Inventor Franky Zapata, 40, took to the air in Sangatte, Northern France, on Thursday in an attempt to cross the channel to England on his personal flying machine. Zapata collided with a refueling boat just a few hours into his flight, destroying his transportation, a homemade version of the Flyboard his company sells commercially. After being rescued from the channel’s choppy waters, Zapata smiled and said, “We won’t give up until we succeed.” He reached speeds up to 110 mph before his crash about 12 miles into the journey. A Las Cruces, N.M., woman is facing charges after she ordered food from a Sonic and told a server, “This one’s on God,” before fleeing. The Las Cruces Sun-News reports Delila Hernandez, 30, was arrested Monday for felony robbery. Police say Hernandez rode her bicycle to a Sonic and ordered a meal. When the server asked for payment, she allegedly told him, “This one’s on God.” The server told her, “That’s not how this works,” but gave her the meal after she came toward him. Police later found Hernandez at a nearby park. (AP)

A Kansas man with a history of making hoax 911 reports has been charged with reporting a fake bank robbery and then carrying out the crime less than two hours later. The Wichita Eagle reports Jeremy Vos, 20, was charged with bank robbery Wednesday. Wichita police spokesman Officer Kevin Wheeler says Vos made a fake report before approaching a teller Tuesday with a note that said he was armed and wanted cash. Vos then fled with the money. Vos had been on probation in a case in which he lied about purported emergencies. (AP)

page three He’s got a formula for success THE DISTRICT Bruce Beuzard IV was searching the internet for information about the exercise program P90X when he fell into an unusual passion. “I stumbled across an Excel sheet to track all the workouts and nutrition facts,” he said. “The forms were so advanced.” Beuzard, a D.C. native, has always felt a need to understand complex systems. When he got his first laptop computer at age 14, the first thing he did was take it apart with a screwdriver. Seeing the sprawling workout spreadsheets unlocked something in his brain, said Beuzard, now 22. He started tinkering with the tools and became enamored with learning Excel tricks. “I just Google rare functions in Excel that people don’t use,” he said. “There’s a lot that you can do in Excel that a lot of people don’t know about.” Close to a decade later, that obscure interest paid off in June, when he beat more than 85,000 competitors between the ages of 13 and 22 to win a nationwide Microsoft Excel competition.

School in Northwest D.C. Beuzard took the local version of the national Excel contest, and he won. At the national competition last month, Beuzard had to recreate an Excel spreadsheet by completing 20 to 30 tasks. He had to know where tools were located and how to operate them. Afterward, he texted his LAYCCA instructor to say: “Come on, this was too easy.” Beuzard bested 21 in-person competitors to win the $3,000 grand prize and qualify for the worldwide contest. Now, he’s training by taking one or two 50-minute practice tests a day — or as he calls it, “tightening your core.” He thinks he has the skills to tackle the competition; now he’s just sharpening his reflexes. Whether or not he comes back from New York a worldwide Excel champion, Beuzard will return to the D.C.-based Urban Institute think tank, where he interns as an information technology specialist. Taylor Gourmet returns from hoagie history Taylor Gourmet, the local hoagie chain that shuttered in September, announced Thursday it is reopening a few locations. Three spots — near the White House at 1750 Pennsylvania Ave. NW; near Dupont Circle at 1200 19th St. NW; and 926 Rose Ave. in North Bethesda — will reopen this summer, according to Taylor Gourmet’s website. D.C. charter seeks new home

Preschool in Southwest loses space to a long-promised public school modernization

EDUCATION A municipal spat involving a lease, a city construction project and a charter preschool educating 100 toddlers may seem mundane. But to some charter school proponents, this represented an ideological fight, an example of what they regard as brewing tensions between D.C. officials and charter schools, which are publicly funded and privately operated and educate nearly half of D.C.’s public school population. AppleTree Early Learning Public Charter, a popular charter network of preschools, had leased city-owned space for about five years on the tennis courts of a Southwest D.C. middle school, operating in trailers. Everyone agrees that the arrangement at Jefferson Middle School was intended to be temporary; AppleTree had signed a lease saying it would vacate the property at the end of this month. AppleTree says it needs a few more months on the site. But D.C. officials say the city needs to move forward with long-planned renovations at Jefferson. Now, AppleTree has nowhere to go for the coming school year. Charter advocates have cited the dispute as another example of local officials’ skepticism of charter schools. In May, D.C. Mayor Muriel Bowser’s administration released a statement warning the board that governs charter schools that opening more charters could hurt the city’s existing schools.

