The East Coast Surfing Championships wrote on Facebook about a northern stargazer sighting. The strange-looking fish has a speckled, flattened body and a large head. Surfing officials say that while the species doesn’t pose any real threat to humans, their electric spines make them a serious predator. (AP)

A feral cat nicknamed “Little Bear” has forged a friendship with a bear at a California zoo. The black cat is rarely far from 18-year-old Sequoia, one of Folsom City Zoo Sanctuary’s largest black bears. Zookeepers said Little Bear joins the lumbering Sequoia as he lounges in the shade or wanders through his enclosure. They’ve even shared meals. If the bear is sleeping in the grass, then Little Bear is invariably a few feet away. (AP)

THE DISTRICT At 6:30 p.m. on July 2, 1967, the sweet sound of fiddles, banjos and high, lonesome voices emerged from the campus of American University on WAMU-FM (88.5), which broadcast its first regular show devoted to bluegrass. The music became a crucial part of the public radio station’s identity. “Bluegrass listeners paid for the foundation of WAMU-FM,” Gary Henderson, a longtime bluegrass DJ who engineered that first show, wrote in an email. “This was a time before NPR’s ‘Morning Edition’ and ‘All Things Considered’ were thought of.” In recent years, however, bluegrass and WAMU have parted ways. Schools CEO awaiting details of activist’s arrest

THE DISTRICT The D.C. Council is poised to put a popular idea before voters in November: Should D.C. become the 51st state? But there’s a catch, and it’s a doozy: If District voters endorse a complicated ballot measure for statehood, they essentially would be giving up their right to decide anything else about the future state — from how it’s organized to how it’s governed. The ballot referendum proposed by Mayor Muriel Bowser, which the D.C. Council will consider Tuesday, asks voters to “approve” a constitution that does not yet exist. With much fanfare, Bowser convened a constitutional convention last month to draft the founding document. Having a constitution ready to go, she said, would be critical to advancing statehood should Democrats who support the idea win control of the White House and Congress in the November elections. But in the rush to finish such a document before January, when new federal lawmakers will take office, the ballot measure leaves all final decisions about the constitution in the hands of the 13-member D.C. Council — which itself has three members who lost bids for re-election and will be stepping down at the end of the year. Statehood advocates and some

council members warned Friday that the expedited time frame may not be worth the risk. That’s especially true, they said, since it’s rooted in a gamble: Bowser’s plan assumes that after more than 200 years, Congress might finally embrace the District as a state. “It’s atrocious,” said Ann Loikow, a longtime organizer with the advocacy group DC Statehood Yes We Can. “The constitution is not ready in any sense of the word,” Loikow said. “There is no reason to rush this.” Beverly Perry, who is leading the mayor’s effort to achieve statehood, defended the constitution that was drafted during last month’s convention. The District must move quickly, Perry said, in order to not “undercut”

the argument Bowser wants to make to Congress and the next president: that D.C. is ready to be a state. The November ballot measure would ask D.C. voters: a) whether the District should become a state; b) whether voters approve of a constitution (“to be adopted by the council”); c) to approve of proposed boundaries for the state; and d) whether they pledge to support an elected representative form of government. A majority of the D.C. Council said in interviews last week that they welcome the task of debating and writing the final version of the constitution. Many said they were not prepared to rubber-stamp the mayor’s draft and would consider all facets up for continued debate.

Because of that, council members said they worry that asking voters to give up their right to vote on the final product could undermine public support. Council member Mary M. Cheh, a constitutional law professor, said she might ask colleagues instead to approve asking voters only if they support statehood. If and when Congress grants it, the District could write its constitution later, as Alaska and some other territories have done. “The real question is: Do the people of the District want us to go forward at this time with a petition for statehood?” Cheh said. “The outcome of that, I assume, would be yes, leaving for later the decision about the constitution and its provisions.” AARON C. One witness said he believed the man then tried to light the car on fire. Kunle Shakir Henderson, 41, of Northwest, was arrested and charged with destruction of property, said Officer Sean Hickman. 2 dead, 1 hurt after car plunges into Potomac Two people were found dead inside a car that plunged into the Potomac River on Saturday night. The car was found in the water near the Roosevelt Bridge early Sunday. Fire officials said one other occupant of the car was apparently able to escape and was taken to a hospital. Fire officials said the car went into the water around 10:50 p.m. and was located about 1 a.m. It was not clear why the car went into the water or whether the occupant of the car who was able to escape was the driver or a passenger. local 2nd person in a week from Northern Virginia to face a similar charge VIRGINIA A Virginia man has been charged with attempting to assist the Islamic State by photographing targets in the D.C. area for what he thought would be a video encouraging lone-wolf terrorist attacks in the nation’s capital. Haris Qamar, 25, of Burke was the second person last week from the Northern Virginia suburbs to be charged with attempting to

support the Islamic State. At an initial appearance Friday, a magistrate ordered Qamar be held pending a detention hearing scheduled for Wednesday. Qamar came to authorities’ attention through Twitter posts about supporting terrorist attacks. The posts appeared under variations of the handle “newerajihadi,” court documents show. According to an affidavit, the FBI set up a sting operation in which Qamar worked with an informant last month to film landmarks, including the Pentagon, that could be targeted for attacks.

