Dutch police arrested five Romanian men suspected of stealing iPhones worth $590,000 from a truck being driven down a road, authorities said Monday. The men allegedly stole the phones last week by driving a modified van so close to the delivery truck that one of the suspects was able to clamber across the van’s hood and break into the truck while it was moving — and without the driver realizing a theft was in progress. Police on Monday tracked down a 25-foot electric passenger train that was stolen in the San Francisco Bay Area over the weekend. Owner Eric Sossamon said the colorful, trackless train seats 16 to 20 people comfortably and makes regular appearances at festivals and parties. Sossamon had offered four hours of free train service as a reward. No word on whether the woman who spotted the missing train will take him up on that. (AP)

When the police chief of Canal Fulton, Ohio, gave a resident his business card, he never expected it to be used this way: The chief later discovered that a woman used the rolled-up card to snort heroin. Chief Douglas Swartz said on Facebook that the woman passed out Sunday and was brought to the police station for help. He said the woman must seek drug treatment or she’ll face charges. (AP)

SPORTS Speaking at a fan forum in Baltimore on Sunday, NFL Commissioner Roger Goodell weighed in on the possibility of the NFL awarding another Super Bowl to a cold-weather city with an outdoor stadium, as the league did for Super Bowl XLVIII in East Rutherford, N.J., in February 2014. “Why can’t a city like Baltimore host the Super Bowl?” a Ravens season ticket holder asked during the forum at the Ravens’ M&T Bank Stadium. “We serve crab cakes in January, too.” Said Goodell: “As the event gets bigger and bigger, it gets harder and harder to host because it’s competitive, the infrastructure keeps growing. “The number of hotel rooms now, I think we’re well over 35,000 hotel rooms that are required. first Super Bowl played outdoors at a cold-weather site and Goodell described that decision as “high risk, high reward.” A snowstorm hit the New York area a few hours after the game ended. “This was a big debate,” Goodell said. “Do we want the game to be played in perfect conditions? Do you want the elements to impact it? I personally

love football in the elements. I think that’s what makes it so special. “So, I love that part of it, but I also understand the issue of trying to put an event on where we have probably 150- to 200,000 people attending. It’s really tough to do, and it puts a lot of stress on smaller communities.” It’s unclear how a potential Baltimore-Washington joint bid would work, but Redskins owner Daniel Snyder has expressed his desire to host a Super Bowl for years. The Washington area was one of four finalists to host the 2008 Super Bowl, which instead went to Glendale, Ariz. “I think Washington should get one, no matter what,” Snyder said at the NFL owners’ spring meeting in 2010. “It is the nation’s capital.” In 2011, Ravens owner Steve Bisciotti said Baltimore would “be in line like everyone else” if the outdoor Super Bowl at Met Life Stadium was a success. The Super Bowl host sites have been awarded through 2022. The Redskins’ lease at FedEx Field runs through 2027. This year’s Super Bowl will be at U.S. Bank Stadium in Minneapolis.

Pipeline foes press Northam Some fellow Dems oppose candidate’s support for projects VIRGINIA POLITICS For a guy whose party is supposed to be united behind him, Ralph Northam has faced moments of surprising disharmony from fellow Democrats in his campaign for Virginia governor. The lieutenant governor has been shouted down by protesters at public events and drawn sniping on party blogs, all over a single issue: energy companies building two natural gas pipelines in rural parts of the state. Northam won’t oppose the projects. Some Democrats despise them. While a few worry that the open dissent will wreck his chances this November, numbers suggest that there aren’t enough disgruntled pipeline opponents to make a difference in the election. After all, the pipelines are being built in areas with far more natural beauty than voters. But what the pipeline opponents lack in quantity, they make up for with passion. “This community is widespread and powerful, and they would work their hearts out for him,” Kay Leigh Ferguson, a Charlottesville resident who is an active pipeline opponent, said of the Democratic nominee for governor. “I think Northam ignores that at his peril.” The issue involves two projects inspired by the boom in fracked natural gas. The

