“I’ve listened to a lot of national anthems,” Davis said. For many, the tryout is over when they are gobsmacked by the disorienting experience of having your voice emerge in the arena well after it leaves your throat, a function of stadium sound engineering. Some singers wear earplugs, including Adalia Jimenez, 19. The popular anthem regular at Nats Park has appeared several times a year since elementary school, as braces came and went and her voice matured. “Basically, I went through puberty at Nationals Park,” said Jimenez, a sophomore at Shenandoah University. For singers, the most discerning audience are the players and coaches standing along the basepaths for 162 performances a year. “Oh, we rate them,” said Nats bench coach Chris Speier. “Like, ‘Oh yeah, that’s good.’ Or ‘Hmm, no.’ ” The players seem to prefer the brisker versions. “ It’s one of the ha rdest things to sing,” said relief pitcher Blake Treinen. “So just sing it. THE DISTRICT In 2007, D.C. residents were diagnosed with HIV at a rate of nearly four per day. That rate dropped to less than one resident per day in 2016. The 73 percent decline in new cases — from 1,333 in 2007 to 347 in 2016 — can be attributed to factors including needle exchanges, condom distribution and increasing use of preventive medication to halt the spread of the disease, city officials said Tuesday. “I’m pleased to say we have made considerable progress, but I don’t have to tell you there is more work to do,” said D.C. Mayor Muriel E. Bowser, speaking at a news conference at the Whitman-Walker community health clinic on 14th Street NW. D.C. remains in the midst of an HIV epidemic, officials said. Approximately 13,000 people in D.C., or 1.9 percent of the population, are living with HIV, according to the D.C. Department of Health’s annual report. The World Health Organization defines a generalized epidemic as a disease affecting at least 1 percent of the population. But efforts by the city — including distributing more than 6 million male and female condoms in 2016 and removing more

than 800,000 needles from the street — are helping D.C. make progress, said D.C. Health Department Director LaQuandra Nesbitt. The needle-exchange program, which helped reduce the number of drug-related HIV diagnoses from 149 in 2007 to seven in 2016, is one example of the city’s success, Nesbitt said. “Just seven cases — it’s stunning,” Bowser said. Possible changes to federal health care law are not expected to change the status of the city’s needle-exchange program, she said. From 1998 to 2007, Congress blocked the District from allocating local tax dollars for needle-exchange efforts. The groups who are most affected by the virus in the District are black men, followed by black
women, Nesbitt said. Last year, the District began the nation’s first campaign to encourage black women to begin taking the prophylactic drug known as PrEP, which drastically cuts the risk of contracting HIV. Bowser released a plan in December 2016 aimed at combating the city’s HIV epidemic. The plan, dubbed the 90/90/90/50 plan, calls for having 90 percent of HIVpositive District residents aware of their status, 90 percent of those who have been diagnosed receiving treatment and 90 percent who are in treatment reaching viralload suppression by 2020. Chaffetz says living in D.C. too expensive On his way out of Congress, Rep. Jason Chaffetz, R-Utah, gave many District residents a reason to gripe Tuesday when he called for members of Congress to receive a housing stipend. He said lawmakers have trouble affording housing in D.C. — which he called “one of the most expensive places in the world” — in addition to a home in their congressional districts, on a $174,000 annual salary. “I really do believe Congress would be much better served if there was a housing allowance for members of Congress,” Chaffetz told The Hill, which first reported his stipend proposal. “In today’s climate, nobody’s going to suggest or vote for a pay raise. But you shouldn’t have to be among the wealthiest of Americans to serve properly in Congress.” (TWP)

