The cremated remains of a Georgia woman have mysteriously washed up on a Florida beach. The Okaloosa County Sheriff’s Office said Wednesday that a box containing the ashes was found by a man walking the beach. They were in a bag that identified the ashes as those of Ngacloan Hua, who died last April. The remains were returned to Hua’s sister, who said the box had disappeared as the family sought a quiet place to pray in Georgia. (AP)

Iowa police are looking for a would-be bank robber who showed up to two West Des Moines branches before they opened on Wednesday. Security footage shows a man wearing a bandanna over his face trying to enter a Marine Credit Union branch at around 8:15 a.m. and then fleeing upon realizing the doors were locked. Police say a similarly dressed man tried another closed branch a half-hour later and fled when he spotted a police officer. (AP)

Police say a man in Corpus Christi, Texas, who became trapped inside an ATM without his phone slipped notes to customers via the receipt slot pleading for them to help him escape. The contractor became stuck Wednesday when he was changing a lock to a Bank of America room that leads to the ATM. One note read, “Please help. I’m stuck in here. ... Please call my boss.” An officer kicked in the door to the room, freeing the man. (AP)

Showtime’s ‘Homeland’ to film 7th season in Va.

Prices for the concessions have yet to be announced, but don’t expect $2 sodas and $3 hot dogs like at the Atlanta Falcons’ new stadium. As for craft beer, Bloyer said there will be the same number of craft beer stands throughout the stadium as last year. The Craft Haus bar on the club level will once again feature a rotating selection of taps, and while the beer list for 2017 hasn’t been finalized, the team hopes to provide more variety on all levels this season.

“We’re reaching out to local breweries and trying to get a more rotating inventory of craft beers,” Bloyer said. “If everything goes the way we’d like it to, you won’t see the same craft beer game over game.” The Redskins also announced a non-food-related addition for this season they hope will improve the overall game-day experience at FedEx Field. Walk-through metal detectors have been installed at all gates, an upgrade over the handheld wands that security personnel previously used. The District’s latest ‘honor’ is just the pits D.C. has been named America’s secondsweatiest city, according to fan maker Honeywell and consulting agency Environmental Health and Engineering. The District was topped only by New York City and beat out such balmier cities as Atlanta, New Orleans and Miami. The study took into account the number of homes without air conditioning, popularity of public transportation, cities with the “hottest” professions — those with a high stress factor — and, of course, average summer temperature. The seventh season of “Homeland” will be filmed in central Virginia. Gov. Terry McAuliffe says creators of the Showtime spy thriller will begin filming in the Richmond area this fall. D.C. school lottery gets a revamp after scandal Enrollment process now bars city officials from special treatment THE DISTRICT Current and former government officials will be barred from receiving special treatment for their children in D.C.’s notoriously competitive schoolenrollment process under a new policy adopted by Public Schools Chancellor Antwan Wilson. The change comes after an uproar over a D.C. inspector general’s report that found former schools chancellor Kaya Henderson gave preferential treatment to public officials’ children by helping them enroll directly in coveted schools, skirting the city’s school lottery.

Extraordinary secrecy surrounded that report, which did not name any of the parents who received favors from Henderson and was initially kept confidential by the inspector general’s office. In May the Washington Post reported that two top officials in the cabinet of Mayor Muriel Bowser were among those who benefitted. The Post later obtained and published a copy of the report. Wilson’s new policy — announced in a letter Tuesday to D.C. Council Education Committee Chairman David Grosso, I-At Large — goes beyond the steps Bowser laid out in an executive order she signed May 12, three days after the Post reported that Deputy Mayor Courtney Snowden had her son placed directly at Capitol Hill Montessori

A Metro board committee voted Thursday to allow the agency to begin charging for weekend and early morning parking as part of several six-month pilot programs aimed at increasing revenue for the cash-strapped agency. Under the proposal, which is expected to be approved by the full board later this month, Metro would begin charging people exiting parking lots at 7:30 a.m. each weekday. That is two hours earlier than when Metro’s parking staff currently closes the exit gates and begins collecting daily fees from departing drivers. Metro officials hope the expanded window will help the agency profit from people who park overnight at stations. Nina Albert, Metro’s director of real estate and station planning, estimated that on average, 2,000 people park overnight at stations. If Metro charged people who park overnight and leave the station in the early morning hours, they could make $825,000 a year. Metro also will pursue a pilot program to charge people who park at stations on weekends, but those fees will be small, Albert said, at least at the beginning. She said the weekend fees may start out as low as 25 cents to $1 for a day of parking. The purpose of the pilot is not to make money, she said, but to gather data on how many people use the parking facilities on weekends and who those people are. (TWP)

