A German snack bar owner is preparing for the worst — or is it wurst? — in a spat with authorities over the sale of sausages at a highway rest stop. Christina Wagner has been battling for years to sell bratwursts by the autobahn near the town of Rodaborn. Philadelphia to Washington, according to a history of the department. Congress officially approved the creation of a police force to protect the Capitol in 1828 after a series of security concerns. The new force was small: four officers who worked 15-hour shifts when Congress was in session. It grew and expanded over the years. The Sept. 11, 2001, attacks on the Pentagon and the World Trade Center spurred a huge

leap, from about 800 officers to more than 1,700. Today, more than 2,100 officers and civilians work for the department, responding to issues such as suspicious packages, political protests and potential incidents of terrorism. Fresh from a debate over whether to paint station interiors, Metro is wading into another question about aesthetics for riders: whether to play “easy listening music” over station speakers. Eagle experts at the Tennessee-based American Eagle Foundation said the eaglet “accidentally fledged.” Because the bird didn’t actually leave the tree, it wasn’t her “real” fledging flight. THE DISTRICT The U.S. Capitol Police officers who disrupted Wednesday’s shooting at a congressional baseball practice are being lauded as heroes for confronting the gunman even as two of them were injured in the barrage of gunfire. Their quick response in protecting lawmakers is exactly what the force is tasked to do. Three Capitol Police officers were at the Alexandria ballpark during the shooting early Wednesday: Crystal Griner, David Bailey and Henry Cabrera. All are special agents and were part of House Majority Whip Steve Scalise’s security detail. Griner was shot in the ankle, and Bailey was struck by shrapnel. The history of the force dates to the early 1800s, when a lone officer, John Golding, was hired to keep watch over the Capitol after Congress moved from

Sniper sentence challenged ROCKVILLE An attorney for a man convicted as a teenager of taking part in deadly sniper attacks that terrorized the Washington area argued before a Maryland judge Thursday that his young client’s life sentence is unconstitutional and should be thrown out. Lee Malvo was convicted in Maryland and Virginia when he was 17 for his role in the 2002 shootings that killed 10 people and wounded three in the District of Columbia, Maryland and Virginia. He later acknowledged shooting people in other states, as well. Malvo, 32, is serving his sentence at Red Onion State

The judge will make a ruling at a later date. Malvo was not present in court. Malvo was first put on trial in Chesapeake, Va., in 2003, in a case that was moved from Fairfax County. He was convicted of capital murder. The jury had the option of the death penalty and opted for a life sentence. Malvo struck plea bargains in Maryland and in Spotsylvania County, Va., in which he agreed to accept life sentences without the possibility of parole. Last month, a federal judge in Virginia ruled Malvo is entitled to new sentencing hearings in Fairfax and Spotsylvania counties in light of the Supreme Court’s ruling. State’s top lawyer: It’s OK to make women cover up

Two Maryland state troopers were injured after they struck each other’s patrol cars. The troopers were responding to a call about a driver in Upper Marlboro who appeared to be intoxicated and heading the wrong way in the northbound lanes along Route 4 on Wednesday night. One trooper hit the rear of the other’s car, sending it across the median and down an embankment, officials said. The suspect was later stopped. (THE WASHINGTON POST)

The office of Maryland Attorney General Brian Frosh told state and local officials Thursday that they are likely on solid legal ground if they want to ban women from baring their breasts in public. “Prohibiting women from exposing their breast in public ... does not violate the federal or state Constitution,” the brief opinion read. Last week, the Ocean City Council held an emergency meeting to pass a ban on public nudity. (TWP)

D.C. police seek arrests of 12 Turks in May melee THE DISTRICT Police in the U.S. capital issued arrest warrants Thursday for a dozen Turkish security agents accused of attacking protesters during a visit by President Recep Tayyip Erdogan last month, prompting an angry denunciation by Turkey’s leader. Secretary of State Rex Tillerson said the charges “send a clear message that the United States does not tolerate individuals who use intimidation and violence to stifle freedom of speech and legitimate political expression.” He said the State Department would work with police and legal authorities as the cases progress and make a decision on additional steps when that process is complete. State Department spokeswoman Heather Nauert declined to say what actions might be