The drop in violent crime in D.C. over the first six months of the year compared to the same period in 2016, a hopeful sign for police and city officials trying to build on modest crime declines last year after a spike in killings in 2015. Homicides are down 15 percent, from 61 at this time in 2016 to 52 so far this year. Members of law enforcement remain cautiously optimistic as the hot summer starts and worries mount that youths with idle time and little supervision could get into trouble over the long holiday weekend. Judge rejects Maryland’s plea to start Purple Line construction during appeal
A group of all-terrain vehicle and dirt bike riders have been accused of “reckless behavior” by Prince George’s County authorities. WTOP-FM reported that videos posted on social media showed the riders Sunday night passing between cars on crowded highways, some popping wheelies, as they made their way to downtown D.C. and National Harbor. Prince George’s County police said about 100 riders took bikes unauthorized for street use and engaged in the “malicious” behavior. Vandals knock over 24 cemetery headstones Police are offering cash to anyone who can say who vandalized two dozen headstones at a historic cemetery. Prince George’s County Police said Tuesday that they’re seeking the person or people who knocked over 24 headstones at the cemetery in Upper Marlboro that belongs to St. Thomas Episcopal Church. A police statement said the vandalism apparently happened Friday night. Some of the headstones date to the 1800s. The church is on the National Register of Historic Places. (AP) VIRGINIA
Court to weigh police use of license plate data Virginia’s highest court will consider a challenge to a police practice of keeping data from automated license plate readers. The Virginia Supreme Court will hear a case filed by the American Civil Liberties Union in Fairfax County, where police keep license plate data for one year. Police say the data is crucial to help find missing people and stolen cars and solve other crimes. But critics say keeping the data past a short period of time presents privacy concerns. An internal watchdog has found no wrongdoing by the National Park Service in a dispute over crowd size at President Donald Trump’s inauguration. Rep. Jason Chaffetz, R-Utah, chairman of the House Oversight and Government Reform Committee, will leave a legacy when he quits Congress at 10 a.m. Friday, but we might not have his mug hanging around anywhere to remind us. If incoming chairman Trey Gowdy, R-S.C., does as Chaffetz did, portraits of past committee leaders will not decorate the panel’s hearing room. Chaffetz ended that long-standing practice, also followed by other committees, when he took over in 2015, opting to put up photos of everyday Americans instead. “Now that Trey Gowdy is the chairman, my guess is they’re going to put up a mirror,” Chaffetz said with a hearty laugh. I spoke with Chaffetz in his spacious Rayburn building office on Monday, as he prepared for his return to private life, which might be temporary. Chaffetz, elected to a fifth term in November, recalled his accomplishments, disappointments and views on various topics during the interview.
On civil service reform At a signing ceremony for a Department of Veterans Affairs employee accountability bill Friday, President Trump said federal civil service protections are based on “outdated laws.” Chaffetz agrees. “There needs to be a swifter way to get rid of the bad apples,” he said. “There are certain protections that need to be maintained. … Employees ought to have an opportunity to make their case. ... When somebody’s doing truly horrific, we got to get rid of them.”
On federal unions “I’m frustrated the unions weren’t more willing participants in trying to find that balance to get rid of the truly bad apples,” he said. “I wish they had the same vision I have. … They seem to protect every

employee no matter what, and that hurts the whole.” Randy Erwin, president of the National Federation of Federal Employees, strongly disagreed. “Our interest is in preserving due process so that good employees have the protections they need to do their jobs on behalf of the American people without fear of unfair or politically motivated reprisal,” he said. “It is safe to say that we do not share Rep. Chaffetz’s vision for the federal workforce.”
On federal compensation Chaffetz would like to see higher pay for some feds in critical positions, such as information technology. The IT workforce shortage, he said, is “the biggest personnel challenge that we face.”