D.C.’s AppleTree public charter school won’t have a location until December, after the school year has started.

The D.C. government has historically been considered friendly to charter schools. On the other side of the debate, advocates of the traditional public school system argue that the city is not doing enough to protect its neighborhood schools, many of which are facing declining enrollment and strained budgets amid increased competition from charter and application schools. D.C. charter schools receive additional funding for facilities but are responsible for obtaining and paying for real estate. AppleTree said it could not find an alternative location in Southwest D.C. until December. D.C. Deputy Mayor for Education Paul Kihn said he met with AppleTree leaders in October

AppleTree educates students who mostly come from black and low-income families. The amount in federal funding Baltimore will get for long-sought improvements to the Howard Street Tunnel. Maryland Gov. Larry Hogan, R, announced the grant Monday.The Hogan administration says the money will allow the state to partner with CSX Transportation to double-stack shipping containers in the tunnel to break the rail bottleneck before the Helen Delich Bentley Port of Baltimore. Baltimore lets 76 complaints against police officers expire without investigating

THE DISTRICT After a bloody week that contributed to a steadily rising homicide rate, officials from D.C. and Virginia promised Thursday to aggressively prosecute illegal gun purchasing and possession on both sides of the river. “Our message to those who traffic in illegal firearms is that you will be found, and you will be prosecuted to the full extent of the law,” U.S. Attorney for D.C. Jesse Liu said. Over 1,000 illegal guns have been found by police this year, D.C. Chief Peter Newsham said, and 6,000 in the past three years. Half of the people arrested for murder in D.C. last year had a prior gun arrest, he said. “We must hold every gun offender accountable,” he said. “There’s not going to be any first chances on this.” Since promising in February to begin bringing more felony gun possession cases in federal court, where penalties are harsher, Liu said her office has indicted 65 such cases. D.C. Mayor Muriel Bowser said D.C. Superior Court was finalizing a “red flag” program that requires police to seize weapons from people deemed a danger. The discussion came amid a spike in homicides that rattled D.C. this month, with nine people killed or found dead from gunfire in five days. VIRGINIA The former head of Fairfax County’s NAACP said she was shocked when she received a racially derogatory text message earlier this month. She was even more surprised when she saw the sender: the current head of the county’s NAACP. “It’s bootlickin a-- n---as like you that make the black community disrespect the NAACP,” Kofi Annan wrote to Shirley Ginwright. Following the text and other exchanges on Facebook, Ginwright hired an attorney, who fired off a letter telling Annan she felt threatened and to stop contacting her. “CEASE AND DESIST,” the letter read. Both leaders are running for president of the state conference of the NAACP. Annan, 40, rose to prominence as a community leader in the Black Lives Matter era, while Ginwright, 70, is a veteran of the civil rights movement. Annan said the dispute reveals a generational divide over how to deal with police issues.

A hands-off approach? DC RIDER A 20-year-old woman got on a Red Line train at the Silver Spring station one recent Sunday thinking she was heading toward home in Virginia. It might have been because she was still sleepy. Or that she was distracted by the man staring at her. But for whatever reason, she got on a train going the wrong way. It was a bad time to get confused, she’d say later, because when she got off at Glenmont a short while later, she was shaken. Between the three stops, a man on her train masturbated while staring at her. She knew that women can get harassed on the Metro. “I didn’t know this was possible,” said the woman, whose name is being withheld to protect her privacy and safety. But then came another surprise. When she reported the incident to Metro police, she was told it wasn’t a crime. It was the second time in recent months that a woman has told Express she saw a man masturbate on the train only to be told that, in some circumstances, it’s perfectly legal. The man, who she described as African American with a gray buzz cut and a belt buckle that made a clicking sound when he refastened it, had already been on the Silver Spring platform when the woman arrived around 10:30 a.m., she said. He stared at her in a way that made her uncomfortable. When the train came, the woman hurried to a different door than the one that opened in front of her. She wanted to see if the man would follow. He did. She sat next to a window that reflects the car’s interior when the car passes through a tunnel. He sat diagonally a few rows

She focused on the music in her earbuds but was aware enough of the man to notice that he’d draped a jacket over his lap. “I saw his hand clearly doing fast-paced gestures with his pants lowered,” she said. The train got to Glenmont, the last stop on the line. But the man didn’t get off, and she says she thought to herself that he’s not going anywhere in particular. He’d just been following her. She got off, deciding not to stay on and to head the other way. She wasn’t interested in an encore. She waited a half hour for the next train. “I was definitely in shock,” she said.

