mendelson has a wife and two cats and owns a charming little bungalow in Alexandria. He spends his days as a senior manager at AOL, ensuring that the company complies with tax laws. In other words, he leads a pretty typical suburban D.C. life. Typical, except Mendelson, 38, devoted 61/2 years to writing songs about each and every station in the 118-mile Metro system. That’s 8 CDs and 91 tracks. He finished the quixotic quest in April. “I’ve always known this was probably the only thing I’ve ever done that would get significant recognition, and not finishing would be a complete embarrassment,” Mendelson said. The Unsuck DC Metro blog chronicled the undertaking with this Onion-esque headline: “Area Man Aims to Write a Song About Every Metro Station.” “I’m looking forward to hearing how dark his lyrics become once he starts composing Red Line songs,” wrote one

commenter on the post. Metro Songs didn’t land Mendelson in counseling, and at $5$10 for a CD, it certainly has not made him rich. But it did teach him and the folks he pulled into his orbit over the course of the nearly seven years that inspiration can be found in the oddest of places. Musician Matthew James Scott remembered hearing about the project long before he met Mendelson. “I thought, ‘That’s crazy, what’s that about?’ ” Scott recalled. But

Scott said when he and Mendelson finally met it helped them bond. Scott would later contribute to the Metro Songs project playing trumpet in the band that Mendelson formed to showcase his work. Mendelson tapped the Mississippi native, who has a background in mental health, to help him write and record the song, “Congress Heights,” which chronicles the history of St. Elizabeths Hospital, the first federally operated psychiatric facility in the U.S. “He really does his homework on each of the Metro stops and tries to tell a story unique to that neighborhood,” Scott said. As a newcomer to the area from Tampa, Mendelson figured Metro offered him a way to get to know the region. And much to his surprise, he quickly discovered that while people might not be interested in listening to a guy from Florida sing the blues, they were curious enough to stick around to see him sing a song inspired by the Benning Road Metro station. “I picked the right gimmick,” Mendelson said with a shrug. “Why else would people in the D.C. metro area care about some musician from Florida?” LORI ARATANI (THE WASHINGTON POST)

Washington Latin Public Charter School principal Diana Smith said rising eighthand ninth-graders can each earn $100 if they forgo electronics every Tuesday during summer vacation. Md., D.C. file Trump lawsuit

Retaliation murders help drive surge in homicides

THE DISTRICT The attorneys general of Maryland and D.C. filed a federal lawsuit Monday against President Trump, alleging he violated the Constitution by improperly retaining ties to his sprawling global business empire and by accepting foreign payments while in office. Maryland Attorney General Brian Frosh joined District counterpart Karl Racine at a news conference in the nation’s capital, saying the suit was filed in U.S. District Court in Maryland. Much of the case is focused on allegations that Trump’s real estate and business holdings violate the little-known emoluments clause of the Constitution. Those provisions bar the president and other government employees from accepting foreign gifts and payments without congressional approval. “The president’s conflicts of interest threaten our democracy,” Frosh told journalists. “We cannot treat the president’s ongoing violations of the Constitution and his disregard of the rights of the American people as the new acceptable status quo.” Frosh called the Trump empire a series of “business entanglements.” He said it was unprecedented that the American people “must question day after day whether actions are being taken to benefit the United States

Frosh said at the news conference that Trump regularly welcomes foreign diplomats to his hotel and appears frequently at Trump establishments, “using his role as president to raise their public profile.” He added that the president continues to take money from foreign governments while in office. If a federal judge allows the case to proceed, Racine and Frosh say they will demand copies of Trump’s personal tax returns and other financial information to gauge the extent of his foreign business dealings. Trump’s unique status as both president and the financial beneficiary of his business empire raised questions about the littleknown emoluments clause of the Constitution even before he took office. THEFTS FROM VEHICLES IN PRINCE GEORGE’S COUNTY

