Heed these warnings. region More than 1.1 million Washington area residents are planning to travel away from home over the long July 4 holiday weekend, a record number for the holiday, according to AAA. “Putting this into perspective, the 2017 Fourth of July travel volume for holiday travelers hailing from the metro area is nearly 62 percent higher than the post-recession nadir witnessed in 2009,” said John B. Townsend II, spokesman for AAA Mid-Atlantic. “Back then, only 686,000 local residents opted to travel for the Fourth of July.” This year, the majority of those traveling — 967,600 — say they plan to drive to their destination. About 80,600 people are expected to fly; in addition, 61,100 will go by bus, train or boat, AAA said. If your travels take you outside
the immediate metro area, roads will be even more crowded. Looking at statewide numbers, AAA estimates that 3.2 million people from the District, Maryland and Virginia combined will travel for the Fourth of July, and 2.8 million of those will drive. Airport officials encourage travelers at Reagan National to reserve parking through the airport’s online parking system, ePark. Peak times at the region’s airports are 6 a.m. to 8 a.m., 11 a.m. to 1 p.m. and 3:30 p.m. to 5:30 p.m. For those going to the Eastern Shore, the MDTA says the best times to travel will be very early in the morning and late at night. “Plan for crowded highways, and remember to pack your patience and allow plenty of extra time to reach your holiday destination safely,” Townsend said. The busiest roads will be the usual: I-95 and I-66 and Routes 301 and 50 going to the Bay Bridge. The big return crunch is expected to be noon to 7 p.m. Tuesday. Luz Lazo (The Washington Post)

After 5 years, are we ready for a derecho?
REGION It’s been five years since the infamous June 29, 2012, derecho cut a massive trail of destruction through the heart of Washington, becoming one of our region’s watershed weather events. The savage storm, for which there was little advance notice, delivered a knockout blow to the region, cutting power to the more than a million residents in the middle of its most intense heat wave on record. Five years later, we’ve learned much about this particularly violent class of storms. But questions still remain about how effectively we’ll be able to detect and prepare for the next one. And it’s just a matter of time before another strikes.
After the sudden, violent windstorm arrived, many neighborhoods were left in the dark. The devastation was everywhere; the cleanup would take weeks, and the power grid had to be completely rebuilt in many locations.
Derecho history Since the 1980s, the Washington region has experienced several derechos. But until the pivotal 2012 storm, the term “derecho” was not part of our region’s lexicon. In fact, summertime derechos have been ravaging portions of the Midwest, Ohio Valley and Mid-Atlantic for decades, but few have reached the level of exceptional longevity and violence produced by the June 29 storm — with a track nearly 900 miles long (originating near Chicago), 22 fatalities, over 1,000 wind damage reports and 9 million power outages nationwide.
Predicting the next derecho The 2012 storm, revisited On the night of D.C.’s hottest June day ever recorded (104 degrees), an unexpected and invisible “wall of wind” slammed into the western suburbs of D.C. around 10 p.m. During the next hour, a curtain of wind pushing 80 mph swept across the Mid-Atlantic.

What is now better anticipated is the combination of atmospheric ingredients that conspire to generate a corridor of “derecho potential.” Such a corridor can be identified a few days in advance. But whether a derecho will trigger within this corridor, and develop into a major league system, remains the tricky part.
When you think “severe thunderstorm” in the region, you are reminded of the most familiar outcome — gusty winds, heavy rains. More often than not, the power stays on. The trees remain intact. These are the most familiar hoofbeats, those made by horses. But beware of the bull, the untamed, beastly derecho cut loose from Ohio, because that encounter is destined to come once again. Driving in the left lane on state highways without a good reason could now result in a $100 fine. The bill’s sponsor, Del. Israel O’Quinn, said he wants to prevent people from driving too slow in left lanes, which he said endangers law enforcement and spurs road rage.
Laser hair removal will now have to be performed by a medical practitioner or someone trained and supervised by one, unless people do it at home with their own equipment.

