A British driver survived a major crash in his $260,000 Ferrari an hour after he bought it last week. Police called it a “miracle escape,” but the car wasn’t so lucky. Police in northern England posted photos of the smoking, wrecked 430 Scuderia, saying it “went airborne [and] burst into flames” beside a highway. The driver suffered only cuts and bruises and likely a severe case of buyer’s remorse. No word on his insurance coverage. (AP)

Dull, Scotland, and Boring, Ore. — towns united by yawn-inducing names — have joined forces with a third: Bland Shire, Australia. day, can be kind of simple and straightforward. That aesthetic was promoted by him.” Most of Hogg’s tags have been erased now. A rare, winterlike storm in late July drenched the region with rainfall totals of 1 ½ to 6 inches Friday and Saturday. A few places even saw totals exceeding 7 inches. D.C.’s official observation site, Reagan National Airport, logged 3.78 inches of rain, more than an average month’s supply (3.73 inches). Ellicott City marks 1 year after deadly flooding Historic Ellicott City, Md., marked the one-year anniversary of being ravaged by floodwaters, which killed two and caused devastating damage to homes and businesses. Officials gathered Saturday to unveil a new clock on the town plaza. A memorial dedication was also held for three cherry trees representing the two people who died in the flood as well as a shop owner who later died after falling from a ladder while rebuilding. (AP)

THE DISTRICT Danny Hogg, the prolific D.C. street artist who plastered the city with his tag, Cool “Disco” Dan, died of complications from diabetes Wednesday. He was 47. Hogg’s tag became an enduring symbol for a city that had endured a lot. He was at his most prolific in the late ’80s and early ’90s, an era when D.C. was known as the country’s “murder capital” and then-Mayor Marion Barry was arrested for using crack cocaine. “When you think of D.C.’s turbulent times, what happened and where the city came from, he is an icon of that era,” said Roger Gastman, a documentary filmmaker who produced a movie, “The Legend of Cool ‘Disco’ Dan,” about Hogg and the D.C. street art scene. “There’s not many left. He’s a folk hero.” Hogg grew up in Capitol Heights, Md., and spent most of his childhood drawing, said his

TRANSPORTATION Three years after its splashy opening, the first phase of Metro’s Silver Line has met with mixed success, fueling an unprecedented building boom in areas adjacent to its five new stations but struggling to attract riders. Since 2014, 11 new high-rises have been built in Tysons Corner, and more than 2 million more square feet of development are in the pipeline. Big-name companies, including Intelsat, have relocated to Tysons, attracted by the promise of a walkable urban neighborhood with easy access to public transportation. But of the five stations that opened in July 2014, only the end-of-line Wiehle-Reston station has come close to projected ridership. At three stops in Tysons — McLean, Greensboro and Spring Hill — ridership is a mere fraction of what planners projected in a 2004 environmental impact report. In May of this year, for example, average daily weekday ridership was 1,618 at the McLean station, slightly below the 1,634 in May 2015 and well below the 3,803 the Silver Line was projected to serve in its first year of operation, according to the

2004 report. To be fair, ridership of the Metro system as a whole is down. From July to December of last year, overall ridership dropped 12 percent. Metro officials say chronic service disruptions and SafeTrack, an ambitious maintenance program that shut all or parts of the 40-plus-year-old system for the past year, have contributed to the decline. Boosters of the rail line, however, say it is still too early to write off the Silver Line, asserting that as more developments are built near the stations, ridership will grow. “I can’t stress enough that ridership is a product of land use,” said Shyam Kannan, managing director of planning at Metro. He

said that the ridership projections came at a time when the economy was booming and were based on “heroic assumptions” about how quickly development would take place around the five new stations. These assumptions failed to materialize, he said, because of a combination of factors, including the 2008 recession, 2013 global economic collapse and, closer to home, sequestration and cuts to the defense budget. Those factors cooled the appetite for new construction. “The good news is that things did unfreeze,” Kannan said. “If you head out to Wiehle, you’ll see nothing but construction cranes. ‘Baby boxes’ aimed to curb infant deaths In an effort to reduce the infant mortality rate in D.C., local legislation has been proposed to make sure every new parent in the city has access to a free “baby box.” City Council member Brianne Nadeau, herself an expectant mother, introduced a bill this month that would provide all new parents with online training about safe sleep and a baby box to take home. Baby boxes contain a firm, foam mattress that can double as a bassinet during the baby’s first few months — a safer alternative to co-sleeping. D.C.’s infant mortality rate in 2014 was 7.6 deaths per 1,000 live births, 27  percent higher than the national rate. According to Washington’s Chief Medical Examiner’s office, 48 infants died from 2014 to 2016 because of unsafe sleeping practices. (AP)

