4,893 thefts from autos across D.C. this year, many accompanied by broken locks or shattered side windows. There were 5,305 recorded at this time last year, which ended with a count of 12,175. That was up from 2015. Bowser said the best way to prevent car break-ins “is to make sure we’re locking vehicles.” But one longtime resident of Emerson Street, Vernelle Fitzgerald, had another idea. She pointedly asked the mayor for more streetlights, which she contended could deter more than thefts from vehicles. Fitzgerald said some elderly residents have been attacked at night at the bus stop at Emerson Street and Kansas Avenue. “The lighting is horrible around here,” said Fitzgerald, who has lived on Emerson Street since 1965. “It’s mostly elderly around here, and they’re scared to get off the bus.” Bowser looked up a the tall light poles and agreed there weren’t enough of them. Watergate to redo room that has a past The Watergate Hotel’s Room 214 will soon reflect its place in the eponymous scandal, which marked its 45th anniversary Saturday, WTOP reported Monday. The hotel said it has hired costume designer Lyn Paolo of ABC’s “Scandal” to give the room a fitting makeover. In 1972, E. Howard Hunt and G. Gordon Liddy kept contact via radio from Room 214 with burglars who broke into the Democratic National Committee headquarters at the Watergate office building next door. (AP)

One Maryland county is getting a spelling lesson. The Frederick News-Post reports that two signs with the words “Fredrick High School” — without the second E — carved in stone were installed near the entrance to the new $114 million school building. Images made the rounds on social media over the weekend and by Monday the signs were gone. The Virginian-Pilot reports that the zoo is taking suggestions for names that start with the letter “I’’ for the calf, born June 4. The calf’s mother is a Masai giraffe named Imara. A zoo spokeswoman called the calf’s birth “a happy surprise,” because zookeepers had suspicions Imara was pregnant but weren’t certain. (AP)

Road rage or an act of hate? FAIRFAX COUNTY Islamic leaders are questioning Virginia detectives’ insistence that the beating death of a teenage Muslim girl appears to have been a case of road rage, saying the attack looks all too much like a hate crime. Nabra Hassanen, 17, was bludgeoned with a baseball bat early Sunday by a motorist who drove up to about 15 Muslim teenagers as they walked or bicycled along a road, Fairfax County police said. A Hassanen family spokesman said all the girls in the group were wearing Muslim headscarves and robes. Darwin Martinez Torres, a 22-year-old from El Salvador suspected of being in the U.S. illegally, was jailed without bail on a murder charge after the girl’s body was pulled from a pond near his apartment. Ibrahim Hooper, a spokesman for the Council on AmericanIslamic Relations, said there is a strong possibility the crime wouldn’t have happened if the teenagers weren’t Muslim. “You can’t just say ‘Oh, he didn’t say anything against Islam, so no hate crime,’ ” Hooper said. Fairfax police, in their account of the attack, said that Martinez Torres and one of the boys in the group got into an argument, and that the motorist chased the group down and got out swinging the

the notion it was road rage, saying on Twitter: “If you think for a minute that her appearance had nothing to do with this crime, you’re lying to yourself.” Chaudry said that when a Muslim commits a crime, officials are quick to treat it as an act of terror, but when the perpetrator is not Muslim, police seem to approach it differently. “I just feel like there is more hesitation and a lot of other factors are taken into account,” such as whether the person was drunk or suffering mental problems, Chaudry said in an interview. The public defender’s office, which was appointed to represent Martinez Torres, declined to comment. Meanwhile, Muslim groups planned vigils around the country

And her mosque, the All Dulles Area Muslim Society, announced plans for her funeral today and encouraged people to come together and “respond to bad with good.” The mosque expressed optimism that law enforcement will determine the motive for the crime and added: “We request the community to not speculate on the motives and jump to conclusions.” CAIR called on Muslim communities to increase security during the Muslim holy month of Ramadan, which concludes Saturday, in light of Hassanen’s slaying and other recent crimes. Tornado touches down in Silver Spring

A small tornado touched down Monday in Montgomery County as severe thunderstorms barreled through the region. The National Weather Service confirmed that the EF-0 twister hit Silver Spring, but it was so small, short-lived and difficult to detect that no tornado warning was issued. The tornado tracked through a residential neighborhood for about 1,000 feet along a path as wide as 100 feet. Peak winds reached 70 mph. While some homes were “rendered uninhabitable” according to an NWS report, there were no injuries. (AP/TWP)

