Watermelons are set to replace piglets in an annual event at a Santa Rosa, Calif., fair. The Press Democrat reported Saturday that the Sonoma County Fair has eliminated the “pig scramble” due to public concern over animal welfare. In the longrunning event, kids chased and tried to capture piglets. This year’s event on Aug. 4 will instead have children carry watermelons slicked with vegetable oil around an obstacle course in a timed race. (AP)

Crews spent Monday night cleaning syrup from one block of a four-lane street along New Orleans’ French Quarter. Police say a container truck spilled about 1,000 gallons of syrup Monday evening after a rubber shipping bladder broke. Both eastbound lanes of Rampart Street reopened Tuesday and police tweeted a #SYRUPDATE that began, “We’re not waffling.” Police said one lane would close again to ensure streetcar tracks are syrup-free. An officer’s act of kindness THE DISTRICT Taylor Pomilla had just picked up her 4-year-old son, Andrew, from school Friday and they were heading home on the Metro when Andrew decided he wanted to run around inside the car while it was moving. Pomilla told him that wasn’t safe, but Andrew, who has autism, insisted. Soon, Andrew became agitated and started a tantrum. It was rush hour. “His regular toddler tantrum turned into a meltdown, or what I call, the point of no return for him,” Pomilla wrote in a nowviral Facebook post. Andrew rolled on the floor, he screamed, he flung his shoe across the train, she said. Pomilla, a 24-year-old single mom who moved to Ballston, Va., from Texas six months ago, was desperately trying to calm him down. They exited the car at Gallery Place. It was one stop before Metro Center, where they usually change trains. She thought Andrew would calm down, but things got worse.

Andrew froze. “She definitely looked like she needed a little help,” said the officer, Dominic Case. He asked whether she needed a hand. Pomilla explained what was going on, and that they needed to get to Ballston, about 30 minutes away. “Without hesitation he said, ‘I’ll come on the train,’ ” she wrote. Case, who has a 4-year-old son

Andrew stopped crying. Case then took off his adhesive police badge from his vest and asked Andrew: “Can you be a policeman with me and help me do police work on the train?” Pomilla said. Andrew said yes, and as they walked toward the escalator, Andrew put his hand in Case’s and held tight. Case, 27, said he felt honored that Andrew grabbed his hand because in training classes he learned that people with autism often don’t like to be touched. “It seemed like a calming thing at the time,” he said. “It seemed the right thing to do.” Case rode the Metro the entire way home with them. At the Ballston stop, Pomilla tried to give Case back his badge, but he insisted Andrew keep it. Andrew, who will be 5 in a few weeks, was thrilled. Pomilla thanked Case profusely, for his “immeasurable amount of kindness,” she wrote. THE DISTRICT At least 19 people were found shot in D.C. in five days, including 11-year-old Karon Brown, killed Thursday, and six people whose bodies turned up over the weekend, among them a father and his teenage son, police said. From last Wednesday afternoon through Sunday evening, the city recorded eight homicides. Police also reported a fatal shooting Monday night in the 1300 block of Saratoga Avenue NE, according to Officer Sean Hickman, a police spokesman. The killings raised D.C.’s 2019 homicide tally to 94, compared with 85 at this time last year. In addition to the eight homicide victims, at least 11 people were wounded in nonfatal shootings, according to police. At a briefing Monday, Police Chief Peter Newsham attributed the violence to illegal firearms. He said people charged with gun possession don’t get tough enough treatment in the justice system. In February, officials announced that more gun possession cases would be prosecuted in U.S. District Court, which could mean longer prison terms for some offenders. Newsham said tips to detectives led to an arrest in Karon’s killing. “It shouldn’t take the death of an 11-year-old for people to come forward,” he said. “ Every single time that

