ARLINGTON COUNTY There aren’t many female firefighters across the country, or in the Arlington County Fire Department. But one female firefighter, Marcia “Tia” Reed, is trying to change that by getting more girls interested in the emergencyrescue field. She helps operate an annual girls-only summer camp that introduces teens to the maledominated career of firefighting. “Women don’t dream about coming to this field. They have no concept they can do this job,” said Reed, who has worked for 10 years as a firefighter in Arlington. “We wanted to bring more women into our department. Showing them in our camp what it’s about helps us — hopefully — do that.” The Arlington County Fire Department’s summer camp, called “Camp Heat,” runs four days and offers girls free room and board. The camp this year runs from

Wealthy newcomers get most of the blame for higher home costs THE DISTRICT A surprising constituency agrees with critics of D.C.’s gentrification that wealthy newcomers are driving housing prices through the roof: wealthy newcomers. A new Washington Post poll finds that 78 percent of people who moved to Washington in the past 15 years with incomes of at least $150,000 per year say that new high-income residents are

Residents in a D.C. neighborhood are upset over flyers that claim the so-called “pizzagate” conspiracy theory is real. NBC4 Washington reported Sunday that the flyers showed up in Tenleytown, where a man fired a gun inside a pizza restaurant last year. Edgar M. Welch said he wanted to investigate wild online claims of a child sex ring at Comet Ping Pong. The North Carolina man was sentenced to four years in prison. The flyers were placed on fences and doors and called for the conspiracy theory to be investigated again. The flyers turned up between Wednesday night and Thursday morning. (AP)

A Netflix documentary series has prompted calls for the Baltimore Archdiocese to release a dead priest’s files. The Baltimore Sun reported Saturday that the show about the priest’s alleged abuse led to more than 11,000 signatures on an online petition. Archdiocese spokesman Sean Caine said state law bars the release of much of the confidential information. “The Keepers” focuses on the unsolved death of a Catholic nun and abuse at then-Archbishop Keough High School. The priest at the center of the program is A. Joseph Maskell. He denied abuse allegations and was never charged before his 2001 death. (AP)

Virginia’s Republican candidate for governor says ordinary citizens should be free to shoot off bottle rockets and Roman candles. Ed Gillespie pledged Sunday to try to legalize higher-grade fireworks if elected. They’re allowed in neighboring West Virginia and Tennessee. He made the vow ahead of July Fourth and two weeks after his narrower-than-expected primary win. Gillespie said the state is missing out on an opportunity to create jobs, revenue and fun. Kim’s missile tests Trump NATIONAL SECURITY North Korea’s test launch Tuesday of an intercontinental ballistic missile marks a direct challenge to President Trump, whose tough talk has yet to yield any change in Pyongyang’s behavior as the regime continues efforts to build a nuclear weapon capable of striking the mainland United States. The latest missile flew higher and remained in the air longer than previous attempts — enough to reach all of Alaska, experts said, in a major milestone for North Korea’s weapons program. The test comes just before Trump will see key Asian leaders and Russian President Vladimir Putin this week for the Group of 20 economic summit. It adds urgency to a widening U.S. campaign aimed at further isolating North Korea. Trump responded to the test by applying rhetorical pressure on China, North Korea’s ally and economic lifeline, and by mocking North Korean dictator Kim Jong Un on Twitter. “ No r t h K o r e a h a s ju s t launched another missile. Does this guy have anything better to do with his life?” Trump asked. “Hard to believe that South Korea and Japan will put up with this much longer,” Trump continued. “Perhaps China will put a heavy move on North Korea and end this nonsense once and for all!”

The missile launch follows a salvo of missiles last month from Pyongyang and three tests in May alone. Kim has now launched more missiles in one year than his father and predecessor in the family dynasty did in 17 years in power. The number and variety of tests worry experts, who see each step as part of a march toward a missile capable of striking America’s West Coast. The missile tests violate existing United Nations and other

sanctions, which North Korea has found ways to evade. Trump and Secretary of State Rex Tillerson have declared that the “era of strategic patience” with North Korea is over, but the new U.S. administration has not spelled out what that means. Tillerson has said the United States might eventually negotiate with North Korea under the right circumstances, but he has suggested that possibility is remote. The United States will act alone if it must, he warned.

