A 75-year-old Florida man says he kicked an alligator in the snout after it attacked his dog. Buddy Ackerman says the 8-foot gator came from a retention pond near his Palm Harbor condo last week and grabbed the dog while they were out for a walk. He kicked the gator until it let go of his golden retriever. Neither animal was injured. The Tampa Bay Times reports Florida wildlife officials came and trapped the gator later that day. (AP)
Cannabis plants were growing in the flower beds in front of the Vermont Statehouse in Montpelier, police said Friday. A visitor alerted police to 34 plants among the flowers that line the building’s walkway. Capitol Police Chief Matthew Romei said he didn’t know if the plants were marijuana or hemp and won’t have them tested, as he foresees no criminal case. “This was a humorous thing to come back to off from vacation,” Romei said. Doughnuts with a side of syringes have been nixed from the Minnesota State Fair. Last month, officials announced new foods for this year’s fair, including doughnut holes with three syringes of DIY fillings. But the optics drew complaints. page three An early knack for local office THE DISTRICT Taylor Berlin starts her day like thousands of other college students in the District: interning on Capitol Hill. But she ends it as an elected official, carrying out the duties of local government. Berlin, a 20-year-old American University student, is one of five students in the city serving as an advisory neighborhood commissioner. She was recently named treasurer, making her one of the youngest ANC officers in D.C. history. Berlin, a summer intern in the office of Rep. Jim Himes, DConn., realized she needed to get more involved in domestic policy after volunteering for Hillary Clinton’s campaign during the 2016 election. The day after Donald Trump was elected president, Berlin’s professor canceled class, and she went to the White House to protest. The following January, she went to the Women’s March. A friend tried to persuade Berlin to run for the ANC position that was earmarked for a

student, but she initially said no — a couple of times. But after learning the seat had been vacant for two years, she agreed to run. Advisory neighborhood commissions are nonpartisan groups of locally elected representatives who advise the District. Commissioners act as liaisons between residents and the city government. Each commissioner serves an unpaid two-year term. Berlin turned in more than 50 signatures and was the only candidate. After a waiting period,

she was in. Now, she’s making an impact. Berlin, from Trumbull, Conn., was sworn into office in March 2018, and by July, she had worked with the District Department of Transportation to put a signal on a crosswalk in the Ward Circle. The death of a freshman AU student nearby after he was hit by a car while crossing a street at night put pedestrian safety at the forefront of Berlin’s mind. Last year, she worked with Vote16DC, an effort to lower the local voting age to 16. The next project on her to-do list is a food bank in Spring Valley, geared toward students who live off campus. During the school year, Berlin often has 14-hour days that start with 8 a.m. classes and end with late meetings and homework. She will graduate a semester early in December with a bachelor’s degree in international studies. She plans to earn a master’s degree from AU and wants to stay involved in local politics. Floods prompt call for fixes Residents of Arlington urge officials to bolster aged drainage system

ENVIRONMENT Alexandra Lettow was near tears as she described to neighbors and county officials the losses her family suffered in last Monday’s flooding at their home in Arlington’s Waverly Hills neighborhood. Destroyed were the family’s appliances, the heating and airconditioning system, a couch, her son’s Xbox, a television and more. It was at least the seventh time the neighborhood had flooded in 19 years. “We took a home loan out last year to repair the basement from the last flood,” Lettow said. “We have no more money, and we have mold growing down there.” Arlington officials on Saturday said initial reports put uninsured residential and business losses at more than $4 million. Lettow and other residents say the county government has taken far too long to study the problem without making any fixes, especially in an era in which climate change is triggering more intense and frequent storms. Five years ago, several fixes for Arlington’s aged storm drain system were on the capital improvements program list, only to quietly fall off without explanation. “It’s been years since you started the plan to study this. It’s been a year since the latest study started. . . . If you don’t have enough information by now, you’ll never have it,” Janice Alder

