A man who allegedly placed a homemade bomb by a hotel said he did it to warn police about aliens bent on destroying the planet. A recently adopted puppy that disappeared after a crash survived 13 days in the mountains and was reunited with her owner. The Arizona Daily Sun reported volunteers found Bella, a 4-month-old yellow lab mix, almost two weeks after Michael Crocker rolled his SUV off Route 66 in Flagstaff. Crocker was airlifted to a hospital after the May 14 crash, but Bella had vanished. A volunteer found the puppy not too far from the crash site. (AP)

James Robinson, who was born into slavery in Maryland and fought with distinction in the Revolutionary War and the War of 1812, was given a military funeral Saturday in his adopted hometown of Detroit. Robinson fought in both wars and afterward was sent back into slavery, in which he spent at least 77 of his 115 years. He died in 1868. The event at the Elmwood Cemetery included an honor guard and a flag presentation for Robinson, who never received the military honors he earned.

D.C. SPORTS Nick Zumwalt was waiting for his iced coffee in the drive-thru lane at a McDonald’s in Stafford, Va., last Wednesday when it happened again. The driver in the car behind him snapped a photo of his Natitude. “When I’m at a red light, I’ll always glance in my rearview mirror, and I’d say maybe 50% of the time I start seeing a phone slowly creep up over the steering wheel,” Zumwalt said. Zumwalt outfitted his 2004 Chrysler Sebring with a vanity Nationals license plate three years ago that reads WIN2DAY, with a Nationals curly “W.” And before last season, Zumwalt added his “Mobile Nats Tracker,” a red custom magnet affixed above his bumper. It features spaces for Zumwalt to write in the result of the Nats’ previous game, their record and standing in the National League East, and their next opponent, including the time of the first pitch. Zumwalt designed the magnet and had it printed at a local shop. Every morning during baseball season, Zumwalt, 36, opens the MLB app on his phone, pulls out the dry-erase marker he

Two dolphins spotted in area waters now have names thanks to a public vote, the Potomac Conservancy and the PotomacChesapeake Dolphin Project announced Friday. July 4 event will boast massive pyrotechnics

THE DISTRICT The Trump administration has enlisted two private fireworks firms to put on an extended pyrotechnics display as part of the president’s overhauled July 4 celebration on the Mall. The roughly 35-minute show will more than double the length of the traditional fireworks event, according to administration officials, and will include an elaborate display illuminating a mile-long stretch of sky above the Lincoln Memorial. Phantom Fireworks and Grucci Fireworks will donate equipment and personnel worth $750,000, according to the two companies. The pyrotechnics show is part of the celebration President Trump has helped rebrand as a Salute to America. It will also feature a flight show featuring the Navy’s Blue Angels and a jetliner that flies as part of the Air Force One fleet. The donated show will start at 9:07 p.m. and will be followed by one launched by Garden State Fireworks. “We’re gearing up for what I think we can safely say without hyperbole is going to be the biggest fireworks show that D.C. has seen,” park service spokesman Mike Litterst said in a statement. The only comparable fireworks show i n the U. S. is

