The Long Island town of Huntington, N.Y., has padlocked the two tennis courts in a new, $3.5 million park because they weren’t built safely. The Sweet Hollow Park courts don’t have enough room between baseline and fence, so a player can run into the fence while retrieving a ball. THE DISTRICT Fans of rap superstar Kendrick Lamar lined up around the block in near triple-digit heat Friday for the chance to score some exclusive merchandise at a pop-up store in Georgetown. The Grammy-winning artist announced in early July that pop-up shops would accompany him at select cities on his cross-country “DAMN.” tour. D.C.’s pop-up landed at clothing and footwear store Ubiq from 11 a.m. to 7 p.m., ahead of his performance at Verizon Center. When the doors at Ubiq finally opened, hundreds of patient fans were able to buy items from Lamar’s Top Dawg Apparel collection, including hoodies, T-shirts and hats, plus copies of “DAMN.” on CD and vinyl. Much of the clothing simply had the phrase “DAMN.” printed across the chest, although some bore patterns or lyrics from the album. The shoppers chatted as they perused the offerings, holding up shirts, turning over hats or examining copies of “DAMN.” on vinyl. The whole store was

TRANSPORTATION When Metro commuters board their trains Tuesday, it will be one month since the conclusion of the year-long SafeTrack program that upended the routines of thousands of commuters while giving workers time to repair the crumbling system. The question for those who rely on Metro now is: Was the disruption worth it? Do they now feel more confident in a problemplagued system that has faced falling ridership and declining revenues? For some, like Tanya Williams, 29, who takes the Blue Line each morning to her job at a marketing firm, using the system post-SafeTrack has been a better experience. “It’s mostly been good,” she said while waiting for a train at Federal Triangle. “I haven’t had too many delays and, not going to lie, it’s really nice now that the trains aren’t coming once every half an hour.” Others are glad the intensive repairs are over but don’t see a dramatic change from before SafeTrack started in June 2016. “Maybe it’s a little better. Not so much that I’m telling my friends to ditch their cars and take the train,” said accountant Robert Bartosik, 58, who uses the Orange Line to commute from Virginia. “It’s Metro,” he added with a shrug.

Riders’ reviews mixed a month after finish of major Metro work

Some Metro riders haven’t noticed much of a difference since SafeTrack ended last month.

It is Metro. And it’s facing real challenges with a $290 million deficit in its fiscal 2018 budget and ridership that fell by 7 percent from July 2016 through March 2017, according to a report released by the Washington Metropolitan Area Transit Authority in May. Still, Metro spokesman Dan Stessel cited reasons for optimism. About 10 million people rode Metro in June, accounting for over 14.4 million weekday trips, he said. While those ridership numbers are about 7 percent lower than they were in 2016, 91.7 percent of trains arrived within five minutes of their scheduled time, making June the second month in a row to exceed the 90 percent threshold. Stessel was reluctant to give

exact figures about the postSafeTrack performance so soon, but he said initial reports suggest the positive trends are continuing, as more trains run on time, instances of passengers being offloaded due to equipment failures are down and overall reliability has improved. Incidents of smoke in the tunnels have fallen 16 percent in the year since SafeTrack began compared to the year before, he said. “The analogy I like to use is that SafeTrack was like waiting until you’re having a heart attack to go to the emergency room,” Stessel said. “We’re by no means done, but now that the most critical issues are taken care of, we can start eating right and working out. What we’re really focused on now is preventative

maintenance. It’s only been three weeks, but there have been positive signs.” Stessel said ridership, which has been declining for a variety of reasons, has shown improvements on certain days. “We actually had our highest weekday ridership of the year on Tuesday, June 27, with about 700,000 riders,” he said. “The day before, that Monday, was our highest Monday with about 657,000.” Metro hopes that more preventive maintenance — and thus better reliability — will bring riders back in ever-increasing numbers. “I’ll be the first to say that three weeks do not a trend make and issues will still pop up,” Stessel said, “but the early signs are looking good.” ANDREW GRANT (EXPRESS)

The number of riders who used Metro’s “tap in, tap out” 15-minute grace period in its first year, WAMU reported. Between July 1, 2016, and June 30, Metro said it credited $1.1 million in fare charges to riders who entered a station, but left before 15 minutes elapsed. WAMU said that number came to about 1,700 riders a day taking advantage of the grace period, or less than 1 percent of the system’s daily boardings. The move came after an outcry from riders who were charged after entering and exiting packed stations. (EXPRESS)

