A 926-pound mako shark caught off New Jersey’s coast won’t be a state record because more than one angler helped catch it. The 12-foot shark caught 100 miles offshore Saturday beats an 880-pound tiger shark caught in 1988. But six anglers helped catch the mako. The state says anyone seeking certification of a record must swear the fish was caught without anyone’s help. Still, “it’s a record for us,” said Mark Miccio, one of the six fishermen. (AP)

The Philadelphia area’s transit system has a spider problem. The Southeastern Pennsylvania Transit Authority is cleaning light fixtures and has hired an exterminator to battle the bugs, which keep dropping onto riders at its Northern Liberties station. Despite the efforts, the spiders are still “really bad,” said rider Adrian Hattaway, adding that if you’re “sitting here not paying attention, they’ll be in your face before you know it.” (AP)

Smiles served to more folks WISE, VA. Larry Bays has seen his share of hard times, but on this day he was blessed. The 71-year-old goat farmer from Gate City, Va., had come to the annual free medical clinic held over the weekend in Wise, Va., so his wife, Joyce, could have her asthma and arthritis checked. When her doctor realized she had no teeth, he sent the couple to a trailer operated by the Mission of Mercy dental team. Ordinarily, dentures are one of the most coveted treatments at the clinic, which is operated by Remote Area Medical to provide care to people in Appalachia who have no other options. In the past four years, a group of Virginia dentists has come up with a new denture-making process that lets them serve nearly 10 times as many people in the weekend clinic. Where they used to supply maybe eight sets of dentures a year to patients at the Wise event, now they can create 50 full and about 30 partial sets. They are working through a

Larry Bays hasn’t had teeth in nearly 20 years, ever since surviving a horrific workplace accident. “When I started, we were doing dentures in the conventional way,” said Scott Miller, a dentist

The dental staff members egged them on to a big kiss. Would they go dancing tonight? “Nope, I’m too old, son,” Bays said. “I’m gonna get some rest, milk my goats and go to bed. Court blocks D.C.’s strict concealed carry law Appeals panel rules the city’s ‘good reason’ rule is unconstitutional THE DISTRICT A federal appeals court on Tuesday blocked a D.C. law that makes it difficult for gun owners to get concealed carry permits by requiring them to show they have a good reason to carry a weapon. A divided three-judge panel for the U.S. Court of Appeals for the D.C. Circuit said the law requiring people to show “good reason to fear injury” or another “proper reason” to carry a weapon infringes on Second Amendment rights.

City law now requires residents to register guns kept at their homes or businesses. Anyone who wants to carry a weapon outside the home needs a separate concealed carry license. The judges ordered a lower court to enjoin the city from enforcing the “good reason” law, but it remains in effect while D.C. Attorney General Karl Racine decides whether to ask for a full appellate review. If he does and the judges refuse to rehear the case, the order blocking the law would take effect shortly after, although Racine’s office could also appeal to the U.S. Supreme Court. Racine said Tuesday that his office is committed to working

with the mayor and city council “to continue fighting for common-sense gun reforms.” “The District of Columbia’s ‘good reason’ requirement for concealed-carry permits is a common-sense gun regulation, and four federal appeals courts have rejected challenges to similar laws in other states,” Racine said in a statement. Under the law, reasons to get a permit might include a personal threat, or a job that requires a person to carry or protect cash or valuables. The police department has approved 126 concealed carry licenses and denied 400 other applications since July 2008, police said this month.

Leif Dormsjo, the director of the District Department of Transportation, will resign from his post, effective Aug. 11. In a letter to his staff sent Tuesday, Dormsjo said that “it has been an honor to serve Mayor Muriel Bowser and the citizens of the District of Columbia.” He did not provide a reason for his departure. Dormsjo will also resign from his spot as an alternate member of the Metro board of directors — the third vacancy to be announced in a week. Dormsjo was selected to serve on the 16-person board in March 2015, shortly after he was appointed by Bowser to head the department. “DDOT team members are intensely proud to serve the public. I have been lucky to work alongside such good and dedicated people,” Dormsjo said. “I will miss you greatly.” (TWP)

Man guilty of murder in roommates’ deaths A D.C. man has been found guilty in the slayings of his roommates, whose bodies were found at their home three years ago. Jeffrey Neal, 24, was convicted on two counts of first-degree murder while armed with aggravating circumstances and related offenses in the deaths of Delano Wingfield and Leon Young. Both Wingfield and Young were beaten with a hammer. Young’s body was found in the attic and Wingfield’s was found four days later in a shallow grave in the backyard. (AP) BALTIMORE

