The videos show the woman capturing sparrows as she and a man sit in a historic square in Philadelphia. Two weeks after Bird dropped dockless scooters onto the streets of Arlington, the county said it will run a pilot program for dockless bikes and scooters this fall, WTOP reported. As for the scooters already in the area, the county said in a statement Thursday that there are no regulations prohibiting the scooters on sidewalks. Two years after its starstudded opening, the National Museum of African American History and Culture will not require timed passes for visitors on weekdays in September. The monthlong reprieve serves as a test for the future, officials said. Weekend visitors will still need to have the free timed passes. The museum has welcomed more than 4.5 million visitors since it opened on Sept. 24, 2016, including 1.5 million in the first half of this year. The passes — distributed online in advance and for same-day use — have been used to limit lines to enter, control crowds in the galleries and provide a better museum experience. When the sun sets and nearby Marines wind down for the evening, Sam Freeze suits up and goes bat hunting. Six nights a week in the summer, the doctoral student at Virginia Tech tromps through the woods at Marine Corps Base Quantico in search of northern long-eared bats — a species nearly wiped out by a mysterious disease in recent years. Between May and August, Freeze might catch fewer than 10 northerns at his arboreal outpost just off I-95. Pseudogymnoascus destructans, a fungus that causes the fatal illness known as whitenose syndrome, has killed more than 90 percent of these bats in

some parts of North America, making the nocturnal animal hard to find. Researchers want to stop the bat apocalypse by locating them and reverse-engineering how they survived. Amid the species devastation, the search for northern long-eared bats in the Washington area can lead to two places where some have survived: Quantico in Virginia and Rock Creek Park in the District. “We have to understand what we need to protect,” Freeze said. This is no small undertaking. Searching for northern longeared bats in a forest near the Marine base requires the cooperation of the U.S. Fish and Wildlife Service, National Park Service, the U.S. Geological Survey, Virginia Tech, Quantico and Prince William County. After the bureaucracy comes

the gear. Freeze’s team hangs several “mist nets,” which look like extra-large volleyball nets rising more than a dozen feet in the air. Researchers record the weight and gender of the animals and take fecal samples to determine their diet. The bats are tagged with small transmitters — affixed to their backs with surgical glue at $200 a pop — as they try to bite the hands of the scientists who want to help them. Since the winter of 2007-08, millions of bats in 32 states and seven Canadian provinces have died from white-nose syndrome, reports the U.S. Geological Survey. “I have literally seen this species decline before my very eyes,” said Mark Ford, a Virginia Tech professor who oversees Freeze’s bat research. Ford, who has studied northern long-eared bats for two

decades, said he remembers a time when he would catch dozens during mist-netting sessions. Those days are gone. White-nose began to strike more than a decade ago, Ford said, originating in Europe and Asia. Eating away at the membranes in their wings, the disease left piles of dead bats marked with telltale white dots in caves where they hibernate. The challenge for researchers is to determine why and where they have survived, and what humans can do to help them along. “We have to put the bats in the context of the landscape,” Ford said. “We have to conserve or build that environment.” One can even learn to love bats, he said. Commission postpones zoo security proposal The National Capital Planning Commission on Thursday postponed a decision on the National Zoo’s proposal for extended security fencing and the reduction of pedestrian entrances from 13 to three. NCPC staff had recommended the commission approve the plan, noting that it would enhance security and streamline visitor access points, and that the three entrances are the main entry points to the zoo. NBA prospect, ex-Terp facing rape charge freed An NBA prospect and former Maryland basketball player facing charges related to having sex with an intoxicated woman has been released. Remember May and June, and all of the torrential rain? That’s over now. Seemingly overnight, two months of oftenunfathomable rainfall ceded to sunny, hot days and parched lawns. Since June 27, the last day of rain, Washington has received zero measurable precipitation. That’s 14 days in a row, and it’s really strange — especially since the season that’s supposed to deliver usual afternoon showers is not yet over. Getting technical, D.C. is in a flash drought — a short period of hot temperatures and rapidly decreasing soil moisture. Not only has it not rained for two weeks, temperatures soared into the upper 90s in early July. So, while it hasn’t rained, heat has also been leaching moisture from the ground at the same time.

