MWi^_d]jed With bipartisan debt-limit talks deadlocked, House Republicans and Senate Democrats readied rival emergency fallback plans Sunday in hopes of reassuring world financial markets the U.S. government will avoid an unprecedented default. In a conference call, Speaker John Boehner summoned his conservative rank and file to swing behind a “new measure” that could clear both houses of Congress. “It won’t be ‘Cut, Cap and Balance’ as we passed it,” he said, referring to a measure — killed in the Senate on Friday — that would have required spending cuts of an estimated $6 trillion as well as congressional approval of a constitutional balanced budget amendment for ratification by the states. The new approach is “going to require some of you to make some sacrifices,” he added, according to a person familiar with his remarks. Separately, President Obama invited the two top congressional Democrats to a highly unusual White House meeting Sunday evening. One of them, Senate Majority Leader Harry Reid, was at work on a Democratic fallback measure, too.

Without congressional action by Aug. 2, the Treasury will be unable to pay all its bills, risking a default that could have severe consequences for the U.S. economy and the world’s, too. Details of the rival plans were sketchy. Republican officials said Boehner envisioned an increase in the nation’s debt limit by $1 trillion and slightly more than that in federal spending cuts, with the promise of additional progress on both sides of the ledger if Congress could agree. Democratic officials said Reid was at work on legislation to raise the government’s debt limit by $2.4 trillion — enough to assure no recurrence of the current crisis until 2013 — and reduce spending by slightly more. They said that plan envisioned no higher taxes. (AP)

Same-Sex Couples Wed in N.Y. Midnight ceremonies begin landmark day for gay community

Buoyant gay couples cheered by supporters began marrying Sunday on the landmark day that New York became the sixth and largest state to recognize same-sex weddings and provided fresh energy to the national gay rights movement. Couples began exchanging vows at midnight from Niagara Falls to Long Island, though the center of the action was in New York City, where officials expected to host hundreds of same-sex weddings. About 100 couples waited in line in Manhattan for the chance to exchange vows at the city clerk’s office. The first couple to marry in Manhattan were Phyllis Siegel, 76,

the ceremony. “The fact that’s it’s happening to us — that we ... can do this like everyone else.” New York’s adoption of legal same-sex marriage is viewed as a pivotal moment in the national gay rights movement. The state joined Connecticut, Iowa, Massachusetts, New Hampshire and Vermont, along with Washington, D.C. In New York City and other locations, judges waived a mandatory 24-hour waiting period that allowed couples to exchange vows moments after receiving their licenses. Initially, New York City officials had projected that about 2,500 couples might show up at the city clerk’s offices hoping to get married on Sunday, but 823 couples had signed up — 59 more than the city had planned to accommodate. The city will perform ceremonies for all 823. CHRIS HAWLEY (AP)

For Ensign Peggy LeGrand, the biggest concern about serving on a submarine is not spending weeks at a time in tight quarters with an entirely male crew. What worries her is the scrutiny that comes with breaking one of the last gender barriers in the U.S. military. LeGrand is among a small group of female officers who are training at sites including Groton, Conn., to join the elite submarine force beginning later this year. While the Navy says it is not treating them any differently from their male counterparts, officials have been working to prepare the submarine crews — and the sailors’ wives — for one of the most dramatic changes in the 111-year history of the Navy’s “silent service.” (AP)

Calls for Calm in Divided Europe Continent grapples with Islamophobia after Norway attack BedZed Some British mosques are boosting security after Norway’s massacre was traced to a man who fears Muslims are taking over Europe, an attack that exposed a failure to root out Islamophobia that has bled into the European mainstream. L[_b 9h_j_Y_ic Hours after Norway’s terrorist attack Friday, a law went into effect in Belgium banning the Islamic face veil, for what authorities called security reasons. France, which has western Europe’s largest Muslim population, has a similar law, though President Nicolas Sarkozy’s party insists that the laws it has championed on the face veil and banning headscarves from the classroom are aimed at protecting women’s rights. shoulders and afraid that we will be the next target,” said Mohammed Shafiq of the Ramadhan Foundation, one of Britain’s largest Muslim organizations, on Sunday. Mohammed Bechari, head of the European Islamic Conference, said that even though millions of Europe’s Muslims were born here and have assimilated into societies that consider themselves tolerant, “racism [and] anti-Muslim sentiments have become the norm.”