“Thunder Over Louisville,” an annual spring show held a couple of weeks ahead of the Kentucky Derby. That event lasts half an hour and costs $1 million. The park service’s 2018 contract with Garden State Fireworks cost $271,374, according to Litterst, and Phantom Fireworks President Bruce Zoldan said in an interview that the cost of the donated show would be well over $1 million alone if the firms were charging market rates. Zoldan said he is aware some see the event as newly politicized. “We knew we could take a hit for this. But in our minds, in our hearts, it’s not political.” The president’s involve ment has sparked complaints that he is politicizing what has
traditionally been a nonpartisan event. Activist group Code Pink has requested a permit to fly the “Baby Trump” balloon on the Mall. And some longtime visitors to the event are boycotting or making plans to view the fireworks away from the president’s planned speech. The additional fireworks display on the Mall will be launched from multiple flatbed tractor trailers on a mile-long stretch h behind the Lincoln Memorial, Phantom Fireworks officials said. Dems scrutinize governor’s donors MARYLAND The Maryland Democratic Party’s executive director asked the state’s elections board on Monday to investigate Gov. Larry Hogan’s 2018 campaign for possible finance violations, alleging that nearly 100 individuals and businesses exceeded the $6,000 legal limit for an election cycle. Among the donors who allegedly exceeded the limit were current and former members of the University of Maryland Medical System’s board, records show. State Sen. Clarence Lam, DHoward County, noticed the apparent violations in late May, after Hogan, R, vetoed a bill Lam sponsored that aimed to strengthen transparency in the governor’s office for board appointments. Lam alerted his party, which said it then found other violations. “If I caught this, why didn’t the appointments office? It calls into question what vetting they are doing,” Lam said. In a letter submitted Monday to the Maryland Board of Elections, Ben Smith, executive director of the state Democratic Party, said the value of donations in excess of the legal limit appears to be $210,749.

Chris Ashby, Hogan’s attorney, called the complaint a “shoddy political hit job,” pointing out that in at least five cases the Democratic Party cited, the campaign refunded donations above the limit. Hogan has decried business deals made by UMMS board members, promising new nominees. But he and his predecessors allowed members to stay well past the 10-year term limit — which Lam said points to a need to improve the appointment process. Lam said it is unsurprising that Hogan and his predecessors appointed top donors to boards, bringing with them fundraising capital and industry experience. “But there is a lot of gray area,” he said. “That’s why it’s important that we have strong oversight.”

Iran: ‘Idiotic’ sanctions end hopes of diplomacy

TEHRAN Iran warned Tuesday that new U.S. sanctions targeting its supreme leader and other top officials meant “closing the doors of diplomacy” between Tehran and Washington amid heightened tensions, even as President Hassan Rouhani derided the White House as being “afflicted by mental retardation.” President Trump called that a “very ignorant and insulting statement,” tweeting that an Iranian attack on any U.S. interest will be met with “great and overwhelming force ... overwhelming will mean obliteration.” The sharp remarks from Tehran show the pressure that the nation’s Shiite theocracy and its 80 million people feel over Trump administration sanctions. From Israel, U.S. National Security Adviser John Bolton said Iran could walk through an “open door” to talks with America but also warned that “all options remain on the table” if Tehran makes good on its promise to begin breaking one limit from its 2015 nuclear deal with world powers. Trump enacted the new sanctions against Supreme Leader Ayatollah Ali Khamenei and his associates on Monday. The crisis stems from Trump’s withdrawal of the U.S. a year ago from the nuclear deal with Iran and other world powers and then imposing crippling new sanctions on Tehran. Recently, Iran quadrupled its production of low-enriched uranium to be on pace to break one of the deal’s terms by Thursday, while also threatening to raise enrichment closer to weapons-grade levels on July 7 if European countries still abiding by the accord don’t offer a new deal. Scientists in Europe said Tuesday they’ve successfully transferred a test tube rhino embryo back into a female whose eggs were fertilized in vitro as part of an effort to save a nearly extinct subspecies. The procedure was performed last month on a southern white rhino at Chorzow zoo in Poland, said Thomas Hildebrandt, part of BioRescue, a team of scientists and conservationists trying to use IVF to save the rare northern white rhino. Only two northern white rhinos — both females — are left. Scientists had preserved frozen sperm samples that they now hope to use to revive the species. (AP)