CRIME Law enforcement officials worked Thursday to piece together the final nomadic months of the shooter whose anger toward President Trump apparently erupted in a rage of gunfire that left House Majority Whip Steve Scalise, R-La., and four others wounded at an Alexandria baseball field. The FBI announced Thursday that the gunman, James T. Hodgkinson, purchased the two firearms he used in Wednesday’s assault from licensed gun dealers. The weapons, a highpowered 7.62 mm rifle and a 9 mm handgun, were recovered at the scene. The FBI said it has no evidence that suggests the sales were illegal. Among the many remaining questions for investigators is whether Hodgkinson — a 66-year-old unemployed home inspector from the St. Louis suburb of Belleville, Ill. — had planned Wednesday’s assault and studied the movements of lawmakers in the months he spent living in his van in Northern Virginia. Hodgkinson died after a shootout at the ballfield where Scalise and Republican colleagues were holding a practice for the annual Congressional Baseball Game against Democrats. As of Thursday morning, Scalise remained in critical condition, according to officials at

As an area native, Robishaw is familiar with many of the homeless men and women in the neighborhood, and had not seen him before three weeks ago. Hodgkinson had posted antiTrump rhetoric on his Facebook page and had written letters to the Belleville newspaper blaming Republicans for what he called an agenda favoring the wealthy. POLITICS Vice President Pence has hired outside legal counsel to help with both congressional committee inquiries and the special counsel investigation into possible collusion between President Trump’s campaign and Russia. The vice president’s office said Thursday that Pence has retained Richard Cullen, a Richmondbased lawyer and chairman of McGuireWoods who previously served as a U.S. attorney in the Eastern District of Virginia. Pence’s decision comes less than a month after Trump hired his own private attorney, Marc E. Kasowitz, to help navigate the investigations related to the Russia probe, and a day after The Washington Post reported that special counsel Robert S. Mueller III is widening his investigation to examine whether the president attempted to obstruct justice. Jarrod Agen, a Pence spokesman, confirmed the news in an emailed statement. “The Vice President is focused entirely on his duties and promoting the President’s agenda and looks forward to a swift conclusion of this matter,” he said. As Trump’s No. 2 and as head of the transition team, Pence has increasingly found himself drawn into the widening Russia investigation. A clear smoking divide CULTURE After decades of lawsuits, public campaigns and painful struggles, Americans have finally done what once seemed impossible: Most of the country has quit smoking, saving millions of lives and leading to massive reductions in cancer. That is, unless those Americans are poor, uneducated or live in a rural area. Hidden among the steady declines is the stark reality that cigarettes are becoming a habit of the poor. The national smoking rate has fallen to historic lows, with just 15 percent of adults still smoking. But the socioeconomic gap has never been bigger. Among the nation’s less-educated people — those with a high-school-equivalency diploma — the smoking rate remains more than 40 percent, according to the Centers for Disease Control and Prevention. Today, rural residents are diagnosed with lung cancer at rates 18 percent to 20 percent above those of city dwellers. By nearly every measure, researchers say, America’s lower class now smokes more and dies more from cigarettes than other Americans. This widening gap between classes carries huge health implications and is already reshaping the country’s battle over tobacco control. Cigarette companies are focusing their marketing on lower socioeconomic communities to retain their customer base, researchers say. Nonprofit and advocacy groups are retooling their programs for the complex and more difficult work of reaching and treating marginalized groups. Advocacy groups say funding for smoking cessation is dropping, and they worry that the attention and political will needed for tobacco control are also waning as America’s upper and middle

