Intern watering holes are drying up THE DISTRICT Svetlana Legetic remembers fondly what it was to be a D.C. intern in the early 2000s. She had to scrimp and save just to make it onto the Metro — but then it would whisk her off to a bar offering $3 rail drinks and as many wings as you could devour. “I have a very romantic memory� of those days, she says. Bargain-basement happy hours were hidden all over Washington; finding a gratis steak sandwich or a 25-cent beer “was like a game to some extent.� Washington has never been an inexpensive city. But the District of past decades was at least moderately comfortable for the annual influx of baby-faced summer workers. My Brother’s Place, a lowceilinged dive just off Constitution Avenue, drew interns with a $15 all-you-can-drink Saturday special. ‘I would rather ride a horse’ TRANSPORTATION Maybe Dan Stessel is right. Maybe, as Metro’s spokesman believes, what commuters experienced Monday morning will work itself out in a couple of days, once riders get used to the closure of two Red Line stations. Maybe — but the first weekday of the planned 45-day disruption was a sweaty mess. With trains not running between Rhode Island Avenue and Brookland stations through Labor Day so Metro can make muchneeded repairs, the transit agency had advised Red Line riders to transfer to the Green and Yellow lines to get around the work zone. But so many people took that advice that the platforms at Fort Totten and Gallery Place were crammed to the edge at times. Just getting into the stations was an ordeal. Long lines of people waited to walk down broken escalators at Fort Totten, only to then have to squeeze into packed cars. Stessel likened the disruption to roadwork: The first day is often the worst, but traffic lightens up as drivers find ways to deal with it. “By Wednesday, this will be old hat,” he predicted. Tracy Ferguson, a Justice Department attorney, isn’t so sure. It took her an hour and a half to get from Glenmont to her office near Metro Center, twice as long as usual.

Fort Totten Station, where Red Line riders had to transfer to the Yellow and Green lines, was packed on Monday during the morning commute.

Transferring from the Red Line at Fort Totten — the last station before the closure — she found the escalators to the Green and Yellow platform out of service. She was enraged that with Metro urging more people to go to Fort Totten, it hadn’t made sure the escalators were running. Stessel said they had shut down at 8 a.m. because a safety sensor had been activated but they were

later back in service. In any case, Ferguson, like a lot of people, headed for the elevator, where “rude and frustrated individuals shoved in front of baby strollers and the wheelchair-bound in hopes of cramming into the elevator,” she said in an email. Ferguson said Monday’s mess didn’t seem like “a blip or two” to her and she’s not optimistic things

will get better anytime soon. “If this morning is a semblance of how it is to be or what is to come,” she wrote, “I would rather ride a horse into downtown than take Metro.” Stessel acknowledged there was crowding at times but said people were “cleared in short order” as trains arrived. “It wasn’t a sustained crowding situation,” he said. It seemed sustained enough at Gallery Place, where the crowd was packed to the edge of the platform, Kahn Branch said. “The entire station was dreadfully hot and humid,” he said in an email. What “if someone would’ve had heatstroke in Gallery Place station or fallen down onto the tracks?” Stessel might be right. Maybe people will start to make other plans. Ferguson said she would leave for work earlier. Branch said he could take two buses, but “it’s far more walking and will take fairly longer to get into the office.” He could take an Uber, he said, but that would be expensive with the ride-hailing service likely to charge higher “surge” rates because of all the other people trying to avoid Metro. By Monday afternoon, things had smoothed out somewhat, said Alex Rosen on his way home on the Green Line after work. Area rains bring life-threatening threats of flood From flash drought to flash flood, this July is a story of weather extremes in D.C. A week ago, no measurable rainfall had wet Washington during July, a record 16-day dry spell so deep into the month. One week later, the heavens have unloaded more than eight inches of water on the city. Some of the heaviest rain is probably still to come. A water hose in the sky, known as an atmospheric river, will blast the Mid-Atlantic for the next few days. An additional 3 to 5 inches or more of rain may come down; if that materializes, it would make this the wettest July on record in D.C. The 8.14 inches that have fallen this month rank as 10th-most in July on record, but we’d move into the No. 1 spot with 3 more inches, passing the 11.06 inches from 1945. For the month to date, the 8.14 inches that have fallen rank fourth-most on record. Problematically, the ground is saturated and rivers and streams are swollen, so they cannot take on much more water before flooding occurs. “A potentially dangerous, even life threatening, situation is setting up for much of the Mid-Atlantic,” the National Weather Service Middle Atlantic River Forecast Center tweeted. Firefighter dies in seven-alarm blaze HOWARD COUNTY, MD. A 13-year veteran of a Maryland fire department died Monday after he fell through the floor of a house as he battled a sevenalarm fire. The Howard County Fire Department identified the firefighter as Nathan Flynn. “It’s a very sad, tragic day for Howard County,” County Executive Allan Kittleman said outside a hospital where Flynn died from his injuries. Richard Ruehl, president of the local firefighters union, of which Flynn was a member, said that it was “the first time we ever had to deal with [this] in Howard County.” Ruehl added, “Honestly, we don’t know what to do right now.” The fire started about 2 a.m. Monday in the 7000 block of Woodscape Drive in the