Gov. Bowser? Council mulls upgraded titles THE DISTRICT If perception is reality, then D.C. Council member David Grosso has an idea to jump-start the District’s stalled campaign to become the 51st state. Grosso, above, wants to upgrade the names of the city’s elected leaders to their state equivalents. The mayor would become “governor.” The D.C. Council would become the “legislative assembly.” The council members would be “representatives.” The city would still be called Washington, D.C., but instead of District of Columbia, the abbreviation would be short for Douglass Commonwealth, in honor of Frederick Douglass. Grosso rolled out legislation Tuesday to legally change those names as a way to make it easier for the nation to embrace the idea of D.C. as a state. “It is very symbolic, but it also reflects the real work we are doing in the government,” Grosso said. “One of the arguments against us becoming a state is we are just a city and a city shouldn’t be able to jump right to a state level. People don’t realize we do the functions of a state, county and city; this will change people’s perceptions of us.” D.C. has nearly 700,000 residents — more than Vermont and Wyoming — and they pay more in federal income taxes than their counterparts in 22 states. Normally, her ride from Rockville Metro station to Farragut North takes about 30 minutes, but the first weekday commute of the final SafeTrack surge was giving Morton and her fellow riders a particularly bad case of the Monday blues. With both the Rockville and Shady Grove stations closed by the surge, Morton had to be dropped off at a 7-Eleven on Rockville Pike, followed by a 10-minute walk to the Twinbrook

Station, where the western end Red Line begins service for the duration of the surge. “I’m not a happy camper,” Morton, 75, said from the crowded platform before jumping on an arriving train. The 16th and final SafeTrack surge began Saturday and concludes Sunday. The project involves work on a 5-mile stretch of track between Shady Grove and Twinbook; Shady Grove and Rockville stations are closed. Baker to run for governor MARYLAND Prince George’s County Executive Rushern L. Baker III plans to announce today that he is running for governor, with a video message to news outlets and supporters that explains why he believes he can emerge from a crowded field of Democrats to challenge the bid of popular Republican Larry Hogan for a second term. Baker, 58, is midway through

his seventh year as leader of the state’s secondla rgest juris diction. He has focused on elimiBaker nating the corruption that used to be a hallmark of the county’s government and stimulating economic growth. A former state lawmaker with a law degree from Howard University, Baker is vying to become Maryland’s first African-American governor and the first county executive to serve in the role since Parris Glendening, also of Prince

George’s, did from 1995 to 2003. “Being county executive gives me a good vantage point to look at Maryland as a whole, because we are urban, suburban and rural,” Baker says in the video message. Former NAACP leader Benjamin Jealous and Baltimore tech entrepreneur Alec Ross have also launched campaigns for the June 2018 Democratic primary, and state Sen. Richard S. Rather than making the VA, which already has nearly 50,000 vacancies, less attractive to workers because of cuts to workplace protections, Shulkin thinks the legislation will “dramatically improve morale” and enhance recruitment, because “there is nothing more demoralizing” than working alongside dead wood. More than once, Shulkin indicated he wants “to run this organization the way that the private sector runs organizations.” Taken at face value, this reflects a serious misunderstanding of the role civil service protections play in government. Now, those who assist them are on the forefront, serving as guinea pigs testing major changes in civil service procedures that protect federal employees and taxpayers. Coupled with earlier revisions in the Defense Department layoff process, new legislation portends significant and across-the-board civil service reforms for the federal workforce. The latest transformations are in the Department of Veterans Affairs (VA) Accountability and Whistleblower Protection Act that President Trump will sign soon, perhaps this week. While it weakens civil service protections for all VA staffers, the legislation reserves its sharpest blows for senior executives. They would no longer be able to appeal adverse actions like firings, suspensions and demotions to the independent U.S. Merit Systems Protection Board (MSPB), a process available to most other feds. Q. I read that President Trump wants to give federal employees a 1.9 percent cost of living adjustment (COLA). I also read that the COLA number won’t be decided until the fall. What gives? A. President Trump’s recent budget proposal recommends a 1.9 percent raise for federal employees in January 2018. Note the word “raise.” Current employees get pay raises. Retirees get COLAs. Although the federal employee pay raise often is called a COLA, it is not determined by inflation but rather is linked — if only loosely — to salary growth in the private sector. Under the complex law for setting raises, Trump’s recommendation will take effect unless Congress sets a different figure. It could do that at any time until the end of this year. Typically, the raise number becomes just an average, as slightly larger raises are paid in some city areas, including the Washington-Baltimore area. Retiree COLAs are linked to an inflation index, the same one used to increase Social Security and certain other government benefits. That count now stands at about 1.5 percent. Report finds nearly 1.3M people sought care in 2014 alone HEALTH The coast-to-coast opioid epidemic is swamping hospitals, with government data published Tuesday showing 1.27 million emergency room visits or inpatient stays for opioid-related issues in a single year. The 2014 numbers, the latest available for every state and the District of Columbia, reflect a 64 percent increase for inpatient care and a 99 percent jump for emergency room treatment compared with figures from 2005. Their trajectory likely will keep climbing if the epidemic continues unabated. The report, released by the Agency for Healthcare Research and Quality (AHRQ), puts Maryland at the very top of the national list for inpatient care. The state, already struggling with overdoses from heroin and prescription opioids, has seen the spread of the synthetic opioid fentanyl, which can be mixed with heroin or cocaine and is extraordinarily powerful. The new government numbers showing Maryland’s surge in hospital visits was not surprising, according to Leana Wen, Baltimore city’s health commissioner, who noted that many people who show up seeking treatment for addiction cannot