Then came the 1964 surgeon general’s report on its deadly effects, and during the next 3½ decades, smoking among the nation’s highest-income families plummeted by 62 percent. But among families of the lowest income, it decreased by just 9 percent. “There’s this tendency now to blame the ones still smoking,” said Robin Koval, president of Truth Initiative, a leading tobacco-control nonprofit group. “The attitude is: ‘You’re doing it to yourself. If you were just strong enough, you’d be able to quit.’ ” What isn’t taken into account, Koval said, are the vast resources tobacco companies are spending to hold on to their last remaining strongholds. “Poorer people don’t smoke because anything’s different or wrong about them,” Koval said. “Their communities are not protected like others are. They don’t have access to good health care and cessation programs. If you have a bull’s-eye painted on your back, it’s harder to get away.” Tobacco companies have also invested considerable resources in recent years lobbying against smoking restrictions and taxes, especially in poorer, rural and often Southern states, where smoking remains highest. In the tobacco control world, “disparity” and “health equity” have become new catchwords, and pilot programs in some states have been launched. CDC says teens’ use of tobacco hits record low Teenagers’ use of e-cigarettes fell sharply last year, while overall tobacco use declined to a new low, according to data that some antismoking advocates said could signal a turning point in the decadeslong effort against youth smoking. The Centers for Disease Control and Prevention’s annual report on youth and tobacco found that 11.3 percent of high school students used e-cigarettes in 2016, compared with 16 percent the year before. That’s the first drop since the CDC started keeping track in 2011. In addition, just 8 percent of high schoolers smoked cigarettes last year, while a little more than 20 percent reported using “any tobacco product,” which includes cigars, hookahs, pipes, smokeless tobacco and small, leaf-wrapped cigarettes called bidis, as well as regular and e-cigarettes. Both those numbers are the lowest on record, the agency said. “This is unimaginable, extraordinary progress,” said Matthew Myers, president of the nonprofit Campaign for TobaccoFree Kids, noting that almost 30 percent of young people smoked cigarettes in 2000. However, experts warned progress could be derailed, especially if the White House weakens the regulation of e-cigarettes and other tobacco products. The NCAA ruled Thursday that Louisville men’s basketball coach Rick Pitino failed to properly monitor his program during a high-profile escort scandal, slapping him with a five-game suspension in ACC play and starting a process that could force the school to forfeit its 2013 national championship. In a highly anticipated report, the Committee on Infractions said the school must vacate records from December 2010 to June 2014 that involved ineligible players. The school must submit a written report within the next 45 days to the NCAA that details the games impacted by athletes who were involved in the sex-forrecruits scandal.

ERIN, WIS. One of the bright young names of men’s golf, in recent years outshone by other bright young names of the sport, resurfaced with unusual brightness on Thursday. As the 117th U.S. Open got going 37 miles northwest of Milwaukee, American Rickie Fowler quickly grabbed the top of the leader board and spent the sun-rich midday perched there, threatening to become a weekend-long theme. Opening with the back nine, Fowler, 28, played that nine in a sublime 32, 4 under par. He knocked another three strokes off his score on the front nine for a bogey-free, 7-under 65, two shots ahead of three golfers in the early group: Brian Harman, Tommy Fleetwood and Brooks Koepka. On this gaping, par-72 course, Fowler’s 65 managed to match the record 7-under 63s that Jack

Summer Reads by Local Authors

L

ooking for some good books to read this summer? Support local authors by reading some of these. A couple are even about the DMV area! I have included a few best-sellers and some more hidden gems, as well as a mix of genres, so there should be something for everyone!

Absolute Power David Baldacci, who resides in Vienna, Virginia, is one of the most famous local authors in the DMV. He’s written over 30 bestsellers, his first and one of the most popular being Absolute Power. When Luther Whitney witnesses the President of the United States having an affair and committing a murder, he becomes a wanted man and must go on the run. If you like political thrillers and crime dramas then this is the book for you. Plus, it takes place in DC and the surrounding Virginia suburbs, so you’ll know the ins and outs of the setting.