U.S. Attorney for D.C. charges former Metro police officer with assault

On the ride back she filed a report online with Metro. Transit police called quickly. But the officer seemed to lose interest, she said, when she said the man hadn’t exposed himself. It didn’t seem like a crime then, the officer said. That Tuesday, another officer called her and said the same thing, but also said she’d track the man on surveillance videos to see if he did the same thing in a different state. A Metro spokesman wouldn’t explain why police considered what the woman saw to be legal. As Express reported last year, Maryland is the only one of the areas Metro trains run through that requires genitals to be visible for

something to be considered indecent exposure. D.C. and Virginia laws prohibiting public masturbation or simulated masturbation do not require visible genitals. “We are unable to comment on legal interpretation,” Metro spokesman Ian Jannetta said. “Metro Transit Police enforce the laws of each jurisdiction as they are written.” However, it might have been possible to pursue the man for other crimes, such as disorderly conduct, said Ramon Korionoff, spokesman for the Montgomery County state’s attorney’s office. Maryland’s broad disorderly conduct law prohibits acting in a “manner that disturbs the public peace” and classifies such as a misdemeanor. But Randolph Rice, a Baltimore defense attorney, said it would be an unusual use of the law and hard to prove if the person wasn’t exposing himself. The man could argue that he wasn’t doing what people thought, Rice said. “The people affected would have to show it caused a public disturbance, so the victim would have to be looking at it and keep looking at it,” he said. The case is similar to another we reported in December, after Stephanie Cumings saw a man masturbate in his pants on the Orange Line near Falls Church. A Metro police officer emailed her at the time to say: “What you described is indeed a criminal act in D.C. Not in Virginia and it can be murky in Maryland.” Meanwhile, the woman on the Red Line feels less safe now, knowing that laws can vary as she rides from one end of the line to another. Amtrak to start nonstop Acela service to NYC TRANSPORTATION Amtrak is launching nonstop Acela service between D.C. and New York, part of a broader effort to expand offerings on one of its most profitable rail corridors. Acela Nonstop will include one northbound and one southbound train per day on weekdays only. The southbound train will leave New York’s Pennsylvania station at 6:35 a.m. and arrive at Washington’s Union Station around 9:10 a.m. The northbound train will leave Union Station at 4:30 p.m. and arrive in New York around 7:05 p.m. Even so, those with dreams of a super-fast, bullet-train-type ride will need to adjust their expectations. Acela Nonstop will get you to your destination only about 15 minutes sooner than the regular Acela service. Tickets for the new nonstop service are on sale. Fares for Acela Nonstop will be the same as for the regular Acela service. Amtrak has continued to make improvements along the busy Northeast Corridor, where ridership keeps growing. In May, the company launched additional Saturday service. Amtrak has also worked to refresh train interiors. Other changes on the horizon include new Acela trains, which are expected to make their debut in 2021. The trains are being built at Alstom’s facility in Hornell, N.Y. TECHNOLOGY A recent tweet from Alicia Hernan — whose Twitter account described her as a wife, mother and lover of peace — did not mince words about her feelings for President Trump: “That stupid moron doesn’t get that that by creating bad guys, spewing hate filled words and creating fear of ‘others’, his message is spreading to fanatics around the world. Or maybe he does.” That March 16 tweet, directed to a Hawaii congressman, was not the work of an American voter venting her frustration. The account, “@AliciaHernan3,” was what disinformation researchers call a “sock puppet” — a type of fictitious online persona used by Russians when they were seeking to influence the 2016 presidential election. But it was Iranians, not Russians, who created @AliciaHernan3 — one of more than 7,000 phony accounts from Iran that Twitter has shut down this year. And Iran is far from the only nation that has, within its borders, substantial capacity to wage Russian-style influence operations in the United States ahead of next year’s election. That means American voters are likely to be targeted in the coming campaign season by more foreign disinformation than ever before, say those studying such operations. Former special counsel Robert

