Authorities say a driver escaped injury when his car’s windshield was pierced by a saguaro cactus during a wreck Wednesday on the outskirts of Tucson, Ariz. Pima County sheriff’s Deputy Daniel Jelineo said the sports car struck the cactus while crossing a median. The broken-off cactus ended up partially inside the car, with the rest jutting over the hood. Jelineo said deputies detained the driver after observing signs of impairment. (AP)

Police in Guthrie, Okla., found a rattlesnake, a canister of radioactive powdered uranium and an open bottle of Kentucky Deluxe whiskey during a June 26 traffic stop of a vehicle that was reported stolen. Police don’t know why the uranium was in the vehicle or how it was obtained, though uranium ore can be bought on Amazon. FOOTBALL Last season, the Washington Redskins debuted a fan pavilion beneath the scoreboard in the west end zone at FedEx Field, an open-air space for anyone with a ticket for any seat in the stadium to congregate, eat and drink while still keeping an eye on the game. The reaction to the renovation from fans was so positive, according to Chris Bloyer, the Redskins’ senior vice president of stadium operations and guest experience, that the team will install a similar space beneath the scoreboard in the east end zone this summer. At Wednesday’s open house for media members and several hundred season ticket members, Bloyer said construction on the Bud Light Party Pavilion will be completed by Washington’s home opener against the Dallas Cowboys on Sept. 15. Also on Wednesday, the team announced that the chicken tenders of Food Network star and Flavortown Mayor Guy Fieri are coming to FedEx Field.

The new space in the east end zone will open three hours before kickoff, feature a 90-foot bar, a stage for live bands and two outdoor suites. It required the removal of roughly 300

POLITICS Deep-pocketed interest groups and activists on both sides of the fight over gun laws are gearing up for a major clash in Virginia, now a key election battleground in the issue after Republicans on Tuesday adjourned a special legislative session called by the governor to consider gun-control measures after a mass shooting. The state’s off-year election will be closely watched because Virginia is the only state where control of the legislature is up for grabs in 2019. Republicans currently hold a narrow majority. GOP lawmakers abruptly ended the session after less than two hours and postponed movement on gun laws until after the November election. Democrats and gun-control advocates vowed to force them from office. “If these ‘leaders’ won’t enact solutions that their own constituents are demanding, then we’re going to fight tooth and nail for representatives who will,” Kris Brown, president of the Brady gun-control group, said in a statement. Scores of gun-control advocates gathered Tuesday outside the Capitol, jeering at Republicans. Virginia police capture immigration detainee from Guinea who scaled detention center fence

MARYLAND The Montgomery County Council held a public hearing Tuesday on a bill to establish a Policing Advisory Commission that would examine and recommend policies governing police behavior in the county. Several recent incidents involving police have raised tensions between local law enforcement and civilians. Earlier Tuesday, an officer from Silver Spring was charged with second-degree assault and misconduct after a video appeared to show him using his shin to force a man’s head to the ground during an arrest. The proposed commission would consist of 15 members: nine civilians appointed by the council, four civilians appointed by the county executive and two ex officio members, one each for the police department and the Fraternal Order of Police. The commission would not oversee individual disciplinary cases but would be able to make general recommendations to the county council about disciplinary policy, said council member Hans Riemer, D-At Large, above. “The hope is that this will create a more collaborative approach and that we won’t have an oppositional dynamic between the body and the police department,” Riemer, the lead sponsor of the bill, said in an interview. In a June 28 letter, Anita Rodgers, an officer for the Maryland Transit Administration, said Purple Line Transit Partners is not due more time or compensation because it was responsible for some of the delay, including late submittals for state environmental permits and approvals from local utilities to move water and power lines. The ongoing dispute has drawn attention because the project is being financed and built as part of a 36-year, $5.6-billion public-private partnership. A neatly dressed woman got into a big white shuttle one afternoon near Fort Totten last week carrying bags full of okra and broccoli leaves. She was carrying a distinguished air as well, and appeared unlikely to be engaged in a war. But a war she was in, she said, as she climbed into the van in front of a community garden. “How’s the farming going?” the driver, Rafiq Butler, asked. “You remember when I told you about someone parking in front of my plot?” she said. Since they’d last spoken, said the woman who didn’t want to give her name, she’d gotten a “No Parking” sign put next to her plot. “I came today and someone took my sign,” she said. She thinks another person at the garden has been parking next to her plot and snatched the sign. “We had an exchange of words. So it’s a war at the community garden,” she said. The scene was about more than the drama unfolding amid the tranquility of a community garden. It also illustrated the beginning of a new way some people are getting around the D.C. area at a time when companies like Lyft and Uber have raised consumers’ expectations about being able to go door to door. The woman was glad to get into one of the air conditioned shuttles the city is running in an area straddling Northeast and Northwest under a

