Larry Hogan, R, but he’s facing resistance from some fellow Democrats uneasy with his left-wing platform. Montgomery County Executive Isiah Leggett is declining to endorse Jealous for now because of concerns that Jealous’ positions on taxes, school funding and Amazon’s second headquarters would penalize Leggett’s constituents in the state’s most populous jurisdiction. Long-serving Senate President Thomas V. Mike Miller Jr., DCalvert, an influential moderate, offered only tepid backing for Jealous while praising Hogan for “governing from the middle.” The wariness about Jealous illustrates a fissure between the party’s establishment wing and the restive, left-leaning faction that delivered Jealous’ triumph in the June 26 primary. Efforts to clean up the Chesapeake Bay are mostly on track, but challenges remain as farm manure and city stormwater continue to flow into the nation’s largest estuary, the EPA said Friday. Last year marked a halfway point toward the implementation of the federally mandated “pollution diet” for the Chesapeake Bay by 2025. Cosmo Servidio, a regional administrator for the EPA, said in a statement that “considerable progress” has been made. And he noted the record comeback of the bay’s underwater grasses, among other positive signs of higher water quality. But nitrogen pollution is still too high. Baltimore police search for suspect who shot at officer Saturday night
An appeals court on Friday sided with environmentalists who challenged the decision by federal agencies to allow construction of a 300-mile natural gas pipeline on a swath of national forest. The unanimous ruling by a three-judge panel cancels permits issued by the Bureau of Land Management and the U.S. Forest Service allowing the Mountain Valley Pipeline to cut through the Jefferson National Forest. The ruling accuses the agencies of ignoring environmental regulations in approving the project. A spokeswoman for the pipeline project said the ruling only affects about 1 percent of the project route. (AP) VIRGINIA
Judge tosses 2 counts against accused spy A federal judge has tossed out on a technicality two of four counts of conviction against a former CIA officer found guilty of spying for China. The counts were dismissed in a written ruling Thursday after a judge ruled prosecutors failed to prove the accused man, Kevin Mallory, actually transmitted any sensitive information while inside the Eastern District of Virginia. She chose her apartment at Rhode Island Row because she wanted to be right near the station. “Unfortunately, it’s becoming a regret of mine,” she lamented. She also isn’t the type who moves to the city and complains

METRORAIL Even on the worst commutes, when your Metro car is steaming and the train keeps inching along, there’s some solace in knowing that eventually you’ll get out. There might be a broken escalator — one last flipping of the bird before freedom — but soon you’ll be home and away from Metro. Unless you’re Sara Robertson, or one of her neighbors on Rhode Island Avenue, for whom there is no escape from Metro these days. Robertson lives across the street from the Rhode Island Avenue station, which, along with the Brookland station, was shut down July 21 for a 45-day stretch of repairs. It’s been an ordeal for commuters who have been forced to make multiple transfers to get around a closed section of the Red Line, sometimes doubling the length of their commutes. Metro, oft-criticized for not working efficiently and letting the system deteriorate, says it’s trying to get the work done as quickly as possible by working around the clock. If you live across the street, that means the noise is also going on around the clock. The first night of the work, Robertson said, the jackhammering went on until at least 2:30 a.m. It went on the whole next day too. At 4:30 a.m. Monday, it was

Generally, D.C.’s noise ordinance bars construction without special permission except between 7 a.m. and 7 p.m. Mondays through Saturdays. But Metro, like public utilities, is exempt, a spokesman for the city Department of Consumer and Regulatory Affairs said. By last Monday night, the noise seemed to quiet, winding down at about 11 p.m., Robertson said. But it was only a temporary respite. Metro, in response to an inquiry on Thursday, said it feels badly about keeping Robertson up. But there was a but. “[T]he most important goal must be to get this project done on the fastest possible timeline because, for every resident who can hear construction activity, there are hundreds of riders who are enduring bus shuttles and longer commutes,” Metro said in a statement. As of Thursday, demolition was halfway done, but three more days of demolition lay ahead. Metro said it’s trying to do the loudest work, like the jackhammering, during the day, but it can’t guarantee that rains like we had last week won’t force workers to jackhammer through the night to stay on schedule. “That actually makes me mad to the point where I am shaking,” Robertson said. “It’s not comforting to know that they aren’t defending my right to sleep.” KERY MURAKAMI (EXPRESS)

