A baby alligator was found in a parking lot near Pittsburgh on Friday, the fourth gator discovered in the area since May. An employee found it near a garbage can at the Giant Eagle grocery in Shaler. Paul McIntyre, of Big Daddy Wildlife Removal, came to take the gator. “It was somebody’s pet, I can guarantee you,” McIntyre told the Tribune Review. “He’s so friendly. THE DISTRICT Developer Douglas Jemal made a commitment in 2007 that mollified the District’s crowd of historic preservationists, who were all atwitter that a new office building would require the demolition of what they deemed an architectural gem. The Waffle Shop, with its menu of short-order fare, may not have been a beacon of the culinary arts, but many believed that its 1950s art moderne design — neon lettering, serpentine counters and chrome stools — was worthy of immortality. Jemal promised to relocate what was then a 57-year-old greasy spoon — the last of a small chain — from 10th Street NW, across from Ford’s Theatre, to a new downtown address. A year went by, then five and 10, and nothing happened. But now, in what is the 12th year of this gastronomic version of “Waiting for Godot,” a construction crew is at the southeast corner of Sixth and K streets NW, putting up the walls where

To the right of the Waffle Shop, a brick shell of a Lord Baltimore gas station — constructed in 1927 and formerly across the street — is being reassembled, albeit without the gas pumps. To the left are the remnants of Hodge’s Sandwich Shop, a popular New York Avenue lunch spot that closed in 2007. Jemal, who is known for restoring the shell of the Uline Arena in Northeast into an REI, plans to lease the Waffle Shop and possibly the Hodge’s to a restaurateur who can cook up a breakfast special, as well as burgers and fries. He has already leased the Lord Baltimore, which will serve tacos in its next life. Preservationists say this triptych of old buildings is essential to retain reminders of the District’s history, not just with statues of dead presidents but with small-scale remnants of ordinary institutions such as a diner, luncheonette and gas station. “It’s a memorial to a way of life that was so common none of us reflected on it,” said Peter Sefton, a D.C. VIRGINIA Marijuana arrests in Virginia hit their highest levels in at least 20 years in 2018, a climb that has sparked calls for overhauls and bucked trends in a number of other states that have moved toward decriminalizing the drug. Nearly 29,000 arrests were made for marijuana offenses in Virginia last year, a number that has tripled since 1999, according to an annual crime report compiled by the Virginia State Police. Marijuana busts account for nearly 60% of drug arrests across Virginia and more than half of them were among people who were under 24, according to the data. The vast majority of cases involved simple possession. The spike has renewed calls to decriminalize marijuana by some lawmakers and Attorney General Mark Herring, D, who last month became the state’s highest official to call for legalizing recreational marijuana. “The numbers are staggering,” Herring said. “An arrest and conviction like this stays with someone for the rest of their lives. …