program known as DC MicroTransit. The free-for-now shuttle program created by D.C’s Department of Hired Vehicles and local cab company Transco are unshackled from fixed bus and train routes. The gardener lives a couple of miles away in the Woodridge neighborhood, which she called the “backroads” when it comes to transportation choices. Buses between her home and the garden are unpredictable and require transfers, so she might have walked home with her bags if not for the shuttle, she said. Or she might have walked to the Fort Totten Metro station, taken a train to the Rhode Island Avenue station, and walked home from there. Instead, she called a dispatcher. She also could have ordered a ride using an app provided for the program by Via. The call appeared on a screen in front of Butler. Ten minutes later, he pulled up to the garden and the woman climbed in. As with shared rides on Lyft and Uber, the shuttles pick up and drop off others. On its way to the woman’s home, the van picked up three siblings going home from advanced summer classes. They were glad not to be waiting a half-hour in the sun for a bus. Officials in D.C. and Montgomery County, which launched its own $2-a-ride microtransit program in June, insist the experiments aren’t meant to compete with ridesharing companies, but to fill in the gaps between where buses and trains run.

The county is running shuttles within one zone encompassing the Glenmont and Wheaton Metro stations during

the morning and afternoon commutes to see if people will use them to get to and from the Metro. They also run in the Rockville area between 9 a.m. and 3 p.m. to see if people will use them for shopping, medical appointments and other trips. D.C. transportation director Jeff Marootian said in an interview that the department is actively considering running microtransit shuttles east of the Anacostia River, where residents complain about infrequent buses. Thus far usage is low, but Do said the number of rides doubled from 267 when it began in May to 530 in June. He said the city will likely begin charging $1 to $3 a ride starting Oct. 1, and he thinks people will pay it. Transportation officials also don’t see the programs competing with Metro, saying the aim is to encourage people not drive to stations. Do’s program serves the Fort Totten, Rhode Island Ave, Shaw-Howard U, NOMA-Gallaudet, Brookland,

Georgia Ave-Petworth and Takoma stations, though he hadn’t yet tracked how many people are using the shuttles to get to and from Metro. Metro told The Washington Post in February that it is exploring microtransit, as transit agencies deal with changing expectations brought by new ride-hailing competitors. In grappling with providing latenight service, Metro began subsidizing up to $3 for Uber, Lyft and taxi rides starting July 1 for those getting off work at midnight instead of running trains later. “While microtransit cannot match the efficiency of frequent transit in urban areas, it may offer opportunities to serve low-density or off-hour travel markets more cost-effectively than with regular bus service,” spokeswoman Sherri Ly said. Trump drops census push IMMIGRATION President Trump on Thursday retreated from his plan to add a citizenship question to the 2020 Census, effectively conceding defeat in a battle he had revived just last week and promised to continue despite recent legal defeats. Instead Trump said he is ordering every federal agency to give the Commerce Department records on the numbers of citizens and noncitizens, including databases from the Homeland Security Department and the Social Security Administration. “I’m proud to be a citizen, you’re proud to be a citizen, the only people that are not proud to be citizens are the ones who are fighting us all the way about the word citizen,” Trump said in the White House Rose Garden. The move comes after administration officials spent days exploring the possibility of including the question on the census despite a Supreme Court ruling last month that the government could not do so without a solid justification, calling the administration’s original rationale for the addition “contrived.” In the wake of that ruling, the Commerce Department announced last week that it would drop the question, saying it needed to begin printing the survey. But an angry Trump reversed that decision the next