TRANSPORTATION Metro will seek to sell its hulking headquarters in downtown D.C. and decamp to smaller office spaces in D.C., Maryland and Virginia, following a vote Thursday by Metro’s board of directors. The Jackson Graham Building, a brutalist behemoth on Fifth Street Northwest adjacent to the Capital One Arena, has served as Metro’s headquarters since 1974. Now, Metro officials say, the building’s infrastructural systems have become outdated, decrepit, and in need of costly repair. Metro officials say it makes more financial sense to sell the building, cash in on the prime real estate, and buy smaller digs in D.C., Virginia and Maryland. On Thursday, the Metro board gave the transit agency the official OK to start pursuing buyers for the building and to launch the search for new office spaces. “We are at a critical point. This building has major systems that are 45 years old, and are at the end of their useful lives,” said Nina Albert, managing director of real estate and parking at Metro. Valuations of the building conducted in 2016 suggest that the property could be worth $56 to $132 million

The idea of selling the Jackson Graham Building has been floated for years, but Albert said the hastening deterioration of the edifice means that the transit agency must take action now. And because the building has been grandfathered under older regulations, it doesn’t meet modern standards for fire safety — there is no sprinkler system, for example — nor does it meet public accommodations regulations for people with disabilities. Court to review decision to reopen ‘Serial’ case Maryland’s highest court will review a decision to reopen a high-profile case for a man whose murder conviction was chronicled in the hit podcast “Serial.” Earlier this year, the Maryland Court of Special Appeals ordered a new trial for Adnan Syed, upholding a 2016 lower court ruling. But the state’s top court has now agreed to consider whether Syed’s murder conviction should be reinstated. A Thursday court document says the case will be set for argument during a December session. Judge finds man accused of mailing bombs unfit A federal judge ruled Thursday that a Washington state man accused of mailing explosive devices to government agencies in the D.C. area is not competent to help with his defense and should receive treatment before his case moves forward. Eleven packages containing explosive materials were mailed to the agencies on March 16, according to an indictment filed against Phan, who is from Everett. (AP)

WASHINGTON An FBI agent whose anti-Trump text messages fueled suspicions of partisan bias said at a fiery and occasionally chaotic hearing in Congress on Thursday that his work has never been tainted by politics, angrily rejecting Republican allegations that he set out to stop Donald Trump from becoming president. Peter Strzok testified publicly for the first time since being removed from special counsel Robert Mueller’s team, telling lawmakers that texts he traded with an FBI lawyer in the run-up to the 2016 presidential election reflected personal views that he never once acted on. The hearing brought a defiant Strzok face-to-face with Republican lawmakers who for months have held up his texts as the embodiment of anti-Trump bias within the FBI. In breaking his months-long silence, Strzok vigorously defended his handling of two hugely sensitive investigations in which he played a leading role: inquiries into Hillary Clinton’s email use and possible coordination between the Trump campaign and Russia. But, he added in a raised voice, “It was in no way, unequivocally, any suggestion that me, the FBI, would take any action whatsoever to improperly impact the electoral process for any candidate.”

Plus, he said, both investigations were handled by large teams. “They would not tolerate any improper behavior in me anymore than I would tolerate it in them,” Strzok said. “And the suggestion that I, in some dark chamber somewhere in the FBI, would somehow cast aside all of these procedures, all of these safeguards and somehow be able to do this is astounding to me. It simply couldn’t happen.” In his opening statement, Strzok said he knew information during the campaign that could have damaged Trump but never contemplated leaking it, and that the focus on him by Congress plays into “our enemies’ campaign to tear America apart.” ERIC TUCKER

