Call it Metro schadenfreude TRANSPORTATION When Metro Board Chairman Jack Evans arrived at the panel’s general meeting last month, he carried a copy of the New York Post featuring a front page recounting the latest troubles of that city’s subway. “For F’s sake,” read the headline, with a clever insertion of the orange symbol for New York’s “F” train. “Fix the subways!” Evans used the headline as an opportunity for reflection on his own troubled transit system. “Not that misery loves company … but I think this is another indicator that every one of the six subway systems throughout America is struggling with the same issues,” he said. “We’re not alone in this.” Evans, it seems, is suffering from the affliction affecting many in the region: an acute case of subway schadenfreude — a slightly perverse sense of satisfaction in watching the failures of the nation’s premiere transit agency. A look at the recent state of affairs at New York’s Metropolitan

As N.Y.’s subway woes worsen, commuters in D.C. take pleasure

Metro riders have found some satisfaction in knowing that their subway system isn’t the only one facing chronic breakdowns and track problems.

Transportation Authority will probably seem familiar to D.C.area commuters. In recent months, chronic breakdowns and track problems in New York have caused rush-hour meltdowns and lengthy, widespread delays. Two weeks ago, a derailment in upper Manhattan may have been caused by equipment left on the tracks, resulting in at least 30 injuries. Soon thereafter, New York Gov. Andrew Cuomo declared that the MTA was in a state of emergency.

Suddenly, Metro isn’t looking so bad, right? “Some of these stories about what’s going on in New York — you could take out the proper nouns and insert ‘Washington’ and they’d make sense,” said Zachary Schrag, a historian at George Mason University and author of the Metro tome “The Great Society Subway: A History of the Washington Metro.” “So I guess that’s somewhat of a consolation.” Some Metro riders, meanwhile, say New Yorkers’ whining is much ado about nothing. D.C. resident Matthew Jacobs, 37, was among those who took to Twitter to make his own jokes about Cuomo’s declaration. He commutes daily to his office near the Franconia-Springfield station. Delays are a given. No way New York’s problems are even close to Metro’s, he said. Besides, he visits New York frequently and never has problems. “Here in Washington, this is a system that’s been in decline at least since the early 2000s,” Jacobs said. “The MTA stuff — they’ve had some hiccups lately, but it’s nothing like this, like SafeTrack. But the Federal Highway Administration says that (dis)honor belongs to New York, with an average commute time of 33.1 minutes. Commuters in D.C. have the fourth-worst commute in the country, at 29.8 minutes on average. Maryland is second at 32.6 minutes. CHARLOTTESVILLE, VA. A rally in Charlottesville by the Ku Klux Klan and its supporters to protest the city council’s decision to remove a statue honoring Confederate General Robert E. Lee encountered a loud counterprotest Saturday afternoon. Members of the Loyal White Knights of the Ku Klux Klan, which is based in Pelham, N.C., near the Virginia border, gathered at Justice Park, situated in a residential neighborhood in downtown Charlottesville. They shouted “white power” and some wore white robes. About 30 Klansmen were escorted to and from the rally by police in riot gear who were out on a hot day to separate the rally-goers and approximately 1,000 counter-protesters, who greeted them with jeers. Attempts by Klan leaders to address the crowd were repeatedly drowned out by boos and chants. Some of the Klan members arrived armed, carrying handguns in holsters at their belts. The rally was held about a block from Emancipation Park — the renamed Lee Park — where

Police said Sunday that 22 people were arrested. Authorities said three people were hospitalized — two for heat-related issues and

one for an alcohol-related issue. “I was pleased with the professionalism and commitment of our law enforcement partners as our safety plan was well executed,” Charlottesville Police Chief Al Thomas said Sunday. Charlottesville is already planning for another protest next month. The Swarmin’ Hornet of Damascus High School will not fly over the town. The Washington Suburban Sanitation Commission said Friday it is abandoning plans to paint the school’s logo, a swarming hornet, above left, on the water tower. The hornet bears a strong resemblance to Georgia Tech’s mascot, the yellow jacket, above right. The commission said objections raised by Georgia Tech have forced community leaders to abandon the plan. As an alternative, the commission will paint a large “D” on the tower in the school’s colors of green and gold. (AP)

D.C. man pleads guilty to sex abuse at museum A D.C. man has pleaded guilty to touching a group of teenage girls at the National Museum of Natural History. Authorities said Devone Foote walked up to a group of 13- and 14-year-old girls from California in April and touched their buttocks as they visited a butterfly exhibit. Prosecutors said Foote also pressed his groin against one teen’s buttocks. As the girls left the museum minutes later, they saw Foote sitting outside on a bicycle and he was arrested. Foote is scheduled to be sentenced for attempted child sex abuse Sept. 15. (TWP/AP)