Critics of the administration contend it wanted to add the citizenship question to intimidate immigrant communities from participating in a survey that helps determine congressional districts and the disbursement of some federal funding. Barr argued the data is needed regardless of how it is collected. The “information will be used for countless purposes,” he said. “For example, there is a current dispute over whether illegal aliens can be included for apportionment purposes.” The political tensions over Trump’s effort to collect citizenship data are certain to continue. House Majority Leader Steny Hoyer, D-Md., said Thursday that the Democratic-led chamber will vote Tuesday to hold Ross and Barr in contempt of Congress for not complying with subpoenas related to the administration’s decision to include the citizenship question. NEW ORLEANS As New Orleanians recover from floodwaters that inundated the city on Wednesday, residents are preparing for an unprecedented triple whammy this weekend — heavy rain, an already engorged Mississippi River and a tropical storm in the Gulf of Mexico that is expected to make landfall in Louisiana on Saturday, with storm surge that could reach 4 to 6 feet. Fourteen years after Hurricane Katrina killed more than 1,800 people and swamped this city, the deluge will be a major test of the updated drains and pumps that remove water from the streets, the earthen levees that hold back the river, and the elaborate system of barriers that prevents tidal surges from sweeping in — all part of a $14 billion investment in the city’s flood-fighting infrastructure. On Thursday, the National Weather Service forecast that the river will crest at 19 feet, one foot lower than previously predicted, reducing concerns that river levees will be overtopped or breached. But residents, their memories of Katrina reawakened by Wednesday’s downpour, are still worried about Tropical Storm Barry. Louisiana Gov. John Bel Edwards, who issued a state of emergency Wednesday, the system will likely produce “up to 15 inches of rain,” putting the entire state at risk. “There are three ways Louisiana floods,” he said: storm surge, high river and rain. “We’re going to have all three.” New Orleans Mayor LaToya Cantrell said that the pumping system that drains the city’s streets is working as designed but that Barry could dump water faster than the pumps can

However, the city did not plan to order evacuations because Barry was so close and because it was not expected to grow into a major hurricane. HEALTH When reforms shortened working hours for U.S. doctorsin-training in the mid-2000s, some worried: Was that enough time to learn the art of medicine? Would future patients suffer? Now a study has answers, finding no difference in hospital deaths, readmissions or costs when comparing results from doctors trained before and after caps limiting duties to 80 hours per week took effect. “Some still long for the old days of 100-hour work weeks, but most of the world has moved on and realized there are better ways to train residents,” said Dr. Karl Bilimoria of Northwestern University Feinberg School of Medicine, who was not involved in the research published Thursday in the journal BMJ. Eliminating extra paperwork and some academic conferences for residents, while adding nurse practitioners to the workforce, helped make training more efficient, Bilimoria said. Prior studies suggested the reforms didn’t harm residents’ patients. The new study is the first to find similar reassuring results for doctors once they hit the real world, said Dr. Mitesh Patel of University of Pennsylvania, who wasn’t involved with the study. IMMIGRATION A nationwide immigration enforcement operation targeting people who are in the U.S. illegally is expected to begin this weekend after it was postponed last month by President Trump, according to two administration officials and immigrant activists. The operation, which has sparked outrage and concern among immigrant-rights advocates, would target people with final deportation orders, including families whose immigration cases were fast-tracked by judges in 10 major cities, including Chicago, Los Angeles, New York and Miami. “Our communities have been in constant fear,” Estela Vara, a Chicago-area organizer said Thursday at a rally outside the city’s Immigration and Custom Enforcement offices where some activists chanted: “Immigration Not Deportation!” The sweep remains in flux and could begin later, according to the administration officials, who spoke on condition of anonymity. Still, the American Civil Liberties Union preemptively filed a lawsuit Thursday in an attempt to protect asylum-seekers. Meanwhile, activists ramped up efforts to prepare by bolstering know-your-rights pocket guides, circulating information about hotlines and planning public

demonstrations. Vigils outside of detention centers were set for Friday, to be followed by protests Saturday in Miami and Chicago. The operation is similar to ones conducted regularly since 2003 that often produce hundreds of arrests. It is slightly unusual to target families, as opposed to immigrants with criminal histories, but it’s not unprecedented. The Obama and Trump administrations have targeted families in previous operations. But this latest effort is notable because of the politics swirling around it. Trump announced on Twitter last month that the sweep would mark the beginning of a push to deport millions of people who are in the country illegally, a