Early-out offers allow federal employees to retire sooner — at any age with at least 25 years of service, or at age 50 or above with at least 20 years — than under standard policies. Buyouts are payments typically of up to $25,000 — the Defense Department can offer up to $40,000 — to entice employees to leave, whether or not they are eligible to retire. Both can help agencies avoid the government’s complex layoff process. However, an agency doesn’t have to offer them, and even if it does, it can tailor them by location, occupation and other factors. If you get an offer, you will be told how to apply. But think about it first. An early out could mean retiring before you’re ready financially or personally. POLITICS Senate Republican leaders bowed to pressure from within their ranks Tuesday and postponed a vote to overhaul the Affordable Care Act until after the July 4 recess, raising doubts about their ability to fulfill one of their party’s core political promises. The delay, which now exposes lawmakers to a barrage of lobbying as they face their constituents over the holiday, has left a measure that was orchestrated to pass swiftly teetering in the balance. But Senate Majority Leader Mitch McConnell had little choice after five Senate Republicans said they could not support the bill this week in the wake of a new budget analysis. Conservatives are blasting the plan for leaving too much of the existing law in place, while a coalition of patient advocates, doctors and senior citizens’ groups have joined Democrats in decrying its proposed cuts to the Medicaid program and rollback of taxes imposed on the wealthy. On Tuesday, McConnell said leaders were “still working to get 50 people in a more comfortable place” on what he described as “a very complicated subject.”

Trump hurts U.S. image A new poll shows America’s closest allies have a deteriorating view of the country ANALYSIS President Trump has alarmed citizens of the nation’s closest allies and others worldwide, diminishing the standing of the United States in their eyes, according to a wide-ranging international study released Monday. But in the survey of 37 countries, Russia is a bright spot for Trump. As beleaguered as the president is at home, a majority of Russians say they have confidence in him. And Russians’ attitudes toward the U.S. have improved since Trump took office. Elsewhere, though, and with remarkable speed, Trump’s presidency has taken a toll on America’s image abroad. The international survey by the Pew Research Center found that favorable ratings of the U.S. have decreased from 64 percent of people across all countries surveyed at the end of Barack Obama’s presidency to 49 percent this spring. The new figures are similar to those toward the end of the George W. Bush administration. The president himself has fared even worse: A median 22 percent are confident that Trump will do the right thing in global affairs, down from 64 percent who had confidence in Obama. From Chile to Italy, from Sweden to Japan, majorities consider the president arrogant, intolerant, unqualified and dangerous. On the flip side, most view him as a strong leader. And many expect their country’s relationship with the U.S. to withstand his presidency. It is perhaps unsurprising that a man who campaigned on a pledge to put American interests first would generate backlash in other parts of the world. Nor is it surprising that the negative