The first person to plead guilty to charges related to riots that broke out during Donald Trump’s inauguration was sentenced to four months in prison on Friday. Dane Powell of Tampa, Fla., pleaded guilty in April to felony rioting and assault on a police officer. He was also ordered to complete two years of supervised probation. Police say man killed stepfather, posted photos

A man accused of selling top-secret information to China has been ordered held without bond after prosecutors revealed his links to the CIA. A magistrate had initially ruled that Kevin Mallory, 60, of Leesburg, Va., could be free on bond while he awaits trial on charges of violating the Espionage Act. In court papers Friday, prosecutors revealed for the first time that Mallory was a covert CIA case officer from 1990 to 1996, and later a CIA contractor. At Friday’s hearing in Alexandria, a judge ordered Mallory held without bond after prosecutors argued that his experience in spycraft makes him a flight risk. (AP)

Metro is pulling ads promoting a new book by right-wing provocateur Milo Yiannopoulos. The transit system is removing the ads after finding they violate the system’s advertising guidelines. Yiannopoulos is self-publishing the book, “Dangerous,” after publisher Simon and Schuster canceled his book deal. The cancellation came after a backlash over recorded remarks in which Yiannopoulos seemed to defend sexual relationships between men and boys. Metro spokesman Richard Jordan said the ads violated a Metro rule against advertisements intended to influence public policy.

Police said they have arrested a man accused of killing his stepfather and posting photos of the body on social media. Police received a call Saturday about a possible homicide in Bowie. Prince George’s County police said they later spotted the stepson at a nearby mall. He then led police on a car chase back to Bowie. The chase ended there with the suspect’s arrest after a foot pursuit. Police had not yet identified the victim or the suspect. A police spokesman said the stepson has a history of domestic disputes, including with his stepfather. Police said the online photos were taken down. (AP)

ANCHORAGE, ALASKA There have been times in Alaska’s history when people have had deep anxiety about foreign threats. The state was bombed and two of its islands were occupied by the Japanese in World War II. And it is, after all, the closest anyone can get to Russia and still be on American soil. But nobody there seems all that worried right now. With North Korea’s test of an intercontinental ballistic missile last week, the news has been filled with speculation that a nuclear warhead could reach the Last Frontier and that Anchorage could be the most realistic U.S. target for destruction. But Alaskans have been talking about the possibility of missile strikes for decades, and they tend to focus on more tangible hazards, like avalanches covering the highway, bear maulings at campgrounds and boating accidents. “I’m worried about moose, not missiles,” quipped Anchorage Mayor Ethan Berkowitz. “Bears, not bombs.” Besides, it’s summertime. The residents of this far-flung outpost are obsessed with the outdoors. The days are long. The salmon are running. They have other things on their minds. Todd Sherwood, an attorney who served in the Air Force for 15 years, said that if North Korea were to do anything serious, the

U.S. reaction would probably be “disproportionate” and severe. He doubts the threats are legitimate. “I’m more worried about whether I’m going to fall off my paddleboard on an Alaska glacier lake this summer,” he said. Part of Alaskans’ dismissive attitude about North Korea might have something to do with the state’s history of serious threats from foreign powers, said Michael Carey, a journalist and historian who grew up in Fairbanks, Alaska. During World War II, the Alaskan town of Dutch Harbor was bombed by the Japanese, and days later two islands, Attu and Kiska, were occupied. Many remember

civil defense drills, siren tests, blackout curtains and radioactive isotopes in milk because of nuclear testing. There are still homes in Anchorage with Cold War-era fallout shelters. The proximity to Russia made the fear real, Carey said. Alaska has a number of military bases with the primary mission of fending off these kinds of threats, said Ben Clayton, 65, a retired Anchorage fire captain, noting that the bases are strategic, their soldiers well-practiced. Adak, at the end of the Aleutian chain, is Alaska’s westernmost town, so far from Anchorage it’s in another time zone. It was once a Navy base. The base

