Officer outsmarted by dog is brutally roasted by own boss on Facebook
Man named Kevin Bacon hits police car while distracted by ‘Saved by the Bell’
A regional minister in northwest Pakistan lost face when his own face was adorned with a cat filter during a press conference that was livestreamed on Facebook, news outlets reported Monday. Shaukat Yousafzai gives updates to constituents in a weekly address streamed on his party’s Facebook page. On Friday, a staffer left on a cat filter, giving Yousafzai and those near him cat ears, pink cheeks and long black whiskers. The stream continued for several minutes. A statement from the party blamed “human error.” (EXPRESS)
A police officer in Kilgore, Texas, had his car hijacked Friday by a dog that took a fancy to the A/C and the officer’s beef jerky, the police chief wrote on Facebook. Having gotten a call about a loose pit bull, the officer “tried to coax the critter into the back seat, which is caged. In his haste, the Officer also left the driver’s door open. Cujo decided he wasn’t going to jail and instead jumped into the front seat.” Animal control coaxed the dog out. The chief added: “The only injury sustained in this incident was to the Officers pride. LOL.” (EXPRESS)
A driver in Thetford, Vt., was arrested Thursday after sideswiping a police officer’s car because he was distracted searching for an episode of “Saved by the Bell” on his phone, The Smoking Gun reported. Investigators say Kevin Bacon (but not that Kevin Bacon), 55, was looking up “Screech’s Spaghetti Sauce,” from the ‘90s sitcom’s fifth season, when he struck the parked squad car. The police officer had stopped to help a driver whose car had broken down. Bacon fled the scene, but was apprehended shortly afterward. (EXPRESS)

Welcome, D.C. summer interns Grab your lanyard and oversized blazer and get ready for $5 happy hour specials — summer intern season is in full swing in the District. Here are 11 things you can expect to do as a D.C. intern, along with some helpful tips to make the most of this time-honored rite of passage. CHELSEA CIRRUZZO (FOR EXPRESS) You rock your lanyard, even during happy hour
2 You’re still honing your business professional look
When 5 p.m. hits, you’re headed to drink in Dupont Circle — still wearing your badge, so everyone knows you intern on Capitol Hill. It’s a conversation starter, right?
Wearing professional clothing five days a week isn’t cheap, so you head to Crossroads, Buffalo Exchange and other local thrift stores to load up on button-downs and blazers.
1
3 You share a basement with three roommates
6 You hunt for cheap ways to chill with friends
Finding affordable housing in D.C. is tough enough. Finding it for just a couple of months can lead to some unique arrangements. Maura Currie, 22, who interned with an NPR program last summer, ended up cat-sitting at someone’s home in exchange for cheaper rent. “Ask friends, colleagues, family and friend-of-friends,” she says. “Be open to a service deal [doing work for reduced rent] rather than a real sublet or short-term rental.”
That weekly intern stipend isn’t going to cover everything (especially after paying your rent), so you’ll have to be strategic. During the week, you exercise for free in Farragut Square with TriFit. You head to Jazz in the Garden on Fridays for live music. And you check out The Big Hunt’s comedy schedule for free local stand-up shows on certain days.
4
Your feet are unprepared for your commute Emma Kapoor, 21, had to run through the rain in ballet flats to her first day at the D.C. software company Sayari. Avoid hobbling down Georgetown’s cobblestone roads in heels, or trying to climb a broken Metro escalator in wet flats, by wearing flip-flops or sneakers to commute and changing at the office. 5
9
You make a few mistakes
Take it from Jack Norcross, 20, who accidentally wrote the name of the wrong Congress member as a co-sponsor on a resolution while he was a Capitol Hill intern three years ago. Like Norcross, you own up to your mistakes, even though for him it meant the member of Congress he worked for had to go to the House floor and publicly remove the wrong person from the resolution.
You make a connection with a mentor
10 You suddenly become a Washington Nationals fan
You ask people in your office for coffee any chance you get and use the chance to pick their brains. Diana Sanchez, 35, senior multimedia designer and intern coordinator with think tank Third Way, advises that the whole point of being an intern is to learn. “We don’t expect our interns to know everything,” she says, “but we do expect them to be curious, selfstarters and have positive attitudes.”
Maybe it’s just the name, but the Nationals feel like America’s team — your team. You forget about your home team, snagging Bud and Baseball tickets (a seat and a beer!) for select games. The Nats also host special days for regional colleges like Georgetown University and James Madison University, and tickets come with a hat.
7
8
You make iced coffee runs with a pack of interns
You protect your Metro card like it’s your firstborn
Getting coffee is to be expected as an intern — use those coffee runs to your advantage. Former WUSA9 intern Megan Enright, 21, says coffee outings are a great way to make friends with your peers. To save dough, hit up Dunkin’ Donuts for Transit Tuesday to take advantage of their deal for a $2 medium iced coffee with your Metro card.
You snugly secure your Metro card right after purchasing a SelectPass, which allows you to pay a flat fee for 18 days of commuting travel at a specific price point and save on additional rides that month. Or you can ask your employer if they offer a subsidized Metro pass with the commuter fees taken right out of your paycheck, tax-free.
11 You try to squeeze in as much of D.C. as possible
You want to make the most of your limited time here. On a typical Saturday, you start out with a yoga class before getting bottomless brunch on a 14th Street rooftop. Afterward, you peruse Eastern Market for fresh produce, hit up a Smithsonian museum and end the night by catching some live music. Your Instagram story has never been so busy.