near-impossibility given the limited resources of ICE, which makes the arrests and carries out deportation orders. Then he abruptly canceled the operation after a phone call with House Speaker Nancy Pelosi, DCalif., while lawmakers worked to pass a $4.6 billion border aid package. Plus, details had leaked, and authorities worried about the safety of ICE officers. The agency said in a statement that it would not discuss specifics about enforcement operations. But Ken Cuccinelli, the new head of Citizenship and Immigration Services, told CNN on Wednesday that the raids were “absolutely going to happen.” The administration has been

straining to manage a border crisis, and some officials believe flashy shows of force in deporting families would deter other migrants from coming. But others have criticized any move that draws resources away from the border at a time when the Border Patrol is detaining four times the number of people it can hold. The lawsuit by Anni and Ashot Manukyan describes an alleged in vitro fertilization mix-up by CHA Fertility Center in L.A. that involves three separate couples. “What Anni and Ashot discovered, much to their horror, was that their son had been stolen from them when he was still an embryo and implanted into a stranger that later became his birth mother,” claims the suit filed Wednesday in Los Angeles County Superior Court. The birth mother in New York believed she was carrying twins made from her and her husband’s genetic material, the suit says. Genetic testing confirmed the two infants were not related to the couple and were not related to each other. The Queens woman and her husband filed a separate medical malpractice and negligence lawsuit. The Manukyans endured a court fight before being granted custody of their son, according to the court filing. “CHA put three families through a living hell, and our lives will never be the same,” Ashot Manukyan said in a statement. “We fought to get our boy back and now we will fight to make sure this never happens again.” (AP)

Improved play and good luck kept playoff hopes alive — now the test begins NATIONALS Something odd happened over the past six weeks, as the Nationals went from wasting their season to wrangling it: Almost everything went right. The Nationals (47-42) went 28-11 from May 24 to July 7, baseball’s best record during that stretch. But because they began their march in fourth place in the National League East, and way down the wild-card standings, they also needed a lot of help. That’s when the Mets flatlined, and the Phillies struggled, too. Even the Brewers lost enough for Washington to make up significant ground before the All-Star break. The Nationals did their part against weak opponents, and they also got lucky, and that

combination breathed belief into a club that once looked ready to spend this month selling players. The Nationals are atop the wild-card standings, six games behind the Braves in the National League East, and only have a fighting chance because they won 70% of their past 40 games. That will be hard to sustain, especially considering the Nationals recently went 10-2 against the Marlins, Tigers and Royals, who are all bee-lining toward 100 losses. The teams that stumbled through June, namely the Phillies and Brewers, are looking to buy before the July 31 trade deadline and should pick up their pace. But because the Nationals are back in contention — way more than they could say six weeks ago

— their hardest task is ahead. A new life will only matter if they do something with it. “We have a lot of games left,” second baseman Brian Dozier said after a win over the Royals before the break. “It’s a long season.” The Nationals begin the second half with three games in Philadelphia, then close the month with two in Baltimore, four in Atlanta, three home dates with the Rockies, three with the Dodgers, who have the majors’ best record, and three more with the Braves. It’s a stretch that could break their season as quickly as it was restored. The Phillies series provides an immediate chance to separate themselves in second place. Seven matchups with the Braves will determine if

