A man is facing charges after removing all his clothes to exercise at the Plaistow, N.H., Planet Fitness on Sunday. The New Hampshire Union Leader reports that Eric Stagno of Haverhill, Mass., was nude and in a “yoga-type pose” when police arrived at the gym. “The only comment he made was that he thought it was a judgment-free zone, apparently referencing their slogan,” Capt. A dispute over a load of chicken manure that ruined a wedding has been settled, an attorney for Gerald Zarrella told WJAR on Monday. Zarrella had sued his Exeter, R.I., neighbors James and Diane Lynch, saying they dumped chicken manure near his estate hours before a wedding. He claimed the Lynches were angry he was hosting events. Zarrella says hundreds of turkeys appeared near his property before the next wedding he hosted. (AP)

Ofo un-docks from District TRANSPORTATION Chinese bike-sharing startup Ofo said it is scaling back its U.S. operations and pulling out of several cities, including the nation’s capital. Of the seven operators in the District’s dockless pilot program, Ofo is the first to pull out, amid growing tension between the industry and city government. The company, which operates millions of bikes in China, is closing out operations in the District after a nine-month run in a market where it struggled to get the city to ease regulations, chiefly to lift the restriction that capped its fleet at 400 bikes. Dockless bike operators, including Ofo, have said D.C.’s restrictions on the number of vehicles they can operate have hindered their ability to effectively serve the entire city and make a profit. The dockless bikes have been scattered on city sidewalks since the District launched a tryout in September; electric scooters followed this spring. The pilot was scheduled to end in April but was

operations in some U.S. markets, including San Diego and Seattle. Ofo previously announced plans to pull out of Australia, Germany and Israel. Levine said Monday that the company has been removing its bikes from city streets, working to recover vandalized and stolen bikes, and looking to donate the fleet and scrap the bikes that are unusable. Several U.S.-based staff are set to be laid off Friday. The city’s experiment with dockless bike-sharing has so far received mixed reviews. Some bike enthusiasts have embraced the services as another commuting option at a time when biking is on the rise. But some residents have labeled the bikes “sidewalk litter” and complained about bikes blocking pedestrian traffic. The companies also faced issues with theft and vandalism that cut down on their fleet availability in a competitive market. Other dockless companies have also expressed concerns with regulations. Rain unearths shark teeth in Maryland Recent heavy rains have not been heavy enough to re-create the sea that once covered southern Maryland — but they have been intense enough to uncover evidence of that sea. On Monday, the Maryland Department of Natural Resources posted on social media two photos of fossil teeth from prehistoric sharks. The fossils were found in a creek in Huntingtown, Md., as a result of heavy rains last weekend. The dark color of the teeth suggests that they belonged to ancient (rather than present-day) sharks. Police probe stabbing at Friendship Heights A Metro worker at the Friendship Heights station used a pocket knife to gravely wound a man who D.C. police said attacked her shortly after midnight Tuesday in an angry fit over late service, according to officials. Police said they were investigating the case as one of possible self-defense and had not filed criminal charges against either person involved in the altercation. The report said the man came into the manager’s kiosk and “attempted to attack” the female employee. The man who was stabbed was not publicly identified. The Metro employee, who is 29, was taken to a hospital as a precaution. (TWP)

REGION It’s been four days of the D.C. region feeling like Noah’s Ark. Soaking rain, sinkholes, fallen trees and lightning have socked the region since Saturday amid what forecasters say is an unusual weather pattern. It has left at least two people dead — a woman who died after a tree fell on her Virginia home and a firefighter as he battled a blaze at a Maryland home struck by lightning. Added to that, a “small, brief circulation” in the clouds triggered a pre-sunrise tornado warning Tuesday that sent some Fairfax County residents scrambling. Jason Samenow, The Washington Post’s chief meteorologist, said the last time the region saw a similar “stuck weather pattern” involving heavy rain was 2006. In the current setup, he said, a front is stalled over the area with a “conveyor belt of tropical moisture” that originated from the Bahamas, known as an “atmospheric river.” “It’s like a water hose in the sky that’s pointed right at us,” he said. On Tuesday, commuters faced rush-hour downpours, high water over major roads and downed trees that brought traffic to a standstill. Dozens of roads were closed, including part of busy Arlington Boulevard for nearly an hour during the morning rush. Just before 6 a.m. Tuesday, the National Weather Service issued a tornado warning in effect for 21 minutes in Fairfax County. The Weather Service later confirmed Tuesday that a tornado touched down at 5:55 a.m. near Thomas Jefferson High School. No one was injured. Residents had various ways of coping with the inundation.