The informant recorded Qamar saying “bye-bye DC” as he filmed the Pentagon. He went on to say he hates the U.S. and gets a “burning sensation in my body because this place is so disgusting.” Qamar’s arrest came three days after prosecutors announced charges against another Northern Virginia man — Mohamed Jalloh, 26, of Sterling — alleging that he attempted to support the Islamic State. Bullfighter fatally gored in bullring on live television A 29-year-old bullfighter, Victor Barrio, was fatally gored on live television in Spain on Saturday — the first professional matador to be killed in the ring since 1985. In the bullring in the eastern town of Teruel, where Barrio had been a bullfighter for six years, a 1,166-pound bull first gored Barrio in the thigh and then in the chest, penetrating a lung and his aorta as the matador was on the ground. Medics were at his side immediately, but were unable to save his life. Festivities in Teruel were suspended following the death, and participants at the running of the bulls in Pamplona wore black armbands in his honor. (AP)

First Zika-related death in continental U.S. confirmed

Lawsuit says Syria targeted, killed U.S.-born reporter

U.S. health officials confirmed Friday that a Utah resident’s death in late June was the first Zika-related death in the continental U.S. The unidentified Salt Lake County resident contracted the virus while traveling abroad to an area with a Zika outbreak, officials said. The patient was elderly and also suffered from another health condition, according to the Salt Lake County Health Department. The person had Zika symptoms, including rash, fever and conjunctivitis, but it’s unclear if or how the virus contributed to the death, said Centers for Disease Control and Prevention spokesman Benjamin Haynes. Relatives of Marie Colvin, a U.S.-born war correspondent who worked for The Sunday Times (U.K.), filed a lawsuit Saturday in U.S. federal court claiming that Syrian government officials targeted and killed her in 2012 to silence her reporting on Syria. Gen. Michael T. Flynn to project strength and know-how on national security, according to four people familiar with the vetting process. DALLAS Steps from where the shooting began, Dominique Alexander, a leader of the Next Generation Action Network, tried to make sense of how the Black Lives Matter protest he helped to plan had turned into a tragedy. Twelve police officers had been shot, five fatally, at a protest Alexander and others called for on the action network’s Facebook page. Strangers on social media were telling them it was their fault. The lieutenant governor of Texas had referred to protesters as hypocrites for looking to police for protection while protesting police brutality. Alexander, 27, said he needed to mourn the deaths of the police officers, but he didn’t want to obscure the larger issue of racial disparities in law enforcement. “This is not going to stop our movement,” Alexander told reporters. “In fact, we want it to strengthen it. No one deserves to get shot unjustly — not police officers, not black men. A shooting in Dallas doesn’t mean the problem doesn’t exist anymore.” Black Lives Matter is a diffuse movement that started with a hashtag on social media three years ago this week. It has increased awareness of police killings of black people and led to reforms in how police behavior is monitored. Now it faces its greatest challenge. Civil rights lawyer Judith A. Browne Dianis described last week as “the week from hell” for Black Lives Matter. First came the deaths of Alton Sterling in Louisiana and Philando Castile in Minnesota “as the constant reminder of the work that we have to do,” Dianis said. The shootings in Dallas followed and “make it harder for us to continue on in doing the work of police

After the mass shooting of police officers in Dallas, some conservatives rushed to blame the Obama administration. For example, Rep. Roger Williams, R-Texas, said “the spread of misinformation and constant instigation by prominent leaders, including our president” contributed to the killings. But the notion that there is a “war on cops” instigated by the White House and/or the Black Lives Matter movement is completely undercut by one crucial data point: Intentional attacks on police officers are at historically low levels under the current president. Data from the Officers Down Memorial Page, which tracks fatalities of law enforcement officers, illustrate the point. In the Reagan years, an average of 101 police officers were intentionally killed each year. Under George H.W. Bush that number fell to 90. It fell to 81 per year under Bill Clinton, and to 72 per year under George W. Bush. Under Obama, the average number of police intentionally killed each year has fallen to 62 through 2015. If you include the 2016 shootings and project the number to a full year, the average of 62 deaths doesn’t change. These falling fatality numbers aren’t simply a function of better medical care for injured officers. Overall assaults on officers are down, too. CHRISTOPHER INGRAHAM