Clarksville area, about 20 miles northeast of D.C. Three people inside the house at the time escaped Flynn safely. As fire crews battled heavy smoke and made their way inside the home, Flynn fell through the first floor to the basement, officials said. A mayday call went out about 2:20 a.m., said Deputy Chief William Anuszewski of the Howard County Fire Department. Firefighters searched for Flynn amid heavy fire conditions. Officials in a Maryland resort town said a woman was gored in the chest by a windblown beach umbrella. Ocean City Beach Patrol Capt. Butch Arbin said the unattended rental umbrella injured the 46-year-old Pennsylvania woman Sunday. He said lifeguards and other beachgoers held the umbrella steady until firefighters cut off the wooden pole. They left a piece of the pole in her chest to avoid causing more damage. She was flown to a nearby hospital so that doctors could perform X-rays to determine the best way to remove it. Arbin said the injury was not expected to be life-threatening. (AP)

The Democratic nominee for Montgomery County executive has written to Amazon’s owner to say that he will honor the county’s commitments as it seeks to lure the tech company’s next headquarters. Marc Elrich wrote the July 13 letter to Jeff Bezos, Amazon’s chief executive. Elrich acknowledged that Amazon executives might feel “uncertainty� as County Executive Isiah Leggett prepares to leave office. As more people are scooting around Baltimore, officials are scrambling to create regulations for the mode of transportation that’s become popular among some residents and raised concerns including safety for others. Interior’s hidden agenda Accidentally released records show department’s efforts to undermine protected sites ENVIRONMENT In a quest to shrink national monuments last year, senior Interior Department officials dismissed evidence that these public lands boosted tourism and spurred archaeological discoveries, according to documents the department released this month and retracted a day later. The thousands of pages of email correspondence chart how Interior Secretary Ryan Zinke and his aides tailored their survey of protected sites to emphasize the value of logging, ranching and energy development that would be unlocked if they were not monuments. Comments the department’s Freedom of Information Act officers made in the documents show they sought to keep some of the references out of public view because they were “revealing [the] strategy” behind the review.

In April, President Trump signed an executive order instructing Zinke to review 27 national monuments. The new documents show that as Zinke conducted his fourmonth review, Interior officials rejected material that would justify keeping protections in place. Officials singled out a July 28 response by Bureau of Land Management acting deputy director John Ruhs to Katherine MacGregor, acting assistant secretary of lands and minerals management, as eligible to be redacted. MacGregor had asked about the logging potential of Cascade-Siskiyou National Monument if Trump reversed the expansion former president Barack Obama carried out. “Previous timber sale planning and development in the [expansion area] can be immediately resumed,” Ruhs wrote.

These redactions came to light because Interior’s FOIA office sent documents to journalists and advoZinke cacy groups July 16 that it later removed online. “It appears that we inadvertently posted an incorrect version of the files for the most recent National Monuments production,” officials wrote July 17. “We are requesting that if you downloaded the files already to please delete those versions.” Department officials also redacted the BLM’s assessment that “it is unlikely” that the Obama administration’s establishment of the 1.3 million-acre Bears Ears National Monument in Utah “has impacted timber production” because those activities were permitted to continue. Aaron Weiss, a spokesman for

the advocacy group Center for Western Priorities, said in an email the “botched document dump reveals what we’ve suspected all along: Secretary Zinke ignored clear warnings from his own staff that shrinking national monuments would put sacred archaeological and cultural sites at risk.” Weiss said hiding the warnings might be illegal. John Leshy, Interior solicitor during the Clinton administration, said that because Trump initiated this review by executive order, administration officials could assert the redacted sections are privileged. “It’s not at all clear a court would admit this material in evidence in litigation challenging Trump’s actions,” Leshy said, “because the rules about reviewing presidential actions, in general, are fuzzy.” JULIET EILPERIN (THE WASHINGTON POST)