The video was released by Metro’s largest union. According to Amalgamated Transit Union Local 689, Metro’s electronic device policy requires electronic devices to be turned off and stowed during passenger service, under penalty of termination. Metro speeds 7000-series safety upgrades METRORAIL Metro is speeding up work on safety improvements in its fleet of 7000-series train cars after federal regulators threatened to withhold millions in funding, according to a letter Metro management sent to the Federal Transit Administration on Friday. But it is unclear whether the new upgrade timetable — the work is to begin next month and be completed by May 2019 — will be enough to satisfy the FTA. The agency has warned that if Metro does not retrofit cars with blindfriendly safety guards between cars by the end of December, 25 percent of the system’s federal funding could be withheld. In recent months, Metro has also worried that the FTA could force it to stop using the new trains if the more than 500 cars covered by the order aren’t upgraded by Dec. 31. But FTA officials clarified last week that they do not intend to pull the trains from service if Metro doesn’t meet the deadline. The trains’ manufacturer, Kawasaki, has agreed to expedite the retrofitting. But Metro says there are limits to how quickly Kawasaki can work. NEW ORLEANS Two armed individuals walked up to a crowd gathered Saturday evening outside a strip mall in New Orleans and opened fire, killing three people and wounding seven more, the police chief said. The shooting happened on a busy thoroughfare about 3 miles from the French Quarter, police said. Police chief Michael Harrison said the two suspects believed to be wearing hoodies had a rifle and a handgun. He said they appeared to have fired indiscriminately into the crowd, striking 10 people. Before fleeing, they took time to stand over one person. “We believe that they actually stood over one of the individuals and fired multiple rounds and then after that fled,” Harrison said. Police responding to the shooting found three victims — two men and one woman — who were pronounced dead at the scene. A new study confirms that scientists found a never-before-seen hybrid dolphin off the coast of Kauai, Hawaii, last year, CBS News reported. The sea animal is the result of a melon-headed dolphin and a rough-toothed dolphin mating. The marine researchers from the Cascadia Research Collective confirmed the hybrid by getting a sample from the animal and testing its DNA. Researchers also noted that melon-headed dolphins are rarely found in the area, making the hybrid even more interesting. Some news outlets on Sunday incorrectly labeled the creature a dolphinwhale hybrid because the melon-headed dolphin is also called a melon-headed whale, despite being from the dolphin family, The Huffington Post reported.

A hot, dangerous summer WEATHER In the town of Sodankyla, Finland, the thermometer on July 17 registered a record-breaking 90 degrees, a remarkable figure given that Sodankyla is 59 miles north of the Arctic Circle, in a region known for winter snowmobiling and an abundance of reindeer. This is a hot, strange and dangerous summer across the planet. Greece is in mourning after scorching heat and high winds fueled wildfires that have killed more than 90 people. Japan recorded its highest temperature in history, 106 degrees, in a heat wave that killed 65 people in a week and hospitalized 22,000, shortly after catastrophic flooding killed 200. Ouargla, Algeria, hit 124 degrees on July 5, a likely record for the continent of Africa. And the 109-degree reading in Quriyat, Oman, on June 28 amazed meteorologists because that wasn’t the day’s high temperature — that was the low. It was the hottest low temperature ever recorded on Earth. In the U.S., 35 weather stations in the past month have set new marks for warm overnight temperatures. Southern California has had record heat and widespread power outages. In Yosemite Valley, which is imperiled by wildfires, park rangers have told everyone to flee. The brutal weather has been supercharged by human-induced climate change, scientists say. Climate models for three decades have predicted exactly what the world is seeing this summer. Wilkie, who will be sworn in today, wants to form his own leadership team, these people say, and to ease lawmakers’ continued concern that the VA, historically a nonpartisan corner of the government, has become highly politicized. On the first day of Redskins training camp last week, Josh Doctson was running straight ahead and still one stride away from breaking inside when quarterback Alex Smith released the pass into a void. Doctson appeared in the empty space to grab the ball for a first down. That play never happened last year. Kirk Cousins didn’t always trust Doctson — or most receivers — enough to throw them open. Cousins, who is in Vikings training camp now, was reluctant to risk interceptions, especially while he was playing for a new contract. Anything that wasn’t a high-percentage throw was rarely tried. In his first few practices in Richmond, Smith has often given his receivers a chance to make plays. And when there have been breakdowns, he’s sought them out after drills to discuss any miscommunication. That makes a big
difference, Doctson said. “I think [Smith will] come to me or he’ll come to the other receivers and he’ll talk about what he saw and what he liked about that,” Doctson said. “I think that’s a little different for me and I like it.” So far, Smith has showed amazing chemistry with his new receivers. He was loving Paul Richardson in the red zone during Sunday’s practice. He often found former 49ers teammate Vernon Davis 20 yards downfield, and Jamison Crowder has become a favorite target for short completions. But if this offense is going to reach its potential, Doctson must deliver a breakthrough season. The 2016 first-round pick was hobbled by injuries his rookie year. While he rebounded and played in all 16 games last season, Doctson made just 35 receptions. He’s been promoted as part of ATP’s #NextGen campaign, but his six titles — including three Masters Series events — since May 2017 suggest he’s already arrived. Both of his titles this year came on clay.
A man from the United States hasn’t won the Citi Open since Andy Roddick in 2007. Isner, the current highest-ranked American, is a three-time finalist and may be poised to end the drought. The 33-yearold advanced to the semifinals at Wimbledon — his best result at a major — and lost to Kevin Johnson. On Sunday, Isner defeated Ryan Harrison 5-7, 6-3, 6-4 to win the Atlanta Open.
The three-time major champion from Great Britain spent 41 weeks atop the rankings in 2017. A hip ailment, though, sidelined him for much of the past 12 months as his ranking plummeted. Middling monstrosity The Stephen King-inspired thriller ‘Castle Rock’ is better in theory than execution STREAMING What you’re looking for in “Castle Rock” may not be what “Castle Rock” is prepared to offer. The Hulu series, inspired by Stephen King’s recurring fixation on the mysterious goings-on in a fictional Maine town, has everything except a clear purpose. If it’s meant to frighten, it’s not very good at that. If it’s meant to ruminate on the nature of evil, then that message never gets through. If it’s meant to creep you out, then it barely registers. And if it’s meant to be this summer’s 5,000-piece jigsaw puzzle discovered in a cobwebby corner of a lake cabin — well, there’s no law that compels you to spread it out and solve it, even if J.J. Abrams is billed as executive
producer (with Sam Shaw and Dustin Thomason as creators). “Castle Rock” is great at one thing, though: It provides the latest opportunity to marvel at the surfeit of promising, expensively produced, darkly themed shows that turn out to be not nearly as interesting as the concept first sounded. Mediocrity is once again the real monster here. The show opens with the suicide of Dale Lacy (Terry O’Quinn), the longtime warden of Shawshank state prison. Soon after, a conscientious corrections officer discovers a young man (Bill Skarsgard) trapped in a cage in an underground cellblock that’s been abandoned for years. The prison has no record of the guy, and it soon becomes

