It’s ‘weather you can wear’ REGION At noon Thursday, as the sun blistered the Capitol dome and the temperature hit 94 degrees, members of the House took part in a venerable political tradition, attempting to depart Washington early for a summer weekend while avoiding a different kind of heat: the press. There was Rep. Trey Gowdy, R-S.C., his tie loosened and collar unbuttoned as he walked quickly down the Capitol steps past reporters. Standing nearby was Rep. Charlie Crist, D-Fla., his eyes squinting in the sunshine for his car and driver. “When I moved to Sacramento I thought I knew everything about humidity,” said Rep. What to drive on Mars? Concept rover on display. The type of vehicle that could explore the surface of Mars is going on display in D.C. The National Air and Space Museum is featuring the Mars rover concept vehicle Friday and Saturday. The museum says the rover weighs 5,500 pounds and is nearly 11 feet tall. Prosecutors review cases after drug-planting claim The office of Baltimore’s top prosecutor is reviewing nearly 100 cases that involved three officers who are under scrutiny after defense attorneys released a body camera video that they said showed one officer planting drugs. Baltimore State’s Attorney Marilyn Mosby said Thursday that prosecutors are reviewing the sufficiency of evidence in those cases, which “is going to take time.” She said prosecutors are also looking at whether there are alternative ways to prove the cases. TRANSPORTATION Transportation pioneer Elon Musk has been known to talk big and sometimes overpromise. But on Thursday, the Tesla chief and rocket builder took it up a notch, offering a tantalizing but so far undocumented announcement that his tunnelboring company had received a verbal government green light to build a super-high-speed podand-tube transportation system, which he calls Hyperloop, to travel from D.C. to New York. “Just received verbal govt approval for The Boring Company to build an underground NY-PhilBalt-DC Hyperloop. NY-DC in 29 mins,” he wrote on Twitter on Thursday. Questioners on Twitter asked one of the obvious ones: Who gave the permission? Musk did not offer details. But the Trump administration did not knock the notion down. Asked if it had given Musk verbal approval, a White House spokesman said: “We have had promising conversations to date, are committed to transformative infrastructure projects, and believe our greatest solutions have often come from the ingenuity and drive of the private sector.” Musk said in a later tweet that the system would run from “City center to city center in each case.” Musk’s firm intends to build

Musk appeared to do a little moderating as the day wore on. “Still a lot of work needed to receive formal approval, but am optimistic that will occur rapidly,” he wrote in a later tweet. And if official federal permissions are forthcoming, the need for local ones is a potential major complication. Leif Dormsjo, director of the District’s Department of Transportation, said, “I’m completely unaware of any request to the District government to permit or review anything related to an
Elon Musk project.” “This is news to City Hall,” said a spokesman for New York City Mayor Bill de Blasio. Musk first teased the Boring Company in December, and in April hinted that his network of Hyperloops could be a nationwide phenomenon. Building a Hyperloop above ground comes with enormous physical and regulatory challenges, which may be one reason Musk is considering an underground approach. Because Hyperloop technology involves traveling at extremely high speeds, any major turns could subject passengers to undue levels of gravity forces. That suggests the safest, most efficient way to build the Hyperloop would
be in straight lines. There’s just one problem: Above ground, you need to worry about permits and land rights. Musk’s original vision for the Hyperloop budgeted $1 billion for that alone. Subterranean land rights may be no less complicated. But go deep enough, and at least you won’t have to worry about plowing through buildings. Musk isn’t the only one working on Hyperloop technology. Although he has done much to popularize the concept in recent years, by open-sourcing the idea, Musk has allowed other companies such as Hyperloop One to compete against each other in an effort to build the first working example. A new study blunts longstanding criticisms of Metro’s labor costs by finding that its workers’ pay and benefits are in line with those of other major transit systems. The report by a consulting firm hired by the state of Virginia undermined complaints that Metro’s labor costs are excessive — an allegation aired by critics including GOP political leaders. The study by the firm WSP USA said that total employee compensation at Metro was $56 per labor hour, compared to an average of $58 at four other transit systems that, like Metro, do not allow strikes. White House spokeswoman Sarah Huckabee Sanders told reporters that the president declined the NAACP’s invitation to speak at its 108th annual convention. Sanders said that while the president had declined the invitation, “certainly the invitation for dialogue with that group would happily take place and we’d certainly like to continue to do that.” (AP) MARYLAND