Fairfax teacher accused of soliciting minor online A Fairfax County high school teacher has been charged after soliciting a detective posing as a minor teenager online, police said. Norman Achin, 50, of Woodbridge made contact with the detective through a social media app and solicited sexual contact, Fairfax police said. Achin also sent the detective a sexually explicit image, presumably of himself, police said. Achin has been charged with attempted indecent liberties and use of a communication device to solicit a minor. He is being held without bond. (TWP) VIRGINIA

Police in Silver Spring say an officer shot a man who barricaded himself inside his ex-girlfriend’s home with a knife, entered their 3-year-old son’s bedroom and began writing on windows with what appeared to be blood on his fingers. Montgomery County police said Tuesday that John Carlos Natera-Perez, also known as Jean Perez, is in grave condition. Police said officers tried to negotiate with Perez after the boy’s mother and her boyfriend escaped the home in Silver Spring on Monday night. Tactical team supervisors went inside for the child’s safety, and an officer saw Perez and shot him. The boy was not physically injured. (AP)

A recount Monday in the Democratic primary for Montgomery county executive slightly changed the vote totals but not the outcome: At-large council member Marc Elrich remains the Democratic nominee. The runnerup in the race, Potomac businessman David Blair, requested a partial recount after the certified election results showed Elrich ahead of him by just 79 votes. Monday’s recount, narrowed the margin to 77. Lawyer Robin Ficker is the Republican nominee for the top elected post in the largely liberal county. Longtime Democratic council member Nancy Floreen is running as an independent.

Police in Virginia say a 10-year-old boy and his 7-year-old passenger took a car and drove at least a dozen miles before crashing on an interstate. Fire and rescue crews report that no one involved was injured. Virginia State Police said the boys took the black Lexus for a spin around 8:30 a.m. Tuesday in Fluvanna County, which is outside of Richmond. Police said the car was reportedly “all over” the roadway on Interstate 64. One person followed the boys and called police. The Lexus eventually struck the caller’s Nissan Rogue before crashing into a median near Goochland. State police are handling the crash investigation. (AP)

THE DISTRICT The primary organizer of last summer’s deadly white nationalist rally in Charlottesville withdrew his request Tuesday for a court order allowing him to stage an event there marking its anniversary, but he vowed to press forward with plans for a similar event in Washington. One of Jason Kessler’s lawyers announced his change of plans during a hearing in federal court. After the hearing, Kessler tweeted that he will be “focusing exclusively” on his plans to hold a rally in D.C. on the anniversary of the bloodshed in Charlottesville. The National Park Service approved his application for an Aug. 12 “white civil rights” rally at Lafayette Square, near the White House, but hasn’t issued a permit for the event. National Park Service spokesman Mike Litterst said Tuesday there hasn’t been any change in the status of Kessler’s application. “When we have all the information we need to make sure that the public is safe and that park resources are protected, then we’ll issue the permit,” he said. Unions vs. Trump: Stage set to fight executive orders the public interest.” Another brief says Trump’s executive orders “upend Congress’s comprehensive statutory scheme governing the federal employment and labor-management relations.” Trump, it concludes, “has far exceeded his authority” with his executive orders. Nonetheless, their pain has already been inflicted on the unions. Agencies have cut official time and evicted local labor leaders from union offices in federal buildings that they had long occupied rent-free. The Social Security Administration is a prime example. It “unilaterally implemented extensive changes to the contract that had previously been negotiated,” according to the American Federation of Government Employees (AFGE). The agency also halted union “access to computers, phones, personnel files, and other tools that are vital to effective representation.” In response to lawsuits filed by AFGE and other unions, the Justice Department said the orders fall “well within the President’s authority. … Plaintiffs’ attempts to dress up their core assertions of ... Executive action as violations of the separation-of-powers doctrine … must be dismissed.” Sorting this out will be Jackson’s job. In the many pages of legal arguments submitted to her by the unions, federal labor leaders neglected to include one document — a thank-you note. Nowhere in the unions’