A mosque in the Russian town of Berezovsky was defaced overnight Friday with graffiti reading “Russia for Russians!” according to the website Islamnews.ru. Muslim cemeteries in France are regularly vandalized. When news of Norway’s attacks first emerged, suspicion fell on Islamic extremists, responsible for some of Europe’s worst horrors in recent history. That the suspect turned out to be a blond man with

anti-Muslim, fundamentalist Christian views caught many off guard and exposed a knee-jerk Islamophobia that puts Europe’s leaders in a new bind. It’s uncertain whether Norway’s attack, widely condemned by religious leaders and politicians, will jolt leaders into attacking Islamophobia with the same zeal as in the fight against Islamic terrorism. In Britain in recent weeks, a pig’s head was left at a mosque outside of Oxford, and there have been repeated attacks on women wearing headscarves and full-face coverings, Shafiq said. He said security talks were under way with police in Manchester, home to many of Britain’s nearly 2 million Muslims. Thousands will gather at mosques this week ahead of Ramadan, the Muslim fasting month that begins at the end of the month. (AP)

Taliban push back as coalition cedes control to Afghans I_hWgkbW" 7\]^Wd_ijWd As Helmand’s provincial capital of Lashkar Gah marked the official start of its transition from NATO to Afghan control last week, fierce fighting in the market town of Siraqula served as a reminder that the war is still on in what remains the country’s deadliest province for coalition forces. Lashkar Gah is one of five provincial capitals and two provinces that President Hamid Karzai deemed ready for Afghan control in the next several months. NATO intends these transition areas to be the leading edge of a sovereign state capable of providing for its citizens by the time the coalition completes the withdrawal of combat troops in 2014. Still, it remains unclear whether the modest security gains achieved will expand to Taliban strongholds in northern Helmand, where U.S. Marines are trying to pacify prime poppy growing areas that are the insurgency’s profit center. “If the Marines come here, the Taliban shoot. If the Taliban come, the Marines shoot,” an elderly farmer named Aqatar Mohammad said

Mohammad also said he was unable to leave because, like every other farmer in the area, he is obligated to grow opium for the insurgency. “If we do not, they will take us away and kill us,” he said. Residents tell the Marines that they detest the insurgency but fear retribution if they cooperate with NATO. And all were aware that the Taliban would be around long after the coalition leaves. IcWhJh_f 7YYekdji Cel[ je M[X Metro also to create virtual tunnel between two Farragut stations MWi^_d]jed Riders who use Metro’s electronic fare cards will be able to add money to their SmarTrip accounts online, one of several improvements the transit authority plans to introduce this year. General Manager Richard Sarles touted the additional services at a Thursday meeting of Metro’s board of directors, the last before the panel recesses for the summer.

In his first six-month report since being hired as Metro’s permanent chief, Sarles also said the agency will create a “virtual tunnel” between Farragut North on the Red Line and Farragut West on the Orange and Blue lines, allowing riders to go from one station to the other without paying a new fare. Metro will also bring back a “mystery shopper’” program, in which undercover inspectors evaluate service in the system. Riders have long wanted the virtual tunnel between Farragut North and Farragut West to ease movement between different parts of the system.

MW][ :_ifkj[ El[h A federal judge ruled Friday in favor of the union that represents most Metro employees in an ongoing wage dispute with the transit authority. Amalgamated Transit Union Local 689, which has about 10,000 members, had been in arbitration with Metro over a 9 percent wage increase for its members to be awarded in 3 percent increments for 2009, 2010 and 2011. (THE WASHINGTON POST )

The software is being tested now, and “assuming no major issues are discovered,” Sarles said, it will be rolled out in the fall. It will allow

riders about 20 minutes to move from one station to the other, Metro said, but details on the exact time are still being worked out. Metro also has been testing a program with 5,000 riders that allows SmarTrip card users to “avoid lines at vending machines and load value to their accounts from any computer,” Sarles said. That service will be available to all SmarTrip users by the end of August, he said. Car Thefts Tamed by Technology Newer vehicles, key systems help thwart more area auto thieves MWi^_d]jed Car thefts are going the way of the pay phone. The scourge of thieves jamming a screwdriver into a car’s ignition and joy-riding with friends has nearly become a thing of the past, part of a dramatic regional and national decline in auto theft that is the result of advances in antitheft technology and aggressive police work. Newer cars, equipped with

high-tech keys and immobilizer systems, are impossible to hotwire. Police deploy license plate scanners and bait cars, and services such as OnStar give investigators an edge in hunting down stolen cars and the crooks who swipe them. Improved anti-terror laws have made it harder to falsify documents and launder cars, making it less likely a hot car will hit the secondary market disguised as a legitimate one. And police have put resources into dismantling theft rings and chop shops. That combination of auto industry advances and old-fashioned law enforcement deterrence has sent car theft plummeting across

