Police last week stopped a driver who had placed a red bottled drink where his car’s rear light should have been. The driver was on his way to get the light fixed when he was stopped. Officers didn’t ticket him. Police say tail lights prevent crashes and “while we appreciate the ingenuity of this tail light, this is not a permanent solution.” (AP)

British media reports say six people were assaulted on a P&O cruise ship after a passenger dressed as a clown sparked a brawl. Richard Gaisford, an ITV journalist who was on the ship traveling from Bergen, Norway, to Southampton, England, said security rushed to the buffet restaurant onboard after the late-night melee. He tweeted Saturday that the brawl started when a “passenger dressed as a clown” upset a group of people. (AP)

Leaders of a small Arkansas city plan to draft an ordinance next month addressing a problematic rooster that has been attacking pedestrians.

Jasper Mayor Jan Larson said something has to be done. “We can’t let people get hurt because of an errant rooster,” she said. Police Chief Michael Henderson said there have been complaints about the rooster. It has also been a topic of discussion at the City Council’s last two meetings. (AP)

page three Vacationers swim to the rescue IRELAND The girl on the flamingo-shaped raft was floating away quickly, screaming as her father yelled for a lifeguard who didn’t appear.

Four brothers, who were visiting Ireland from the D.C. area, had just arrived at Portmarnock Beach near Dublin, where they had expected to spend a relaxing afternoon last Monday. Before they could think about it, they were sprinting into the sea and swimming toward the girl as fast as they could during an almost hourlong rescue.

It was adrenaline that propelled the brothers to speedswim for about 25 minutes until they were close enough to yell to her that she would be OK, that they would bring her back to shore, said Declan Butler, 18.

Declan, his twin, Eoghan Butler, and their brother, Walter Butler, 21, are strong athletes.

So is their brother-in-law, Alex Thomson. Three had swum competitively, and Thomson, 24, is an ultra-runner. Walter had been a rescue swimmer on a Coast Guard cutter.

Still, swimming to reach the girl — they estimated that she was a half-mile out — was harrowing, they said. Declan and Eoghan, who live in Arlington, and Thomson, who lives in Rockville, said they weren’t sure how long she’d be able to hold on to the raft.

When they finally reached her, they helped keep her head above water and took turns swimming on their backs with her on their chests as they made their way against the current back to shore. “ It wa s i ntense. It wa s

in case he needed to perform first aid.

Walter said that the girl’s father had also swum out to try to save his daughter. But the father was not a strong swimmer, and after the girl was safe, the father was still in the water.

The girl’s brother approached the four rescuers for more help, and two of them swam back in to get the father.

A rescue service crew and paramedics arrived a few minutes later and brought the girl to a hospital. She was later released.

The girl’s family, who lives in Ireland, visited the brothers last Tuesday at the house where they were staying to thank them.

“Seeing her jump around, kiss her mom, that was actually amazing,” Declan said.

But the rescue was also an unlikely twist of fate: They had traveled to Ireland to celebrate the life of their recently deceased grandfather, whose brother drowned on the same date decades before the rescue.

“It’s kind of like this godly, guardian angel kind of feeling,” Walter said, “that the same day he drowned 64 years ago is the day we actually saved the life of a 6-year-old girl.” MARISA IATI (THE WASHINGTON POST)

Woodstock 50 faces rough road to festival JAY-Z and John Fogerty have pulled out of the Woodstock 50 festival, The Associated Press reported Friday. The news came just one day after Bloomberg reported that the troubled anniversary event, which was supposed to take place Aug. 16-18 in upstate New York, has been moved to Merriweather Post Pavilion in Columbia, Md. That change has not been officially announced.

‘The very heart of our state’ BALTIMORE Maryland’s political leaders and residents reacted with outrage — and sometimes resignation — to President Trump’s tweetstorm Saturday attacking Rep. Elijah Cummings, D, and his Baltimore district as a “rodent infested mess” where “no human” would want to live.

Some said Trump’s language describing a majority-black city represented by an African American lawmaker demonstrated his predilection for degrading political opponents.

“This is an example of the racist bully we have as a president, lashing out at Elijah Cummings for speaking the truth and for standing up to the president and his policies,” Sen. Chris Van Hollen, D-Md., said in an interview.

“And the president just can’t take that and lashed out in a way that clearly had racial overtones.”

Others said that even if the president were half right, he has a duty to do more than use Baltimore’s woes as a political weapon.

“Rats? Come on, everyone has rats,” said Malique Abdulla, 26, a Baltimore museum curator.

Abdulla said the president’s tweets distract from fixing systemic racism in the police force, corruption in local government and troubled public schools.

By late Saturday, the Twitter hashtag #WeAreBaltimore was trending, as people posted in solidarity with Charm City.

Trump’s tweets came days after Cummings presided over a hearing investigating the Trump administration’s approach at the U.S.-Mexico border.

Tenants in Md.: Kushner-owned sites had mice BALTIMORE In a tweetstorm on Saturday, President Trump characterized Rep. Elijah Cummings’ Baltimore-based congressional district as a “rodent infested mess” where “no human” would want to live.