A man arrested in a fatal stabbing at the University of Maryland has been indicted on Urbanski a murder charge. The Prince George’s County Office of the State’s Attorney said Thursday that a grand jury indicted Sean Urbanski on one count of murder in the death of Richard Collins III. Prince George’s County State’s Attorney Angela Alsobrooks said her office intends to seek a sentence of life without parole in the case. Alexandria police say an officer has been seriously injured in an attack while responding to a report of a disorderly person. MONTGOMERY COUNTY Three young Maryland men accused of gunning down a pair of high school students on the eve of their graduations were indicted on murder, robbery and weapons charges Thursday, according to records filed in Montgomery County Circuit Court and a spokesman for county prosecutors. The grand jury indictments against Jose Canales-Yanez, 25, Edgar Garcia-Gaona, 24, and his brother Roger Garcia, 19, were not unexpected. On June 17, the three were charged by Montgomery County Police with counts of conspiring to commit murder and committing murder, and ordered held without bond. The killings of the students,

Detectives said in court filings that they believe the attackers were Garcia-Gaona motivated by a drug deal gone bad months earlier, when Najjar allegedly stole drugs from one of the gunmen’s girlfriend. The indictments Thursday arrived after a panel of grand jurors reviewed the police case. The charges are similar to the police charges, but with the addition of handgun and robbery counts — and are part of a regular process of moving cases from Montgomery’s district court to circuit court, where felony cases are handled. POLITICS The Senate GOP’s latest attempt to rewrite the Affordable Care Act showed few signs of gaining traction Thursday. At least three Republican senators said they remained opposed to bringing up the revised bill, while two rank-and-file Republicans announced their own plan, just as leaders released an updated version of their bill. Senate leaders need the support of 50 of their 52 members to pass the legislation. Senate Majority Leader Mitch McConnell, R-Ky., offered a new draft aimed at meeting specific requests of GOP senators. The new measure has won the backing of Sen. Ted Cruz, R-Tex., whose proposal to allow insurers to sell austere plans that do not comply with ACA requirements is now in the latest draft. But Sen. Rand Paul, R-Ky., who says the measure still does not do enough to unravel Obamacare, remains opposed to voting on the bill, as do two centrists, Sens. Susan Collins, R-Maine, and Rob Portman, R-Ohio. In addition, Sens. Bill Cassidy, R-La., and Lindsey Graham, RS.C., debuted their own health care proposal on CNN on Thursday. Panel calls on FDA to review the safety, effectiveness of all opioid painkillers

AG charges 412 in health scams totalling $1.3B HEALTH More than 400 people have been charged with taking part in health care fraud and opioid scams that totaled $1.3 billion in false billing, Attorney General Jeff Sessions announced Thursday. Sessions called the action the “largest health care fraud takedown operation in American history” and said it indicates that some doctors, nurses and pharmacists “have chosen to violate their oaths and put greed ahead of their patients.” Among those charged are six Michigan doctors accused of a scheme to prescribe unnecessary opioids. A Florida rehab facility is alleged to have recruited addicts with gift cards and visits to strip clubs, leading to $58 million in false treatments and tests. Officials said those charged in the schemes include more than 120 people involved in illegally prescribing and distributing narcotic painkillers. Such prescription opioids are behind the deadliest drug overdose epidemic in U.S. history. Nearly 300 health care providers are being suspended or banned from participating in federal health care programs, Sessions said. The people charged were illegally billing Medicare, Medicaid and the health insurance program that serves members of the armed forces, retired service members and their families, the Justice Department said. His death — at a hospital in the country’s northeast, where he’d been transferred after being diagnosed — triggered an outpouring of dismay among his friends and supporters, who lauded his courage and determination.