Warrant Out for Suspect In Trooper Assault Case A Maryland State Police have obtained an arrest warrant charging a Prince George’s County man with assaulting a trooper who responded after the man crashed on the Capital Beltway. Police announced Saturday that James Howard, 54, of Hyattsville is charged with assault, second-degree assault on an officer and trying to disarm an officer. Howard was under police guard at Fort Washington Hospital. Police say Howard reported the crash early Saturday, then cut the trooper’s hand through the window of his cruiser. The trooper was treated and released. (AP)

9el[h Ijeho ) >ekhi e\ J[hheh Three days into their annual summer camp, about 600 Labor Party youth activists from all over Norway hear the first, vague news of a bombing in the capital, Oslo.

)0)& f$c$

As footage of destruction and news of deaths confirm the huge scale of the Oslo explosion, Utoeya’s campers gather in worried huddles and talk quietly at tent sides, in the cafeteria, at fir-lined coves and the island’s tiny harbor. Those from Oslo call parents and siblings to confirm they’re all right.

Methodical Madness Utoeya island, 20 miles southwest of Oslo, is seen in the background as people light candles on Saturday in memory of the victims of Friday’s shootings there.

Manifesto traces the detailed planning in Norway’s tragedy Eibe" DehmWo To Anders Behring Breivik, the Norway explosion and shootings that killed at least 93 people were a “marketing method” for his manifesto, which not only lays out his extreme nationalist philosophy but reveals his attack methods and encourages like-thinkers to do their own mass killing. Breivik describes how he bought armor, guns, tons of fertilizer and other bomb components, stashed caches of weapons and wiped his computer hard drive — all while evading police suspicion and being nice to his neighbors. Friday’s bombing at government headquarters in Oslo — which killed at least seven — and the shootings — which killed at least 86 at a ruling-party island retreat for young people — have rattled Norway, home to the Nobel Peace Prize and where the average policeman patrols without a firearm. More than 90 people were wounded, and others remain missing at both crime scenes. Authorities revealed Sunday that one of the attacker’s first victims on the island was an off-duty police officer who had been hired to provide private

security, shedding new light on the confusion many survivors described during the 90-minute massacre. Police have not released the names of any victims, but they were mourned Sunday. Norway’s King Harald V; his wife, Queen Sonja; and Prime Minister Jens Stoltenberg were part of the crowd packed into Oslo Cathedral. People who could not fit inside the grand church, which was strewn with flowers and candles, huddled under umbrellas amid drizzling rain. Police and Breivik’s lawyer have said that he confessed to the attacks but denied criminal responsibility for Norway’s deadliest day ever in peacetime. Breivik has been charged with terrorism and will be arraigned Monday. Norway has no death penalty. Its maximum sentence for any crime is 21 years. Breivik’s attorney, Geir Lippestad, said that his client asked for an open

court hearing “because he wants to explain himself.” “He wanted a change in society and, from his perspective, he needed to force through a revolution,” Lippestad told public broadcaster NRK. Lippestad said his client wrote the 1,500-page manifesto alone — though parts were lifted from the writings of U.S. mail bomber Ted Kaczynski. It’s part anti-immigrant rant, part diary and part prediction of a judgment day. The planning explained in the document drilled down to the tiniest tasks. He choose a Hyundai for a trip to Prague to buy an AK-47 because he thought it was the kind of car a retiree would drive, so he probably wouldn’t get stopped on his way back to Oslo. He hid most of his armor in a waterproof case underground in a forest, but a police riot officer’s uniform that didn’t fit was shoved into a box labeled “air soft equipment.” (AP)

Amid the coming and going of several small boats, a lone policeman arrives. The officer — armed, unusually, with two firearms visible on his hip and shoulder — says he’s there to boost security. Then, witnesses say, he raises his assault rifle and opens fire.

