Police in Hartford, Conn., said two men were arrested after they tried to buy drugs from an officer at his police station. The officer had finished work and was going to his vehicle Sunday when two men approached and asked if he would sell them cocaine. The two men said they needed to find an ATM to get cash, so the officer directed them to a machine in the police station’s lobby. They got their $60 — and were quickly busted. (AP)
A medical marijuana businessman in Gardiner, Maine, is offering “weed for weeds” in a program to encourage residents to clean up their city. Dennis Meehan, owner of Summit Medical Marijuana, offered free marijuana on Saturday to any resident older than 21 who presented a bag of trash collected in town. Gifting marijuana is legal in Maine. A beer garden brouhaha THE DISTRICT The trade-off is a no-brainer for the owners of Dacha: A beer garden goes in on 14th Street NW, and a parking lot disappears. The owners of the popular beer garden in Shaw leased the empty lot on the corner of 14th and S streets NW so they could open a second Dacha location on the bustling strip north of Logan Circle. “It’s a dark, empty space now — we could be a light on that block,” said Dmitri Chekaldin, who opened Dacha’s Shaw location in 2013 with his business partner, Ilya Alter. Neighbors have fiercely resisted the plans, however, hiring a lawyer and distributing “No Dacha” signs that appear in abundance in nearby yards. On July 16, after months of heated discussions, Chekaldin and Alter announced their revised plans, which include moving two-thirds of the proposed 600-person capacity indoors to reduce noise. The group is considering the

The revised plans include an indoor activity area where children can play, and a cafe and garden that will be open in the mornings. That sort of daytime spot where families can go for coffee and a bagel is “sorely needed on 14th Street,” said Elizabeth D’Angio, who lives on the 1300 block of S Street NW. The two-year saga of the Confederate statue next to Rockville’s Red Brick Courthouse ended over the weekend as workers relocated the 13-ton bronze soldier to its new home: near a privately run Potomac River ferry named for a confederate general. Montgomery County officials struck a deal last February with White’s Ferry Inc. to take the statue. Officials said they chose a quiet mid-summer Saturday to load the statue onto a flatbed truck in order to avoid protests or other incidents. The relocation cost about $100,000. (TWP)

Five women — and one man — are running for the Democratic nomination to challenge the twoterm congressman from suburban Richmond next year. TRANSPORTATION Two fiscal-minded policy experts have been appointed to serve as federal representatives on the board of the D.C. Metro — a move that suggests the Trump administration may be looking to institute further financial changes at the budgetchallenged transit agency. The two appointees were announced by the U.S. Transportation Department on Monday. They are David Horner, a lawyer specializing in public-private partnerships, and Steve McMillin, a partner at the economic and public policy research firm U.S. Policy Metrics. Both have extensive experience in the federal government. Horner is a former deputy assistant secretary in the Transportation Department and former chief counsel at the Federal Transit Administration. According to the statement from the department, he “has acted as counsel on multiple landmark public-private partnership projects” McMillin served for three years as deputy director of the White House Office of Management and Budget, where he was responsible for “leading the development and execution of the federal government budget.” McMillin and Horner will begin in their new roles immediately, in time for a meeting of the Metro board scheduled for Thursday. The poll of likely voters by Monmouth University found Gillespie and Northam tied with 44 percent each. Libertarian candidate Cliff Hyra drew 3 percent, and 9 percent were
undecided. President Trump, seen unfavorably by 57 percent of Virginia voters surveyed and favorably by 37 percent, is looming large in the November gubernatorial contest, the country’s marquee statewide race this year. Nearly 4 in 10 voters said Trump was a factor in their choice for governor. Half of Northam supporters listed Trump as a factor in their choice, compared with one-third of Gillespie backers as well as undecided and third-party voters. “A small but crucial portion
of Northam’s support is coming from voters who are primarily anti-Trump,” said Patrick Murray, director of the independent Monmouth University Polling Institute. Northam, who called the president “a narcissistic maniac” in a widely seen campaign ad, appears to be benefiting from a Trump backlash. The poll found that if Trump were not a factor in the election, 12 percent of Northam voters would shift their support elsewhere, and Gillespie would have a 5-point lead. local QUEEN ANNE’S COUNTY, MD. The National Weather Service confirmed Monday afternoon that an EF2 tornado rolled through the Eastern Shore around 1:30 that morning. Along with the damage residents woke up to Monday morning, the National Weather Service confirmed one injury to a person “punctured by debris.” The tornado, which touched down in Stevensville, Md., produced winds up to 125 mph and was the first EF2 on the Eastern Shore since May 5, 2002. The National Weather Service