$5 billion Atlantic Coast Pipeline, proposed by Dominion Energy and several partners, would run about 550 miles from West Virginia through central and southern Virginia and into North Carolina, with a spur routed to Hampton Roads. The 300-mile Mountain Valley Pipeline would also start in West Virginia, but would enter Virginia in the southwest — near Blacksburg — and connect with an existing pipeline in Pittsylvania County. It’s being built by a partnership led by EQT Midstream. Northam casts himself as an environmentalist — raised on the Eastern Shore, opposed to offshore drilling, an advocate

Northam’s campaign spokesman rejects the notion that the candidate’s position on the pipelines is simply a political calculation. “The political ramifications have mattered very little in what the lieutenant governor wanted to say on the issue,” spokesman David Turner said. “Science should say whether they can be built safely and environmentally sound.” Pipeline opponents know what they’re up against but believe right is on their side. They have walked 150 miles of the Atlantic Coast Pipeline route, posted mini-documentaries on Facebook and spoken out at local government meetings. Some are taking a hard look at Cliff Hyra, a Libertarian running for governor who opposes the pipelines. If the race between Northam and Gillespie is tight, Hyra could play the spoiler — giving the protesters more power. “I spent a lifetime primarily voting for the lesser evil,” said Mara Robbins, an environmentalist in Floyd County who has worked against the Mountain Valley Pipeline. “Those of us who are taking this stand are getting slammed right and left by party loyalists.” GREGORY S. Group helps abuse survivors rebuild lives PRINCE GEORGE’S COUNTY Sharon Harley is eager to share her experiences surviving domestic violence, saying she finds strength in the voice that reminds her each day that she deserves better. Harley said she’s no longer ashamed of talking about how long she stayed in a relationship fraught with physical abuse and emotional manipulation. The 52-year-old mother ascribes her newfound confidence to her faith, and also to a community of women she has found through a Prince George’s County program called Stay In Touch. The program, launched in the spring, is a support group designed to help those who have survived domestic violence to rebuild independent lives. Women in the Stay In Touch program attend weekly sessions, with meetings on topics such as why women stay in abusive relationships and creating safety plans. The program also helps women gain economic freedom, with discussions on how to hone résumés or prepare for job interviews. It is one of the new offerings at the Family Justice Center that opened last year in Prince George’s. For Harley, it’s a place where she can talk about her experiences without judgment. “They’re not looking down their noses at me,” she said. “The last thing a person needs in this situation is somebody looking at them funny.” LYNH BUI (TWP)

Ex-school worker faces 119 child sex abuse counts

Possible pot conflicts spark call for legislation

A former middle school instructional assistant infected with HIV is facing 119 felony counts of child sex abuse and other offenses after authorities in southern Maryland identified at least two dozen victims, according to Charles County court documents and lawyers. The case against Carlos Deangelo Bell, 30, began after a parent noticed sexually explicit text messages on her son’s phone. A police investigation later determined that the abuse spanned nearly two years until Bell was arrested in late June and that some of the incidents may have taken place in classrooms on public school property. Bell appeared in Charles County Circuit Court on Monday afternoon. (TWP)

A man from Florida wearing a “Make America Great Again” hat was arrested over the weekend after D.C. police said he assaulted three people near Dupont Circle on Saturday during a heated argument over President Trump’s politics. Police said that the 32-year-old suspect Louis Samuel Travieso, of Riverview, Fla., “straddled” one man “and pounded” him in the face 20 times with a closed fist and left and right forearms. Two others were also struck in the face when they intervened, police said. Police charged him with three counts of felony assault, classifying the incident as a “suspected hate crime.” Prosecutors later reduced the charges to misdemeanors but did not indicate why. (TWP)

On Monday, Del. Cheryl Glenn, D-Baltimore, renewed calls for the legislature to reconvene to overhaul the state’s troubled medical marijuana program, in light of a Washington Post report that several independent experts hired to score prospective businesses had ties to applicants for licenses to enter the cannabis industry. The Post reported Sunday evening that at least three evaluators hired to review business applications had ties to the companies, including one whose husband was listed as general manager for an applicant. The cannabis commission says it is investigating these potential conflicts. Glenn has called for more minority inclusion in the medical marijuana program. (TWP)

A former contractor cheated the State Department out of millions in Iraq.