Many fish caught around the world are either getting thrown back in the ocean or spoiling before they make it to our plates, The Guardian reported. Archaeologists say damage to a pyramid in central Mexico from a Sept. 19 earthquake has revealed a hidden temple. The quake caused parts of the Teopanzolco pyramid, built between 1200 and the Spanish conquest in 1521, to sink or lean. The National Institute of Anthropology and History said Wednesday that in doing repairs, experts found a smaller, older temple inside that dates to 1150 to 1200. OXFORDSHIRE, ENGLAND President Trump traded one hot spot for another Thursday, leaving behind a contentious NATO gathering in Brussels and moving on to Britain, where he found a government in turmoil and sizable protests shadowing his every move. All was serene, however, during a lavish evening welcome ceremony at Blenheim Palace. Hundreds of demonstrators chanted outside the U.S. ambassador’s residence where Trump was staying on the outskirts of London, providing a preview of the forceful protests expected during his two-day British stay. Trump was whisked away to an oasis of warm greetings at a black-tie reception at Blenheim, the birthplace of Winston Churchill, the larger-than-life British leader cited by the president as a model of leadership. Not all migrants reunited Nearly half of young children held deemed ineligible for reunions IMMIGRATION The Trump administration said Thursday all eligible small children separated from their families as a result of its zero-tolerance immigration policy have been reunited with their parents. But nearly half of the children under 5 remain separated from their families. The administration was under a court mandate to reunify

all families separated between early May and June 20. Fifty-seven children had been reunified with their parents as of Thursday, officials said. The officials said 46 of the children were not eligible to be reunited with their parents. A dozen parents had already been deported. Nine were in custody of the U.S. Marshals Service for other offenses, and one adult’s location was unknown, they said. In 22 other cases, adults posed safety concerns, they said. Of the deported parents, officials said they had chosen to

‘New information’ leads U.S. to reopen Till case BIRMINGHAM, ALA. A year after a book on the brutal slaying of black teen Emmett Till revealed that a key figure in the case acknowledged lying, the federal government has reopened its investigation of the 1955 crime that helped build momentum for the civil rights movement. A federal report sent annually to lawmakers said the Justice Department is reinvestigating Till’s slaying in Mississippi after receiving “new information.” The report, issued in late March, doesn’t indicate what that information might be.

But the 2017 book “The Blood of Emmett Till,” by Timothy B. Tyson, quotes a white woman, Carolyn Donham, as saying during a 2008 interview that she wasn’t truthful when she testified that Till grabbed her, whistled and made sexual advances at a Mississippi store in 1955. It’s unclear what new charges could result from a renewed investigation, said Tucker Carrington, a professor at the University of Mississippi law school. A new flame? Mr. Likable needs to show some love There’s a moment in “Skyscraper” when Will Sawyer (Dwayne Johnson) is standing on an impossibly high building about to do an impossible thing. “This is stupid,” he says. He’s not wrong. It’s not that anyone was expecting “Skyscraper” to be “Vertigo,” or even “Weekend at Bernie’s.” The plot is relatively simple: A developer in Hong Kong has built the tallest building in the world, one that looks at the Burj Khalifa and sniffs, “Hey there, shorty.” Sawyer is a combat veteran and former FBI agent who lost the lower part of his left leg in the line of duty. He has a nice family (Neve Campbell, plus girl moppet and boy moppet). He’s called in to give the

building’s security systems one last once-over. There is so much foreshadowing, you should be able to catch it even if you’re standing in line for popcorn. Of course, things go wrong, and Sawyer’s family gets trapped in the building while it’s on fire. But not to worry! He’s really good at stuff like punching, jumping and defying the laws of physics as he tries to rescue them. Most of the movie is amusing enough, and there is one genuinely gasp- and goosebumps-producing moment, after which you are free to go pee. Or, frankly, to just go. Basically, “Skyscraper” meets but never exceeds expectations. And Dwayne Johnson is worth so much more. Johnson consistently delivers the kind of performances