Grisham has been with Trump since he launched his presidential bid in 2015 and is one of the few campaign officials still at the White House. Treatment of migrants under fire
Media blackout limits coverage of migrant crisis
IMMIGRATION U.S. immigration and health authorities, facing what they say is a financial and logistical crush, have scrambled to move hundreds of migrant children out of an overcrowded Border Patrol station after lawyers who visited the facility last week described scenes of sick and dirty children without their parents, and inconsolable toddlers in the care of other children. The alleged conditions at the station in Clint, Texas, raised the specter that hundreds of children who had arrived unaccompanied or had been separated from their relatives after crossing the U.S.Mexico border are being exposed to additional undue trauma as they languish for days or weeks in ill-equipped Border Patrol stations, lawyers said. A Customs and Border Protection official disputed the allegations Tuesday, arguing that the child detainees in its custody receive “continuous” access to hygiene products and adequate food while awaiting placement in U.S. shelters designed for children. The official told reporters that after moving children out of the Clint facility over the weekend and into Monday, the agency had to return 100 children to the station Tuesday because of a lack of bed space in U.S. shelters and insufficient funding to expand facilities for children. circumstances, unaccompanied migrant children must be transferred out of CBP facilities and into the Department of Health and Human Services Office of Refugee Resettlement (ORR) custody for longer-term shelter within 72 hours of their apprehension at the border, according to U.S. laws and regulations. But CBP officials and lawyers who have visited Border Patrol stations in recent weeks to monitor the Trump administration’s compliance with one of those regulations, known as the Flores Settlement Agreement, have said hundreds of children are spending days or weeks past that deadline in concrete Border Patrol cells without the specialized care they are afforded under the law because the agency tasked with providing it has run out of space. “The Office of Refugee Resettlement, where they’re supposed to be sending these children, is at capacity,” said University of San Francisco law professor Bill O. Hing, who was among the six attorneys to interview children at the Clint facility last week. Border Patrol’s small concrete cells were designed to hold adults for short periods, not children for weeks. There are no beds or private space. The hygiene is minimal, and the food provided is basic and poor in nutrition. “ORR is theoretically set up to release the children safely into the United States. That’s what

Migrant detainees have described limited access to soap, toothbrushes and medical care. At least six migrant children have died since September after being taken into custody. Critics say the Trump administration has compounded the humanitarian crisis by continuing to unnecessarily separate children from adult relatives. Families that include parents and their children are allowed to remain together, but federal authorities do not have space to hold them and have in some cases been releasing them into the U.S. to await court dates. Releasing them until their immigration court dates — for which a majority return, according to recent Syracuse University data — would “ease a lot of the pressure overnight,” Hing said. MEDIA News stories emerged last week about squalid conditions at a Border Patrol detention facility in Clint, Texas, housing about 300 migrant children separated from their parents by order of the Trump administration. These stories of overcrowded facilities filled with sick, filthy and hungry children were all based on secondhand accounts, because reporters were unable to see the facilities themselves. Instead, they relied on descriptions provided by lawyers and advocates who were granted access under a legal settlement with the Border Patrol. The blackout on press access has left Americans largely in the dark about conditions in these government facilities. Photographs and TV images are rare and often dated, and rarer still are interviews with federal agency managers and employees or with the children themselves. Government officials say legal issues, especially privacy concerns, make unfettered media access to border facilities a non-starter. Elora Mukherjee, an attorney who interviewed children at the Texas facility last week, said that if videos were released, the public outcry would be enormous. “If journalists had access to the detention centers at the border where children are being held in filthy conditions, those centers would not exist,” Mukherjee said. High stakes for NBC debate Network must balance 20 candidates and five news personalities MEDIA Don’t envy NBC News executive Rashida Jones, who is behind this week’s inaugural Democratic presidential debate and will have to juggle 20 candidates, five news personalities and, it’s likely, one tweeting president. While the event is obviously important for politicians getting their first wide exposure as potential presidents, the stakes are high for NBC News, too. “Primary debates are a big prestige event for every network,” said Mark Lukasiewicz, dean of Hofstra University’s school of communication, who had Jones’ job four years ago. “It’s why every network tries to get one and tries to get as many as they can. It’s a branding opportunity.” The debate will unfold over
four hours between tonight and tomorrow night, 10 candidates each night, and will air on NBC, MSNBC and Telemundo. Lester Holt, Savannah Guthrie, José Díaz-Balart, Rachel Maddow and Chuck Todd will be the NBC News personalities onstage in Miami. NBC won’t talk about topics on the agenda — that’s typical — and until Tuesday kept under wraps details about how it would run. With less than 48 hours’ notice, NBC announced the candidates would have 60 seconds to answer questions and 30 seconds for follow-ups. The candidates will be allowed closing statements but no openers. The goal was to focus attention where it should be, said Jones, NBC News’ senior vice president for specials. “The show is not about the moderators,” she said. “It’s not about NBC. We have the responsibility of being the conduit for the audience, but the focus is