Among other world leaders studied by Pew, German Chancellor Angela Merkel receives relatively high marks. The share of people who report little or no confidence in her, a median of 31 percent across 37 countries, is less than half that for Trump, at 74 percent. The survey found that 59 percent lack confidence in Russian President Vladimir Putin and 53 percent in Chinese President Xi Jinping. Trust in the American president plummeted most in some of the United States’ closest allies in Europe and Asia, as well as in the countries it borders, Canada and Mexico. U.S.: Syria preps to launch a new chemical attack SYRIA The Trump administration threatened Tuesday that Syria will pay “a heavy price” if it follows through on what the U.S. says are preparations for another chemical weapons attack. President Trump has said he won’t stand for Syria’s use of chemical weapons, which are banned under international law and are particularly worrisome in the Arab country because they could fall into extremists’ hands. The Pentagon on Tuesday said it detected “active preparations” by Syria for a chemical attack from the Shayrat air base, from which Syrian aircraft embarked on a sarin gas strike April 4, killing almost 90 people. Trump ordered a missile attack against the base in retaliation. U.S. officials have been monitoring the movements of senior personnel from Branch 450 of the Syrian Scientific Studies and Research Center, and on Monday, satellite imagery showed a Syrian aircraft parked near a building associated with chemical weapons, an intelligence official told The Washington Post. The Syrian government has denied it ever used banned chemicals, and it rejected the latest allegation Tuesday. Syria’s two main allies, Russia and Iran, joined in bashing Washington. Wall’s message: Recruiting George a plea to win now When he left for the summer, John Wall wasn’t interested in recruiting free agents for the Wizards. “I don’t think I have to do that,” Wall said in May. “They understand and see what we do as a team over here: how we play together, how we move the ball. I think guys will just come if they want to come.” A month later, it seems persuading a four-time All-Star to force a trade is a different story. When you’re expected to shop in the Omri Casspi section of free agency, it doesn’t give a star itchy text-message fingers. But flirting with a trade for Paul George, who has told Indiana he’s not re-signing when his contract expires after next season? Now Wall is engaged, no matter how improbable a
trade looks, no matter George’s desire to end up in Los Angeles. “I’m trying to see if we can make something happen,” Wall told Marc J. Spears of ESPN’s The Undefeated this week. It’s not going to happen, not with Wall and Bradley Beal off the table in trade discussions. Not unless Indiana could accept a package that would include a sign-and-trade deal in which Wizards restricted free agent Otto Porter Jr. received the max contract he almost certainly will demand. If money weren’t an issue, the idea of trading George for Porter, 23, and other assets would be intriguing. But how many teams deal their best player and start to rebuild by taking on the fresh, megacontract of another team’s third-best player? President Ernie Grunfeld will continue to have conversations
with the Pacers, and he’ll be as creative as he can to try to form a championship-caliber trio of Wall, Beal and George. East of Golden State, it’s hard to imagine an alliance that fits more naturally than those three. The combination of offense and defense, of shooting and playmaking and unselfishness on the perimeter, would make Washington an instant threat to Cleveland. But every layer of such a deal is vastly complicated, especially George’s reluctance to commit past next season. Even if Grunfeld made the best trade pitch of his career, the Wizards couldn’t deal Porter, an efficient young talent whose game and demeanor fits perfectly, for a one-year rental.
George in Boston’s plan According to a Tuesday report from The Vertical, the Celtics are putting together a plan to sign free agent Gordon Hayward and acquire Paul George from the Pacers this summer. Boston wants to sign Hayward, a first-time All-Star last season with the Jazz, before making a deal for George, the report said. That could be problematic if Indiana wants to trade George before free agency opens Saturday. (EXPRESS)

Here’s the larger issue: Wall, who has two seasons left on his contract, is making his championship thirst clear. He wants to play on a team with three stars. Consider the Wizards’ flirtation with George to be the official start of what could be a long and difficult attempt to appease Wall. He’s 26, on the front porch of his prime. He has had seven NBA seasons to grow. He is beyond the phase in which he’s just happy to be an All-Star. Because Wall was named third-team all-NBA last season, he’s eligible to sign a super-max extension with the Wizards this summer. That would allow him to bypass 2019 free agency and sign a four-year deal worth about $160 million. But Wall won’t necessarily sprint to sign, because he uns derstands the power he wields by waiting for his team to upe grade, or at least maintain, the ds roster. Fortunately, the Wizards e have a cushion because they’ve done a solid job so far. Still, star maintenance is always an urgent endeavor in the NBA. Just ask the Pacers.

