A dog that saw a baby deer in danger of drowning in Long Island Sound on Sunday jumped in and dragged it to shore. The daring rescue was caught on video by his owner, Mark Freeley. It shows Storm retrieving the fawn, then lying next to it on shore and nudging it with his nose. Freeley says animal rescuers soon arrived and the deer ran back into the water. They used a rope to pull it back in. It’s now recovering at an animal rescue center. (AP)
An astronomy buff and her fiance want to make sure nothing eclipses their Missouri wedding ceremony. ARLINGTON The dark mass spreading from the boarded-up, second-story window of an old supply building caught the attention of David Mueller as he was driving by. Mueller, a part-time beekeeper who lived nearby in Arlington’s Nauck neighborhood, knew what he was seeing: bees, perhaps 70,000 of them, builders of an enormous hive that had grown around the window in the three months since the building had been vacant. “It was 6 or 7 inches deep and 48 inches long at its longest point,” Mueller said Monday. “But walking by, if not paying attention, you wouldn’t notice it.” The building was purchased last year by Arlington County, which intends to demolish it. That meant the beehive was in serious danger. Mueller called Chikwe Njoku, one of the county’s neighborhood

On a scorching July 1, he and his wife, Emily, both members of the Northern Virginia Beekeepers Association, donned full protective attire and approached the brick structure. “The biggest issue was the heat,” Mueller said, describing the hive as the largest he and his wife have ever moved. “At 95 degrees, the wax is very, very soft and the
honey is very, very heavy.” They were almost finished when they spotted the queen bee walking on the plywood that had boarded up the window. They plucked her up and put her on the hive with as many of the other bees as they could capture. The bees, who appear to have moved in after the building closed in March, “weren’t happy,” Mueller said. Honeybees can build “a very large hive in a very short time,” Mueller said, especially when the honey-making season of summer is approaching. The couple harvested armloads of honey, which Mueller said is not fit for human consumption because the building windows contained lead paint and unsanitary surroundings. They plan to strain it and return it to the hive, which they have moved to a community garden at 10th and Barton streets, for the bees to consume as they continue their work. “The bees will need it to get through the winter,” Mueller said. PRINCE WILLIAM COUNTY, VA. Democrat Danica Roem, the transgender ex-journalist who is challenging Del. Robert G. Marshall in Prince William County, far outpaced the conservative Republican in fundraising last month, an early indication that her campaign is drawing significant interest from inside and outside Virginia. Roem, 32, raised $85,637 between June 2 and 30, according to campaign disclosures released Monday by the Virginia Elections Department. Marshall, 73, collected $4,585 during the same period. The two candidates offer stark differences to voters in the changing 13th District, with Roem pushing to be the first openly transgender person elected in Virginia, and Marshall, a longtime foil to the LGBT community, reflecting a conservative streak that remains in the area he has represented since 1992. Marshall sponsored Virginia’s constitutional amendment barring same-sex marriage — which stood until the U.S. Supreme Court declared such prohibitions unconstitutional — and this year proposed a “bathroom bill” that would have kept transgender people from using public

In her effort to unseat an incumbent seeking his 14th term in office, the former reporter has launched an aggressive campaign since she prevailed in the Democratic primary last month, knocking on voters’ doors each week in search of support this November. “We’re building a campaign that can win, and we don’t have to sell out our values to do it,” Roem said. “I’ll be able to demonstrate through governing that a tra transgender person who has
in-depth knowledge about the public policy issues affecting her district and has long-standing ties to her community can succeed in politics and government.” Roem received a mixture of large donations from people outside Virginia and amounts of as little as $25 from people in Virginia. Marshall’s report shows that he has so far relied mostly on donors from in and around the district. He argued that the outside money going to Roem’s campaign shows that she does not have the support she needs from voters. “Am I talking to voters all the time? Chipotle said it temporarily closed a restaurant in Sterling, Va., after reports that customers had become ill, a possible setback in the chain’s efforts to recover from past food scares. The company says it shut down the location Monday after becoming aware of a “small number” of reported illnesses. It said it is working with health authorities to understand the cause, but the reported symptoms are consistent with norovirus. Chipotle said it planned to reopen the restaurant Tuesday after a “complete sanitization.” Chipotle Mexican Grill’s shares fell more than 4 percent Tuesday, after Business Insider reported the closure in Virginia. The Denverbased company noted that norovirus does not come from its food supply and said it is safe to eat at its restaurants. (AP)

Montgomery County Council votes to oppose new Potomac River crossing
One man has been arrested and police say they’re looking for a second after a 1-year-old boy was injured in an exchange of gunfire. Police Chief Peter Newsham said Derrick Watson, 39, was arrested Tuesday and charged with assault with a dangerous weapon in the July 10 shooting. Police say the boy was hit more than once. Metro safety commission gets approval in House The House approved legislation Monday giving the go-ahead for a new safety watchdog for Metro. After a series of critical lapses, the Obama administration directed the Federal Transit Administration in late 2015 to oversee safety for the Washington Metropolitan Area Transit Authority. The legislation is the final piece in creating the commission. However, the federal transit agency will continue to oversee safety until it determines that the new entity is capable of meeting its responsibilities. (AP)