Lawmakers water down gun-penalty proposal Baltimore lawmakers are watering down a proposal to impose mandatory one-year jail terms for carrying illegal handguns. A city council committee adopted an amendment Tuesday that would exempt first-time offenders unless they are committing other crimes too. Mayor Catherine Pugh introduced the bill that would impose a one-year sentence for illegally possessing a gun within 300 feet of a school, park, public building or church. State law already provides a minimum oneyear term on a second offense. The council bill imposes a $1,000 fine. (AP) RICHMOND

Police: Officers kill man carrying knife and ax Officers fatally shot a man who was making threats as he walked around Richmond on Tuesday morning with an ax and a long knife, wearing nothing but a kilt and combat-style boots, police and witnesses said. Richmond Police Chief Alfred Durham said they tried to get the man, whom police did not immediately identify, to drop his weapons, using “de-escalation techniques” and deploying a Taser, but he wouldn’t comply. The police chief said his officers then shot the man, who was pronounced dead at a hospital. (AP)

Officials: Wild horse dies after eating dog food Officials said a wild horse had been found dead after eating dog food that someone improperly stored at Assateague Island National Seashore. The National Park Service said in a statement that the body of the 7-year-old mare called Chama Wingapo was found in a campground Thursday. The statement said an investigation found that the horse had ingested a “large quantity” of dog food days earlier on July 17. A necropsy determined the dog food caused a blockage and resulted in a ruptured intestine, causing death. (AP)

Political pressure: At work, scientists start feeling heat government. Making it “more difficult for government scientists to speak publicly about their work,” including restrictions on terms like “climate change.” “Revoking science-based safeguards” through “an unprecedented 13 congressional resolutions rolling back science-based protections, including safe drinking water standards and safeguards to prevent worker exposure to harmful chemicals.” “Creating a hostile environment for scientific staff. … A culture of fear is increasing at government agencies, undermining scientific research and communication.” Trump officials at three agencies, including the White House, ignored requests for comment on the report. The hostile environment was demonstrated by the recent transfer of Joel Clement, the outspoken Interior Department scientist. In a Washington Post opinion piece last week, he said his forced reassignment, one of about 50 affecting senior-level staffers, was the administration’s retribution “for speaking out publicly about the dangers that climate change poses to Alaska Native communities.

Is the Trump administration trying to “delegitimize science”? Are administration officials “creating a hostile environment for federal agency scientists”? Yes. That’s the upshot of a Union of Concerned Scientists report that was released last week — coincidentally, the day after an Interior Department scientist published a Washington Post op-ed about Trump administration retaliation against him. The report notes that “political interference in science is not new,” but under President Trump, “these threats to the federal scientific enterprise have escalated markedly.” Kenneth Kimmell, the union’s president, said the interference now is worse “in the breadth of the attack on science … and the intensity of it … is unique,” adding it goes “way beyond a policy dispute.” The report documents tactics employed by Trump and the GOP-controlled Congress that “diminish the role of science in our democracy,” including: Weakening federal advisory committees charged with giving scientific advice to the

A. Not exactly. Recently proposed rules would clarify — and actually in some ways narrow — when an agency may grant paid time off without reducing the employee’s available vacation time or other paid leave. That “administrative leave” has been somewhat informal, and policies vary among agencies. Some have kept employees away from work but still paid for long periods as they consider taking disciplinary actions or during appeals. The rules would carry out a 2016 law to end that practice and create new forms of leave to replace administrative leave in some situations. These would be “investigative leave,” while discipline is being considered, and “notice leave,” after discipline is ordered but before it takes effect. The rules would limit when agencies could keep employees in paid status without working and for how long. The rules also would create paid “weather and safety leave” for severe weather or other hazardous conditions. In addition, they would spell out the remaining allowable uses of administrative leave, such as to participate in agency-sponsored volunteer events or blood drives. The number of days EPA Secretary Scott Pruitt spent in his home state of Oklahoma during the 92 days from March through May, according to The New York Times. The newspaper cited a report by the nonprofit group the Environmental Integrity Project, which obtained EPA records through a Freedom of Information Act request. The report noted that $12,000 in airfares for Pruitt were paid by the federal government, although in some instances he paid some of his travel costs. Researchers surveyed more than 6,000 people in four countries and also ran an experiment, giving people $40 for two weeks. One week, they had to buy something material, like a shirt. The next week, they paid to save themselves time. People said they felt happier after saving time rather than buying stuff. “Money can buy happiness if you spend it right,” said University of British Columbia psychology professor Elizabeth Dunn, co-author of a study in Monday’s Proceedings of the National Academy of Sciences. The right way is paying someone to do time-consuming drudge work, said study lead author Ashley Whillans of the Harvard Business School. When people do that, they report greater life satisfaction in general and feeling happier that day. But when they buy material objects, it tends not to bring people the happiness they expect, she said. The survey was done in the U.S., Canada, the Netherlands and Denmark. Earlier research found that using money to help others or to have good experiences, like a spa day or travel, also makes people happier than buying things, Dunn and Whillans said. Bush spoke of “serving others.” For a brief moment at this year’s jamboree in Glen Jean, W.Va., President Donald Trump indicated that he would follow that tradition — sort of. “Who the hell wants to speak about politics when I’m in front of the Boy Scouts?” he said. Then, for the most of the next 35 minutes, he bragged to the 40,000 before him about the “record” crowd size, bashed President Obama, criticized the “fake media” and trashed Hillary Clinton’s presidential campaign. He threatened to fire HHS Secretary Tom Price if he couldn’t persuade Congress to vote for the GOP health care bill. An ‘overwhelming’ link Researchers find traumatic brain disease in 99 percent of NFL players they studied FOOTBALL Scientists studying the link between football and chronic traumatic encephalopathy found that 99 percent of the brains donated by families of former NFL players showed signs of the neurodegenerative disease, according to a new study published Tuesday. In all, researchers from Boston University School of Medicine and the VA Boston Healthcare System examined 202 brains of men who played football. The highest percentage of players with CTE was found at the highest level; all but one of the 111 brains belonging to exNFL players were diagnosed post-mortem with CTE. “Obviously, this doesn’t represent the prevalence in the general population, but the fact that we’ve been able to gather this high a number of cases in such a short period of time says that this disease is not uncommon,” said neuropathologist Ann McKee, who thinks CTE is “much more common than we currently realize.” McKee cautioned that the study has limitations and doesn’t