Man pleads guilty in State Dept. scam FEDERAL GOVERNMENT A former employee of the major contracting firm DynCorp International admitted Monday that while working in Iraq, he helped cheat the State Department out of millions of dollars. Jose Rivera, 57, of Potomac, Md., pleaded guilty in Alexandria federal court to conspiracy to defraud the United States, acknowledging that he helped convince his bosses to rent a camp at Baghdad International Airport for a grossly inflated price. The State Department ultimately footed the bill for the site as part of a training program for Iraqi police, paying $5,320,000 in rent for the property from September 2011 through April 2014. Rivera said in court that Emil Popescu, a Romanian contractor in the process of being extradited

to the United States, paid him in cash as part of the scheme. Rivera said he only counted the first payment of $15,000 but accepted a government estimate of having received a total of $250,000. “I have no idea how much money I received,” he said. “I never counted anything.” Popescu, Rivera and a third man, Wesley Struble, shared the profits with Iraqi co-conspirators, according to prosecutors. Rivera testified that he carried some of the money with him when he flew home. At other times, he hid the cash inside speakers he bought on base and mailed home to his family. A federal law that would require carmakers to build alarms for back seats is being pushed by child advocates who say it would keep kids from dying in hot cars. The law also would standardize the criminal process for caregivers who cause the deaths — cases in which mothers are often prosecuted more aggressively. The latest deaths came in Arizona last weekend, when temperatures hit triple digits. Two baby boys were found forgotten in vehicles in separate incidents. The proposed alarms would alert drivers if a child is left in the back seat once the vehicle is turned off. It could be a sensor that detects a baby left in a car seat. The driver would be alerted in a way similar to reminders about open doors and seat belts. (AP)

This wasn’t the day that he was fired, but it was the day that led inexorably to Monday’s decision. On Thursday, The New Yorker published the most vulgar interview with a White House staffer in modern American politics. Scaramucci called then-White House chief of staff Reince Priebus an “[expletive] paranoid schizophrenic, a paranoiac,” referred to presidential adviser Stephen Bannon’s self-interestedness as resembling a sex act and said he was going to fire everyone on the communications staff. The call was predicated on Scaramucci trying to get The New Yorker’s Ryan Lizza to reveal the source of a story about a dinner at the White House on July 26. Scaramucci signed off by declaring that he had to go tweet some stuff (not the word he used) that would drive Priebus crazy.

The call was on July 26, but the release of The New Yorker story on the 27th was a key trigger for Scaramucci’s firing.

The New York Post speaks with unnamed sources close to Deidre who suggest that Scaramucci wasn’t unfaithful but that “the only one he’s dating right now is the West Wing of the White House.”

Scaramucci is fired by Priebus’ replacement, John Kelly. He wasn’t given a grace period for his departure. Multiple reports suggest he was, in essence, escorted off White House grounds. Oh, also, we learned that the Harvard Law alumni directory accidentally listed him as dead.

nation+world Venezuelan president slapped with sanctions in response to election VENEZUELA The White House slapped sanctions on Venezuelan President Nicolas Maduro on Monday for his “outrageous seize of power.” “Maduro is not just a bad leader. He is now a dictator,” said President Trump’s new chief of staff, John Kelly. The sanctions freeze all assets that Maduro has in the U.S. and prohibit Americans from any dealings with him. The move comes after Maduro’s regime went through with a highly controversial vote Sunday that the White House called a “farce”

and a “sham.” Venezuelans were asked to vote to replace the current legislature with a “Constituent Assembly” that would be more loyal to Maduro. The new assembly is expected to redo the country’s constitution. “By sanctioning Maduro, the United States makes clear our opposition to the policies of his regime,” U.S. Treasury Secretary Steven Mnuchin said Monday. The move is largely symbolic. Experts say it won’t hurt Venezuela’s economy, but it is still only the fourth time the U.S. has placed sanctions on a head of state. “This is a really big escalation in pressure,” said Elizabeth Rosenberg, a U.S. Treasury official under former President Obama.