in Mount Holly, N.J., which monitors the Eastern Shore, described its damage assessment in a report Monday afternoon. “Several wood framed townhomes had the upper floors entirely lifted off along with the roof; several other homes had either roofs lifted off and tossed or received other damage,” the report said. After late-night thunderstorms passed over the Beltway, they strengthened in Prince George’s and Anne Arundel counties. At an emotional court hearing, a lawyer for the parents, Chris Gard and Connie Yates, said they were withdrawing a bid to have Charlie sent to the U.S., where a doctor had offered to try to treat his rare genetic condition. The decision came after new tests showed that the 11-month-old,
who has brain damage and cannot breathe unaided, had irreversible muscular damage. Both parents wept in the courtroom as lawyer Grant Armstrong, his voice breaking, made the announcement: “This case is now about time. Sadly, time has run out.” Outside the court, Chris Gard said: “We are about to do the hardest thing that we will ever have to do, which is to let our beautiful little Charlie go.” Gard and Yates, who are in their 30s and from London, have fought ferociously for their son, who was born in August 2016 with mitochondrial depletion syndrome, a rare genetic disease. A South African girl, believed to have been infected with HIV around the time of birth, has remained free of the virus for 8 ½ years after early treatment — renewing hope among scientists that such outliers may hold clues to help end the decades-old epidemic. The case study, described by researchers before a presentation Monday at an international AIDS conference in Paris, suggests a paradigm shift in the treatment of those infected. It establishes that HIV may be controllable in some way other than a daily and lifelong regimen of antiretroviral drugs. “This is really the first step toward HIV remission and a cure,” said Deborah Persaud, a virologist at Johns Hopkins Children’s Center in Baltimore. Out of the millions of children worldwide who are HIV-positive, the girl, now 9, is one of only three such cases identified by scientists where the virus was prevented from resurging for an extended period of time. ‘My actions were proper’ NATIONAL SECURITY Jared Kush ner, P resident Trump’s senior adviser and son-in-law, spent two hours Monday answering questions from Senate investigators about his contacts with Russian officials, as the various probes into Russian interference during the 2016 election entered a new phase involving some of those persons closest to the president. After his closed-door questioning, Kushner spoke briefly to reporters. “Let me be very clear: I did not collude with Russia, nor do I know of anyone else in the campaign who did so,” Kushner said. “I had no improper contacts. I have not relied on Russian funds for my businesses, and I have been fully transparent in providing all requested information. “Since the first questions were raised in March, I have been consistent in saying I was eager to share whatever information I have with investigating bodies, and I have done so today. “All of my actions were proper.’’ Legal experts expect all of Kushner’s answers to the committee will be shared with special counsel Robert Mueller, who is conducting a separate probe into any potential criminal activity surrounding Russian meddling and key figures in the Trump campaign. Fuming about the ongoing investigations into Russian meddling in the 2016 election and questions as to whether his campaign colluded with foreign officials, Trump again focused his ire on Sessions, who was once one of his closest allies. “So why aren’t the Committees and investigators, and of course our beleaguered A.G., looking into Crooked Hillarys crimes & Russia relations?” The president’s tweet about Sessions comes less than a week after Trump, in a New York Times interview, criticized Sessions for recusing himself from the Russia probe, saying he should never have taken the job as attorney general. Sessions recused himself from the investigation earlier this year after it was revealed that he had met with a top Russian diplomat last year. Trump has seethed about Sessions’ decision for months, viewing it as disloyal — arguably the most grievous offense in the president’s mind — and resenting that the attorney general did not give the White House a proper heads-up about his decision. Health department officials in New York are warning people about a potentially rabid and “unusually aggressive squirrel” that has recently bitten five people in Prospect Park in Brooklyn. The New York City Department of Health and Mental Hygiene urged anyone who has been attacked by a squirrel since July 10 to seek