REDSKINS The war began nearly 25 years ago, an epic legal tussle over a single word: Redskins. But on Thursday, after protests outside NFL stadiums and even former President Barack Obama’s urging of team owner Daniel Snyder to change the name, the battle petered out. The Native American group fighting the NFL team over its
trademark registrations called it quits in federal appeals court. So did the Justice Department, which on Wednesday declared the team the winner. The Native Americans and the Justice Department didn’t have much of a choice. On June 19, in a separate case involving an AsianAmerican rock band, the Supreme Court declared that a key section of federal trademark law banning trademarks that “may disparage” people was a violation of the First Amendment. It was this section of the 1946 Lanham Act that the Native Americans
used to argue that the Redskins should be stripped of the club’s trademark registrations. “There’s no more challenge to make,” said Jesse A. Witten, an attorney representing Native Americans groups, which view the team name as a slur. Even though his clients lost, Witten pointed to the publicity their campaign raised. “There’s the legal case and then there’s the cause,” he said. “It was a galvanizing force that caused people to pay attention to the cause.” IAN SHAPIRA AND ANN E. Teen struck, killed by train while walking across bridge
Colonial Williamsburg set to restructure over finances
Two Maryland men have been charged with taking more than $21,000 worth of alcohol from trucks parked at a county facility. Police in Montgomery County said the alcohol was stolen from trucks parked at the Department of Liquor Control warehouse in Gaithersburg between February and May. During a May 28 theft, police approached the driver of a car parked near the warehouse and found multiple boxes of alcohol. The driver, Jean Auguste, 27, was arrested. Police say Kelvin Eugene Snowden Jr., 31, a Department of Liquor Control employee, was arrested Wednesday and charged in the case. (AP)
A 13-year-old girl walking on a bridge was struck and killed by a commuter train in Fairfax County. Police said on Twitter that Reyhan Safoglu of Burke, Va., was hiking with relatives Wednesday and was walking on Bull Run Bridge when a train approached. Police say two relatives walking with her on the bridge were able to get out of the way. Investigators say the Virginia Railway Express train hit the girl. There were no reports of injuries among passengers or the train’s crew. Late Tuesday, two CSX conductors who got out of their freight train to check on an alert were struck and killed by a passenger train near Union Station. (AP)
Colonial Williamsburg plans to outsource many of its commercial operations and lay off some workers in response to declining attendance and hundreds of millions in debt. The living history museum at Virginia’s 18th-century capital announced plans Thursday to contract with outside companies to run its golf, landscaping, retail and other operations. The restructuring will also include some layoffs at the site. The nonprofit Colonial Williamsburg Foundation said it suffered operating losses last year of $54 million — or $148,000 per day. It also had more than $300 million in debt at the end of 2016. (AP)

Critics including tech giants and human rights campaigners say the legislation could have drastic consequences for free speech online. It’s scheduled for a vote Friday and is widely expected to pass. The State Department said late Wednesday that personal relationships would include a parent, spouse, son, daughter, son-in-law, daughter-in-law or sibling already in the United States. NATIONAL SECURITY A scaled-back version of President Trump’s travel ban took effect Thursday evening, stripped of provisions that brought chaos at airports worldwide in January yet still likely to generate a new round of court fights. The new rules aren’t so much an outright ban as a tightening of already tough visa policies affecting citizens from six Muslimmajority countries. Refugees are covered, too. Administration officials predicted that implementation, which began at 8 p.m. Thursday, would be orderly. Customs and Border Protection spokesman Dan Hetlage said his agency expected “business as usual at
our ports of entry.” Yet amid vows from immigration and refugee advocates to challenge the new requirements, the administration sometimes struggled to explain how the new requirements would make the United States safer. Before Monday, Pedro Ruiz III, 22, an aspiring YouTube star in rural Minnesota, spent considerable time persuading his girlfriend to fire a gun at his chest. There would be a thick encyclopedia between the muzzle and his body, authorities say he told 19-year-old Monalisa Perez. The pages, he reasoned, would stop the bullet. Monday evening, the young couple positioned two cameras outside their home and prepared for their breakthrough stunt. They wanted fame, family said. For three months, the young couple in Halstad, Minn., had been posting clips of their daily lives and their 3-year-old daughter on YouTube as La MonaLisa. The bullet and book stunt was supposed to be their moment. Ruiz held the book to his chest and Perez held the gun, a gold Desert Eagle .50-caliber pistol, and from a foot away, court documents say, Perez fired. But the book didn’t stop the bullet, instead piercing Ruiz’s chest. He was declared dead at the house. Perez has been charged with second-degree manslaughter. She was released on $7,000 bail. If convicted, she faces up to 10 years behind bars. “They were in love. They loved each other,” Ruiz’s aunt, Claudia Ruiz, told Valley News Live. “It was just a prank gone wrong.” KATIE METTLER

