A Georgia sheriff got involved when nearly threefourths of those summoned for jury duty failed to show. WMAZ-TV reported courts in Laurens County faced a small crisis last week when only 60 people showed up for jury duty out of 200 who were summoned. Sheriff Larry Dean had deputies call the no-shows. Dean says enough were coaxed into court late to make four juries. Many explained their absences by saying they were busy. (AP)

White House’s calm voice THE DISTRICT Let’s say you decide to call the White House and weigh in on the issues of the day. If you are really lucky, you’ll get Operator 16 — 99-year-old Louise Griffin, who’s been volunteering at the executive mansion for 26 years. Officially, she’s only supposed to stay on the line with you for two minutes, taking notes that may be passed on to the Oval Office. Most of the callers these days are phoning in to compliment President Trump. Sometimes, if a caller is mad about an issue or just annoyed about sitting on hold, Griffin will allow them to go on for more than the allotted time. “Sometimes you can calm people down by helping,” she said. “I have had them tell me, ‘You have helped me so much, and I am so happy that I got you.’ It’s a huge compliment.” In a city bitterly divided along partisan lines, Griffin is absolutely nonpolitical and insistently optimistic. She’s worked for four presidents and thinks it’s

She grew up in Southwest and had a career as a teacher and an assistant principal in D.C. public schools, plus marriage and three kids. In retirement, she began volunteering at the White House, which relies on lifelong employees and unpaid volunteers who do the behind-the-scenes work that ensures the executive mansion

remains an American landmark. Her first assignment was reading mail. She also worked on inaugurations, the annual Christmas tours and, Easter Egg Rolls. She addressed greeting cards and other correspondence. Eventually, she landed in the call center taking comments and discovered that all those years as a teacher were great preparation for that job. Along the way, she met Bill Clinton and George W. Bush but not Barack Obama or — so far — Trump. Because much of the volunteer work involves the East Wing, she has photos with Hillary Clinton, Michelle Obama and Melania Trump. Does she have a favorite president? “I can’t say that I did. I really can’t because I like them all.” Bill Clinton (spoiler alert) was chatty. He loved to talk to the volunteers. And he especially loved to talk to Griffin. The years have flown by. She’s now the oldest volunteer, a title that her colleagues don’t let her forget, and spends every Monday working the phones. She says: “You know, there’s nothing like being in the White House. Chopper noise rankles region Frequency of helicopter flights has risen, residents say HEALTH As the first helicopter flies by, the walls of Kathy Daniel’s Bethesda home start to shake. When the second follows, chains on her metal lamps jangle. “Then the third one goes by, and at that point my nerves are rattled,” said Daniel, 63, who has lived in Bethesda for more than 30 years. “It’s loud enough where I can’t think straight … I can just feel my blood pressure going up.” The cacophony lasts at least three minutes and repeats over the course of the day. Helicopters fly over Daniel’s home in the morning, about noon, in the evening and again at night, Monday through Friday. The air traffic got much worse starting three or four years ago, she estimates. She is not alone. Following a sharp spike in complaints from D.C.-area residents about the frequency and severity of helicopter noise, local lawmakers in January asked the Govern Government Accountability Office to study

the issue. Earlier this month, the GAO accepted the request and will launch the study this fall. Rep. Don Beyer, D-Va., said that helicopter noise is “our number one constituent complaint” and complaints have grown steadily since 2015. Me a nwh i le, household s throughout the region live with a level of helicopter traffic that some residents describe as unprecedented and unbearable. Daniel said the frequent sound of whirring blades overhead makes her feel as if she is “living in a war zone.” She loves her leafy, friendly neighborhood but now plans to move away. London-based psychologist Alison Greenwood, who has studied noise pollution and mental health, said research has shown that persistent aircraft noise leads to significant emotional and physical stress. A 2017 study found that aviation-related sounds can raise the risk of heart disease and make it harder for children

$1M

to do well in school. “Immediately, I’d be worried particularly about children’s learning,” Greenwood said of the D.C.-area’s helicopter traffic. The helicopters’ possible negative effect on her child has caused Heather Spence, 34, to consider moving out of her home in Arlington, Va., though she has no plans to do so. Spence, a marine biologist who is expecting a baby in a few months, said helicopters are “a constant presence.” “I know being in a noisy environment causes stress, and now I have another human coming into my care,” Spence said. “It’s different when you’re making decisions for someone else.” The majority of helicopters flying in the region are probably military aircraft traveling between bases or transporting VIPs, said Seth Clute, director of operations for the Marylandbased company Monumental Helicopters. Military aircraft are much larger and louder than

other kinds of helicopters, he said. The Federal Aviation Administration sets noise rules, Clute said, but it has a limited ability to regulate military activity. William Noonan, a 26-year resident of Montgomery County, said helicopters fly above his house on average eight times a day. It has gotten so bad over the past three years that Noonan, 57, has begun sleeping in the basement guest room. “ Ever y d ay, we h ave to straighten all the pictures in our house,” Noonan said. A few weeks ago, a helicopter shook Noonan’s house so badly that a painting fell from a wall. D.C. Del. Eleanor Holmes Norton, D, said the volume of complaints shows that helicopter traffic has risen to unlivable levels. She and other lawmakers expect the study to help explain why helicopter traffic has increased, and to suggest possible ways to reduce the inconvenience. HANNAH NATANSON (THE WASHINGTON POST)