treatment for rabies exposure and take victimized pets to a veterinarian. An announcement said that squirrels are rarely infected with rabies, but it is assumed that this animal is rabid. Warnings have been posted near the park entrance where the squirrel attacked. NORTH KOREA In the 10 years he has been digging up ordnance from the Korean War, Maj. Jong Il Hyon has lost five colleagues to explosions. He carries a lighter one gave him. He also bears a scar on his left cheek from a bomb disposal mission gone wrong. Sixty-four years after it ended, the war is still giving up thousands of bombs, mortars and pieces of live ammunition. Virtually all of it is American. “The experts say it will take 100 years to clean up all of the unexploded ordnance, but I think it will take much longer,” Jong said in an interview with The Associated Press in the outskirts of Hamhung, North Korea’s secondlargest city. Workers unearthed a rusted but still potentially deadly mortar round there in February. Last October, 370 more were found in a nearby elementary school playground. Jong said his bomb squad is one of nine in North Korea, one for each province. His unit handled 2,900 leftover explosives last year. This year they have already disposed of about 1,200.

Fortunately, there have been only a few injuries in the past few years. But Jong said an 11-yearold boy who found a bomb in May lost several fingers when it went off while he was playing with it. North Korea is just one of many countries dealing with the explosive legacy of major wars. In
Asia alone, Vietnam, Cambodia, Laos and even Japan have huge amounts of unexploded ordnance. The three-year Korean War, which ended in what was supposed to be a temporary armistice on July 27, 1953, was one of the most brutal ever fought. Virtually all of the 22 major cities in North Korea were severely damaged and hundreds of thousands of civilians killed by U.S. saturation bombing. North Korea is probably second only to Cambodia as the most heavily
bombed country in history. The U.S. dropped 635,000 tons of bombs on Korea during the war, most of it in the North, including 32,500 tons of napalm. A dozen injured in riot as inmates at Guatemala City youth detention center attempt escape
SAN ANTONIO The driver of a tractor-trailer found packed with immigrants outside a Texas Wal-Mart was charged Monday in the deaths of 10 of his passengers and could face the death penalty. In outlining their immigrantsmuggling case against James Matthew Bradley Jr., 60, federal prosecutors depicted the trailer as crammed with 90 people or more by some estimates, and so suffocatingly hot that one passenger said they took turns breathing through a hole and pounding on the walls. Bradley appeared in federal court on charges of illegally transporting immigrants for financial gain, resulting in death. The Clearwater, Fla., man was ordered held for another hearing on Thursday. He did not enter a plea. In court papers, he told authorities he didn’t realize anyone was inside his rig until he parked and got out. Over the weekend, authorities discovered eight bodies inside the trailer, and two more victims died at the hospital. Nearly 20 others were hospitalized. Bradley told investigators that the trailer had been sold and he was transporting it for his boss from Iowa to Brownsville, Texas. One passenger told investigators that he was in a group of 24 people who had been smuggled across the Rio Grande and waited in a “stash house” in Laredo for 11 days before getting in the tractortrailer. Stevenson’s quiet rise has gained speed NATIONALS When fans and analysts toss around names of the top prospects in the Nationals’ farm system, Andrew Stevenson is often left out. Fellow outfielder Victor Robles has all the hype, and pitcher Erick Fedde is knocking on the door of the majors, but Stevenson has quietly — albeit swiftly — been making his way through the minors for the past two years. On Sunday, Stevenson made his MLB debut in a 6-2 win over the Diamondbacks in Arizona. He replaced Wilmer Difo in left field midway through the game and went hitless in two at-bats. Several injuries have depleted Washington’s outfield, leading the Nats to add Stevenson to the 40man roster just before the game. gam Chosen in the second round of the 2015 amateur draft,
Stevenson, now 23, joined the Nationals’ organization after three years at LSU. Stevenson earned a spot on the MLB Pipeline All-Defense Team after the 2015 season and MLB.com gave him a fielding rating of 65 on a 20-80 scale, which is higher than both Robles and Soto. “I’d say it’s not too big of a jump defensively going from college ball to pro ball because those balls come off pretty hot off those aluminum bats,” said Stevenson, who is listed as a center fielder. Stevenson hits from the left side of the plate, not providing much in terms of power but contributing plenty of contact with above-average speed. He needed just a year and a half to make his way up to Class AA Harrisburg, where he hit .246 with 11 doubles and 12 stolen bases in 65 games a ffor the Senators in 2016.