Witnesses say the gunman enters a village of tents, the residential heart of the retreat, and spots desperate individuals hoping he’ll spare them if they run back inside their homes. But the killer is seen working his way tent to tent, shooting many point-blank, one by one.

New websites allow users to resell their unwanted online deal purchases

Unload Your Deal. F[hiedWb <_dWdY[ Wish you hadn’t bought that daily deal for a hot air balloon ride? You’re not alone. A growing number of shoppers with buyer’s remorse are tapping an emerging resale market to unload the coupons they no longer want from sites such as Groupon and LivingSocial. For the uninitiated, daily deal sites offer limited-time discounts of as much as 90 percent on a variety of products and services. But

the elements that make the deals so enticing — the steep price cuts, limited supply and countdown clock — can also be a potent mix for impulse purchases. That’s where sites such as DealsGoRound.com come into

play. There’s no charge for sellers to list an unwanted coupon, but the site takes a 10 percent cut if it’s sold. At Lifesta.com, another resale site for daily deals, sellers pay 99 cents plus 8 percent of the sale price. Buyers don’t pay any fees on either site. “People buy deals with good intentions, says Kris Petersen, founder and CEO of DealsGoRound. “But then the planning doesn’t come together or they run out of time to use the deal. The emergence of the resale

market is a natural outgrowth of the explosive popularity of daily deal sites in the past year. Although Groupon and LivingSocial are by far the biggest and best known players in the space, there are now an estimated 400 similar sites, according Daily Deal Media, which tracks the industry. And this year, consumers are expected to spend an estimated $1.9 billion snapping up bargains, about double the amount spent last year. The deals are usually tilted toward a higher-end clientele, with offers including discounts on restaurant vouchers, wine tasting tours and shiatsu massages. But circumstances can sometimes prevent shoppers from redeeming their coupons. After paying $40 for a month of unlimited yoga classes on Groupon, Michael Roman found a more convenient venue for practicing his downward dog. So he decided to list the coupon on DealsGoRound. He listed the deal for the same amount he paid, with plans to lower the price if it didn’t sell quickly. But the coupon sold within hours. “The immediacy is what surprised me, says Roman, a 47-yearold business analyst from Chicago. If a coupon is popular enough,

J^[ <_d[ Fh_dj It’s worth noting that, technically, Groupon’s terms of use prohibit the unauthorized resale of its coupons. The fine print on LivingSocial’s site also prohibits the sale of its vouchers. LivingSocial gives shoppers five days to return deals for any reason. Groupon doesn’t offer such leeway. But the site says its customer service team works on a case-by-case basis to give buyers refunds or site credit if they can’t redeem a coupon for a legitimate reason — like a medical emergency. (AP)

sellers may even be able to fetch a small profit. Because daily deal sites offer such steep discounts, sellers can list their coupons for more than they paid and still offer a bargain. For buyers, resale sites offer access to deals that are no longer available. In other cases, sellers may have to ask for less than they paid. This usually happens when a coupon’s expiration date is fast approaching. The worst-case scenario is that sellers never find a buyer; DealsGoRound says that happens with about a third of its listings. CANDICE CHOI (AP)

Is This the End Zone?

NFL players appear set to approve a deal ending the lockout Fhe <eejXWbb As NFL players and teams made preparations to return to work, representatives of the league and players worked Sunday to try to have an official, written version of their 10-year collective bargaining agreement ready for player leaders to review Monday. The major elements of the deal essentially were in place, several people familiar with the discussions said. Members of the players’ ruling executive committee are scheduled to meet Monday in Washington and are likely to recommend approval of the labor agreement to the entire group of players. The deal must be ratified by a majority of the close-to 2,000 NFL players to take effect, but people within the sport said that approval would be virtually certain if the executive committee recommends such ratification.