The Supreme Court agreed Tuesday to take up New Jersey’s bid to allow sports betting at its casinos and racetracks, a case that could lead other states to follow suit. The justices will review a lower court ruling against the state, which is hoping to capture some of the estimated $150 billion that is illegally wagered on sports each year. Gov. Increasingly, D.C. condo buyers are willing to pay more for modern home design
ARCHITECTURE When Ditto Residential finished its most recent condo project on the 1500 block of Sixth Street NW, designed in a glassy, breezy style by Chicago-based architect Brad Lynch of firm Brininstool + Lynch, developers were stunned by how quickly buyers snapped them up. “We had no amenities, not even parking,” Ditto Residential founder Martin Ditto says. “We priced it at the top of the market, and we found buyers in 48 hours. I thought: What just happened?” Ditto believes the tastes of buyers in the District have evolved to embrace modern architecture. The popularity of other futuristic
residential buildings, like the Atlantic Plumbing building in Shaw and the Westlight at 23rd and L streets NW, supports his theory. “People are gravitating away from the crown molding and the traditional look,” says Mei Mei Watts Venners, director of sales at Westlight, from developer EastBanc. “They want natural light, they want windows. The urban marketplace has changed.” In historic Washington, a residential development boom from the early 1900s dictates the look of much of the residential architecture. That’s when prolific developer Harry Wardman built out neighborhoods such as Bloomingdale, Columbia
Getting with the times As the modern trend marches on, some detractors exist. When D.C.-based architect Eric Colbert first presented a modern glassand-steel design for an apartment building at 5333 Connecticut Ave. in 2013, the neighbors, most of whom lived in single-family homes, filed several lawsuits to try to stop construction. But after meeting with the area neighborhood commission several times and making a few tweaks, Colbert ultimately sold the community on the new design, and the building opened to residents in 2016. “It’s an incredibly contemporary design, and we’re very proud,” Colbert says. Now that another development boom is underway, developers are starting to realize that contemporary designs are appealing to some high-end buyers more than re-creations of the past. “We’re not trying to copy what is there, because, frankly, the craftsmanship would be really difficult to copy in today’s world,” says Brian Coulter, a managing partner at the development firm JBG. “And we are always looking for variety.” In staying away from brick, CONTINUES ON PAGE 19

The Adele, part of a mixed-use development of a 1920s stone-and-brick office building, will have just 13 condos, including six “Estate Collection” units that can be customized with the help of the building’s architect, Jane Nelson, and interior designer, Michael Hampton These condos will have 1,700 to 2,100 square feet, with private elevator entrances, terraces, balconies and French doors overlooking 16th Street. The seven “City Collection” units range from a 650-squarefoot one-bedroom unit to a two-bedroom unit with 940 square feet. These units have wide-plank oak floors, Calcutta gold quartz counters, customdesigned closets and private balconies or terraces. Residents will have access to a landscaped rooftop terrace. The prices reveal the cost of construction: At Atlantic Plumbing, condos ranged from the upper $300,000s to $1.9 million; at Westlight, from $625,000 to $4.4 million; and at Ditto’s Sixth Street project, from $995,000 to $1,249,000. With the price per square foot at the top of the market, the modern units are sometimes smaller, and the abundance of light helps the spaces feel open. Lindsay Reishman, an agent and senior vice president at Compass, brought several clients to Westlight. “One client was looking at the penthouse, and the price came out to $1,500 per square foot,”
he says. “It’s still not New York City or Miami, where people pay a real premium for design. But there is a willingness to pay a little bit, and it’s enough to justify the effort for developers.” A few years ago, modern buildings had a harder time finding buyers to meet their higher price point. The Lacey, for example, is a glassy, modern condo project that went up on 11th Street NW in 2009. Though the design won awards, the developers needed to go through several waves of price reductions before selling all the units. But for Amanda Skura, a resident at Atlantic Plumbing, the modern architecture was a big reason for seeking a home there. “The light is amazing,” Skura says. “I rarely have the blinds closed in the living room, and