battle to keep the internet safe. But thousands of miles separate the Philippines and Silicon Valley, rendering these workers vulnerable to exploitation by some of the world’s tech giants. In the last couple of years, social media companies like Facebook have created tens of thousands of jobs around the world to vet and delete violent or offensive content, attempting to shore up their reputations after failing to adequately police content including livestreamed terrorist attacks and Russian disinformation. Yet the firms keep these workers at arm’s length, creating separation by employing them as contractors through outsourcing agencies. Workers say the companies do not provide adequate support to address the psychological consequences of the work. They said that they cannot confide in friends because the confidentiality agreements they signed prevent them from doing so, that it is tough to opt out of content that they see, and that daily accuracy targets create pressure not to take breaks. While many Filipino workers say they became content moderators because they thought it would be easier than customer service, the work is very different from other jobs because of “the stress of hours and hours of exposure to people getting hurt, to animals getting hurt, and all sorts of hurtful violent imagery,” said Sylvia Estrada-Claudio, dean of the College of Social Work and Community Development at the University of the Philippines, who has counseled workers in the call-center industry. She said she worries about a generation exposed to such disturbing material. “For people with underlying issues,” she said, “it can set off a psychological crisis.”

Filipino content moderators see the worst of the web — and suffer silently TECHNOLOGY A year after quitting his job reviewing some of the most gruesome content the internet has to offer, Lester prays every week that the images he saw can be erased from his mind. First as a contractor for YouTube and then for Twitter, he worked on a high floor of a mall in Manila, where he spent up to nine hours each day weighing questions about the details in those images. He made decisions about whether a child’s genitals were being touched accidentally or on purpose, or whether a knife slashing someone’s neck depicted a real-life killing — and if such content should be allowed online. He’s still haunted by what he saw. For the past year, he has visited a mall chapel every week, where he works with a church brother to ask God to “white out” those images from his memory. “I know it’s not normal, but now everything is normalized,” said the 33-year-old, using only his first name because of a confidentiality agreement he signed. Workers such as Lester are on the front lines of the never-ending

ENVIRONMENT Four major automakers have reached a deal with California to toughen gas mileage and greenhouse gas emissions standards, bypassing the Trump administration’s push to freeze requirements at 2021 levels. Ford, BMW, Honda and Volkswagen signed the deal with the California Air Resources Board, the state’s air pollution regulator, which had been at odds with the Trump administration for months. The Trump administration reacted angrily to the end run, with Environmental Protection Agency spokesman Michael Abboud calling it a “PR stunt.” The administration has sought to freeze Obama administration standards, keeping fleetwide new-vehicle mileage at 2021 levels of about 30 mpg. The administration says the extra expense to comply with the requirements will raise the price of new cars, making them unaffordable and depriving buyers of new safety technology. Many experts, challenge the safety assertion. In a statement Thursday, California regulators said their deal delays by one year the new-vehicle fuel efficiency requirements approved under the Obama administration for model years 2022 through 2025. nation+world Attorney general orders first federal executions in nearly two decades POLITICS The U.S. government will execute federal death row inmates for the first time since 2003, the Justice Department announced Thursday, bringing back a seldom-used punishment pushed by President Trump and escalating another divisive issue ahead of the 2020 presidential election. Five inmates who have been sentenced to death are scheduled to be executed starting in December — all within a six-week period. By comparison, there have been only three executions since the federal death penalty

was restored in 1988 and only 37 overall from 1927 to 2003. In 2014, following a botched state execution in Oklahoma, then-President Barack Obama directed the department to conduct a review of capital punishment and issues surrounding lethal injection drugs. That review has been completed, the department said, and it has cleared the way for executions to resume. In a statement, Attorney General William Barr said the “Justice Department upholds the rule of law — and we owe it to the victims and their families to carry forward the sentence imposed by our justice system.” Barr approved a new procedure for lethal injections that replaces