somebody dies in our city, people should come forward with that same passion,” the chief said. As of Tuesday afternoon, no arrests had been made in the eight other most recent slayings. Shortly before 6 p.m. Friday, Hugh Washington, 57, and Ahkii Washington-Scruggs, 17, were found fatally shot in a home in the 1000 block of Queen Street NE. Newsham described the victims as father and son. The next victim, Eric Byrd, 34, of Southeast, was found about 2:42 a.m. Saturday in the 1100 block of

local Officials investigate 40 reports of intestinal trouble at 2 employers HEALTH Virginia health officials are investigating an increase in cases of a foodborne intestinal illness and dozens of suspected cases involving two large employers. The state’s Department of Health reported Tuesday on a recent increase of cyclosporiasis, an intestinal illness caused by the foodborne parasite Cyclospora, since mid-June in

Northern Virginia. No source has been identified. Fifteen cases of the illness, typically found in tropical and subtropical areas, have been confirmed in Northern Virginia, up from eight at this time in 2018. In addition, more than 40 people from “two large businesses” reported an intestinal illness, under investigation for suspected cyclosporiasis. Officials didn’t identify the businesses. Arlington, Fairfax, Loudoun and Prince William counties, and the city of Alexandria are involved in the investigation.

POLITICS The Senate voted overwhelmingly Tuesday to add billions of dollars to a fast-dwindling compensation fund for 9/11 workers who are now sick or dying — capping an emotional political debate over ongoing deaths linked to the 2001 terrorist attacks. The legislation, which was championed by gravely ill first responders and former “Daily Show” comedian Jon Stewart, will extend the compensation program until 2092, at an estimated cost of $10.2 billion for the first decade. It passed 97 to 2, drawing cheers and applause from first responders and their families in the Senate gallery. The measure has already passed in the House, so it will now head to the White House for the president’s signature. After the vote, Stewart got a bear hug from John Feal, a former construction worker who has lobbied for 9/11 health care programs after being injured while working at Ground Zero. Stewart said Feal and the other advocates “lifted this 9/11 community on their shoulders, and they carried them home. … There have been too many funerals, too many hospices. These families deserve better.”

Prolonging the program became urgent earlier this year, when the special counsel overseeing the fund warned that future payouts would be cut by as much as 70% due to a growing number of death and cancer claims. Last month, Ground Zero workers and their families testified in an emotional hearing featuring former NYPD detective Luis Alvarez, who urged Congress not to close the door on others who would become sick after him. Alvarez died weeks later, and lawmakers decided to add his name to the legislation. Stewart had attacked Senate Majority Leader Mitch

McConnell, R-Ky., for what he said was a long record of slowwalking legislation for 9/11 health issues. McConnell denied that he opposed the bill and issued a statement Tuesday morning in support of the measure. GOP Sens. Mike Lee of Utah and Rand Paul of Kentucky voted against the bill’s final passage. To date, the fund has paid about $5 billion to approximately 21,000 sick or dying claimants. New York became the first U.S. state to ban the declawing of cats Monday, joining most of Europe, several Canadian provinces and a growing list of American cities that already prohibit a procedure animal advocates call cruel and unnecessary. “I say to all the doubters: ‘Dude, we are going to energize the country, we are going to get Brexit done,’ ” said Johnson, a former London mayor and British foreign secretary. Hunt, a stolid politician compared to the flamboyant Johnson, said he was sure his rival would “do a great job.” “He’s got optimism, enthusiasm, he puts a smile on people’s face and he has total, unshakable confidence in our amazing country,” said Hunt, who is likely to be removed as foreign secretary by the new prime minister. Johnson wooed Conservatives by promising to succeed where May had failed and lead the U.K. out of the EU — with or without a divorce deal. Johnson insists he can get the EU to renegotiate, something the bloc insists it won’t do. If not, he says Britain must leave the EU by the Oct. 31 deadline, “come what may.” The EU is adamant that the deal with May will stand, saying Britain has to take it or leave it. Michel Barnier, the bloc’s chief Brexit negotiator, said he looked forward “to working constructively” with the new Conservative leader “to facilitate the ratification of the Withdrawal Agreement.” Economists warn that a nodeal Brexit would disrupt trade and plunge the U.K. into recession. LONDON Boris Johnson, Britain’s blustering Brexit campaigner, was chosen Tuesday as the U.K.’s next prime minister, with a resounding mandate from the Conservative Party but conflicting demands from a politically divided country. Johnson is set to become prime minister today after winning an election to lead the governing Conservatives. He will have just over three months to make good on his promise to lead the U.K. out of the European Union by Oct. 31. Famed for his bravado, quips in Latin and blond mop of hair, Johnson easily defeated Conservative rival Jeremy Hunt, winning two-thirds of the votes of about 160,000 party members across the U.K. He will become prime minister once Queen Elizabeth II formally asks him to form a government, replacing Theresa May. The embattled May announced her resignation last month after Parliament repeatedly rejected the withdrawal agreement she struck with the 28-nation bloc, leaving Britain stranded in Brexit limbo. The U.K.’s departure from the EU was delayed from its longscheduled exit in March. Johnson radiated optimism in a brief victory speech to hundreds of party members and lawmakers, pledging to “deliver Brexit, unite the country and defeat Jeremy Corbyn,” leader of the opposition Labour Party.