The stage is set for a major battle involving President Trump’s aggressive attack on federal labor organizations that has already weakened their operations. In courtroom 17 of the U.S. District Court for the District of Columbia, Judge Ketanji Brown Jackson is scheduled to hear oral arguments today in the case of federal unions seeking judicial rejection of anti-union executive orders Trump issued in May. The litigation challenges Trump’s authority to restrict collective bargaining and the ability of labor leaders to represent not just their members but all employees in a bargaining unit, whether they pay dues or not. Trump issued three executive orders that: Slash “official time,” which allows union leaders to represent employees, not just union members, in such areas as filing grievances and discussions of workplace conditions. Direct agency officials to forge union contracts that restrict the power of labor organizations. Seek to fire feds faster by, among other provisions, weakening grievance procedures. Citing a 1983 case, a brief by the National Treasury Employees Union says, “Congress unquestionably intended to strengthen the position of federal unions and to make the collective bargaining process a more effective instrument of

ECONOMY Job growth has softened in the District and suburban Maryland as some agencies are being drawn down. But in the outlying suburbs of Northern Virginia — where defense and intelligence contracts are a major source of business — the promise of new defense spending is breathing life into a once-stagnant job market. “There’s a disproportionate federal stimulus to the benefit of Northern Virginia,” said Stephen S. Fuller, an economist with George Mason University. “Suburban Maryland has so much of the domestic side of the federal government, but they don’t have the federal contractors that are going to benefit from this mix of federal spending.” The D.C. metropolitan area added 51,500 jobs in the one-year period that ended in June, the Bureau of Labor Statistics reported Friday, a 1.6 percent growth rate that narrowly exceeded that of the nation as a whole. Some of the strongest gains came in the job classification that includes federal contractors, according to an analysis by the Stephen S. Fuller Institute at George Mason. NORTH KOREA North Korea appears to have started dismantling key facilities at its main satellite launch site in a step toward fulfilling a commitment made by leader Kim Jong Un at his summit with President Trump in June. While Pyongyang could be trying to build trust with Washington as they engage in talks to resolve the nuclear standoff, analysts say dismantling a few facilities at the site alone wouldn’t realistically reduce North Korea’s military capability or represent a material step toward denuclearization. And they expressed concern that the work is being done without verification. Police arrested John Cowell on a train Monday night about 12 miles from the Oakland station where investigators believe he killed Nia Wilson, an 18-year-old woman, and wounded her sister in an unprovoked knife attack Sunday night. Cowell, 27, is a recently paroled robber with a violent history. A motive for the attack remained unclear. Bay Area Rapid Transit Police Chief Carlos Rojas said Cowell hasn’t been connected to any radical or white supremacist groups, although Rojas added: “We are going to explore all options and all possibilities.” The victims were black and Cowell is white. A supermarket worker was killed by a bullet fired by Los Angeles police — not the gunman they were trying to stop — the city’s police chief, Michel Moore, acknowledged Tuesday. Moore defended the decision to use deadly force as an attempt to stop what officers feared could have become a mass shooting. Two officers returned fire from the gunman, Gene Evin Atkins, just as the store’s assistant manager, Melyda Corado, 27, was walking out the door. The number of victims appeared set to go even higher, with crews checking charred homes and vehicles and the coast guard scouring beaches and deeper waters. There was no definitive count of the missing. Fueled by 50 mph winds that frequently changed direction, the fires — one to the west of Athens