Agents were telling players late Saturday and Sunday to be ready to report to teams’ facilities at midweek for voluntary workouts and to prepare to report to training camps late in the week. Teams’ front offices were gearing up for the expected start of free agency. People within the sport were crediting NFL Commissioner Roger Goodell and DeMaurice Smith, the executive director of the NFL Players Association, with forcefully pushing the talks in the late stages toward a resolution. Some players reacted angrily after the owners voted, 31-0 with

one abstention by the Oakland Raiders, on Thursday in Atlanta to approve the labor deal and conditionally end the lockout in stages, based on ratification of the agreement by the players’ side. But Smith calmed the players and moved them toward resolution of the final details necessary to complete the agreement, people familiar with the players’ deliberations said. The league and players had agreed to the major economic components of the deal by July 15. Issues emerged about ironing out the final details, including differences between the two sides

The salary cap for the upcoming season would be set at approximately $120.4 million per team for players’ salaries. Teams would be required to spend at least 89 percent of the annual salary cap beginning in 2013, and it would include a system to curb the amount of guaranteed money in rookies’ contracts. The regular season would be kept at 16 games, shelving an 18-game proposal, and would reduce offseason workouts and limit hitting in some practices. The experience requirement for players to be eligible for unrestricted free agency would be restored to four seasons, down from the six required last year. (T WP)

about how the players would go about re-forming their union as part of the process of ratifying the deal. But Smith and Goodell took a hands-on approach in leading the talks between the two sides working toward a resolution, people within the sport said. There are parts of the collective bargaining agreement that cannot be worked out until after the players have re-formed their union. Those provisions include drug-testing matters, pension issues and matters related to the sport’s disability board. MARK MASKE (THE WASHINGTON POST )

NFLPA’s executive committee votes whether to recommend approval of the CBA approved by owners on Thursday. Then, a player rep from each of the 32 teams votes whether to recommend approval of the CBA.

Players from some teams report to facilities and vote whether to recertify the NFLPA as a union and accept the proposed CBA. If the NFLPA has the necessary votes, teams can also start contract talks with their own players, including free agents and draft choices.

The remaining players report to their teams and vote whether to approve recertification and the CBA. If the NFLPA has the necessary majority in approval, then it recertifies as a union.

Free agency kicks off, and teams can officially sign players in a what is sure to be a frenzy.

CLAUDE PARIS/AP

The collective bargaining agreement would be for 10 years, without any opt-out clauses, and would give the players just less than half the sport’s revenue, about 47 percent, under a salary cap system.

Evans was joined on the podium by the Schleck brothers of Luxembourg — Andy, who finished second overall for the third-straight year, and Frank, who was third. Andy finished 1 minute, 34 seconds behind Evans in the final standings. Phelps, U.S. Off To a Slow Start Relay team settles for the bronze at the world championships Im_cc_d] Usually the three men on the pool deck as the last American comes home in the 4x100-meter relay look possessed, as if their urging, roaring, waving and praying could somehow get the last guy to the wall faster. On Sunday, Michael Phelps and his two teammates stood virtually silent as Nathan Adrian finished his swim, Phelps offering weak applause as Jason Lezak and Garrett Weber-Gale stared at the scoreboard, mouths agape. Third place. And it wasn’t a contest. What a way to kick off the swimming world championships, the final major tune-up for the 2012 London Summer Games. Ending a streak of six-straight gold medals in major events, the U.S. men put forward a performance that

And worse. “Truly,” said Weber-Gale, “I feel sick about it.” Moments after the U.S. women lost the lead — and earned the silver — on the final leg of their relay, the once-dominant U.S. men never led and finished in 3 minutes, 11.96 seconds at the Oriental Sports Center, behind the Australians (3:11.00) and French (3:11.14). “It stinks,” Phelps said flatly moments after the race. Jazz Up a Friday I can’t, in good conscience, advise you to indulge in the sangria on Fridays at Jazz in the Garden (7th Street and Constitution Avenue NW) after I heard a harrowing story about a friend of a friend who waded tipsily into the fountain. (This, it turns out, is frowned upon.) Besides, there’s a markup on the booze you buy there, and 8o <_edW you’re not allowed PkXb_d to bring in your own cheap wine. Go, snack, enjoy the concert, remain in control of your faculties. Then head over to the unofficial after-party at Redline (707 G St. NW), Penn Quarter’s upscale sports bar. Say the name of the musician who played in the garden and you’ll get a free glass of champagne or beer.