His criticism rang with irony in Baltimore County, where presidential son-in-law Jared Kushner owns more than a dozen apartment complexes that have been cited for hundreds of code violations and, critics say, provide substandard housing to low-income tenants.

In an interview Saturday, Baltimore County Executive John Olszewski Jr. called Trump’s comments “an attack on basic decency.”

“It is certainly ironic that the president’s own son-in-law was complicit in contributing to some of the neglect that the president purports to be so concerned about,” Olszewski, D, added.

Kushner Cos., which started operating in Maryland in 2013, has owned almost 9,000 rental units across 17 complexes, many in Baltimore County.

The properties generate at least $90 million in annual revenue. Kushner stepped down as chief executive of the company in 2017 to become a senior White House adviser.

Nicholas Freitas, R-Culpeper, might have to run for reelection as a write-in candidate because of delays in filing paperwork, a situation that would present a serious setback for Republicans fighting to defend a thin majority in November.

Freitas, who narrowly lost his party’s U.S. Senate nomination last year to Corey Stewart, did

not face a Republican primary challenge this year.

But state election officials said his local Republican legislative committee never submitted a required form indicating Freitas was the party’s nominee. The state said another form, which Freitas personally should have filed, was also missing.

Experts say high costs more concerning now than lack of coverage POLITICS America’s much-maligned health care system is covering 9 out of 10 people, a fact that hasn’t stopped the 2020 presidential candidates from refighting battles about how to provide coverage, from Bernie Sanders’ call for replacing private insurance with a government plan to President Trump’s pledge to erase the Affordable Care Act and start over.

The politicians are depicting a system in meltdown. The numbers point to a different story, not as dire and more nuanced.

Government surveys show that about 90% of the population has coverage, largely preserving gains from President Obama’s years. Independent experts estimate that more than one-half of the roughly 30 million uninsured people in the country are eligible for health insurance through existing programs.

Lack of coverage was a growing problem in 2010 when Democrats under Obama passed his health law. Now, the bigger issue seems to be that many people with insurance are struggling to pay their deductibles and copays.

A report this year by the Commonwealth Fund think tank in New York found fewer uninsured Americans than in 2010 but more who are “underinsured,” a term that describes policyholders exposed to high out-of-pocket costs when compared with their

individual incomes. The report estimated 44 million Americans were underinsured in 2018, compared with 29 million in 2010 when the law was passed. That’s about a 50% increase, with the greatest jump among people with employer coverage.

“When you have 90% of the American people covered and they are drowning in their health care bills, what they want to hear from politicians are plans that will address their health care costs, more than plans that will cover the remaining 10%,” said Drew Altman, president of the Kaiser Family Foundation, a nonpartisan research organization that tracks the health care system. “When Democrats talk about universal coverage more

than health care costs, they are playing to the dreams of activists and progressives ... much less to the actual concerns of the 90% who have coverage today.”

Sanders’ office responds that the Vermont senator’s “Medicare for All” plan would solve both the coverage and cost problems for individual Americans. Medical care would be provided with no deductibles or copays. No one would be uninsured or underinsured.

But other countries that provide coverage for all and are held up by Sanders as models for the U.S. don’t offer benefits as generous as he’s proposing.

On the other side of the political spectrum, Trump is talking about big changes. His administration is seeking to have federal

courts declare the entire Obamaera health care law unconstitutional, which would jeopardize coverage for 20 million people, jettison protections for patients with preexisting conditions and upend the rest of the 970-page statute, now nearly 10 years old.

Economist Sara Collins of the Commonwealth Fund, who led the study about underinsured Americans, says cost and coverage problems are intertwined.

Guatemala, U.S. make fragile pact

Obama shares op-ed criticizing Trump remarks

IMMIGRATION In pressuring Guatemala to accept a deal to absorb vast numbers of asylum-seekers, the Trump administration has embarked on a dramatic and risky strategy to slash the number of Central Americans flooding the U.S. border.

The accord — which was negotiated in secret and signed at the White House on Friday — could plunge Guatemala’s young democracy into a constitutional crisis, analysts warn. It could also saddle one of the hemisphere’s poorest countries with tens of thousands of Salvadoran and Honduran migrants who would be barred from making their claims in the United States.

The agreement is one of the boldest steps yet taken by President Trump to stanch the flow of migrants to the U.S. border.

It aims to close off the U.S. asylum system to the migrants who have crossed through Guatemala en route to the U.S. They would instead have to seek protection

in Guatemala.

But the agreement is built on a fragile political and legal base.

The Guatemalan Morales Constitutional Court ruled earlier this month that President Jimmy Morales needed approval from the Guatemalan Congress to sign the accord, something he has not received. Morales has sharply criticized the court decision, saying Friday that “as far as we understand, this doesn’t have to go before Congress.”

The agreement is also likely to be challenged in U.S. courts by opponents who say Guatemala does not qualify as a “safe” country because of high levels of violence.

Whatever happens with the courts, the agreement has little political support in Guatemala.