near the town of Kineta and another to the northeast near the port of Rafina — spread at speeds that surprised many, trapping hundreds on beaches and cutting off escape routes. All the casualties appeared to be from the fire near Rafina, a popular seaside area that is a mix of permanent residences and vacation homes. The blaze broke out Monday afternoon during a hot, dry spell, but the cause was not immediately clear. Twenty-six of the dead were found after dawn Tuesday, huddled in a compound near the sea in the community of Mati, the worst-hit area near Rafina, about 30 miles west of Athens. Hundreds of homes and cars were believed to have been burned. Many vehicles were

found with the keys still in the ignition and doors open, a sign of the urgency with which their occupants sought to flee the flames. The ferocity of the fire melted cars’ metal hubcaps. Many ran to beaches, but even there the fire got so close that dozens swam out to sea despite the rough weather. “It happened very fast. The fire was in the distance, then sparks from the fire reached us. Then the fire was all around us,” said Nikos Stavrinidis. Stavrinidis, his wife and four friends swam out to sea to escape the smoke, but they quickly became disoriented, losing sight of shore and being swept out farther by the wind and currents. Yelp on Tuesday expanded a controversial program that pulls health inspection scores from government databases and places them directly on restaurants’ pages. Yelp launched the program in San Francisco in 2013; now, it has partnered with HDScores to scrape government websites for health inspection reports to add data to restaurants in New York, California, Texas, Illinois and Washington, D.C. In San Francisco, Yelp’s trial run faced serious resistance from the Golden Gate Restaurant Association, which complained that a poor score could remain online long after a restaurant had corrected any problems. Trump unveils $12 billion in aid for farmers hurt by tariffs, sparking calls for an end to trade war AGRICULTURE The Trump administration announced Tuesday it will provide $12 billion in emergency relief to ease the pain of American farmers slammed by President Trump’s escalating trade disputes with China and other countries. However, some farm-state Republicans quickly dismissed the plan, declaring that farmers want markets for their crops, not payoffs for lost sales and lower prices. With congressional elections coming soon, the government action underscored administration concern about damage to U.S. farmers from Trump’s trade tariffs and the potential for losing House and Senate seats in the Midwest and elsewhere. The administration said the program was just temporary. “This is a short-term solution that will give President Trump and his administration the time to work on long-term trade deals,” said Agriculture Department Secretary Sonny Perdue. Archer, 29, is 3-4 this year with a 4.30 ERA. Tampa Bay scouted the Nationals’ Class A Advanced Potomac team earlier this month, though at the time, that seemed likely to be tied to a potential deal for the now-injured catcher Wilson Ramos, who spent seven seasons with Washington. Rays righty Nathan Eovaldi might be available for a tolerable price. The Nats and Rays have a long track record of deals, something that has often proved telling for Nationals general manager Mike Rizzo in the past. MLB The trade deadline looms just six days away. For the Nationals in recent years, this week has included speculation about back-end relievers. This season, as Washington lingers in the purgatory between contending and potentially sliding away, the plans seem less clear-cut. The Nationals do not have much room to tinker with their roster. Their manager, Dave Martinez, is already juggling more first basemen and outfielders than he can play regularly. When healthy, their bullpen is loaded with late-inning options. If the Nationals are to upgrade, they seem most likely to do so at catcher or in the starting rotation. They have called teams to discuss both possibilities, monitoring both markets all season, according to multiple people familiar with their plans. What is not clear, however, is who they do view as an upgrade — and how much they might be willing to pay to make one. People familiar with the Nationals’

Hamels report denied MLB.com reported Monday night that the Nationals had discussed a deal for Rangers lefty Cole Hamels. A person familiar with their plans denied the report, saying that the club hasn’t floated a trade to Texas. A Nationals scout was at Hamels’ start in Texas on Monday, but that was said to be part of his usual predeadline rounds. The Nationals would owe Hamels $7 million this year and either a $6 million buyout or $20 million in salary in 2019. They have never taken on so much money midseason. Hamels, 34, allowed seven runs in five innings Monday, and his ERA is 4.72. Tanner Roark’s ERA, for reference, is 4.85. C.J.