SCIENCE In 1982, when just 22 California condors — North America’s largest flying bird — were left in the world, scientists captured the remaining population to breed the scavenger birds in captivity. Nearly four decades later, a consortium of government agencies and nonprofit groups announced this month a miraculous milestone: 1,000 California condor chicks have hatched since the rescue program began. Experts have monitored the condors intensively, trying to determine what exactly leads to their demise. Scientists have found that the leading cause of California condor mortality is lead poisoning. The birds often feast on the carrion of animals shot and left behind by hunters, and they sometimes swallow lead pellets, fragments or whole bullets. That was some of the research that prompted California’s ban on lead ammunition, which took effect this month and prohibits lead ammunition when shooting wildlife anywhere in the state. Chris Parish, director of conservation at the Peregrine Fund, pointed to a pilot program in northern Arizona, where nearly 9 in 10 deer hunters have either switched to non-lead ammunition or agreed to haul away remains of shot animals. Kraft, the creator and longtime leader of NASA’s Mission Control, died Monday in Houston, just two days after the 50th anniversary of what was his and NASA’s crowning achievement: Apollo 11’s moon landing. He was 95. Christopher Columbus Kraft Jr. never flew in space, but “held the success or failure of American human spaceflight in his hands,” Neil Armstrong, the first man on the moon, told The Associated Press in 2011. Kraft founded Mission Control and created the job of flight director — later comparing it to an orchestra conductor — and established how flights would be run as the space race between the U.S. and Soviets heated up. The legendary engineer served as flight director for all of the one-man Mercury flights and seven of the two-man Gemini flights; helped design the Apollo missions that took 12 Americans to the moon from 1969 to 1972; and later served as director of the Johnson Space Center until 1982, overseeing the beginning of the era of the space shuttle. Mueller takes center stage Former special counsel Robert Mueller is scheduled to testify before two separate congressional panels today, when he will publicly address questions for the first time about his investigation of President Trump and Russian interference in the 2016 election. Will he say anything new? Mueller is going to try not to make any news, and he will be a reluctant witness, at best. At a May news conference to announce that the special counsel’s office was closing, Mueller said that he hoped his public remarks then would be his last and that, if pressed to testify, he would not stray beyond his report. “We chose those words carefully, and the work speaks for itself,” he said. Jim Popkin, a spokesman for Mueller, reiterated Monday that Mueller intends to limit his testimony to what is in his report. He said Mueller will submit the publicly released version of the document as his official statement for the record, though he will also read a separate opening statement. The Justice Department told Mueller in a letter that his testimony “must remain within the boundaries of your public report” and noted that some aspects of his work were covered by executive privilege.

