Two gay male swans were forcibly removed from their home at a lake in the village of Grundlsee, Austria, after they became aggressive with a number of swimmers in an attempt to protect their nest of colorful plastic cups, the Daily Mail reported Monday. A macaw that flew away from an Omaha, Neb., zoo after being spooked by the Goodyear blimp has been found. The Omaha World-Herald reported the macaw, Cayenne, was out for the zoo’s Birds of Flight show Sunday morning when it was startled by the blimp drifting past and flew out of the zoo. Henry Doorly Zoo & Aquarium staff sought the public’s help, and on Monday morning a resident tipped them off to the bird’s whereabouts. (AP)

Vet’s dream will be reality THE DISTRICT The design for the first national monument in D.C. to Native American veterans came to Harvey Pratt in a dream. Pratt, a 77-year-old Marine Corps veteran and member of the Southern Cheyenne and Arapaho tribes, woke up with a vision: a steel circle poised above a drum whose surface rippled with water, a flame burning in the circle’s center, the entire structure ringed by a low wall studded with four tall lances. He sat down in his living room in Guthrie, Okla., grabbed a yellow legal pad and started sketching. After months of work and several revisions, a version of Pratt’s drawing was on Tuesday named the winner of the international contest to design the National Native American Veterans Memorial. An eight-member jury appointed by the National Museum of the American Indian — on whose grounds the memorial will be built — unanimously voted for Pratt’s design, titled “Warriors’ Circle of Honor,” over

for over three decades, said he drew on his experience reconstructing suspects and victims’ faces from witness descriptions to help translate his dream of the monument from his mind to the page. He previously designed a memorial in Denver to commemorate the Sand Creek Massacre in Colorado. Groundbreaking for the memorial will take place on September 21, 2019, and the monument is slated to open in late 2020. Pratt said the circle — as well as his use of fire and water in the design — was his answer to the “challenge” of ensuring the memorial represents all Native American veterans, from Native Hawaiians to American Indians to Alaska Natives. He structured the monument around items common to many Native American ceremonies: beating drums, sacred fires and cleansing water. The circle is meant to transcend not only tribal affiliation but time itself. “Indian people saw the circle in the sun and the moon and they saw it in the weather and they saw it in the seasons and the cycle of life,” Pratt said. TRANSPORTATION Maryland’s $9 billion plan to expand the Beltway and I-270 is among the nation’s biggest boondoggles, a public-interest advocacy group said Tuesday in a new report. The report — issued by U.S. PIRG Education Fund and Frontier Group — highlights nine highway projects, including Maryland Gov. Larry Hogan’s plan to widen certain roadways using public-private partnerships and tolling to pay for them. The advocates say expanding or building new highways always leads to more congestion over time through the wholly predictable phenomenon of “induced demand”: When new capacity opens up, more commuters and cars begin to use the highway until congestion returns. They say building new lanes is also irresponsible when the nation is facing an enormous backlog of needed repairs on existing roads, bridges and other infrastructure — not to mention mass transit systems, such as Baltimore’s and Washington’s. The report advocates a “fix-it-first” policy. The report also argues that even with public-private financing, states such as Maryland will probably incur additional debt

to expand highways, given the stagnant revenue coming from the gas tax. The latest report comes as Hogan (R) said the U.S. Interior Department has agreed to evaluate the transfer of part of the Baltimore-Washington Parkway, which would also be expanded as part of Hogan’s traffic plan. The plan, unveiled in September, would rely on public-private partnerships — and thus tolls — for at least part of its funding. Amelia Chasse, a spokeswoman for the governor, said Hogan’s plan to expand I-270 and the Beltway is in keeping with a balanced approach to transportation that includes robust spending on transit in addition to highway funding. “Governor Hogan has spent
more on transit projects than any other Maryland governor, including moving forward with construction of the $5 billion Purple Line light rail in Montgomery and Prince George’s counties, and signing legislation to provide historic funding to fix the Washington, D.C. Metro system,” Chasse said in an email. Of 32 projects the advocates viewed as “dubious” in other “highway boondoggle” reports, three have been canceled, three were being revised and 13 were receiving additional study, the advocates say. Ten projects are now under construction. Last year’s report singled out Virginia’s plan to widen some of I-66 as part of its effort to use dynamic tolling to ease congestion in the corridor. Voter snafu sows primary confusion A major voter-registration snafu was causing confusion in Maryland’s primary on Tuesday as officials prepared for as many as 80,000 voters to cast provisional ballots that won’t be counted until next week. State officials were still assessing the fallout from a computer error at the Motor Vehicle Administration. The problem relates to changes voters made in address and party affiliation on the administration’s website or self-service kiosks, information that was not sent to the state elections board. Voting in the primary ended after Express’ deadline. Nikki Charlson, the state elections deputy administrator, said elections officials had not heard of any problems relating to the programing error during the first several hours of voting on Tuesday. NAVAL CONTRACTOR EXPANSION IN VA.
The number of people who could be hired in the next five years by a Virginia company that builds the nation’s aircraft carriers and some of its submarines, officials said Tuesday. The announcement reflects the growing need for skilled workers at shipyards that serve the U.S. Navy. The new jobs will support existing contracts to build and maintain subs and carriers at Newport News Shipbuilding, a sprawling facility that sits along the James River, not far from the world’s largest Navy base in Norfolk. The state will help recruit and train those workers. (AP)