Montgomery mulls loosening zoning limits MARYLAND The Montgomery County Council will vote today on a zoning amendment that would loosen regulations for auxiliary dwelling units, allowing thousands more residents of Maryland’s most populous jurisdiction to transform garages, basements or detached structures into separate residences. Council Member Hans Riemer, D-At-Large, who introduced the bill in January, said the majority of members support it. “We have a housing crisis,” said Council Member Tom Hucker, D-District 5, citing the difficulty of living in a county where the median price of a home exceeds $400,000. The amendment, he added, “is part of our response.” A petition against the amendment had more than 1,200 signatures as of Sunday. Opponents include conservative Republicans who have concerns about the demographic changes they believe more ADUs would bring. Some liberal Democrats shy away from the conservatives’ racially charged language but say they also don’t want their streets and subdivisions to change. ADUs are legal in Montgomery, but the zoning amendment would remove prohibitions on detached auxiliary dwellings on lots smaller than 1 acre and in smalllot single family zones. Not cool, Metro: Frustrations boil in sultry stations Shady Grove-bound Red Line train. After saying last week that it would take another couple of weeks to finish the repairs, Metro suddenly announced on Twitter on Sunday that the cooling system had been fixed overnight — earlier than expected. But complaints began on Twitter at the end of May. On June 18, Metro said it hoped to have the chillers fixed by the end of that month. So the suggestion that the work was done ahead of schedule brought some scoffing on Twitter. “Classic #WMATA: do a poor job communicating the status and ETA of a repair, then suddenly announce it’s fixed in spectacular fashion,” wrote James Pizzurro. It was unlikely Williams would see the fix as being early. On Friday, when he was told of Metro’s explanation for the delay, he said the problem had already gone on too long. Because stations are not enclosed, air conditioners will not work. Instead, cold water running through pipes is used to cool the air a little. One of the pipes that hold the water had begun leaking. But it was on Amtrak property, so Metro had to get permission to work on it. This apparently took some time. Williams shook his head. It seemed to him that, given how long Metro and Amtrak have shared the property, it should only have taken a simple phone call to get the work started. Metro says it finally has the cooling system running at Union Station. But the fix comes after seven weeks of sweltering, and for a system that’s trying to convince riders that things are getting better, that probably didn’t help. WMATA says the transit system is performing better these days. And trains are indeed more likely to run on time. Tracks are less likely to smolder. But in an informal temperature-taking of riders at Union Station during the Friday afternoon commute, Bruce Williams was among those finding it hard to see how Metro is improving when it was so stinking hot. Outside it was 97 degrees, and on the platform Williams wasn’t quite sweating but was clearly unhappy. “It seems like something is always out, so you get used to it,” he said. “I ride out to Shady Grove, and it seems like every day, either the escalator or the elevator is out. Or they’re single-tracking.” Being a Metro rider means having to improvise. Some riders at Union Station took to waiting by the fare gates upstairs — where a breeze seemingly coming from the escalator shaft cooled things a bit — before running down when their trains came. But Williams was one of those who decided to tough it out. “I just suck it up and come down here,” he said as he stood on the platform waiting for a

THE DISTRICT A confrontation that led to last week’s fatal shooting of an 11-year-old boy in Southeast Washington came after a series of fights involving children, the alleged shooter told police. He described one of the children as his stepson. The arrest affidavit describes escalating tension between groups that involved children and adults. Members of both groups hung around a BP gas station at the Good Hope Marketplace, a shopping plaza. It is unclear whether the young victim, Karon Brown, was involved in earlier disputes. He was among those confronted Thursday outside a McDonald’s restaurant, and both he and the man charged with killing him, Tony Antoine McClam, 29, had in the past worked to pocket extra money there. Karon pumped gas for patrons, according to his football coach. A witness told police McClam and his stepson sold cookies for $1. Karon was shot shortly before 7 p.m. on Thursday while fleeing a fight that broke out among the battling children in front of the McDonald’s at Naylor Road and Alabama Avenue. Police said Karon got into a sedan — waved in by a driver who sought to help — and asked to be driven home. Iran says it arrested CIA spies NATIONAL SECURITY Iran on Monday announced the arrest of 17 Iranians accused of spying on the country’s nuclear and military sites for the CIA and said some of them have been sentenced to death. President Trump called it “another lie” from Iran. The arrests happened over the past months, an Iranian intelligence official said at a news conference in Tehran. He said those taken into custody worked on “sensitive sites” in military and nuclear installations. The official did not say how many were given death sentences. IMMIGRATION The Trump administration today will significantly expand its power to quickly deport undocumented immigrants who have illegally entered the United States within the past two years, using a fast-track deportation process that bypasses immigration judges. Officials are calling the new strategy, which will take effect immediately, a “necessary response” to the influx of Central Americans and others at the southern border. It will allow immigration authorities to

quickly remove immigrants from anywhere they encounter them across the United States. The stated targets of the change are people who sneaked into the U.S. and do not have an asylum case or immigration court date pending. Previously, the administration’s policy for “expedited removal” had been limited to migrants caught within 100 miles of the U.S. border who had been in the country for less than two weeks. The new rule would apply to immigrants anywhere in the United States who have been in the country for less than two years — adhering to a time limit included in the 1996 federal law that authorized the expedited process.