MOSUL Iraqi forces on Thursday recaptured the ruins of a historic mosque in Mosul that was destroyed earlier this month by the Islamic State and was once the symbolic center of its selfdeclared caliphate. Counterterrorism troops retook the area of the Great Mosque of al-Nuri and were continuing to advance through the remaining streets of Mosul’s Old City, Iraq’s military said in a statement. However, the mosque is little more than rubble. Still, the move into the mosque compound carried major importance after months of fighting. Iraq’s prime minister, Haider al-Abadi, declared “the end of the Daesh state” in Iraq even as the militants — known in Arabic as Daesh — held pockets of the city. “We will keep following Daesh until we kill and capture the last member in Iraq,” said the statement from Abadi. The Iraqi military released video footage a week ago that it said showed the moment the militants detonated explosive charges in the building and its famed eighth-century minaret. The mosque holds significance for the militants as the place where, in July 2014, Islamic State leader Abu Bakr al-Baghdadi

made his only known public appearance, calling on Muslims around the world to obey him as leader of the group’s new state. Just weeks before, the militants had scored a stunning victory in Mosul over Iraq’s armed forces, which collapsed with little fight. Iraq’s battle to retake the city has dragged on for nearly nine grueling months, and Iraq’s military and the city’s civilians have suffered heavy casualties. Commanders, however, say they are now in their final stretch, with less than a square mile of the city left to recapture. The winding, narrow streets of the Old City make clearing it slow and painstaking work, as Iraqi forces are forced to move on foot. Iraq’s counterterrorism troops
retook the mosque, but they have not entered the remains of the building yet, as it still may be rigged with explosives, said Lt. Gen. Abdul Ghani al-Asadi, head of the force. Although both Iraq’s government and the U.S.-led coalition that is backing the fight against the Islamic State said the militants blew up the mosque in a final act of defiance, the Islamic State-affiliated news agency Amaq maintained that a coalition airstrike was responsible. Experts have noted that footage released by the Iraqi military appears to show a blast emanating from the building, rather than an airstrike from above.