Court OKs Va.’s redrawn map POLITICS The Supreme Court dismissed the challenge to a lower court’s finding that some of Virginia’s legislative districts were racially gerrymandered, saying Monday that House Republicans lacked standing for the challenge. The decision could give an advantage to the state’s Democrats. All 140 legislature seats are on the ballot this fall, and the GOP holds majorities in both the House (51 to 49) and the Senate (21 to 19). Democrats have been hoping that recent victories in Virginia elections will propel them to control the legislature for the first time since 1995. The party that controls the General Assembly in 2021 will oversee the next statewide redistricting effort, potentially cementing an advantage in future elections. Primaries were held last week in the new districts. The case split the court. Justice Ruth Bader Ginsburg wrote the majority opinion in the 5-4 case, saying that House Republican leaders could not challenge the court ruling because they did not represent the commonwealth.

Justices’ ruling may give Democrats advantage in upcoming election
People wait outside the Supreme Court on Monday, where justices voted 5 to 4 to uphold that Virginia legislative districts had been gerrymandered.
The state’s attorney general declined to continue the case, Ginsburg wrote. “The State of Virginia would rather stop than fight on,” she wrote. “One House of its bicameral legislature cannot alone continue the litigation against the will of its partners in the legislative process.” She was joined in an unusual alignment by Justices Clarence Thomas, Sonia Sotomayor, Elena Kagan and Neil Gorsuch. Justice Samuel A lito Jr.
Uranium ban upheld The Supreme Court on Monday also upheld Virginia’s ban on uranium mining in a fight over an untapped deposit thought to be the largest in the U.S. The court sided 6-3 with the state’s right to regulate the industry. The majority concluded that federal law does not preempt Virginia’s decades-old ban. The Virginia General Assembly has been wary of mining the uranium since the nuclear accident at Pennsylvania’s Three Mile Island in 1979. (TWP)
dissented, saying he saw no support “for the proposition that Virginia law bars the House from defending, in its own right, the constitutionality of a districting plan.” He was joined by Chief Justice John Roberts Jr. and Justices Stephen Breyer and Brett Kavanaugh. Because the state did not draw a new map after the decision by a lower court, the judges had an outside expert draw a new map. It realigns 26 House districts as it remedies the 11 under court order. Six Republican delegates would be in districts with a majority of Democratic voters, according to an analysis by the Virginia Public Access Project. Not surprisingly, Virginia Democrats and Republicans had opposite reactions. “Today’s Supreme Court ruling is a victory for democracy and voting rights in our Commonwealth,” Gov. Ralph Northam, D, said in a written statement. House Speaker Kirk Cox, RColonial Heights, said he was “disappointed” and noted that the ruling hinged on the question of the chamber’s standing rather than the merits of what he described in a written statement as a “constitutionally enacted redistricting plan.” ROBERT BARNES AND LAURA VOZZELLA (THE WASHINGTON POST)

Metro probe reveals Evans violated rules POLITICS A law firm retained by the Metro board’s ethics committee to investigate chairman Jack Evans found “evidence of multiple violations” in his dealings with two private companies and a 2018 business plan used to obtain a job, the panel’s chairman said Monday. While the firm found several instances where Evans violated the board’s ethics code, the four-member Ethics Committee could agree to punish Evans on only one violation — a conflict of interest regarding Evans’ work on behalf of Colonial Parking. The committee decided to punish Evans by determining he would no longer chair the board. Evans announced May 23 that he would not seek reelection as chair when his term expires June 30. He said then the decision wasn’t related to the probe. But committee chair Clarence C. Crawford said Monday in a letter to the governors of Maryland and Virginia that Evans’ account was not true. He said the investigation found ethics code violations in Evans’ efforts to help Colonial Parking; to assist a digital sign company; and to use a business plan in efforts to get a job with a law firm. Evans’ attorney Mark Tuohey disputed the report summary Monday, according to the Washington City Paper. He said the panel “did not agree” on the extent of Evans’ wrongdoing or whether to strip him of the chair role. ROBERT McCARTNEY (TWP)

How and why to get Real ID Come Oct. 1, 2020, every U.S. air traveler must present a Real ID-compliant license, or another acceptable form of ID, to board a domestic flight. If your license or ID card is marked with a star in the upper-right corner, it is compliant with the Real ID Act. If not, or if you’re confused, this guide will help. LUZ LAZO (THE WASHINGTON POST) What’s Real ID?
What’s the status locally?
Do I have to have a Real ID?
What’s needed for Real ID?
When should I get Real ID?
It is a federal law enacted after 9/11 that tightened national standards for driver’s licenses and identification cards. All but one of the 19 Sept. 11 hijackers obtained state IDs, some fraudulently. Implementation of the law was set for 2008 but has been extended to give states more time to comply. Though some objected initially, all states now comply or have been granted extensions until later this year to comply.
D.C. licenseholders have been getting converted to Real ID during their renewal period. Virginia began issuing new driver’s licenses last fall; anyone whose license expires after October 2020 and who wants to get Real ID can go to any DMV in the state. In Maryland, more than 1.8 million people already have Real ID, but about 1 million drivers with Real ID must show more documents to avoid losing their license.
Residents using a driver’s license to board a plane will need the new card by October 2020, when it becomes the only identification the TSA accepts. If you don’t travel or use a passport to fly, you don’t need a Real ID. In Maryland, everyone who has a driver’s license or ID will eventually transition to Real ID, officials said. Virginia residents are not requiring all drivers to have Real ID, but officials expect many will want one.
You must show two proofs of residency (utility bills, bank statements, etc.); proof of identity and legal U.S. residence (birth certificate, passport, etc.); and a Social Security card or W-2 form. Residents who have changed names from what’s on their birth certificate need documentation of the change. The process requires an in-person DMV or MVA visit and, in Maryland and Virginia, a special fee up to $20.
Ideally, you should apply when you are due to renew your driver’s license or identification card. But, if your credential does not expire until after October 2020, officials recommend getting required documents together as soon as possible. In Maryland, you can make an appointment to get the Real ID. In Virginia, you can walk into any of the DMV branches. Officials expect demand to increase next year.