34 cases dropped after drug-planting allegation Baltimore’s top prosecutor says her office is dismissing 34 cases that relied on the testimony of three officers who are under scrutiny after the release of body camera footage that defense attorneys say shows evidence being fabricated. Baltimore State’s Attorney Marilyn Mosby said Friday that her office is still reviewing dozens of other cases involving the officers. Earlier in July, defense attorneys released a video that they said shows an officer planting drugs. The police powers of that officer have been suspended. Two others are on administrative duty. Board: J.E.B. Stuart High will be given a new name School board members voted Thursday to rename a Fairfax County high school named for a Confederate general, ending two years of debate on the subject. The board met late into the night as members tried to decide the fate of J.E.B. Stuart High School’s name. Stuart was a slaveholding Confederate general. The renaming process will start in the fall and the new name must be in place no later than the beginning of the 2019 school year. (AP)

Charlottesville police say they stopped a man from jumping to his death with a dramatic rescue. Police said an unidentified 21-year-old man was preparing to jump from a fivestory parking garage Saturday when an officer leaped toward him and pulled him to safety. Police said the man had self-inflicted wounds to both arms and was bleeding when they first encountered him on top of the garage’s retaining wall. Officer Jose Sanchez was able to position himself behind the man without the man seeing, police said. When the man prepared to jump, Sanchez was able to grab him and pull him to safety with other officers. (AP)

An 86-year-old retired priest has turned himself in to face a charge in Virginia of inappropriately Cain touching a teenage girl 14 years ago. Fairfax County police announced Thursday that the Rev. Gervase Cain of Loretto, Pa., is charged with taking indecent liberties with a child by a person in a custodial or supervisory relationship. Police say Cain touched the 15-yearold girl at her home in Fairfax in 2003. A complaint filed in 2004 was withdrawn, then reopened this May. A warrant was recently issued. (AP)

Police say a Virginia man has been charged in an attack on a woman who was found at a burning home. Prince William County Police said Friday 30-year-old Noel Antonio Quinteros-Ramirez of Woodbridge was charged with malicious wounding and burning or destroying a dwelling in the incident a day earlier. Officers arrived to find a woman with stab wounds on the front lawn. Police say she’s expected to survive. Four officers needed treatment after entering the home in search of children, who were at a neighbor’s residence at the time. Quinteros-Ramirez is being held without bond. (AP)

Public Schools have had at least three principals since August 2012, a pattern of upheaval that worries parents and teachers, who say constant change in leadership can generate instability, inhibit trust and stall academic progress. Capitol Hill’s Eliot-Hine Middle School, for example, is heading into its second straight school

year with a new principal. In 2016, a fresh chief took over after the previous one left for another DCPS school. But the position will be filled anew this upcoming academic year. DCPS Chancellor Antwan Wilson is sympathetic, saying he expects principals to lead the same school for at least five years. That’s how long he and others believe it typically takes to produce strong academic results and build a vibrant school community through strong relationships with parents, teachers and students.

POLITICS President Trump is trying to take command of his floundering administration by enlisting a retired four-star Marine general as his White House chief of staff, empowering a no-nonsense disciplinarian to transform a dysfunctional West Wing. John Kelly will be sworn in today at the nadir of this presidency, with very low approval ratings, a stalled legislative agenda and a Russia investigation that casts a dark cloud. Trump envisions Kelly executing his orders with military precision and steely gravitas, and without tending to outside political motivations or fretting about palace intrigue, according to Trump confidants. The president replaced Reince Priebus last week with Kelly, who had what Trump considers a star run as homeland security secretary, in the hope of projecting overall toughness and of inspiring the respect — and even fear — that has eluded him on Capitol Hill. But no matter how decisive his leadership, Kelly alone cannot turn Trump’s vision into reality. Warring internal factions that have stirred chaos, stoked suspicions and freelanced policies for six months may not easily submit to Kelly’s rule. Putin hits back on sanctions