Two N.Y. men get probation for October assault at Baltimore Ravens game

A man looking for a dropped cellphone ended up in a smelly situation in D.C. Fire spokesman Vito Maggiolo said the man was throwing out trash in an apartment building when he thought he dropped a cellphone into the chute. Maggiolo said the man leaned into the chute to see if it was there and tumbled inside. Maggiolo said the man was able to call 911 from inside the trash chute around 3 a.m. Sunday. 2 detectives plead guilty to racketeering charges Two Baltimore police detectives who were armed with their service weapons while robbing people who were physically restrained have pleaded guilty to racketeering conspiracy. Evodio Hendrix and Maurice Ward pleaded guilty in federal court Friday. Hendrix admitted to participating in three robberies from March to August 2016. Ward admitted to taking part in four robberies from February through August 2016. Hendrix and Ward wrote false incident reports to conceal their criminal conduct. Police: Man, 97, killed in his East Baltimore home Authorities said a 97-year-old man was killed in his Baltimore home. Police said Waddell Tate was pronounced dead in his East Baltimore home Friday. Authorities were contacted by Tate’s family, who found him in an unresponsive state. Police said there were obvious signs of trauma on the man’s body. Police spokesman T.J. Smith said Saturday that police don’t have many leads and are asking for the public’s help. Smith called it a “despicable, evil, disgusting and pathetic act of violence.” (AP)

Jim Vance, a News4 anchor for 45 years, died Saturday after announcing a cancer diagnosis in May.

1942-2017 People don’t watch the news, some sage once said; they watch the people on the news. Jim Vance was fascinating to watch. Reserved yet strong, vulnerable yet sure, Vance cast a halo of cool over his nightly reading of the day’s mayhem, tragedy and triumph. His particular gift was to make viewers believe that he was authentic, and so the news he imparted must be, too. The WRC-TV anchorman died Saturday at 75, succumbing to cancer. He practically died with his boots on. Vance broke his own tragic news on the air in early May, but continued to anchor until May 23. Vance was a Mount Rushmore figure in TV news in D.C. He enjoyed a long career — almost 50 years on the air, including 45 as an anchor. Just as remarkably, he spent all of that time at one station, NBC-owned WRC, or “News4.” Vance — everyone called him that, just Vance — did something both mundane and magical. Anchors don’t do much, really. They essentially read words, written by others, off a teleprompter. Yet they are everything to a newscast.

Without their perceived authority and gravitas, without being likable enough to be invited into your den or your bedroom, there is no audience, and no newscast. Vance projected a certain reserve and mystery. With his head held slightly back from the camera, he seemed literally to be keeping his distance from the stories he introduced. Sometimes he told you what he was thinking in one of his grumpybut-commonsensical editorials. But mostly, you had no idea where Vance stood. Was he a Democrat? A Republican? An independent? Yeah, maybe. Was he sad or angry about the catastrophe he just described? Maybe. He was not, in any case, all that good about explaining his own appeal. Vance was reluctant to talk about himself, but once he opened up, he was a gusher. Years of therapy made him fluent about his personal history, his sense of childhood abandonment and the personal demons that haunted him thereafter. His battle with depression and cocaine addiction nearly led him to take his life one night in 1987. His recovery made him a hero, a symbol of perseverance.

Longtime Washington news anchor Jim Vance died Saturday at age 75

Condolences After news of Jim Vance’s death Saturday, notable D.C. figures took to Twitter to express their condolences. “Jim Vance was not just a newscaster but a voice and leader of this city,” D.C. Mayor Muriel Bowser tweeted. Capitals and Wizards owner Ted Leonsis wrote, “Giant of giants, Jim Vance, the voice of DC. Great guy, a good friend, respected, revered, truly will be missed.” The D.C. Council’s account shared a simple message: “They don’t, & won’t, come any cooler, smarter, or classier than Jim Vance. Washington has 1 less monument today.” (EXPRESS)

Viewers sensed that this was a man who’d really lived. For all his success, Vance was sobered by the trajectory of his medium. He acknowledged that the age in which the village assembled around the electronic campfire to hear an elder tell of the day’s news was fading. He knew that no single figure could anchor a community and hold their attention, let alone establish their trust. Mechanical problems plague Circulator