Immigration lawyers said that the expansion is unprecedented and effectively gives U.S. agents the power to issue deportation orders without bringing immigrants before a judge or allowing them to speak with a lawyer. “Under this unlawful plan, immigrants who have lived here for years would be deported with less due process than people get in traffic court,” Omar Jadwat, director of the Immigrants’ Rights Project of the American Civil Liberties Union, said in a statement. “We will sue to end this policy quickly,” he said. SAN JUAN, PUERTO RICO Waving flags, chanting and banging pots and pans, tens of thousands of Puerto Ricans jammed a highway Monday to demand the resignation of Gov. Ricardo Rosselló in a crisis triggered by a leak of offensive, obscenity-laden chat messages between him and his advisers. The demonstration appeared to be the biggest protest on the island in nearly two decades. “Finally, the government’s mask has fallen,” said Jannice Rivera, a 43-year-old who lives in Houston but was born and raised in Puerto Rico and flew in to join the crowds. The protest came 10 days after the leak of 889 pages of online chats in which Rosselló and some of his close aides insulted women and mocked constituents, including victims of Hurricane Maria. The leak has intensified longsmoldering anger in the U.S. territory over persistent corruption and mismanagement by the island’s two main political parties, a severe debt crisis, a sickly economy and a slow recovery from Maria, which devastated Puerto Rico in September 2017. “The people have awakened after so much outrage,” said Benedicta Villegas, 69. “There are still people without roofs and highways without lights. OREGON Oregon will allow students to take “mental health days” just as they would sick days, expanding the reasons for excused school absences to include mental or behavioral health under a new law that experts say is one of the first of its kind in the U.S. But don’t call it coddling. The students behind the measure, which Gov. Kate Brown signed last month, say it’s meant to change the stigma around mental health. Suicide is the state’s second leading cause of death among those ages 10 to 34, according to data from the Oregon Health Authority. Mental health experts say it is one of the first state laws to explicitly instruct schools to treat mental health and physical health equally, and it comes at a time when educators are increasingly considering the emotional health of students. Utah passed a similar law last year. Nats hunt for bargains to help bullpen ANALYSIS The days leading into baseball’s July 31 trade deadline will be pretty complicated for the Nationals and general manager Mike Rizzo. This is the first year of MLB’s hard-stop deadline, without a waiver period in August, forcing everyone to pick a direction a few weeks earlier. The Nationals have a pretty simple plan of adding relievers for a pennant race. There are still a few wrinkles to that. “We don’t want to go past the [competitive balance tax threshold],” Rizzo said Sunday evening in Atlanta, reaffirming to the organization’s goal to spend less than $206 million in 2019. “So we’re going to be cognizant of that in any deals that we make.” Cot’s Baseball Contracts currently has the Nationals’ CBT payroll just over $200 million, leaving them only a bit of wiggle room. End-of-year performance incentives, not factored in by

Cot’s, should give them even less space. They are mainly eyeing controllable relievers, Rizzo said Sunday, whom they can keep beyond the next few months. They have been linked to Tigers closer Shane Greene, the Giants’ Sam Dyson and Royals’ Jake Diekman in rumors. People with knowledge of their plans confirmed that they’ve checked in on all three. Greene and Dyson won’t become free agents until 2021. Diekman has a mutual option for 2020 that the Nats could pick up. Each of these pitchers sits right in Washington’s price range. When Greene’s salary is prorated for the rest of the regular season, he’s still owed around $1.5 million. Dyson is owed around $1.8 million. Diekman’s price is closer to $1.25 million. The Nationals could even get a trading partner to take on some remaining money, like the Orioles did when they dealt starter Andrew Cashner to the Red Sox this month, but that would mean

Representation and respect If you believe, as Gold does, that Nike’s plus-size mannequins promote “obesity” as a new beauty standard, you’re thinking too narrowly. Representation is about more than beauty; it’s about humanity and belonging. Research shows people in fat bodies are deemed less human than people in thinner bodies. “Regardless of how much a person weighs, regardless of whether they are ‘healthy’ or not, everyone deserves respect,” says stigma researcher Jeffrey Hunger, assistant professor of psychology at Miami University in Ohio. The U.S. government’s 2018 Physical Activity Guidelines for Americans report states: “Health is a human condition with physical, social, and psychological dimensions. … Positive health is associated with a capacity to enjoy life and to withstand challenges; it is not merely the absence of disease.” People who perpetuate stereotypes about those in fat bodies don’t care about their health

