Before this month, Virginia restaurant owners couldn’t use phrases like this to advertise happy hour specials on signs outside of their restaurants. The issue of Virginia’s “happy hour law” was laid bare in a lawsuit brought forward by Washington-area chef Geoff Tracy. The law was ultimately tossed aside by new legislation. As of July 1, the new law allows Virginia restaurants and bars to use creative terms to describe happy hours and to advertise what drinks will cost during those time slots. “Now, prices and puns are legal in Virginia,” said Anastasia Boden, the lead attorney in the suit filed on behalf of Tracy. The basis for the lawsuit centered on the argument that because happy hours were legal, advertising the truth about them should be, too.

“The reason we brought the lawsuit was to vindicate a deeper principle, and that is that the government can’t censor truthful information for paternalistic reasons,” Boden said. Some states ban happy hours completely, and others limit aspects of advertising them, based on the argument that it
will reduce alcohol consumption and drunken driving. But Boden said the evidence doesn’t support that. “If you look just across state lines into Maryland and D.C., it’s not as if you see more traffic accidents due to alcohol,” she said. And if reducing drunken driving is the goal, she said,
“I think there’s a better way to get at that than by banning speech.” Tracy, who operates restaurants in Maryland, the District and Virginia, said he is “thrilled” the restriction is gone. “I just thought it was ridiculous you couldn’t tell people Budweisers were 3 bucks,” he said. He also couldn’t describe happy hour beyond those two words. “I couldn’t say ‘very happy hour’ or ‘ultimate happy hour.’ ” Boden and Tracy both said they would have preferred to have seen the issue settled in court — rather than through legislation — so they could have set legal precedent, but both expressed satisfaction that Virginia ultimately did the right thing. Tracy said it’s just unfortunate it didn’t come sooner. Ten days before the law went into effect, he closed his Tysons restaurant, Chef Geoff’s, which was named in the lawsuit. The lease expired on that day, and he had made the decision earlier not to renew it. “ That was bittersweet,” Tracy said. “If it was there, we would’ve had to have had some sort of party.” THERESA VARGAS
Unique lizard dies before its third birthday An Asian water dragon born under special circumstances died at the National Zoo on June 14, according to a Friday announcement. When the water dragon was born at the zoo on Aug. 24, 2016, it was the first member of its species without any contribution from a male. The female was born through a process known as parthenogenesis, when females produce an offspring on their own. Water dragons have a median life expectancy is 10 to 15 years, but the zoo said this dragon died of blood cancer before its third birthday. (TWP)

Far-right, antifa clash in D.C. Police prevent violence as opposing protesters descend on downtown

THE DISTRICT Hundreds of D.C. police officers descended on the area around Washington’s Freedom Plaza on Saturday, preventing antifascists from clashing with right-wing demonstrators during dueling rallies near the White House. Police on bicycles and on foot quickly broke up skirmishes and prevented black-clad, hooded leftist antifascists, known as antifa, from erecting barricades in streets with toppled chairs. Antifa demonstrators and opposing Proud Boys interacted at times but never fully engaged. The Proud Boys, a self-proclaimed Western-chauvinist fraternal organization that promotes ending welfare and closing the borders, held the Demand Free Speech rally to protest some right-wing activists being barred from social media sites. They were vastly outnumbered by counterprotesters at adjacent Pershing Park. The “All

But that is different from the number who attended festivities; some riders may have been going elsewhere. Metro’s average daily ridership is higher: 594,000 trips.
The National Park Service diverted nearly $2.5 million for this year’s July 4 on the Mall, a fraction of the total cost, The Post reported. Those funds were primarily intended to go toward improvements at national parks across the country. The White House has not shared the expanded event’s total cost.
A California man burned two U.S. flags outside the White House on the afternoon of July 4, sparking clashes between opposing protest groups. Council prepares to vote on a $215 million lottery and sports betting contract, several council members are questioning the relationship between Council member Jack Evans and a lobbyist connected to the contractor, Greek gaming company Intralot.

ECONOMY Nearly one-quarter of Americans say they never plan to retire, according to a poll that suggests a disconnection between individuals’ retirement plans and the realities of aging in the workforce. Experts say illness, injury, layoffs and caregiving responsibilities often force older workers to leave their jobs sooner than they’d like. According to the poll from The Associated Press-NORC Center for Public Affairs Research, 23% of workers, including nearly 2 in 10 of those over 50, don’t expect to stop working. Roughly another quarter of Americans say they will continue working beyond their 65th birthday. According to government data, about 1 in 5 people 65 and older was working or actively looking for a job in June. For many, money has a lot to do with the decision to keep working. When asked how financially comfortable they feel about retirement, 14% of Americans under the age of 50 and 29% over 50 say they feel extremely or very prepared, according to the poll. About another 4 in 10 older adults say they do feel somewhat prepared, while about

one-third feel unprepared. By comparison, 56% of younger adults say they don’t feel prepared for retirement. Among those who are fully retired, 38% said they felt very or extremely prepared when they retired, while 25% said they felt not very or not at all prepared. But remaining in the workforce may be unrealistic for people dealing with unexpected illness or injuries. For them, high medical bills and a lack of savings loom large over day-to-day expenditures. “People like me, who are average, everyday working people, can have something catastrophic happen, and we lose everything
because of medical bills,” says Larry Zarzecki, a former Maryland police officer who stopped working in his 40s after developing a resting tremor in his right hand and a series of cognitive and physical symptoms he at times found difficult to articulate. Meanwhile, Americans have mixed assessments of how the aging workforce affects workers: 39% think people staying in the workforce longer is mostly a good thing for American workers, while 29% think it’s more a bad thing and 30% say it makes no difference. San Francisco will spend up to $600,000 to paint over historical artwork at a public school depicting the life of George Washington, a mural once seen as educational but now criticized as racist for its depiction of black and Native American people. The “Life of Washington” was painted by Victor Arnautoff, one of the foremost muralists during the Depression. The 83-year-old mural contains images of white pioneers standing over the body of a Native American and slaves working at Washington’s Mount Vernon estate. The decision last week comes at a time when the legacies of Washington and other figures who owned slaves are being reexamined. Some cities have changed the names of streets and buildings named after slave owners. (AP)