attempt to pinpoint a CTE rate. The brains studied were mostly donated by concerned families, and they don’t necessarily represent all football players. “[The study] skews for accidental deaths, suicide and individuals with disabling or discomforting symptoms,” McKee said. While the study isn’t focused on causality, McKee said it provides “overwhelming circumstantial evidence that CTE is linked to football.” The NFL pledged $100 million for concussion-related research last September — $60 million for technological development, with an emphasis on improving helmets, and $40 million for medical research. “The medical and scientific communities will benefit from this publication and the NFL will continue to work with a wide range of experts to improve the health of current and former NFL athletes,” spokesman Brian McCarthy said. “As noted by the authors, there are still many unanswered questions relating to the cause, incidence and

who have severe CTE who did not go on to play professionally,” McKee said. “That means they most likely retired before the age of 25 and we still are seeing in some of those individuals very severe repercussions.” In addition to examining the brains, researchers interviewed loved ones of the former players and found that behavioral and mood symptoms were common with those who suffered from CTE, including impulsivity, signs of depression, anxiety, hopelessness and violent tendencies. While the disease can currently only be diagnosed postmortem, the researchers urge a wide-ranging longitudinal study to better understand the impact of head trauma in football. In the meantime, the brain bank established by the Boston researchers and Concussion Legacy Foundation has about 425 donated brains at its disposal, including those from men and women who played a variety of sports, as well as military veterans, with many more pledged.

Fresh digs Finding a newly constructed condo can make the buying process easier — and harder HOMEBUYING The Washington condo market is red-hot, and there are no signs that it’s cooling anytime soon. Consistently high demand coupled with a lack of compelling resale supply — particularly in the District’s sought-after neighborhoods, such as Logan Circle and Shaw — have ushered in a new norm of deadlines, multiple offers and bidding wars. While sellers have, understandably, embraced the current market dynamic, it has left a lot of buyers scrambling and demoralized. These are buyers who have gone through several iterations of offer submissions. They’ve stripped their offers of contingencies: financing, appraisal and even home inspection. They’ve included escalation clauses at $10K, $20K, $50K or more above asking price. They’ve done all of this in hopes of submitting the most competitive offer possible, yet they still find themselves outbid and outmaneuvered. For those who’ve been shut out of the condo resale market, new construction may be the solution. New construction removes the urgency of having to make snap purchase decisions that

sometimes compel buyers to pay well above list prices and waive protections such as home inspections. The typical condo resale experience in our current market goes something like this: Property goes live on Thursday; open house is on Sunday; deadline for offers is on Tuesday; offer rejection comes on Wednesday. A newly constructed condo unit won’t generate the feeding frenzy over one unit that an older building might. New construction condo projects usually consist of multiple units with similar floor plans and features. If you lose out on one unit, then there’s probably another comparable unit elsewhere in the building. And because buyers aren’t competing for a single unit, bidding wars and multiple offers are rare in new construction. In fact, there are usually more opportunities for price negotiations and incentives in new construction than in resales. That doesn’t mean new construction is without risk. For starters, new construction is notorious for delays. Any number of variables can affect a project’s delivery date: weather, contractors, city bureaucracy

The do’s and don’ts of buying a new condo DO familiarize yourself with the developer, the architect and the construction company collaborating on the project. DO request a hard-hat tour and make visits to the building. Consider it a red flag if there is resistance to this request from the developer. DON’T rely on floor plans alone for measurements —they’re for illustrative purposes only. The final approved architectural plans that have been submitted to the city are the definitive source for measurements and layouts. DO research the third party that’s hired to construct the building. You can even visit examples of past projects to get a better sense of the style and quality of work.