told Arlington County Board Chairman Christian Dorsey and Vice Chair Libby Garvey on Friday. “Why aren’t you doing at least what you can now?” County officials say the repairs are complicated and expensive, and that required feasibility studies had not been completed. The volume of rain that fell Monday would have overwhelmed even the most modern system, they noted, and those repairs would not have helped residents elsewhere in the county. “This has not been a matter of slow-walking the solution,” Dorsey told the riled-up group of Waverly Hills residents. “We want the best possible solution.” His response did not sit well with homeowners who have
repeatedly paid tens of thousands of dollars to tear out and replace drywall, furnaces and contents of their garages and basements. The county declared a state of emergency Wednesday in preparation for seeking state and federal disaster relief money. Officials said the government will consider buying out property to serve as retaining areas, accelerating capital improvement projects and issuing a bond to help residents recover some of their costs. The county is also investigating whether a new state law that provides tax relief for victims of repeated flooding can be applied in Arlington. Dorsey said Saturday that it is “quite frankly a blessed miracle that no one was killed or even
seriously injured” during the rain and flash flood. He acknowledged that the costs of infrastructure improvements will fall primarily on property owners. In the mid-20th century, when Arlington was built, developers paved over a network of streams that have never gone away, and which rise during heavy downpours. “This is not a storm drain problem, it’s a watershed-scale problem,” County Board member Katie Cristol, D, said. Ex-staffer accuses Va. state lawmaker Adams of hacking into her email account
EDUCATION D.C.’s public school system is facing a $23 million deficit, drawing criticism from lawmakers and the city auditor, who described the shortfall as a “red flag” that suggests a lack of internal controls. Under D.C. law, government agencies cannot carry debt from fiscal year to fiscal year. That gives the school system — with a budget of more than $900 million — until Sept. 30 to plug the hole. The deficit represents about 2.5% of the budget. The shortfall results from rising personnel costs and cannot be resolved by shifting money within the school system’s budget, according to David Umansky, spokesman for the city’s chief financial officer. Umansky said the school system and mayor’s office are looking for additional city funds to help balance the budget. The school system has instituted a hiring freeze at its headquarters office and has curtailed employee travel and training in recent weeks. Deputy Mayor for Education Paul Kihn said the school system employed more effective and experienced teachers than it had anticipated, which contributed to the deficit. Council Chair Phil Mendelson, D, called the deficit a “huge concern.” Education is the city’s biggest area of spending, and Mendelson said the school system ought to be able to stay in its budget. Region’s transit riders, broken into four groups A new analysis of The PostSchar School survey data found Washington-area residents can be split into four broad categories based on their travel habits, ranging from those most committed to their cars to those who lean heavily on the region’s transit system, ride-hailing apps, bikes and electric scooters. Regionwide, 85% of D.C.-area residents drove their own car to get somewhere in the past year, and a clear 62% majority used their own cars to get around daily, according to the poll. Only 7% of area residents say they ride Metro daily. But analysis shows some commuters are more willing to sample other modes. Here’s a guide to the findings. They represent 18% of the region’s residents. Immigrants wait in fear, but few raids IMMIGRATION The nationwide immigration raids that President Trump said would begin Sunday failed to materialize on the streets of major U.S. cities, even as his statement cast a cloud of fear that kept many families indoors. Immigration enforcement authorities said their plans to track down migrants with deportation orders would continue, but their actions over the weekend appeared more akin to routine actions rather than the mass roundups the president promised. Immigrants and advocates had been bracing for the arrests, which Trump last warned of Friday, saying he wanted agents “to take people out and take them back to their countries.” The long-planned blitz aims to target families who entered the country recently and have received deportation orders. U.S. Immigration and Customs Enforcement regularly arrests and removes immigrants who a judge has deemed should be deported after court hearings. ICE Acting Director Matthew
Albence declined to confirm whether a widespread operation was underway Sunday. “There’s not anything I’m going to say that would jeopardize my officers,” Albence said. “Operationally, we’ll never divulge details that would put our officers at any more risk than they already face in this toxic environment.” Immigrant advocates said the threats have so far been just that, political grandstanding that serves to intimidate families. “Trump can declare victory — he already scared the hell out of people,” said Bill Hing, a University of San Francisco law professor and director of the university’s immigration and deportation defense clinic. Egypt has opened two of its oldest pyramids to visitors for the first time since 1965. As of Saturday, tourists can now visit the Bent Pyramid and its satellite pyramid about 25 miles outside Cairo. WEATHER Tropical Storm Barry continued to slowly rumble across Louisiana on Sunday, bringing waves of rain forecasters warned could lead to dangerous flash flooding. The storm had dropped less rain than initially feared and was expected to weaken throughout the day. But as Barry made its plodding, almost leisurely way through the region, the storm still posed a significant threat, with flash flood watches extending across most of Louisiana and into Mississippi and Arkansas. The National Hurricane Center said Barry could dump up to a foot of rain in some parts of southern and central Louisiana, with 15 inches of rain possible in some areas. “This rainfall is expected to lead to dangerous, life-threatening flooding,” the center said Sunday, adding that these dangerous rains would continue into today. A day after touching down on the Louisiana coast — becoming the first hurricane of the 2019 Atlantic season — Barry was shifting north, according to the National Hurricane Center. The hurricane center reported Sunday afternoon that “the center of Barry will move across the northwestern portions of Louisiana today, and over Arkansas tonight and Monday.”