MOSCOW Russian President Vladimir Putin said Sunday that the U.S. diplomatic missions in Moscow and elsewhere in the country will have to reduce their staffs by 755 people, signaling a significant escalation in the Russian response to American sanctions over the Kremlin’s intervention in the 2016 presidential election. The United States and Russia have expelled dozens of each other’s diplomats before — but Sunday’s statement, made by Putin in an interview with the Rossiya-1 television channel, indicated the single largest forced reduction in embassy staff, comparable only to the closing of the American diplomatic presence in the months following the Communist revolution in 1917. In the interview, Putin said that the number of American diplomatic and technical personnel will be capped at 455 — equivalent to the number of their Russian counterparts working in the United States. Close to 1,200 employees now work at the U.S. embassy and consulates in Russia, according to U.S. and Russian data. FDA to target nicotine levels in cigarettes HEALTH For the first time, the federal government is proposing cutting the nicotine level in cigarettes so they aren’t as addictive. U.S. Food and Drug Administration chief Scott Gottlieb on Friday directed the agency’s staff to develop new regulations on nicotine. The FDA has had the power since 2009 to regulate nicotine levels but hasn’t done so. Stocks of cigarette makers plunged after the announcement. The FDA is giving e-cigarette makers four more years to comply with a review of products already on the market, Gottlieb said. The agency intends to write rules that balance safety with e-cigarettes’ role in helping smokers quit. Tar and other substances inhaled through smoking make cigarettes deadly, but the nicotine in tobacco is what makes them addictive. Tobacco use is the leading cause of preventable heart disease, cancer and death in the United States, causing more than 480,000 deaths annually. Smoking rates, however, have been falling for decades and are at about 15 percent. Gottlieb said he has asked the FDA’s Center for Tobacco Products to explore whether lowering nicotine could create a black market for higher nicotine products. Based on early looks at training camp, the Redskins’ defense has all three traits. No position group reflects this better than the linebacking corps. Whether it’s inside, where five of the 10 players boast starting capabilities, or the edge rushers, where coaches have three candidates for the spot opposite Pro Bowler Ryan Kerrigan, Washington has options. In just the first three practices, we’ve seen Will Compton and Mason Foster man their starting spots at inside linebacker, Compton paired with Zach Brown — a free agent addition who made the Pro Bowl with Buffalo last year — Foster and Brown together, and Foster next to Martrell Spaight. Mixing and matching will give coaches an idea of how guys play together, but who will start remains uncertain.

Chris Carter, who signed with the Redskins in March, served primarily as a special teams ace during stints with Pittsburgh, Cincinnati and Baltimore. But he’s already joined Compton and Brown on pass-heavy situations, because he’s a better coverage option than some of Washington’s outside linebackers. The days of every-down defensive starters in the NFL are over. Sub-packages enable defenses to plug in players based on down, distance and situation. Colorado scored five earned runs (and seven overall) against the rookie, who still did exactly what the Nationals thought their top pitching prospect would. He attacked, forcing the Rockies to beat him. They did, and the Nationals fell 10-6 in the first game of a Sunday doubleheader. The second ended after Express’ deadline. While Fedde was not perfect, he didn’t crumble, and the Nats didn’t have to scramble for a long man, using four relievers to leave four arms fresh for the nightcap.

Williams is just getting started STREAMING For Jessica Williams, playing a part in the entertainment industry’s movement toward greater diversity on screen is something she takes great pride in. As a recent addition to the Netflix family, she applauds the streaming giant for leading the way. Williams, who broke through as a correspondent on “The Daily Show,” takes on her first starring role in Netflix’s original film “The Incredible Jessica James,” which debuted Friday. The actress feels the streaming platform helps shape stories about people of color, citing original programming like “Master of None” and “Orange Is the New Black,” which “showcase people of color in an amazing way.” While inclusion continues to improve, Williams says the path to racial equality is far from over. “I think it’s a difficult time

in some ways to be a person of color,” she says. “And I think the same for actors of color, but I also think it’s a great a time. Because I think now ... there’s so much more room for us to be seen, and there’s room for us to create our own stories.” Signing on to “Jessica James” and shifting gears from a comedy news show to a feature film wasn’t an easy choice. Williams certainly felt some trepidation with the move. “I was really nervous because this movie does have comedy in it,” she says. “It also has a lot of heart, and some sweet moments. So I was worried whether I would be able to portray that or not. But I had a lot of fun doing it, and I found out that I could.” Written and directed by Jim Strouse — who directed Williams in his 2015 film, “People Places Things” — the story was written with Williams in mind. Williams, who is also an executive producer on the movie, wanted to accurately depict the “life of a modern, young black woman.”

Follow the leaders When it comes to the movement toward racial equality, Jessica Williams says she’s mindful of the actresses who paved the way in promoting diversity. “So many black actresses came before me and my generation,” she says. “They did not necessarily have this opportunity that I feel like I have now, and so I’m really grateful for that.” J.C.

For Strouse, Williams was the right person to portray the everchanging nature of romantic relationships. “I remember when a relationship goes astray, you break up, you don’t talk and in like maybe months down the road you have

The tweeter noticed that in at least a few cities and states (the greater New York area and Indianapolis, for example), the distribution of Outback Steakhouse locations resembles a star, or a pentagram, a symbol that is associated with Satanism in the U.S. Other Twitter users responded with other instances where Outback locations fit this trend. The restaurant responded by tweeting: “If the Bloomin’ Onion is evil then we don’t want to be nice.”