closed in the 1990s, and about 100 people live there now. “You’d have to be pretty crazy to pick Adak as a target,” said Adak resident Elaine Smiloff. “What’s the reward for that?” Anchorage, like many cities, has a response plan for both man-made and natural disasters, said Berkowitz. Chances are, if that plan gets activated, it won’t be North Korea that prompts it. “I’m worried about Juneau’s ability to come up with a fiscal plan. The U.S. labor market rebounded in June, government data showed Friday, as employers surpassed most economists’ expectations by adding 222,000 jobs. The unemployment rate ticked up to 4.4 percent, from 4.3 percent in May, but did so for a good reason — more people joined the labor force to seek work. The government also revised estimates for job gains in April and May, raising the combined figure by 47,000. Economists say the job growth is based on trends that predate the Trump administration. BUFFALO, N.Y. To combat the opioid epidemic, Buffalo, N.Y., is experimenting with the nation’s first opioid crisis intervention court. The court can get users into treatment within hours of their arrest instead of days, requires them to check in with a judge every day for a month instead of once a week, and puts them on strict curfews. Administering justice takes a back seat to the goal of simply keeping defendants alive. “The idea behind it,” said court project director Jeffrey Smith, “is only about how many people are still breathing each day.”

Buffalo pilot program puts saving lives ahead of administering justice

Funded with a three-year $300,000 U.S. Justice Department grant, the program began May 1 with the intent of treating 200 people in a year and providing a model that other opioidwracked cities can replicate.

Two months in, organizers are optimistic. As of late last week, none of the 80 people who agreed to the program had overdosed, though about 10 warrants had been issued for missed appearances. Acceptance into opioid crisis court means detox, inpatient or outpatient care, 8 p.m. curfews and at least 30 consecutive days of in-person meetings with the judge. A typical drug treatment court might require once a week or once a month appearances. City Court Judge Craig Hannah, who presides over the program, described his philosophy as tempering justice with mercy. “ We ’ ve g ot t h e m n ow,” Hannah said. “We’re just trying to save their life at this point and to stabilize them, get them back on track.” CAROLYN THOMPSON (AP)

Teaming up with Putin Lawmakers outraged by Trump’s suggestion of working with Russia on a cybersecurity unit

The Washington Post that Russian government hackers were behind recent intrusions into the systems of U.S. nuclear power and other energy companies. Sen. Marco Rubio, R-Fla., said partnering with Putin to address cybersecurity threats was akin to partnering with Syrian President Bashar al-Assad on chemical weapons. Rubio said Putin “will never be a trusted ally.” Sen. Lindsey Graham, R-S.C., said Trump’s meeting with Putin was “disastrous” and that partnering with Russia on cybersecurity is “not the dumbest idea I’ve ever heard, but it’s pretty close.” Former Defense Secretary Ashton B. Carter, who served under Obama at the time of Russia’s interference in the election, said Trump working with Putin to combat cyberattacks “is like the guy who robbed your house proposing a working group on burglary.” PHILIP RUCKER AND DAVID

POLITICS Donald Trump Jr., President Trump’s son, said in a statement Sunday that a Russian lawyer with whom he met in June 2016 claimed she could provide him potentially damaging information about his father’s Democratic opponent, Hillary Clinton. Trump’s son-in-law, Jared Kushner, and Trump’s thencampaign chairman, Paul Manafort, also attended the meeting. The Russian lawyer, Natalia Veselnitskaya, opened by saying she knew about Russians funding the Democratic National Committee and Clinton. Donald Jr. said her statements were “vague, ambiguous and made no sense” and that she then changed the subject to discuss a prohibition the Russian government placed on Americans’ adoption of Russian children as retaliation for sanctions imposed by Congress in 2012. Donald Jr. said his father “knew nothing of the meeting or these events” and there was no further contact with the woman after the 20- to 30-minute session. Veselnitskaya’s client roll includes individuals and companies close to the Kremlin. The meeting seems likely to become a focus of investigations into whether the Trump campaign coordinated and encouraged Russian efforts to intervene in the election to elect Trump. POLITICS President Trump vowed Sunday to “move forward in working constructively with Russia,” including forming a cybersecurity unit between the countries, after Russian President Vladimir Putin denied any interference in the 2016 U.S. election. Trump’s pledge to partner with Putin on cybersecurity drew swift and stern denunciations from both Democratic and Republican officials, who described the U.S. president as dangerously naive for trusting his Russian counterpart. Trump said he “strongly pressed” Putin twice about Russian meddling in the election during their Friday meeting on the sidelines of the Group of 20 summit in Germany and that Putin “vehemently denied it.” U.S. intelligence agencies have concluded definitively that Russian authorities tried to influence the election in Trump’s favor with illegal hacking and propaganda and other activities. But Trump’s public comments on the matter have been far less definitive, varying widely from tepid acknowledgment to outright doubt about Russia’s role. Trump did not say whether he accepted Putin’s denial, stating only, “I’ve already given my opinion.” Putin and Russian Foreign Minister Sergei Lavrov have said that Trump believed Putin’s assurances that Russia did not interfere in the election. Trump also said on Twitter on Sunday that the U.S. would not lift sanctions on Russia “until the Ukrainian & Syrian problems are solved,” a reference to Russia’s intervention in Ukraine and role in the Syrian civil war.