receive it immediately. “We are not anywhere close to getting everyone treatment at the time that they are requesting for help,” she said. Trailing Maryland for opioidrelated hospitalizations is Massachusetts, followed by the District of Columbia. It also does not speculate on why some states have such high rates of hospital admissions. It suggests that people in the most urban places are more likely to be treated in a hospital than those in rural areas — which would indicate that lack of access to medical care is a factor in the uptick in death

The sharpest increase in hospitalization and emergency room treatment for opioids was among people ages 25 to 44 — seen in every racial and ethnic group other than Asian-Americans. Opioid overdoses are a major driver of this mortality spike. The states with the highest rate of opioid-related hospital admissions in 2014 were, in addition to Maryland and Massachusetts: Rhode Island, New York, West Virginia, Connecticut, Washington, Oregon, Illinois and Maine. Uber is enabling passengers to tip its U.S. drivers within its ride-hailing app for the first time, part of a push to recast itself as a company with a conscience. The tip option, long available in the app of rival Lyft, is now available in Seattle, Houston and Minneapolis. Uber plans to make it a staple in all U.S. cities by the end of July. The video was captured by a camera in the squad car of Officer Jeronimo Yanez, who was found not guilty of manslaughter in the fatal shooting of Castile, a black motorist. The shooting gained widespread attention because Castile’s girlfriend, Diamond Reynolds, livestreamed the aftermath on Facebook. Yanez’s acquittal sparked protests. Unlike Reynolds’ video, the squad car video shows the traffic stop’s quick escalation and the shooting itself. It was played for jurors at trial but was not released publicly until Tuesday. U.S. tourism to N. Korea comes under scrutiny after student’s death NORTH KOREA For some intrepid travelers, North Korea is the holy grail. There’s hardly a place that’s more off the beaten path. About 1,000 American tourists visit North Korea each year, looking for an adventure and a glimpse at the “Hermit Kingdom.” But the death of Otto Warmbier, the American student who had been imprisoned in the country for 17 months, has focused a new light on tourism to North Korea, which the regime has been trying to promote. Warmbier’s father, Fred, said after his son was sent home in a coma last week that companies promoting tourism to North Korea are providing “fodder” for the regime. Rep. Edward R. Royce, R-Calif., the chairman of the

House Foreign Affairs Committee, agreed. “Otto’s father is right: Travel propaganda lures far too many people to North Korea.” The U.S. should ban tourist travel to North Korea, Royce said after Warmbier’s parents announced their 22-year-old son’s death on Monday. Warmbier, a University of Virginia student, was curious about the world and wanted to explore it, his father said in an interview in April. So, at the end of 2015, the young man joined the “New Year’s Party Tour” run by Young Pioneer Tours, a company that boasts “budget tours to destinations your mother wants you to stay away from!” North Korean leader Kim Jong Un has a goal of attracting a million tourists a year to the Communist-ruled county. Critics have said tourism is a significant source of foreign currency for the regime. The State Department has steadily ratcheted up its travel

advisory for North Korea and strongly warns Americans against traveling to the country because of the risk of arbitrary detention. Warmbier was sentenced to 15 years in prison for allegedly stealing a propaganda sign. A bill is already before the House to limit travel to North Korea for American citizens, and Warmbier’s death could prompt the Senate to consider the same. Three other Americans are still being detained in North Korea, but they were all working there — two at a private KoreanAmerican-run university and one at a hotel in a northern special economic zone. Particular attention is now falling on Young Pioneer Tours, a travel company that takes its name from the youth leagues in Communist countries. “The devastating loss of Otto Warmbier’s life has led us to reconsider our position on accepting American tourists,” the