HEALTH A healthy lifestyle can cut your risk of developing Alzheimer’s or other forms of dementia even if you have genes that raise your risk for these mind-destroying diseases, a large study has found. People with high genetic risk and poor health habits were about three times more likely to develop dementia than those with low genetic risk and good habits, researchers reported Sunday. Regardless of how much genetic risk someone had, a good diet, adequate exercise, limiting alcohol and not smoking made dementia less likely. Researchers at the University of Exeter Medical School in England studied nearly 200,000 people 60 or older with no signs or symptoms of dementia. After about eight years of study, 1.8% of those with high genetic risk and poor lifestyles had developed dementia, versus 0.6% of folks with low genetic risk and healthy habits. Among those with the highest genetic risk, just over 1% of those with favorable lifestyles developed dementia compared to nearly 2% of those with poor lifestyles. “I consider that good news,” said John Haaga of the U.S. National Institute on Aging, one of the study’s many sponsors. “No one can guarantee you’ll escape this awful disease” but clean living can improve your odds, he said. POLITICS President Trump on Sunday assailed a group of Democratic congresswomen of color as foreignborn troublemakers who should go back to the “broken and crime infested places from which they came,” ignoring the fact that the women are American citizens and all but one was born in the U.S. Trump’s tweets prompted a wave of searing condemnation from Democrats, who set aside their rifts to speak as one in calling Trump’s remarks racist and breathtakingly divisive. House Speaker Nancy Pelosi said the president wants to “make America white again.” Rep. Alexandria Ocasio-Cortez of New York, who has jousted for days with Pelosi, said Trump “can’t conceive of an America that includes us.” Trump was almost certainly referring to Ocasio-Cortez and her allies in what’s become known as “the squad.” The others are Reps. LONDON A U.K. newspaper has published more leaked memos revealing a British ambassador’s blunt assessments of the Trump administration, including one in which the envoy to Washington claimed President Trump pulled out of the Iran nuclear deal to spite predecessor Barack Obama. In the May 2018 cable published by The Mail on Sunday, U.K. Ambassador Kim Darroch, above, called Trump’s decision to abandon the international accord “an act of diplomatic vandalism, seemingly for ideological and personality reasons” because the pact “was Obama’s deal.” Darroch wrote the memo after then-Foreign Secretary Boris Johnson visited Washington in a failed attempt to persuade the United States not to abandon the 2015 nuclear agreement. Darroch alleged the White House had no strategy for what would come after its withdrawal. Scotland Yard is hunting for the perpetrator who leaked confidential diplomatic cables to The Mail on Sunday. Last week, the newspaper published memos from Darroch describing the Trump administration as dysfunctional and inept. The publication of the ambassador’s unguarded views cost him his job. A 75-year-old Louisiana woman who founded an African American history museum was discovered dead in the trunk of a car, and police said Saturday that investigators were working diligently to find those responsible. Baton Rouge police Sgt. L’Jean McKneely said investigators were still waiting for a coroner to determine a cause of death for Sadie Roberts-Joseph after her body was found Friday afternoon. The Advocate reported that Roberts-Joseph was the founder and curator of the Baton Rouge African American Museum. The museum sits on the campus of New St. Luke Baptist Church. (AP)
American Airlines said Sunday that it will keep the Boeing 737 Max plane off its schedule until Nov. 3, which is two months longer than it had planned. In a statement, American said the action will result in the cancellation of about 115 flights per day. It said it “remains confident” that the Boeing plane will be recertified this year. But some airline executives are growing doubtful about that timetable. The plane was grounded in March following two deadly crashes. The announcement Sunday marked the fifth time that American Airlines has pushed back the expected time that the Max would resume flying. (AP)