each night, with Holt a constant presence. Some debate experts wonder if this will hurt the event’s flow and cost opportunities for conversational follow-ups. Jones said the personalities represent “our starting lineup” and have considerable experience on live television and in working together. “The beauty of having so many people on the set is that there may be something that one person catches, but the others didn’t,” she said. Census case sent back to lower court COURTS A lawsuit that alleges a 2020 census question pushed by the Trump administration violates minorities’ rights will be sent back to a federal court in Maryland so new evidence can be considered, U.S. appeals judges ruled Tuesday. The 4th Circuit Court of Appeals’ decision comes a day after U.S. District Judge George Hazel of Maryland suggested in an opinion that racial discrimination and partisan power plays could be the underlying motives in asking everyone in the country about citizenship status. The Supreme Court is expected to decide this week whether the Trump administration can add its citizenship question to the 2020 population survey. However, the justices are not considering legal questions about whether the citizenship addition might be discriminatory.
Now that the 4th Circuit has sent this lawsuit back to the federal court in Maryland, Hazel could issue an injunction blocking the citizenship question. If that were to happen, the order issued by the lower court would have to hold until the Supreme Court can take up the matter, according to Thomas Wolf, counsel for the Democracy Program at the Brennan Center for Justice. The new evidence consists of computer documents from Republican operative Tom Hofeller, who died last year. They include detailed calculations projecting gains Republicans would see in Texas by basing legislative districts on the number of votingage citizens rather than the total population. Toward the end of the season, however, he said he felt his game start to come back. Orpik scored the game-winning goal in overtime of Game 2 against the Hurricanes, his third career game-winning goal in the playoffs. Orpik’s legacy in Washington will be more about what he did off the ice than on it. He was brought in as a free agent in 2014 to help stabilize the blue line as a physical, stay-at-home presence, but in that first season of a regime change with new coach Barry Trotz and new general manager Brian MacLellan, Orpik was among the most beloved players on the team. “It’s hard to put into words what a guy like that means to a team,� forward Tom Wilson said after the season. “He’s best friends with the 19-year-old, and he’s best friends with the 35-year-old. It’s just who he is. He’s one of the guys on the team who makes it fun coming to the rink. . . . That guy’s never taken a shift off in his whole career, I don’t think. There’s been

CAPITALS After a 15-season NHL career, including the past five years in Washington, defenseman Brooks Orpik is retiring. The 38-year-old played in 1,035 games, winning two Stanley Cups — one with the Penguins in 2009 and one with the Capitals last year. As an alternate captain for his entire tenure in Washington, Orpik was a culture-changing presence in the locker room. “I’ve been extremely lucky to have the best job in the world for many years, but my body is telling me it is time to move on to something new,� Orpik said in a statement through the NHL Players’ Association. Orpik suffered a right knee injury during the first month of last season, and he had an arthroscopic procedure in November that forced him to miss roughly two months. He returned to the lineup in late December, but after the season, he acknowledged that was probably too soon. Orpik, the oldest player on the Capitals’ roster last year, struggled with inflammation in