Mnuchin said the White House would “consider additional sanctions” if Maduro continues to oppress his people. One of those options is restricting Venezuelan oil from entering the U.S., but he said the top priority at the White House is to not cause any more suffering for the Venezuelan people. Protesters in Venezuela are growing increasingly bold. Over 120 have died since April in clashes with Maduro’s government.

BUSINESS Discovery Communications, based in Silver Spring, said Monday it has agreed to buy Scripps Networks Interactive in a $14.6 billion deal that creates a lifestyle programming engine with a global reach. The deal called for Scripps shareholders to receive $90 a share, or about $11.9 billion, a 34 percent premium above where Scripps stock was valued when the talks were first reported nearly two weeks ago. Scripps’ debt is included in the deal, which brings its value to $14.6 billion. Some analysts had favored the deal because the companies need the scale and digital chops to negotiate with distributors. It’s a combo that promises something for everyone. Discovery is known for testosterone-driven ideas such as Shark Week, and man-vs.-nature shows such as “Deadliest Catch.” Scripps aims for the female demographic with shows those in the do-ityourself genre on the Food Network, HGTV and the Travel Channel. Discovery is also known for its cost discipline and international footprint. Its 3 billion viewers in 220 countries would complement Scripps Networks’ nascent global distribution. “When you put us together we are about 20 percent viewership on cable,” said Discovery’s chief executive, David Zaslav. The foster son they’re waiting for is part of a small, threedecade-old U.S. program for socalled unaccompanied refugee minors that has been halted by a series of new refugee bans and travel limits imposed by the Trump administration. By blocking the program, the U.S. travel bans have stranded more than 100 refugee children who were already matched to waiting American foster families. Without parents or other adult relatives, those kids are living on their own in countries of temporary refuge, in limbo while their U.S. foster parents hope for a court ruling that will allow the children to finish their journeys.

Through the program, youths eking out a living by themselves in a refugee camp or elsewhere must first come to the attention of a U.N. agency, which may choose to refer them for the U.S. foster program, especially if the children are deemed to be particularly vulnerable wherever they are now. The children must then pass U.S. security screenings and other requirements, and win a match with an American foster family or group home. Judge chides FAA about shrinking seats TRANSPORTATION In a fiery ruling Friday, a federal appeals court judge in Washington ordered the Federal Aviation Administration to look into it what she called “the Case of the Incredible Shrinking Airline Seat.” Judge Patricia Millett upbraided the FAA for “vacuous” and “vaporous” evidence that the agency previously used to argue that diminishing legroom was not a problem. It’s no secret that the big carriers have been shrinking seat space. In 2015, a passenger advocacy group called FlyersRights.org asked the FAA to put a stop to it. Airline seats were designed for people no taller than 5-foot10, and in reasonably good shape, the group argued, noting that “many Americans do not fit into this category.” It asked the FAA to impose a moratorium, preventing airlines from shrinking seats any more. The FAA said no. The court refused to order the FAA to set seat space rules. But when it came to emergency evacuations, the court agreed with the group that smaller seats might be a problem. “As a matter of basic physics, at some point seat and passenger dimensions would become so squeezed as to impede the ability of passengers to extricate themselves from their seats and get over to an aisle,” the judge wrote. Nats add third new reliever with a trade for Twins All-Star Kintzler at the deadline MLB Washington padded its bullpen again Monday, acquiring closer Brandon Kintzler from the Twins in exchange for Class A left-hander Tyler Watson and international bonus pool money. Kintzler, who turns 33 today, was named a replacement on the AL All-Star team this year and brings a 2.78 ERA and 1.147 WHIP to the Nationals’ bullpen. The deal wasn’t announced until after the 4 p.m. deadline. Nationals general manager Mike Rizzo admitted it was finalized “extremely close” to the dropdead moment, “but we finally agreed to a level of prospects and a deal that was something that appealed to us.” Watson, 20, was 6-4 with a 4.35 ERA at Low-A Hagerstown and has 98 strikeouts in 93 innings this year. Kintzler is under team control through just this season, and the Nationals will owe him roughly $1 million in prorated salary. His exact role remains to be seen, and Rizzo said he doesn’t expect