Imprisoned ex-Va. lawmaker Phil Hamilton looks to Trump for pardon
A former Virginia Tech student convicted of fatally stabbing a 13-year-old girl was sentenced Tuesday to 50 years in prison. David Eisenhauer was an 18-year-old freshman when he developed a relationship with Nicole Lovell, a 7th-grader from Blacksburg. In February, Eisenhauer pleaded no contest to first-degree murder, abduction and concealing a body in Lovell’s 2016 death. Prosecutors asked for a life sentence. Natalie Keepers, whom prosecutors have identified as Eisenhauer’s accomplice, is scheduled to stand trial in September. (AP) VIRGINIA
State employees to get more paid parental leave Virginia Gov. Ralph Northam is granting eight weeks of paid leave for new parents who work in state government. Northam signed an executive order Tuesday giving executive-branch employees two months of leave at full pay for the new birth or adoption of a child. The policy applies to new mothers and fathers. Stop and go: What’s with the Metro lurch? Q. Today we’re curious about why trains come to a stop at a station and then lurch forward a few inches or feet. What difference does it make? A. It goes back to the deadly June 22, 2009, crash of a Red Line train into a stopped train between the Fort Totten and Takoma Metro stations.
Metro suspended its automated train system after federal investigators determined a faulty track circuit module led to the moving train not automatically stopping for the stationary train in front of it. Metro is paying a consultant $1 million to study bringing back automated train operations, but since the crash, trains have been run manually. The main problem with this, WMATA spokesman Dan
Stessel tells us, is that if the operator overshoots the end of the platform, some of the doors in the front car will be past the platform, inside the tunnel — obviously not a great place for people to get on or off. An operator couldn’t back up without walking through all the cars and running the train the other way from the cab at the other end. And even if they were to try, the system would shut down to prevent the train from going the wrong way. So it’s a lot better to stop a little short than go too far. But the new eight-car trains are 600 feet long — the same length as the platforms. So the operator has to inch up, or the back cars

will be short of the platform. Even though six-car trains, which run about 450 feet long, could stop before the far end of the platform and still have room in the back to clear the tunnel,
operators of the shorter trains are still supposed to go as far as they can on the platform without re-entering the tunnel. The reason for that, Stessel says, is that operators might run both eight- and six-car trains over the course of a shift. So it’s better to have the trains stop at the same point regardless of the length of the train, so that operators who might mistakenly think they’re driving a shorter train don’t stop their longer trains with the rear cars still in the tunnel. Immigration: Courts weakened by a tweet President Trump’s tweet Sunday about deporting people who “invade our Country … with no Judges or Court Cases” was an ominous message that displayed a dangerous ignorance about the nation he leads. “We’re just disappointed to hear those types of comments because we feel that it represents a fundamental
misunderstanding of the importance of the role of the immigration court and immigration judges,” said A. Ashley Tabaddor of Los Angeles, president of the National Association of Immigration Judges. Trump’s tweet also escalates previous administration efforts to further weaken immigration courts and the judges who already persist in a structurally defective system. Immigration judges strive to

make decisions based on facts, but they work in a system that suffers from the appearance of being stacked against immigrants. Unlike most judges, those in immigration courts are not separate from the executive branch. The nation’s top prosecutor, Attorney General Jeff Sessions, an immigration hawk, oversees the prosecutors and the judges. That clear conflict of interest poses a serious threat to the court, Tabaddor warned in her testimony to a Senate Judiciary subcommittee in April. At that hearing, Sen. Dick Durbin, Ill., ranking Democrat on the border security and immigration subcommittee, said,