The number of thefts from vehicles that police in Prince George’s County have recorded so far this year, an increase of approximately 14 percent compared with the same time last year, said Lt. Dave Coleman, a police spokesman. He said it’s unclear what is driving the spike. The thefts have become such a problem that last week police started tweeting statistics daily about items being stolen from cars, to keep residents on alert and encourage them to “Hide it. Lock it. Authorities say the slaying of a popular Baltimore rapper shows how retaliation killings are helping to drive a historic spike in violence in the city. The Baltimore Sun reports that investigators say the shooting of rapper Tyriece “Lor Scoota” Watson last summer was set in motion by a shooting across town hours earlier. Police say the rapper’s alleged killer, Cortez Mitchell, targeted him because a friend of Watson’s had shot a friend of Mitchell’s. And Mitchell was shot to death four months later. Ex-teacher convicted of sexual abuse charges A former Maryland elementary school teacher has been convicted of sexual abuse charges after students came forward saying he touched them inappropriately. Prosecutors said Monday that John Vigna, 50, has been convicted of four counts of sex abuse of a minor and five counts of third-degree sex offense. Vigna was teaching at Cloverly Elementary School in Silver Spring before his arrest in 2016. Vigna taught over a span of 20 years at the school. Sentencing is set for August. (AP) THE DISTRICT

Nightclub evacuated after roof deck collapse A nightclub in D.C. was evacuated after the roof deck partially collapsed. WTOP-FM reported that Uproar Lounge and Restaurant in Northwest was evacuated Sunday evening, and that no injuries were reported. Firefighters said too many people were on the roof deck of the club. Firefighters said the incident was caused by a “small structural collapse.” The building’s overall condition will be determined by a city inspector conducting an investigation. (AP)

Police seek man charged in death of his infant son

D.C. officials are urging residents to take precautions because of hot weather. Officials said that with temperatures expected to remain high throughout the week, residents should stay indoors as much as possible, turn on the air conditioner or fan and drink water to stay hydrated. National Weather Service meteorologist Luis Rosa said today is expected to be the hottest day of the week, with temperatures reaching the mid90s. He said temperatures should begin to cool Wednesday. Baltimore police said they are seeking the public’s help to find a man charged with murder in the death of his 5-month-old son. Police said Monday that they have an arrest warrant for Perry NelsonJohnson, 31. Police said officers were called June 9 to a Baltimore home on a report of an unconscious baby. Police said the child, Emmanuel Johnson, was taken to a hospital, where he was pronounced dead. Police believe that Nelson-Johnson, who is blind, used a blunt object to inflict the baby’s injuries. Jury begins deliberating in Cosby sex assault case NORRISTOWN, PA. The jury at Bill Cosby’s trial began deliberating Monday over whether he drugged and molested a woman more than a decade ago in a case that has already helped demolish the 79-year-old comedian’s good-guy image. A conviction could send Cosby to prison for the rest of his life. He is charged with three counts of aggravated indecent assault. The case went to the jury of seven men and five women on Day 6 of the trial after closing arguments painted different pictures of what happened between Cosby and

Andrea Constand at his Philadelphia estate. Defense attorney Brian McMonagle told the Cosby jury that Cosby and Constand were lovers who enjoyed secret “romantic interludes” and that the 2004 encounter was consensual. Prosecutors countered by saying “fancy lawyering” can’t save Cosby from his admission in a 2005 deposition about groping Constand after giving her pills he knew could put her to sleep.

POLITICS Attorney General Jeff Sessions will testify in an open hearing before the Senate Intelligence Committee today, according to the committee’s leaders. Sessions will be testifying before Congress for the first time since he was confirmed as attorney general in February. In light of former FBI Director James Comey’s testimony last week, Sessions is expected to get questions about his contacts with Russian officials during the 2016 election campaign. Comey said last week that the bureau had information about Sessions — before he recused himself from overseeing the investigation into Russian meddling in the 2016 election — that would have made it “problematic” for him to be involved in the probe. The former director did not elaborate in public on the nature of the information. Justice Department spokeswoman Sarah Isgur Flores said Sessions requested that the committee hearing be public. “He believes it is important