Questions persist after NYC outage NEW YORK A Manhattan power outage that temporarily turned off the bright lights of the big city lasted for only a few hours, but left plenty of questions and calls for investigations Sunday. Con Edison engineers and planners were looking into what happened at a substation Saturday evening that caused the blackout, which stretched 40 blocks from Times Square to the Upper West Side for about four hours. Officials definitively ruled out either cyber- or physical acts of terrorism of any kind. Thousands of people crowded the streets Saturday evening, using their cellphones as flashlights while they tried to stay cool on the humid July evening as temperatures hit the low 80s. Sen. Charles Schumer, D-N.Y., said Sunday the Department of
Energy’s Office of Electricity should investigate the work being done by Con Edison to maintain and upgrade the city’s power grid. He added that “this type of massive blackout is entirely preventable with the right investments in our grid,� and encouraged a thorough investigation. New York Gov. Andrew Cuomo and New York City Mayor Bill de Blasio, a Democrat who was criticized for being on the presidential campaign trail when the outage happened, said they would direct agencies under their control to look into what happened. “You just can’t have a power outage of this magnitude in this city,� Cuomo said Saturday. “It is too dangerous, the potential for public safety risk and chaos is too high. WIMBLEDON For nearly five tight, tense and terrific hours, Novak Djokovic and Roger Federer traded the lead, playing on and on until an unprecedented fifth-set tiebreaker was required to settle their memorable Wimbledon final. In the end, it was Djokovic who emerged victorious, coming back to edge Federer 7-6 (5), 1-6, 7-6 (4), 4-6, 13-12 (3) and become the first man in 71 years to take home the trophy from the All England Club after needing to erase championship points. “Unfortunately in these kinds of matches, one of the players has to lose,” Djokovic said Sunday. “It’s quite unreal.” After facing two match points at 8-7 in the last set, he wound up
claiming his fifth Wimbledon title and second in a row. This triumph also earned Djokovic, 32, his 16th Grand Slam trophy, moving him closer to the only men ahead of him in tennis history: Federer owns 20, Rafael Nadal 18. “I just feel like it’s such an incredible opportunity missed,” said Federer, who had 14 more points, 218-204. “I can’t believe it.” Federer, who will be 38 on Aug. 8, has ruled grass courts since the early 2000s; he has won Wimbledon eight times dating to 2003, and this was his record 12th appearance in the title match. It won’t be that easy. They’ve both changed since those days. On the surface, trading Chris

‘Friends’ forever? Please move on from old sitcoms. all those “Office” fans for its own streaming service; AT&T, which now owns everything Warner, wants to lure “Friends” fans to the new HBO Max. How will Netflix customers possibly cope? Perhaps we could interest them in all the new shows now available to TV addicts, across all platforms: the 500 or so dramas and comedies currently produced for the American market; hundreds more imported from other countries; and nearly countless titles in the non-scripted/reality genres. It must be somewhat galling to creators, producers, networks, writers, craftspeople and actors to live with the idea that, despite all their work to deliver some of the finest programming ever made, millions of people still habitually zone out to 201 episodes of the American version of “The Office,” which aired on NBC from 2005 to 2013, and 236 episodes of “Friends,” which also aired on NBC, from 1994 to 2004. At the very least, we can agree that both shows were excellent in their day. Where this