Officials rebuke Metro officer for stun gun use CRIME Prosecutors in the District on Monday dropped all criminal charges against a man who was shoved by a Metro Transit police officer then hit with a stun gun as police accused him of interfering with the questioning of a handcuffed teenager at the U Street station. Tapiwa Musonza, 28, was freed from jail as activists, members of the D.C Council and his family blamed the officer for escalating an impassioned discussion into violence. Metro police charged Musonza with resisting arrest, obstruction of justice and assault on a police officer. The U.S. attorney’s office on Monday chose not to pursue the case but did not provide an explanation. Six members of the D.C. Council expressed concern over the incident and at least two called on Metro’s police chief, Ron Pavlik, to suspend the officer during an internal investigation that began Sunday. Metro kept the officer on full duty status. A Metro spokesman did not respond to a request to interview Pavlik. Musonza, who graduated from Howard University three years ago with a degree in finance, was returning from visiting the U Street entertainment strip when the incident unfolded Saturday, his mother said. The video does not appear to show Musonza in a fighting stance. PETER HERMANN (TWP)

Residents debate fate of drug lord D.C. attorney general gets input on potential release of ’80s kingpin THE DISTRICT Long before it became a tranquil middle-class neighborhood, the area around 7th Street and Orleans Place in northeast D.C. was a 24/7 open-air drug market that police generally avoided. Rayful Edmond was the boss. In the 1980s, Edmond was believed to have controlled about a third of the city’s drug trade during a crack epidemic that destroyed thousands of lives. His operation was linked to at least 30 murders, none pinned on him. Edmond was eventually arrested and sentenced to life in prison. But federal prosecutors are now seeking his release, citing his years of helping authorities convict other dealers. U.S. District Judge Emmet Sullivan has asked Washington Attorney General Karl Racine to solicit opinions on whether Edmond, now 54, should be set free. The prospect has dredged up intense memories of the percapita murder capital of the nation, now hard to picture. “The emotions are incredibly

fresh,” said Racine, who is organizing events on the topic. “I really did not expect some of the feelings that were articulated to be so raw and passionate.” At a recent event in southeast D.C., opinions on the prospect of Edmond’s release were split. “If the state feels that he’s paid his debt to society, then I can live with that,” said May Lewis. “But I do hope he doesn’t return to Washington to live. That might be too much for a small community like this to handle.” Edmond’s family-run operation was estimated by law enforcement officials to be making more than $1 million per week. George Madison, who grew up in D.C., recalled Edmond’s reign with ambivalence. “There’s two sides: On one side, yes he flooded the streets with drugs,” Madison said. “But at the same time he did help people in the community. He bought school clothes for kids and gifts at Christmas.” Edmond’s assistance has already resulted in the early release of his mother, Constance “Bootsie” Perry, who was sentenced to 14 years for her part in her son’s operation. Supreme Court sides with ‘subversive’ brand COURTS The Supreme Court on Monday struck down the federal government’s ban on registering “immoral” and “scandalous” trademarks, saying it violates the First Amendment. “The most fundamental principle of free speech law is that the government can’t penalize or disfavor or discriminate against expression based on the ideas or viewpoints it conveys,” Justice Elena Kagan said in announcing the decision. “The ban on ‘immoral’ and ‘scandalous’ trademarks does just that.” Kagan was joined in the majority by Justices Clarence Thomas, Ruth Bader Ginsburg, Samuel A. Alito Jr., Neil M. Gorsuch and

Brett M. Kavanaugh. But others worried it went too far and would leave the federal trademark office powerless, in the words of Justice Sonia Sotomayor, “to refuse (and thus no choice but to begin) registering marks containing the most vulgar, profane, or obscene words and images imaginable.” Chief Justice John G. Roberts Jr. and Justice Stephen G. Breyer shared Sotomayor’s concern that the opinion went too far. Sotomayor feared that the government would now be forced to register trademarks including “one particularly egregious racial epithet.” Iancu v. Brunetti is a trademark dispute in which Los