Frequent breakdowns of D.C. Circulator buses are causing headaches for passengers. City transportation officials said as many as onethird of the Circulator’s buses aren’t operating on any given day because of mechanical problems. That means longer wait times. The city’s minimum target is 80 percent of passengers picked up on time. In June, 67 percent were picked up on time, slightly better than in April, when just 52 percent were. (TWP/AP)

TRANSPORTATION More than a year after former President Barack Obama’s transportation secretary appointed a trio of safety experts to Metro’s governing panel, the Trump administration will replace two of them with its own appointees this week. The incoming members — whose names could not be learned Sunday — will take the place of Carol Carmody and David L. Strickland, the federal government’s voting representatives on Metro’s board of directors, according to multiple board members with knowledge of the decision. Carmody, a former vice chairman of the National Transportation Safety Board, presided over the panel’s safety committee. Strickland, the former administrator of the National Highway Traffic Safety Administration, headed the real estate committee. The third person appointed by then-Transportation Secretary Anthony Foxx, alternate member Robert C. Lauby, is expected to remain in his role for now. The new appointees were expected to be announced as soon as today, those with knowledge of the decision said, and to take office as early as Thursday, when the full board will meet and consider key changes to its governing structure, which has come under scrutiny in recent years as the transit system has struggled with major financial problems. Heat kills 9 in trailer of truck in San Antonio In likely smuggling plot, 39 others, many very ill, found in sweltering rig SAN ANTONIO Authorities called to a Wal-Mart parking lot found eight people dead and others in dire condition in the back of a sweltering tractortrailer, victims of what police said Sunday was an immigrantsmuggling attempt gone wrong. In addition to the eight found dead in the truck, one later died in a hospital, according to U.S. Immigration and Customs Enforcement. U.S. Attorney Richard Durbin Jr. released a statement Sunday saying 60-year-old James Mathew Bradley Jr. of Clearwater, Fla., is in federal custody

in San Antonio. Durbin said Bradley is expected to make a court appearance after a criminal complaint is filed today. It was not clear if Bradley was the driver of the truck. “We’re looking at a human trafficking crime,” Police Chief William McManus said. He called it “a horrific tragedy.” Based on interviews with survivors, Thomas Homan, acting director of ICE, said there may have been more than 100 people in the truck at one point. Authorities said 39 were found inside, and the rest were believed to have fled or been picked up. Nearly 20 were hospitalized in dire condition with dehydration and heatstroke. Authorities said they were investigating where the immigrants

were from. Some said they were from Mexico, Homan said. The tragedy came to light after a person from the truck approached a store employee and asked for water late Saturday night or early Sunday, McManus said. The employee gave the person water and then called police, he said. Investigators checked store surveillance video, which showed vehicles picking up people from the truck, authorities said. The tractor-trailer was registered to Pyle Transportation of Schaller, Iowa. Brian Pyle identified himself as the owner of the company but told The Washington Post that the driver owned the truck and operated largely independently.

A British man said his 5-year-old daughter was left in tears after being fined 150 pounds ($195) for selling lemonade without a license to fans attending the Lovebox dance festival near their home in London. Four officers approached the girl and began telling her that her lemonade stand infringed on local business rights. Halfway through the interaction, Andre Spicer said his daughter burst into tears and said, “I’ve done a bad thing, Daddy. I’ve done something wrong.” Local officials later apologized, saying officers are expected to “show common sense,” and that the fine would be cancelled immediately. (AP)

Scaramucci vows to add positive vibe

White House ‘supports’ bill aimed at Russia

POLITICS President Trump’s new communications adviser says it’s time to hit the “reset button.” Appearing on Fox News on Sunday, Wall Street financier Anthony Scaramucci pledged to begin “an era of a new good feeling” and said he hopes to “create a more positive mojo.” He also promised to crack down on information leaks and pledged to better focus the message coming from the White House. To that end, Scaramucci suggested changes to come, noting: “I have in my pocket a radio studio, a television studio and a movie studio. The entire world has changed; we need to rethink the way we’re delivering our information.” Trump announced Friday that Scaramucci — a polished television commentator and Harvard Law graduate — would take over the administration’s top messaging job. The appointment came as the president contends with sinking approval ratings and struggles to advance his legislative agenda. The president has also been frustrated with the attention devoted to investigations of allegations of his election campaign’s connections to Russia. White House press secretary Sean Spicer abruptly resigned in protest over Scaramucci’s appointment. He will be replaced by his former deputy, Sarah Huckabee Sanders. The challenges for Scaramucci’s new role were evident in a