Police force arrested amid political killings All of Mexican town’s officers held after killing of mayoral candidate MICHOACAN, MEXICO Days after the slaying of a mayoral candidate, state authorities in Michoacan, Mexico, detained a town’s entire police force for questioning. A convoy of more than 80 patrols descended on the town of Ocampo, about 100 miles west of Mexico City, in a surprise arrest operation Sunday, according to local news outlets. Photos show the entire Ocampo police force — nearly 30 officers in total — lined up against a wall with their hands behind their backs. The police agency, including its director, were taken into

custody as part of an “internal investigation” into possible violations of codes of conduct, Michoacan state police said in a statement. Mexican news outlets said the officers were detained on suspicion of possible involvement or “complicity” in the murder of a local mayoral candidate last week. While Michoacan state police offered no link publicly to a specific crime, Mexican news outlets said the police officers were detained in connection with the assassination of a mayoral candidate in the upcoming July 1 elections, Fernando Angeles Juarez, who was aligned with the leftist Democratic Revolution Party. On Thursday, Angeles Juarez was found dead inside a hotel he
owned in Ocampo, according to the state attorney general’s office. He was one of dozens of political candidates killed amid a surge in homicides across Mexico. On Monday, Emigdio Lopez Avendano, a state assembly candidate in southern Mexico, was killed along with several other people in an ambush of his vehicle, his party and state officials said. Since the election process began in September 2017, an estimated 130 politicians have been killed, according to Etellekt, a risk analysis consultancy. Ahead of the July 1 elections, more than 15,000 political candidates are campaigning for more than 3,400 local, state and federal positions, according to the Associated Press. Army to use AI to flag failing vehicle parts The U.S. Army is turning to a tech startup to automate the job of an equipment technician: It will employ artificial intelligence to flag failing vehicle parts before they break down in combat. The company, Chicago-based Uptake Technologies, has finalized a $1 million deal with the U.S. Army, under which the company’s technology will be tested on a few deployed Bradley M2A3 combat vehicles — armored infantry transport vehicles — before it’s decided whether to scale it up for broader use. Uptake has made its business analyzing the masses of complex signals that come off industrial equipment, keeping tabs on equipment components and giving factory managers better insight into the state of their equipment. The proportion of Americans who say they are either “very” or “somewhat” concerned about the condition of democracy in the U.S., according to a bipartisan poll published Tuesday. The poll was commissioned by the George W. Bush Institute, the University of Pennsylvania’s Biden Center and Freedom House. She let go and persuaded her son to do the same after officials said they would be separated — one way or another. Iris learned her son is somewhere in Arizona after a social worker contacted a relative. “I go to sleep at night, and the first thing I do is dream of my son,” she said.
They came from Honduras, Guatemala and El Salvador, with kids in tow. They didn’t know a zero-tolerance policy meant they would be separated from their kids after crossing the U.S.-Mexico border. After traveling 17 days from Honduras to reach the U.S. border, he was arrested for crossing illegally. “They said I had violated the laws of the United States,” said the 23-year-old farmhand. “I said, yes, I accept that, but could they take me away with my daughter.” He broke down while recounting that his 5-year-old daughter was more afraid for him, knowing that he was going to jail. Christian spoke to his daughter a week ago, when an official with the local sheriff’s office intervened to find her at a holding facility in Chicago.
The Honduran immigrant and his 17-year-old son were turned away from a port of entry at El Paso, Texas, while seeking asylum. The two opted to cross illegally, wandering through a drying concrete culvert along the border as night approached. They feared rumors of migrants being taken and held for ransom by gangs in Ciudad Juarez, Mexico. They were arrested by U.S. authorities and separated soon after, exchanging a simple goodbye. Melvin said he doesn’t know where his son is being held.
The 32-year-old Honduran father spoke of the pain of being separated from his 10-year-old daughter and only child as her birthday came and went Monday, without knowing where she was being held. He was detained May 25 at a fence that marks the U.S.-Mexico border. He said authorities provided a phone number to seek information about his daughter’s whereabouts but there has been no answer. “Since they took my daughter, I haven’t heard anything,” he said, noting that an attorney was assisting him.