State launches program for digital driver’s license Maryland has launched its pilot program for a phone-based digital driver’s license. The state’s transportation department said in a statement Thursday that volunteers are working with various institutions and businesses to test out the IDs. The state said the app will serve as a secure companion to physical IDs. They’re also more private. Holders of digital driver’s licenses only have to display the information required in a particular situation. The program is a two-year effort funded by the National Institute of Standards and Technology. (AP)

Two African teens found in Canada 4 others who also came to D.C. for robot event are believed safe, too THE DISTRICT Two of the six teenage members of the Burundi robotics team who went missing from Washington this week have crossed into Canada and are safe, D.C. police said Thursday. Customer of Chipotle found to have norovirus A person who reported eating at a Chipotle in Northern Virginia has tested positive for norovirus. But health officials said that’s not yet enough to determine the cause of the roughly 60 reported illnesses they have identified. The Chipotle location in Sterling was temporarily closed for cleaning this week after customers reported symptoms that Chipotle said were consistent with norovirus. State to sue EPA, citing Clean Air Act violations Republican Gov. Larry Hogan’s administration has announced plans to sue the Environmental Protection Agency for failing to take required action under the Clean Air Act. Environment Secretary Ben Grumbles notified the EPA on Thursday. Grumbles said Maryland petitioned the EPA for a finding that 36 power plant units in Indiana, Kentucky, Ohio, Pennsylvania and West Virginia are emitting air pollution affecting the state’s air quality. TV’s O.J. obsession returns
CULTURE Television networks returned to the scene of an old obsession by casting aside regular daytime programming Thursday to cover O.J. Simpson’s parole hearing in Nevada on an armed robbery conviction. When Simpson, 70, put down his head, raised it with a smile and said “thank you” after he was granted freedom following almost nine years in prison, comparisons to his acquittal for the 1994 murders of his ex-wife, Nicole Brown Simpson, and her friend Ronald Goldman proved irresistible for many watching. NBC’s Lester Holt said it was “a reaction not unlike one we saw in a Los Angeles courtroom in 1995.” ABC, CBS and NBC, news networks CNN, Fox News Channel, HLN and MSNBC, and even ESPN and CNBC showed the parole board hearing live. For the broadcasters, it meant pausing soap operas and talk shows. For the news networks, it meant a brief respite from coverage of President Trump. All were chasing the ratings achieved by the long-running coverage of Simpson’s murder trial more than two decades ago. During the more than hourlong hearing, Simpson was, by turns, remorseful, jovial and defensive, heatedly insisting the items taken in the armed robbery were “my stuff.” Commentators offered harsh

At a news conference meant to announce the takedown of an illicit online marketplace, Sessions said he had the “honor of serving as attorney general,” and he planned “to continue to do so as long as that is appropriate.” On Wednesday, The New York Times published an article about an interview with President Donald Trump in which he said he would not have appointed Sessions had he known Sessions would recuse himself from the Russia investigation. “Sessions should have never recused himself, and if he was going to recuse himself he should have told me before he took the job, and I would have picked somebody else,” Trump said, according to The New York Times. Those same panels — Reynobond composite material with a polyethylene core — also were used in the Grenfell Tower apartment building in London. British authorities say they’re investigating whether the panels helped spread the blaze that ripped across the building’s outer walls, killing at least 80 people. The panels, also called cladding, are not recommended for use in buildings above 40 feet because they are combustible. In the wake of last month’s fire at the 24-story, 220-foot-high Grenfell Tower, Arconic Inc. announced it would no longer make the product available for high-rise buildings. HEALTH For the first time in the global AIDS epidemic that has spanned four decades and killed 35 million people, more than half of those infected with HIV are on drugs to treat the virus, the United Nations said in a report Thursday. AIDS deaths are now close to half of what they were in 2005, according to the U.N. AIDS agency, although those figures are based on estimates. UNAIDS said there were 36.7 million people with HIV in 2016, up from 36.1 million the year before. According to the report, 19.5 million people with HIV were taking AIDS drugs in 2016, compared to 17.1 million in 2015. Experts applauded the progress, but questioned if the billions spent in the past two decades should have brought more impressive results. The U.N. report was released in Paris, where an AIDS meeting begins this weekend. Sophie Harman, a lecturer in global health politics at Queen Mary University in London, said more resources might have gone to strengthening health systems in poor countries. “The real test will come in five to 10 years, once the funding goes down,” she said, warning that some countries might not be able to sustain the U.N.