that must, by the code of film critics, be described as likable. And it works here; a less likable actor would have audiences rooting for the fire. He’s been the best part of a number of movies, including this year’s dumb and loud “Rampage” and last year’s surprisingly good “Jumanji: Welcome to the Jungle.” He does his job well — better than well. It’s just that he keeps doing it over and over again. Do I want to see Johnson perform King Lear? No. In “Skyscraper’s” dramatic moments he has the emotional depth of … well, not a puddle. Let’s say a small creek. But he needs to branch out, and he should look to the tree of romantic comedies. Not only because he’d be very good at them, but because he could (literally) shift the look of the genre. Plenty has been

written about how the women in rom-coms are almost overwhelmingly white and skinny — women who aren’t are either the sassy black friend or the sassy fat friend — but the men have a mold, too. They also tend to be white and cute; for every Billy Crystal in “When Harry Met Sally” there are 50 indistinguishable cute guys, 45 of whom are played by James Marsden. A move to rom-coms would give Johnson something new to do, plus he’d loosen the tropes that have tied the genre down. He’s been repeating himself — and will continue to do so, as his upcoming projects are almost entirely action films, like the utterly unnecessary “San Andreas 2: Shaking Boogaloo.” (Yes, I made up the subtitle.) Johnson has proven he can be a leading man; he just needs to scooch over and lead in a different way (just PICTURE a kooky dance scene). We know — and he knows — that he can bust through doors and windows and anything else you’ve got. Now it’s time for him to bust through into something new. But the HBO drama has a formidable opponent in last year’s winner, “The Handmaid’s Tale,” while a streaming platform made history by earning the most bids for the first time. Netflix’s 112 nominations took away the front-runner title that HBO held since 2001, giving cable and broadcast networks more reason to fear their future with viewers as well as honors. HBO still claimed 108 nods, though, and “Game of Thrones” became the most-nominated series of all time, with its 129 bids topping the 124 nominations earned by “ER.” Other drama series contenders are “The Americans” — which also earned nods for stars Keri Russell and Matthew Rhys in its final season — “Westworld,” “The Crown,” “Stranger Things” and “This Is Us.” Donald Glover’s “Atlanta” was the top comedy series nominee with 16 nods, and the show could take advantage of the absence this time around of three-time winner “Veep.” “Atlanta” will face newcomers “The Marvelous Mrs. Maisel,” “GLOW” and “Barry.” “Silicon Valley,” “Curb Your Enthusiasm,” “Black-ish” and “Unbreakable Kimmy Schmidt” also are nominated. FILM REVIEW At the heart of the animated “Hotel Transylvania” movies lies an important message: Accept people for who they are, respect their differences and never judge a book by its cover. Or, as Count Dracula says in the voice of Adam Sandler: “Monster, human — what’s the difference?” It’s a lovely thought. Why, then, is sitting through one of these movies almost as pleasant as being burned at the stake? It didn’t have to be that way. With “Hotel Transylvania 3: Summer Vacation,” the franchise returns to the romantic-comedy formula, placing the widowed Dracula and his family on a cruise ship. But Robert Smigel and Sandler have bowed out as writers, replaced by Michael McCullers and returning director Genndy Tartakovsky. The duo can only manage to generate filler, while Tartakovsky’s super-cartoonish animation is beginning to grate. As he does in his live-action films, Sandler surrounds himself with a fun-loving crew, many of whom are his regulars: Kevin James and Fran Drescher play Frankenstein’s monster and his missus; Steve Buscemi and Molly Shannon are Wayne and Wanda Werewolf. None of them can help much, though. In the end, the noisy humor and classic rock songs drown out whatever worthy messages “Hotel Transylvania 3” might offer. “We’re moving in the right direction,” Birnbaum said. “That’s all that you can ask as players — to have your owners and coaches wanting to make that push forward.” United also plans to relocate its day-to-day operations next year from RFK to a new facility in