No recent data is available on the racial breakdown of drivers stopped by police in Falcon Heights, Minn. But a 2003 report to the Minnesota Legislature on racial profiling, using information supplied voluntarily by 65 law enforcement jurisdictions in the state, found that officers stopped minority drivers at greater rates than whites. All hail Serena: Williams is the best of all time We’ve known for a few years that Williams was on track to be an all-time great. But now a more esoteric conversation begins about whether she is greater than great. Standalone great. Greatest ever. The only people qualified to really make comparisons across eras are other champions. King played against Court at her peak and knew Althea Gibson firsthand. Evert stood across the net from just about all of the modern greats: She upset Court, then top-ranked, in 1970 when she was just 15, and took down Monica Seles in the 1989 U.S. Open. Over the past year, I’ve asked both King and Evert about Williams. Every conversation about Williams’ place in history has to start with an admission: Direct comparisons are ludicrous given how much has changed. Still, “what-if” is an irresistible game to play. What if all things were equal? What if they all had the same rackets? Played on the same surfaces, in the same events, ate the same foods, lifted the

No doubt they wondered how they’d do against it. Answer: They’d lose. “Each generation is better than the last,” King said recently of Williams. “And like a parent, you want them to be.” The import of Williams’ victory Saturday in straight sets over Germany’s Angelique Kerber is numerically plain: Williams is certainly the equal of any player in history and soon may be their superior, tied with Steffi Graf for most major victories in the Open era, and trailing Court’s alltime record of 24 by just two.

My wife was watching “The Great British Baking Show” the other day. Then she changed the channel. “It was boring,” she said of the BBC-produced series, which started its third season on PBS this month (Fridays, 9 p.m.). If I were a cake in the oven, I would have collapsed in dismay. True, the minutiae of baking can seem a little less than fascinating. But there is so much more to the show than flour and butter. The contestants are an impressive batch. They are not professional bakers. They are ordinary Brits from all walks of life who are hopelessly devoted to baking cakes, cookies, biscuits and breads. This season’s group of 12 includes firefighter Ian, prison governor Paul, hipster

baker” — and send one home. Mary Berry, a cookbook writer of a certain age, offers no-nonsense assessments like a blunt but loving auntie. “It’s a bit garish for me” is her reaction to purple, green and yellow icing. Artisan baker Paul Hollywood is tough but can be playful. “I don’t like them” he says of Ugne’s Lithuanian cream-cheese cookies, evoking a gasp of dismay from the baker. Then he states: “I love ’em.” Ugne, by the way, deserves a blue ribbon for the most unboring line of Season 3 so far:

“I am making fondant baby legs.” One thing about the show puzzles me: Why do the bakers toil in a tent? PBS did not provide an answer in time for my deadline. My theory is that the tent is symbolic. Like Britain at its best, it is an island of good manners in an uncertain world. Plus, the outdoor setting gives the camera an excuse to pan to sheep who graze nearby, for comic relief.

The second-season premiere kicks off with back-to-back episodes. Rami Malek returns as a vigilante hacker suffering from delusions in a crippled U.S. economy after his attack on the multinational Evil Corp.

TELEVISION A man wakes up, disoriented after spending the night with a woman he just met . . . and realizes that she’s covered in blood, dead from stab wounds. Soon, he’s a suspect in her murder. That’s a tantalizing premise for a TV show, especially when it’s co-created by Steve Zaillian, known for writing acclaimed movies such as “Gangs of New York,” “Moneyball” and “Schindler’s List.” It’s also a lot of story to unpack. But when Zaillian took on HBO’s highly anticipated crime drama “The Night Of,” his first project for television, he encountered an unexpected luxury: time. “I’m just as interested — sometimes more interested — in scenes that you don’t have to have, but are very revealing in terms of character,” said Zaillian, who co-created and co-wrote the eight-episode limited series with famed novelist Richard Price. “With a film, you really can’t get away with that.” It’s no secret that HBO, the longtime king of premium cable, needs another buzzworthy drama. “Game of Thrones” is still a smash success, but aging quickly. “True Detective” may never recover from that disappointing second season. “Vinyl” was just abruptly canceled after a lackluster first season. Can “The Night Of” become the network’s next Sunday night hit? HBO is optimistic, citing

After Zaillian came on board to direct and Price (who worked on HBO’s “The Wire”) to write the pilot, the project got a boost when “The Sopranos” star James Gandolfini signed on to executive produce and play Jack Stone, a haggard, low-level lawyer who gets the break of a lifetime to represent the main character, Naz (Riz Ahmed). They shot the pilot in 2012. But then in June 2013, Gandolfini died of a heart attack. Many months later, Zaillian and Price started writing the rest of the episodes, and eventually they recast the Gandolfini role with veteran actor John Turturro (“Quiz Show,” “O Brother, Where Art Thou?”). “The Night Of” starts with Naz, a quiet, studious college student who lives at home with

Fast-forward, and Naz is taken into custody. He insists he’s innocent, but it doesn’t help that he has a bloody knife in his jacket. A stunned Naz is transported to Rikers Island prison to await trial, and the series delves into the tangled web of the criminal justice system, including racial politics; Naz is Pakistani-American.
