Metro’s problem of perception As SafeTrack ends, approval of the transit system is down dramatically TRANSPORTATION Washingtonians have soured on Metro, with chronic delays and shutdowns changing how more than 2 in 5 of them get around town, but they are not giving up on the beleaguered subway. A slight majority supports a regionwide sales tax to boost funding for the transit system, with big majorities opposing the service cuts and fare increases that went into effect Sunday to raise the money it needs, according to a new Washington Post poll. The survey of D.C. residents finds 53 percent support a regional sales tax to fund Metro,

making it the most popular proposal being weighed by local leaders to stabilize the system’s finances. Attitudes in D.C. are similar to those in Virginia and Maryland in Post polls this spring. The D.C. poll finds the secondhighest support — 47 percent — for increasing Metro funding from Maryland, Virginia and the District through tax increases or cutting other programs. The poll illustrates the extent to which Metro’s chronic safety and reliability issues and, more recently, its extensive rebuilding program have upended riders’ routines and damaged the

system’s image. More than half, 52 percent, now rate the subway system as “not so good” or “poor,” up from 20 percent who said so in a Post poll in 2013. “The survey results are not surprising when you consider all that Metro and its riders have been through over the past few years,” Metro General Manager Paul Wiedefeld said. “By almost every measure, Metro is a safer and more reliable system than it was just a few months ago, and we have every intention of remaining laser-focused on improving service and winning customers back.” SafeTrack, Metro’s year-long

rehabilitation program that concluded Sunday, was geared toward restoring Metro’s track infrastructure to a state of good repair. Initiatives such as this year’s Back2Good program, meanwhile, aim to cut down on the frequency of rail-car-related disruptions, the cause of 3 in 5 delays. More than 4 in 10 District residents say delays and shutdowns in the past two years have changed the way they regularly get to work and around the city. By the end of 2016, Metro’s average weekday ridership had dropped to 639,000 trips, more than 100,000 below the system’s

2009 peak. More recently, for the period from July 2016 through March, there was a 9 percent slide in rail ridership from the same span the previous fiscal year. On the sales tax issue, support varies by ward — 70 percent support it in Northwest Wards 1 and 3, as do 59 percent in Wards 2 and 6 from Georgetown to Capitol Hill, and half of residents of Ward 4, positioned at the District’s northern corner. But support falls to 37 percent in Ward 5 in Northeast, and in Wards 7 and 8, 41 percent support a dedicated sales tax while 56 percent oppose it. “We’ve got enough taxes in the District that we don’t have any representation about,” said Shirley Holliday Estes, 69, a resident of Ward 7. “And you’re going to ask me to pay for a sales tax that’s going to benefit everybody else, but we don’t have representation in Congress? So no, I don’t want no sales tax.” But Jim Pollock, 74, a Ward 3 resident, said the region that has been so mindful of the decline in service needs to give Metro a chance to heal. “If you are going to be critical of Metro because of its safety features, then you’re going to have to let Metro one way or another correct those if it is of the mind,” he said. “Its leadership has recently seemed to be of the mind.” FAIZ SIDDIQUI AND SCOTT CLEMENT (THE WASHINGTON POST)

Case dismissed vs. man accused of drawing blood Prosecutors dismissed their case Thursday against the 43-year-old man accused of paying people $30 to draw samples of their blood and storing it in “large quantities” in an abandoned apartment near Nationals Park. Prosecutors face major challenges in cases against officers who shoot black men

CRIMINAL JUSTICE In the three years since fatal police shootings of unarmed black people launched the Black Lives Matter movement, few officers have been charged and none have been convicted by juries in the high-profile deaths that inspired protests across the country. Experts cite a confluence of factors, including racial bias, attitudes toward law enforcement and the challenge of showing precisely what an officer was thinking in a high-pressure situation. In the end, many jurors are simply reluctant to reject the accounts provided by police. “They just don’t want to second-guess officers in those life-or-death decisions,” said Philip Stinson, a criminologist at Bowling Green State University in Ohio. “They think, ‘What if that was me? What if that was my child who was the police officer?’ ” A jury two weeks ago acquitted the Minnesota officer who fatally shot Philando Castile, whose girlfriend livestreamed the moments after the shooting on Facebook. Then on Wednesday, jurors acquitted a black police officer of first-degree reckless homicide in the killing of a black Milwaukee man who threw away the gun he was carrying during a brief foot chase after a traffic stop. Two days later, a second mistrial was declared in the trial of Ray Tensing, a white former University of Cincinnati officer charged with murder and voluntary manslaughter after jurors were unable to reach a verdict. He shot Sam DuBose, an unarmed black driver, during a traffic stop. Here’s a closer look at some factors that work against the prosecution or conviction of officers:

Racial bias Studies have shown that conscious and unconscious fear of African-American men plays out in numerous ways, including in exchanges between police and blacks. “People think that black men are violent and dangerous,” said Georgetown University professor and ex-prosecutor Paul Butler. When put before a jury, jurors must decide whether it was reasonable for an officer to think his or her life was in danger. “That bias makes it much more reasonable to think that the black man posed a threat,” Butler said.