-funded AIDS programs on their own. NATIONAL SECURITY A new State Department report underscores the persistence of the terrorist threat posed by the Islamic State, which despite military setbacks posted a record number of attacks and fatalities in 2016. But at the same time, the sophistication of the group’s operations is slipping, suggesting that counterterrorism measures arrayed against the militants are taking a toll, U.S. and European counterterrorism officials say. With its Iraqi and Syrian sanctuaries nearing collapse, the Islamic State is facing new difficulties in dispatching operatives to targets, analysts said in interviews. As a result, they say, terrorist leaders are becoming ever more reliant on volunteers who lack training and act with little or no coordination or guidance. “We are talking really about low-key losers,” said a senior Belgian law enforcement official, describing what he called a shift in the predominant terrorist threat his country faces. The official, who insisted on anonymity, said Belgium’s biggest problem is no longer the foreign fighters or returnees, but the “homegrown, who never left for Iraq and Syria.” The implications are mixed. Some “lone wolf” attacks can be spectacularly successful, as in the case of the May 22 suicide bombing in Manchester, England, that killed 23 concertgoers and wounded 250. Moreover, plots by solitary actors are more difficult to detect, and the number of potential volunteers can be vastly larger, compared to trained terrorist cadres in sleeper cells. But the trend also is viewed as further evidence of disarray within ISIS. Nearly unnoticed among the recent military victories are countless smaller
Most analysts predict that terrorist attacks will continue and perhaps increase in the near term. But the setbacks are making it harder for the militants to plan and execute the kind of sophisticated operation that could inflict widespread damage and large numbers of casualties, said Daniel Benjamin, who helped direct the State Department’s counterterrorism efforts during the Obama administration. The State Department report released Wednesday, an annual assessment of terrorism trends in countries around the world, is a global portrait of 2016. Even as terrorist attacks overall fell by more than 9 percent that year, the Islamic State “remained the most potent terrorist threat to global security,” the report said. The group’s operatives carried out more than 1,100 attacks worldwide that claimed more than 9,000 lives, the bulk of them in Iraq. Yet by late last year, the international coalition battling the Islamic State had also achieved significant successes that would impede the group’s ability to carry out attacks, State Department officials said. The most crucial step was the liberation of terrorist-held cities and towns along the Turkish border, which had long served as conduits for newly arriving recruits as well as experienced operatives heading north into Europe. Those exits are effectively sealed, U.S. officials say. “Foreign fighters are not coming into Syria anymore,” Brett McGurk, the U.S. envoy to the coalition fighting the Islamic State, said in a briefing last week. “And those who are already in Iraq and Syria — we’ve been working very hard to make sure that they can never get out.” JOBY WARRICK AND SOUAD MEKHENNET (THE WASHINGTON POST)

Bloomberg News reported Thursday that the Russia investigation led by special counsel Robert Mueller is zeroing in on President Trump’s business transactions. The report quoted an anonymous source as saying, “FBI investigators and others are looking at Russian purchases of apartments in Trump buildings, Trump’s involvement in a controversial SoHo development with Russian associates, the 2013 Miss Universe pageant in Moscow and Trump’s sale of a Florida mansion to a Russian oligarch in 2008.” The Washington Post has not confirmed this report. Just a day earlier, in a New York Times interview, Trump said this is precisely the thing that for him would cross a “red line” with Mueller, above. The Times reporters repeatedly asked what would constitute Mueller going too far, and eventually Trump agreed that probing his business and his family’s financial dealings would be a “violation.” It has been reported that the Russia investigation has focused on the business dealings of Trump’s son-in-law, Jared Kushner, but this appears to be the first indication that Trump’s own finances are under scrutiny. Is Rendon stuck too low in the lineup? NATIONALS Maybe it’s a testament to the way the Nationals shored up their bullpen this week that one of the more heated subjects about the team these days is manager Dusty Baker’s construction of the top of his batting order. Baker has left Anthony Rendon — in the midst of the best offensive season of his career — in the sixth spot while allowing lesser hitters such as Wilmer Difo and Ryan Raburn to hit second. Letting Rendon frequently get one fewer at-bat than the other choices is hard to defend. When asked why he would not move Rendon to the two spot because of his high on-base percentage and propensity to see pitches, Baker has said he wants to keep Rendon behind Daniel Murphy to preserve the potent middle of his order.