Instead, more than 2,000 Redskins fans — and one Cowboys supporter — came to see the quarterbacks. The old saying, “If you have two quarterbacks you have no quarterback” doesn’t begin to describe the Redskins’ challenge over the next six weeks as they prepare for their season

opener against the Eagles on Sept. 8. With three passers competing to start, every snap of practice in which the ball isn’t in the air seems irrelevant. So far, there is no way to decipher who’s the early leader among veterans Colt McCoy and Case Keenum, and 2019 first-rounder Dwayne Haskins. Keenum stretched the field, finding tight end Vernon Davis for long gains. McCoy, practicing for the first time since he suffered a broken leg Dec. 4, worked the field well and has been a longtime favorite of coach Jay Gruden. Haskins remains inconsistent. Too often a linebacker sneaked into a lane

to bat a pass. The Redskins opted to work on higher-percentage short throws to bolster Haskins’ confidence. He’s the eventual long-term starter, but isn’t wowing anyone right away. It’s a long way until the regular season, though, and Gruden conceded he might not pick a starter until days before playing Philadelphia. Until then, the three passers will rotate throughout practices. “I think we just have to play it out,” Gruden said. “I think we just have to be aware of making sure people get challenged in critical situations, as well as first, second down, throwing a bootleg. Obviously, that’s the No. 1 challenge that we have as a staff going into this season is to make sure we get those guys the reps.” Shuffling quarterbacks won’t make it easy for a receiving corps with its own uncertain pecking order. With each passer possessing a different style, receivers must adjust on the fly. “Guys have different strengths,” receiver Paul

Richardson said. “You have to learn your quarterback.” The Redskins are also trying to find a new left side of the offensive line, with tackle Trent Williams not reporting to camp because of a contract dispute. Williams, 31, wants an extension to his current deal that runs through 2020, but it doesn’t make sense for the Redskins to reward an aging team captain who hasn’t played a full season since 2013. The Redskins really don’t have a replacement, though. Free agent Ereck Flowers has looked awful during offseason camps. He’s supposed to be a guard. At tackle, he can’t stop outside pass rushers. Would the Redskins risk putting their rookie quarterback behind a suspect line? Watching Williams’ status might be just as telling as the QB battle in deciding who’ll be the Redskins’ Week 1 starter.

L.A.’s bloody valentine Tarantino honors Tinseltown with the violent ‘Once Upon a Time … in Hollywood’

FILM REVIEW A deep core of sadness lurks in even the sunniest corners of “Once Upon a Time … in Hollywood,” Quentin Tarantino’s valentine to the Los Angeles of his youth. Set in 1969, six months before followers of cult leader Charles Manson murdered actress Sharon Tate and three of her friends, this particular fairy tale seeks both to preserve nostalgic Hollywood glamour and smooth over its most nihilistic contours. At the center of this adamantly revisionist history are Rick Dalton (Leonardo DiCaprio) and Cliff Booth (Brad Pitt), the former star of a “Gunsmoke”-like program and his body double, who now serves as Rick’s chauffeur and drinking buddy. Rick

owns a home in Benedict Canyon, where the hotshot director Roman Polanski (Rafal Zawierucha) and his wife, Tate (Margot Robbie), have just moved in next door. “Hollywood” obeys the usual Tarantino structural rules of parallel storylines, opportunistic intersections, long, verbose set pieces and equally windy digressions. While Rick tries to stay afloat as an actor, Cliff plies the highways and byways of L.A., where he crosses paths with Pussycat (Margaret Qualley), a hippie chick who just can’t wait to introduce him to “Charlie.” The film benefits from committed, laser-focused performances from DiCaprio and Pitt. And there are some toothsome supporting turns, especially

from Dakota Fanning as Manson follower Squeaky Fromme, Bruce Dern as the owner of the Spahn Ranch, where the cult hangs out, and Julia Butters as a self-serious young actress. The movie, at its most sincere and touching, reminds audiences of what a beautiful, gifted

comedian Tate was — and the star she could’ve become. When Tarantino announced he was making “Hollywood,” it was impossible not to harbor misgivings about him exploiting a vicious crime for its campy, sadistically violent potential. He threads the needle here, managing to indulge his penchant for horrific brutality — especially against women — but in the name of cathartic revenge. This movie is of a piece with Tarantino’s alternate-history oeuvre that seeks to tease the audience with some of history’s biggest what-ifs, allowing us to believe for a few hours that pure imaginative will is enough to reverse the most grievous wrongs. “Vanderpump Rules” stars Katie Maloney and Tom Schwartz recently got a marriage license in Las Vegas, according to E! News, having exchanged vows in August 2016 without legally tying the knot. The news comes after Lance Bass revealed earlier this month that the couple had never completed the paperwork required to get married. E! reported that they are “well on their way to exchanging vows all over again.” (EXPRESS)