U.S. recruits Mutombo for Ebola PSA Unable to send disease fighters to help battle one of the deadliest Ebola outbreaks in history, U.S. health officials are turning to basketball hall of famer Dikembe Mutombo for help. The U.S. Centers for Disease Control and Prevention on Monday posted videos of Mutombo, a well-known philanthropist in his native Congo, to persuade people to get care that might stop the disease’s spread. About 1,500 people have died since an Ebola outbreak was declared in August in eastern Congo. Rebel attacks and community resistance have hurt Ebola response work. Screen time is up, but don’t blame teens TECHNOLOGY Americans spent less time reading and more time watching TV last year than ever before, according to new time use data from the Bureau of Labor Statistics. The average American spent a little more than 15 minutes reading for pleasure daily in 2018, down from a high of 23 minutes in 2005. The average TV time grew from 2003 to 2018 by about 20 minutes, to 2 hours and 50 minutes a day. Part of that change is attributable to economic conditions — that time period included the Great Recession, when non-employed people had more time to watch TV. But researchers have found that shifts in Americans’ leisure time habits are largely a function of what’s happening with seniors. Since 2003, the average American man older than 65 has added about an hour of TV watching to his day, pushing the national daily average to just over five hours. Older women report a smaller increase, less than half an hour. A recent analysis by the Pew Research Center found that much of the time seniors now spend watching TV used to be dedicated to reading and socializing with others. While much of the public discussion around technology’s effect on American life focuses on the young, data from those ages 15 to 24 show an increase in gaming time but only negligible changes in computer or TV time. A ‘proportionate response’ WASHINGTON President Trump signed an executive order Monday targeting Iran’s supreme leader and his associates with financial sanctions, the latest action the U.S. has taken to discourage Tehran from developing nuclear weapons and supporting militant groups. The sanctions follow Iran’s downing of a more than $100 million U.S. surveillance drone over the Strait of Hormuz. Trump pulled back from the brink of retaliatory military strikes but is continuing his pressure campaign against the nation. “These measures represent a strong and proportionate response to Iran’s increasingly provocative actions,” Trump told reporters in the Oval Office. “We will continue to increase pressure on Tehran until the regime abandons its dangerous activities and its aspirations, including the pursuit of nuclear weapons, increased enrichment of uranium, development of ballistic missiles, engagement and support for terrorism, fueling of foreign conflicts and belligerent acts directed against the United States and its allies.” Trump pulled the U.S. out of the nuclear pact that world powers made with Tehran in 2015. Other nations stayed in the deal, which eased sanctions on Iran in exchange for curbing its

nuclear program. Trump called it a one-sided deal in Iran’s favor and reimposed sanctions but says he wants to negotiate a different deal. Iran has thus far shown no interest in negotiating. Iran’s U.N. ambassador Majid Takht Ravanchi said U.S.-Iran talks are impossible under current conditions, adding, “You cannot start a dialogue with someone who is threatening, who is intimidating you.” Ravanchi, who spoke with reporters while the U.N. on the rising tensions between the U.S. and Iran, said Washington should stop its military activity in the region, withdraw its naval forces and end what he called “economic warfare” against the Iranian people. The latest round of sanctions denies Supreme Leader Ali Khamenei and senior military figures access to financial resources and assets they have under U.S. jurisdiction. Trump said the new sanctions are not only in response to the downing of the drone. The U.S. has blamed Iran for attacks on two oil tankers this month near the Strait of Hormuz. Citing those episodes and intelligence about other Iranian threats, the U.S. has sent an aircraft carrier to the Persian Gulf and deployed additional troops alongside the tens of thousands already there. All this has raised fears that a miscalculation or further rise in tensions could push the U.S. and Iran into an open conflict. Iran’s naval commander has warned that Iranian forces would not hesitate to act again and shoot down more U.S. surveillance drones that violate Iranian airspace. The U.S. said the drone was flying over international waters. “We confidently say that the crushing response can always be repeated, and the enemy knows it,” Rear Adm. Hossein Khanzadi Khanzadi was quoted as saying by the semi-official Tasnim news agency. DEB RIECHMANN AND KEVIN FREKING (AP)

A group of ultrarich Americans has asked to pay more in taxes, saying the nation has a “moral, ethical and economic responsibility” to ensure that they do. In an open letter addressed to the 2020 presidential candidates and published Monday on Medium, the 18 signatories urged political leaders to support a wealth tax on the richest one-tenth of the richest 1 percent of Americans. “On us,” they wrote. “The next dollar of new tax revenue should come from the most financially fortunate, not from middle-income and lower-income Americans.” (TWP) U.S. Treasury’s watchdog to investigate delay of $20 bill redesign with Harriet Tubman

Sanders seeks to cancel $1.6T in student debt POLITICS Days before the first Democratic presidential debates, Sen. Bernie Sanders and House progressives rolled out legislation to cancel all student debt, going further than a signature proposal by Sen. Elizabeth Warren as the two jockey for support from the party’s liberal base. By canceling all student loans, Sanders says the proposal would address an economic burden for 45 million Americans. The key difference is that Warren’s plan considers the income of the borrowers, canceling $50,000 in debt for those earning less than $100,000 per year and affecting an estimated 42 million people in the U.S. Questions face both candidates about how to pay for all of that plus their proposals for free tuition at public colleges and universities. But the battling ideas highlight the rivalry between senators who have made fighting economic inequality the cornerstones of their campaigns. Sanders’ effort would cancel $1.6 trillion of debt and save the average borrower about $3,000 a year, according to materials obtained by The Associated Press. The result would be a stimulus that allows millennials to invest in items they wouldn’t otherwise be able to afford. It would cost $2.2 billion and be paid for — and then some — by a series of taxes on such things as stock trades, bonds and derivatives, according to the proposal. Migrant kids moved Most sent to different facility after reports of poor conditions and mistreatment Trump measure forces medical cost disclosure