Buyers of new construction often find themselves planning and then readjusting their lives around tentative delivery dates, but it’s important to understand that delivery dates are often moving targets, so have a contingency plan. For those who do have timing flexibility and value price

certainty, new construction is a good alternative. There’s also a fear factor in purchasing something that doesn’t exist yet. While it’s easy to be drawn to the “new” in new construction and the opportunities for customization that it can sometimes afford (selection of finishes, moving or eliminating walls, etc.), new construction can be unnerving. As any owner will attest, homeownership — new or resale — is a leap of faith. But having the luxury of time to conduct due diligence without the pressures of the deadlines, competing offers, bidding wars and risky concessions that are commonplace in today’s resale market can be reassuring. In the District, buyers have the added benefit of a legally mandatory 15-day cancellation period when they go under contract for a new construction purchase compared to the three-day period for condo resales. Portals V The Portals project, which has transformed a former industrial area into a massive mixeduse development in Southwest Washington, is entering its final phase with the beginning of construction of the $220 million Portals V residential building. The building is located near where the 14th Street bridge over the Potomac River enters the District. Portals V will include 373 apartments ranging from 500 to 3,400 square feet, many with balconies and terraces. WDG is executive architect of the building, in association with Robert A.M. Stern Architects. Planned building amenities include a glass-enclosed terrace level, an infinity edge swimming pool, fire pits and barbecue stations and indoor and outdoor seating areas. On ‘Lust for Life,’ Lana Del Rey airs how blurry real life can be in a post-truth world ALBUM REVIEW Many say Lana Del Rey’s new album, “Lust for Life,” is the one where she finally makes contact with reality from inside her perfumed dream-silo, but it may be the other way around. With our government making each day of 2017 feel less believable than the last, American reality seems to be merging with the singer’s vision. That’s still to say “Lust for Life” is a gratifying pivot from Del Ray’s old stuff, which only made her sound like she was dream-journaling on Xanax. Her smart articulation now makes the dreaminess of her new work feel more tangible than tenuous. When listened to in n sequence, the album m is a linear journey out of dreamspace into our consensus

reality. Early on, in the album’s title song, she sings herself a lullaby: “ T h er e ’s n o more night, blue skies forever.” She’s not leaving this dream. In the song’s video, she actually kicks off a pair of ruby slippers. Before long, the outside world encroaches. In “Coachella - Woodstock in My Mind,” she’s freaked out by North Korea’s latest missile test, but can only envision world peace through the memory of a concert she never attended. “Maybe my contribution could be as small as hoping,” she shrugs. Later, seated behind a piano on “Change,” she confesses to “thinking that it’s just someone else’s in

Sara Evans’ ‘Words’ is a family affair Artistic freedom never sounded as good as it does for Sara Evans, who is brimming with confidence on her new album, “Words.” Evans is in a family kind of mood on her eighth studio album, inviting her 14-year-old daughter to sing on “Marquee Sign” and her three siblings on “Night Light.” But she did pick some songs that show off a wild side, like the intensely lusty “I Don’t Trust Myself.” Evans also breathes plenty of light into the title track, a delicate slip of a song, and shows off stunning vocal control on “All the Love You Left Me.” Even an acoustic version of her 2011 hit “A Little Bit Stronger,” co-written by Lady Antebellum’s Hillary Scott, might be better than the original. Finnish filmmaker Dome Karukoski’s company said Tuesday that he will direct a Hollywood biopic about J.R.R. Tolkien, the British author of “The Hobbit” and “The Lord of the Rings.” The film, scripted by David Gleeson and Stephen Beresford, will be about the formative years of Tolkien’s life. The award-winning Karukoski, one of Finland’s best-known film makers, has directed eight feature films, many of them highly regarded. James Cromwell was arrested Monday in San Diego during a PETA protest against SeaWorld, the New York Post reported. “PETA and I want SeaWorld to move these intelligent animals to seaside sanctuaries without delay,” Cromwell said in a statement. Ciara got criticism from fans after sharing a video of herself riding a toboggan with her 3-month-old daughter in a carrier on her chest.