Washington can really compete for the division. A set with the Dodgers will be a good measuring stick. If the Nationals can take 43 of their final 73 games, a .589 winning percentage, they will finish with 90 wins and be right in the playoff mix. Their rotation gives them the confidence to do that. Stephen Strasburg, Patrick Corbin and Max Scherzer are lined up to face the Phillies. While it once seemed as if August would be a tired trot toward a disappointing finish, the Nationals have earned themselves a chance. They can stare down the second half with a purpose. WIMBLEDON After going more than 1½ years without playing each other anywhere, Roger Federer and Rafael Nadal will be meeting at a second consecutive Grand Slam tournament Friday (10:30 a.m., ESPN) in Wimbledon’s semifinals. Last month, Nadal got his shot at Federer on red clay, winning their wind-whipped French Open semifinal in straight sets on the way to a 12th title there. “We had some brutal conditions to play [in] there. But it was a joy to play against Rafa there, on his court,” Federer said. “And, of course, I’d love to play against him here at Wimbledon.” Now Federer gets his shot at Nadal on grass and hopes to prolong his pursuit of a ninth championship at the All England Club. Jim Bouton, the former Yankees pitcher who wrote the shocking tell-all book “Ball Four,” died Wednesday at his Great Barrington, Mass., home. He was 80. Bouton had a brain disease linked to dementia and was in hospice care. Published in 1970, “Ball Four” detailed Mickey Mantle’s carousing and the use of stimulants in the majors. Players and executives across baseball were upset about the revelations, and he wasn’t invited to the Yankees’ Old-Timers’ Day until 1998. D.C. UNITED When Wayne Rooney launched the 70-yard strike that landed in highlight reels around the world two weeks ago, at least one Audi Field bystander wasn’t fazed: his D.C. United teammate Chris Durkin. The 19-year-old midfielder, who started alongside Rooney in that 1-0 win over Orlando City, says he regularly engages in practice field competitions with the Englishman to see who can find the net from past midfield. “Almost nine times out of 10 he hits it,” Durkin, above, said. “So I wasn’t that surprised, to be honest.” Training alongside a global star like Rooney is an experience any young player would relish. For Durkin, however, the most valuable commodity in his development this season has been first-team minutes. FILM Studio executives have grown more than a little remake-happy in recent years. In 2019 alone, remakes of films including “Shaft,” “Dumbo,” “The Upside” and “Aladdin” have all arrived in theaters, with a new take on “The Lion King” set to arrive next week. The executives’ logic has been simple: In a world of content overload, consumers turn out for the familiarity of a remake. While critics don’t tend to be terribly fond of these new takes, consumers supposedly like them. And studios are in the business of giving consumers what they want. One-third of Disney’s 2019 releases are devoted to remakes of animated features. And many more remakes are in the development pipeline, from “Clue” (Disney’s Fox unit) to “Clueless” (Paramount). But a new study suggests audiences don’t really like remakes either. Or, at least, an overwhelming number of people prefer the original. The study quantifies an aspect of Hollywood — remake sentiment — that is often talked about only in nebulous terms. “We may be hitting a peak with remakes. And I suspect we may [soon] hit a decline,” says Bruce Nash, a box-office expert with the site The Numbers. Spearheaded by researcher James Barnes of the company Verve Search and backed by online betting site Casumo, the survey found that audiences compared the remake unfavorably to the original more than 90 percent of the time. That’s more often than even critics, who are famously remake-averse. To conduct the study, researchers looked at the percentage of positive assessments from audience members on the site IMDb

classic. The new version received just a 51 Metacritic score, compared to 96 for the 1941 original. Average audiences liked it less, too: 66 percent positive from IMDb for the remake versus 73 percent for the original. The recent Will Smith version of “Aladdin,” a Disney live-action remake of the 1992 animated feature, similarly lost ground

when compared to the original. Overall, horror remakes were some of the biggest losers — the remakes of “The House on Sorority Row” and “Cabin Fever” each dropped more than 40 points with critics. Not all films lost shine in their new versions. The 2018 remake of “A Star Is Born” ticked up from 76 to 79 among audiences and 77 to 88 with critics compared to the first version, in 1937. But it was far and away the exception. The data may be the result of a kind of confirmation bias. The nature of nostalgia is such that viewers can’t help thinking an original film was better, but that doesn’t mean they won’t pay to see the new one. Indeed, “Dumbo” was a modest performer, taking in $115 million domestically and an additional $237 million worldwide, a relatively small number for an enterprise that large. But “Aladdin” has been a bona fide smash — the highest-grossing non-Marvel movie in the U.S. this year and a $900 million-plus grosser worldwide. The 2017 remake of “Beauty and the Beast,” which dropped 30 points among critics and eight points with audiences, still took in $1.26 billion around the world. Nash notes that such remakes worked a little extra magic because they appealed to parents who care less about originality than introducing their kids to versions of childhood favorites. But these films can eventually run their course too. “I think Disney needs to be careful coming off ‘Dumbo’ and ‘Aladdin’ and ‘Lion King’ and now the trailer for ‘Mulan,’ ” he says. “It can seem like overkill to audiences.” STEVEN ZEITCHIK (THE WASHINGTON POST)