Democrats have signaled they will focus on the episodes outlined in the report in which Trump sought to impede the investigation. While the report lays them out in detail, some believe the public hasn’t yet been exposed to them, and having a respected former prosecutor rehash them on national TV is worthwhile in its own right. Mueller almost certainly will not answer Democrats’ biggest question: Does he believe there’s enough evidence to bring an obstruction-of-justice case against Trump, were he not president? That’s because Mueller’s team decided it could not make a determination on that topic even privately, because of Justice Department policy preventing the indictment of a sitting president, combined with concerns about the unfairness of making a claim against someone who would not have a chance to defend himself at a trial.

Trump’s allies are likely to question the former special counsel about what they perceive as bias on his team. They are likely to refer repeatedly to anti-Trump text messages exchanged by two FBI officials who worked for Mueller: agent Peter Strzok and lawyer Lisa Page. Mueller removed Strzok from the case when he was alerted to the messages, and Page already had left his team. Page and Strzok have insisted their private views did not influence their work. But Trump has used them to attack Mueller’s probe. Republicans also are likely to press Mueller on the origins of the probe before his appointment and the propriety of investigative tactics the FBI used in dealing with the Trump campaign. Mueller could feel compelled to defend his team or the FBI, particularly in light of Trump’s repeated claim that his campaign was inappropriately spied on.

Mueller is a pivotal witness in the committees’ ongoing investigations of the Trump administration and Russian interference in the 2016 election, but he is hardly the only one. When he’s finished, lawmakers might intensify their efforts to speak with members of his team. They also might refocus on those who were witnesses for Mueller and can describe possible firsthand obstructive conduct by the president. Trump so far has largely stymied House Democrats on that front, citing executive privilege and other concerns to block witnesses from testifying. Lawmakers have been unable to get former White House counsel Donald McGahn to speak with them, and former White House communications adviser Hope Hicks has repeatedly declined to discuss her time inside the administration, though she did talk about her time on the campaign.

Proposal would cut food stamp benefits for 3M POLITICS About 3.1 million people would lose food stamp benefits under the Trump administration’s proposal to tighten automatic eligibility requirements for the food stamp program. Agriculture Secretary Sonny Perdue, above, said Tuesday that the rule would close “a loophole” that enables people receiving only minimal benefits from the Temporary Assistance for Needy Families program to be eligible automatically for food stamps without undergoing further checks on their income or assets. The proposal is the latest effort by the administration to cut back on the Supplemental Nutritional Assistance Program, the official name of the food stamp program. It also has proposed to tighten work requirements for those who receive federal food assistance. The USDA estimates 1.7 million households — 3.1 million people — “will not otherwise meet SNAP’s income and asset eligibility prerequisites under the proposed rule,” resulting in a net savings of about $9.4 billion over five years. Under the proposal, to qualify for automatic eligibility, people would have to get at least $50 a month in benefits from TANF for a minimum of six months. But he also wanted to ensure he and his family would be safe. “With the nets there,” Wright said, “I think it will be more relaxing and enjoyable to watch.” As players and safety advocates urge Major League Baseball to do more to protect fans from foul balls, the Nationals and White Sox this week became the first two teams to extend netting nearly all the way down each foul line. because of weather. A majority of fans surveyed informally at Nationals Park on Monday said they were in favor of extended protective netting. Some said they refuse to buy tickets if the seats aren’t protected by a net. Fans who oppose the idea of protective netting beyond the dugouts said they prefer to absorb the risk. 1990-2019 Russian-born boxer Maxim Dadashev has died of injuries suffered during a fight Friday night at MGM National Harbor in Maryland, officials from Top Rank promotions confirmed Tuesday. Dadashev, 28, had been hospitalized since late Friday night following surgery for massive head trauma from a loss to Subriel Matias in their 140-pound International Boxing Federation world title eliminator. The price for single-family homes near the Amazon HQ2 area has spiked.