Human rights groups, Democratic lawmakers and immigration experts have said Guatemala is too poor and underdeveloped to handle a flood of asylum applicants. Last year, Salvadoran and Honduran migrants filed nearly 58,000 applications for

asylum in the U.S. That year, Guatemala received just 259 asylum applications overall.

Guatemala is the top source of irregular migration to the U.S., with citizens fleeing poverty, violence, drought and low coffee prices. POLITICS Former President Barack Obama, who doesn’t often comment on current politics, on Saturday seemed to endorse an op-ed written by 149 African Americans who served in his administration that called out President Trump for recent comments degrading four congresswomen of color.

“I’ve always been proud of what this team accomplished during my administration. But more than what we did, I’m proud of how they’re continuing to fight for an America that’s better,” Obama tweeted with a link to the op-ed, which was published Friday evening in The Washington Post.

Under the headline, “We are African Americans, we are patriots, and we refuse to sit idly by,” the former Obama administration officials vowed to stand up against the “racism, sexism, homophobia and xenophobia … wielded by the president and any elected official complicit in the poisoning of our democracy.”

Even Michelle Obama, who also shies away from Trump-era outrage, made her disdain for Trump’s comments known.

Exit of Coats caps off tumultuous relationship with President Trump POLITICS Director of National Intelligence Dan Coats is leaving his job next month, ending a two-year tenure marked by President Trump’s clashes with intelligence officials.

Trump announced Coats’ departure Aug. 15 in a tweet Sunday that thanked Coats for his service.

Trump said he will nominate Rep. John Ratcliffe, R-Texas, to the post and that he will name an acting official in the coming days.

Ratcliffe is a frequent Trump defender who fiercely questioned former special counsel Robert Mueller last week during a House

Judiciary Committee hearing.

Coats often appeared out of step with Trump and disclosed to prosecutors how he was urged by the president to publicly deny any link between Russia and the Trump campaign. The frayed relationship reflected broader divisions between the president and the government’s intelligence agencies.

In the midst of a remarkable season (1.22 ERA, 0.865 WHIP), Greene is too valuable for the moribund Tigers to keep. Given his spotty track record, he won’t cost as much in prospects as other relievers. He’s under team control through next season and can help just about anybody.

Best fit: The Braves. If the Mets balk at trading him to a division rival, an intermediary could get involved to flip him.

Best fit: Nationals, whose desperation for relief help is as acute as any contender’s desperation for anything.

There was good news, though: She was offered Crazy Eyes, if only for a couple of guest appearances. Then Aduba’s role was extended, and she won two Emmys and five Screen Actors Guild Awards. “My phone wasn’t ringing … before our show came out,” she says. Now, with her higher profile, she has a goal: “I am trying to tell the stories of the missing — the people and the voices that are missing in the tapestry.”

Like her character, Wiley is gay, but she was not publicly out in the early seasons of “Orange.”

She credits Poussey with giving her the strength and confidence to come into her own, both as an actor and a gay black woman. “I think deep down, the both of us, Poussey and I, are just like really open and honest people with our hearts,” Wiley says. “There are real Pousseys out there, in prison, not in prison, being thrown away because people think they don’t matter.”

The D.C. native is now an advocate for LGBTQ, immigration and prison reform causes.

Cox didn’t quit her day job at the Manhattan drag spot Lucky Cheng’s until after the first season of “Orange” wrapped. But in 2014, she made history as the first trans person on the cover of Time magazine. “I just cried,” she says. Cox has used her star platform to push for just treatment of LGBTQ people. Years before her big break, she would tell co-workers at Lucky Cheng’s that she wanted to be an actor. “They’d be like, ‘Yeah, right, whatever,’ ” Cox recalls. “A black trans woman in 2010 saying she wants to be a big star was like, ‘Yeah right, yeah cool.’ Who knew?”

Polanco had dreamed of becoming an actor as a child but thought her weight might hold her back. But, eventually, she decided to pursue acting after all. Now, she values her versatility as an actor who doesn’t fit the Hollywood mold.

“I was very fearful of going out to auditions and being told, ‘Well, you have to lose weight. Well, your hair is curly,’ ” she says. “You come across this discrimination and this prejudice and you don’t realize how much they affect you. … It’s learning how to embrace those scars and how we use it as foundation and not as identity.”

Life after death: Netflix shines a light on ‘Shtisel’ Members of the titular family Shtisel (portrayed by secular Israeli actors) live in a religious neighborhood in Jerusalem. Men wear black hats and coats. Sidecurls dangle by their ears in accord with the Torah. Women dress modestly and cover their hair after marriage. Prayer is a way of life.

So is matchmaking.

“Shtisel’s” great accomplishment is to show how the religious are profoundly different from the non-religious but exactly the same: seeking love, wrestling with heartache, tempted to stray from their cloistered community, yet embracing it nonetheless.

The show also has a slow and intimate rhythm. Characters chat about life and love on a porch overlooking the street, surrounded by Jerusalem stone that glows in the sunset.

“Shtisel” is so beloved that Marta Kauffman, co-creator of “Friends,” is working on a version for Amazon set in Brooklyn. And there’s been a miraculous development in Israel: Although the series seemingly ended its run in 2016, it was announced in May that a new season is being planned.