Protection additional resources at the border,” Pence said. “This is the wealthiest nation in the world,” Tapper said. “We have money to give toothpaste and soap and blankets to these kids.” The emergency bill passed through the Senate Appropriations Committee last week with bipartisan support. Earlier this year, Democrats opposed increasing the number of Immigration and Customs Enforcement detention beds (which is different from the bed space in CBP detention facilities) because they believed that would force ICE to prioritize enforcement efforts on criminals. Democrats expressed outrage about reports of poor conditions in migrant detention centers. Sen. Kamala Harris, D-Calif., called the conditions “child abuse happening at the hands of the United States government.”

HEALTH CARE President Trump signed an executive order Monday that calls for upfront disclosure by hospitals of actual prices for common tests and procedures to keep costs down. The idea is to give patients practical information that they can use to help save money. For example, if a hospital charges your insurer $3,500 for a type of echocardiogram and the same test costs $550 in a doctor’s office, you might go for the lower-price procedure to save on copays. But insurers said the idea could backfire, prompting hospitals that now give deeper discounts to try to raise their own negotiated prices to match what high-earners are getting. Trump’s order also requires that patients be told ahead of time what their out-of-pocket costs like deductibles and copays will be for many procedures. Little will change right away. The executive order calls for a rule-making process by federal agencies, which typically takes months or even years. The details of what information will have to be disclosed and how it will be made available to patients must be worked out as part of writing the regulations. That will involve a complex giveand-take with hospitals, insurers and others affected. Consumers will have to wait to see whether the results live up to the administration’s promises.

IMMIGRATION The U.S. government has removed most of the children from a remote Border Patrol station in Texas following reports that more than 300 children were detained there, caring for each other with inadequate food, water and sanitation. Just 30 children remained at the facility near El Paso on Monday, said Rep. Veronica Escobar, D-Texas, after her office was briefed on the situation by an official with Customs and Border Protection. Attorneys who visited the Border Patrol station in Clint, Texas, last week said older children were trying to take care of infants and toddlers. They described a 4-year-old with matted hair who had gone without a shower for days, and hungry, inconsolable children. Some had been locked for three weeks inside the facility, where 15 children were sick with the flu and another 10 were in medical quarantine. “How is it possible that you ... were unaware of the inhumane conditions for children, especially tender-age children at the Clint Station?” Escobar asked in a letter sent Friday to U.S. Customs and Border Protection She asked to be informed by the end of this week what steps they’re taking to end “these humanitarian abuses.” In an emailed statement Monday, Border Patrol officials said: “Our short-term holding facilities were not designed to hold vulnerable populations and we urgently need additional humanitarian funding to manage this crisis.” Although it’s unclear where all the children held at Clint have been moved, Escobar said some were sent to another facility on

U.S. government says up to 108 barrels a day flow into Gulf of Mexico ENVIRONMENT The federal government’s first study of the nearly 15-year-long oil spill in the Gulf of Mexico estimates that up to 108 barrels per day — more than 4,500 gallons — is flowing from a site where an oil company’s platform and wells were destroyed during a

hurricane. Monday’s report, by two scientists at the National Oceanic and Atmospheric Administration and a Florida State University professor, joined several others in disputing the company’s claim that only one drop of oil per minute is being released from a small area covered in mud, amounting to less than three gallons each day. “The results of this study contradict these conclusions by the Taylor Energy Company,” the

Hurricane Ivan chopped down Taylor Energy’s oil platform in 2004. The event buried the broken wells under more than 100 feet of sediment. According to early federal estimates,

the sediment is saturated with 97,000 to 346,000 gallons of oil. Monday’s study concludes that the oil and gas releases at the site are coming from multiple wells, contradicting Taylor Energy’s explanation that it’s rising from oil-soaked sediment. NOAA and its federal partners are assessing damages “to determine if public natural resources have been harmed by the oil and gas release.” An assessment of harm related to the BP oil spill in 2010 led to fines. Asked why it took the bureau more than 14 years to commission the study, the authors said they did not know and could not speak on the bureau’s behalf. DARRYL FEARS (THE WASHINGTON POST)

Criminal court sentences serial killer to 7 life terms

Pickup driver charged with 7 homicides in biker crash

The Ethiopian army general accused of leading a failed coup in a restive northern region was killed Monday in a firefight with security forces amid a security crackdown in which over 180 others have been arrested. Brig. Gen. Asamnew Tsige was killed on the outskirts of Bahir Dar, capital of the northern Amhara region, a spokesman in the prime minister’s office told AP. Ethiopian forces had been hunting Asamnew since he and soldiers loyal to him attacked a meeting of the Amhara government Saturday, killing the regional governor and his adviser. The region’s attorney-general died of his wounds Monday. (AP)