Loudoun County. The proposed complex — which will service the first team, the youth academy and a second-division affiliate — represents another pillar for the club’s long-term ambitions. “We want to keep the momentum going for, I’ll say, the next 10, 15, 20 years,” Hunt said. “This is the start of something special. … We want to be a top-five team in Major League Soccer from a business standpoint, and we’re well on our way to being there.” Since co-owners Levien and Erick Thohir invested in the club in 2012, United has made the postseason four of six years but advanced to a second playoff series just once in that time. Coming off a last-place finish in 2017, D.C. is last in the Eastern Conference with a 2-7-5 record in a road-heavy first half of the season. To Ben Olsen, the eighth-year coach who also spent 12 seasons with United as a player, a new era ushers in raised standards. “It’s due time,” Olsen said. “The pocketbook is opening up a little bit, and I think we’ve all been waiting for it — whether it’s fans, whether it’s journalists, whether it’s people that have been around a long time, whether you’ve been here for two years. D.C. UNITED There was a ti me when D.C. United was considered the model MLS franchise. In this bygone era, the roster was stacked, the home venue was raucous and the club was winning championship after championship. But after claiming MLS Cup titles in 1996, 1997, 1999 and 2004, United stagnated. RFK Stadium, once among the league’s marquee venues and a frequent home to the U.S. national team, saw its rickety charms turn to annoyances. Rust spread, paint chipped away and various vermin — raccoons, feral cats and the like — took up residence. As teams across MLS opened their own state-of-the-art facilities, United continued to pay rent at a crumbling relic devoid of revenue-generating amenities. Attendance dwindled, and the club had to cut costs. “As great as RFK was for soccer, not only in this region but in the country — the nostalgia, the history, the tradition — it obviously was an archaic building,” said Tom Hunt, United’s president of business operations. “You couldn’t have a sustainable business.” After a decade-plus search for a new home, United secured approval in December 2014 to build a 20,000-seat stadium on the Southwest Waterfront, about four blocks from Nationals Park. When Audi Field opens Saturday with a match between D.C. and the Vancouver Whitecaps, the original MLS powerhouse will finally step into a new age. “Our fans have had a healthy dose of skepticism about the organization because we couldn’t get out of RFK fast enough, because we couldn’t build the kind of roster we wanted to build,” co-owner Jason Levien said. “I think it’s fair for them to have those questions, and we want to deliver for them.” That roster already is reaping the benefits. The club opened the checkbook to secure its core a year and a half ago, inking defender Steve Birnbaum and midfielder Luciano Acosta to new deals. United then broke its transfer record last summer,

For cyclists, Two Wheel Valet offers free bike valet services for every game. And, if you prefer boats, The Wharf’s water taxi will drop you off at Transit Pier, more than a mile from the stadium.

Tailgating D.C. United’s official supporters club, the Screaming Eagles, will host tailgates two blocks from Audi Field at Matthew Henson Earth Conservation Center. Screaming Eagles members get free drinks (alcoholic and nonalcoholic) at the tailgates; non-members can purchase a $15 tailgate pass per game for unlimited beverages.

D.C. UNITED Few athletes can say they’ve climbed to the heights of global superstardom that Wayne Rooney has reached. The newly signed D.C. United forward is the all-time leading scorer for both Manchester United and the England national team. He’s won five English Premier League titles, claimed a UEFA Champions League crown and played in three World Cups. His 16.8 million Twitter followers are three times as many as Alex Ovechkin, John Wall and Bryce Harper — combined. But for a figure famous in seemingly every corner of the world, Rooney hasn’t been one for wanderlust. Until last month, he had spent his entire career at

two clubs — his childhood team, Everton, and Manchester United. In fact, he’s never lived beyond a 35-mile stretch in northwest England. “It’s a big challenge to come here,” Rooney said of D.C. United. “Obviously I moved to Manchester United from Everton when I was 18, but that was 30 minutes away from where I grew up. So it was a move for my club, but it wasn’t really a move [from] home — I still had family around. “This,” he added, “is a real move.” After 16 seasons in the elite English league, Rooney, 32, signed with D.C. United on a two-and-a-half-year deal worth around $13 million. Although

United has counted myriad MLS legends among its ranks, the club has never been one to contend for transcendent stars. But when Erick Thohir and Jason Levien

invested in United in 2012, the co-owners privately shared a vision of luring a big-money attraction whenever a soccer-specific stadium came into the picture.