A telling statistic is the difference between Rendon’s onbase-plus-slugging percentage and that of Raburn. Subtract Raburn’s .775 OPS from Rendon’s 1.017, and you get a difference of .242. Getting the better of those hitters to bat once more could change a game, even if Rendon dropped off in the second spot. Baker has admitted that the top of his order is a work in progress because leadoff men Adam Eaton (out for the year) and Trea Turner are injured along with other options in Jayson Werth and Michael A. Taylor. “It’s been a challenge,” Baker said. “A lot of them weren’t really used to being at the top of the lineup. … We always want them to do better, but it’s a learning process.” The skipper is still feeling for reliable options in that second spot, and Rendon would not necessarily be the only one. One approach Baker has taken once or twice in the past month is to slide that middle of the order

NBA Cleveland could be adding another former MVP to its roster. Looking to close the gap on the champion Warriors, the Cavaliers are in contract talks with free agent guard Derrick Rose, a person familiar with the negotiations told AP on Thursday. Rose, whose career has been sidetracked by injuries, could sign a one-year deal for the veteran’s minimum, according to the source. Salary cap issues limit what Cleveland can offer Rose, who made $21.3 million while playing in 64 games for the Knicks last season. ESPN.com first reported the Cavs’ pursuit of Rose, 28. Other teams, including the Lakers, are interested in him as well. Inescapable war: By holding back, ‘Dunkirk’ enthralls Watching “Dunkirk” proves that a human being can go without breathing for 107 minutes. The latest and most masterful film from Christopher Nolan (“Inception,” the “Dark Knight” trilogy), about the real-life 1940 rescue of hundreds of thousands of British and other Allied soldiers trapped on the coast of northern France as German forces advanced, will surely take its place among the finest WWII films ever made. Nolan’s screenplay shares DNA with his 2000 film “Memento,” time-shifting among the subjects of three intertwined stories: the troops stranded on the beach; a
civilian (Mark Rylance) who heads out to sea with his son and deckhand to help with the rescue effort; and two RAF pilots (Jack Lowden and Tom Hardy, who, as he did as Bane in “The Dark Knight Rises,” shows that you can cover his face and still get a powerful performance) dogfighting with German planes to provide air support. While “Dunkirk” has the intensity of the iconic battle scenes of “Saving Private Ryan,” it doesn’t have the viscera. For a war movie, there is very little blood or even combat. That’s partially why the film is so powerful — Nolan leaves so much unseen. There’s no showboating, no overselling, no “behold these FEELINGS.” An early example is when a
drifting, damaged ship slowly crashes into a pier, crushing the men who attempted to jump overboard but wound up clinging to the pylons. Instead of showing us their agony, Nolan keeps the camera on Tommy (newcomer Fionn Whitehead), the soldier we follow through most of the film. His reaction as we hear the muffled crunches and screams becomes our own; we live the experience through the look on his face. When German planes drop bombs onto the cornered soldiers, those killed vanish into smoke and sand rather than exploding into guts. They are something beyond dead; they are obliterated. And when the characters are forced into moral choices — How many more can we fit on this boat

before we capsize? Do we take an injured man on a stretcher, or use the space he’d take up for men who are still standing? — Nolan trusts his actors to do just enough to convey the panic, the agony and finally the resignation that comes with these decisions. War is, of course, bloody and violent, and men die in horrific, hard-to-watch ways throughout the PG-13 “Dunkirk.” But in many war movies these days, the relentless, highly stylized blood and guts don’t inform the emotion, they distract from it by emphasizing spectacle at the cost of the story (last year’s “Hacksaw Ridge” being a prime example). By removing, at least partially, the immediate, physical horrors of combat, Nolan brings us deeper into the experience of his characters, making us fully attentive, fully immersed and fully reactive to the story playing out before us. 1976-2017 Chester Bennington, lead vocalist of rap-metal band Linkin Park, was found dead in a Southern California home Thursday, the Los Angeles County coroner’s office confirmed. He was 41. Law enforcement officials called the L.A. County Department of Medical ExaminerCoroner shortly after 9 a.m. on Thursday, reporting an apparent suicide, a spokesman said. The investigation is ongoing. The news, first reported by TMZ, came the same day Linkin Park released a music video for “Talking to Myself,” off the band’s 2017 album, “One More Light.” “Shocked and heartbroken, but it’s true,” tweeted Linkin Park’s co-founder, Mike Shinoda. Originally from Arizona, Bennington joined the Southern California band in the late 1990s. Their 2000 release, “Hybrid Theory,” became a massive commercial hit, selling more than 10 million albums in the U.S. It also sparked cross-genre mashups, such as the 2004 EP “Collision Course,” a collaboration album with rapper JAY-Z. Bennington, also a member of Stone Temple Pilots from 2013 to 2015, was friends with Soundgarden’s Chris Cornell, who committed suicide in May. Thursday would have been Cornell’s 53rd birthday. Bennington sang “Hallelujah” at Cornell’s funeral. Bennington was married to his second wife, Talinda, and is survived by six children.