Colleges offer tuition for share of future salary EDUCATION As more students balk at the debt loads they face after graduation, some colleges are offering an alternative: We’ll pay your tuition if you offer us a percentage of your future salary. Norwich University in Vermont announced last week that it will become the latest school to offer this type of contract, known as an income share agreement, in which students pay back a percentage of their salary for a set period of time. Terms can vary. In 2015, Oakton, Va.-based Vemo Education began working with accredited colleges and universities to offer the program. Vemo now works with nearly 30 public and private colleges and universities, including Norwich. “Schools are doing it now because they want alternate financing models,” Vemo CEO Tonio DeSorrento said. Those touting the programs say they give colleges greater incentive to help students find high-earning jobs. But because employment and salary determine repayment, it’s possible providers could be seen as discriminating against recipients who choose lowerpaying professions. Trump wants to revoke clearances POLITICS President Trump is considering revoking the security clearances of a half-dozen former Obama administration officials, a move that critics say would be an unprecedented politicization of the clearance process. White House spokeswoman Sarah Huckabee Sanders said Monday the president is “exploring the mechanisms” to strip clearance from former CIA Director John Brennan, former FBI Director James Comey and former national security officials James Clapper, Michael Hayden, Susan Rice and Andrew McCabe. Sanders accused the officials of having “politicized and in some cases monetized their public service and security clearances” by “making baseless accusations of improper contact with Russia or being influenced by Russia.” “The fact that people with security clearances are making

The investigation into the sinking of a sightseeing boat that claimed 17 lives will look at whether operators violated Coast Guard rules by venturing onto a Missouri lake as thunderstorms rolled in, a Coast Guard official said Monday. Lt. Tasha Sadowicz of the agency’s St. Louis office said the boat that sank had undergone a required annual inspection in February, but that the Coast Guard’s “certificate of inspection” placed limits on when boats can enter the water based on wind speed and wave height. Sadowicz said the capsized boat’s limits will be a focal point of the investigation. (AP)

The Syrian government on Monday criticized a multilateral operation to evacuate hundreds of rescue workers from the war-torn country, calling it “criminal.” Syrian authorities have long described the Civil Defense search-and-rescue group, also known as the White Helmets, as a terrorist organization. The group rose to prominence as it filmed its operations to rescue civilians from Syrian government airstrikes. On Saturday, more than 400 rescuers and their family members were evacuated from Syria’s Quneitra province through Israel to Jordan. The operation was led by the U.S., Canada and Britain. (AP)

NATIONAL SECURITY President Trump’s explosive Twitter threat to Iran’s leader comes as his administration is ratcheting up a pressure campaign on the Islamic republic that many suspect is aimed at regime change. No one is predicting imminent war. But Trump’s bellicose, allcaps challenge addressed to President Hassan Rouhani followed a speech by Secretary of State Mike Pompeo in which he accused Iran’s leadership of massive corruption and widespread rights abuses and urged Iranians to rise up in protest. Both the tweet and the speech landed less than two weeks before the administration will begin re-imposing sanctions on Iran that had been lifted under the 2015 nuclear deal. In the meantime, the U.S. is stepping up Farsi-language outreach that is intended to support Iranians demonstrating against the policies of their government. Trump’s tweet doesn’t appear to have been prompted by any notable shift in rhetoric from Iran. It could have been an impulsive reaction to reports from Tehran quoting Rouhani as giving the U.S. an oft-repeated reminder that conflict with Iran would be “the mother of all wars.” Yet animosity directed at the Iranian leadership is an established part of the administration’s broader foreign policy. “Find your passion” — it’s a mantra dictated to anyone seeking happiness. But according to a forthcoming study from Stanford and YaleNUS College in Singapore, it’s bad advice — and may actually make it harder for people to figure out what they love to do. Why? The idea of “finding” one’s passion implies that people have built-in interests just waiting to be discovered, and if you can simply figure out what they are you will magically be able to embrace them, says the study, which will be published in the journal Psychological Science. But people with that mindset are more likely to give up on their newfound interest when they hit the inevitable roadblock, the study found. Instead, researchers say true passion develops — through being openminded about delving into a new topic, and being willing to put some work into it. In this study, researchers looked at the differences between people who believe interests are static and those who believe they can be developed with time and effort. They conducted five experiments involving 470 undergraduate students and found that focusing too narrowly on one interest can cause people to miss developing knowledge in other areas that could help them succeed. REDSKINS TRAINING CAMP

There won’t be much obvious competitive drama as the Redskins begin training camp Thursday. Starters are established at most positions. Alex Smith replaces Kirk Cousins at quarterback, and free agent wide receiver Paul Richardson will plug in opposite Josh Doctson. The Redskins may have the steal of the draft in LSU’s Derrius Guice, who slid to No. 59 overall because of character concerns. Guice, a powerful runner who makes crisp cuts and shows elusiveness in a 5-foot-11, 225-pound frame, has been a model citizen so far. He’s expected to form a 1-2 punch with Chris Thompson, who is returning from a fractured right fibula. Thirdyear veteran Rob Kelley is fighting to keep his starting job after ending last season on injured reserve with a sprained MCL.