A Cyprus criminal court Monday sentenced an army captain to seven life terms in prison after he pleaded guilty to the premeditated murder and kidnapping of seven foreign women and girls. In handing down the sentence, the three-judge panel said that Nicholas Metaxas appeared to have mounted a “campaign of murder” in choosing defenseless women, most of whom came to Cyprus looking for work. Five life terms will run consecutively, while two will run concurrently. Earlier, Metaxas pleaded guilty and tearfully apologized to the families of his victims. (AP)

The White House will block counselor Kellyanne Conway from testifying before a House panel about allegations by a government watchdog that she violated the Hatch Act. White House lawyers planned to reject the House Oversight Committee’s request for Conway to appear at a Wednesday hearing, according to two White House officials who spoke on the condition of anonymity Monday to freely discuss private deliberations. The White House counsel will argue that in accordance with long-standing precedent, staff in the West Wing do not testify before Congress. (THE WASHINGTON POST)

The driver of a pickup truck in a fiery collision on a rural New Hampshire highway that killed seven motorcyclists was charged Monday with seven counts of negligent homicide, and records show he was stopped on suspicion of drunken driving last month and in 2013. Volodymyr Zhukovskyy, 23, was arrested Monday morning at his home in West Springfield, Mass., the New Hampshire attorney general’s office said. He will be arraigned today in Lancaster, N.H., authorities said. He was handed over to New Hampshire authorities after a brief court appearance Monday in Springfield, Mass. (AP)

Additional roster changes looming

Americans grind it out

UNITED STATES 2, SPAIN 1 Until Monday, the United States’ trek through the World Cup was a demonstration in style and grace, in ruthlessness and scoring surges. But after 90 minutes at sticky Stade Auguste-Delaune in Reims, France, then another seven minutes of stoppage time, the 2-1 victory over Spain in the round of 16 elicited new words. “We showed a lot of grit and experience,” said forward Megan Rapinoe, provider of two goals via penalty kicks, including the tiebreaker in the 75th minute. “A lot of grit, a lot of resolve,” said Jill Ellis, the head coach seeking to guide the Americans to consecutive championships. “A brave performance … winning by any means possible,” said center back Abby Dahlkemper, whose defensive unit conceded a goal for the first time since April. “We grinded this one out,” said goalkeeper Alyssa Naeher, who was partly at fault for Spain’s goal. The U.S. was hardly at its best, but through perseverance, the penalty kicks and a late stand, it did its part to set up a dreamy

The United States’ 2-0 win over Spain sets up a meeting with fourthranked France in the World Cup quarterfinal at noon Friday in Paris.

quarterfinal against France on Friday in Paris. Both teams labored to make the match possible — France needed extra time to oust Brazil on Sunday — but here they are, the tournament favorite and greatest threat. The Americans did not have an easy time winning their 10th consecutive match. Rapinoe scored early and late, but Spain was on even terms much of the match. This was a far cry from the U.S. rout of Thailand, the dominant victory over Chile and the

thorough triumph against Sweden. “We gave the best team in the world a run for their money,” Spanish Coach Jorge Vilda said through an interpreter. From the start, the Spaniards made clear they would not become another U.S. pushover. Their technical skill and confidence in possession tested the Americans more than they have been accustomed. Also, the U.S. defense seemed a little uncomfortable in the beginning, a harbinger of an awful thing to come.

World Cup today: Italy vs. China, noon (FS1); Netherlands vs. Japan, 3 p.m. (FS1)

First, though, the Americans went ahead in the seventh minute after Maria Leon took down Tobin Heath infiltrating the right side of the penalty area. Rapinoe converted. Less than three minutes later, calamity struck. Naeher made a mistake by playing the ball short out of the penalty area to Becky Sauerbrunn, who erred in trying to take possession instead of clearing it from danger. Lucia Garcia applied high pressure and poked the ball to Jennifer Hermoso, who, with Naeher out of position, lifted a 22-yard shot into the top right corner. The U.S. hadn’t conceded a goal since Australia’s Sam Kerr scored late in a friendly in April — a span of 649 minutes. At the final whistle, the Americans displayed more relief than unbridled joy. This was, after all, a test like no other in this tournament. “As we get into these knockout rounds, it’s more stressful, more pressure,” Rapinoe said. “These games are more intense. Every team lifts the level. For us, it was important to stay in it.” STEVEN GOFF (THE WASHINGTON POST)

