A municipal employees’ union has filed a grievance because Western Michigan University hired goats this summer to clear 15 acres on campus. The university rented the goats from Munchers on Hooves, which said a goat consumes 3 to 5 pounds of vegetation per day and leaves behind natural fertilizer. The university in Kalamazoo said it is addressing the grievance and that no school workers have been laid off in favor of the goats. (AP)

Saga of bald eagles has feel-good ending

This injured bald eagle, found July 1 in Southeast D.C., was released back into the wild last week.

“We thought it was one of the ones from that nest,” said Dan Rauch, a wildlife biologist with the District’s Department of Energy and Environment. Specialists thought the animal was Justice, Rauch said. Whatever its identity, the eagle seemed to need help. After examination at City Wildlife, the rescue and rehabilitation center in D.C., the

eagle, still thought to be Justice, was sent to a wildlife center in Delaware for further observation. While it was there, an important event occurred. In the second week of July, the true Justice, the male of the police academy pair, returned to the nest, wildlife authorities said. So the eagle being treated in Delaware was not Justice. It was, rather, one of the more than 16,000 other eagles thought to inhabit the United States. The mystery eagle was flying well in a flight cage at the Delaware center last week, said Paula Goldberg, the executive director of City Wildlife. On Thursday, the Delaware center said the eagle, after demonstrating its readiness, “was returned to the skies.” It was fitted with a leg band for identification. So far, no bird with that band has been spotted again, Rauch said. Nobody can say where the eagle was headed. But no news appears to be good news. MARTIN WEIL AND RACHEL CHASON (THE WASHINGTON POST)

Mild summer? It’s really one of the hottest. Believe it or not, Sunday marked the midpoint of meteorological summer (June 1 to Aug. 31) — and it’s been substantially hotter than normal. The National Weather Service says this summer so far ranks as the sixth-hottest in records dating back to 1872. It has averaged 79.1 degrees in D.C., 2.3 degrees above normal. These numbers may come as a surprise, as the heat’s intensity has mostly been mild. But it’s been persistent. We’ve logged 23 days at or above 90 degrees, six above normal for the year to date. Rush-hour traffic truly went to the dogs in one Baltimore tunnel. The Maryland Transportation Authority said traffic was halted in part of the Fort McHenry tunnel Monday morning after a dog was spotted walking in the road. Traffic was stopped for about a half hour in one tube of the tunnel that goes beneath the Patapsco River before the dog was finally caught, officials said. (AP)

THE DISTRICT Good news about bald eagles is in the air: An eagle that was reported missing from its nest near D.C.’s police academy has returned. And an eagle that was found in distress near the academy, and was once thought to be the missing eagle, has thrived in the interim. It has been released, hopefully to soar as one more free-flying embodiment of the spirit of America. The tale, featuring not one, but two of the majestic creatures, began in Southeast on July 1. That afternoon, an eagle was found on the ground, unable to fly, near Eighth and Xenia streets SE — about a mile and a half from the police academy, where two eagles, Liberty and Justice, had long been under video watch and thus turned into local celebrities. As it happens, the grounded eagle was found at the time that one of the two academy eagles was missing.

STERLING, VA. The Trump family has offended many sectors of establishment Washington since their arrival in the nation’s capital. But 30 miles north of the White House, a conflict is now brewing on the banks of the Potomac River that pits the president’s interests against those of a very different — if no less zealous — constituency. One armed with paddles. Citing security concerns, the U.S. Coast Guard says it is adopting a policy of periodically cutting off access to roughly 2 miles of the Potomac where it borders Trump National Golf Club in Sterling, Va. The restrictions would clear the water when Trump or other senior officials in his government decide to spend a day on the back nine. The buffer zone is stoking concern and opposition among recreational users of the river. The proposed shore-to-shore security area includes Riley’s Lock, the embarkation point for a summer camp and a kayaking program for wounded and disabled veterans. “It’s just heartbreaking,” said John Deitle, 41, who served a combined five tours with the Marines in Afghanistan and Iraq and receives treatment at Walter