Potent pot sparks fears First states to legalize marijuana struggle with teens’ increased use of powerful drug Study: Puppy eyes evolved to woo humans DEREK DAVIS (PORTLAND PRESS HERALD VIA GETTY IMAGES)
HEALTH The first two states to legalize recreational marijuana are starting to grapple with teenagers’ growing use of highly potent pot, even as both boost the industry and reap huge tax windfalls from its sales. Though the legal purchase age is 21 in Colorado and Washington, parents, educators and physicians say youths are easily getting hold of edibles infused with tetrahydrocannabinol, or THC, the psychoactive component that causes a high, and concentrates such as “shatter,” a brittle, honey-colored substance that is heated and then inhaled through a special device. Each poses serious risks to adolescents’ physical and mental health. “Underage kids have unbelievable access to nuclear-strength weed,” said Andrew Brandt, a Boulder, Colo., software executive whose son got hooked while in high school. With some marijuana products averaging 68% THC — exponentially greater than the pot baby boomers once smoked — calls to Colorado poison control centers and visits to emergency rooms have risen. The increase was most notable in the years following legalization of medical sales in 2009 and retail use in 2014, according to a study published in 2018 in the Journal of Adolescent Health. “Horrible things are happening to kids,” said psychiatrist Libby Stuyt, who treats teens in southwestern Colorado and has studied the health impacts of high-potency marijuana. “I see increased problems with psychosis, with addiction, with suicide, with depression and anxiety.” As more than a dozen states from Hawaii to New Hampshire consider legalizing marijuana, doctors warn of an urgent need
States including Washington and Colorado are grappling with the impact of marijuana legalization on young people.
for better education — not just of teens but of parents and lawmakers — about how the products being marketed can significantly affect young people’s brain development. The limited scientific research to date shows that earlier and more frequent use of high-THC cannabis puts adolescents at greater jeopardy of substance use disorders, mental health issues and poor school performance. “The brain is abnormally vulnerable during adolescence,” said Staci Gruber, an associate professor of psychiatry at Harvard Medical School who studies how marijuana affects the brain. “Policy seems to have outpaced science.” Critics also insist that more must be done to maintain tight regulation of the industry. That’s not been the case so far, they argue, with dispensaries opening near high schools in Seattle and with retail and medical pot shops in Denver outnumbering

Starbucks and McDonald’s locations combined. Some physicians liken the states’ actions to a public health experiment, one that supports the cannabis industry’s interests while ignoring the implications for adolescents’ health. “I hope we don’t lose a generation of people before we become clear we need to protect our kids’ brains,” said Leslie WalkerHarding, an adolescent-medicine specialist at Seattle Children’s
Hospital. The industry disagrees that potent products are a danger, saying additional studies are needed. Existing data are “inconclusive about whether the changes that have been linked to early cannabis use are damaging in the long term,” Morgan Fox, media relations director for the National Cannabis Industry Association, said in an email. Yet many educators and parents worry that steps states are taking, such as allowing home delivery of marijuana, will make it even easier for adolescents to get cannabis. “It seems like everyone is looking the other way, and meanwhile kids are ending up in hospitals,” Brandt said in detailing the struggles over his son’s marijuana use. After the 20-year-old college student’s grades plummeted in the fall, his father enrolled him in a private treatment program costing thousands of dollars a month. Trump administration restores some aid to Central American nations but vows no more without action on migrants
ANIMALS What’s behind those hard-toresist puppy dog eyes? New research suggests that over thousands of years of dog domestication, people preferred pups that could pull off that appealing, sad look. And that encouraged the development of the facial muscle that creates it. Today, pooches use the muscle to raise their eyebrows and make the babylike expression. That muscle is virtually absent in wolves, their ancestors. Dogs differ from wolves in many ways, like having shorter snouts and smaller sizes. And unlike wolves, dogs heavily rely on human eye contact. In a study released Monday by the Proceedings of the National Academy of Sciences, researchers examined the eye muscles in the cadavers of six dogs and two wolves. They found that dogs have a meaty eye muscle to lift their eyebrows and make puppy dog eyes. But in wolves, the same muscle was stringy or missing. The scientists also recorded 27 dogs and nine wolves as each stared at a person. Pet pooches frequently and intensely pulled back their eyebrows to make sad expressions, while the wolves rarely made these faces, and never with great intensity. The researchers believe dogs, over their 33,000 years of domestication, used this eye muscle to communicate, possibly goading people to feed or care for them. JEREMY REHM (AP)

Egypt’s ousted president Morsi dies in courtroom
SOTHEBY’S SOLD!