After optioning Fedde and cutting Rosenthal, Nats mull their choices

Second-half goal secures Swedes’ win Stina Blackstenius, above left, scored in the 55th minute and Sweden advanced to the quarterfinals with a 1-0 victory over Canada on Monday. Ninthranked Sweden will face No. 2 Germany on Saturday. Canada had a chance to pull even in the 69th but goalkeeper Hedvig Lindahl stopped Janine Beckie’s penalty kick after a handball was called on Kosovare Asllani. Beckie took the penalty rather than captain Christine Sinclair, whose 182 goals remain two shy of matching the record set by retired American Abby Wambach. Sinclair, who also had a goal against the Netherlands in group play, is the second player ever to score in five straight World Cups, joining Brazil’s Marta. Sweden finished second in its group behind the defending champion United States. (AP)

Mets fine manager Mickey Calloway, pitcher Jason Vargas after confrontation with reporter

NATIONALS On Thursday, before the Nationals won both ends of a doubleheader to finish a three-game sweep of the Phillies, manager Dave Martinez indicated that his pitching staff had finally come together. He may want to revise that.

The Nats announced Monday that they had optioned starter Erick Fedde to Class AAA Fresno. A day earlier, they released reliever Trevor Rosenthal, eating his $8 million salary for 2019 and admitting that a big gamble failed. They now have an open spot on their 25- and 40-man rosters, and a handful of questions to answer as they start a three-game series tonight in Miami: Does Fedde’s demotion mean Austin Voth has joined the rotation? added to the 25? Who, more importantly, joins the 40? Optioning Fedde opens at least one more opportunity for Voth in the majors. Voth, 26, was sharp in his third career start Sunday. He gave up two runs in six innings

and struck out seven in an eventual 4-3 loss to Atlanta. Fedde, also 26, was called up from the minors in late April to bolster a scrambling bullpen. He was very solid in his first three starts of this year, allowing

three runs in 14 innings, but has slipped since. His worst outing was his most recent, when he gave up two runs, five hits and walked five in just 3 2/3 frames against the Phillies on Thursday. The Nationals’ open 40-man spot allows a lot of flexibility. For all the decisions they need to make, they can take comfort in this: They are four series away from the All-Star break and it’s the softest part of their schedule, including the three with the Marlins, three with the Tigers, three more with the Marlins and finally a three-game set at home against the Royals. All of those teams are on track to lose 100 or more games this year. JESSE DOUGHERTY (THE WASHINGTON POST)

Ex-IAAF boss Diack, son face corruption charges

$24M settlement OK’d for Rams PSLs in St. Louis

French legal authorities have decided to try Lamine Diack on charges of corruption, influence trafficking and money laundering. The money-laundering charge carries a potential jail term of up to 10 years. Diack was head of the IAAF for 16 years. Also ordered to stand trial was one of Diack’s sons, Papa Massata Diack. He has emerged as a central figure in French judicial probes of suspected corruption involving the 2016 and 2020 Olympic Games and other sports events. The younger Diack will stand trial for complicity in corruption and money laundering. (AP)

A federal judge Monday approved a settlement calling for the Rams to pay up to $24 million to personal seat license holders in St. Louis. Several St. Louis PSL holders filed a class-action lawsuit after the team moved to Los Angeles in 2016. Thousands of fans in St. Louis had purchased PSLs that were good for 30 seasons, the length of the lease at the Rams’ stadium in St. Louis. Owner Stan Kroenke took the team to L.A. after 21 seasons. The suit calls for PSL holders to get 30% of the original purchase price — a refund for the nine unused years of the seat license fee — plus damages. (AP)

Despite the stereotypes, disordered eating can affect people of all ages.

Eating disorders are common in older women, but all too likely to go undiagnosed HEALTH Eating disorders in midlife — and beyond — are all too common among women. “The belief that we all have is that eating disorders are … in high school and college, when really it is across all ages,” says Margo Maine, a clinical psychologist. Awareness of eating disorders in midlife has been increasing slowly. Maine’s 2005 book “The Body Myth” has helped spotlight the issue. Many of her adult eating disorder patients were mothers of former patients who finally realized they had problems, too. Jennifer Gaudiani, medical director of Denver’s Gaudiani Clinic and author of “Sick Enough,” says the data suggest that most older women with eating disorders have experienced at least some disordered eating earlier in life. “It’s more common for those seeds to have been planted earlier on,” she says. “Major life transitions … are a common trigger for an older woman’s surge in eating disorder symptoms.” Re s e a r ch s u gge s t s t h e

hormonal changes of perimenopause may open a “window of vulnerability” to developing eating disorders. Couple that with the do-it-all, have-it-all pressures on modern women, and it’s a potent mix. “Who can take a break and think about ‘What do I need to do for myself today?’ let alone ‘What do I need to do to stop dieting and have a better relationship with my body?’ ” Maine says. “Instead of thinking about ‘What am I doing?’ they’re just going on to the next diet or aerobics class. The body becomes the answer.” Cynthia Bulik, founding director of the University of North Carolina Center of Excellence for Eating Disorders, says eating disorders don’t look much different in midlife than during the teen years, but the effects and consequences can be. “The bottom line is that older bodies are older, and eating disorders at any age take a toll on just about every bodily system,” she says, adding that aging bodies may be more vulnerable to the medical complications of eating disorders.