Amy Winehouse, who died Saturday at age 27, will now forever be a cipher

FkdY^#:hkda Dan Searing’s bar, Room 11, is the place to drink in Columbia Heights. The cozy little spot provides outdoor seating, a rotating cupcake selection and an endless supply of friendly strangers. Searing is the author of the new-ish book “The Punch Bowl: 75 Recipes Spanning Four Centuries of Wanton Revelry” ($15, Sterling Epicure) and will expound on the beverage’s appeal at Eatonville’s Food and Folklore event Tuesday (2121 14th St. NW; call 202-332-9672 for reservations; $45, includes threecourse dinner). The punches served have complicated, evocative names such as “Tchoupitoulas,” “St. Cecilia” and “Chatham Artillery,” suggesting these mixtures are considerably more classy than Kool-Aid and grain alcohol.

my, Amy, Amy. That’s the chorus in a song from the first Amy Winehouse album, “Frank,” released in 2003. She is singing to a man (or drug?) that “is too hard to ignore.” Her backup singers chant her name three times to a swaying, vaguely Middle Eastern beat, as if summoning her back from a lover’s trance. And Amy asks a strange musical question: “So where’s my moral parallel?” What did she mean? What was she thinking? WHAT WAS SHE THINKING? That’s all that her fans can wonder in the wake of her utterly predictable yet still shocking death on Saturday at age 27. The song “Amy, Amy, Amy” engages in a bit of unintentional ironic foreshadowing. “Creative energy abused,” she sings. “All my lyrics go unused.” It is hard to remember that the fivetime Grammy winner and troubled soul had a life before the beehive and the booze and the drugs, before the fame, before the disastrous comeback concerts in which she could barely walk straight and could not remember the lyrics that she wrote: “They tried to make me go to rehab, I said, ‘No, no, no.’ ” I met a British writer a while ago whose kid was in kindergarten with Amy Winehouse. They called her “that crazy Amy Winehouse” even back then. So perhaps she was always a little off. Yet there was a time when she seemed very serious about turning her

expressive, brassy voice, shaped by the jazz records of her parents and paternal grandmother, into the voice of a star. Look at a YouTube video of a prebeehive Amy singing on a British TV special from New Year’s Eve 2004, hosted by band leader and pianist Jools Holland. Winehouse’s face is framed by long, straight black hair. She wears a blousy white top with a red geometric design, a short (but not too short) black skirt. She seems nervous in the seconds before she begins to sing the Dinah Washington hit “Teach Me

Tonight.” But the warmhearted horns of Holland’s band calm her down and rev her up. Her tart tone is clearly influenced by Washington, but the Winehouse style emerges as she bends notes in unexpected ways, plays with rhythm but never loses the beat, and captures the essence of a young girl yearning for love. “Did you say I had a lot to learn?” she asks in a voice full of tenderness and sass and creative energy. All her many fans can do is shake our heads and sigh, “Amy, Amy, Amy.” MARC SILVER

It’ll be an evening fit for a queen — namely, the queen of hip-hop soul. The Fillmore Silver Spring will finally open its doors Sept. 15 with a performance by R&B great Mary J. Blige — the first in a handful of concerts the venue announced Friday. Tickets for the Blige show go on sale July 29 at 10 a.m. through Ticketmaster. Other notable acts on the schedule include Black Star, Blondie, Primus, Cheap Trick, Pretty Lights and Louis Black. The 2,000-capacity venue is scheduled to open nearly four years after Live Nation, the world’s largest producer of concerts, sealed a deal to build one of its Fillmore venues on Colesville Road, near Georgia Avenue, where a J.C. Penney department store once stood. Now, after years of red tape and construction, the venue is promising big names and a wide variety of entertainment offerings. “We’re working to make this venue representative of the really rich diversity that’s in this region and in Silver Spring in particular,”

Bonus: Concerts at the Fillmore will finish in time to catch the last Red Line trains.

Fans can expect R&B singers, classic rockers, country acts, alternative-rock bands, rock en Espanol groups, comedians, local musicians and collaborations with the Fillmore’s across-the-street-neighbor, the AFI Silver Theatre. The Fillmore will also be available for private events. Steele says the general-admission, all-ages club will be open three to five nights a week to start, with

hopes of booking all seven nights in the future. Concerts will finish in time for patrons to catch the last Red Line trains out of the nearby Silver Spring Metro station. Fans can preview the space Sept. 13 at an evening open house. The original Fillmore, in San Francisco, became a hub for psychedelic rock in the 1960s, hosting the Doors, Jefferson Airplane, the Grateful Dead and countless others. Since then, the venue has spawned into a Live Nation-owned chain with loca-

The promotion company says its newest Fillmore is here to stay. “ We’re i n it for t he long haul,” says Arich Berghammer, the Fillmore’s executive vice president of clubs and theaters for North America. “We have the full expectation that in 20 years, we’re going to renew the lease for another 20 years.” CHRIS RICHARDS (THE WASHINGTON POST )

A Silver Lineup They’re back! Socially inept Beavis and Butt-head return to the tube in October.