In the current environment, the civil service discussion has largely focused on efforts to fire feds faster. NAPA, which takes a structural approach to civil service reform, rejects that accountability just means dismissals. Under NAPA’s design, agencies would have substantial latitude in developing personnel systems specific to their individual missions. “This includes flexibilities for staffing, pay, promotion, employee engagement, employee assessment, career paths and motivation for high fliers, and strategies for dealing with poor performers,” according to the report. Under a federated system, NAPA envisions that agencies would “compete effectively to hire, motivate, and retain the mission-specific talent they need.” With this decentralization, the role of the Office of Personnel Management likely would diminish. Putting the mission first does not mean agencies could abandon the merit principles that are at the core of the civil service system, but the report

In the boiling debate over the federal civil service system, a congressionally chartered think tank offers this stark assessment: “The federal civil service system is broken. This breakdown undermines the federal government’s ability to meet the needs of its citizens.” The National Academy of Public Administration (NAPA) rejects moderate fixes and recommends a fundamentally new approach — a federated personnel system giving each agency more power. The report released Tuesday says its title, “No Time to Wait,” was chosen to reflect a “sense of urgency.” NAPA looked at the big picture and found it is not pretty. Bill Valdez, president of the Senior Executives Association, agreed with the report’s findings. “The civil service system is badly in need of updating, as might be expected of any personnel system that is nearing 40 years of age,” he said. “Today’s system is a cumbersome patchwork that more resembles a Frankenstein monster than a well-thoughtout 21st-century workforce

says that “agencies should be able to tailor these principles to their missions.” That sounds OK in theory, but in practice it would result in one boss, Uncle Sam, having many different systems for his employees. Inevitably, some agencies would have better systems than others, meaning that employees, and ultimately taxpayers, would be

A. First, remember that these are only proposals. Two would affect both future and current retirees, meaning your retirement date would not matter. One would reduce inflation adjustments for Civil Service Retirement System retirees; the other would end them for Federal Employees Retirement System (FERS) retirees — although their Social Security benefits would remain inflation-protected. Others would apply only to those retiring in the future. One would base benefits on the highest five years of salary rather than three. Another would end a supplement paid to those who retire under FERS before age 62 until they can draw Social Security upon turning 62. You could avoid those changes by retiring ahead of them, if you are eligible. Similarly, you could avoid a proposed increase in what most employees pay toward retirement. Trump’s plan called for the changes to take effect Oct. 1 (in practice, changes to inflation adjustments would not apply until the next payout, in January). However, they are now in the congressional budget process, which could continue well beyond then. If — a big if — Congress accepts them, it would set effective dates. Keep watching. POLITICS Despite opposition from Republican moderates and conservatives, House leaders are pressing ahead with a budget plan whose success is critical to the party’s hopes to deliver on one of President Trump’s top priorities — a GOP-only effort to overhaul the tax code. The importance of the measure has been magnified by the cratering in the Senate of the Trump-backed effort to repeal former President Obama’s health care law, leaving a rewrite of the tax code as the best chance for Trump to score a major legislative win this year. The measure would require about $200 billion in cuts to benefit programs and other so-called mandatory spending coupled with the tax plan. The budget plan unveiled Tuesday is crucial because its passage would pave the way to pass a tax overhaul this fall without the fear of a filibuster by Senate Democrats. But it also proposes trillions of dollars in cuts to the social safety net and other domestic programs and puts congressional Republicans at odds with Trump over cutting Medicare. It also would sharply boost military spending. Unclear is whether GOP leaders can get the budget measure