How common is it? A 2012 study estimated 13% of American women 50 and older have eating disorder symptoms. A 2017 study found about 3.5% of women over 40 have a diagnosable eating disorder. Most are not receiving treatment. Another study found that while anorexia rates plateau around age 26, rates of bulimia don’t plateau until around age 47. C.D.

Nutritional deficiencies can lead to digestive issues, brittle bones, strain on the heart, tooth decay and gum disease. These complications can cause sudden death, as with cardiac arrest or suicide, or take a slower path, as with bone loss that results in a hip fracture that leads to a downward health spiral. Eating disorders also often accompany other mental health disorders, such as depression and anxiety. Though eating disorders are underdiagnosed across the board, they’re missed more frequently in midlife. Women 40 or older

admitted for treatment at an eating disorder facility tend to have had their eating disorders longer than younger women who are admitted for treatment. “Doctors still have trouble seeing eating disorders in anyone other than young patients,” Maine says. “Everyone who’s losing weight, they’re the star — they don’t ask you how you lost the weight. The emphasis on weight as a standard of health is absurd and it just encourages eating disorders.” Shame and weight stigma are significant barriers to treatment, Gaudiani says. “The vast majority of patients with eating disorders do not live in visually emaciated bodies, which means, unfortunately, that many of those with eating disorders who are in larger bodies are actually advised by their physician to restrict calories and lose weight,” she says. “This puts a serious chilling effect on appropriate diagnosis and referral to specialists.” CARRIE DENNETT (FOR THE WASHINGTON POST)

HEALTH ADVICE

If you love to binge TV, read this There’s nothing wrong with the occasional TV binge, but experts believe making it a habit can harm your health. But you can adjust your habits to circumvent the biggest risks. First, a binge should never last hours without any movement. “Take regular stretch breaks,” says Brad Lander, a clinical psychologist. “Move around, every 30 minutes is best, or watch while standing for part of it.” Sophia Tolliver, a family medicine physician, suggests building activity into your streaming. “Take a break in the middle,” she says. “Start or finish laundry, bake, walk the dog, go to the bathroom.” Lander also suggests setting your TV to turn off after a specified period, since it can be easy to linger on the couch when you get engrossed. Finally, make sure you don’t stream episode after episode right before bed, disrupting your sleep cycle. JENNA BIRCH (FOR TWP)

fit+wellness I don’t care for her child care

DR. ANDREA BONIOR | BAGGAGE CHECK

He won’t let me near his ex-wife BEN CLAASSEN III (FOR EXPRESS)

Q. My boyfriend does not want me to meet his ex-wife. They share children together, but he has gone out of his way to make sure we don’t meet, even if it would be natural for us to do so. I have been with him for almost a year and I spend time with his children fairly regularly. He claims she knows about me, but I doubt that. I have told him this bothers me but he shrugs it off. Since this bothers you, it’s worth bringing up again. First, figure out exactly why it bothers you: You feel less legitimate as his girlfriend? You worry there’s some secret ugly part of his past marriage that you don’t know about? You worry they’re

still involved? You don’t like the awkwardness of avoiding her? It will be harder for him to dismiss your being bothered when you convey exactly what the bothering looks like, and how it makes you feel. Then it’s reasonable for him to find ways to

address that, even with a meet-and-greet with Ex. He also should level with you about his reasons. If he still doesn’t seem to care that this matters to you, then that’s an issue that’s even bigger than whatever’s going on with his ex.

Q&A | HANNAH GADSBY

Navigating life after ‘Nanette’ Hannah Gadsby was in Seattle earlier this month, on tour with her new stand-up act, when she decided to unwind at the library. It was the type of excursion the Australian comedian could’ve anonymously enjoyed during the first four decades of her life. But in the wake of last year’s Netflix phenomenon “Nanette,” her incisive and deeply personal special commenting on her experience as a gay woman? Not so much. “I forgot that of course the library is going to be where my people are,” says Gadsby, 41. “I probably would’ve been recognized less had I gone to a nightclub.” After Gadsby pushed boundaries with the gut-wrenching, belly laugh-inducing ride that was “Nanette,” she has gone from cult-favorite comic to a performer with four nearly sold-out Kennedy Center shows this week (2700 F St. NW; Tue.-Thu., various times, $39-$75). For fans who didn’t snag tickets, her latest special — named “Douglas,” after one of her dogs — will hit Netflix next year. THOMAS FLOYD (EXPRESS) With “Douglas,” you’ve embarked on a nationwide U.S. tour for the first time. How’s it going? I am very pleased with how lovely American audiences are. They really are nice people. In Australia and the U.K., you walk out onstage and there’s an air of resistance there with the audience. They’re sort of like, “You think you’re funny, do ya? Well let’s see — I’ll be the judge of that.” Whereas here the general mindset is, “We’re just delighted you’re here.”