Driverless cars may be hitting Va. roads soon The state of Virginia is moving forward with testing the possibility of allowing autonomous, or self-driving, cars on express lanes of Interstates 95 and 495 in Northern Virginia. WTOP reports Virginia’s transportation board is set to approve an agreement Wednesday that would permit new testing to move forward. Tests would focus on whether autonomous vehicles could communicate with each other and successfully run in the same lanes as regular traffic. The tests would also determine what wireless communication tools may be needed to keep the self-driving vehicles on track. Some tests would require express lanes to be closed; others could be conducted during “light traffic conditions.” (AP)

D.C. officials say doctors can start the process of prescribing life-ending drugs to terminally ill patients, setting up a showdown with Republicans in Congress trying to void the city’s assisted suicide law. City officials say the rules and regulations to implement the law took effect Monday, adding the District to six states that authorize the practice. The move comes a week after a U.S. House panel voted largely along party lines to advance a measure that would repeal the city’s “Death With Dignity Act.” That language must still be approved by the full House, Senate and the president. Officials: Motorist drove into barrier, police car A driver struck a barrier and a police car near the Library of Congress on Monday, injuring a Capitol Police officer, the police said. The officer was treated for minor injuries. Capitol Police said there was no evidence to indicate any link to terrorism. Student’s fatal fall from high-rise called accident Police said it appears that a Johns Hopkins University student athlete found dead last week accidentally fell to her death from a high-rise building near the campus. Baltimore police spokesman T. J. Smith said Monday that it appears that Abigail Bastien of Sandusky, Ohio, fell a significant distance. Smith said police are still awaiting toxicology results, but “everything points” to her death being accidental. Bastien, who was entering her sophomore year, was a sprinter on the track and field team and a member of the Alpha Phi sorority. (AP)

UAE denies role in Qatar hacking U.S. intel officials say false, planted quotes caused current crisis MIDDLE EAST The United Arab Emirates orchestrated the hacking of Qatari government news and social media sites in order to post incendiary false quotes attributed to Qatar’s emir, Sheikh Tamim Bin Hamad al-Thani, in late May that sparked the ongoing upheaval between Qatar and its neighbors, according to U.S. intelligence officials, The Washington Post reported Sunday. In a statement released in Washington by its ambassador, Yousef al-Otaiba, the UAE said The Post article was “false.” “What is true is Qatar’s behavior. Funding, supporting, and enabling extremists from the Taliban to Hamas and Qadafi. Inciting violence, encouraging radicalization, and undermining the stability of its neighbors,” the statement said. Officials became aware last week that newly analyzed information gathered by U.S. intelligence agencies confirmed that on May 23, senior members of the UAE government discussed the plan. The officials said it

remains unclear whether the UAE carried out the hacks itself or contracted to have them done. The false reports said that the emir, among other things, had called Iran an “Islamic power” and praised Hamas. Citing the emir’s reported comments, the Saudis, the UAE, Bahrain and Egypt immediately banned all Qatari media. They then broke relations with Qatar and declared a trade and diplomatic boycott, sending the region into a political and diplomatic tailspin that Secretary of State Rex Tillerson has warned could undermine U.S. counterterrorism efforts against the Islamic State. More than 10,000 U.S. troops are based at Qatar’s al-Udeid Air Base, the U.S. Central Command’s regional headquarters, and Bahrain is the home of the U.S. Navy’s 5th Fleet. The conflict has also exposed sharp differences between President Trump — who has clearly taken the Saudi and UAE side in a series of tweets and statements — and Tillerson, who has urged compromise and spent most of last week in shuttle diplomacy among the regional capitals that has been unsuccessful so far. POLITICS Senate Republican leaders returned to the Capitol on Monday pledging to press ahead with plans to pass a sweeping overhaul of the nation’s health care system — but uncertainty about the health of Sen. John McCain, R-Ariz., has thrust the future of their flagging effort deeper into doubt. In a speech on the Senate floor, Majority Leader Mitch McConnell, R-Ky., said he spoke with McCain on Monday morning and that “he’ll be back with us soon.” The Arizonan is recovering at home from surgery to remove a blood clot above his left eye that involved opening his skull. McConnell also vowed to keep the effort going to rewrite much of the Affordable Care Act. He lacks the votes to pass it without McCain in the Senate. However, the timetable on which that could happen was not clear. McCain, 80, is awaiting the results of tissue pathology reports “pending within the next several days,” the hospital treating him said in a statement over the weekend. He will be away from the Senate for at least the rest of the week. The most common causes of blood clots in the head, especially for older people, are falls, car crashes and other events