WIZARDS Bradley Beal sounded like a franchise player as he accepted the NBA Cares Community Assist Award on Monday night at the league’s annual gala. The Wizards All-Star was honored for his work at Ron Brown College Preparatory High School in Washington,D.C. During the season, Beal treated students to tickets to a Wizards preseason game, a screening of the movie “Creed,” sneakers for the holidays, and a visit to the National African American History and Culture museum. Beal found an instant connection with Ron Brown’s 340 students because he attended a college prep high school in St. Louis, and he plans to explore the possibility of launching a foundation. “The kids don’t realize how much they shape me into the man and father I am,” Beal said. Beal spoke about encouraging the students, most of whom are black, to use the public charter school as a stepping stone to college. Of course, his own future is a hot topic, too. Kitchens are among the most popular renovation projects. A minor revamp of a 200-square-foot kitchen costs $22,000 on average,
per Remodeling Magazine. An upscale renovation can surpass $130,000. The National Kitchen and Bath Association puts the average cost of a kitchen remodel, regardless of size, at $34,000, according to its Lifestyle Segmentation Study. Budgets, timelines and your willingness to do the work yourself will dictate the method you choose. Here are six ways to go about it. DIMA WILLIAMS (THE WASHINGTON POST)

This is a one-stop shop. Staffed with designers and craftsmen, these companies handle everything from inception to completion. Handling projects in-house, design-build companies have a level of accountability that is rare in the fragmented remodeling industry. A common concern is that they focus too much on the overall project and not the finer aspects of the design. A centralized design-build operation can be too formulaic — a trait that promotes reliability but hinders personalization.
Because it is their specialty, kitchen designers bring a high level of expertise and personalization to the project. They parse clients’ habits of cooking and entertaining, their needs and wants, their homes’ constraints and possibilities. They maximize the space’s efficiency and functionality. The downside is that some designers associate with a select few brands and manufacturers, which could curtail choices. Another drawback is that a designer only designs the kitchen. You still need to hire a contractor to carry out the design.
Homeowners who know exactly what they want may prefer to go with a general contractor. A contractor may have relationships with vendors and can pass along discounts. Contractors’ breadth of services also matters. Some only do the demolition and construction, leaving clients to shop for materials and appliances themselves; others pull permits and place orders. But they often charge more. A disadvantage is that they are in such demand it can be challenging to find a reliable contractor who does quality work.

Homeowners can shop for anything they need at multiple price points and receive design and construction assistance. In this sense, they are even more comprehensive than design-build companies, but these contractors may not have the licenses to make structural changes. They outsource construction, but homeowners don’t have to use their vendor. Yet big-box stores, even the same brand, vary in the quality of service.
They are similar to big-box retailers in that they provide an array of components, and resemble design firms because they employ designers. These stores swing from low-cost upgrades to lavish remodels, without pledging fealty to brands the way a design firm might. Specialty kitchen shops may reduce the anxiety of seemingly endless choices, as the product selections they carry are often narrower than those of big-box stores.
The most cost-effective option is a do-it-yourself kitchen remodel. Sarah Milne, of Portland, Ore., estimated her remodel would have cost $20,000 if she paid someone else to do it. Going the DIY route, however, she spent less than a quarter of that amount. “People who want to be picky about the way they want it [done],” Milne said, should do the work themselves. Of course, they need to have the aptitude, time or even local authorization.

“Whenever I go into designing a space, I really try to think about how the people living in that space are going to use it,” says Williams, the lead designer for San Francisco-based Bungalow, a home rental startup. The needs of someone who aims to create a cozy reading nook will differ from someone looking to host outdoor gatherings. If you want a space to fill more than one role, consider multifunctional or adjustable pieces that can be moved around. To get the most seating out of narrow balconies, Williams suggests lining a long bench with cushions.
Plants can beautify small outdoor spaces, and Williams personally loves red geraniums and herbs. To find out what plants are suited to the climate you live in, check with local nurseries. Cynthia Hoyt, an Atlanta-based creative director of the Darling Down South blog, suggests considering the amount of sunlight the balcony gets. For those who don’t possess a green thumb, a patterned metal or wrought-iron privacy screen provides visual interest and privacy without blocking sunlight, breezes or your view.
Both Hoyt and Williams suggest adding additional light sources beyond the wall sconce that probably came with your balcony. Stick with LED lights that are meant for outdoors and add different levels of lighting to create a layered, cozy look. “Personally, I think that literally every outdoor space should have bistro lights,” Hoyt says. She says to look for solar-powered or battery-powered LED string lights to cut down on ugly cords running into the house and through the space. And both suggest bulbs that emit warm white light, rather than severe yellow or white light.
Your average apartment balcony is likely to start out cold and dreary, with ugly concrete floors and metal railings. Williams suggests covering the floor with flat-weave outdoor rugs, natural-woven fiber rugs or wood decking that snaps together for easy assembly. These pieces make the space look more complete and create extra cushion underfoot. “Rugs are your friend,” Hoyt says. “Buy as many affordable rugs as you can and layer those different textures.” Pillows and throws make for a cozy finishing touch.