Thompson ready to start camp NFL With Chris Thompson confirming that he’ll be ready to go for the start of training camp, Washington will have its entire backfield intact when practices begin Thursday in Richmond. The sixth-year running back told SiriusXM NFL Radio on Monday that he’ll participate from the start and won’t be placed on the physically unable to perform list. Thompson went on injured reserve after 10 games last season due to a fractured fibula. He attended summer workouts but did not practice with the team.

“I’m feeling pretty good right now,” Thompson said. “I will start practicing with the guys from day one, but just taking it slowly. The focus is to really be ready by that first regular-season game.” Thompson, 27, is expected to shine in Jay Gruden’s offense as a third-down back and in passing situations. Listed at 5 feet 8 and 195 pounds, he can catch the ball out of the backfield and is elusive in the open field. Internet’s latest lacks electricity

teer a few magic words. Slosh-slosh-slosh. Blah-blah-blah. And … nope. But this is how her songwriting often begins — eavesdropping and people-watching while she runs her daily errands. Her exquisite new album, “The Tree,” directs that curiosity toward families — her family, other people’s families, imagined families. “I’m not a truth-seeker. I’m not someone who wants to go around the world and find out why we exist,” McKenna says. “For me to get sick of writing about my neighbors?” She can’t imagine that.

‘Nashville called me’ McKenna got her start on the New England folk circuit back in the ’90s, but everything changed in 2004 when her fourth album, “Bittertown,” began to circulate in Nashville’s most exclusive corridors. Before long, a music publisher phoned to say that Faith Hill would like to hear every song McKenna had ever written. “Literally, Nashville called me,” McKenna says. “Now, I know that never happens.” More than a decade later, she has become formidable in country music, co-writing nearly 100 songs a year. Astonishingly, that qualifies as below average on Music Row, but the publishers don’t push. They know that this is the pace that helped McKenna co-write “Girl Crush,” a love-triangular waltz for Little Big Town. She also penned “Humble and Kind,” a human decency anthem

that Tim McGraw carried to the top of the country charts in 2016. McKenna occasionally includes her biggest songs on her own albums — “Humble and Kind” anchored 2015’s “The Bird and the Rifle” — but they usually only make the radio when someone else is singing them. And that’s fine by her. “I know this sounds like bulls---, but I swear, I just want to write good songs and be proud of myself,” McKenna says.

She likes constraints McKenna has said that she feels a pressure to write airtight lyrics to compensate for her limited vocal range. “My style is completely formed by my deficiencies as a singer,” she says. “I’m not mad about it. I’ve played with people who can do anything, and I think that’s a harder road. When you can sing anything, or

And that’s the fundamental generosity that radiates from McKenna. Her songs render worlds that feel detailed enough for us to step into, yet ambiguous enough to make into our own — there’s just enough room to confirm what we know, and learn what we don’t.

The internet, as we know all too well by now, shrieks and howls and barks. The Internet, the L.A.-based soul and R&B band, practically whispers with its fourth studio album. On the 13-track “Hive Mind,” which was released Friday, many songs almost feel unfinished, like a series of grooves, drum loops and handclaps stitched together. “Beat Goes On” swirls along until halfway when, inexplicably, a different beat goes on. “Next Time/Humble Pie” does the same thing. On Tuesday, Vergara tweeted a warning to the hackers: “Dont ansewer those idiots. Dont send them any info.we r after them,” she wrote. By Tuesday afternoon, the suspicious Instagram posts had been taken down.