Spokespeople for the two Republicans confirmed they still intend to vote against bringing the bill to the Senate floor. If Republicans can round up 50 votes, Vice President Pence can break a tie in their favor.

The chubby bear has been on censors’ radar since 2013, when social media users began noting his resemblance to President Xi Jingping. The Communist Party, which bristles at criticism, does not appreciate the comparison. Various news outlets have reported on a renewed crackdown lately. Mentions and images of Winnie-the-Pooh have been disappearing from Chinese social network sites, The New York Times reports. Hearing loss may be clue to mental decline HEALTH Researchers have identified hearing loss and verbal fluency as new factors that can provide clues about cognitive health and aid in early detection of Alzheimer’s and other dementias. A study conducted by University of Wisconsin (UW) researchers found a link between hearing loss and mild cognitive impairment, which can be a precursor to Alzheimer’s disease. The study tracked a group of 783 people enrolled in the Wisconsin Registry for Alzheimer’s Prevention (WRAP), a study group of middle-aged people with a parental history of Alzheimer’s. Those who reported hearing loss were found to be more likely to score poorly on cognitive tests and roughly three times as likely to have mild cognitive impairment four years later, compared with those who reported normal hearing. Another UW study found a link between speech and early mild cognitive impairment. Researchers analyzed two one-minute speech samples, taken two years apart, from 264 participants drawn from WRAP. Based on testing over eight to 10 years, a quarter of the participants were identified as having early mild cognitive impairment, and this subset was found to have declined faster in verbal fluency in the samples. A Jordanian soldier was sentenced Monday by a military court in Amman to life in prison after being convicted of killing three U.S. military trainers last year. Jordan has ruled out terrorism in the November shooting, in which a convoy of U.S. Army Green Berets came under fire at a Jordanian air base entrance. First Sgt. Marik al-Tuwayha has said he felt no animosity toward Americans and opened fire because he believed the base was coming under attack. Relatives of the slain U.S. troops have described footage that they say shows al-Tuwayha firing at the Americans for six minutes, even as they identify themselves. (AP)

Afghanistan’s protracted war killed a record number of civilians during the first six months of this year, according to a U.N. report released Monday, which blamed the majority of the deaths on bombings by insurgents. U.N. High Commissioner for Human Rights Zeid Ra’ad al-Hussein said the “horrifying” figure of 1,662 people killed between January and June of this year “can never fully convey the sheer human suffering of the people of Afghanistan.” Insurgent attacks killed 1,141 civilians, a 12 percent increase over the same period last year, according to the report, which said such attacks wounded 2,348. An American scholar jailed in Iran for espionage is “linguistically gifted” and had “unbounded intellectual curiosity” in the pursuit of his doctorate at Princeton University, his adviser said Monday, adding to a portrait of the graduate student whose 10-year sentence was announced by Iran on Sunday. IMMIGRATION The Department of Homeland Security on Monday announced a one-time increase of 15,000 additional visas for low-wage seasonal workers for the remainder of this fiscal year, a seeming about-face from President Trump’s “Hire American” rhetoric, following heavy lobbying from fisheries, hospitality and other industries that rely on temporary foreign workers. The increase represents a 45 percent bump from the number of H-2B visas normally issued for the second half of the fiscal year, senior Homeland Security officials said Monday. The visas are for workers taking temporary jobs in the seafood, tourism, landscaping, construction and other seasonal industries — but not farm laborers. Businesses can begin applying for the visas this week, but must first attest that their firms would suffer permanent “irreparable harm” without importing foreign workers. They will be required to retain documents proving that they would not otherwise be able to meet their contractual