8[Wl_i" 8kjj#>[WZ 7h[ 8WYa J[b[l_i_ed When the ever-adolescent Beavis and Butt-head return to MTV in the fall — nearly two decades after their heyday — even their own network won’t be safe from the trashtalking duo’s mockery. Creator Mike Judge came to San Diego’s Comic-Con on Thursday to talk about the reboot of his beloved animated characters and offer a peek at the new season, which is set to premiere in October. In their new incarnation, the two perennial teens — still wearing their AC/DC and Metallica shirts — riff on music videos, YouTube submissions and MTV shows such as “Jersey Shore” and “Teen Cribs.” (AP)

Dia de los Músicos Well, this is unfortunate timing. David Wax is a rabbi in New Jersey recently accused of murder, but that’s not the David Wax who fronts the David Wax Museum, a Latin folk band! This is all a terrible coincidence. David Wax (pictured here with bandmate Suz Slezak) and the other members play raucous, Mexicantinged folk music that also pays homage to indie rock (but without any ironic detachment). Appalachian Sing The music of the Mid-Atlantic mountains has a ghostly, timeless quality, or so we assume from the music of Mountain Man, the trio of singers Molly Erin Sarle, Alexandra SauserMonnig and Amelia Randall Meath. The three, who occasionally accompany their gorgeous harmonies with an acoustic guitar, give an authentic idea of what it’s like to hike the Appalachian Trail (not like that). Iota Club & Cafe, 2832 Wilson Blvd., Arlington; Tue., 8:30 p.m., $12; 703-5228340, Iotaclubandcafe.com. (Clarendon)

Coincidence? We Think Not. We’re glad that Screen on the Green didn’t have an existential threat this year and all, but isn’t showing “In the Heat of the Night” (starring Sidney Poitier and Rod Steiger, pictured) as the first film tonight a little bit on the nose? We get it: D.C. is hot, and we’re willingly to sit outside. Get there a couple hours early. National Mall, between 8th and 14th streets; Mon., dusk, free; 877-2625866, Savescreenonthegreen. com. On July 26, 2009, a minivan speeding the wrong way on New York’s busy Taconic Parkway collided with another vehicle, leaving eight people dead — one of the worst accidents in New York state history. The accident killed the driver of the minivan, Diane Schuler, 36; Schuler’s daughter and three nieces; and three men in the other car. Schuler’s son, Bryan, survived. The sensational coverage of the accident turned to vengeful hysteria when toxicology reports revealed high levels of alcohol and THC (marijuana) in Schuler’s blood. Her hus-

LEO (July 23-Aug. 22) It’s likely to be a busy day, but you mustn’t neglect your own needs. Toward the end of the workday, schedule a certain indulgence. VIRGO (Aug. 23-Sept. 22) Now is the time to think back on what you have done — and not done — in recent weeks. You’ll recognize a clear pattern. LIBRA (Sept. 23-Oct. 22) This is a good day for tying up any loose ends and ensuring that something that happened recently never happens again. SCORPIO (Oct. 23-Nov. 21) The more generous you are toward those around you, the more likely you will be to enjoy certain rewards you’ve been anticipating.

Friday’s Solution

SAGITTARIUS (Nov. 22-Dec. 21) You’re bound to be noticed, so you needn’t behave in any way that is designed merely to attract attention. CAPRICORN (Dec. 22-Jan. 19) There’s no reason to give up the way you do things simply to satisfy the whim of someone who has put himself or herself nominally in charge. AQUARIUS (Jan. 20-Feb. 18) Your advice will certainly be sought as others face a difficult situation that you were able to overcome recently. PISCES (Feb. 19-March 20) Offer only what you can provide; making promises that you are not able to keep is not the way to make friends — or impress enemies.

Friday’s Solution

GEMINI (May 21-June 20) Connections can be made almost by accident at this time, but what is most important is that you are aware of it when it happens. CANCER (June 21-July 22) You can do much with a smile, though one person in particular may prove immune to your charms -- but only temporarily.