Cardinal Pell, 76, is highest-ranking official implicated in scandal VATICAN CITY Pope Francis suffered a major blow Thursday when his top financial adviser, Cardinal George Pell, 76, was charged in his native Australia with multiple counts of sexual assault from years ago, bringing a criminal case in the long-running abuse scandal inside the frescoed walls of the Vatican for the first time. Trump’s tweets aimed at MSNBC’s Mika Brzezinski revived concerns about his views of women while he is struggling for any support he can get for his proposals on health care, immigration and other controversial issues. “I heard poorly rated @Morning_ Joe speaks badly of me (don’t watch anymore),” Trump tweeted in two parts to his nearly 33 million followers Thursday morning. “Then how come low I.Q. Senate Majority Leader Mitch McConnell, R-Ky., in an effort to strike a balance between centrists and conservatives on overhauling the Affordable Care Act, is now making concessions to both sides, according to lawmakers and aides. That effort was complicated by a new Congressional Budget Office estimate Thursday that found the Republican plan to change how Medicaid payments are calculated starting in 2025 would lead to significantly deeper reductions in its second decade than at the end of the first decade. By 2036, the new analysis says, the government would spend 35 percent less on Medicaid than under the current law, compared with a 26 percent decrease in the first decade. The updated Medicaid estimate from the CBO, which shows how spending would shrink over the next 20 years, underscored the extent to which McConnell’s plan would hit the long-standing program. The current draft cuts $772 billion over 10 years from Medicaid. The updated analysis, requested by Sen. Ron Wyden, D-Ore., and other Democrats, calculated the impact of pegging the program’s inflation rate to the Consumer Price Index for urban consumers, as opposed to the medical inflation rate. Another shooting test Once again, free agency will gauge Wizards’ willingness to reward top outside threats NBA Over the past three summers, the Wizards have followed a trend. Each time one of the team’s starting forwards entered free agency — first in 2014 with Trevor Ariza, then Paul Pierce in 2015 and last year, Jared Dudley — Washington allowed them to sign with other teams and opted to fill in the blank space with a new piece. Now for the fourth straight year, free agency will test the team’s devotion to its forwards. But more than that, it will measure how the team regards the most valuable asset in today’s NBA: shooting. When starting small forward Otto Porter Jr. and reserve wing Bojan Bogdanovic officially hit the market as restricted free
agents Saturday, they will find suitors interested in a variety of skills. But each player’s greatest commodity is long-range touch. Porter led the league in 3-point accuracy for most of the year and finished the regular season ranked fifth in the league at 43.4 percent. The Wizards still badly needed shooting for their second unit and chose to give up a first-round draft pick during the season to bring in Bogdanovic, who hit 39.1 percent of his 3s in 26 regular-season games with Washington. When Washington went small and put the two small forwards together with guards John Wall and Bradley Beal and 6-foot-10 big man Markieff Morris, the gun-shy Wizards transformed

Teams like Atlanta, Miami, Sacramento and Utah have cap space and the need for shooting. Bogdanovic has expressed a desire to return to Washington. With its core in place, the window for Washington to win is now. It’ll be costly to keep one or both of Porter and Bogdanovic, but to keep their window open, the Wizards will need to sign their shooters or find others elsewhere.

NATIONALS Washington placed right-handed reliever Koda Glover on the disabled list June 11, listing the cause as back trouble, but a different injury disclosed this week could keep him out longer than previously expected. Glover, 24, had slipped in the shower, said he felt a twinge in his back and then tried to pitch through it. He allowed two runs in two-thirds of an inning and was put on the DL a day later. In the two weeks since, no one added to the explanation, and Glover spent most of his time in the training room, unavailable to reporters. When he finally

Just not sweet enough The cutesy formula of the ‘Despicable Me’ films feels tired by the third installment
FILM REVIEW Like yet another cold, sugary soft drink dispensed from a vending machine, the animated sequel “Despicable Me 3” is only satisfying in direct proportion to one’s thirst. If you are someone for whom a wait of two to three years between installments of this popular cartoon franchise — which includes the 2015 spinoff “Minions” — is way too long, then this latest chapter in the saga of supervillain-turnedcrimefighter Gru (voiced by Steve Carell) and his suppositoryshaped yellow henchmen will fill that aching void. For others, “Despicable Me 3” is just another swig from the same can of calculated comedy. Despite the addition of an
interesting new character, Gru’s long-lost twin brother, Dru (Carell), the ingredients are familiar. Gru, now married to Lucy (Kristen Wiig), the woman who converted him from a life of crime in the last “Despicable,” is now an upstanding member of the Anti-Villain League — that is, until he and Lucy fail to apprehend the film’s new bad guy: a washed-up former child actor named Balthazar Bratt (Trey Parker), who has made off with a giant pink diamond. The opening sequence, in which Balthazar is revealed to be fixated on becoming the evil character he played on TV as a child, is filled with mildly amusing spy gadgetry and jokes designed to appeal to Mom and