series of interviews, where he discussed his plans for press strategy but was beset by questions about the Russia investigation and the president’s Twitter feed. Asked about the response to the Russia stories, Scaramucci said on Fox that a “two-pronged approach” was needed, saying that “in some ways we want to de-escalate things and have there be a level of diplomacy. In other ways, we want it to be very hardhitting and war-like.” The president believes he is his own best spokesman, frequently opting to directly speak to the public via Twitter. Asked on CBS’ “Face the Nation” about the president’s tweets about the investigation, Scaramucci said he would not get in the way. “That’s the crystal essence of the president. And so some of you guys in the media think it’s not helpful. But if he thinks it’s helpful to him, let him do it,” Scaramucci said. He also said on CNN’s “State of the Union” that “we’re going to — we’re going to defend him very, very aggressively when there’s nonsensical stuff being said about him. NATIONAL SECURITY The White House indicated Sunday that President Trump would sign a sweeping sanctions measure, which the House could take up this week, that requires him to get Congress’ permission before lifting or easing the penalties against Russia. Lawmakers are scheduled to consider the sanctions package as early as Tuesday, and the bill could be sent to Trump before Congress breaks for the August recess. The legislation is aimed at punishing Moscow for meddling in the presidential election and for its military aggression in Ukraine and Syria. Sarah Huckabee Sanders, the new White House press secretary, said on ABC’s “This Week”: “We support where the legislation is now, and will continue to work with the House and Senate to put those tough sanctions in place on Russia until the situation in Ukraine is fully resolved.” Congressional Republicans and Democrats announced Saturday that they had settled issues with the bill, which also includes stiff economic penalties against Iran and North Korea. The White House had objected to a key section of the bill that would mandate a congressional review if Trump attempts to terminate the sanctions against Moscow. The Russian ambassador to the United States, Sergey Kislyak, has ended his assignment in Washington. The Russian Embassy in Washington announced on Twitter that Kislyak’s tenure ended Saturday. Kislyak is a prominent figure in the controversy over Russia’s possible involvement in the 2016 U.S. presidential election for his contacts with members of President Trump’s team. Kislyak’s successor has not been announced, although it is widely expected to be Anatoly Antonov, a deputy foreign minister and former deputy defense minister seen as a hard-liner regarding the United States. Turkish President Recep Tayyip Erdogan waded into the diplomatic crisis gripping Qatar and four other Arab nations Sunday, traveling to Saudi Arabia and Kuwait as part of a three-country Gulf tour aimed at helping to break the impasse. Erdogan is the fifth high-level visitor from outside the Gulf to try to resolve the dispute since it erupted June 5. The top diplomats of Britain, France, Germany and the United States have been through already. Saudi Arabia, the United Arab Emirates, Egypt and Bahrain cut ties with Qatar in June, accusing it of supporting extremists. Qatar strongly denies the allegations. (AP)

Protesters who want critically ill British baby Charlie Gard to receive an experimental medical treatment rallied Sunday, while hospital officials said emotions are running so high in the heartbreaking case that they have received death threats. A group of about 20 activists supporting Gard’s parents, including some from the United States, gathered Sunday outside the High Court in London, where legal proceedings will resume today with new medical evidence. His parents are fighting to get him more medical care but hospital officials say the experimental treatment won’t work. The hospital wants to end life support. (AP)

Historically rich timing for Wizards ANALYSIS John Wall agreed to a four-year, $170 million contract extension with the Wizards late Friday, exercising his right to cash in with a designated player veteran exemption. The so-called supermax deal kicks in at the end of his current contract, which runs for two more seasons. Wall, 26, has a player option for the final year and a trade kicker that would increase his salary by 15 percent in the event of a trade. Don’t read anything extra into those details. They’re the kinds of goodies included for most stars. Most important to anyone interested in Washington basketball is that for the next five to six years, Wall — the franchise’s best player since Wes Unseld — will wear a Wizards uniform. This is a seminal moment for a franchise that has spent most of the past four decades in the basketball wilderness. By persuading Wall to spend the rest of his prime in Washington, the Wizards have put themselves in an envious position.