As your lowercase-f friend, may I suggest that you’ve seen more than enough reruns of “Friends” and “The Office” and that it is long past time to move on? I recognize the primal comforts offered by each, but I cannot condone this cultural rut, this zombielike obsession with two old shows. In recent licensing deals that everyone saw coming from miles away, “The Office” and “Friends” will leave Netflix in the next year or two. For reasons we can ponder but never truly know, the full libraries of these classic sitcoms rank among the streaming service’s most-watched offerings. That Netflix is losing them is one of the industry’s biggest stories of the year. Blah. The rights to these reruns, worth hundreds of millions of dollars, make absolute sense as competing providers gird themselves for a streaming showdown with Netflix. NBC, which is to say Comcast and Universal, wants to reclaim

As cozy as it is hanging out with your old buddies from “The Office” and “Friends,” maybe it’s time to get out there and meet some new pals.
The “Suits” spinoff focuses on Jessica Pearson (Gina Torres) as the brash lawyer leaves New York for Chicago, and a role representing the administration of a potentially corrupt mayor (Morgan Spector).

gets dangerous, as we have seen time and again, is when fans insist on resurrection. What would it take to reunite the “Friends”? When will the “Office” gang re-up? “I love all those people, but I just don’t think it’s the best idea,” former “Office” star Steve Carell said last fall on “Saturday Night Live.” “Maybe we should just leave it alone.” As for “Friends,” co-creator Marta Kauffman told Rolling Stone in March that “there are several reasons” to avoid a revival. “One, the show is about
a time in your life when your friends are your family. It’s not that time anymore,” she said. “Two, I don’t know what good it does us.” As the “Friends” theme song goes, “I’ll be there for you.” But those words referred to the bond among its characters. They were not an eternal promise to generations yet to come, and they should not have to be your friends forever. Let television take you somewhere, anywhere, everywhere else.

Richly sketched: ‘Alternatino’ crafts impeccable satire Pitbull is the swaggering rap star who chose his nom de stage because “the dog is too stupid to lose.” But what would happen if a stranger at a bar saw him flirting with women and said, “You’re a douche”? That’s how it goes in “Pitbull’s Moment of Reckoning,” an achingly funny four-minute skit in the new Comedy Central comedy series “Alternatino” (10:30 p.m. Tuesdays). “Am I a douche?” Pitbull wonders ruefully. Back home in his mansion, he looks at a painting of himself pouring booze on a scantily clad woman’s rear and knows the answer. Pitbull is portrayed by the Guatemalan-born actor Arturo Castro, an executive producer and writer for the program and also its star. With mischievous eyes and thin, prim lips, Castro has a face designed for comedy. In “Alternatino,” Castro’s finely tuned and wide-ranging sense of humor is on full display. Sometimes he’ll play off a single theme in a series of skits, and sometimes an episode is
a random comedic stew, a la “Saturday Night Live.” Castro can be gross and goofy as the “drunkest person at the wedding,” a woman unafraid to sabotage wedding toasts and the wedding cake. And he’s also unafraid to tackle the comedy taboo of dying children, oozing earnestness as the dad of a boy requesting a “final wish” because of a life-threatening condition: to never meet Macklemore. “He just hates the guy’s whole vibe,” Castro’s character says mournfully. The sharpest satire reflects Castro’s heritage and political side. In one sketch, he plays a no-nonsense ICE agent, explaining how America will no longer cage immigrant children but will keep them “cagefree!” — roaming in a field surrounded by an electrified fence, subsisting on a grassfed diet and given “absolutely no antibiotics.” Then he does a bed check and nonchalantly delivers a killer punchline: “Still no eggs, though.”

Ed Sheeran confirmed Friday for the first time that he and longtime girlfriend Cherry Seaborn are married. British media previously reported the pair wed this past December in front of about 40 friends and family. In an interview with Charlamagne tha God to promote his album “No.6 Collaborations Project,” Sheeran talked about how he wrote the song “Remember the Name,” which refers to “my wife.” “I knew that we’d be married by the point that the song came out,” the singer-songwriter said. Sheeran, 28, and Seaborn, 26, announced their engagement in January 2018. (AP)