COURTS A sharply divided Supreme Court upheld President Trump’s ban on travel from several mostly Muslim countries Tuesday, the conservative majority taking his side in a major ruling supporting his presidential power. The 5-4 decision was a big victory for Trump in the court’s first substantive ruling on one of his administration’s policies. It also was the latest demonstration of a newly invigorated conservative majority and a bitter defeat for the court’s liberals. The ruling came on an issue that has been central for Trump’s campaign and presidency. He initially tweeted — “Wow!” — and later hailed the ruling as “a moment of profound vindication” following “months of hysterical commentary from the media and Democratic politicians who refuse to do what it takes to secure our border and our country.” Chief Justice John Roberts wrote the majority opinion for the five conservative justices, including Trump nominee Neil Gorsuch, who got his seat only after Republicans blocked President Barack Obama’s nominee for the last 10 months of Obama’s term. Roberts wrote that the travel ban was well within U.S. presidents’ considerable authority over immigration and responsibility for keeping the nation safe. He rejected the challengers’ claim of anti-Muslim bias that rested in large part on Trump’s own tweets and statements over the past three years. The challengers were led by the state of Hawaii. Roberts was careful not to endorse either Trump’s statements about immigration or Muslims,

including his campaign call for a “total shutdown of Muslims entering the United States.” “We express no view on the soundness of the policy,” Roberts wrote. The policy has “a legitimate grounding in national security concerns,” he added. “The issue before us is not whether to denounce the statements. It is instead the significance of those statements in reviewing a Presidential directive, neutral on its face, addressing a matter within the core of executive responsibility.” The travel ban has been fully in place since December, when the justices put the brakes on lower court rulings that had ruled the policy out of bounds and blocked part of it from being enforced because it found it was motivated by Trump’s prejudice against Muslims. COURTS The Supreme Court on Tuesday effectively put an end to a California law that forces anti-abortion crisis pregnancy centers to provide information about abortion. The 5-4 ruling also casts doubt on similar laws in Hawaii and Illinois. The California law requires centers that are licensed by the state to tell clients about the availability of contraception, abortion and prenatal care. Centers that are unlicensed had to post a sign saying so. The court struck down that portion. The centers said they were singled out and forced to deliver a message with which they disagreed. California said the law was needed to let poor women know all their options. Justice Clarence Thomas, in his majority opinion, said the centers “are likely to succeed” in their constitutional challenge to the portion of the law involving licensed centers. That means that while the law is currently on the books, its challengers can go back to court to halt it. Justice Stephen Breyer said among the reasons the law should be upheld is that the high court has previously upheld state laws requiring doctors to tell women seeking abortions about adoption services. “After all, the law must be evenhanded,” Breyer said in a dissenting opinion joined by his liberal colleagues. Brandywine Realty Trust and the Shooshan Co. recently announced that vertical construction has started on 4040 Wilson, the final phase of the Liberty Center development in Arlington’s Ballston neighborhood. When complete, the 22-story building will be the tallest in Ballston and will include 188,000 square feet of office space, more than 37,000 square feet of retail space and 250 apartments. The building will include a rooftop conference and events space with views of Washington. Residents will have a rooftop with a swimming pool, fire pit and outdoor lounge area that is separate from the corporate events space. A mid-level terrace on the 10th floor also will be available to residents, as will a Vida fitness center. Architecturally distinct multilevel condos come to Naylor Court CONDO SPOTLIGHT When visitors stroll along O Street NW in Shaw, they may not immediately notice a gray, boxy brick building that looks as if it has been part of the local scenery for as long as some of the nearby residences. While the rectangular building at 928 O St. NW blends into the Blagden Alley-Naylor Court Historic District, it also holds a collection of three new, architecturally distinct condos known as Naylor Court Lofts. “Designing these condos was like playing a game of Jenga,” says Brook Rose, principal of Brook Rose Development, the developer of Naylor Court Lofts.
“I knew that I wanted to avoid doing a standard floor-through condo with one on each level. I wanted to design something more creative and interesting, so each unit has at least two levels.” Rose designed the three large units with empty nesters in mind. Each has more floor space than a typical condo, with three bedrooms and three or fourth bathrooms, and each comes with outdoor space. The three luxury condos are dramatic but also highly practical, says Paul Pike, a senior vice president with TTR Sotheby’s International Realty. Pike acknowledges the stiff competition for high-end condos in the District’s Georgetown, West End and Wharf neighborhoods, but he thinks buyers looking at Naylor Court Lofts want something different.