Trump said the issue of sanctions was not discussed in his meeting with Putin, apparently contradicting Secretary of State Rex Tillerson, who was in attendance and later told reporters that Trump did discuss sanctions. All-Star scrutiny: Tough questions won’t faze Harper Washington later in the month, Harper decided to tweak back. He and Chicago third baseman Kris Bryant, winners of the last two NL MVP awards, both grew up in Las Vegas and both married women from there. So after one of the Cubs-Nats games, Harper posted a picture of the two couples to his Instagram account. “Just two Vegas boys living out our dream with the ones we love,” he wrote, in part. And then, far from accidentally, he added the hashtag “#Back2BackOneDay.” Speculate away. “I do that to the media because they stir it more than I do,” Harper said with a smile. “That’s why I do the things I do at times, because it’s funny to me. It’s like, ‘All right, people want to talk ... Why not just throw this out there and make them think about it?’ ” Harper’s free agency — which, barring an extension with the Nationals, will come after the 2018 season — is an inescapable storyline. His contract is expected to blow away the $325 million deal signed by Miami slugger Giancarlo Stanton, the richest in baseball history. And, Harper is expected to leave Washington. Of the top 25 free agent contracts in baseball history, only one was issued by a team to retain its own player: Baltimore’s seven-year,

It’s the day before baseball’s All-Star Game, and Bryce Harper knows what that means. Today in Miami, a gaggle of scribes and TV reporters will gather around, lobbing questions about his season thus far and — let’s be realistic — about where he’ll end up two seasons from now. It is foolish, really, because Harper is the Nationals’ right fielder and three-hole hitter for this season and next. What’s he supposed to say about his future when his present is so compelling? “I’ll answer ’em all day,” he said. “It doesn’t scare me.” Harper, in so many ways, will be at the center of All-Star festivities because he’s at the center of the sport. When the legendary baseball writer Peter Gammons went on a Chicago radio station last month and said, “I have people tell me that Bryce Harper really would prefer to play for the Cubs,” not only fans noticed. Cubs executives certainly did. Scott Boras, Harper’s agent, called and asked whether he had talked to Gammons. “I love Peter Gammons,” Harper said Friday. “One of the best baseball historians ever. But I have no idea what the hell he’s talking about.” Yet when the Cubs visited

Is Porter really worth a max deal? Wizards match Brooklyn’s $106.5M offer to make him their highest-paid player

According to a league source, Washington on Saturday matched small forward Otto Porter Jr.’s four-year, $106.5 million max contract offer sheet from the Nets. Porter this season will make $24.8 million and be the team’s highest-paid player. As a result, the Wizards will exceed the luxury tax line for the first time in franchise history. The deal won’t be final until Wednesday because Porter has to take a physical, but now that it’s all but official, let’s look at two opposing views from sports columnists at The Washington Post. Otto Porter Jr. is a complementary standout. It sounds like an oxymoron, but that best explains who he is and why teammates love him. He shines by blending, by doing the little things that complete a team, by being a low-maintenance difference-maker. A complementary standout is the highest level of role player, not quite a star but vital to winning. When the Wizards drafted Porter No. 3 overall in 2013, they coveted him because he seemed the perfect fit to form a dynamic young trio with John Wall and Bradley Beal. Porter has grown over four years to become just that.

It’s fine for your limbs to tremble when you realize that Otto Porter Jr., who has never been an All-Star, will be paid more per year than teammate John Wall (four-time All-Star), Nats superstar Bryce Harper (five-time All-Star), Redskins left tackle Trent Williams (five-time Pro Bowler) or Caps wing Alex Ovechkin (eight-time All-Star). In Washington, only the Nats’ Max Scherzer ($30 million per year) makes more by average annual value. That’s a little crazy! Stats such as points and rebounds per game may seem

He hustles. He’s not a great defender, but he gives solid effort, knows the scouting report and executes the game plan. He saves possessions with unexpected offensive rebounds. He moves without the ball and takes the best possible shots, all part of a stunningly efficient offensive game. The market has spoken, and it says this is what Porter is worth, no matter how outrageous it seems for a player who averaged a career-high 13.4 points last season. Conventional wisdom is you get what you pay for, but in the NBA now, you aren’t even guaranteed to get an All-Star for a max contract. This is the price of simply being in the conversation as a contender.