MINNEAPOLIS Justine Damond called police late Saturday to report what she thought was a sexual assault occurring in an alley near the home she shared with her fiancé. But shortly after two officers arrived in her upscale neighborhood, the call turned deadly when one of them shot Damond. It is unclear why an officer opened fire on Damond, a 40-yearold yoga and meditation teacher from Australia who was to wed next month. Her death immediately drew renewed scrutiny of police officers in the Twin Cities area for their use of deadly force. The area is still reeling from two police-involved shootings that set off protests and prompted nationwide calls for officers to wear body cameras. One of the cases again led to rallies recently when an officer who shot a black man on a traffic stop was acquitted. Damond’s death, one of more than 500 fatal shootings by police in the U.S. this year, also has raised serious concerns in her home country. Now that Kirk Cousins is locked into a franchisetag deal for this season, the focus turns to 2018. Here are the options for the Redskins and team president Bruce Allen, below, if they want to retain their QB. (TWP)

REDSKINS Once again, the Redskins and Kirk Cousins stood pat. And once again, Washington’s quarterback situation will lack clarity beyond the next 12 months. As expected, the NFL’s 4 p.m. deadline passed Monday, and Cousins and the team failed to reach a long-term deal. That means he will play a second consecutive season under the team’s franchise-player tag, entitling him to a salary of $24 million. The Redskins will have to wait until next year’s offseason before they can resume negotiations on a multiyear contract for Cousins. People familiar with the negotiations had long maintained that the Redskins had virtually no chance to sign the sixth-year veteran to a long-term contract this offseason, despite repeated public declarations that they wanted to do so. Many league insiders believed that to have a legitimate chance of re-signing Cousins, Washington would have had to offer more than it did.

After the deadline passed Monday, team president Bruce Allen told reporters that the club made an offer May 2 that would have included $53 million guaranteed, and in the event of an injury, Cousins would have received $72 million. “The deal would have made him at least the second-highestpaid player by average per year in NFL history,” Allen said. “But despite our repeated attempts, we have not received any offer from Kirk’s agent this year.” Projections based off the quarterback market called for roughly $88 million guaranteed over the life of a five-year deal, including $58 million at signing. Former NFL agent Joel Corry said he thought that to have a shot at Cousins, the Redskins would need to exceed the $60 million in guaranteed money the Dolphins paid to defensive lineman Ndamukong Suh in 2015 and approach the $87 million guaranteed overall the Colts paid to quarterback Andrew Luck last year. But a person with knowledge of the talks said the offer gave Cousins little incentive to sign because only two of the five seasons on the deal came with guaranteed money. According to a source, that offer also included an average salary in the low $20 million range for 2019-2022. M.J.

agent, Mike McCartney, believed Cousins deserved to be paid like one of the top players at his position after proving himself in back-to-back seasons. Last year, the Redskins offered Cousins roughly $4 million less annually than what McCartney asked, saying they wanted to see Cousins prove his 4,000-yard 2015 production wasn’t a fluke. Cousins played on the franchise tag in 2016, earning