The Trump administration has recently leaned on China to rein in North Korea and curb illicit trade with the country, which is largely cut off from the global financial system. Given that Japan and South Korea are within range of existing North Korean missiles, Trump has also sought to unite leaders of both nations behind a strongly worded U.S. position that it will no longer tolerate North Korean provocations. Leaders of all three Asian nations will be present at the G-20 summit in Germany. Japanese Prime Minister Shinzo Abe vowed to work closely with the United States and South Korea, but called on China and Russia to do more. “I’d like to strongly urge international society’s cooperation on the North Korea issue and urge China’s chairman, Xi Jinping, and Russia’s President Putin to take more constructive measures,” Abe said. Geng Shuang, a spokesman for China’s Foreign Ministry, condemned the test but countered that Beijing had “spared no effort” in its fight. On Tuesday, Russia and China jointly proposed that North Korea put further nuclear and missile tests on hold while the United States and ally South Korea refrain from large-scale military exercises. The number of births per 1,000 women ages 15 to 44 in the U.S. last year, a decline of 1 percent from 2015 and a historic low, according to provisional 2016 population data released last week by the Centers for Disease Control and Prevention. The trend is being driven by a decline in birthrates for women in their teens and 20s. The birthrate for women in their 30s and 40s rose, but not enough to make up for the lower numbers among younger women. Trump’s return to Europe to be a balancing act FOREIGN POLICY President Trump will learn this week whether he gets a second chance to make a first impression as he returns to Europe and has his first encounter with Russian President Vladimir Putin. Trump’s first visit to Europe in May stirred anxieties among European allies when he declined to explicitly endorse NATO’s common-defense treaty and scolded world leaders for not spending more on their armed forces. This time, Trump will use stops in Poland and Germany to try to pull off the tricky balancing act of improving ties with Moscow at a time of particularly fraught relations while also presenting the U.S. as a check against Russian aggression. White House officials said Trump would reiterate the U.S. commitment to NATO’s Article 5, which says an attack on one member is an attack on all — something he didn’t do at NATO headquarters in Brussels, but eventually endorsed last month. Trump is leaving Washington for Europe today. The president will meet Putin on Friday on the sidelines of the G-20 summit in Hamburg, Germany. Every aspect of the bilateral meeting between the two leaders is sure to be closely scrutinized as investigations press on into alleged Moscow meddling in the 2016 election and possible collusion by the Trump campaign. SYRIA U.S.-backed forces in Syria have breached the wall around Raqqa’s Old City, the U.S. military said Tuesday, marking a major advance in the weeks-old battle to drive Islamic State militants from their self-declared capital. The U.S. Central Command said the coalition struck two “small portions” of the Rafiqah Wall, allowing the Kurdish-led Syrian Democratic Forces “to advance into the most heavily fortified portion” of the city, bypassing booby traps and snipers. It said the strikes left most of the 2,500-meter wall intact. The head of the Britain-based Syrian Observatory for Human Rights, Rami Abdurrahman, said the breaching of the wall was the most important development to date in the battle for Raqqa. He said three SDF units advanced toward the wall under air cover, breaking through the ISIS defenses, and that heavy clashes were underway. Footage provided by the SDF showed their fighters roaming Qasr al-Banat, a historic quarter inside Raqqa’s Old City. Another

For many, a last straw

A movement to eliminate the plastic pollutants is sucking in thousands of converts