After hitting .350 with a .429 on-base percentage in his first 20 games this year, he earned another promotion, to Class AAA Syracuse. Although his season numbers with the Chiefs don’t pop off the page — he hit .246 with nine steals in 73 games — Stevenson was heating up just before his MLB debut. In his hometown of Longview, Texas, it’s become a rite of passage into the NFL. Washington drafted Robertson’s god-brother, Malcolm Kelly, in 2008, then Robert Henson in
2009, and his cousin, five-time Pro Bowl left tackle Trent Williams, in 2010. “I just had a feeling like, ‘Yeah, I’ve got to be the next one,’ ” Robertson said. State won’t charge Irvin in alleged sexual assault Former Cowboys star Michael Irvin will not be charged with sexual assault after Florida prosecutors said Monday that hotel video and other evidence are not sufficient to prove the allegations. A 27-year-old woman accused Irvin of drugging and sexually assaulting her at the W Hotel in Fort Lauderdale in March. Irvin, 51, insisted for months that her claims were false. Investigators found no evidence of assault on the accuser’s body. Blood and urine tests showed she had cocaine, ecstasy and other drugs in her system. (AP)

NUTRITION Frozen margarita, anyone? A calorie-counting app will tell you a 12-ounce margarita contains between 650 and 700 calories; for a 150-pound person, that would equal about 60 minutes of spinning at a moderate effort. Although it can be fun — and sometimes shocking — to match unhealthy foods with their “exercise cost,” does that information encourage healthier behavior? When personal training clients come in for consultations, they cite weight loss as a top priority, says Cassia Denton, a personal training director at Balance Gym in Washington. Comparing calories in and calories out can work, but not when the equivalent to those Boardwalk fries is 14 hours of brisk walking. She tells them that at least 80 percent of weight loss is about nutrition and 20 percent is training. “As the tried-and-true saying goes, ‘Bodies are made in the kitchen.’” And that 20 percent should not just be cardio, but strength,
too. The more lean body mass — muscle — you have, the higher your basic metabolic rate, Denton says. In other words, a 150-pound person with high fat will burn less than a 150-pound person with a higher ratio of lean body mass. “The contribution to weight loss from exercise is minimal,” says Scott Kahan, a D.C. weight loss doctor and director of the National Center for Weight and Wellness, adding that he still sees value in exercise equivalents as a way to put food into perspective. Many people don’t realize how much harder it is to burn calories than consume them, Denton says. “People tend to overestimate the energy they expend when they exercise and underestimate the calories they consume.” Breaking down actual numbers can provide a reality check. According to athleteinme .com’s Exercise Calorie Converter, an In-N-Out Burger meal at 1,180 calories is the exercise equivalent of 208 minutes of walking, 132 minutes of spinning,

as good or bad and exercise as a mechanism to burn calories, we try to encourage people to think about exercise as something that makes you feel good and food as something that gives you energy.” Eating and exercising, Mysko says, should not be about numbers that potentially invite shame and punishment spirals. Food, along with giving you energy, is also about getting the right quantities of vitamins, minerals, protein, fat and other essential nutrients for good health. And on the flip side, exercise is about so much more than countering calories consumed. Says Kahan: “There are so many benefits to exercising, including mind, mood, joints, feeling good, sleeping better.” Does all this mean we should never indulge? No. Denton says she generally eats very healthfully but might indulge more in social situations. And yes, sometimes that means enjoying a margarita with friends. A new report, which calls itself the largestever analysis of U.S. road race results, concludes that “American runners have never been slower.” The report, based on more than 