CAIRO Former Egyptian President Mohammed Morsi, the Muslim Brotherhood leader who rose to office in the country’s first free elections in 2012 and was ousted a year later by the military, collapsed in court during a trial and died Monday, state TV and his family said. The 67-year-old Morsi had just addressed the court, speaking from the glass cage he was kept in during sessions and warning that he had “many secrets” he could reveal, a judicial official said. A few minutes afterward, he collapsed in the cage, the official said, speaking on condition of anonymity because he was not authorized to talk to the press. In his final comments, Morsi continued to insist he was Egypt’s legitimate president, demanding a special tribunal, one of his defense lawyers, Kamel Madour, said. State TV said Morsi died before he could be taken to the hospital. It was a dramatic end for a figure who was central in the twists and turns taken by Egypt since its “revolution” — the prodemocracy uprising, part of the Arab Spring, that in 2011 ousted the country’s longtime authoritarian leader, Hosni Mubarak.

Rights groups allege poor prison conditions for the former leader
Mohammed Morsi was the first civilian to be elected president in Egypt.
Morsi’s Muslim Brotherhood, Egypt’s most powerful Islamist group, won the elections held after Mubarak’s fall. Morsi squeaked to victory in presidential elections held in 2012, becoming the first civilian to hold the office. Massive protests grew against the Muslim Brotherhood, until the military — led by thenDefense Minister Abdel-Fattah elSissi — ousted Morsi in July 2013. El-Sissi was elected president and re-elected in 2018 in votes human rights groups sharply criticized as undemocratic. The Brotherhood accused the government of “assassinating” Morsi through years of poor
prison conditions. Morsi, who was known to have diabetes, had been imprisoned since his 2013 ouster, often in solitary confinement and barred from visitors — his family was allowed to visit only three times during his imprisonment. Egypt’s chief prosecutor said Morsi’s body would be examined to determine the cause of his death. Sarah Leah Whitson, Middle East director at Human Rights Watch, tweeted that Morsi’s death was “terrible but entirely predictable” given the government’s “failure to allow him adequate medical care.” SAMY MAGDY (AP)

Britain bans sexist ads
Hapless husbands and housework-burdened moms are being banished from British advertising as part of a crackdown on “harmful” gender stereotypes that took effect Friday. Under new rules, advertisements must not include “gender stereotypes which are likely to cause harm or serious or widespread offense.” Examples include depictions of a man failing to change a diaper or a woman unable to park a car. Complaints will be assessed by the Advertising Standards Authority. The industry watchdog said it won’t ban all stereotypes, such as women cleaning or men doing home improvement jobs, just those considered harmful. (AP)

Vatican weighs ordaining some married men RELIGION The Vatican formally opened debate Monday on letting married men be ordained as priests in remote parts of the Amazon where priests are so few that Catholics can go weeks or months without attending a Mass. The call for study on the proposal was contained in the working document, released Monday, for an October meeting of South American bishops on the Amazon. The document, prepared by the Vatican based on input from the region, affirmed celibacy is a gift for the Catholic Church. But it suggested officials study “the possibility of priestly ordination for older men, preferably indigenous and respected and accepted by their communities, even if they have stable families, for the region’s most remote areas.” The idea of ordaining so-called “viri probati” — married men of proven virtue — has been around for decades to cope with a priest shortage and decline in vocations overall. But it has drawn fresh attention under Pope Francis, history’s first Latin American pope, thanks to his familiarity with the challenges facing the Amazon church. Brazil’s bishops have long pushed for the church to consider ordaining viri probati to minister in remote parts of the Amazon where, by some estimates, there is one priest for every 10,000 Catholics. Iran to pass uranium limit IRAN Iran will surpass the uranium stockpile limit set by its nuclear deal in the next 10 days, an official said Monday, raising pressure on Europeans trying to save the accord a year after the U.S. withdrawal lit the fuse for the heightened tensions now between Tehran and Washington. The announcement by Iran’s nuclear agency marked yet another deadline set by Tehran. President Hassan Rouhani already has warned Europe that a new deal needs to be in place by July 7 or the Islamic Republic will increase its enrichment of uranium. Atomic energy spokesman Behrouz Kamalvandi suggested that Iran’s enrichment could reach up to 20%, just a step away from weapons-grade levels. It appears as if Iran has begun its own maximum pressure campaign on the world after facing one from President Trump’s administration that deeply cut into its sale of crude oil abroad and sent its economy into free fall. Europe has so far been unable to offer Iran a way around the U.S. sanctions. The development follows apparent attacks last week in the Strait of Hormuz on oil tankers, assaults that Washington has blamed on Iran. While Iran has denied being involved, it laid mines in the 1980s targeting oil tankers around the

narrow mouth of the Persian Gulf through which a fifth of the world’s crude oil passes. “If this condition continues, there will be no deal” anymore, Kamalvandi said. He accused the Europeans of “killing time” as the clock runs down. Rouhani, greeting France’s new ambassador to Tehran on Monday, similarly warned that time was running out on the deal. “The current situation is very critical and France and the other
parties to the [deal] still have a very limited opportunity to play their historic role for saving the deal,” Rouhani said. The announcement appeared timed to strike just as European foreign ministers met in Luxembourg. Federica Mogherini, the European Union’s top diplomat, declined to specifically address the Iranian announcement. “At the moment, as of today, Iran is still technically compliant and we strongly hope, encourage