The malware is like a Swiss Army knife, where you flip open the tool you need and where different tools can be added to achieve different effects, Gunter said. Theoretically, the malware can be modified to attack different types of industrial control systems, such as water and gas. However, the adversary has not demonstrated that level of sophistication, said Robert Lee, chief executive of Dragos. COURTS Another U.S. appeals court stomped on President Trump’s revised travel ban Monday, saying the administration violated federal immigration law and failed to provide a valid reason for keeping people from six mostly Muslim nations from coming to the country. The decision by a unanimous three-judge panel of the San Francisco-based 9th U.S. Circuit Court of Appeals helps keep the travel ban blocked and deals Trump a second big legal defeat on the policy in three weeks. The administration has appealed another ruling against the ban to the Supreme Court, which is likely to consider the cases in tandem. The White House said it is confident Trump’s order will be upheld. The 4th U.S. Circuit Court of Appeals in Virginia last month cited the president’s campaign statements calling for a “total and complete shutdown” on Muslims entering the U.S. as evidence that the 90-day ban was unconstitutionally “steeped in animus and directed at a single religious group,” rather than necessary for national security. The 9th Circuit, which heard arguments in Seattle last month in Hawaii’s challenge to the ban, didn’t analyze Trump’s campaign statements. Researchers think Russian malware could potentially cause simultaneous power outages in the U.S.

NATIONAL SECURITY Hackers allied with the Russian government have devised a cyberweapon that has the potential to be the most disruptive yet against electrical systems that Americans depend on for daily life, according to U.S. researchers. The malware, which researchers have dubbed CrashOverride, is known to have disrupted only one energy system — in Ukraine in December 2015. In that incident, the hackers briefly shut down one-fifth of the electric power generated in Kiev. But with modifications, it could be deployed against U.S. electric transmission and distribution systems to devastating effect, said Sergio Caltagirone, director of threat intelligence for Dragos, a cybersecurity firm that issued a report Monday. “It’s the culmination of over a decade of theory and attack scenarios,” Caltagirone warned. “It’s a game changer.” The revelation comes as the U.S. government is investigating a wide-ranging effort by the Russian government to disrupt the 2016 U.S. presidential election. Dragos has named the group that created the new malware Electrum, and it has determined with high confidence that Electrum used the same computer systems as the hackers who attacked the Ukraine electric grid in 2015. That attack was carried out by Russian government hackers, other U.S. researchers have concluded. U.S. government officials have not officially attributed that attack to the Russian government, but some privately

How the CrashOverride malware works CrashOverride scans for critical components that operate circuit breakers and then opens the circuit breakers, which stops the flow of electricity. It continues to keep them open even if a grid operator tries to close them, creating a sustained power outage. The malware also erases the software on the computer that controls the circuit breakers, forcing the grid operator to go to the substation to restore power. The attacker can set the malware to trigger outages in different areas at the same time. Robert Lee, chief executive of cybersecurity firm Dragos, said that while this is a “significant leap forward” it is “not a doomsday scenario,” because U.S. electric operators are trained to handle disruptions caused by large storms. In 2015, the Russians used malware to gain access to the power supply network in western Ukraine, but it was hackers at the keyboards who remotely manipulated the control systems to cause the blackout — not the malware

Obesity levels in kids rising all over the world The global obesity problem now affects 1 in 10 of the world’s people, according to a study published Monday by the New England Journal of Medicine. Researchers reported on 195 countries, although data was incomplete or nonexistent for many of them. Here are some of the findings. MIKE STOBBE (AP)

The researchers estimated that more than 107 million children and 603 million adults are obese, and found obesity has tripled in children and young adults in some nations, including China, Brazil and Indonesia. Obesity rates doubled in 73 countries between 1980 and 2015. Countries where obesity did not increase significantly included Afghanistan, Bulgaria and the Democratic Republic of the Congo. Worldwide, about 5 percent of children and 12 percent of adults were obese in 2015. In the U.S., about 17 percent of children and 38 percent of adults are obese, according to earlier estimates from the Centers for Disease Control and Prevention.

A fitness club’s legal authority when it comes to dealing with people with eating disorders is a gray area.

If they see something … Gyms are in a position to spot eating disorders, but actually helping can be tricky HEALTH During a recent Zumba class at the Washington Sports Club in Dupont Circle, an emaciated woman came in a few minutes late and began to follow the class’s movements. One class participant was alarmed and told the front desk. “I was very concerned she would break a bone or sustain a heart attack,” says the woman, who did not wish to be identified. “Ethically, it seems to me that for a sports club to let somebody like her exercise is similar to a bar serving drinks to a very drunk customer.” It turns out a fitness club’s legal authority when it comes to dealing with people with an eating disorder, such as anorexia or bulimia, is a pretty gray area. People with eating disorders are protected under the Americans With Disabilities Act, so fitness clubs are prohibited from discriminating against them. In a 2011 briefing paper, the International Health, Racquet & Sportsclub Association (IHRSA)