company said in a statement Tuesday. Young Pioneer Tours will no longer be taking U.S. citizens to North Korea, it said. Five people who witnessed Young Pioneer Tours in North Korea said they saw reckless behavior, with customers drinking heavily, not being respectful and denigrating their local tour guides. Three of the five people interviewed work in North Korea and the other two were on tours. “Frankly, this company is run by some hard-drinking dudes and the culture of their tours is infused with that,” said one of the people, speaking on the condition of anonymity because he still works in North Korea. Troy Collings, one of the partners in the company, said: “People are quick to embellish their stories when the media are interested. POLITICS The Senate bill to scale back the health care law known as Obamacare is being written in secret by a small team led by Republican Majority Leader Mitch McConnell. Officials at numerous agencies of the Trump administration have stonewalled friendly Republicans in Congress — not to mention Democrats — by declining to share internal documents on sensitive matters or refusing to answer questions. President Trump, meanwhile, is still forbidding the release of his tax returns, his aides have stopped releasing logs of visitors to the White House and his media aides have started banning cameras at otherwise routine news briefings, as happened Monday. Trump even refuses to acknowledge to the public that he plays golf during his frequent weekend visits to his private golf courses. More and more in the Trump era, business in Washington is happening behind closed doors. The federal government’s leaders are hiding from public scrutiny — and their penchant for secrecy represents a stark departure from the campaign promises of Trump and his fellow Republicans to usher in newfound transparency. “I was very frustrated the Obama administration held things so close to the vest … but I quite frankly haven’t seen any change with the Trump administration. In some ways I find it worse,” said outgoing Rep. Jason Chaffetz, R-Utah, who chaired the House Committee on Oversight and Government Reform before announcing his retirement this spring. How wildebeest massacres feed an ecosystem Time after time, year after year, giant herds of African wildebeests creep to the edge of the Mara River in Kenya and start to drink. Time after time, year after year, they get hacked to death by crocodiles in the river. It sounds awful, but a new report led by researchers at Yale University says the yearly massacre of 6,000 wildebeests on the Serengeti is good for the Mara River watershed. The creatures’ carcasses feed more than a bunch of fat crocodiles. They nourish an entire ecosystem — river fish, plants, microorganisms, hyenas and birds. Amanda Subalusky, a postdoctoral scientist at Yale who now works at the Cary Institute of Ecosystem Studies in New York, said team members even observed hippos snacking on the dead bodies of wildebeests. “It’s like you’re dropping a lot of steaks in the water,” said Subalusky, who lived in Kenya for monthly stretches between 2008 and 2010 to observe the wildebeests and the river for the study. “The river comes alive.” The study, published Monday in the journal Proceedings of the National Academy of Sciences, could change how the sciences view the contributions of big herds, alive and dead, to their landscapes. “It’s … one of the ways a large migration can influence an ecosystem that hasn’t been thought about,” Subalusky said. The PGA Tour is beefing up its anti-doping policy by adding blood testing and bringing its list of banned substances in line with that of the World AntiDoping Agency. The revised policy takes effect at the start of next season in October. Blood testing detects the use of human growth hormone (HGH), which is banned by the tour but can’t be flagged in urine. Pop music’s outsider is growing up ALBUM REVIEW When Lorde appeared four years ago, the idea that drove the young New Zealander’s music was a prideful alienation from the supposedly hollow pageantry of pop culture. In “Royals,” she sang about not relating to the type of bling she’d glimpsed only in the movies; in “Team,” she said she was “over getting told to throw my hands up in the air.” At a moment when social media was beginning to rearrange the way fans relate to their idols, Lorde’s proposition was an effective one — so much so that pop culture welcomed her in spite of her disdain. “Royals” topped Billboard’s Hot 100 and won a Grammy Award for song of the year, while “Pure Heroine,” her 2013 debut, went triple platinum. Suddenly, sparkly things were a fact of Lorde’s life. Yet the outsider remains a

powerful archetype, which is why even superstars like Taylor Swift — who quickly struck up a friendship with Lorde — try to present themselves that way. So on her follow-up album, “Melodrama,” Lorde, 20, still wants us to think of her as someone in a state of opposition. “I hate the headlines and the weather,” she sings in “Perfect Places.” In “Liability,” she recounts being rejected by someone, then zooms out to declare that “I’m a little much for everyone.” The experience of pop stardom? “Hated hearing my name on the lips of a crowd,” she insists in “Writer in the Dark.” None of this is that believable. What made “Royals” work wasn’t the awkwardness that Lorde was describing but the strength with which she described it. It’s not that Lorde can’t sell this storyline. She’s a remarkable singer with a range of vocal tones and dramatic approaches,

The rapper’s publicist said in a statement Tuesday that Prodigy was hospitalized a few days ago in Las Vegas “for complications caused by a sickle cell anemia

crisis.” Prodigy had battled sickle cell since birth and was in Las Vegas for a performance.