Perceptions of police officers A recent Pew survey found that fewer than half of blacks surveyed felt the police did an excellent or good job of protecting people from crime, compared with nearly 80 percent of whites. The same poll found that 75 percent of whites believed police used the right amount of force for each situation, compared with

33 percent of blacks, and that 70 percent of whites believed the law holds officers accountable when misconduct occurs, compared with 31 percent of blacks. “Policing is structured in a way that favors the officer over the civilian,” said Sam Sinyangwe, co-founder of Campaign Zero, which seeks to reduce police killings. “In many ways, the laws and institutions that have been created in this country have been in the context of those beliefs.”

Proof vs. intent A conviction on charges of homicide or murder often requires prosecutors to establish the suspect’s intent, which can be difficult in the split-second exchanges between police and civilians. Donyetta Bailey, president of the Black Lawyers Association of Cincinnati, said she understands how jurors could have difficulty convicting in some cases. But in others, she added, juries seem to disregard the facts, such as in the shooting of Walter Scott in South Carolina as he was running away from officers (the jury deadlocked), and the Castile slaying. Some activists say there are legal and systemic factors that can predetermine the outcome. “Law enforcement is one of the most protected groups in our country,” said Black Lives Matter co-founder Patrisse Cullors. “We don’t have a judicial system that is set up to hold them accountable.” ERRIN HAINES WHACK AND DAN SEWELL (AP)

New White House tactic: Blame Obama for Russia Previous administration slammed by president for inaction on hacking POLITICS The White House blamed the Obama administration Sunday for failing to tackle possible Russian hacking in the 2016 presidential election, sticking with a new strategy to fault President Trump’s predecessor for an issue currently facing the president himself as part of a widening FBI probe. Appearing on ABC’s “This Week” on Sunday morning, Kellyanne Conway, counselor to the president, said: “It’s the Obama administration that was responsible for doing absolutely nothing from August to January with the knowledge that Russia was hacking into our election. … They’re responsible for this.” Then, referring to a Washington Post story last week that chronicled the intense debate

within the Obama White House on how to handle the mounting threat posed by Russia to America’s democratic process, she said: “I have a hacking question for the Obama administration: Why did you, quote, choke, in the name of one of their senior administration officials?” Conway was referring to a quote in the article by a former senior Obama official involved in the Russia discussions who said the Obama White House’s handling of the Russia hacking, believed to have been ordered by Vladimir Putin, was “the hardest thing” for him to defend from his time in government, and added, “I feel like we sort of choked.” Conway’s comments echoed a tweet sent Friday by Trump, who called on the media after the Post report to shift its focus from him to the previous White House. “Since the Obama Administration was told way before the 2016 Election that the Russians

were meddling, why no action?” he wrote. New York S en. Ch a rles Schumer, the Democratic minority leader, rejected Conway’s remarks in an interview immediately after hers on the show, noting that the Obama administration is “no longer in charge” and calling on the White House to support a bipartisan Senate bill that imposes additional sanctions on Russia and Iran. Although the bill is stalled in Congress, Schumer said he hopes House Speaker Paul Ryan, R-Wis., will help push it through, and added that if the president vetoes it, he believes Democrats and Republicans will override the veto. “So the bottom line is if Donald Trump wants to do something about Russia and Russian meddling, better than just saying Obama didn’t do enough, support our sanction bill,” Schumer said.

Health care bill support wavers in crucial week POLITICS Senate Republicans are facing an increasingly daunting challenge to secure the votes necessary to pass legislation before the July 4 congressional recess that would make changes to President Obama’s health care law. At least five Republicans have already come out against their party’s bill — which can afford to lose only two votes — and over the weekend more began expressing serious reservations, saying they would like more time to debate and tweak the plan. A key moment will arrive early this week when the Congressional Budget Office releases an analysis of the bill estimating how many people could lose coverage under the plan, as well as its impact on insurance premiums and how much money it could save the government. Sen. Susan Collins, R-Maine, above, on Sunday expressed concerns about how the bill would cut expanded Medicaid funding for states, saying on ABC’s “This Week” that she worries about “what it means to our most vulnerable citizens.” GOP senators Rand Paul of Kentucky, Ted Cruz of Texas, Ron Johnson of Wisconsin, Mike Lee of Utah and Nevada’s Dean Heller have already said they can’t support the bill. Six people, including three children, were injured Sunday after a car ran into a large crowd gathered to celebrate the Muslim holiday of Eid al-Fitr in the northern English city of Newcastle. Police said there was no information suggesting the incident was related to terrorism. Police said they believe a woman who had been celebrating Eid with her family was driving the car that struck the crowd outside the Westgate Sports Center, Assistant Chief Constable Darren Best said. Northumbria police arrested the woman, 42, who remained in custody. The force said it was not looking for other suspects. (AP)

A rescue operation was underway Sunday evening in Colombia after a multistory tourist boat with about 150 people on board sank in a reservoir near Medellin. At least three people were confirmed dead and 30 others were missing, police said. A major rescue effort involving Colombia’s air force and firefighters from nearby cities was looking for survivors at the Guatape reservoir where the accident took place. Survivors said that the boat, called El Almirante, appeared to be overloaded and none of the passengers on board were wearing life vests. This story was still developing at Express’ deadline. (AP)