and expect that Iran continues to comply,” Mogherini said. She insisted she would await the next report on the issue from the U.N.’s nuclear watchdog, the International Atomic Energy Agency. Under terms of the 2015 nuclear deal with world powers, Iran can keep a stockpile of no more than 300 kilograms of lowenriched uranium. Kamalvandi said that given Iran’s recent decision to quadruple its production of low-enriched uranium, it would pass the 300-kilogram limit on Thursday, June 27. The Vienna-based IAEA said last month that Iran remained within its stockpile limits and declined to comment on Iran’s announcement. Kamalvandi said Iran would continue to allow the U.N. to inspect its nuclear facilities for the time being. He also raised the specter of increasing its enrichment levels, saying Iran needs 5% enriched uranium for its nuclear power plant in the southern Iranian port of Bushehr and 20% enriched fuel for its Tehran research reactor. The nuclear deal limits Iran to enriching uranium only to 3.67%, enough for power plants and other peaceful purposes. The danger, nuclear nonproliferation experts warn, is that at 20% enrichment, only a fraction of atoms need to be removed to enrich up to weapons-grade levels of 90%. Iran maintains its nuclear program is for peaceful purposes, but the 2015 deal grew out of Western concerns about the program. NASSER KARIMI AND JON GAMBRELL (AP)

The projected world population by 2050, according to the United Nations. The U.N. says the world’s population is getting older and growing at a slower pace but is still expected to increase by nearly 2 billion from the current 7.7 billion in the next 30 years. The U.N. said in a report Monday that world population could reach a peak of nearly 11 billion around the end of the century. India, Nigeria, Pakistan, Congo, Ethiopia, Tanzania, Indonesia, Egypt and the U.S. are expected to account for nearly half the growth from now to 2050. Artist, heiress and fashion icon Vanderbilt dies 1924-2019 Gloria Vanderbilt, the intrepid heiress, artist and romantic, died Monday at the age of 95. Vanderbilt, who survived family tragedy and multiple marriages, reigned during the 1970s and ’80s as a designer jeans pioneer. Vanderbilt was the greatgreat-granddaughter of financier Cornelius Vanderbilt and the mother of CNN newsman Anderson Cooper, who announced her death on the network Monday morning. Cooper said Vanderbilt had been suffering from stomach cancer and died at home. “Gloria Vanderbilt was an extraordinary woman, who loved life and lived it on her own terms,” Cooper said. “She was 95 years old, but ask anyone close to her, and they’d tell you she was the youngest person they knew.” Her life was chronicled in sensational headlines from her childhood through four marriages and three divorces. She married for the first time at 17, causing her aunt to disinherit her. Her husbands included Leopold Stokowski, the celebrated conductor, and Sidney Lumet, the award-winning movie and TV director. In 1988, she witnessed the suicide of one of her four sons. Tributes came from celebrities and fans of her clothes alike. Alyssa Milano called Vanderbilt “an incredible woman”; Dana Delany said she treasures one of her paintings; and model Carol Alt hailed her as a “fashion icon and innovator.” ULA ILNYTZKY (AP)