Planning for Love If romance is more your style then this book by Ellen Butler, another resident of the Virginia suburbs, is a great choice. The book follows a workaholic named Poppy who catches her boyfriend cheating, which spurs her search for her soulmate. Fun, light, and sweet- this is the perfect summer beach read!

The Hunt for Red October Another household name from the DMV area, specifically Maryland, is Tom Clancy. This book was his first and was wildly popular, even garnering praise from President Ronald Reagan. It tells the story of a CIA analyst, a group of US Naval officers, and a Soviet submarine crew who are defecting. It was also turned into a movie with a star-studded cast, but the book is well-worth reading.

Skipping a Beat Author Sarah Pekkanen grew up in Bethesda, Maryland and spent years working as a journalist covering Capitol Hill. Her book Skipping a Beat is another romance novel, although it’s a little darker. The protagonists Julia and Michael move from a small in West Virginia to the big city: Washington DC. Then Michael has a near-death experience which makes him rethink everything, including his relationship with Julia. Can they make it through? Read to find out!

Unbroken: A World War II Story of Survival, Resilience, and Redemption Laura Hillenbrand is a famous, bestselling author who’s been all around the DMV. She grew up in Fairfax, spent time on her father’s farm in Maryland, and is currently living in the district. Unbroken is a biography

of Louis Zamperini, a World War II hero and prisoner of war. If non-fiction or WWII stories interest you then this is a great choice.

Watergate Thomas Mallon is not a DC native, but he lives in the District currently and teaches at George Washington University. He is famous for writing historical fiction and Watergate follows the pattern. The book has been praised for its drama, comedy, and believability. If you’re a fan of political dramas and/or are interested in the Watergate scandal, definitely check this book out.

Roosevelt’s Beast Louis Bayard grew up in NOVA and currently lives in DC, making a living by writing historical mysteries and teaching at George Washington University. Roosevelt’s Beast draws upon the real-life expedition that Teddy Roosevelt and his son Kermit took in 1913, but Bayard adds a twist: A monster. Three men really did die on the expedition, and Bayard takes it into his own hands to explain why. This book is a unique combination of the historical, the political, and the supernatural, which is sure to capture your attention. Getting into ‘Cars’: It’s fun when a film revs up the crowd In the movie theater I own in my mind, there are rules. There is no late seating. Conversation, even whispered, is forbidden. All phones, except the ones of people possibly receiving or performing an organ transplant, must be entirely off. Violation of these rules results in a painful, nonlethal shock delivered through your (comfortable) seat. There are two exceptions to my noise ban: Marvel universe movies and kids movies. Because I have such fun at both, thanks to the enthusiasm of the audience. Like with many children, “Cars” was the altar of my son’s childhood, and Lightning

McQueen (voiced by Owen Wilson) was the idol he worshipped. “Cars 3,” unlike 2011’s utterly forgettable “Cars 2,” does justice to the saga of race car McQueen and his band of automotive friends and foes. Here, McQueen is coping with his own aging parts, as well as a new brand of hightech cars barreling down the track behind, beside and in front of him. (This may be the first time the phrase “drag coefficient” has been used in a kids movie.) Early in the film, McQueen suffers a nasty, possibly career-ending crash, and that’s when I remembered how much fun it is to have kids at (appropriate) movies. When McQueen crashed, a chorus of prepubescent voices

shouted, “NOOOOO!” and “AHHHHH!” and “WHAT?!” Then the theater fell into stunned silence, save for a few whimpers and sniffles and frantic parents whispering that, since George R.R. Martin had nothing to do with the script, the star wouldn’t die in the first 10 minutes of the film. (Though parents, especially of sensitive children, should be aware that the scene is brutal. Afterward my son declared, “It was like seeing my childhood crash,” because he is nothing if not dramatic.) The kids’ excitement continued through some truly breathtaking race scenes as McQueen got his wheels back. A demolition derby around a tight eight-shaped track and