After losing their jobs and learning of the lost sibling, Gru and Lucy head off to Dru’s compound in Freedonia (a nod to the Marx Brothers’ “Duck Soup” for Grandma and Grandpa), where
Dru invites his brother to teach him how to become a villain. Meanwhile, Lucy wrestles with the emotional perils of becoming a stepmother to Gru’s three adopted daughters. And, for reasons not worth getting into, Gru’s Minions somehow wind up in prison, providing a cutesy narrative that is virtually its own short film, having nothing to do with the rest of the movie. But folks do love those Minions. Nothing is ever terribly much at stake here — including originality. “Despicable Me 3” disappoints, if only mildly, not because it’s bad, but because it only aspires to be good enough. Lessons learned: It’s a man’s world even in this world Nearly every time I write about patriarchy, I get pushback reminding me that not all men are misogynistic creepers who believe that “The Handmaid’s Tale” is a how-to guide to establishing a government. Well, duh. Here’s the fun thing about patriarchy: It doesn’t always come in male form, as “The Beguiled” neatly proves. A group of women in Civil War-era Virginia are living in an all-but-abandoned school for ladies, the kind where lessons in penmanship and French are the order of the day. Led by headmistress Miss Martha (Nicole Kidman), they range in age from
around 12 to the fully grown but heavily sheltered teacher Edwina (Kirsten Dunst). When wounded Union soldier John McBurney (Colin Farrell) stumbles into their world, they decide to nurse him back to health before sending him off to a prison camp. While there, he plays the women against one another to win their affections and, presumably, a ticket out of that camp. Except that’s not exactly what happens. McBurney doesn’t cause the rifts that start to splinter the school; he simply reveals them. The Farnsworth Seminary for Young Ladies should have been what we’d now call a “safe space.” It’s a gated community inhabited entirely by smart, educated women
who, in Martha, have a strong leader. This is a world of “us.” There is no “them.” This should be the Themyscira of the South. But the lessons of the outside world have already gotten in. Those lessons have brought about body-shaming in the guise of modesty (don’t show too much shoulder!), plenty of guidance on the appropriate role of women (mostly decoration) and a continued, unnecessary adherence to the rules

of the outside world (no one in Themyscira wore a corset, because no one cared about the proper waist-to-hip ratio). One of the gravest lessons the patriarchy teaches is that women are not to be trusted, especially by other women. The women of the Farnsworth school have, like so many other women, internalized this — you can see it in Sofia Coppola’s subtle direction even before McBurney arrives. Edwina thinks Martha is a tyrant; Martha thinks Edwina needs to know her place. Alicia (Elle Fanning) is all but literally an outcast — she’s the only one who wears her hair down and tousled, and you know what they say about girls like that. McBurney’s arrival at the school is a problem, but it’s not the problem. “The Beguiled” is not some extended catfight over a boy; it’s an exploration of how women can be both users and tools of a system that teaches, in part, that the only way to win is to make other women lose. FILM REVIEW Set against the backdrop of Germany’s 1940 invasion of the Netherlands, “The Exception” is a tense romantic thriller made up of equal parts suspense and nudity. Jai Courtney plays Stefan Brandt, a captain in Hitler’s army tasked with keeping an eye on Kaiser Wilhelm II (Christopher Plummer), who’s in exile in Holland. Haunted by nightmares, the young soldier begins an unlikely affair with one of the Kaiser’s maids, a Dutch servant who’s harboring a few secrets. (“Take your clothes off,” he orders her upon only their second encounter.) Another story unfolds alongside this lust-fest, focusing on Wilhelm and his wife, Princess Hermine (Janet McTeer), both of whom fantasize that Hitler might invite them back to reclaim their throne and former lives. The two veteran actors are as good as ever, especially Plummer, whose character swings from cuddly to irate. Director David Leveaux maintains a firm grip on pacing, scene-setting and characterdevelopment, keeping the protagonists sympathetic while raising the stakes. The final act is a nail-biter, but the story starts to fall apart as it nears the climax. For all its late-in-the-game silliness, “The Exception” is a solidly acted, well-told tale about how love of country holds up in the face of other, less nationalistic passions.