ALBUM REVIEW British producer Mark Ronson’s fifth studio album, “Late Night Feelings,” is pretty perfect. Released Friday, it’s a cool 13-track compilation uniquely suited for lonesome-hearted cruising and somber grooving in the after-hours. In case anybody asks: Yes, a song can be simultaneously sad and dancey. Ronson proves it with the album’s title track, in which he expertly switches from steel drums to disco vibes beneath vocals from co-writer Lykke Li. Super-producer Ronson has a track record of mixing genres, blending time periods and employing unexpected sounds. He’s scored monster hits with Bruno Mars (“Uptown Funk”), Amy Winehouse (“Rehab”) and Lady Gaga (they won an Oscar for “Shallow”). And “Late Night Feelings” continues Ronson’s trend of great songs.

When Johnny Depp, Alice Cooper and Aerosmith guitarist Joe Perry formed Hollywood Vampires in 2015, it might have seemed like a pleasant one-off. But the group’s first album, with its covers of classic rock songs, was so good that it merited a second effort. “Rise,” the trio’s sophomore album released Friday, this time features mostly new material. The record starts with the insistent “I Want My Now,” as good a track as Cooper has recorded in years. Depp is handed the keys to several lead vocals here, including a reverently done cover of David Bowie’s “Heroes.” But the best song is “We Gotta Rise,” in which Cooper, who repeatedly has run for president with varying degrees of seriousness, does it again here in a humorous successor to his 1972 song “Elected.” Elected. ALBUM REVIEW Often a band is defined by its strongest member. A lead vocalist pushes to the front while the rest of the group fades behind. For The Raconteurs, this is not the case. Jack White may be the most popular band member (and the most distinctive vocally), but each is essential on “Help Us Stranger,” which came out Friday as the foursome’s first album since 2008. While White is known for his many projects — The White Stripes, The Dead Weather and his solo career — The Raconteurs present White at his strongest, with songwriting help from Brendan Benson, who only propels White’s inventive, genre-bending style. They are backed by bassist Jack Lawrence and drummer Patrick Keeler, two musicians who can’t be underestimated. “Don’t Bother Me” is just the kind of song you’d hope to hear from a band known for pushing boundaries. Its frantic musical composition matches the chaos that the lyrics sketch out: “Your hidden agenda / You ruthless rule bender / Your surface duplicity / It’s all nothing new to me.” “Shine the Light on Me” is

similarly experimental. The track starts with whirling, distorted notes before harmonies pour in an almost Queen-like manner. Benson’s voice smoothly intertwines with White’s before fat piano chords clamor over the track as he sings, “When you’re searching in the dark / It doesn’t matter if you’re blind does it? /
Can’t you see?” Overall, the 12-track set never disappoints. From the angst of “Don’t Bother Me” to the weighty “Thoughts and Prayers,” with its searing violin and Nashville soul and blues influence, “Help Us Stranger” is a rock ’n’ roll album that is not afraid to venture to new places. Prince Harry and Meghan Markle’s home was renovated with $3.06 million of taxpayers’ money, royal accounts revealed Tuesday. The residence near Windsor Castle, called Frogmore Cottage, underwent major work to turn five properties back into a single home for the couple and their baby son, Archie. Fixtures, fittings and furnishings at the Victorian-era structure were paid for by the royal couple. The royal family’s accounts also showed that the British taxpayers spent $85.2 million on the monarchy in the 2018-19 financial year, a 41% increase over the previous year. (AP)