$19.95 million (the average of the top five QB salaries) and threw for nearly 5,000 yards, earning a Pro Bowl invitation while leading Washington to back-to-back winning seasons for the first time in 20 years. The starting point for negotiations, according to the Cousins camp, should have been around $24 million a year. The Redskins initially offered $20 million per year with limited guarantees Neither side budged, so Washington had to use the tag again. The Redskins could have traded Cousins after using the tag, or they could have hammered out a long-term deal. No trade suitor was willing to meet the asking price, which league insiders said was two first-round picks. People familiar with Cousins’ thinking said that he wasn’t upset over the lack of a better offer. Instead, he’s excited to see what he can do in a third season as starter. Kicking the soda habit You already know it’s bad for you — here’s how to stop drinking it completely

PERSPECTIVE It’s no secret that we shouldn’t be drinking so much soda. Study after study has linked the sweet drink with obesity and Type 2 diabetes, spurring many to switch to artificially sweetened drinks. But even diet sodas have come under fire, with a 2014 study in the American Journal of Public Health suggesting that diet soda isn’t promoting weight loss or helping people take in fewer calories. Worse yet, new research suggests that drinking diet soda may speed up brain aging and increase the risk for stroke, dementia and Alzheimer’s disease. A recent study of nearly 3,000 participants over age 45 examined whether the consumption of sugary or diet beverages was linked to stroke and dementia risk over a 10-year period. The study, published in

By age 19, teenagers are about as active as 60-year-olds, according to a new study involving 12,529 Americans ages 6 to 85, in which researchers mapped how physical activity changes over a lifetime. The participants, part of the 2003-2004 and 2005-2006 cycles of the National Health and Nutrition Examination Survey, wore accelerometers to measure movement for seven straight days. (Researchers counted all types of movement, not just exercise.) Her? A vegetarian? When pigs fly! Q. How do you handle a person who claims they are vegetarian but they secretly eat meat? My roommate calls herself a vegetarian all the time, and yet I see her get pepperoni pizza or have a turkey sandwich or whatever. It drives me crazy that she’s so full of it and deceiving others. IRRITATED ROOMMATE It’s not up to you to be spearheading a Carnivore Inquisition. She’s presumably not entering contests for Vegetarian of the Year or creating a lifestyle startup based on her food choices, so her relationship with others vis-a-vis her vegetarianism is not your responsibility. In your own interactions with her, you can choose whether to contradict her if she makes claims that don’t

hold up. And you can file away your own judgments about her behavior in any way you choose — perhaps it really does say something about her truthfulness, impulse control, image-consciousness, how self-serving she is, whatever. But taking it upon yourself to spread evidence of her contradictions to others seems a waste of energy and a needless addition of stress and conflict.

Here is where the demarcations of girlfriend/partner/roommate/friend matter less than just being a human connected to another human in need. Of course his being injured shouldn’t force you to stay in a romantic relationship, but as his companion of three years and presumably his “emergency contact,” pulling the plug on your interactions altogether seems cruel (abusive or toxic relationships notwithstanding). The more you can genuinely offer post-breakup support, the more you’re being true to what human connection is all about, labels be darned. Of course, once you initiate the break, he may not want you hanging around to give him rides; that’s his choice. Overall, just be kind. MUSIC With the money from CDs and digital downloads disappearing, the music industry has pinned its hope for the future on online song streaming, which now accounts for the majority of the $7.7 billion U.S. music market. But the biggest player isn’t one of the names most associated with streaming — Spotify, Amazon, Pandora or Apple. It’s YouTube, which accounts for 25 percent of all music streamed worldwide, far more than any other site. Now, YouTube is locked in a bitter battle with music labels over how much it pays to stream their songs. The music industry claims YouTube has avoided paying a fair-market rate by hiding behind broad legal protections. In the United States, that’s the “safe harbor” provision, which essentially says YouTube is not to blame if someone uploads a copy-protected song, unless the copyright holder complains. The industry has pressed its case to regulators around the world in hopes of a change. Now, the battle is heating up as the European Union is expected to release new rules later this year for how services such as YouTube handle music, potentially upending some of the copyright protections that undergird the internet. But YouTube is not backing down, stressing the benefits to

musicians of promotion on one of the web’s most popular sites. YouTube also warns against attacks that could reduce competition among streaming services. “The industry should be really, really careful because they could close their eyes and wake up with their revenue really concentrated in two, three sources,” says Lyor Cohen, YouTube’s global head of music. The dispute boils down to what YouTube pays for songs. Online streaming works like a digital jukebox, with fractions of a penny paid each time a song is played. The money comes from ads and subscriptions. Musicians from Arcade Fire to Garth Brooks to Pharrell