a moonlit sprint through the woods are particularly both visually innovative and fun to watch. And, as the film crossed its (rather predictable) finish line, scores of little hands burst into applause. Sometimes people think that enthusiasm clouds judgment, that you can’t be a “serious” watcher of movies if you give in to your emotions and gasp and clap and jump in your seat. That’s simply not the case — enthusiasm doesn’t mean blind acceptance of what’s happening on screen, regardless of its quality. Instead, getting really into a film is a response we should see MORE of. Silence is often golden at the movies, but if you love something, it’s never a bad idea to show it. So if you’re going to see the G-rated “Cars 3,” find that 10 a.m. showing, the one where you know there will be kids squirming in their seats and slurping their Icees. The life and loves of Tupac FILM “All of it,” producer LT Hutton says when asked what he felt he absolutely had to get right in “All Eyez on Me,” the Tupac Shakur biopic that arrives two decades after the rapper’s death at age 25. “We had to get all of it right. There wasn’t anything that was small. Nothing was minute. Everything was major.” The movie covers Shakur’s life, both public and private, from literally before he was born to his murder in 1996. Hutton, who befriended Shakur while producing music for Death Row Records, brought to the film an intimate knowledge of his subject — and he has the documents to prove it. “There were times when I was questioning things and how authentic they were,” says Demetrius Shipp Jr., who plays Shakur (and bears an eerie resemblance). “LT would just go to his Tupac bible.”

Hutton has amassed a collection of Shakur-related artifacts, including notes, poetry and lyrics written by the rapper himself. “Those times when people wanted to debate — you can debate with me, you can debate with [director Benny Boom], but the one thing you cannot debate with was what Tupac said,” Hutton says. “All Eyez on Me” pays particular attention to the relationships between Shakur and the women in his life. Shakur was often criticized for misogynistic lyrics, but he also wrote the celebratory songs “Dear Mama” and “Keep Ya Head Up.” One longtime relationship explored is Shakur’s bond with his high school friend Jada Pinkett, portrayed in the film by Kat Graham. “ S h e ’s l i k e h i s J i m i ny Cricket,” Graha m says of Pinkett, who would go on to marry Will Smith the year after Shakur’s death. “She was with [Shakur] from the beginning, so she saw him in his rawest form. FILM REVIEW In “Rough Night,“ five women on a wild bachelorette weekend in Miami accidentally kill a guy and try to get away with it. You know it’s coming. It’s in the trailer. In the middle of the party, Jillian Bell’s coked-out character runs full speed toward a stripper to straddle him and knocks the guy over. He falls back, cracking his head on the fireplace, blood oozing onto the tile floor. Did we mention this is a comedy? There is a lot to laugh at in “Rough Night,” the directorial debut of Lucia Aniello, who wrote the script with her partner, Paul W. Downs (he also plays the fiance of Scarlett Johansson’s Jess). They assembled a brilliantly random cast, including Bell, Johansson, Zoe Kravitz, “Broad City’s” Ilana Glazer and “Saturday Night Live’s” Kate McKinnon. We meet the girls briefly in college. Most have evolved beyond that time, which makes their reunion feel a bit forced. But that’s a good thing — you’ll cringe and laugh as they negotiate how the weekend is going to go. Things take a turn, though, when Jess’ friend from a semester abroad (McKinnon) shows up, throwing Alice (Bell) into a jealousy spiral. But then the stripper comes, and dies, and it’s hard to care whether the friendship will survive this trial. Some wild moments do come later. Rebel Wilson on Thursday won a defamation trial in the Australian Supreme Court against magazine publisher Bauer Media, publisher of Australian magazines Woman’s Day, Australian Women’s Weekly, NW and OK. In various articles in 2015, Bauer said Wilson lied about her age and about being named Rebel at birth, among other claims. The jury found that Bauer failed to prove that the articles were substantially true.