The number of jobs Germany’s struggling Deutsche Bank said Sunday it would cut by 2022, downsizing its volatile investment banking division in a restructuring aimed at restoring consistent profitability and better returns to shareholders. Two major earthquakes that hit Southern California last week should be a warning to people nationwide to prepare for natural disasters, the state’s governor said as officials expressed relief that the damage wasn’t worse. Gavin Newsom said Saturday that governments must strengthen alert systems and building codes and that residents should ensure they know how to protect themselves during an earthquake. “It is a wake-up call for the rest of the state and other parts of the nation, frankly,” Newsom said at a news conference on the state’s efforts to help the region hit Thursday and Friday. Friday night’s earthquake was the largest in Southern California in nearly 20 years. Officials have voiced concerns about the possibility of major aftershocks in the days and months to come, though chances have dwindled. No fatalities or major injuries were reported after the magnitude 7.1 quake, which jolted an area from Sacramento to Mexico and prompted the evacuation of the Navy’s largest single landholding, Naval Air Weapons Station China Lake in the Mojave Desert. This American remake of a popular British reality series follows 11 singles as they seek love on a tropical island, with contestants booted throughout the show until the viewers crown the winning couple.
A dungeon of dragging ‘Stranger Things’ Season 3 doles out its sci-fi nostalgia at a frustratingly slow pace TV REVIEW This third season of Netflix’s “Stranger Things” — which is way too long and far too convoluted — is wholly envisioned and cleverly appropriated by the Duffer Brothers (twins Matt and Ross), who were born in 1984 and would give anything, apparently, to travel right back there. “Stranger Things” is both a longing and an ode to a mishmash of ingredients: John Carpenter, Steven Spielberg, Stephen King, Freddy Krueger, Rambo, the Terminator, the aliens of LV-426, the video arcades, the adolescent pining, the ASCII angst. You can practically bathe in the nostalgia. What’s difficult, however, is to be fully entertained by it. “Stranger Things” is still a show
that mainly shows off. It’s almost heartbreaking to watch the Duffers work so hard to re-create an elusive vibe they’ve already nailed — this time constructing the Starcourt Mall, a shiny new shopping destination in fictional Hawkins, Ind. Here, the boys and girls of “Stranger Things” cope with the onset of teenage drama in the summer of 1985, apparently well-recovered from their previous battles with monsters including the Demogorgon of Season 1 and the Mind Flayer in Season 2. Nerd leader Mike (Finn Wolfhard) and the shy but powerfully telekinetic El (Millie Bobby Brown) are now an item, with discreet make-out sessions while her adoptive father figure,
Motherly love Most of the emotion in “Stranger Things” veers toward the overblown, though Winona Ryder, who plays jangly nerved mother Joyce, has fully applied her talent to the role. Her effort is rewarded with a subplot that sends Joyce and Chief Jim Hopper (David Harbour) off in a madcap and even romantic direction, becoming one of the season’s highlights. H.S.
Hawkins Police Chief Jim Hopper (David Harbour), seethes with protective worry. Lucas (Caleb McLaughlin) and Max (Sadie Sink) are also still dating. Dustin (Gaten Matarazzo) returns from summer science camp so smitten with a girl that
he builds a ham-radio antenna powerful enough to reach her on their own frequency. Instead, he gets the plot rolling by intercepting encoded communiques. Part of the Duffers’ problem is that they are paying homage to popcorn movies that lasted no more than two hours. But “Stranger Things” spends hours and hours letting things unspool. The material just doesn’t prove worthy. And there’s ample evidence that the Duffers are running out of big ideas, often relying on violence to make up for a lack of imagination. Nevertheless, nostalgia remains a powerful drug that satisfies a primal urge, and on that note, “Stranger Things” can lay claim to an ample supply.

Actor Cameron Boyce, best known for his role as the teenage son of Cruella de Vil in the Disney Channel franchise “Descendants,” died Saturday at his home in Los Angeles. He was 20 years old. An official cause of death has not been announced, but his family released a statement saying Boyce “passed away in his sleep due to a seizure that was a result of an ongoing medical condition for which he was being treated.” (AP)

When I heard about “Holey Moley,” an ABC program that is a miniature golf competition, I was underwhelmed. Prime-time putt-putt? To quote Seth Meyers and Amy Poehler: “Really?” Then I saw the audience stats for last month’s first episode: 10 million multiplatform viewers for the 8 p.m.
Thursday premiere, a Sunday rerun and digital fans. So I tuned in. And holey moley, I liked it! Each week, 12 competitors vie for $25,000, a “golden” putter and a butt-ugly green plaid jacket. They play on an “extreme” mini-golf course. Hit a ball through a windmill, then try to run through the windmill. Or sink a putt while Kenny G plays sax right in your face.