A masked gunman opened fire Monday on a federal courthouse in downtown Dallas before being fatally shot in an exchange of gunfire with federal officers, witnesses and authorities said. Brian Isaack Clyde, 22, was pronounced dead at a hospital following the shooting outside the Earle Cabell Federal Building. Officials offered no hint of his motive, but FBI agent Matthew DeSarno said there was nothing to indicate the presence of any other shooters. A bomb squad later examined a vehicle associated with the gunman as a precaution and performed controlled explosions, authorities said. (AP)
The Supreme Court is upholding a constitutional rule that allows state and federal governments to prosecute someone for the same crime, a closely watched case because of its potential implications for people prosecuted in the Russia investigation. The Monday decision preserves a long-standing rule that provides an exception to the Constitution’s ban on trying someone twice for the same offense. Ruling for the defendant in this case might have made it harder for states to pursue criminal charges against defendants in the Russia investigation in the event they are pardoned by President Trump. A former first lady emerged Monday as the top vote-getter in the first round of Guatemala’s presidential election, but she will have to compete in an August runoff that will determine the next leader of the Central American nation, where tens of thousands have fled poverty and gang violence this year to seek a new life in the United States. With votes tallied from 90% of polling centers, Sandra Torres had 24% of the vote from Sunday’s election, followed by four-time presidential candidate Alejandro Giammattei, with 14%, who held the edge for the second-place finish and the other spot in the runoff. Two girls and a boy, all teenagers, detonated explosives in a tea hall where people had gathered to watch soccer in the small town of Konduga, authorities said. No group immediately claimed responsibility for the attack, which copied a tactic used by Boko Haram, the terrorist organization that has tried in the past decade to build a radical Islamist state in the country. Nats manager Dave Martinez can make more late-game defensive subs with a deeper bench.
DRAFT WORKOUT
Nats reconfigure roster Seven-man bullpen and deeper bench could change how Martinez manages team ANALYSIS When the Nationals placed reliever Kyle Barraclough on the injured list Sunday with right radial nerve irritation, there were two ways to fill his spot on the 25-man roster. They could have added another reliever — likely James Bourque or Kyle McGowin — to maintain an eight-man bullpen. Or they could have gone with a position player to bump their bench from four players to five. They went with the latter, recalling infielder Adrián Sanchez. That decision says a lot about where they are and what comes next. The Nationals have carried an extra reliever pretty much all year. Their bullpen grew to eight in early April, when they swapped out Sanchez — then on the team in place of the injured Trea Turner — with Joe Ross. Washington needed Ross because Trevor Rosenthal was in the midst of a disaster start that eventually led to a six-week rehab assignment. With Rosenthal on the injured list, manager Dave Martinez often kept eight
relievers for four reasons: 1. The bullpen began scrambling once Rosenthal couldn’t throw the ball over the plate, so Martinez was trying to find reliable relievers. The Nats have gone through a carousel of arms, including opportunities for Bourque (a rookie who debuted poorly in May), Dan Jennings (a veteran who has since been designated for assignment), Javy Guerra (who’s currently sticking as a long man) and Tanner Rainey (who’s become a setup man). 2. A rash of injuries have created the need for constant options. Justin Miller (strained rotator cuff), Austen Williams (sprained AC joint in his shoulder) and Koda Glover (strained forearm) are still all on the IL, and now Barraclough joins them for at least 10 days. 3. When the back of the rotation was struggling, Martinez needed an option to back up both Aníbal Sánchez and Jeremy Hellickson. That meant the eighth spot was filled by Erick Fedde, who’s now starting in the injured Hellickson’s place, and McGowin.
Nats-Phillies ended after Express’ deadline
4. Martinez rarely pinch-hits for his regulars, and because of that he thought he could carry an extra arm and go with three bench position players plus a backup catcher for most games. Now Martinez has five reserves, which raises a couple of questions: Why is this the right time for a bigger bench and shorter bullpen? And what does it mean for the Nationals as they begin a critical week with the Phillies and Braves coming to town? “I feel like Rosenthal has actually pitched better,” Martinez said Sunday before his team improved to 33-38 with a 15-5 win over the Diamondbacks. “So we have the lefties. With Javy, Rainey, [Wander] Suero, all those guys, it allows us to do that, it allows us to get another guy on the bench, which is kind of nice.” In short, the bullpen is pitching better, so an extra arm isn’t as badly needed. More importantly, the 26-year-old Rainey quickly became a solid late-inning option. He has a 2.19 ERA in 13 appearances and pairs a high-90s fastball with a sharp slider.
Having one fewer reliever will make it harder to manage the bullpen. Closer Sean Doolittle has already pitched 28 2/3 innings. Lefty Matt Grace, who had been thriving in a matchup role, will need to expand back to making one- or multi-inning appearances. But Martinez has said that a four-man bench has kept him away from making late-game defensive substitutions when Washington holds a tight lead. It has occasionally kept him from pinch-hitting early, which pushes starters deeper, running up their pitch counts. And it has sapped him of a backup shortstop, making it so Turner has started every game since May 17. The Nationals came into the season with seven relievers and a five-man bench. That was when they were a division favorite and surefire contender, and optimism was high. The initial roster construction with seven relievers and five bench players was based on an ideal. Now, for better or worse, the Nationals are back to that.