It’s not like we have to consume fluids with this appendage,” said Catherine Greener, vice president of sustainability for the company. It’s a convenience people seem to use arbitrarily. Millions drink soda with a straw, but hardly any suck beer through one. Coffee drinkers gulp hot coffee directly from cups but stick straws in iced coffee. Bar hoppers drink highballs from a glass, but mixed cocktails come with a straw. At the Smithsonian’s National Museum of Natural History in Washington, Melissa and Brian Charon, parents visiting from Boston, shrugged when told the museum doesn’t offer straws. “It’s fine with me. I don’t really miss it,” Melissa said. Then Brian added: “I look in the drawer in our kitchen every day and say, ‘Why do we have so many straws?’ ”

EDUCATION To graduate from a public high school in Chicago, students will soon have to meet a new and unusual requirement: They must show they’ve secured a job or received a letter of acceptance to college, a trade apprenticeship, a gap year program or the military. Mayor Rahm Emanuel said he wants to show that the nation’s third-largest school system is not just responsible for shepherding teens through their senior year, but also for setting them on a path to a productive future. “We are going to help kids have a plan, because they’re going to need it to succeed,” he said. “You cannot have kids think that 12th grade is done.” Experts say Chicago Public Schools is the first big-city system to make post-graduation plans a graduation requirement. The question is whether the district can provide enough mentoring and counseling to help its neediest students succeed when the rule takes effect in 2020. Critics say Emanuel’s idea does nothing to address the fact that many teenagers are graduating in impoverished, violence-racked neighborhoods with few jobs, or that the most readily accessible community colleges are ill-prepared to meet the needs of first-generation students from low-income families. They also point out that the 381,000-student district laid off more than 1,000 teachers and staff members in 2016.

ENVIRONMENT It started so innocently. A kid ordered a soda in a restaurant. “It came with a plastic straw in it,” Milo Cress recalled. “It seemed like such a waste.” Not only did he yank the plastic from his drink, but he also launched a campaign, “Be Straw Free,” targeting all straws as needless pollution. He went to restaurants in Burlington, Vt., where he lived at the time, and asked managers not to offer straws unless patrons asked. He was 9 years old. Today Cress, 15, is one of the faces of a growing movement to eliminate plastic straws. Straws are among the most common plastic items volunteers clean from beaches, along with bottles, bags and cups, conservationists say. Americans use half a billion straws every day, at least according to an estimate by Be Straw Free, based on information from straw manufacturers. That many straws could wrap around the Earth 2½ times. Nearly every chain restaurant and coffee shop offers straws. They’re in just about every movie theater and sit-down restaurant. Theme parks and corner stores and ice cream shops and school cafeterias freely hand them out. But they are starting to disappear because of the awareness campaign Cress and dozens of conservation groups are waging. Walt Disney World’s Animal Kingdom bans them, as do the food concession areas of Smithsonian Institution museums. The movement was growing at a slow, steady pace when Cress joined it six years ago, but it exploded after a YouTube video of a sea turtle with a straw stuck in its nose went viral in 2015. pull the plastic out of a bloody nostril outraged viewers — 11.8 million so far. Cress has launched a website on the issue, and Colorado Gov. John Hickenlooper, a Democrat, cited Cress’ activism in a 2013 proclamation that made July 11 a straw-free day in the state. Manhattan Beach outside Los Angeles banned all disposable plastics, including straws. Berkeley, Calif., is considering a ban. Restaurants in New York, Miami, San Diego, London, British Columbia, Huntington Beach, Calif., Asbury Park, N.J., and Bradenton, Fla., have pledged to ban straws or withhold them unless patrons ask for them. The Plastic Pollution Coalition estimates that 1,800 “restaurants, organizations, institutions and schools worldwide have gotten rid of plastic straws or implemented a serve-strawsupon-request policy,” said Jackie Nunez, founder of a group called