rarely need lighting on, even when it starts to get dark.” For Skura, living in the streamlined unit also necessitated overhauling her furnishings. Before, she was drawn to cozy, puffy “Pottery Barn-style” furniture. But in her new place, the cushy style didn’t quite work. “The pieces felt so oversized,” she says. Her interior designer helped her create a new collection of simple, angular pieces that complemented the strong lines of the space. TLC’s first album in 15 years is proof the R&B group is as strong as ever
ALBUM REVIEW TLC, the iconic ’90s-era R&B girl group, is back after 15 years away, and these women are not wasting any more time. “We don’t need no introduction,” they boast on “No Introduction,” the first song of their new self-titled CD, out Friday. “No, we don’t need no instructions/ We already paved the way.” They’re right. There’s no doubting TLC’s impact and how important “No Scrubs,” “ Waterfa lls” a nd “Creep” “Creep were for a generation raised on the band’s mix of female empowerment and socially conscious lyrics. T he rec ord is from t he
surviving members of the group: Tionne “T-Boz” Watk i ns a nd Ro zonda “Chilli” Thomas. Lisa “Left-Eye” Lopes died in a 2002 car crash. The new album heartbreakingly includes an old recording of Lopes’ voice as an interlude, a fitting way to bring her into 2017. “TLC,” which was funded in part through Kickstarter, is a kaleidoscope of different sounds and moods, befitting an album with some 20 different songwriters. It’s executive produced by Ron Fair, who has worked with Vanessa Carlton and
The timeless TLC Missy Elliott, who collaborated with TLC in the early 2000s, vouches for the enduring impact of the band’s music. “TLC gave us the whole package,” she recently told Billboard. “Classic songs that will transcend many generations.” TLC’s Tionne “T-Boz” Watkins agreed. “To watch 5-year-olds at our concerts, singing all the words? It’s awesome,” Watkins said. (EXPRESS)
the Pussycat Dolls, and Watkins had a hand in almost every song. It veers from the stripped-down acoustic nature of “Perfect Girls” — a sort of updated “Unpretty”
— to the R&B-flavored “Joy Ride.” There’s a techno-touched “Scandalous” and ’70s-disco boogie “It’s Sunny,” which cribs from Earth, Wind & Fire. Watkins and Thomas look back a few times — they take a nostalgia tour with Snoop Dogg on “Way Back” that name-checks Prince and Marvin Gaye — and forward with the electro-poppy “Haters.” They get serious on the haunting protest song “American Gold.” You want coherence? Many things are uncertain in this world, but one thing that’s proven is that the Haim sisters (aka the rock band HAIM) are so cool, even when dancing their corniest in the video for “Want You Back,” from their sophomore album (out July 7). Speaking of cool, nobody is cooler than SZA, who put the actual Drew Barrymore in her video for “Drew Barrymore,” a track off her debut “Ctrl.” Directed by Dave Meyers — who also did Kendrick Lamar’s “Humble” — the clip has SZA and her friends living their best city lives, hopping from house parties to rooftops to sidewalks to subway stops, all while looking carefree and fun. Netflix shows don’t get a pass TELEVISION For years, Netflix was seen as the dream spot for TV shows: a seemingly unlimited budget (the streaming behemoth is projected to cough up $6 billion on content this year), and without the pressure of ratings. So even though you may have never heard of shows such as “Flaked” or “Haters Back Off,” it wasn’t surprising that they were renewed. However, that era of Netflix may be over. The company confirmed Saturday that its dramedy
“Girlboss” — an adaptation of e-retailer entrepreneur Sophia Amoruso’s book — has been canceled after one season. It’s the third Netflix show in a month to get cut, following Baz Luhrmann’s musical drama “The Get Down” (one season) and Lana and Lilly Wachowski’s sci-fi series “Sense8” (two seasons). Multiple outlets pointed to the “Girlboss” news as a real signal that Netflix is serious about trimming its original offerings. Last month, Netflix chief executive Reed Hastings told CNBC that “our hit ratio is way too high” right now: “We have to take more risks, you have to try more crazy things. Because we should have

a higher cancel rate overall.” Many interpreted this as Hastings saying Netflix would crack down on shows that didn’t make a splash — as opposed to series such as “13 Reasons Why,” a drama about teen suicide that proved extremely controversial but earned worldwide headlines.
Antennas went up after last fall’s cancellation of “Bloodline.” Critics were shocked to see Netflix end a show that not only had a star-studded cast (Kyle Chandler, Ben Mendelsohn) but also lots of awards attention. At the time, Vulture’s Josef Adalian noted that Netflix might have “entered a
new phase in its history” in which it wouldn’t just toss out money. So, it looks like Netflix’s honeymoon may be over. If this slowly increasing list of cancellations is any indication, shows may need to step up their game, or be on the chopping block.