DOYLESTOWN, PA. A jailed man who was the focus of an investigation into the disappearances of four men admitted on Thursday that he killed them, his attorney said, in a surprise development. Cosmo DiNardo, 20, confessed to the commission of or participation in four murders and agreed to plead guilty to four murder counts, attorney Paul Lang said outside court, where DiNardo had met with investigators. DiNardo, above, also said where the bodies are. “I’m sorry,” a shackled DiNardo said as he left the courthouse. In exchange for the cooperation, Lang said, prosecutors were taking the death penalty off the table. There was no immediate comment from prosecutors, but they retweeted news reports of DiNardo’s confession. The mystery of the four men’s disappearances has transfixed the Philadelphia area over the past week, taking a grisly turn when human remains were discovered in a 12½-foot-deep grave on a farm. But what sort of evil befell them, and why, had remained shrouded in secrecy. The four men, all residents of Bucks County, disappeared last week. At least three knew each other. The decision followed what several officials characterized as heated internal debate last week between a number of White House officials and Secretary of State Rex Tillerson and Defense Secretary Jim Mattis. Tillerson has statutory responsibility for certifying Iran’s compliance to Congress every 90 days, a deadline that falls next Monday. Some White House officials and lawmakers argued that Iran has breached the deal in several significant areas. But Tillerson and Mattis noted that international monitors and U.S. allies reached a different conclusion, and said that any sharp change in U.S. posture should await completion of an ongoing administration review of overall policy toward Iran. As a candidate and president, Trump said he would re-examine and possibly kill the Iran nuclear deal signed under former President Barack Obama. The deal shut down Tehran’s nuclear weapons program, in some cases for decades, in exchange for an easing of international sanctions. Over three years of occupation, ISIS mined and booby-trapped large sections of Mosul. Heavy combat has also littered the city with unexploded ordnance such as artillery shells and hand grenades. In the western reaches of the city, where the fighting was especially fierce, massive debris fields will need to be removed to

clear the ground beneath. ISIS’ grip on the city allowed the militants to experiment with, refine and industrialize their improvised explosive devices. While the explosives in the weapons are fairly basic, their triggering devices are some of the most complex de-miners have ever seen, according to U.S. and U.N. officials. They often involve multiple anti-tampering mechanisms and triggers that are undetectable to metal detectors, the officials said. “It sounds like a nightmare problem for bomb disposal technicians,” said John Ismay, a former Navy Explosive Ordnance Disposal officer who is now a senior crisis adviser at Amnesty International. “The hazard won’t be gone until every last bit of rubble is cleared away.” Solomon Black, a program

At entry points into Mosul, the U.N. is handing out leaflets for residents returning to their homes and holding classes at some of the refugee camps on the city’s outskirts to warn civilians about the dangers of unexploded munitions and booby traps. Potomac Nats’ stadium deal falls through WOODBRIDGE, VA. The Nationals’ Class A affiliate in nearby Prince William County may soon be looking for a new home. A proposed stadium deal that would have kept the team in Woodbridge has apparently fallen through, and team owner Art Silber says he’ll start exploring other options. The team’s current stadium, 33-year old Pfitzner Stadium, is outdated, and Silber has said that he faces a deadline from Minor League Baseball to find a new home for the P-Nats by 2019, otherwise he’d likely be forced to sell the team, and it would relocate. “While we are open to discussing other options with the County, we are now required by Minor League Baseball to also explore other opportunities to obtain a new home that will comply with [MLB standards],” Silber said in a statement on Thursday morning. It was not immediately clear why the deal fell apart. The team agreed to a nonbinding letter of intent in March with the county supervisors that called for the county to use $35 million in bond money to build a new 6,000-seat stadium. The P-Nats would’ve paid back the full amount over a 30-year lease. Silber told insidenova.com that the most recent proposal would be “suicidal businesswise” for his team, and he might explore options in nearby Fairfax or Loudoun counties or in North Carolina. Comedians are today’s rock stars With a diverse pool of legends and newbies, stand-up is booming CULTURE We’re smack-dab in the middle of a stand-up comedy boom. Never before has so much original material been this easy to access and been consumed by this many people. Never before has the talent pool of comedians been this deep, and in format, voice and material, this diverse. Up-and-comers are finding devoted audiences through podcasts and social media. Stand-up legends are doing drop-in sets and releasing new specials for the first time in years. Before, one or two comics played arenas at a given time. Now, multiple performers go on arena tours — and they’re getting paid millions. “It’s a great time to be a comedian, artistically and professionally,” Dave Chappelle says. “There’s a lot of good people doing a lot of good, serious work. It’s funny to say you’re serious about comedy, but I think a lot of people are.” Comedy has boomed before. While a handful of comics became cultural phenomena during the 1960s and ’70s, stand-up went full mainstream during the 1980s. In that decade, “every hotel lounge had a comedy club, too,” Mike Birbiglia says. “Tons of people started doing stand-up comedy who were terrible, and that’s what leads to crashes.”