White, a 6-foot-5 guard, will likely be drafted early in the first round Thursday, possibly before the Wizards can pick at No. 9. But draft order hasn’t dampened the Wizards’ enthusiasm for him. In May, they interviewed him at the NBA draft combine. Then, after a Sunday night dinner with team officials, the Wizards crowded the practice facility Monday to witness White’s skill set. The pros and cons of inulin
A free fitness festival in Alexandria
BRISETTE (FOR THE WASHINGTON POST)
(TWP/EXPRESS)
GETTY IMAGES/EXPRESS ILLUSTRATION
A yearlong study at the Baylor College of Medicine found that teens taking 8 grams a day of chicory root fiber had higher levels of calcium absorption and higher bone mineral density. Any time you increase your fiber intake, do so gradually to give your body a chance to adjust. Be sure to drink plenty of water to help prevent constipation. Hannah Holscher, a registered dietitian and professor at the University of Illinois, recommends a gradual increase every two weeks. “Let’s say there’s [an energy] bar you like that’s high in inulin that you seem to be sensitive to. You might start eating a quarter of the bar for a week or two, then one-half for a couple of weeks, and work up to having the full bar.” Though inulin offers benefits as a fiber source and as a prebiotic, keep in mind that the majority of your fiber should be coming from whole foods that provide other nutrients. The goal is to get 25 to 38 grams of fiber a day from food rather than supplements. CHRISTY
Mt. Vernon Avenue, the main street in Alexandria’s Del Ray neighborhood, will turn into an open-air workout studio this Saturday during the sixth annual Well Ray Festival. Bring your yoga mat and take part in fitness classes led by local instructors who specialize in Pilates, yoga, HIIT, cycling, boxing and cardio. Kids will have their own workshops too, with martial arts, dance, yoga and other classes geared toward little ones. Wellness and holistic health practitioners will offer services such as therapeutic massages, acupuncture, physical therapy consultations, chiropractic adjustments, nutritional counseling, blood pressure screenings, meditation, wellness coaching and more. The festival will go from 9 a.m. to 1 p.m., rain or shine, and admission is free. For more information, visit welldelray.com.
As Americans look to eat more fiber, chicory extract is being added to many foods. What does it do? NUTRITION Most Americans are trying to add more fiber to their diets. That’s a good thing, because the average American gets only half the recommended amount of fiber each day. Manufacturers are responding by adding fiber to all kinds of foods and beverages, including cereals, energy bars, protein supplements, cookies, diet ice cream and even bottled water. One of the most prevalent fiber-boosting ingredients is inulin. Like any fiber, it can cause gas, bloating and abdominal pain if consumed too quickly or in large quantities. Here’s what you should know. Inulin is a type of prebiotic, a substance that’s used by the microorganisms in your digestive tract, which has a positive impact on health. The supplement is extracted from chicory root fiber. Inulin is also found in smaller amounts in whole wheat and some vegetables and fruits, such as asparagus, garlic and bananas. As noted above, taking in too much too quickly can lead to digestive discomfort — which
can happen with any fiber. In addition, some people seem to be more sensitive to inulin, and may need to limit their consumption. Inulin does have some digestive benefits. The fiber increases the amounts of beneficial Bifidobacteria and Lactobacillus bacteria in the gut. The European Food Safety Authority has approved the claim that consuming at least 12 grams of inulin a day eases constipation. Inulin may also reduce our calorie intake and blood-sugar levels and increase calcium absorption. Chicory root fiber seems to slow down stomach emptying and suppress appetite signals in the brain. In small studies, people who took 12 to 16 grams a day consumed fewer calories. A study of 44 people with prediabetes who were receiving counseling from a dietitian found that those taking inulin supplements for 18 weeks had a weight loss of 7.6% of body weight, compared with a weight loss of 4.9% in those taking cellulose, another type of fiber. Inulin also seems to lower
How much is helpful? Research suggests aiming for 5 grams of inulin a day to boost the growth of the probiotic Bifidobacteria in your gut. For better calcium absorption, you want to get 8 grams or more. Getting 12 grams of inulin a day has been shown to help promote regular bowel movements. If you increase your fiber intake, do so gradually and drink lots of water to give your body a chance to adjust. C.B.
glucose and insulin levels after meals. And a study of 49 women with Type 2 diabetes found that taking 10 grams of inulin a day over eight weeks was associated with a significant reduction in blood sugar and insulin levels. Though these findings are exciting, there needs to be more research on the effects of inulin on individuals with pre-diabetes and Type 2 diabetes to know whether it can be helpful. Research suggests that getting 8 grams of chicory root fiber a day improves calcium absorption.

There’s a big difference between disappearing off the planet versus saying that you need some space for a while but will call once a month. To make the most of the time — and the navigation in and out of it — you might consider professional support as well.
I see this as not really about the working-late-without-notice issue too, but I don’t see it as just about the fighting. I have a deeper concern: Is he capable of being as considerate as you need and want him to be? You say it’s the only thing you fight about, and that’s something (though I must ask: Are you sure?). But what we’re talking about here is really about him choosing to leave you in the lurch, knowing that it blocks you from using your time in a way that you want, knowing that you have prioritized him and he is not prioritizing you. It is one thing for him to consistently work late, and even for him to consistently work late and forget to tell you. ‘Euphoria’ flames out in a drug-fueled haze
BOOKS
Collins gets an appetite for more ‘Games’
TV REVIEW There are a lot of demands on HBO right now, including the intensity of streaming competition and the creative challenge of keeping subscribers interested in something other than dragons. Not everything the network tries will be a hit, but the effort is almost always worth watching. So before launching into what will read like a disapproving review of Sam Levinson’s “Euphoria,” a depressing and occasionally foul attempt to reach a “young adult” audience, let’s acknowledge that the show is everything it sets out to be: provocative, disturbing, nihilistic and naughty. “Euphoria,” which premiered Sunday, also can be heartbreaking and compulsively watchable. It won’t lack for attention — and perhaps that’s the real point. Set in a California anyburb, it’s the story of a teenage drug addict named Rue (Zendaya), who is facing a new school year after a summer spent in rehab, following an overdose. Unrepentantly, Rue resumes using, supplied by her conflicted dealer, Fez (Angus Cloud). Even for an addict, the character is written and played with a suffocating degree of teen callousness.
HBO
HBO’s coming-of-age drama is ambitious but needlessly unsettling
Zendaya is trying the ol’ “play a drug addict” approach to gaining acclaim.
Rue’s world brightens some with the arrival of Jules (Hunter Schafer), a transgender transfer student. Early on, we see the confidence with which Jules sneaks off to a motel for a rough sexual encounter with a married man (Eric Dane) she meets online, who, because it’s 2019, records the encounter for future viewings. In the name of verisimilitude, all of this is presented as frankly and openly as TV might get before it actually crosses into the realm of the pornographic. The show has been made with some care — much has been made of the show’s use of “intimacy coordinators” and such — but that’s not going to prevent most parents from passing out cold when they see it.
“Euphoria” is adapted from an Israeli series of the same name, which, if nothing else, may offer an explanation as to why the show feels foreign — as in unrelatable and vaguely alien. The rest is mainly a puzzle: beautifully shot, artfully composed, nevertheless unsettling and needlessly cruel. The show defies any notion that stories are something that build toward a moral or a theme or even a central idea. Instead, “Euphoria” is everything a teenager might want in a TV show: an extreme depiction of teens who are worse off than one’s self. The narrative never coheres because it’s not really supposed to. Alluring, yes, but far from great television.
A decade after seemingly wrapping up “The Hunger Games,” Suzanne Collins is bringing readers back to Panem: A prequel, set 64 years before the beginning of her multimillion-selling trilogy, is coming May 19, 2020. Collins said in a statement Monday that the currently untitled book would go back to the years following the “Dark Days,” the failed rebellion in Panem. Lionsgate Motion Picture Group chairman Joe Drake said that the studio, which produced the “Hunger Games” movies, is in talks with Collins about a film adaptation. “We look forward to continuing to work closely with her on the movie,” he added. ‘Fleishman Is in Trouble’ should get a swipe right BOOK REVIEW Believe the hype: “Fleishman Is in Trouble,” which comes out today, is even better than promised. Taffy BrodesserAkner, a New York Times Magazine writer, brings to her first novel the currency of a hot dating app and the wisdom of a Greek tragedy. The result is a feminist jeremiad nested inside a brilliant comic novel. As the story opens, life sounds like an erotic carnival for Toby Fleishman. A New York doctor newly separated from his wife, Toby has arrived at the age of 41 to discover a city suddenly flush with women who want him. “His phone was aglow from sunup to sundown,” the narrator writes, with texts that contained “underboob and sideboob and just straight up boob and all the parts of a woman he never dared dream he would encounter.” Poor Toby is thrust into a state of constant arousal, punctuated by moments of deep confusion about his impending divorce. Brodesser-Akner shows an anthropologist’s thoroughness in her study of contemporary adult dating, but her prose, ringing with manic energy, is obscenely funny. She seems equally amused and horrified as she follows the pixels of lust and humiliation flitting across social media. With merciless precision, she traces the trajectory of doomed affections: the glorious takeoff, the deluded calm and the shrieking descent. RON CHARLES (TWP)