to name one man as closer yet. “We’ve got two months left in the regular season to figure out which is the best way to attack the bullpen, what are guys most comfortable in,” Rizzo said. The Nationals designated right-hander Jimmy Cordero for assignment to clear room for Kintzler on the 40-man roster. His arrival will almost certainly create a surprising logjam of veteran right-handers. Shawn Kelley is on a rehab assignment and is expected back soon. Escape into exercise Working out can help you heal when grieving — and bring back your energy

FITNESS Twenty months ago, Tamara Grand experienced every mother’s greatest fear: the loss of a child. Struggling with her grief, the 49-year-old personal trainer turned to what has always been her first line of defense when dealing with stress: exercise. While nothing could fill the hole in Grand’s heart, she has found that movement makes it easier to face her grief and move forward. Robert Neimeyer, a professor of psychology at the University of Memphis whose research and practice focuses on bereavement, says that while exercise is by no means a panacea, it can play a valuable role in adapting to loss. “It provides both direct benefits to mood and health, and indirect benefits as it forces you out of isolation and into the world,” he says. A l l i s o n Gi l b er t , a New

York-based grief expert and the author of “Passed and Present,” says that what grief takes away — energy, joy, focus — exercise can give back. “Exercise allows you to come into a space where you can focus on yourself, and helps decrease the pulls on your energy,” she says. “It restores some of your buoyancy.” The link between exercise and depression, often a hallmark of grief, is well documented. George Mammen, a University of Toronto Ph.D. candidate, reviewed 25 pieces of research and concluded that moderate exercise can boost mood and help ward off depression in the long term. “Many studies have demonstrated the effectiveness of exercise regimens in improving mood for people who are moderately depressed,” Neimeyer says. What Duke professor Patrick Smith and others have not yet determined is the amount of exercise required to deliver mood benefits. “The jury is out on what certain threshold is necessary for benefits,” Smith wrote in the abstract of one of his studies. “We do know that [brain chemicals] are modified via exercise, leading to improved mood.” A.L.

Numerous studies have looked at exercise as a method for treating depression. Patrick Smith, an associate professor of psychiatry at Duke University and co-author of several studies on the topic, says that “in most head-to-head studies, exercise is equally as effective as antidepressants.” Adrienne Langelier, a licensed professional counselor in The Woodlands, Texas, says that emotional stress can make it hard to push yourself physically, but doing so should be seen as an important part of self-care. “I was scheduled to run a marathon when my grandmother was in the hospital dying,” she says. “I wrestled with running it, but in the end, pushing through allowed me to be more present for my family.” Her passion for running and ability to get out and do it helped with the intense grief she felt when her grandmother died, Langelier says. “Running filled my well instead of emptying it.”

Americans consume more watermelon in the hot summer months than in winter, which is why Congress declared last month as National Watermelon Month. Watermelon, once used to treat children with heatstroke, is 92 percent water and considered a cooling food. Eating a few slices can be equivalent to drinking an extra glass of water — not a bad idea on a sweltering summer day. It’s also extremely high in lycopene, one of the most powerful antioxidants shown to fight cancer, strokes and aging. A serving size of the fruit, or two cups, provides 25 percent of the recommended daily amount of vitamin C and 30 percent of the recommended daily allowance of vitamin A. The Pulitzer-winning playwright had battled Lou Gehrig’s disease

1943-2017 Sam Shepard, the Pulitzer Prizewinning playwright, Oscarnominated actor and celebrated author whose plays chronicled the explosive fault lines of family and masculinity in the American West, died Thursday at age 73, a

family spokesman said Monday. Shepard died at his Kentucky home from complications related to Lou Gehrig’s disease, or amyotrophic lateral sclerosis. The taciturn Shepard, who produced 44 plays and numerous books, memoirs and short stories, was one of the most influential playwrights of his generation: a plain-spoken poet of the modern frontier who combined ruggedness with lyricism.