The novelty of stand-up evaporated in the ’90s. Birbiglia marks the start of the current boom around 2003, when Comedy Central partnered with Live Nation for its first national tour featuring Lewis Black, Dave Attell and Mitch Hedberg. It was such a hit that all three comedians became theater acts on their own, Birbiglia says. While back then maybe 10 comedians could sell out theaters, “there’s now like 50 to 75 comedians, myself included, who sell out theaters,” Birbiglia says. “That’s a crazy phenomenon.” Gabriel Iglesias, Bill Burr and Aziz Ansari have sold out Madison Square Garden. Kevin Hart performed for 53,000 people at Philadelphia’s Lincoln Financial Field. Brian Volk-Weiss, the founder of comedy production and distribution company Comedy Dynamics, dubs this comedy’s “diamond era.” Before, people wanted to be rock stars — but now they want to be comics, says Comedy Central executive Steve Raizes. “It feels like everybody’s a comedian,” Michael Che says. “Even news articles are written with a humorous twist and the headline is funny.” Comedy is no longer bound by the stage or TV. There’s now Twitter, Instagram and “remember Vine?” Ilana Glazer asks. “Anybody could be a comedian and everybody could be a comedian.” Stand-up comics once vied for limited TV airtime. Now they vie to be noticed on the limitless

The Netflix effect Netflix has licensed stand-up since launching its streaming service in 2007, but it has doubled down in recent years. In 2015, it released a dozen new specials. Last year, 19. This year? So far, an average of about one a week: 25. The company reportedly will pay tens of millions to Chris Rock, Jerry Seinfeld and Dave Chappelle. Louis C.K., who once self-released specials, is back on Netflix. Maria Bamford, Aziz Ansari and Bill Burr each have both specials and scripted shows. “It gives content creators control to make exactly what they want to do with their voice,” Jacobson says. “You still have to do a lot of work to get it seen and heard and exposure.” Web series and podcasts can help outlets such as Comedy Central and HBO “get more invested into talent if they can see that you can create your own thing,” says Phoebe Robinson, who co-hosts WNYC’s “2 Dope Queens” podcast. Social media “cut out the middleman” and let comedians reach audiences directly — which is especially important when you first start in comedy and bookers control whether you can play their clubs, says Ron Funches. More platforms also means less boxing-in of comics based on their race, gender or sexual orientation. They can be known more as individuals than as types. “We’re in a place now where

just even as a black comedian you don’t have to be thought to be ‘urban.’ You can just be a comedian,” says Roy Wood Jr. “You could be as unique as Tig Notaro or a Jerrod Carmichael and still have an audience and still have a place in the comedy zeitgeist.” Since the ’80s boom and ’90s bust, comedy has swung back toward the more artistic side, says Chappelle — “and guys are getting paid for their work like Rembrandts.” It’s not clear whether this boom will be followed by a bust, but plenty of performers are preparing for worst-case scenarios. “I’m a pessimistic person, so I’m already thinking about when it’ll end,” says Birbiglia. “But it won’t end for me because … I’ve been doing the same thing since 1997. These guys mean business in “War for the Planet of the Apes.”