Williams say they earn much less when their songs are played on YouTube than on a service such as Spotify — even though many listeners use these services in the same way (with search and song recommendations). YouTube pays an estimated $1 per 1,000 plays on average, while Spotify and Apple Music pay a rate closer to $7. YouTube admits that it pays less for songs. But it also points to its use of a Content ID system that checks for violations by comparing songs in new uploads against a database of claimed songs, capturing 99.5 percent of copyright complaints. It also has licensing deals with music labels large and small, and pays $ 1 billion in song

royalties worldwide each year. Still, Irving Azoff, the legendary manager for acts such as the Eagles and Christina Aguilera, said he has one artist — whom he declined to name — who gets 33 percent of her online streams from YouTube but only 10 percent of her streaming revenue. Smaller acts see it, too. Zoe Keating, an instrumental cello player, provided a statement from YouTube showing that she earned $261 from 1.42 million views on YouTube. In comparison, she earned $940 from 230,000 streams on Spotify. “YouTube revenue is so negligible that I stopped paying attention to it,” Keating says. TODD C. FRANKEL (THE WASHINGTON POST)

When you learn a beloved actor has died, your thoughts might go to their most important and memorable work. So I’m slightly embarrassed to admit that when I heard Martin Landau had died Saturday at 89, my mind flashed to “Entourage,” HBO’s sitcom about the entertainment industry, which ran from 2004 to 2011. I know it’s unfashionable to appreciate “Entourage,” but hear me out. Landau played Bob Ryan, an aging Hollywood power player desperate to stay in the game. Ryan’s movie pitches were hokey and dated, often ending in the question “Is that something you might be interested in?” He could have been a fossil, a mere joke. Landau defied that possibility, bringing a wounded dignity to the part. The character was selfaware enough to know that while he had produced great movies, he was perpetually in danger of being ignored and condescended to. His role provided a nice bit of acting about what it means to age, to fear being forgotten and to recognize that you may have one last shot at relevance and the feeling of connection that comes with continuing to work. His character doesn’t make “Entourage” a great show, but it was a nice metric of Landau’s ability to give a character a distinctive walk. It’s wonderful when actors get terrific material; it’s also worth recognizing when actors improve everything they touch. ALYSSA ROSENBERG (TWP)

Baby fated to be a French aristocrat “Get Out” writer/director Jordan Peele and “Brooklyn Nine-Nine” star Chelsea Peretti have welcomed their first child together, a boy named Beaumont Gino Peele. E! News reported that the baby was born on July 1. The married couple broke their pregnancy news in February. R. Kelly is being accused in a BuzzFeed News report of holding multiple women “prisoner” as part of an abusive “cult.” Two families said their daughters — ages 18 and 19, respectively — are being held captive at Kelly’s properties in Atlanta and Chicago. Three former members of Kelly’s inner circle said they’ve seen half a dozen women at homes, saying Kelly dictates “what they eat, how they dress, when they bathe, when they sleep, and how they engage in sexual encounters that he records.” The mother of an alleged victim said she last saw her daughter in December 2016. “It was as if she was brainwashed. Ryan Phillippe posted a picture of himself laid up in a hospital bed with a broken leg following what he called a “freak accident.” Phillippe wrote in the caption of his Instagram post Monday that he’s “going to be ok.” The picture shows him with a bandage on his leg and a swollen foot. He later tweeted that he broke his leg at a family outing Sunday and it required “surgical attention.” (AP)