Championship contention may be a ways off — at least as long as LeBron James is in the East. But the Wizards hadn’t come close to achieving any real success since the 1970s until the past few years, when they made the second round of the playoffs three times in four seasons. This is important for continuity. After averaging 23.1 points and 10.7 assists this past season, Wall earned third-team all-NBA honors. Two years from now, he easily would have been one of the top free agents on the market, sought by every team with cap room to sign a max free agent. Now none of them will have that option, and that’s no small victory for the Wizards. Just three weeks ago, Wall told The Washington Post he was going to wait and see what the Wizards did in free agency before committing to sign an extension. That was before owner Ted Leonsis committed to paying the luxury tax for the first time by keeping Otto Porter Jr. as a restricted free agent. That clearly resonated with Wall and persuaded him to stay long-term. Now Wall is off the market until at least 2022 and keeps intact a backcourt with shooting guard

Issa, the real and the fictional TELEVISION The moment seemed almost too perfect — the stunningly talented Issa Rae walking onto the stage at June’s BET Awards. But before she reached the microphone, Rae was introduced as ... Yara Shahidi. Shahidi, of course, is 17, and plays Zoey on ABCs “Black-ish.” Rae, 32, stars on HBO’s “Insecure,” which launched its second season Sunday. “That’s Issa!” screamed Yvonne Orji, who plays Molly on “Insecure,” trying to correct the moment from her seat. For Rae, a creative dynamo capable of turning heads on the red carpet and in the writing room, these moments just happen. And Rae’s ability to make these moments into comedy has carried her from YouTube sensation to leading lady. Rae — who first emerged in the 2011 web series “The Mis-Adventures of

Awkward Black Girl” — now stars in “Insecure” as Issa Dee, a character as self-assured as she is self-loathing. She’s funny, maddening, manipulative and trying her best. To her legion of fans, she’s simply Issa. Which, interestingly enough, has gotten tiresome to Rae. As she grows older, she’s finding it less charming to be confused with this fictitious Issa. “I just didn’t think. I was so pressed with telling a good story that I didn’t think about the fact that this character, named after me, was going to air,” Rae said before the BET Awards. “And even while shooting, it didn’t cross my mind until it aired. This is not by any means my life, and this is where it gets muddy because people assume that it is.” That’s not to say she does not realize her life has changed. But in “The Misadventures of Awkward Black Girl,” her memoir, Rae wrote of her childhood in Maryland and her traumatic move to California, her struggles with weight and her parents’ divorce.

‘Oh, I’m exchanging stories between girlfriends,’ and it never occurred to me that the country will see it, and the world will see it, and form opinions about me.” At the BET Awards, Rae emerged from a black SUV to screams of “Issa,” begged by both interviewers and Snapchatters for moments on camera, before she finally got to the theater. And that’s when Rae, on stage, was reminded that not everything goes as scheduled. Orji, in her seat, did her part, screaming Rae’s name. “It was so perfectly Issa,” she says later. “It’s just like, she’s not goi ng to be up set. She took a moment and paused, and they got it right.”

NBC’s “The Wall” sounds like a series about a president’s attempt to build a barrier between his country and a neighbor. That would be some show! As it turns out, “The Wall” (9 p.m. Thursdays) is a game show. Now in its second season, it’s one of the hottest shows of summer, recently earning

The New York Times reported that the figure was off the floor Thursday. A source told the New York Post that the new couple is steering clear of Justin Bieber, who discovered Beer, “fearing it would be awkward.” However, Beer has reportedly said she’d never date Bieber and that he’s like a brother. China bans Justin with compliment China’s capital said it won’t be inviting Justin Bieber to perform in the country due to his “bad behavior.” In response to a question from a fan on its web page, the Beijing Municipal Bureau of Culture said it was acting in the interest of “cleaning up” the domestic performance market. “Justin Bieber is a young foreign singer who is talented at singing but also controversial,” the bureau said. “Therefore, it’s not appropriate to bring in artists who show bad behavior.” Bieber, who performed in Beijing, Shanghai and Dalian in 2013, has had numerous run-ins with police around the world.