34 million individual race results from 1996 to 2016 and published on runrepeat. com, focuses on marathon results. It finds that the average American marathon time has slowed from about 4 hours and 15 minutes to about 4 hours and 40 minutes over the 20-year period. Some might cite the increase in recent years of female runners for the slowdown — women are, on average, 10 percent slower than men — but the report says that slowing men have contributed more to the decline (54 percent) than increased participation by women (46 percent). I vote for a more all-encompassing discussion that addresses the fact that this is not a healthy pattern, but what can I say — as a therapist, that’s how I roll. If you insist on focusing only on the annoyance-as-it-relates-toyou part, then just start there. “I don’t have as much fun when we go out these days, because I end up needing to take care of you a lot. ‘The Last Tycoon’ shows its age Late-night TV pro tip: Just tell a hilarious story TELEVISION There are many ways to go viral as a guest on late-night television: Have a rap battle with Jimmy Fallon. Help teach Conan O’Brien’s employee how to drive. Spill about your feud with Taylor Swift to James Corden. Or, if you’re actress Tiffany Haddish, above, go on “Jimmy Kimmel Live” and tell a funny story. It’s a rare strategy these days. However, Haddish’s tale of taking Will Smith and Jada Pinkett Smith on a Groupon swamp tour in New Orleans is so hilarious that the clip made its way around Twitter and has racked up more than 700,000 YouTube views since July 19. The viral clip of Haddish comes at the perfect time, as she was on Kimmel’s show last week to promote “Girls Trip,” which just raked in $30 million at the box office over the weekend — so her appearance might have inspired more people to snap up a ticket for opening weekend. It’s best to just watch the clip, but Haddish’s anecdote involves a $20-a-day rental car, drunk tourists, the revelation that Smith can afford to buy an ecosystem and confirmation that celebrities like Pinkett Smith (Haddish’s co-star in “Girls Trip”) don’t use discount deal sites. Haddish’s experience is a great lesson for celebrity guests on late-night. Just bring a story that showcases a great sense of comic timing — it might be oldschool, but it’s hard to go wrong.
STREAMING Hollywood will never break the habit of playing 1930s dress-up, but if you’re going to succumb to that temptation, it couldn’t hurt to return once more to F. Scott Fitzgerald’s unfinished but alluring 1941 novel about an internal power struggle at a movie studio. The pilot episode of “The Last Tycoon,” from writer/director Billy Ray (“Shattered Glass”), has been available to Amazon subscribers since last summer. Enough of them liked it for Amazon to push ahead with a full nine-episode season, which hits the streaming service Friday, even though “The Last Tycoon” has pretty much always felt like

drenched in ’30s luxury, perfect light and gorgeous costumes, but not much else. Matt Bomer (“White Collar”) plays Monroe Stahr, a rising executive at Brady-American Pictures and producer of a bigbudget biopic about his late wife,
Minna Davis (Jessica De Gouw), a legendary silent-film star who perished in a house fire. The production runs into trouble as studio boss Pat Brady (the reliably gaseous Kelsey Grammer) capitulates to censorship from an important foreign distributor — Nazi-controlled Germany. A livid Monroe forges ahead with other ideas and Pat feels threatened, especially when Monroe gives his daughter, Celia Brady (Lily Collins), a chance at a production deal. Ray and his cast fling themselves wholeheartedly into the spirit and tone of “The Last Tycoon,” but the material still feels outdated, melodramatic and sometimes downright campy. Thieves steal a fortune in jewelry from Hilary Hilary Duff’s Beverly Hills home was burglarized last week and the thieves made off with hundreds of thousands of dollars in jewelry, TMZ reported. Duff’s representative said it “is a scary and upsetting situation for anyone to go through,” and added that her family and friends weren’t hurt.