That pairing ultimately came together with uncanny synergy, as Rooney is poised to make his MLS debut Saturday when D.C. United opens Audi Field against the Vancouver Whitecaps. “He’s a competitor, and he’s going to raise the level of each player because he’s used to winning and he’s used to playing at the highest levels,” D.C. coach Ben Olsen said. “When you bring that type of influence within your group, others around him will elevate their games and their mentality.” Players of Rooney’s stature have typically favored bigbudget franchises in New York or Los Angeles when coming to MLS. But after playing in matches across the U.S. as part of Manchester United’s preseason tours over the years, the Liverpool native decided the comparably modest Washington setting was a better fit for him, his wife and their three children. “I’ve been to places like L.A. and New York, and it’s too hectic,” Rooney said. “It’s like London. For me, I’ve never fancied going to live in London. I need me own space to get away from things when I need to, and Washington seemed to give that opportunity.” Off the field, there’s little doubt of Rooney’s marketability. With Baltimore and Washington finishing as the top two markets for Premier League ratings on the NBC family of networks this past season, United officials are confident Rooney’s presence will help reach local soccer fans who have preferred European leagues over MLS. On the field, Rooney is renowned for his leadership, vision and world-class finishing. Now, he must tackle the perception that he’s an aging star in a league that has increasingly shifted toward attracting younger talent. “This is definitely not a retirement move for Wayne,” D.C. United general manager Dave Kasper said. “He made that clear from day one. He’s not here to be on late-night talk shows in L.A. — he wants to raise trophies for this club. Silly, yet serious softball ALL-STAR SUNDAY Last year at Marlins Park, with her cleats planted in center field, Jessica Mendoza lived a moment that had only felt possible in her childhood daydreams. Her career had taken her many remarkable places — the Women’s College World Series with Stanford; Olympic Games in Athens and Beijing with Team USA; the “Sunday Night Baseball” broadcasting booth with ESPN — but she had never stumbled into an experience at once so nostalgic and surreal as the one she found at baseball’s All-Star Sunday. As the captain of the AL team at the 2017 Legends & Celebrity Softball Game in Miami, Mendoza was wearing the same ocean-blue jersey as nine-time All-Star Fred Lynn, a former batting champion who won both American League MVP and Rookie of the Year honors with Boston in 1975. Not only was Lynn, a player Mendoza idolized as a child, setting up in rightcenter next to her, but he was calling her over to discuss how they should play different hitters in the field. She felt like she’d just been called up to the big leagues. “For a moment, this is like what it was like to play for the Red Sox,” Mendoza said last week. “This is really cool, Fred Lynn telling me exactly how we’re going to play the outfield. Every out mattered. This can encourage or even force us to seek more roommates in order to save money, but how many roommates is too many" :hen it comes to making the ȴnal decision about how many roommates to have, it’s important to answer these three questions.

HOW MANY ROOMS ARE IN THE APARTMENT?

In an ideal world, most people would rather have their own space, so it’s important to make sure that you have one room per person. Lawyer able to return to more pressing issues

Assistants are the best fraud protection Federal prosecutors are going after a man named David Matthew Read for allegedly stealing Demi Moore’s credit card and spending almost $170,000 at Saks Fifth Avenue and various Nordstrom locations, Page Six reported. Read allegedly reported Moore’s card missing in March, got a new card issued and then went on the spending spree. Moore’s assistant flagged the questionable activity, which led to the arrest. Read was set to appear in court Friday. (EXPRESS)

Charges were dropped Thursday against porn actress Stormy Daniels, just hours after she was arrested while performing at a Columbus, Ohio, strip club. She was accused of illegally rubbing her bare breasts against police officers during a performance, in violation of a state law. Daniels’ attorney, Michael Avenatti, said she was set up in a sting operation, something police deny. Prosecutors dropped the charges, saying the Ohio illegal touching law was written to apply to those who appear regularly at a club, and it was Daniels’ first appearance. Daniels is suing President Trump, and says the two had sex in 2006. (AP)