Henry returns to represent the nameless client, and his reacquaintance with the crabby, creepy people of Castle Rock (including Sissy Spacek as his mother) moves at a dismal pace while the show tries to decide whether it’s a legal drama or a mystery thriller or something more otherworldly. The first three episodes, which premiered in one chunk this past Wednesday (a new episode will be released each week), spend too much time laying groundwork, meting out clues and King references at a sluggish pace. So why is this show here? Sometimes the answer is frightfully simple: Because someone pitched it, and then someone bought it.

He transformed CBS over the past two decades, building it into a ratings powerhouse that has been the No. 1 network in total viewers for 10 consecutive years. But the CBS Corp. chief executive and chairman has come under the spotlight after the network’s board of directors said Friday it would investigate allegations of misconduct against him. ahead of reports that journalist Ronan Farrow was about to publish a piece in The New Yorker that detailed the accusations. The story came out later Friday. In it, six women accused Moonves of sexual harassment and intimidation. “Six women who had professional dealings with him told me that, between the nineteen-eighties and the late aughts, Moonves sexually harassed them,” Farrow wrote. Giuliani after President Trump’s lawyer tweeted just the word “You” at 8:07 a.m. Sunday morning. Giuliani’s singleword tweet soon became a meme as people retweeted it with song lyrics. @kashanacauley referenced Drake’s song “Hotline Bling,” tweeting: “Ever since I left the city.” Giuliani appeared on Sunday morning talk shows attacking Trump’s former personal lawyer Michael Cohen, but he didn’t tweet a follow-up to what he meant by “You.”

Ving Rhames on Friday recalled an incident in which police held him at gunpoint in his own home after a neighbor called to report a “large black man” breaking in. “I open the door and there is a red dot pointed at my face from a 9 mm,” Rhames told SiriusXM’s “The Clay Cane Show.” Rhames said the neighbor later denied placing the call when confronted by police. Meghan Markle’s father, Thomas Markle, told the Daily Mail he has been frozen out by his daughter following her marriage to Prince Harry. “I’m really hurt that she’s cut me off completely,” he said in an interview published Saturday. “I used to have a phone number and text number for her personal aides at the palace, but after I said a few critical words about the royal family changing Meghan, they cut me off.”