Go ahead and celebrate this contract as a victory for common sense and continuity and effective field goal percentage. Tell your skeptical friends that Porter is worth it. Feel in your bones that this is normal. Just don’t try to convince me that Porter becoming the second-highest-paid athlete in Washington is not insane.

A return to his roots John Singleton digs into how crack took over his home city in ‘Snowfall’

TELEVISION The new FX series “Snowfall” opens on a neighborhood block in South Central Los Angeles in the summer of 1983. The afternoon sun shimmers through the palm trees. Sprinklers hiss on green lawns. Children congregate around an ice cream truck. The sequence ends with a crane shot that peers down on a community that teems with vitality. Consider that the “before” photo. The series is about getting to the “after” photo, following a crack epidemic that ravaged the streets just a year later. For co-creator John Singleton, it

was important for viewers to understand that South Central underwent a dramatic transition from Singleton the place it was when he came of age. “The opening of the show is the ’hood the way I remember it,” he says. “The juxtaposition between the beauty and the pathos of the neighborhood is something I wanted [‘Snowfall’] to show.” The series represents a homecoming for Singleton, returning to the site of his 1991 debut feature, “Boyz N the Hood.” At age 24, Singleton was both the youngest person and the first African-American ever nominated for the best director Oscar, and it touched off a wave

of black filmmakers who shined a light on urban neighborhoods that were either little seen or woefully misunderstood. Among the show’s diverse cross section of players in the drug trade is Franklin Saint (Damson Idris), a 19-year-old pot dealer who seizes the opportunity to expand his business but slides down a slippery slope. The show expands into other intersecting worlds, too, including a Mexican-American crime family in East L.A. and a CIA operative trying to use the cocaine trade to funnel money and weapons to the Nicaraguan Contras. “Snowfall” explores many facets of its central issue, from the malice and fecklessness of politicians and police to the families and individuals ripped apart by

addiction and violence. But the general feeling of exploitation — of profits made off the suffering of the most vulnerable people — is a driving force on the show. “Whatever debate there may be about crack and its origins,” adds showrunner Dave Andron, “I think you can’t debate that it affected people in poor, more urban areas more than it affected folks in, say, Beverly Hills.” To that end, Andron makes a broad connection among the characters that intersect on “Snowfall”: “I’d like to believe that if any of these people knew what crack ultimately would do, they would choose a different path to better their life. But obviously they, like real people at the time, had no idea what’s coming.”

Bugs happy to score first wedding invite Julianne Hough and NHL player Brooks Laich got married on Saturday at an outdoor wedding in Coeur d’Alene, Idaho. More than 200 guests attended the ceremony, where they sat on wooden pews surrounded by roses, tulips and other “billowing blooms,” People reported. Laich said the outdoors setting was “important” to them: “Julianne and I are very adventurous and free and wanted the setting to be in nature.” (EXPRESS)

Ben Affleck is reportedly dating Lindsay Shookus, a “Saturday Night Live” producer. The news broke Friday when the two were photographed out Thursday night in Los Angeles. While sources told E! News that the two are “in the early stages” of their relationship, other sources told People and Us Weekly that they’ve been romantically involved since 2013, while Affleck was married to Jennifer Garner and while Shookus was married to former “SNL” colleague and now estranged husband Kevin Miller. They “full-on had an affair,” a People source said. Affleck and Garner announced their separation in June 2015 and officially filed for divorce in April of this year. (EXPRESS)

Lena Dunham took to Instagram to defend her decision to give her dog, Lamby, to a special facility in Los Angeles after the shelter she adopted him from criticized her. The shelter has “a very different account of his early life and behavioral issues than I do,” she wrote. “While I’m sorry to have disappointed them, I can’t apologize. … I did what I thought the best mother would do.” (EXPRESS)

Rooney Mara shared in a recent Los Angeles Times interview that she ate pie for the first time during a scene in her new movie, “A Ghost Story.” When the reporter asked why she’d never eaten pie before, David Lowery, the film’s director, said, “I asked that same question.” The 32-year-old actress replied: “I was a really, really strange, picky child. … Something about pie always grossed me out and I just never tried it before.” (EXPRESS)