A forest fire in southern Spain forced the evacuation of at least 1,000 people and threatened a national park famous for its biodiversity and endangered species, authorities said Sunday. The fire started Saturday night on Spain’s southern coast, then advanced east to reach the Donana Nature Reserve, one of the country’s most important wildlife sanctuaries and a UNESCO World Heritage site since 1994. The reserve protects more than 264,403 acres considered of extreme ecological value for their mix of ecosystems, including wetlands, dunes and woods and is a key stop for migratory birds. (AP)

More than 2,500 rescuers with detection devices and dogs were looking for signs of life amid the rubble of huge boulders that rained down on Xinmo village in Sichuan province early Saturday. As of Sunday night, only three people — a couple and their month-old baby — had been rescued from the disaster site.

Sitting on the eastern margin of the Tibetan Plateau in Aba prefecture’s Mao County, Xinmo has in recent years become a tourism destination for its scenery of homes in lush meadows tucked amid steep and rugged mountains. But after the landslide, the village was reduced to a vast area of rubble. Not all is lost for Roark Nats starter settles in after five-run first and looks close to reclaiming form in defeat REDS 6, NATIONALS 2 The Nationals have put themselves in a comfortable June position atop the NL East, one that allows them a bad day now and then and permits them to appreciate silver linings. On Sunday in Washington, the reason to be optimistic after a 6-2 loss to the Reds was the momentary reclamation of Tanner Roark, who rediscovered something after an agonizing first inning and saved the bullpen as a result. After he threw 22/3 innings in his previous start, the shortest of his career, Roark offered a frank self-assessment. “I need to stop pitching like crap,” he said then, sounding like a man willing his luck to turn.

But baseball rarely bends to the will of the players, and Roark had a hard time reversing his performance at the start of Sunday’s game. Billy Hamilton doubled to lead off the first inning. Then Scooter Gennett and Joey Votto blooped a ball into left and hit a seeing-eye single, respectively. After Votto’s single to right, Bryce Harper tried to get Gennett heading to third — a play even a perfect throw might not have made — and the ball bounced away for an error to let the second run score. Roark, who had been backing up the play, held his hands skyward as if to ask Harper, “What gives?” A few batters later, Jose Peraza hit a soft single like Votto’s. Then

Harper misplayed a line drive over his head from Tucker Barnhart that helped the Reds’ lead grow to five. Roark (6-5) has said he’s struggled with mechanics recently, but he found his footing as the game went on. After throwing 40 pitches in that tough-luck first, he threw 36 in the next three innings combined, thereby ensuring his bad day didn’t burden the bullpen. He gutted out six innings on 116 pitches and didn’t allow a run after Gennett hit a solo homer in the second. Roark’s two-seamer moved like it has in better times. He found enough command to suggest that he might rediscover himself soon, and he recorded his last three outs via strikeout.

The Nationals got their only runs in the fourth inning, when Michael A. Taylor took Scott Feldman deep for his third home run in two days. Brian Goodwin was tagged out at home on Bryce Harper’s double in the fifth, and the Nationals wouldn’t threaten a comeback again. Because Washington took two out of three from Cincinnati and still holds a nine-game division lead over Atlanta, the Nats could absorb a loss. Though they’d probably prefer to head into a home series against the Cubs with a win, this defeat may yield dividends. After the game knocked him down again, Roark got up and got his groove back. He makes power moves For actor Omari Hardwick, embracing his role as ‘Power’s’ leading man wasn’t easy

TELEVISION When actor Omari Hardwick read the script for the Starz drama series “Power,” he initially wanted to pass on playing the lead character. Hardwick liked the show’s premise, but he was satisfied at the time with taking a backseat to any leading role. “I really had a problem with being the man,” Hardwick says. “I’m past it now, but that was my insecurity. I ran from that.” Then his wife encouraged him to go for it. “[She] told me the only way for my platform to get bigger is embrace certain things like ... the sex symbol thing. I wasn’t nurtured to think of myself in that way, but I embraced it enough.” O n “ P ower,” now i n its fourth season (9 p.m. Sundays),

Hardwick plays James “Ghost” St. Patrick, a nightclub owner who is trying to escape the double life of a drug kingpin. He accepted the role after meeting with show creator Courtney Kemp Agboh, and now says it’s one of his best career decisions. “There aren’t a lot of people out there like this guy,” Hardwick says of Ghost. “He wears on me like the heaviest mink coat your grandmama ever wore.” As the lead in one Starz’s most popular shows (it averaged 3 million viewers last season, according to Nielsen), Hardwick is using his celebrity to help black filmmakers. He teamed up with Codeblack Entertainment and Gentleman Jack for the “Real to Reel” short film contest, which

The Georgia native says his wife advised him to start recording music after he finished filming the third season of “Power.” “It’s a crazy lineup,” Hardwick says. “I don’t think none of them would have recorded with me if it wasn’t for me playing Ghost on ‘Power.’ But they did. For me, music was a cathartic way to free me from the nut of Ghost.”