The Redskins are looking for new starters after Bashaud Breeland left in free agency and nickel back Kendall Fuller was dealt to Kansas City in the package for Alex Smith. Orlando Scandrick, 31, signed in free agency and is one of three favorites to fill the two spots, along with Quinton Dunbar — who signed a three-year, $10.5 million deal in January — and Fabian Moreau, a third-round pick last year. Dunbar had four starts and one interception in 15 games last season. Scandrick had 11 starts for Dallas.

D.J. Swearinger is back to start at safety, but Deshazor Everett and Montae Nicholson are poised to compete for the other spot. The Redskins re-signed Everett in March on a two-year, $2.6 million deal, while the team spent a 2017 fourthround pick on Nicholson. In eight games as a rookie, Nicholson had 24 tackles, an interception and two passes defended. He had six starts. Everett posted a career-high 62 tackles and five passes defended in 14 games last season. He also made a career-high eight starts.

The Redskins’ past two first-round picks, Daron Payne and Jonathan Allen, should start from Day 1, but the defensive end opposite Allen could be up in the air. Stacy McGee, Matt Ioannidis, Ziggy Hood and Anthony Lanier could all be in the mix. McGee made 10 starts and had 44 tackles in his first year with Washington. Ioannidis had 27 tackles and 4½ sacks in 14 games — 10 of them starts. Hood started 13 games but often played nose tackle. Lanier totaled 14 tackles and five sacks in his second season.

Youth programs at gyms like CrossFit, SoulCycle are growing, but is it a good idea? CLASSES Boutique fitness studios are outcompeting large health clubs, thanks largely to their most devoted customers: millennials, according to a 2017 report from the International Health, Racquet & Sportsclub Association (IHRSA). And as fitness lovers start having children, many studios are now offering group classes for kids. “It’s starting now with everything from baby yoga to activity monitoring for infants in their cribs,” says Bryan O’Rourke, a fitness industry analyst. He cites youth-oriented programs from SoulCycle, Zumba and UFC (that’s Ultimate Fighting Championship, the mixed martial arts organization), to name a few. “There’s a plethora of offerings out there, and I don’t think they’re going away,” he says. Children and teens are doing yoga, spin and strength-training classes in place of, or in addition to, traditional organized sports. IHRSA reports that the number of boutique gym members

under 18 grew from 2.1 million to 3.7 million from 2013 to 2016. In theory, anything that gets kids moving is good, says David Berkoff, a sports medicine doctor, because “we have such a crisis of overweight and under-exercised kids.” But experts have some caveats when it comes to group fitness classes. “Kids are not miniature adults, and I would caution against kids taking classes that are formatted the same way as the adult classes,” because they may not be age-appropriate, says Rick Howard, assistant professor of kinesiology at West Chester University. Parents should look for studios that cater specifically to children with separate class times, equipment and instructors, and that employ safety measures such as separating children by age group. The social benefits of teen group fitness classes are similar to those found in organized sports, such as team building, accountability and a sense of belonging, says Jaclyn Shepard,

Kids’ classes STRENGTH TRAINING: CrossFit kids’ coaches complete a certification program that covers class setup, safe movement and cues that resonate with children. Sports performance gyms such as Atlas Fitness in the District offer specialized strength and conditioning programs that teach young athletes about weight training and recovery. SPINNING: Children’s spin classes are less common because most spin bikes can only accommodate riders 4-foot-10 and taller, but many studios allow teens to attend adult classes with parental consent. YOGA: Shari Barkin, chief of general pediatrics at the Monroe Carrel Jr. Children’s Hospital at Vanderbilt University, recommends kids’ yoga classes for the physical and psychological benefits, but recommends avoiding hot yoga: “Hot yoga tricks your body into thinking that you can do more stretching. For kids especially, it’s important not to overstrain [their] muscles.” Z.A.

Q. All summer when I am out on my balcony at my apartment building, I can see right across into another person’s apartment. I try not to look but often it is a guy in various stages of undress watching TV. It is gross. I feel like he may even be keeping his blinds open on purpose. You keep blinking at these pages, struggling to bring the story into some comforting focus, convinced you can look past its unsettling intimations. But R.O. Kwon, the 35-year-old Korean-American author, doesn’t make it easy to get her debut out of your system. The novel comes to us as a series of intense memories pieced together in the wake of tragedy.