Buyers snapped up properties and would-be sellers held back on listing their homes in favor of greater future profits. Year-overyear new pending sales were flat in December before dropping steeply by 63.2% in January and by 50% in February. The lack of new pending sales can be tied to the quick decrease in homes for sale, probably

because homeowners wanted to wait for the official opening of HQ2, according to Chris Finnegan, vice president of marketing and communications for Bright MLS. Inventory dropped 85.3% from October to November and has yet to come back. In June, yearover-year listings in the National Landing ZIP code fell 70.2%.

The data from Bright MLS focuses on Arlington’s 22202 ZIP code — the area that includes Crystal City and the rebranded National Landing area where HQ2 will be located. Intense speculation and media coverage of the potential location of Amazon in National Landing created a buying frenzy just before the Nov. 13 announcement. Is there exposure to our condo board? A. You are right to be concerned about any service provider refusing to follow the community association’s rules or policies. That calls into question the legitimacy or enforceability of the rule, as well as the association’s ability to oversee its service providers. Although the pool company is an independent contractor, the community association would be responsible for the actions

it takes. If those actions are contrary to the association’s governing documents or law, the association is exposed to liability. Community associations typically have swimming pool rules and regulations to control nuisances, crowds, health and safety. The rules are generally written to ensure safety and prevent injury rather than with the intent to discriminate.

Do rules requiring adult supervision of children at condo pools violate the Fair Housing Act?

Nevertheless, fair housing laws protect against rules that have a discretionary effect, regardless of their intent. A pool rule or policy that has the effect of discriminating when applied to a protected class will be carefully scrutinized under the Fair Housing Act. The concern here is that the pool management company intends to enforce a policy that not only differs from the

association rule but may violate fair housing laws. Communities should be wary of any rule that limits conduct to a particular age group. Rules should not target someone based on age, gender or familial status. Any rule or policy targeting children is likely to trigger a discrimination accusation or a fair housing inquiry. The FHA and state fair housing laws prohibit

discrimination based on race, color, religion, sex or national origin and familial status. While the familial status protections of the FHA preclude any rules that discriminate against families with children, the act does not preclude housing providers from implementing reasonable health and safety rules. Before proceeding with the rule, the condo association board should obtain a legal opinion. Given the FHA’s protection of familial status, coupled with courts requiring a “compelling business necessity” or, in this case, a legitimate health and safety or community interest, the statement that children under the age of 12 are incapable of looking out for their own health and safety may be legally unsupportable and therefore not serve as a legitimate basis for the age restriction on swimming pool use. Thom Yorke’s “Anima” is a fulfilling listen if you’re in the mood for some existential dread.

Beneath the glitz, Yorke gets gloomy ALBUM REVIEW Being embraced by the show business establishment hasn’t made Thom Yorke feel all warm and fuzzy. Last year, the famously gloomy Radiohead frontman made the preliminary shortlist for the Academy Awards’ original song category with his haunting title theme from Luca Guadagnino’s “Suspiria.” And, in March, he was inducted along with the rest of Radiohead into that backslappiest of institutions, the Rock & Roll Hall of Fame. Yet nothing about “Anima,” Yorke’s solo album released digitally last month and physically Friday, suggests that this 50-year-old is looking forward to getting his star on the Hollywood Walk of Fame. “Who are these people?” he wails to open “Not the News,” while “Dawn Chorus” ru r us offers a typically typicall llly fraught