“The nerve of that guy, to just cough willy-nilly. He should be disgusted with himself.” @MATTHEWJGERO, joking about acting
chief of staff Mick Mulvaney getting scolded by President Trump during an interview with ABC News’ George Stephanopoulos. A clip shows Trump get distracted after Mulvaney lets out a slight cough, saying, “If you’re going to cough, please leave the room,” and “you just can’t cough.”
“You take one of the most vibrant, colorful musicals in existence and coat it in murky brown ... ” @THEBOOSTYBOY, criticizing the first look at Steven Spielberg’s remake of the classic musical “West Side Story.” While many fans were excited to see actors such as Ansel Elgort, center left, Mike Faist, fourth from left, and Rachel Zegler, center right, in costume, others were disappointed by the teaser picture. They lamented that the remake appeared dull, considering the original was famed for its bright colors.
“OK fine, I’ll pay attention to soccer. ’Cause this is [an] awesome response to a stupid controversy.” @DDCEDDIECARIFIO, discussing U.S. forward Carli Lloyd’s celebration after scoring during America’s 3-0 win Sunday over Chile in the World Cup. After hugging her teammates, Lloyd stopped and did a small golf clap, a direct response to critics who said the team “celebrated too much” during their previous 13-0 win over Thailand.

“Hey, hey, hey ... it’s time for you to go away.” @EMM_BELLE, responding to a tweet from the account of disgraced actor Bill Cosby on Father’s Day. The opening of “Hey, Hey, Hey ... It’s America’s Dad” — the nickname bestowed upon him while “The Cosby Show” aired from 1984 to 1992 — didn’t sit well with most Twitter users, considering Cosby is currently in prison for sexual assault. His spokesman told USA Today that Cosby asked for a message to be posted.

GEMINI (May 21-June 20) What you begin reluctantly today is likely to conclude amid great excitement and enthusiasm — if you have your way. CANCER (June 21-July 22) You have a choice today between doing little or doing much — and you know full well that only the latter will satisfy you. LEO (July 23-Aug. 22) You may have little difficulty in getting started today, but keeping the momentum going will prove a challenge until you overcome a key obstacle. VIRGO (Aug. 23-Sept. 22) Your own enthusiasm may be dampened some today by unforeseen circumstances that make things harder than they have to be. A solution is at hand. LIBRA (Sept. 23-Oct. 22) You are better to trust in the power of a positive example today than in the force of argument. You know well that words can do only so much.

CAPRICORN (Dec. 22-Jan. 19) You are loath to make a prediction today, as you know just how challenging things are likely to get — and very soon.
TODAY: It will be a lot like Monday, with partly sunny skies before showers and storms become fairly numerous by the late afternoon and evening. Highs will be mostly in the muggy mid-80s, with light winds from the west. Fairly widespread showers and storms are expected tonight, and areas of flooding are possible.
AQUARIUS (Jan. 20-Feb. 18) Now is no time to say “I told you so,” for that will do no good whatsoever. What you can do is put your considerable experience to use. PISCES (Feb. 19-March 20) You may find yourself quite unhappy in the very place that you expected to find happiness — or vice versa. Emotions play tricks today.

Beyoncé gave her first on-camera interview in six years for an OWN special chronicling the Wearable Art Gala in Los Angeles, Jezebel reported Saturday. “It’s one of the only red carpets that I do with my family,” the singer said of the event. “My daughter gets to dress up, and my husband, and this year it’s ‘Lion King’ which, obviously, I play Nala.