It would do so by slashing $5.4 trillion over the next decade, including about $500 billion from Medicare and $1.5 trillion from Medicaid and the Affordable Care Act, as well as cuts to benefits such as federal employee pensions, food stamps and tax credits for the poor. In the immediate future, the GOP measure would add almost $30 billion to Trump’s $668 billion request for national defense. It would cut non-defense agencies by $5 billion. POLITICS As divisions between the two main ideological camps within the GOP widened Tuesday, Republicans were scrambling to contain the political fallout from the collapse of a months-long effort to rewrite former President Barack Obama’s signature domestic accomplishment. President Trump predicted Tuesday that Republicans would wait for the federal insurance market to collapse and then work to broker a deal to rewrite the nation’s landmark health care law, while Senate leaders pressed ahead with a plan to repeal the Affordable Care Act with no immediate replacement. But it became quickly apparent that GOP leaders, who were caught off guard by defections of their members Monday night, lacked the votes to abolish parts of the 2010 law outright. Three centrist Republican senators — Susan Collins, Maine; Shelley Moore Capito, W.Va.; and Lisa Murkowski, Alaska — said they would oppose any vote to proceed with an immediate repeal. “I did not come to Washington to hurt people,” Capito tweeted. Ike Kaveladze’s presence was confirmed by Scott Balber, an attorney for Emin and Aras Agalarov, the Russian developers who hosted the Trump-owned Miss Universe pageant in 2013. Balber said Kaveladze works for the Agalarovs’ company and attended as their representative. Balber said Tuesday that special counsel Robert Mueller asked him if Kaveladze would agree to be interviewed. Balber said his client would cooperate. The request is the first public indication that Mueller’s team is investigating the meeting. Balber said that Aras Agalarov requested that Kaveladze attend the meeting on his behalf. Kaveladze is a U.S. citizen and has lived in this country for many years, according to Balber, who said he is representing the man. Police referred her case to the public prosecutor, according to the official Twitter account of state-run TV channel al-Ekhbariya. In the video, which has gone viral since first emerging on Snapchat over the weekend, the woman is filmed walking around a historic fort in a miniskirt with no one else around. The short video, shot in a village in the desert region of Najd, where many of Saudi Arabia’s most conservative tribes and families are from, is followed by other shots of her sitting in the desert. The video sparked a Twitter hashtag that called for her arrest, with many saying she flagrantly disobeyed Saudi rules, which require all women living in the kingdom, including foreigners, to wear long, loose robes known as abayas in public. If Cousins and the Redskins start poorly, the season will unravel fast. Maybe fans don’t blame Cousins for seeking the most money possible, but every interception will make them more willing to move on. A rough early schedule won’t help. The opener against the Eagles should be a toss-up. The Rams are beatable in Los Angeles the next week, but funny things happen after cross-country flights. The Raiders, a legitimate Super Bowl contender, then visit. And the Chiefs, with one of the loudest home fields in the league, host the Redskins in Week 4. Washington will be lucky to reach the Oct. 8 bye at 2-2. And if it’s worse, the drums will surely beat for change, sparking two weeks of discussions about trading Cousins to San Francisco before the 49ers come to FedEx on Oct. 15. Then Washington faces Philadelphia, Dallas, Seattle, Minnesota and New Orleans before New York arrives for Thanksgiving. Snyder will be seething if his team is embarrassed on national TV. Coach Jay Gruden’s contract was extended through 2020 over the offseason, but that doesn’t mean his job

After failing to reach an extension with Cousins by the NFL’s deadline Monday, the team tried to blame the QB. President Bruce Allen, who rarely discusses contracts, shared the club’s offer to Cousins, thereby portraying the player as a mercenary ready to depart after another season under the franchise tag. This relationship is going to end badly, and it might end sooner than expected. Washington will have another chance to negotiate with Cousins after the season, but if the team falls out of contention, it could start exploring options for life after Cousins, who will be expensive to retain. That could mean benching Cousins to get a look at McCoy, a journeyman backup, or Nate Sudfeld, who’s never thrown a pass in an NFL game.

While fictional artists are common in pop culture, we rarely pay mind to the way their music leaks out of an imaginary space and becomes a part of reality. So how do we measure their work? Here, we chose five fictional acts to assess their novelty, artfulness, familiarity and strangeness. CHRIS RICHARDS (THE WASHINGTON POST)

Penned and performed by a team of session musicians, the Archies’ bubble-gummy rock songs weren’t strange, but the group’s success certainly was. When the fictional cartoon teens hit No. 1 with “Sugar, Sugar” in 1969, a garage band that only existed in two dimensions was suddenly vibrating the three-dimensional air from the top of the charts.
Before the Chipmunks were cartoons, they were a sound. In 1958, songwriter Ross Bagdasarian recorded his vocals at half-speed and played them back an octave higher, earning his hit “Witch Doctor.” That same year, he lent that vocalization to a trio of fictitious rodents via “The Chipmunk Song (Christmas Don’t Be Late),” and it grew to a franchise that still exists.
With characters sketched by comic book artist Jamie Hewlett and songs by Damon Albarn of Blur, Gorillaz is one of the most successful “virtual bands.” But after five well-regarded albums (with this year’s “Humanz”), the project seems to exist as a platform for Albarn to scratch his collaborative itches. Why does that require him to pretend he’s a cartoon?
For a glimpse into the future, gaze into the saucer-shaped eyes of Hatsune Miku, an animated character made by Japanese software company Crypton Future Media. A synthesizer application lets users to compose music for Miku to “sing,” and in Japan, the character has become a new kind of virtual celebrity, performing concerts as a 3-D projection.
Imagine if, say, a Batman actor left Hollywood to give vigilante justice a try. In the case of the Monkees, the pretend rock band actually did join reality. Back in the ’60s, once the Monkees’ music became more popular than their TV show (about the misadventures of an unsuccessful rock band, funny enough), there was no turning back.

Kelly responded Tuesday to a BuzzFeed News report that he is allegedly keeping women in an abusive “cult” and preventing them from leaving. “Mr. Kelly unequivocally denies such allegations and will work diligently and forcibly to pursue his accusers and clear his name,” Kelly’s lawyer said in a statement to People magazine.