And they can live with a close game in which a reliable player lapses. But this was more painful. Five months after Washington State QB Tyler Hilinski, 21, died by suicide, his family revealed in a Sports Illustrated story published Tuesday that an autopsy found evidence of chronic traumatic encephalopathy (CTE), the brain disease associated with football. The disease can only be diagnosed postmortem, so it’s relatively rare for researchers to identify it in someone so young. “Did football kill Tyler? I don’t think so,” Hilinski’s mother, Kym, said in an SI documentary. “Did he get CTE from football? Probably. Was that the only thing that attributed to his death? I don’t know.” Despite the finding, his brother Ryan plans to play quarterback at South Carolina in 2019. (TWP)

Crossing country lines Kacey Musgraves, Maren Morris and Cam find a home on the road with pop stars MUSIC It was tempting to keep an eye on Kacey Musgraves’ every footfall in concert Sunday night, waiting for her to step over the invisible line that separates country music and pop. Would a little buzzer go off, like at the bowling alley when your shoes slide too far? Of course, there is no such line. In music and on maps, borders are just imaginary demarcations used to control people by keeping their money, ideas and DNA separate. That said, it still feels significant that Musgraves, a “country singer,” is opening for Harry Styles, a “pop star” on an extensive tour of “the United States” ta this summer. And it looks like ike a trend, too. to Like Musgraves, Maren Morris is prep preparing to
launch a big tour alongside a One Direction graduate, Niall Horan, while Cam, the California balladeer behind 2015’s “Burning House,” will spend her summer nights opening for British soulguy Sam Smith. Get in where you fit in, right? Ever since the excommunication of the Dixie Chicks in 2003, country radio hasn’t been all that hospitable to women — let alone women interested in broadening the shape of the genre. So if you think Musgraves, Morris and Cam are out evangelizing for Nashville this summer, think again. Musgraves certainly didn’t make Sunday’s opening set at Washington’s Capital One Arena feel like an invitation back to the homestead. Instead, she

California-based rock band Dawes turn today’s angst into “Passwords,” a soothing, sugar-coated collection of ’70s folk and soft rock. The album, released Friday, opens with the power chords of “Living in the Future.” Coupled with the song’s intense guitar solo, the music makes a good match for the lyrics, which read like a directory of modern challenges. “I Can’t Love” buries the lead (“you anymore … than I do right now”) and “Mistakes We Should Have Made” is a burst of regret. ‘Set It Up’ honors DCTakesOnHIV.com #AskForTheTest rom-com tropes The buzzy Netflix film thrives by not straying far from convention STREAMING At first glance, “Set It Up” — Netflix’s original movie about two overworked assistants who scheme to pair up their demanding bosses — seems like yet another cheesy romantic comedy. And in some ways, it is. It’s also one of the best movies on Netflix (or anywhere else) right now. “Set It Up” follows Harper (Zoey Deutch) and Charlie (Glen Powell) as they try to get their high-powered bosses (Lucy Liu and Taye Diggs, respectively) to date each other. You can probably guess what happens next, and that’s totally OK because the movie is just delightful. Netflix does not share ratings information but, anecdotally, people are watching “Set It Up” and really enjoying it. That’s particularly impressive considering the sheer number of original movies in Netflix’s catalogue. The movie also boasts a 92 percent rating on Rotten Tomatoes.
The plot follows the rom-com formula to a T, and that’s a large part of why it works. Charlie and Harper are trying to set up their bosses, which inevitably means there will be a confrontation about their scheming in the end. It also means they will be spending a lot of time together — against the romantic backdrop of New York City, no less. Deutch brings an adorable energy to Harper. And in a slight but welcome deviation from rom-com tradition, Powell’s Charlie is actually a pretty nice guy. Their chemistry is especially evident in a standout scene that involves a ladder, a pizza pie and some lingering will-they, won’t-they stares. Also, dimples, all around. From the moment Harper and Charlie meet while trying to procure dinner for their impossibly picky charges at the end of a very long day, you want to root for them, both romantically and professionally. That’s “Set It Up” in a nutshell. It’s wildly predictable and a little cheesy. And yet, it’s an absolute gem of a movie that you really should watch.

The New York Times interviewed Lindsay Lohan for a profile about her life in Dubai and her newly opened Lohan Beach House private club in Mykonos, Greece. “I choose what I want to see and how I want to live,” Lohan said. A Philadelphia judge on Monday denied rapper Meek Mill’s petition for a new trial in his decade-old drug and gun convictions, despite support for the request by the district attorney’s office.