One filthy good time Women-gone-wild flick ‘Girls Trip’ unleashes laughter, love and a whole lot of raunch FILM REVIEW Hot on the heels of “Rough Night” comes another raunchy comedy about women behaving badly. “Girls Trip” follows a quartet of longtime friends who convene in New Orleans, where shots are poured, private parts are flashed and the bodily fluids flow like spilled Hurricanes. Narrated by Ryan (Regina Hall) — a self-help author who is “the second coming of Oprah,” according to one character — the comedy begins with a by-thenumbers introduction of the main characters. Ryan makes a picture-perfect couple with her retired baseball player husband (Mike Colter). The foursome also
includes frumpy divorcee Lisa (Jada Pinkett Smith), acerbic gossip columnist Sasha (Queen Latifah) and the requisite wild child, Dina (Tiffany Haddish). It’s a predictable setup. And yet the movie feels fresh and realistic in the way it documents how formerly inseparable friends have naturally grown apart over the years. Ryan is trying to fix that. Enlisted to give a speech at the Essence Festival, she orchestrates a reunion vacation for four. Things go quickly off the rails, and not just because Dina has smuggled drugs onto the airplane by hiding them, as she puts it, “where the sun don’t shine.” It turns out that Ryan’s

Instagram-worthy relationship — not to mention the message of her book, “You Can Have It All” — is a sham. Sasha is secretly struggling to make ends meet, and Lisa has stopped giving her own happiness much thought ever since she gave birth to her two children.
And Dina doesn’t actually have an inner life at all. That’s easily overlooked, however, considering her eye-popping antics. The movie thoroughly earns its R rating, as when Dina demonstrates a sexual maneuver known as “the grapefruit technique.” That scene is just a droplet in a torrent of wild physical humor that barely lets up. Haddish just about runs away with the movie. Her portrayal of the loose cannon steals nearly every scene. In all, “Girls Trip” accomplishes exactly what it sets out to do: shock and amuse. ‘Valerian’ is one colossal sci-fi mess FILM REVIEW It’s ironic that valerian, the flowering plant that lends its name to the hero of Luc Besson’s sci-fi extravaganza “Valerian and the City of a Thousand Planets,” is sold in health food stores as a sleep aid. Anchored by a drowsy performance by Dane DeHaan, “Valerian” is an expensive, handsome but dozy invalid of a movie. It’s saying something that DeHaan is so awkwardly miscast here that he makes his co-star Cara Delevingne, who plays Valerian’s partner and love interest, Laureline, look like Meryl Streep. Set 400 years in the future on a space station housing almost 30 million residents, “Valerian” concerns the efforts of police officers Valerian and Laureline to
rescue their commander (Clive Owen), who has been taken prisoner by aliens. They’re looking for the last surviving example of an armadillo-esque species known for its ability to eat something and excrete hundreds of copies of it. And that’s it. Well, aside from the movie’s many extraneous tangents. The most flagrant example is a scene set in the space station’s red-light district, where Valerian encounters a pimp played by Ethan Hawke and an extraterrestrial prostitute called Bubble played by Rihanna. Bubble’s dance number — while a tour de force of digital wizardry — goes on far longer than is required. By then, you’ve forgotten what you’re even doing there. MICHAEL O’SULLIVAN