Fireworks in reserve Nats pile up runs, reach 1,000-win mark with just two opening day starters in lineup NATIONALS 11, METS 4 The 1,000th regular-season victory in Nationals history came in a game that began at 11:06 a.m. Tuesday, with a lineup that included two of their starters from opening day. It was, nevertheless, as fitting a day for such a victory as any in their history. One thousand wins into their D.C. existence, these Nationals have holiday traditions, like the early start. They have so many stars, they can rest two and still have two of the best hitters in baseball in the middle of the lineup. And they have an increasingly legitimate rival in the visiting Mets, whom they beat 11-4 to earn their 50th win. The brightest star in the Nats’ short history, Bryce Harper, had

three hits and scored three runs. Arguably the best pure hitter in that history, Daniel Murphy, went 4-for-5 with five RBIs. It is a testament to the progress of this franchise over its first 1,000 wins that those two hitters, as prolific as they are, do not constitute anything near the extent of the team’s firepower. The Nationals entered the day as the league’s leading offense and left with 11 runs compiled mostly by reserves, without Ryan Zimmerman, Anthony Rendon, or Matt Wieters — all resting. Jayson Werth (foot) and Trea Turner (broken wrist) were out with injuries. Adam Eaton is out for the season with a torn ACL. In their first season in D.C. in 2005, the Nats scored at least 10

Oklahoma City hit a grand slam by getting Pacers forward Paul George in exchange for Victor Oladipo and Domantas Sabonis in a trade reported Friday night. No, it doesn’t mean Russell Westbrook is going to sign an extension with the Thunder. What it does mean is that Thunder GM Sam Presti landed one of the top 15 players in the league to pair with the reigning MVP, and did so for about 25 cents on the dollar. Both Westbrook and George can be free agents a year from now, meaning both could commit to re-sign, or both could leave for nothing. Perhaps they’ll even choose to go play for the Lakers — George’s g known preferred destination — together.

Kevin Durant, the NBA Finals MVP and crown jewel of last year’s free agent class, agreed Monday to re-sign with the Warriors at a discount rate of $53 million over two years. Knowing they would have that flexibility helped the Warriors assure the return of defensive stalwart Andre Iguodala (three years, $48 million) and backup point guard Shaun Livingston (three years, $24 million). Shortly after free agency opened Saturday, Stephen Curry — the two-time league MVP synonymous with Golden State’s rise — cashed in by agreeing to a five-year, $201 million deal under the veteran “super max” designation.

The Raptors are in a fascinating situation. They’re in the middle of their best stretch in franchise history but still haven’t been good enough to contend for a title. By keeping Kyle Lowry ($100 million) and Serge Ibaka ($65 million) on three-year deals, Toronto can stay competitive and also have the chance to do a full reset in 2020. Lowry is 31, and the deal could be ugly by the end, but a shorter-term deal is a win. Now it remains to be seen whether Toronto can shed salary (Jonas Valanciunas?) to save on luxury tax payments. While they kept their point guard and power forward, the Raptors lost free agent P.J. Tucker to Houston on a four-year, $32 million deal.

Four-time All-Star Paul Millsap agreed to a three-year, $90 million contract Sunday. According to AP, Denver engaged with the forward early in the process, outlasting bidders including the Suns and Hawks. Millsap’s new contract has some risks for the Nuggets — he’ll be 35 when it’s up and is undersized at his position. But he’s also still an excellent player and seems to be a perfect match with center Nikola Jokic and coach Michael Malone. Millsap averaged a career-high 18.1 points for Atlanta last season with 7.7 rebounds and 0.9 blocks per game. For a Denver team trying to make the playoffs, this was a necessary move in the Western Conference arms race.