stressed the importance of fitness clubs educating themselves to recognize the signs of eating disorders. Yet the paper also said clubs “do not have a specific obligation” to inform members about anorexia and bulimia, but should do so to protect the club and its employees from liability, and to protect a member’s health. IHRSA adds that clubs should treat eating disorders like any other medical condition and include them in disclaimers and medical clearance forms. Claire Mysko, chief executive of the National Eating Disorders Association, says fitness centers, athletic trainers and coaches are really on the front lines in helping people with eating disorders. “They are in a position to recognize behaviors and certainly if they are witnessing dramatic weight loss in a person, they can intervene to try and help,” Mysko says. “But that’s a difficult line because fitness instructors and coaches sometimes don’t have the information they need to help someone with an eating disorder.”

Educate yourself The National Eating Disorders Association offers online tool kits for trainers and coaches, as well as for parents and educators. They address the types of eating disorders, myths about them and tips on how to help. NEDA also offers a free online screening tool for those concerned they may have an eating disorder. D.C.

The issue of how the fitness industry deals with eating disorders is Jodi Rubin’s mission. Rubin, a psychotherapist specializing in eating disorders, would see people spending hours working out at her gym. “Overexercising is often a sign someone has an eating disorder, and I would see fitness club employees not know how to handle such a situation,” Rubin says. She decided to become a certified trainer so she could provide online courses to coaches and instructors through her Destructively Fit website. “If you never take a day off from exercising,

feel depressed or anxious if you miss a day at the gym, or give up social engagements to exercise, those are signs of overexercising,” Rubin says. Lauryn Lax says that if members of the YMCA in Nashville had not approached her in 2014, she might be dead today. The cost of biking Biking has helped get more people active. But there’s a downside: more injuries. And those injuries are costing billions of dollars a year. A recent study published in the journal Injury Prevention estimates that from 1997 to 2013, the medical costs of nonfatal crashes involving adults increased by an average of $789 million each year. In 2013 alone, total costs were $24.4 billion — about double the amount for all occupational illnesses. The numbers cover emergency transport, hospital charges, rehabilitation, nursing home stays, the cost of lost work and quality of life, among other things. Niecy Nash’s new TNT drama is intriguing but needs more polish

TV REVIEW Better in concept than execution, TNT’s new drama “Claws” (9 p.m. Sundays) follows the skeevier travails of a Florida nail salon owner, Desna Simms (Niecy Nash), who, to finance her dreams of opening a fancier salon across town, helps launder the piles of cash coming out of the shady pain clinic down the way, where opioid addicts can easily renew their prescriptions. Both the clinic and the nail

salon are tightly controlled by a man called Uncle Daddy (Dean Norris), the petulant, drug-addicted, bisexual owner of a chain of strip clubs. Desna undertakes a scheme to steal from Uncle Daddy’s criminal empire, a plan that within a few episodes becomes part of an even larger ploy. With its “Weeds” and “Orange Is the New Black”-like attempt to turn a banal setting and commonplace criminal activity into a darkly comical stage for a grandiose, female-centric saga, “Claws” looks like it ought to have much more going on beneath its initial, saucy appeal.

‘Claws’ is too quick to file itself down

Nash has no problems bringing the sass and swagger to play the best nail technician in Manatee County. To add a dose of empathy, the show gives Desna a virtuous motivation, caring for her autistic adult brother, Dean (Harold Perrineau). But, bereft of better

writing, Nash leans too heavily on stereotype as a way to give her character a little more life. The Florida setting, which is always ripe for cheap laughs, comes off more cartoonish than contextual, and the overall violent milieu of the show is more

of a drag than a believable backdrop. This seems like a missed opportunity, given that American audiences should be more than ready to engage with a drama that has the opioid trade as a central plot point and offers the multicultural richness of daily life inside a nail salon. There’s also a sense that “Claws” is in too much of a hurry to create a sense of anxiety and worry that Desna will get caught. The show is too eager to imitate other cable crime dramas, missing a chance to become a story about a group of morally complicated people who have a lot to gain and/or lose. To make an exquisitely ambivalent character-driven drama takes patience. You’ve got to blow on these things a little and let that top coat dry. HANK STUEVER (THE WASHINGTON POST)