Survival of the species ‘War’ keeps the ‘Apes’ series alive with ace CGI and an ‘Apocalypse Now’ obsession FILM REVIEW “War for the Planet of the Apes” gives audiences both illusion and allusion. As for the illusion, the primates in the rebooted series’ third film have finally escaped the uncanny valley — the CGIenhanced primate performances (led once again by Andy Serkis as Caesar) are believable and nuanced. And the allusion part? Scriptwriters Mark Bomback and Matt Reeves (who also directs) apparently looked at Francis Ford Coppola’s 1979 masterpiece “Apocalypse Now” and said, “Yeah, that was pretty good. But what if we added monkeys?” The film finds Caesar and his simian group living fairly remotely from the humans who survived the “simian flu” that

has left many people very dead. Still, conflicts with humans erupt, particularly with a group led by Colonel His-Last-NameIs-Definitely-Not-Kurtz (Woody Harrelson, channeling Brando). While Caesar wants to find a place where apes can live in peace and leave humans behind, Colonel, to paraphrase the immortal words of Troy McClure, hates every ape he sees, from chimpan-A to chimpanzee. He’s preparing for all-out war — and, in a master stroke of cruelty — enslaves captured apes to build a giant wall around his remote, slightly cultish camp, assisted by kapo-like “donkeys,” the name given to apes that have acquiesced to working with the enemy. “War” is very aware it’s not

only the successor to the last two movies, but also a predecessor of sorts to 1968’s original “Planet of the Apes.” There’s a sense of ending running throughout: Is Caesar’s brutal rage a result of nature or nurture? Can he overcome it? Will he and his people reach their promised land,

presumably flowing with lettuce and bananas? More interesting, though, is seeing how the film slowly but surely begins pointing to Charlton Heston’s arrival. Interweaving elements of Coppola’s adaptation of Joseph Conrad’s “Heart of Darkness” brings a veneer of intelligence to what could have been just a dumb monkey movie. There are still elements of a dumb monkey movie, to be sure, but there’s also consideration of how animals can have humanity and how humans can be absolute beasts. In the end, “War” is solid summer fun. And while it ably speaks its own entertaining language, if you want something deeper, best to seek it out in the original Coppola. KRISTEN PAGE-KIRBY (EXPRESS)

My boo: The spirit in ‘A Ghost Story’ might move you Hours after my father’s death, I arrived at my parents’ house — which had suddenly become solely my mother’s house — and found his Blackberry downstairs. As the work emails came in, sent by people who didn’t know he’d never read them, it kept buzzing, a vibrating reminder that life outside was still going on. Since Dad wasn’t all that great about security, I could read the emails coming, including the one announcing his death to the company. There were meetings to schedule and bases to touch and 20 percent off anything from Brooks Brothers, as long as you acted now. Finally, I grabbed the

thing and threw it in a cabinet; eventually, not knowing what else to do, I took it home with me. Its battery long gone, it became my son’s toy and is now cluttering the top of my dresser. But every time I see it, I think back to those buzzings, the feeling that Dad wasn’t quite gone, that maybe he would find a reason to use that 20 percent-off coupon. I should have gotten rid of it but I wasn’t ready to let it go. I’m still not. “A Ghost Story,” starring Casey Affleck and Rooney Mara, is a meditation on that lingering, but this time from the deceased’s point of view. Even now, more than a week after I saw it, I’m not sure if it’s good or bad, or even if I liked it. Whether I liked it or not (let

me see … nope, still not sure), it has at least stayed with me. Which, given the theme of the movie, makes sense. The main character is a ghost, fully decked out in Charlie Brown-Halloweencostume-sheet realness. I don’t want to give away who the ghost is (like the trailers and most reviews do), so I shall name it Ghosty. Ghosty returns to Ghosty’s old house, occasionally poltergeisting it up but usually just hanging around. And hanging around. And hanging around. As ghosts do. Even the metaphorical ones — especially the metaphorical ones. Ghosty doesn’t have to stick around — Ghosty does have other options — but Ghosty is

attached to Ghosty’s house. And, because of Ghosty’s refusal to leave, Ghosty sees that Ghosty is missed, but only by a relatively few people. Those who knew Ghosty move out of the house, replaced by people who have never heard of Ghosty. Life goes on without Ghosty, and Ghosty is in the unique position of being able to see that. All of us who have lost someone eventually have to come to grips with the fact that life without our loved ones goes on: The sun comes up, the world keeps turning, Blackberries keep buzzing. “A Ghost Story” is about what might be even harder to accept — the world will go on without us. Hopefully, our lives will be remembered and our deaths will be mourned, but if we get to don an eyeholed shroud and stick around like Ghosty, we will realize just how small we are. For good or for bad (I’m STILL not sure), “A Ghost Story” is at least an interesting consideration about grieving from the other side of the grave.