confession: “I think I miss something, but I’m not sure what.” Could he be longing for the days when Radiohead was known as an iconoclastic guitar band? No. Built mostly from buzzing synth squiggles and twitchy rhythmic loops, “Anima” has little to do (beyond Yorke’s strangled moan) with the sound of Radiohead’s hand-played efforts. And the album comes with its own Hollywood connection in the form of an accompanying short film directed by Paul Thomas Anderson. In other words, Yorke may not be happy in this newly rarefied air, but that’s no reason to leave — especially when he knows he probably wouldn’t be happy anywhere else. Indeed, the sense of dread on “Anima” feels tied to Yorke’s vague, if deeply held, conviction that politics and technology have combined to create a global menace from which there’s no hiding. In “Last I Heard (… He Was Circling the Drain),” he describes being “swallowed up by the city.” “I Am a Very Rude Person” has him insisting, “I

have to find some way to escape.” “Anima” is slightly more songful than Yorke’s most recent solo record, 2014’s “Tomorrow’s Modern Boxes.” “I Am a Very Rude Person” and “Impossible Knots” both ride funk grooves that recall Atoms for Peace, his short-lived side project with Flea. And “Dawn Chorus,” with Yorke’s low, breathy vocals over a halting keyboard pattern, is one of the prettiest things he’s ever written — a strangely tender ballad delivered from “the middle of the vortex,” as he puts it, where “soot from the chimney pot” forms “spiral patterns of you, my love.” The song features prominently

in Anderson’s movie, which follows Yorke through a bleakly futuristic cityscape as he tries to return a missing bag to its owner. The film, now streaming on Netflix, has no dialogue but tells its story through intricate choreography by Damien Jalet, who also worked on “Suspiria.” Although serious Radio head fans will know “Anima” doesn’t mark Yorke’s screen debut as a dancer — who could forget the endlessly memed “Lotus Flower” video? — it’s striking to see this often-glum little dude throw his body into the project with such abandon. Of course. “King’s Mouth: Music and Songs,” released Friday, is a beautifully crafted psychedelic album. It traces the life of a giant king, growing in complexity through its 12 tracks. The king dies heroically, and the townsfolk honor him by cutting off his head, dipping it in steel and spending time in it. Naturally, none of the songs are predictable. “The Sparrow” morphs from an industrial lullaby to a funky dance tune, while other standouts include the childhoodevoking “How Many Times” and the funky “Feedaloodum Beedle Dot.” Finding yourself inside someone’s head turns out to be a nice vacation in these tough times. ‘Florida’ heat: Pop TV series relishes taboos For a minute, I thought the new Pop TV series “Florida Girls” was a reality show. I guess I had it confused with the actual reality show “Floribama Shore” on MTV. There are so many similarities! On “Floribama Shore,” a character says, “I wasn’t just blacked out. I was blacked the hell out.” On “Florida Girls,” one girl says to another, “You can’t blame alcohol for being a bad rollerblader.” So art imitates life and life imitates art when it comes to Florida stereotypes. But the fictional version is a lot funnier — and way more insightful. “Florida Girls” (which airs new episodes back-to-back, at 10 and 10:30 p.m., on Wednesdays) is about five girls who met at age 5, started drinking at 12 and dropped out of high school at 16. Then one of them gets her GED, lands a job and abandons the girls’ hometown of Clearwater for the greener pastures of … Ohio. The remaining foursome, now in their 20s, wonder if it’s time to “like, change or something,” as Shelby (show creator Laura Chinn, who grew up in the Sunshine State) puts it.

She’s the bad rollerblader with her arm in a cast. Be forewarned: This is not a show for people who resent depictions of Floridians as boneheaded vulgarians. There are jokes about flashers and meth cookers. Kaitlin (Melanie Field) is too broke to finish up her chest tattoo “Florida Fore... .” Unrepentant klepto Erica (Patty Guggenheim) steals Amazon packages from doorsteps. “If mean, if I don’t take it, someone else will,” she says. But there’s more to the series than making fun of Floridians. Even though the four titular girls are mired in inertia and low self-esteem, they’re delightfully complicated characters. They can be naively sweet, fiercely protective of each other and totally fearless in the face of adversity — except when it comes to the thought of pursuing a GED. And really, how can you resist a show that is itself unafraid of taboos?