After submitting a maximum contract offer sheet to forward for Otto Porter Jr. on Sunday, the Kings made two moves Tuesday that will keep them from affording afford the Wizards’ restricted free agent. NHL The Capitals re-signed forward Andre Burakovsky to a twoyear, $6 million deal Tuesday, leaving the team just one more restricted free agent, backup goaltender Philipp Grubauer, to extend this summer. Burakovsky, 22, will carry a cap hit of $3 million a season and be a restricted free agent at its completion. With Burakovsky’s deal now done, the Capitals have $5,589,893 in salary cap space, according to CapFriendly.com, and that should be enough to re-sign Grubauer to a bridge deal and accommodate the five other player contracts Washington will have to fill out a 22-man roster. The team cleared some cap room Sunday night when it traded forward Marcus Johansson, 26, and his $4.582 million cap hit to the Devils. With Johansson no longer in the lineup, the Capitals expect Burakovsky to play in the top-six forward corps next season. The Caps were encouraged by how Burakovsky looked in the second round of the playoffs when he was moved to a line with center Nicklas Backstrom and winger T.J. Oshie. On Sunday, the Capitals gave restricted free agent center Evgeny Kuznetsov an eight-year, $62.4 million extension. A wave of emotions Here are the five stages of listening to ‘4:44,’ JAY-Z’s contemplative new album

Irritation

Last Friday, JAY-Z, rap’s pre-eminent captain of industry, released his new album, “4:44,” exclusively through Tidal, the streaming platform that he co-owns. The flaming hoop: If you hadn’t signed up for Tidal days in advance, you were required to ink a new mobile contract with Sprint. For those addicted to convenience, this was incredibly annoying. For listeners who still believe in music as a sacred event, it was insulting.

Rubbernecking

Oh man, so he did cheat on Beyonce, and Solange did rough him up in that elevator over it, and he is miffed at Kanye. Plus he sees a therapist, and his mom is gay, and for a few hours on Friday, there were not enough species of emoji to express the cumulative jolt of these disclosures.

Relief

Once you finish gasping, breathe easy. This is the first cogent JAY-Z album in nearly

a decade — partially because all of the beats come from the sympathetic producer No I.D., and partially because he has finally entered the confessional mode of the era. Yes, Kanye West and Drake made vulnerability a standard posture in rap music countless moons ago, but Jay’s late arrival isn’t merely a capitulation to the style. He has significant things to atone for — most notably, his infidelity to a singer who turned their marital strife into “Lemonade,” one of the most commanding pop albums of the 21st century. Now it’s JAY-Z’s turn to spill, and his album’s title track makes for an extraordinary act of contrition. The words “I apologize” appear seven times, and if his throat sounds lumpy, it’s because he sees his shame billowing out into the future: “If my children knew, I don’t even know what to do. ... My heart breaks for the day I have to explain my mistakes.” Elsewhere, the social injustices that have always been targeted on JAY-Z’s lyric sheet are cast in sharper-than-usual relief. It’d be

It’s Bey’s world Listeners might be surprised to learn that Beyonce — who, on 2016’s “Lemonade,” outed JAY-Z’s past infidelities while married to her — had a big role in “4:44’s” creation. “I always call Bey our de facto A&R,” No I.D., the album’s producer, told The New York Times. “Every song has to get past her ears, in my eyes. She came by a lot and played a good part in helping us get over hurdles on certain records. Of course she’s genius-level with that.” (EXPRESS)

Second-guessing

The intimacy of “4:44” is startling, and while it’s your invitation to listen closely, go ahead and zone out when Jay describes his decision against buying real estate in Dumbo as “dumbo.” Or when he goes out of

his way to cite “Hamlet.” Or on “Moonlight,” when Jay accuses today’s rappers of becoming so interchangeable: “I don’t know who is who.” That’s disappointing. Rap has never been more hospitable to a wider spectrum of styles, tones, moods or modes than it is right now, and the maestro’s inability to hear it works against the empowerment he’s always preaching.

The 10-track “Funk Wav Bounces Vol. 1” is a slick triumph for Harris, who recruited 21 of his superstar friends. It kicks off with his single, “Slide,” featuring a moody Frank Ocean and the hip-hop trio Migos. The gorgeously layered song

Harris is an ex-boyfriend of Swift’s, and the reggae-flavored song seems to throw shade on a pill-popping, emotionless bed jumper. One line goes: “Goddamn, I know you love to make an entrance/ Do you like getting paid or getting paid attention?” Sure, the collection has a curious title.