What should audiences expect from your new material? I do use a lot more traditional stand-up routines in the show, but I also have undone them a bit. So there is a similarity to “Nanette,” but it is not the triple punch of trauma that “Nanette” was. I still have that style of combining my logic with quite a large amount of vulnerability. That’s still there, but it’s a lot more fun. How do you go about writing a show like “Douglas”?

EMMA MCINTYRE (GETTY IMAGES FOR NETFLIX)

‘Big Sky’ puts an old flame on the case again

My shows have always been written as a way of sharing my thoughts with people, so it’s very much about where I am in the world and what’s preoccupying my thoughts. In a way, “Douglas” is about “Nanette” because that has just become my life in so many ways. It’s a conversation with my post-“Nanette” life.

out there, she’s kicking off in people’s minds. The Grammy Awards would not mean much. I would prefer that the Grammys were just like, “Women should possibly get a look here.” That all makes sense. But what kind of a--hole wakes up in the morning and thinks they should win a Grammy?

The Grammys drew criticism earlier this year for excluding you, along with comics like Michelle Wolf and Ali Wong, and only nominating men in the comedy album category. What was your reaction to the all-male shortlist? Look, I’m so used to that oversight, I’m so used to the boys’ club in comedy, it barely was a blip on my mind. The Grammys aren’t renowned for their, you know, forward-thinking, inclusive voting. I also find awards really weird, but I’m not normal. You have to lobby and schmooze and do publicity and speak for the work that should speak for itself. “Nanette,” for me, was so singular and so personal and painful and all of those things — she’s done the work, she’s

Following the success of “Nanette,” I imagine you have lots of options in the entertainment business. What are you hoping to do next? You know, I’m really taking my time on deciding that because, yes, I do have a lot of options, but I’m not so arrogant to believe that I’m capable of doing all the things. I have a very distinct skill set. I’d like to build on that, but I really want to make sure that what I do next is a good marriage between learning and building and doing something constructive. I mean, I won’t become a mechanic — I think we’ve ruled that out. But I still haven’t got my head around what the industry over here is. So until I do that, I don’t think I’ll be biting off too much.

“Empire” returns Sept. 26 on Fox

BOOK REVIEW Jackson Brodie is back, and he’s still kind of a dreamboat. The handsome investigator that Kate Atkinson introduced in 2004’s “Case Histories,” played by Jason Isaacs on the BBC series that ran for two seasons, hasn’t appeared in a new book since 2011. If you haven’t met him yet, “Big Sky” is a fine place to start. In that novel, out today, the former military man and police inspector has moved to the U.K.’s northeastern shore, where he’s set up his small agency. It’s an unassuming venture: “He tried not to use the term ‘private detective,’ — it had too many glamorous connotations,” Atkinson writes. The intertwined threads awaiting Jackson’s attention involve a sextrafficking ring and an old sexual abuse scandal. The first crime doesn’t appear for more than 100 pages. There will, eventually, be blood. But the richness of this novel comes in spending time with the kaleidoscope of new characters. Where is Jackson in all of this? At times, he seems like he’s serving more as a frame to the story than its driver. The gangbuster ending flings a pile of spinning plates in the air. They could be picked up in a swath of new directions, including Jackson or not. But let’s hope he comes back. He’s still the empathetic, flawed detective we first fell for. STREAMING Almost every Monday night, Gaby Dalkin, hosts a live cooking demo from her home in Southern California on her Instagram account, What’s Gaby Cooking. The show is under an hour and Dalkin’s husband, Thomas Dawson, records it and reads out questions and comments from viewers. Dalkin, who went to culinary school and has worked as a private chef, may offer tips for de-boning salmon, cleaning mushrooms, and joke about her polka dot sweatsuit that Thomas says resembles pajamas. “It’s like you’re cooking alongside your best friend in the kitchen,” Dalkin says. “I don’t want to spend five hours cooking a meal, and I know everyone else doesn’t. Let’s show people how to make something simple and delicious and go about our lives.” It turns out there are fans who make tuning in a ritual. “We have people in India where it’s their morning when they’re watching,” Dalkin says. Dawson is in the process of transitioning from his day job

@ADVICEMOM, tweeting about Tyler Perry’s acceptance speech for the BET Ultimate Icon Award on Sunday. The actor, playwright and filmmaker said he was inspired by his mother and the strong black women he was surrounded by who picked each other up during painful times. He said he’s tried to make his career about “helping someone cross” into their full potential, urging the audience to do the same. And he received a lengthy standing ovation after passionately saying: “Own your stuff, own your business, own your way.”

“I honestly did not see this coming and I am here for the knitting rebellion.” @NICOLE_CLIFFE, praising knitting

website Ravelry for its ban on content that supports President Trump and his administration. In a Sunday post explaining the ban, which applies everywhere on the site site, Ravelry said: “Support of the Trump administration is undeniably support for white supremacy.” A similar policy was adopted by RPG. net in October. Conservatives largely criticized the changes.