The placement last month of a plus-sized mannequin in Nike’s London flagship store sparked a frenzy when Tanya Gold, a writer for The Telegraph, penned a column accusing Nike of harming women with a mannequin she called “immense, gargantuan, vast.” Gold voiced several pervasive stereotypes, including that fat people don’t exercise and are unhealthy. She even argued that plus-size athletic wear encourages people to be fat. The article is symptomatic of a greater societal issue. Here are three reasons Gold’s argument is wrong. Feeling bad about yourself is not a motivator for positive change, especially given that most people who lose weight gain much of it back — sometimes ending up at an even higher weight than when they started dieting. Yo-yo dieting and weight cycling are neither healthy nor motivating. What is healthy is participating in forms of physical activity that you enjoy, especially when you have exercise clothes that fit. That simple but important fact, along with basic human decency, is why the pushback to Gold’s article drowned out the trolls — this time.

Q&A It’s easy enough to skim over JD McCrary and Shahadi Wright Joseph’s names while gawking at the voice talent assembled for “The Lion King.” But while Donald Glover, Beyoncé and Co. illuminate the Pride Lands with star power, McCrary, 12, and Joseph, 14, carry the first half of Disney’s photorealistic remake as young Simba and Nala, respectively, most notably belting out the iconic “I Just Can’t Wait to Be King.” And they’re no strangers to the big screen: McCrary recently appeared in the Regina Hall comedy “Little,” while Joseph — who also played Nala in “The Lion King” on Broadway — fielded dual roles earlier this year in Jordan Peele’s sociopolitical horror film “Us.” Now, the rising stars can say they were a part of the eighth-best opening weekend in history after “The Lion King” roared to a $192 million domestic bow.

an awesome director in Mr. [Jon] Favreau, just to give us the freedom to do whatever we wanted. McCrary: Yeah, we didn’t want to clone them. I put my own spin on it, she put her own spin on it — everyone did. I want people to know the difference. In what ways did you connect with your characters? McCrary: I can really relate to Simba. I look up to my dad as he looks up to his dad. I think I’m brave, he’s brave. I used to be really scared of stuff, but I guess I grew out of it. Joseph: Oh yeah, I used to be terrified of everything. I used to be scared of sparkling sodas — the bubbles scared me.

McCrary: That makes me feel a lot better about myself. I thought I was super bad, but you’re scared of sparkling bubbles. How did you react when you found out that Glover and Beyoncé would be voicing adult Simba and Nala? Joseph: I was just really excited to meet her, or just be in the same room with her. It’s just fantastic. McCrary: It’s pretty cool being able to say, “Yo — we’re Simba.” How much have you relished the opportunity to each show your range in multiple movies this year? McCrary: It’s a huge blessing just having those things under my

belt at such a young age and being able to show that I can act, show that I can do it. Joseph: I’m really glad that “Us” came out before “The Lion King,” just so people can see me as a serious actor first, and then they can see me as a singing lion. Going forward, what roles do you have your eyes on? Joseph: I definitely want to be young Tiana from “The Princess and the Frog.” That was my favorite princess movie growing up. TELEVISION It’s easy to lose track of all the appalling stories recently told of miscarriages of criminal justice — particularly where a person of color is wronged in a predominantly white community. What can one ever really do about it, except watch and learn? Filmmaker Liz Garbus’ “Who Killed Garrett Phillips?” (airing in two parts today and Wednesday on HBO) masterfully brings its viewers to this place of angry exasperation, laying out the narrative details of a botched murder investigation. The film is about the unsolved 2011 murder of a 12-year-old boy, Garrett Phillips, who was strangled by an intruder while he was home alone in the Potsdam, N.Y., apartment he shared with his mother and brother. Laying out a timeline of Garrett’s death and the decisions by police to focus on one suspect, the film builds around the incompetent and often racially biased work by the officers, who went after a man named Nick Hillary. In addition to being one of the few black men in Potsdam, Hillary also had dated Garrett’s mother. The film distinguishes itself from similar documentaries with its intimate access to Hillary and the people who worked to prove his innocence. Ultimately, the question in the film’s title is left unanswered. Ambiguity is not a flaw here; it’s what makes this story so compelling, so infuriating and so sad. HANK STUEVER (THE WASHINGTON POST)
